Effective Government Policies Crucial for Vibrant Global Rice Trade, Say Experts Oct 29, 2014
National trade policies by governments form the basis for a vibrant global rice trade, which is mostly marketdriven, say experts. They opine that the respective government authorities should try and frame rice policies in accordance with the developments in the global rice market. Speaking at the Global Rice Market and Trade Summit in Bangkok, a member of the Cambodia Development Research Institute said national and regional dynamics such as population growth, effects of climate change and water scarcity as well as shifting demographics influence the respective governments' rice policies on ensuring steady production and prices. He noted that since rice is a political commodity, it needs to be managed under liberal trade regimes. Liberal trade policies lead to more efficient trade systems, he adds. The Summit is part of the 4th International Rice Congress. The Director General of the International Rice Research Institute (IRRI) spoke of how farmers across the world are benefitted from the second Green Revolution (GR2), which began about six years back. He noted that many farmers in many countries have been able to increase rice production by adopting flood-tolerant rice, which is said to be one of the first technologies of the GR2. He noted that GR2 addresses scientifically rich and complex rice farming methods and uses more scientific tools combining processes from genetics, molecular biology, and plant physiology. It aims at helping farmers particularly in weather-stressed environments. He noted that by 2030, Third Green Revolution will be introduced and encourage farmers to plant much advanced rice varieties such as C4 and nitrogen-fixing varieties as well as help consumers get nutritious rice in marketplace. Chicago rough rice futures for Jan delivery settled 7 cents per cwt (about $2 per ton) higher at $12.375 per cwt (about $273 per ton). Rough rice futures continued their attempt at a recovery following two consecutive sessions of steep losses this week. Traders are now watching for signs that a low has indeed been put in place and signals that a bullish reversal is underway. However, it appears that the market has yet to be convinced and buying continues to take place at a low volume. Look for an uptick in trade volume in concert with higher prices as a confirmation that a true recovery is underfoot. The other grains continued their recent rally, once again led by huge gains in the soy complex; Soybeans closed about 3.5% higher at $10.4300 per bushel; wheat finished about 1.4% higher at $5.3825 per bushel, and corn finished the day about 3% higher at $3.7525 per bushel. U.S. stocks fell on Wednesday, a day after the S&P 500 rose to within 2% of its record, with the Nasdaq Composite hit by Facebook's decline, as Wall Street awaited a monetary-policy decision from the Federal Reserve. Fed officials end a two-day policy meeting Wednesday with the release of a statement at 2 p.m. Eastern. The central bank is expected to announce an end to the bond purchases, known as quantitative easing, that helped fuel stock gains and increased the Fed's balance sheet to a record. The Fed's language will be scrutinized for hints as to when the Fed would start increasing interest rates, and whether the Fed is concerned that the slowing global economy might impact U.S. growth. After a 59-point gain the Dow Jones Industrial Average was lately off 38.84 points, or 0.2%, at 16,966.91. The S&P 500 dropped 6.57 points, or 0.3%, to 1,978.48, with materials the worst performing and telecommunications the best of its 10 major sectors. The Nasdaq declined 31.62 points, or 0.7%, to 4,532.68. Gold is trading about 0.4% lower, crude oil is seen trading about 1.5% higher, and the U.S. dollar is seen trading about 0.1% lower at about 1:00pm Chicago time. Tuesday, there were 2,501 contracts traded, up from 2,406 contracts traded on Monday. Open interest – the number of contracts outstanding – on Tuesday decreased by 428 contracts to 9,803. Thai Government Releases Rice Stock Inspection Report; Only 10% Stock of Standard Quality Oct 29, 2014
Revealing the government's findings on the quantity and quality of rice stocks accumulated from the rice pledging scheme introduced by the previous government, the Thai Prime Minister noted that the country currently has 18 million tons of rice and of that only 10% are of standard quality, about 70% were below-standard and about 20% were unfit for human consumption. According to a news release on the Thai government website, the Prime Minister noted that the National Anti Corruption Commission (NACC) would investigate into the issue and identify the culprits. He added that the government seeks to continue with the sales of good quality stocks and would request for NACC's approval for the same. He also stated that the government would ensure that prices would not be allowed to fall below desired level. The government is keen on supporting prices from falling during the harvest season. He also noted that while the government would provide loans up to 90% of stock value to farmers for delaying sales, they can consider selling rice to market buyers if the market price was higher. This would reduce burden of storing and selling rice on the part of the government and the farmers could earn better incomes.The military government carried out nation-wide inspection of rice stocks in July this year. The U.S. cash market was unchanged today after dropping roughly $0.25 per cwt the previous day. The market's main focus for tomorrow will be who is awarded the latest Iraqi tender. Many analysts are hopeful the U.S. will be awarded the business given the quality concerns surrounding a majority of Thai stocks and the fact that U.S. offers were more attractive than offers from South America. As of today, offers could still be found around $12.15-$12.40 per cwt fob farm (about $268-$273 per ton) while bids were unchanged near $11.75-$12.00 per cwt (about $259-$265 per ton) for November delivery; however, there was no selling interest there at those levels today. South Korea Buys 9,742 Tons of NonGlutinous Rice in Tender Oct 29, 2014
