Sindh usurping Balochistan’s water share, say farmers Ali Jan Mangi Updated August 06, 2018 DERA MURAD JAMALI: Nasirabad division is facing acute shortage of water in Pat Feeder, Khirtar and other canals as Sindh is not releasing water as per quota of Balochistan from the Indus River, badly affecting Kharif crops in the area. The farmers of Nasirabad, Jaffarabad and Subatpur districts are unable to start the sowing of rice and other crops due to the shortage of water in the canals and their distributaries.―We cannot prepare hundreds of thousands of acres of land for rice and other Kharif corps in the three districts due to unavailability of water,‖ Abdul Khaliq Khan Jamali, a leader of the Zamindar Association, told Dawn on Sunday. He said that instead of releasing Balochistan‘s quota of water in Pat Feeder, Khirtar and two other canals, the Sindh irrigation department was diverting it to canals in Sindh from the distribution system. Farmers in Nasirabad division could not start sowing of rice, other crops due to shortage of water Officials of the Balochistan irrigation department complained that Sindh was not cooperating with them in this regard. ―Despite an increase in water discharge in Sukkur and Gudu barrages, the Sindh irrigation department is depriving Balochistan of its due water share in the Indus,‖ he regretted. Balochistan canal system‘s chief engineer Abdul Sattar Lakhti said that during the Kharif season the province‘s water quota in Pat Feeder canal from Gudu Barrage was 6,700 cusec, but the Sindh irrigation authorities were releasing only 5,434 cusec. He said the same was the case with Khertar canal which was getting 1,675 cusec of water instead of 2,410 cusec from Sukkur Barrage. Mr Lakhti recalled that it had been decided at a meeting of the Indus River System Authority (Irsa) — also attended by Sindh irrigation officials — that the water shortage in rivers would not affect supply to Balochistan. He regretted that despite the decision, the Sindh irrigation department was not releasing water in Balochistan‘s canals from Sukkur and Gudu barrages, causing huge losses to the growers of Nasirabad division.The Zamindar Association asked the Balochistan government and Irsa to take notice of the situation and resolve the water crisis in Nasirabad division without further delay.

