The UN's Food and Agriculture Organization (FAO) has estimated Pakistan to export around 3.5 million tons of rice in 2014-15 (May - April), up about 6% from around 3.3 million tons exported in 2013-14 due to expected increased production this year. The FAO estimates Pakistan's 2014 paddy rice production at around 10.1 million tons (around 6.87 million tons, basis milled), down about 1% from about 10.19 million tons (around 6.93 million tons, basis milled) produced in 2013, due to floods that resulted from heavy monsoon rains in the main eastern rivers of Chenab, Jhelum, Sutlej and Rabi. losses, the overall damage to the 2014 paddy crop is expected to be minimal. Harvesting of the 2014 main Kharif rice crop (mid-May to mid-November) is proceeding and will continue till early December. Average wholesale prices of basmati rice are currently ruling at around Rs.76,540 (around $780) per ton, unchanged since June 2013, but up about 1% from May 2013. Average wholesale prices of non-basmati rice currently stand at around Rs.56,540 (around $550) per ton, down about 4% from around Rs.59,040 (around $580) per ton in September 2014 and unchanged from October 2013. FAO Forecasts Vietnam 2014 Rice Exports at 6.5 Million Tons, Down 2% from Last Year Oct 30, 2014

The UN's Food and Agriculture Organization (FAO) has forecasted Vietnam's 2014 rice exports to increase to around 6.5 million tons, down about 2% from around 6.65 million tons exported in 2013 due to increased competition from Thailand, India and Pakistan. Vietnam exported around 4.8 million tons of rice in the first nine months of 2014, according to the Vietnam Food Association (VFA). The FAO forecasts Vietnam's 2014 total paddy production at a record 44.5 million tons (around 27.8 million tons, basis milled), slightly above last year's 43.86 million tons (around 27.4 million tons, basis milled). The increase is attributed to higher than expected output from the 2013-14 winter/spring paddy crop due to favorable weather conditions and adequate supplies of irrigation water during growing season. Harvesting of the 2014 summer/autumn and 10th-month paddy crop is underway. Wholesale rice prices of rice in Vietnam continued to decline in October 2014for the second consecutive month after increasing for three consecutive months since June 2014 due to strong import demand, particularly from China. Average wholesale price of 25% broken white rice reached around 8.05 million Dong (around $380) per ton in October 2014, down about 4% from around 8.39 million Dong (around $400) per ton in September 2014, but up about 12% from around 7.19 million Dong (around $340) per ton in October 2013. The Chairman of a farmers' association told local sources that they are aiming to create a market locally by rallying farmers. Farmers will bring their paddy output sell it to local and foreign companies. He said every farmer in the country will be encouraged to participate and earn decent income. The South-East Asian nation’s rice sector has been facing severe hardships since China had officially banned rice imports through Myanmar borders in August. Rice exports have plummeted to around 50,000 tons from around 100,000 tons a month. Average wholesale rice prices of rice have fallen about 8% to around 355,710 kyat (around $350) per ton in October 2014 from around 388,450 kyat (around $400) per ton in July 2014, according to FAO. On the other hand exporters and traders have stopped buying from farmers due to existing stockpiles. Due to this farmers are not able to sell rice from new harvest and are struggling to earn incomes. However, some farmers expressed concern if they would be able to sell their rice in the backdrop of declining demand from China. Myanmar has exported around 630,071 tons of rice in the first six months (April - September) of FY 2014-15, more than double over around 300,000 tons exported during the same period last year, according to local sources. Myanmar exported record 1.33 million tons of rice in 2012-13, but exports dropped to 1 million tons in MY 2013-14. The government is keen on increasing rice exports and accordingly has put rice at the top of its National Export Strategy for 2014-2019 and is planning to explore newer markets for its rice exports. USDA estimates Myanmar to produce 18.68 million tons of paddy rice (around 11.96 million tons, milled basis) and export around 1.3 million tons of rice in MY 2013-14 (January December 2014). Lack of Efficient Irrigation and Milling Systems Hinder Cambodia Rice Production, Finds ADB Study Oct 30, 2014

A study titled 'Improving Rice Production and Commercialization in Cambodia' by the Asia Development Bank (ADB) has found that Cambodia's rice sector is plagued by lack of efficient irrigation systems, domestic milling facilities and uncertified farm lands. The government prioritized the development of rice sector since 2010 and significant changes have occurred in the country's rice sector since then and it has been able to increase the proportion of exports over the last couple of years. However, further developments in irrigation systems, domestic milling facilities, levels of commercialization as well as farm size and infrastructure can lead to higher yields and boost rice production in the country, says the study. The study finds that Cambodia has lowest per hectare yield among the major rice producing countries in Asia. While Vietnam, Indonesia, Philippines, Laos and Thailand have per hectare yields of 6.2 tons, 5.7 tons, 4.3 tons, 4.1 tons and 3.5 tons respectively, Cambodia has only 3.3

tons per hectare as of 2013. In a survey conducted among 750 farm holds in major rice growing areas in the country, most of the farmers said that land access, farming skills and knowledge, lack of water or irrigation, access to high-yielding seeds, lack of capital, price of inorganic fertilizer and pesticides and changing climate patterns are major problems faced by them. The ADB has used Farm Investment Climate method to identify areas which need government intervention as well as what measures can provide higher yields. After considering all survey results, the study notes that rice production in Cambodia can be boosted with increase in investment in agricultural infrastructure, increase in domestic milling capacity and enhancement of storage facilities, increase in investments in irrigation and water management systems, prioritization of land tilting to ensure greater yields and improvement of regulation of input markets. Nepal New Rice Research Strategy Aims to Double Rice Yields by 2039 Oct 30, 2014