South Korea's state run Agro-Fisheries & Food Trade Corporation (KAFTC) has purchases 9,742 tons of Chinese origin non-glutinous rice for delivery by January 31, 2015 in tender at around $898 per ton, according to a notice on its website. The KAFTC invited tenders to purchase 3,220 tons of milled long-grain Indica rice of Thai origin; 90 tons of milled long-grain Hom Mail and Indica rice of Thai origin; and 9,742 tons of short-grain brown rice of Chinese origin on October 17, 2014. It will announce the results for 3,310 tons of Thai origin rice after sample test, according to the notice. Earlier this month, the KAFTC has purchased about 36,056 tons of non-glutinous rice of Chinese and the U.S. origins for delivery between January 31 - February 28, 2015. In this concluding part of this two-part series on paddy seed, Dr N Lingaiah, Scientist (Pl.Br), Regional Agricultural Research Station, Warangal in south India, talks about the latest focus in paddy seed research studies. Oryza: As someone doing research on paddy seeds, what are your tips on selecting the right seeds? Dr N Lingaiah: Seed should have100% genetic purity to the true to type, free from physical impurities like broken seed, chaffy grains, dust etc, should have 80% germination, should be free from weedy seeds, should be healthy and free from pest and diseases (fungal mycelium), should have 12-13% moisture percentage, should be obtained from the authorized dealers or authorized seed institutions or agriculture research stations. Oryza: What are the various stages of the plant after the seeding and what is the specific care one has to take to ensure maximum and best paddy yield? Dr N Lingaiah: The life cycle of rice crop is divided into three stages i.e. Vegetative stage, Reproductive stage and Maturity stage. a). Vegetative Stage: This stage includes nursery period starting from germination to differentiation of the panicle primordial takes place. Duration of this stage varies in late, medium and early type varieties. It has four sub stages. i) germination stage, ii) transplanting stage, iii) tillering stage and iv) photo-sensitive phase. Many of the present day high yielding medium and early group varieties do not have this fourth sub stage (if present, 1-5 days only). b). Reproductive stage: This stage starts from the differentiation of the panicle primordial to flowering. Duration of this stage is usually 30-35 days in late, medium and early group varieties. Twenty six to twenty eight days before heading, the differentiation of the primary and secondary branch primordial starts to develop. The stamen and pistil primordial start forming 20 days before heading and meiotic division of pollen mother cells starts 12 days before heading. About six days before heading, the pollen grains become mature and flag leaf sheath swells which is indication of booting stage. The spikelets are completely developed one to two days before heading.

c). Maturity stage: This stage starts from complete flowering to harvesting stage. Period of this stage is usually 30-32 days in late, medium and early group varieties in tropical regions. It has three sub stages a) Milk grain stage: 7-12 days after fertilization b) Dough stage: 2-3 weeks c) Mature grain stage: palea and lemma turns into straw color. To realize the maximum yields in rice, the first step is selection of good variety with superior quality seed and it is essential to adopt recommended package of practices from nursery to harvest. Good nursery management, transplanting 20-25 days old seedlings, adopting recommended package of nutrient management based on local recommendation (besides application of FYM 10-15 tons or incorporation of green manure into soil, application of ZnSo4 once in three years 50 kg/ha), application of herbicides along need based hand weeding for effective control of weeds and adopting best practices for control of pest and diseases will help to realize maximum yields.. Oryza: Is there a specific season which is best to pick up the seed or can it be picked up any time of the year? Dr N Lingaiah: Seed production can be taken up both in kharif and rabi seasons but it is the rabi or dry season which is most ideal due to favorable weather conditions. Frequent rains and lower sun light affect the yield in kharif season. Oryza: What is the latest research on seed technology? Dr N Lingaiah: The present research on seed is study on dormancy and seed quality, seed health, seed vigour, seed stress tolerance, longevity and germination equations, germination markers, seed enhancement maturation sorting, cDNA micro-arrays, seed proteomics (large-scale study of proteins, particularly their structures and functions), seed metabolomics (scientific study of chemical processes involving metabolites), molecular identification of seeds and variety protection etc. Oryza: Have the developing countries like India and Vietnam advanced in rice production or do we still have a lot of catching up to do with our western countries. Dr N Lingaiah: Though developing countries like India and Vietnam witnessed self-sufficiency in food production because of spread of high yielding varieties, rice cultivation is considered to be labor and water consuming which making rice cultivation more labor independent. So introduction of mechanized farming is inevitable. To reduce the cost of labor intensive and time dependent operations, use of appropriate tools for specific operations and making them available at ground level farmers, irrigation facility, power supply, timely supply of inputs and market facility are important factors to be strengthen to enhance the efficiency of system to increase rice production in developing countries.

The other grains are seen trading higher: soybeans are currently seen about 1.1% higher, wheat is listed about 0.2% higher and corn is noted about 0.4% higher. U.S. stocks opened little moved on Wednesday, a day after the Dow industrials rallied to finish above 17,000 for the first time in three weeks, as Facebook declined and Wall Street awaited a monetary-policy decision from the Federal Reserve.