Our balance sheet benefited from - exercises and we entered into a new supply agreement with a rice mills in Arkansas. We continue to make progress on various certification efforts, and during the second quarter we received favorable news from the FDA regarding dietary fiber claims that should benefit us in the future. Despite the brand supply issues in the quarter, we are confident we're making progress on improving our sourcing capabilities, and positioning the Company for sustained growth and improved shareholder returns in the future. Malacañang‘s efforts to cheapen rice would be futile. Only last week President Rody Duterte warned a big trader against supply-price manipulating. But with forthcoming legal cover from Congress, cartelists would render empty his threats of stern actions. Lawmakers have finished debates on House Bill 7735 – safety nets for rice farmers and consumers through import tariffication. Grains users and millers, like restaurant-hotel chains and poultry feed makers, will be allowed to import directly from best sources. Thirty-five percent duties will be levied, to raise P21.6 billion a year. The money will aid tillers and raise domestic harvests. But there‘s a catch. The bill empowers the National Food Authority to license importers and issue shipment permits. That‘s on top of its basic food-security duty to maintain sufficient national buffer stock. In effect the bill retains the present rotten set-up. NFA will still have discretion over whom to license for how much imports. Discretion breeds corruption. NFA crooks can demand bribes for hasty licensing and higher quotas. Corruption has been plaguing NFA for decades; the National Economic Development Authority wants it abolished. Restaurateurs, hoteliers, millers are disgruntled. NFA can force them to deal with preferred cartels, instead of being let freely to import. Successions of NFA administrations have conspired with cartels to corner and hoard imports and local harvests. Three groups are vying for lordship of the cartel, by influencing the NFA governing council, the management, and the agriculture department. Last week grains trader Jojo Soliman admitted to the press being cussed on the phone by Duterte for suspected hoarding. Denying any misdeed, he supposedly replied that rivals were badmouthing him. Duterte gave him 72 hours to unload rice stocks. Insinuating closeness, he told ABS-CBN News he considers Duterte his father. Soliman inherited the business from his late father, whom senator Tito Guingona in the 1980s had exposed among the ―Binondo rice cartel.‖ Last July authorities charged Soliman with smuggling 100,000 bags of rice in 200 cargo containers at the Manila port. Auction of the first 150 containers of contraband netted P178 million for the government. The law calls for non-bailable raps of economic sabotage for illegal shipment of at least P1 million in staples. Soliman claimed to have government clearances, but NFA management denied it. Another is Bong Lim Sui, allegedly Tan‘s expartner, tied in 2016-2017 to the Aquino-Evasco tiff. Soliman was linked to an alleged P2.5-million bribery of an Evasco subordinate, who subsequently was fired. He and Evasco‘s aide denied the reports. Soliman in 2014 accused newbie NFA head Arthur Juan of extorting P25 million for the reopening of his warehouse. Weeks earlier then-Interior Sec. Mar Roxas and NFA chairman Francis Pangilinan had charged Soliman with adulterating good rice with feeds unfit for human consumption. Before that, past NFA chiefs were linked to large-scale rice smuggling in Subic Freeport, and to overpriced imports from Vietnam. The group said the current farm-gate price of palay at P21 per kilogram (kg) is ―insufficient‖ for the needs of farmers.―Computing the average yield of 80 cavans of palay from 1 hectare, which is equivalent to 4,000 kg, a rice farmer earns only P36,000 until the next cropping,‖ IBON said. ―Each cropping commonly lasts for six months, which means that the farmer‘s average monthly income of P6,000 is 76 percent short of the estimated monthly family living wage [FLW] of P25,454 for a family of five,‖ it added. The Trade Union Congress of the Philippine (TUCP) earlier said the government could help boost the competitiveness of local farmers to compete head to head with their overseas counterparts by providing them technical support using the a portion of the tariffs from rice importation. In his third State of the Nation Address last month, President Duterte said he will certify as urgent a bill that would replace the QR on rice with tariffs.The move is aimed at arresting the spike in rice prices, which have increased for six straight months—by P2.53, from P37.83 per kg to P40.36 per kg for regular milled rice and by P1.61, from P42.58 per kg to P44.19 per kg for well-milled rice. IBON also said the new legislative measure will not address the root cause of high prices for the Filipino food staple: rice cartels. ―Congress may be misguided for placing its hopes on unlimited rice importation for stabilizing supply and prices, while the rice industry remains dominated by an alleged trading cartel that dictates rice prices,‖ IBON Foundation said. The high spate of rice smuggling into Nigeria from the neighbouring countries has been traced to porous borders as well as high import duty and levy at the nation‘s seaports. New Telegraph learnt that while Nigerian rice importers pay 110 per cent tariff on $443 Thailand parboiled rice per metric ton, Cameroon importers pay Zero tariff. Also, Benin Republic has reduced its rice import duty from 35 per cent to seven per cent to attract Nigerian rice merchants to patronise Cotonou Port. This newspaper also gathered that landing price of Thailand parboil rice is $22 (N6,689) per bag at the Benin port, leading to massive smuggling of the grains into the country. It was revealed that all the rice discharged from vessels at ports in Benin, Togo and Ghana found their way to Nigeria, the only country, which consumes parboiled rice in the West African region. Already, Thai Rice Exporters Association (TREA) had complained that direct rice importation from Thailand through the Nigerian seaports had dropped. The association now depends on Benin port to export the grain to Nigeria through the porous borders. According to TREA, Benin imports had jumped up from 805,765 tons in 2015 to 1.6 million tons as at last November 2017, while imports to Nigeria declined from 1.23 million metric tons in 2014 to 23,192 tons as at the same period last year. Despite the drop in the imports from Nigerian ports, further investigation showed that between January and June 2018 alone, the anti-smuggling unit of the Nigeria Customs Service (NCS), Federal Operation Unit, has impounded 40,370 bags of rice from borders, vehicles and warehouses. Also, statistics obtained from the Ogun State Area Command of NCS by our correspondent also revealed that 12,000 bags of 50kg rice were seized within the last six months. The command said that 276 bags of rice were intercepted from smugglers in January 2018. The seizures rose to 2,030 bags in February and 1,264 bags in March. Also, in April and May 4,531 and 3,888 bags of rice were seized respectively. The Controller, Federal Operations Unit Zone ‗A‘ of the Nigeria Customs Service, Comptroller Muhammed Uba, who was worried about the huge influx of the grain into the country, confirmed that smuggling of rice through unapproved routes was on the increase. Investigation revealed that rice are being smuggled into the country through the Lagos creeks, borders in Ogun, Kwara, Niger, Kebbi, Sokoto and Katsina states. In Ogun State alone, rice is smuggled through Idiroko, Owode, Atan, Alapoti, Lusada, Sango-Ota, Oja- Odan, Ilara and Imeko-Afon. The Federal Government had, in October 2015, imposed a ban on the commodity through the land border, having realised that the special levy on imported parboiled rice from 40 per cent to 100 per cent in addition to the 10 per cent statutory duty at the port was no longer working. In 2016 alone, Customs Service said it seized N597.7 billion of rice between January and August as against N330.5 billion seized in the same period in 2015. Concerned by the recurring problem of smuggling, the Federal Government recently announced its intention to shut down the land borders with Benin Republic to check rice smuggling. It said the move is aimed at encouraging local production of rice and protecting the nation‘s economy. Speaking with New Telegraph on efforts to fight rice smuggling, the NCS Public Relations Officer, Ogun State Command, Abdullahi Maiwada, said that the command had been proactive in combating the menace.

