European Commission to probe exports of rice from Cambodia ASEAN+ March 31, 2018 01:00 By THE PHNOM PENH POST ASIA NEWS NETWORK PHNOM PENH 23 THE EUROPEAN Commission has found sufficient evidence to launch an investigation into whether Cambodian rice exported to the EU puts an unfair burden on European rice farmers, potentially imperiling the Kingdom’s tariff-free exports to the bloc. The investigation was launched on March 16 in response to a request from Italy, which called for ―safeguard measures‖ – most commonly import restrictions or tariffs – to be imposed on rice from both Cambodia and Myanmar, according to a |notification of the investigation published in the EU‘s official journal. ―Having determined that there is sufficient prima facie evidence to justify the initiation of a proceeding, the Commission hereby initiates an investigation pursuant to Article 24 of the GSP Regulation,‖ the notification says, referring to the Generalised Scheme of Preferences, which

currently grants Cambodian exports tax-free entry in the European market under the Everything But Arms (EBA) scheme. Under the GSP‘s Article 24, import tariffs can be re-applied to a product if it is determined that the product ―is imported in volumes and/or at prices which cause, or threaten to cause, serious difficulties to European Union producers of like or directly competing products‖. Any re-introduction of tariffs on Cambodian rice could have disastrous effects on the industry. The EU accounted for more than 40 per cent of Cambodia‘s |total recorded rice exports last year. The EU Commission‘s investigation team has already held their first meeting with officials from the Ministry of Agriculture and Ministry of Commerce according to Hean Vanhan, directorgeneral of the Agriculture Ministry‘s General Directorate of Agriculture. ―We are now meeting with the EU, and we have no idea about the result yet,‖ he said. ―If there is no political interference, I believe that the negotiation will not be difficult, as our exports are based on the EBA agreement.‖ Mum on details Vanhan declined to provide further details about the meeting. Representatives from the Commerce Ministry could not be reached. Cambodian rice sector |representatives said that the investigation was worrisome, |and questioned the legitimacy |of Italy‘s complaint. ―Our rice species are different from Italy‘s rice, so what they raise up, it is not possible to hurt their local producers,‖ said Hun Lak, vice president of the Cambodia Rice Federation. Lak stressed the investigation and subsequent ruling should not be related to the Kingdom‘s deteriorating political situation, as did Song Saran, CEO of AMRU Rice, one of the country‘s largest rice exporters. While the EBA agreement overall is dependent on certain conditions related to political and labour rights, the specific |clauses underpinning the rice investigation do not mention rights. ―The investigation from the EU is a huge concern, and threatens rice exporters and farmers‘ living condition,‖ Saran said, arguing that Italy‘s concerns were due to global market factors and not related to Cambodian rice. ―The drop down of rice prices impacts not only Italy‘s rice market, it is a global issue,‖ Saran said. ―We export only fragrant rice, and the volume is not as big as what Italy is saying.‖ The share of the EU rice market captured by Cambodian rice has grown from 13 percent five years ago to 21 per cent last year, according to the EU. Meanwhile, the share of the rice market controlled by European producers has fallen from 52 per cent to 30 percent over the same period.

Italian rice farmers have complained about Cambodian rice imports since at least 2014, but this is the first time a formal investigation has been launched by the commission. EU regulations stipulate the investigation must be completed within a year of its March 16 starting date.

Civil Supplies Dept prepares for Paddy purchase in Rabi season THE HANS INDIA | Mar 30,2018 , 06:51 PM IST

Hyderabad : Commissioner for Civil Supplies C.V. Anand said that all arrangements are been made for purchasing paddy from farmers in the coming Rabi season which starts from next month. He suggested officials to be very cautious in this matter as it is dealing with lakhs of farmers. The Commissioner said all necessary actions to be taken to see that farmers should not face any difficulty in selling their paddy at Minimum Support Price. Anand held a review meeting with Officials on Rabi Paddy Procurement at Civil Supplies Bhavan on Friday. A wall poster was released on this occasion to spread awareness among farmers on Minimum Support Price and Online transactions. The Commissioner said that Civil Supplies Department initially decided to purchase 37 lakh metric ton paddy. In the months of April 12.74 LMT, May 18.20 LMT, June 5.46 LMT of paddy yield is expected. For this 3259 Paddy Purchase Centres (PPC‘s) are been arranged, said Anand.