The Nepal Agricultural Research Council (NARC) has signed a 5-year (2014-19) Rice Research Strategy with the Philippinesbased International Rice Research Institute (IRRI) to strengthen rice research development program in the country as well as to increase rice production, according to a news release on the IRRI website. The strategy aims to increase per hectare rice yield in the country by at least 3% per annum for the next 25 years. In other words the aim to more than double the current yield of around 3.2 tons per hectare to around 6.7 tons per hectare by 2030. It also highlights the challenges faced by the Nepal rice sector as well as the priority research requirements to boost rice production in the country. The strategy consists of about 14 research projects that are planned for the next five years. country. He noted that the NARC scientists are already working together and have developed several climate-resilient rice varieties suitable for Nepal. The Nepal government has to take effective measures to ensure that the farmers are educated about the advantages of the new rice varieties. The NARC Executive Director added that a lot more needs to done on the research front, including improving Nepal's biotechnology, pathology facilities and hybrid rice development. The IRRI Deputy Director for General-Research noted that the current Rice Research Strategy is only a beginning of a systematic research engagement in Nepal. USDA estimates Nepal’s MY 2014-15 (October 2014 – September 2015) milled rice production to slightly increase to about 3.1 million tons from an estimated 3.36 million tons in MY 2013-14. Chicago rough rice futures for Dec delivery are currently noted 9 cents per cwt (about $2 per ton) lower at $12.285 per cwt (about $271 per ton) during early morning floor trading in Chicago. The other grains are seen trading mostly lower: soybeans are currently seen about 1% lower, wheat is listed about 0.3% lower and corn is noted about 0.6% higher. U.S. stocks mostly fell on Thursday, with Visa helping lift the Dow industrials, after data showed the U.S. economy grew more than expected last quarter, furthering the view that the Federal Reserve might hike interest rates sooner than anticipated. Gross domestic product grew at a 3.5% annual rate in the third quarter, above the estimated 3% pace. Another report had the number of Americans filing for jobless benefits rising last week, but the four-week average fell, illustrating ongoing improvement in the labor market. The Dow Jones Industrial Average rose 37.57 points, or 0.3%, to 17,011.88. The S&P 500 shed 4.54 points, or 0.2%, to 1,977.76. The Nasdaq dropped 11.39 points, or 0.3%, to 4,537.72. Severe tropical cyclone 'Nilofar' is expected to hit India's western state of Gujarat and Lower Sindh in Pakistan today. In India, heavy rain is expected in at isolated places over Saurashtra & Kutch, in the northern Gujarat region and western Rajasthan Thursday through Saturday. Scattered rainfall is expected in Kerala and Tamil Nadu on Thursday and Friday. In Pakistan, isolated heavy falls accompanied by strong gusty windsrain is expected in lower Sindh including Karachi, Hyderabad, Mirpur Khas divisions; however, scattered rain is expected in Upper Sindh (Sukkur, Larkana divisions), Bahawalpur, Kalat, Makran divisions, and isolated rain is expected in Malakand division and Gilgit-Baltistan during Thursday to Saturday. The U.S. cash market was weaker today after it was reported that the Iraqi Grain Board asked for an extension for their latest tender until Thursday, November 6. Most analysts see this as a negative sign for the U.S. rice market due to the fact that the last 3 times the IGB canceled their white rice tenders they asked for extensions before doing so. As of today, offers declined to around $12.00-$12.35 per cwt fob farm (about $265-$272 per ton) while bids were unchanged near $11.75-$12.00 per cwt (about $259-$265 per ton) for November delivery; however. there were still no sellers at this level today. In the meantime, today the USDA reported that cumulative net export sales for the week ending on October 23 totaled 93,700 tons which was 19% higher than last week and 33% higher than the prior 4-week average. Increases reported for the following destinations: 40,000 tons to Turkey, 25,600 tons to Haiti, 12,000 tons to Japan, 6,200 tons to the El Salvador, and 3,400 tons to Canada. U.S. rice exporters shipped 61,500 tons which was 7% higher than last week and 53% higher than the prior 4-week average. India average wholesale rice prices increased sharply in October 2014 after they declined significantly in September 2014, according to official sources. The increase is mainly due to lower prospects for India's rice production in MY 2014-15 (October - September) by government departments. September decline has been due to ample supplies and expectation of better yields from the kharif main rice crop (June - December). However, with the planting for kharif main rice crop, which just completed, being slightly lower at around 38.38 million hectares compared to around 38.36 million hectares than last year has lowered prospects for India’s rice production in MY 2014-15. The Indian government has estimated 2014-15 kharif rice production at around 88.02 million tons, down about 4% from around 91.69 million tons produced during the same time in 2013-14, according to a statement from the Agriculture Ministry. Average monthly wholesale rice prices in India increased to around Rs.2,850 per quintal in October 2014, up about 11% from around Rs.2,570 per quintal in September 2014, and up about 3% from around Rs.2,769 per quintal in October 2013. In terms of USD per ton, wholesale rice prices in India stand at around $466 per ton (using current exchange rates) in October 2014, up about 11% from around $419 per ton (using historical exchange rates) in September 2014, and up about 3% from around $454 per ton (using historical exchange rates) in October 2013. The average wholesale rice price in January - October 2014 stands at around Rs.2,897 per quintal, up about 9% from around Rs.2,664 per quintal during the same period in 2013. In USD per ton terms, the average wholesale price in January - October 2014 stood at around $478 per ton (using historical exchange rates), up about 4% from around $459 per ton during the same period in 2013. A further increase in rice prices could be expected if prospects for Rabi planting (November February), which is likely to begin shortly, and production are low. USDA estimates India's 2014-15 (October - September) production at around 102 million tons, down about 4% from an estimated 106.29 million tons in 2013-14.