Maiwada attributed the rise in smuggling activities to the porous nature of the nation‘s borders. ―Our borders are indeed porous. We have the creeks and we have so many outlets that lead to Benin Republic within Ogun. We use our little resources to man the borders. Although there may be some shortcomings, but we are doing our best,‖ he said. He stated that the Customs had sanctioned erring officers who connived with smugglers. Maiwada noted: ―There are bad eggs in every profession. So many have been in orderly room trial and have been dismissed. Anybody who is found wanting and has been proven beyond reasonable doubt is going to face the full wrath of the law.‖ Speaking in separate interviews with our correspondent, some youths who engage in smuggling of rice and other imported commodities along the border areas alleged that law enforcement agents were involved in the illicit business. A transporter, Sunmonu Adegbenro, noted that he had been involved in rice smuggling business for more than seven years. Adegbenro accused Customs officials of aiding their smuggling activities. He said: ―From our experience as a team, Customs officials are the ones that usually tell us the date and time when federal patrol team would be visiting the border areas. By doing that, they will tell us not to move on those days because we usually move in convoy, sometimes at night or at dawn. ―There is something we call ‗booking‘ with OD (Officer-on-Duty) and the Quarantine. So, immediately those people collect money, they would open the road for any smuggling team that had paid. From aiming to make the country self-sufficient in rice, the government now wants to flood the market with imports. The objective is to cut rice retail prices by about P7 per kilo, as announced by President Duterte. How could this be possible? Quantitative restrictions will be lifted and replaced with a 35 percent tariff, which is expected to spur more rice imports. The tariff collected will go to a socalled rice competitiveness enhancement fund or RCEF that will finance interventions for boosting local rice production, lowering costs and enabling farmers to compete with imports, thus cutting prices. Or at least that‘s the plan. Considering the inefficiency and corruption that chronically plague the bureaucracy, however, this plan calls for a thorough fine-tuning before implementation. Especially because corruption scandals have erupted over rice importations and the misuse of farm subsidies in the past.

The agriculture chief himself has reportedly cautioned consumers that it could take from three to four years before rice prices can be cut by P7 per kilo even after the government has implemented the interventions financed through the estimated P20 billion expected in tariff collections. This is presuming that the funds will go to their intended purpose and the importations will be graft-free. While waiting for the interventions, what will be felt immediately is the impact of the flood of imported rice, a number of them cheaper than local crops of comparable variety, on Filipino farmers. For those living a hand-to-mouth existence, this could spell catastrophe. A flood of cheap imported or smuggled items killed the local textile and apparel industry. Cheap imports also cut local production of garlic, even if the Ilocos variety is one of the best in the world.