IKP‘s - 1081, PACS (Primary Agricultural Co-operative Societies) – 1987 and others - 191 will be maintained. He advised officials to arrange PPC‘s in reachable distance to farmers. He directed officials to take necessary action in arranging additional purchase centres if required immediately. Basic requirements like Humidity checking machines, Paddy cleaners, Winnowing Machines, Moisture Metres, Drinking Water, Toilets, etc., should be kept available at the centres. Minimum Support Price should be compulsorily to be paid to farmers. MSP for Ordinary paddy is Rs. 1550, Grade ‗A‘ paddy is Rs. 1590. Awareness in farmers should be made to get paddy to PPC‘s according to the standards of Central government. Joint Collectors should consult rice millers district wise and allotment of paddy be made according to the capacity of the mills. Allotment should be made according to the capacity of the mill. Paddy allotment 32 MT mill be allotted 3000 MTs, 40 MT - 4000 MTs, 50 MT - 5000 MTs, 60 MT - 6000 MTs, more than 60 MT - 8000 MTs paddy will be allotted. In any condition not more than 8000 MTs paddy will be allotted to any mill. Commissioner ordered millers should submit Custom Milling Rice (CMR) before September 30. In any case if CMR is submitted after due date no milling charges will be paid. Millers who are black listed and booked under criminal case, 6A case from this year 1st January will not be allotted paddy. The Commissioner ordered officials on paddy allotment to millers based on requisitions from District Rice Millers Association and guarantee from two millers who are financially strong. In any case if CMR is not submitted to government before due date it should be recovered from the two guarantee millers. 37 lakh tonnes of paddy to be procured at MSP STAFF REPORTER HYDERABAD , MARCH 31, 2018 00:13 IST Telangana This Rabi season, Telangana government plans to procure 37 lakh tonnes of paddy from farmers at minimum support price. During a review meeting on Friday, Civil Supplies Commissioner C.V. Anand said 3,259 purchase centres are being set up to procure paddy. Maximum yield of 18.2 lakh tonnes is expected in May, followed by 12.74 lakh tonnes in April and 5.46 lakh tonnes

in June. This year, procurement will be done under the vigil of district-level committees, chaired by Joint Collectors and comprising officials from other departments. A control room is also planned to monitor paddy transport and to handle other aspects of procurement. To prevent shortage of storage space that hit the procurement process last year, Mr. Anand is believed to have requested the FCI for storage of 15 lakh tonnes. District officials were also told about ensuring adequate storage in the State‘s facilities. Paddy will be procured from farmers at a minimum support price of ₹1,550 for ordinary variety and ₹1,590 for ‗Grade A‘. Payment for purchase will be made online within four days of purchase, to prevent middlemen benefiting, the Commissioner said. Mr. Anand also said that district officials should make allotments to mills only as per the capacity of the mill. The maximum that a mill can be allotted has been capped at 8,000 tonnes. Millers should submit custom milling rice before September 30. Millers were also told that rice allotment will take place only if millers can provide guarantee from two other financially strong millers. The Commissioner instructed district officials to recover milled rice from the guarantors if a miller fails to submit custom milling rice before the due-date

SANGRUR: Punjab government has issued various relaxations for easing the tender process of wheat procurement. While informing about these guidelines, Ghanshyam Thori, Deputy Commissioner told that if District Tender Committee fails to get any bid even after repeated calls (minimum three attempts), then the work may be assigned to Arhtiya (Commission Agents) Association/ Rice Millers Association/any other

agency on nomination basis at lowest rates approved. Deputy Commissioner told that district administration is all set to follow the guidelines released by the government. He said that some bidders uploaded all the screenshots from VAAHAN software, though they could not upload the list of trucks. Owing to this difficulty faced by prospective bidders, he said, District Tender Committee may verify and accept the copies of documents, if documents are produced at the time of opening of technical bids. Deputy Commissioner told that if a bidder finds difficult to obtain a working capital certificate from banks, District Tender Committees may consider the certificates issued by Chartered Accountants also. He further said that some committees were not considering bids if more than one tenderer had the same number of trucks in their lists. Such an objection can now be avoided at a preliminary stage as work of de-duplication is to be done only after finalizing financial bids.