Economic managers have said that removing quantitative restrictions on rice imports would increase local supply, give the public access to cheaper rice from abroad, and force local producers to lower prices. Anakpawis Partylist Representative Ariel Casilao however said there is no guarantee that this will happen as rice traders operating as a cartel will still be able to manipulate prices. "They can easily negotiate and agree upon themselves what price to set in the market," Casilao said in an interview with ABS-CBN News. Bantay Bigas Spokesperson Cathy Estavillo also said that removing import quotas may worsen the grip of "rice cartels" on the rice market. "Mas lalala yung cartel, lalala yung hoarders, lalala yung smuggling," Estavillo said. Congress is holding hearings on House Bill 7735, or the Agricultural Tariffication Act, which President Rodrigo Duterte said was an urgent measure during his third State of the Nation Address. While expressing his experience about cultivation Aus rice, farmer Aynal Haque said that farming of the BRRI-evolved BR26, BRRI dhan 48 and BRRI dhan 65 Aus rice varieties needed less time, fertiliser and irrigation water. ‗The farming cost of these rice varieties is low and profit is more. Rice of BRRI dhan 48 is tasty and fine in quality. Moreover, attack of blast and BLB diseases was very low,‘ he said hoping that he would cultivate the rice varieties on more land next time.Agriculturist Sarker, in his concluding remarks, highlighted different aspects of agronomical managements of cultivation to get more yield from these varieties of Aus rice.He said, ‗Planting of seedlings aged between 20 and 25 days should be done maintaining recommended distance between second week of April and second week of May.‘

According to Newsweek, researchers from the United Kingdom, the United States and Spain have teamed up to develop a strain of rice that produces HIV-neutralizing proteins. Proceedings of the National Academy of Sciences published the post-lab report where the group described the techniques they used and how the results could be used to prevent the spread of HIV. ―Our paper provides an approach for the durable deployment of anti-HIV agents in the developing world,‖ the team writes. Infection takes place when the virus interacts with human cells. The transgenic rice produces one antibody and two sugar-biding proteins – the monoclonal antibody 2G12; and the lectins griffithsin and cyanovirin-N – that bind with the HIV virus to prevent further interaction with the human cells. Once the crop has fully grown, the seeds can be ground and processed into a paste that can then be applied to the skin as a topical cream. This will allow the active compounds to enter the body. Additionally, the rice seeds can offer an easier platform to produce HIV-preventing medications, as it is cheaper and allows virtually anybody anywhere to have access to the treatment when needed.―Plant-produced pharmaceutical proteins can be scaled up very easily and inexpensively without the need for expensive fermenter facilities simply by planting as many plants as needed to achieve a certain production target,‖ team leader Paul Christou told Labiotech.eu (https://labiotech.eu/medical/hiv-prevention-transgenic-rice/). ―Costs are minimal after the creation of the first plant producing the microbicide. The government news release said Ventria, which is headquartered in Colorado and has a rice production facility in Kansas, had invested $75 million in developing the intellectual property behind these rice seeds. Cody Hiland, United States Attorney for the Eastern District of Arkansas, and Diane Upchurch, Special Agent in Charge of the FBI‘s Little Rock Field Office, announced the indictment of Liu Xuejun, 49, and Sun Yue, 36, both of China, for conspiracy to steal trade secrets and conspiracy to commit interstate transportation of stolen property. A federal grand jury returned an indictment against Liu and Sun on Friday for their involvement in the theft of rice seeds designed for use in the medical field. The rice seeds were developed by a company called Ventria Bioscience, which used technology to create rice seeds that contained certain proteins. These proteins could then be removed from the rice and used in medicines and pharmaceutical products. Ventria, which is headquartered in Colorado and has a rice production facility in Kansas, has invested approximately $75 million in developing the intellectual property behind these rice seeds. ―These rice seeds may be small, but the research and investment that went into the science that made them possible is of great value,‖ Hiland said. ―We remain vigilant in our efforts at protecting both intellectual and real property from theft by other nations, and it is our intention to present our case to an Arkansas jury based on the crimes alleged in the indictment.‖ Liu and Sun visited the United States in 2013. President Rodrigro Duterte‘s call to traders to help boost the rice buffer stock of the National Food Authority to provide consumers continuous access to affordable rice may be imperiled because of the lack of coordination among government agencies in implementing the presidential directive. This emerged after the Bureau of Customs seized some 100,000 sacks of imported Thailand rice bought by Sta. Rosa Farm Products, one of the first companies to heed the president‘s call and pledge to provide at least 700,000 sacks of rice to help replenish the NFA stock. The different varieties of imported rice was intended to be sold between P34 and P37 per kilo in Metro Manila, which was facing a shortage in NFA supply and to complement the ―Tulong sa Bayan‖ caravan aimed at bringing affordable rice to Filipino consumers. ―Our company immediately responded and committed to help the government when the president publicly announced that he was scrapping the import quota in order to bring in more rice and bring down the prices for the benefit of consumers, particularly the low-income households‖ said Jomerito Soliman, owner of Sta. Rosa Farm Products. ―And despite our efforts to coordinate with appropriate government agencies―all backed by documents―our rice imports were seized. This is not very encouraging to rice traders,‖ Soliman said. Soliman presented documents, all with received stamps by relevant government agencies, to prove that the papers for his rice importation were in order. President Duterte in April made separate public pronouncements that he was abolishing the quota on rice importation by private traders to ensure the NFA rice reserves are sufficient, affordable and accessible to consumers as long as they pay the proper tariff. Soliman said Sta. Rosa Farm Products heeded the government‘s directive to help the NFA boost its rice stock and to lower the price of rice, but the lack of coordination among implementing government agencies led to the seizure of some 100,000 sacks of rice it imported from Thailand. These were later auctioned off by the BoC even before the expiration of the prescribed period for appeal.