Team's Bioinspired Slick Method Improves Water Harvesting Chemistry, Engineering Researchers Design Surface That Efficiently Captures, Transports Water

By learning how water is collected by living organisms, including rice leaves and pitcher plants, scientists at The University of Texas at Dallas created and tested a combination of materials that can do the same thing, but faster. The shells of certain desert-dwelling beetles can trap and direct water droplets, as can textures on rice leaves and pitcher plants. With that natural blueprint, researchers at UT Dallas, in collaboration with Penn State University, engineered a surface and infused it with a liquid lubricant that is hydrophilic — it attracts water. They were able to ―capture‖ water droplets from fog and air vapor, and rapidly direct them into reservoirs via lubricated microgrooves. Their findings appear in the journal Science Advances. ―Existing processes for creating fresh water, such as desalination, rely on the transition from vapor to water,‖ said Dr. Simon Dai, assistant professor of mechanical engineering in the Erik Jonsson School of Engineering and Computer Science. ―We wanted to create a surface that can both capture and direct water droplets efficiently.‖ This video shows how well the UT Dallas researchers’ slippery rough surface channels and directs water droplets compared to two other surfaces. If a surface traps a water droplet too tightly, it cannot move fast enough for capture at an efficient rate, Dai said. Think of the way water travels down a glass window. The droplet is attached firmly and takes a long time to make its way to the bottom of the glass. This time-consuming process means some water may be lost due to evaporation before it can be captured. To design a suitable material, Dai and his collaborators had to meet some diverse criteria, including creating a surface that allowed the lubricant to be uniformly retained. Moreover, the surface chemistry had to be more favorable for the lubricant than for the water to wet solid textures, and the lubricant and water could not mix.

The researchers‘ ―hydrophilic directional slippery rough surfaces,‖ or SRS, also combined the best water-harvesting design elements of several natural substances. Taking a cue from the desert beetle, they wanted a surface that could capture miniscule water droplets and combine them to make large droplets. They paired that attribute with the slippery function of pitcher plants. Dr. Steven Nielsen

―We found through simulations that molecules that attract water — or hydroxy functional groups — are the most efficient in capturing water droplets. That‘s why we used hydrophilic lubricant,‖ said Dr. Steven Nielsen, associate professor in the Department of Chemistry and Biochemistry at UT Dallas, and a study author.―We infused our directional rough surfaces with hydrophilic liquid lubricant that is molecularly mobile, so it can help the collected water coalesce into larger drops,‖ Dai said. ―Furthermore, the material is scalable. Unlike the beetle-inspired surfaces where droplet creation only occurs in specific areas, we can create small or large surfaces, all with the ability to trap and move water quickly everywhere on the surface.‖ Another key component of the SRS is that it can be optimized and adjusted to fit specific applications. These fit into a broad range of industries including air conditioning, power generation, desalination and water harvesting in arid regions. ―We are hopeful that these surfaces can be scaled up or down depending upon need,‖ Dai said. ―Next steps would include improving water harvesting capabilities at lower humidity ranges.‖ The researchers have filed a patent on the technology. Researchers from Dr. Tak-Sing Wong‘s group at Penn State are collaborators in this study. A new hybrid grain of rice developed in Crowley could mean more money for farmers."We have recently developed a hybrid rice variety called LAH-169," explained LSU Rice Research Center Hybrid Rice Breeder, Dr. Jim Orad.According to the LSU-Ag Center, the new hybrid grain will have a higher yield allowing producers to grow about 15% more rice per acreage than any of the conventional varieties already grown in Acadiana.Ag Center officials say the new grain grows faster which means rice producers will need less fertilizer."It grows faster. And, if you add too much Nitrogen, it gets out of control. It freaks out! And, it grows too tall, and it will lodge (fall)," explained Orad. The new hybrid is a cross between a line that was developed at LSU and a Chinese line. Orad says it's the Chinese line that makes this new rice more disease-resistant. This allows producers to use less fungicide which allows them to save on input costs.GF&P Zaunbrecher Farms CoOwner, Fred Zaunbrecher explained that he spends a lot on fungicide to grow his conventional rice paddies. ―Being from Louisiana, where the conditions are not tropical but close to it, we have a lot of heat

and a lot of moisture, and that's very conducive to a lot of diseases that we do have,‖ explained Zaunbrecher.One downside of the hybrid rice is the higher cost of its seeds.However, officials and farmers hope that the export and domestic demand for the hybrids good grain clarity will offset the upfront cost of more costly seeds. Mid-South cotton, rice acres expected to jump USDA releases 2018 planting intentions report

The year‘s opening planting intentions report from USDA‘s National Agricultural Statistic Service was released Thursday (March 29) morning. According to the report, winter wheat and soybean acres should hold steady from 2017 levels. On the plus side of the ledger, nationwide, cotton acres are expected to rise 7 percent, rice acres will be up 9 percent and corn will be up 5 percent. The state breakdowns for Mid-South 2018 corn shows: 

Arkansas – 650,000 acres up from 620,000.

Louisiana – 450,000 acres down from 500,000.

Mississippi – 490,000 acres down from 520,000.

Tennessee – 750,000 acres, which is the same as 2017.

The USDA, says Erick Larson, Mississippi State University grains specialist, ―is pretty conservative on estimates. I‘d expect we‘ll be even lower than their estimate when it comes

down to it. The Delta is pretty progressive in crop selection when it comes to commodity prices. … We expect to have lower corn acreage this year than in 2017.‖ Right now, Mississippi has ―some very wet fields and we‘re holding our breath. Hopefully, that‘ll work itself out and we won‘t have long-term soil saturation associated with the rains moving through now.‖ Will the lost corn acres go to soybeans? Cotton? ―Probably both,‖ says Larson. ―I expected corn acres would be down — primarily in the Delta. A lot of the corn acres are more stable in the Hill region.‖Meanwhile, Mississippi wheat acres are pegged at 50,000 — up 11 percent from 2017. ―I don‘t think wheat will be up,‖ says Larson. ―It‘s hard to find much wheat that‘s been planted. I‘ve gotten a few calls about management, but we‘re at historically low levels for both wheat and grain sorghum acreage. There just isn‘t much interest in those relative to the primary summer row-crops.‖ As in much of the Mid-South, the early planting season in Mississippi has been stop-and-go. ―It‘s wet now. We had our first good week of planting (the week of March 19). A lot of key areas made significant progress until the rain arrived in the last couple of days. ―Between March 16 and 18, we also had rains in some parts of the state. In areas with lighter, sandier soils that hadn‘t gotten those rains, planting started around March 21 and proceed until yesterday. ―USDA says Mississippi went from 6 percent corn planted (the week of March 19) to 28 percent planted this week. But for much of that time we‘ve had cloudy weather so there wasn‘t very good drying conditions.‖

The state breakdown for long-grain rice: 

Arkansas – 1.15 million acres up from 995,000.

Louisiana – 380,000 acres up from 370,000.

Mississippi – 120,000 acres up from 115,000.

Missouri – 210,000 acres up from 160,000.

For medium-grain: 

Arkansas – 180,000 acres up from 165,000.

Louisiana – holding steady from 2017 at 30,000 acres.

Missouri – also holding steady from 2017 at 9,000 acres.

―For total acres, I think they‘re in the neighborhood,‖ says Jarrod Hardke, Arkansas Extension rice specialist. ―I thought NASS would have Arkansas total rice acres at 1.35 million acres. They have us at 1.33 million and I agree that‘s in range. ―Soybeans still have things in flux. Prices are good but people are a bit leery because of the concerns about trade with China and whatnot.‖ However, Hardke‘s expectation for Arkansas medium-grain acres is higher than USDA has listed. ―Everything is still subject to shuffle, though. On the medium-grain side, we planted 145,000 acres (in 2016) and 160,000 acres (in 2017). Right now, to my knowledge, most of the medium-grain rice in on-farm storage is gone. And the old crop was bought for a nice price. So, I‘ve been thinking the state will have about 225,000 acres of medium-grain this year. If we‘ve exhausted our supply, there should be a rebound in acres.‖

Hong Menea The European Commission has found sufficient evidence to launch an investigation into whether Cambodian rice exported to the EU puts an unfair burden on European rice farmers, potentially imperiling the Kingdom‘s tariff-free exports to the bloc.The investigation was launched on March 16 in response to a request from Italy, which called for ―safeguard measures‖ – most commonly import restrictions or tariffs – to be imposed on rice from both Cambodia and Myanmar, according to a notification of the investigation published in the EU‘s official journal. ―Having determined . . . that there is sufficient prima facie evidence to justify the initiation of a proceeding, the Commission hereby initiates an investigation pursuant to Article 24 of the GSP Regulation,‖ the notification says, referring to the Generalised Scheme of Preferences, which currently grants Cambodian exports tax-free entry in the European market under the Everything But Arms (EBA) scheme. Under the GSP‘s Article 24, import tariffs can be re-applied to a product if it is determined that the product ―is imported in volumes and/or at prices which cause, or threaten to cause, serious

difficulties to European Union producers of like or directly competing products‖. Any re-introduction of tariffs on Cambodian rice could have disastrous effects on the industry. The EU accounted for more than 40 percent of Cambodia‘s total recorded rice exports last year.