The NFA, in a letter dated July 27, 2018 addressed to Soliman, upheld the rice importation of Sta. Rosa Farm Products, saying it was in line with the president‘s order removing the rice quota on importation, subject to 50-percent tariff imposed by the BOC. ―But now, I am being falsely charged and tried before the bar of public opinion for allegedly violating the laws and portrayed as a hoarder. Speaking to Joy Business, the Executive Secretary of the Ghana Rice Interprofessional Body (GRIB), Evans Sackey, said the industry can only be competitive if the importers pay the right duties at the ports of entry. ―The ability and potential to produce is there, the difficulty is what we have been talking about. When these rice importers under-declare their goods at the ports, it makes their rice cheaper than what is produced locally."Now that they have realised that the GRA is losing money, authorities have begun talking about it,‖ Mr Sackey said.He added that ―if somebody is able to cut corners to import rice into the country and the price becomes so low then, the local producers don‘t have the motivation to produce."Therefore if the tracking system can be done very well and we make sure that, these guys pay the right duties at the port, then the local producer will have space to produce since they can all compete head-on on the market.‖

For example, in June 2017 for a quantity of 500MT 1kg bagged fragrant rice bought by one of the importers in Vietnam at $572 and valued at $286,000, the importer under-declared it at $440 giving it a total value of $220,000. THE Department of Agriculture (DA) and the National Food Authority (NFA) expressed support for a consolidated rice tariffication bill that President Rodrigo Duterte wants passed, saying it would further aid Filipino farmers and increase the Philippines‘ food production. This came after a consumer group renewed its opposition to the measure, saying it would doom the country‘s rice sector. At the sidelines of the DA‘s budget hearing at the Batasang Pambansa in Quezon City on Thursday, Agriculture Secretary Emmanuel Piñol said the measure would increase farmers‘ harvest, lower production costs, and improve incomes, as long as the tariff collected from imports would go to the rice industry. ―There should be an equivocal and clear statement in the proposed law that the tariff to be collected will automatically go to Rice Competitive Enhancement Fund (RCEF), because [that would ensure]that [the]rice industry would be able to stand up‖ to rice imports,‖ he added.

The QR, a preferential trade deal secured by the Philippines after becoming a TWO member in 1995, prevents the influx of cheap rice from abroad to protect local farmers from foreign competition. The country has been imposing the QR for years but chose not to renew it with the WTO in June last year.
The removal of QR paves way for traders to import additional volumes of rice from Southeast Asian countries on a 35-percent tariff. The collected tariffs will then be used to fund mass irrigation, warehousing, and rice research.