The EU Commission‘s investigation team has already held their first meeting with officials from the Ministry of Agriculture and Ministry of Commerce according to Hean Vanhan, directorgeneral of the Agriculture Ministry‘s General Directorate of Agriculture. ―We are now meeting with the EU, and we have no idea about the result yet,‖ he said. ―If there is no political interference, I believe that the negotiation will not be difficult, as our exports are based on the EBA agreement.‖ Vanhan declined to provide further details about the meeting. Representatives from the Commerce Ministry could not be reached yesterday. Cambodian rice sector representatives said yesterday that the investigation was worrisome, and questioned the legitimacy of Italy‘s complaint. ―Our rice species are different from Italy‘s rice, so what they raise up, it is not possible to hurt their local producers,‖ said Hun Lak, vice president of the Cambodia Rice Federation. Lak stressed the investigation and subsequent ruling should not be related to the Kingdom‘s deteriorating political situation, as did Song Saran, CEO of AMRU Rice, one of the country‘s largest rice exporters. While the EBA agreement overall is dependent on certain conditions related to political and labour rights, the specific clauses underpinning the rice investigation do not mention rights. ―The investigation from the EU is a huge concern, and threatens rice exporters and farmers‘ living condition,‖ Saran said yesterday, arguing that Italy‘s concerns were due to global market factors and not related to Cambodian rice. ―The drop down of rice prices impacts not only Italy‘s rice market, it is a global issue,‖ Saran said. ―We export only fragrant rice, and the volume is not as big as what Italy is saying.‖ The share of the EU rice market captured by Cambodian rice has grown from 13 percent five years ago to 21 percent last year, according to the EU. Meanwhile, the share of the rice market controlled by European producers has fallen from 52 percent to 30 percent over the same period. Italian rice farmers have complained about Cambodian rice imports since at least 2014, but this is the first time a formal investigation has been launched by the commission. EU regulations stipulate the investigation must be completed within a year of its March 16 starting date.

(Image: KHNP) SEOUL, March 30 (Korea Bizwire) — The Korea Hydro & Nuclear Power Corporation (KHNP) has patented a new rice farming system that can also generate solar energy. The energy company said on Thursday it has patented a simultaneous rice farming and solar energy generation system for the first time in the country, placing solar panels in rice paddies to get the best of both worlds. The distance between solar energy modules is designed to be wide enough for people, rice planting machinery, tractors and combines to pass through with ease, resulting in minimal impact on farming operations. With farmland accounting for around 16 percent of South Korean territory, the KHNP is hopeful the new technology can give farmers another source of income and contribute to renewable energy generation. Though a similar system has been introduced in Japan, the KHNP‘s system uses high-efficiency 72 cell solar panels. Last June, the KHNP began trialing the solar energy generation system on farms, and the crop yield reached 86 percent of what a regular farm produces last November. The KHNP says it will expand large-scale solar energy generation projects on farms, and create new renewable energy businesses in areas near nuclear power plants. After five days, rice plants with the extra phosphorylase peptide removed (right) are nearly double the size of normal rice plants (left). A new study by three WSU researchers discovered that how phosphorylase, a chemical that plants and creatures both have, works with photosynthesis. Phosphorylase has been studied extensively in both plants and animals. It separates put away sugar and gives vitality. Not at all like the creature phosphorylase, the plant chemical has an additional peptide, or building piece of protein, that, up to this point, didn‘t seem to do much. Other colleagues removed that extra peptide in rice and discovered that the plants grow much faster and the rice grains much bigger.

The results appeared quickly when contrasting customary rice with the variant without the additional peptide. At seven days, the plants are 50 percent bigger and the rice grains, at development, are around 20 percent greater.Okita, Kirchoff, Hwang (l-r) Tom Okita, one of the researchers among three and WSU professor said, ―Why would plants have evolved this piece of peptide that lowers its efficiency? It doesn‘t make sense.‖ ―Nobody expected phosphorylase to have any direct impact on photosynthesis,‖ Okita said. ―This is completely out there, scientifically speaking, but it could have a huge impact when it comes to feeding people. If we can get grains that grow bigger and faster, that‘s huge.‖ Another potential benefit would be for crops that are grown for bioenergy. In bioenergy crops, like hardwood or switchgrass, you just want mass. Bigger plants grow more quickly could provide more energy, lessening human reliance on fossil fuels. We‘re really excited about this project,‖ Okita said. ―If we can establish that direct relationship with photosynthesis at the biochemical level, that‘s the goal.‖ The research was done by Tom Okita, Helmut Kirchhoff, both WSU professors in the Institute of Biological Chemistry, and Paul Hwang, an associate of the institute. They even have received a $500,000 USDA Agriculture and Food Research Initiative (AFRI) grant to study the connection.

Concerned over farmers not getting adequate returns from their investment, Vice President Venkaiah Naidu on Saturday said they must take up allied activities like dairy, fisheries and poultry to maximize earnings. Speaking at Indian Institute of Rice Research, Hyderabad on ‗Doubling Farm Income by 2022‘, Naidu said agriculture remains an unattractive vocation for many despite the phenomenal increase in food production. ―There is a need for educating the farmers on various possibilities to diversify not only in terms of alternative cropping patterns but also to give them facilities for taking up allied activities like dairy, fisheries, poultry,‖ he said. ―Poultry is one area where there is a lot of scope for expansion. Farmers should adopt this as means of getting additional income. Research should reach the farmers,‖ Naidu told the crowd consisting of agricultural researchers. He noted that agriculture was an unattractive vocation for many families despite phenomenal increase in food production as farmers were not able to get adequate returns from their investment. ―Agricultural scientists and managers must come up with solutions that will impact the farmers lives positively and increase their incomes,‖ he said. ―Farmers must be supported through market information, ware housing and cold storage facilities as well as the credit, marketing and insurance facilities,‖ he added. ―It is crucial to provide timely and adequate credit is available to all the farmers. Rice exports up but may lose momentum 30 Mar 2018 at 14:56 875 WRITER: ONLINE REPORTERS Thai rice exports in the first two months of 2018 rose 10% year-on-year by volume to 1.91 million tonnes and 16.1% in baht value to 30.32 billion baht but orders are falling due to the strong baht. In February, Thailand exported 950,761 tonnes of rice worth 14.92 billion baht. The volume declined by 1.2% and the value went down by 3.1% month-on-month because of the decreasing export of Hom Mali fragrant rice and parboiled rice, Charoen Laothamatas, president of the Thai Rice Exporters Association, said Friday.

Orders for both kinds of rice dropped because their prices were relatively high due to the strong baht and more rice harvests in Southeast Asian countries, he said.The exporters' association predicted that Thailand would export 850,000 tonnes of rice in March. According to Mr Charoen, the export of white rice to Asian and African markets will continue at the same pace and major buyers will include Benin, Indonesia, Malaysia and Mozambique. The exports of Hom Mali and parboiled rice are likely to fall from last month because buyers earlier imported considerable rice and Thai rice is relatively expensive. Rice rallies on hot China demand Farmers urged to grow more soft white paddy, grains  

Thailand is expected to produce 30.53 million tonnes of paddy in the 2018/2019 season, up 3.45% from the previous year as demand grows, the National Rice Policy Committee said Thursday. Nuntawan Sakuntanaga, the commerce permanent secretary, said the government forecast for paddy demand for export is 14.69 million tonnes (or 9.545 million tonnes of milled rice), with domestic consumption estimated at 12 million tonnes, industrial use 2.4 million tonnes and seed stock 1.39 million tonnes. Demand for hom mali fragrant rice is estimated at 6.419 million tonnes, with that for Thai general aromatic rice at 1.609 million tonnes and white rice 15.323 million tonnes. Glutinous paddy and special varieties like organic and indigenous grain make up the remainder. The government must forecast demand annually and then assign state agencies to encourage farmers to grow rice accordingly under the latest policy on rice management. Mrs Nuntawan said more demand is anticipated for soft white rice, especially from China. As such, she said, the Agriculture Ministry needs to persuade farmers to grow more soft grains. The ministry has also been tasked with promoting large-scale farmland and special rice production such as premium hom mali rice, organic rice and other special grains.

Mrs Nuntawan said the committee has approved measures to stabilise rice prices in fiscal 2018/2019. These include incentives to farmers to delay selling their produce and traders to delay exports. The committee also okayed additional measures to encourage farmers to build their own rice barns. More details are not yet available. The committee also approved selling 44,000 tonnes of rice stocks for human consumption by April or May. The rice was either not accepted by the Corrections Department or rejected by the winning bidders. Some 2.04 million tonnes remain in stock. Of the total, 1.5 million tonnes are fit for animal feed while 500,000 tonnes are considered inedible for animals, meaning it is suitable for fuel or energy production. She said the committee will consider when to call bids for the inedible stock later. The warehouse costs of 120-130 million baht a month are considered a drain on government funds. A bidding plan will be proposed to the committee on March 29, said Mrs Nuntawan.