So what can you say about it?‖ Davao City Rep. Karlo Nograles, the panel‘s chairman, asked DA Secretary Manny Piñol during the panel‘s deliberations on the agency‘s proposed budget of P55.9 billion for 2019. Before throwing this question, Nograles said the current shortage of ―NFA rice‖ was the cheapest rice variety in the market at P27 per kilo. This is about half the price of commercial rice and is the one usually bought by poor Filipinos, if they have money for food at all. Also on Thursday, Camarines Sur Rep. The Minnesota Pollution Control Agency (MPCA) finally released the comprehensive independent report conducted by Bolton & Menk, Inc. and Barr Engineering Company on the affordability of sulfate removal from wastewater, as well as looking at alternative treatment methods for sulfate removal. Minnesota is the only state in the nation that has a sulfate standard for wild rice waters. The standard developed from research in the 1940‘s is intended to protect wild rice but has never been enforced since put into law in 1973. The Minnesota legislature providing financing and a directive to the MPCA in recent years, to undergo new research on the impacts of sulfate on wild rice, conduct public hearings, develop a new standard and determine the cost of treatment for local municipalities and industrial dischargers. After several years of contested research, many public hearings, and a new proposed standard, an administrative law judge determined the new rule was ―constitutionally vague and unenforceable‖. Subsequently, the legislature passed bills to abolish the standard and provide additional funding for wild rice restoration, which Governor Dayton vetoed (twice). All of this occurred before this affordability report was completed and released calling into question the wisdom of spending all that time and effort at the Capitol last session on this issue. The report states in plain English the following determination: ―The study results show that reverse osmosis is the one treatment method that is closest to being feasible – but that it is NOT currently affordable. The 30 other treatment processes evaluated either would not effectively remove sulfate from wastewater, were not yet developed enough to be used, or would cost even more than reverse osmosis.‖ This is virtually the same testimony provided at the MPCA public hearing on this matter by RAMS, and the same position taken by our organization on behalf of the 13 Iron Range communities targeted as having wastewater plants that discharge to wild rice waters as identified by the MPCA.

At the end of the legislative session, after twice vetoing bills to correct this situation, Governor Dayton issued an executive order to establish a task force on wild rice. The task force would be made up by a diverse group of people representing industry, our native tribes, environmentalist, independent scientists, a public waste water operator and a non-government representative along with staff from the MPCA and DNR. The task force was to meet and develop recommendations for the 2019 legislative session by December 15, 2018. To date the task force has not been selected making their task virtually untenable for this important issue. Two final points of interest. The firms conducting this independent study were allowed to analyze treatment options that would result in a final sulfate limit of 250 mg/L, not the current standard of 10 mg/L. For those who don‘t know the standard for potable water is 250 mg/L, so why is the standard for wastewater so much lower? The report also states: ‖Sulfur in wastewater is most commonly present as sulfate or sulfide, which originates primarily from drinking water sources, human waste, and industrial discharges. More than 95% of municipalities in Minnesota use groundwater as the source for their drinking water. The concentrations of sulfate in the groundwater vary geographically across the state from less than 10 mg/L to over 500 mg/L. Unfortunately, this issue was not addressed in the last session and will once again be in front of the legislature and the new Governor in 2019. Perhaps common sense can be applied to the problem this time now that much needed information around costs and feasibility of treatment options are now available. This should not be that difficult. Make a permanent funding source available for wild rice growth and rehabilitation efforts. Allow our native people to control water levels and invasive species proven to be one of the most detrimental factors to wild rice growth and Minnesota will have a vibrant natural wild rice crop for generations. August 4, 2018 at 4:30 a.m. Two rice researchers from China were indicted Friday in Little Rock on accusations that they conspired to steal rice production technology to take the proprietary science back to China. Cody Hiland, U.S. attorney for the Eastern District of Arkansas, and Diane Upchurch, special agent in charge of the FBI's Little Rock office, announced the indictments of Liu Xuejun, 49, and Sun Yue, 36, on charges of conspiracy to steal trade secrets and conspiracy to commit interstate transportation of stolen property.

Hiland and Upchurch said the men were indicted over their involvement in the theft of rice seeds designed for use in the medical field. The seeds were developed by Ventria Bioscience, a company based in Colorado with a rice production facility in Kansas. They said the company used technology to create rice seeds that contained certain proteins, which could then be removed from the rice and used in medicine and pharmaceutical products. "These rice seeds may be small, but the research and investment that went into the science that made them possible is of great value," Hiland said in a news release, noting that Ventria has invested about $75 million in developing the intellectual property behind the seeds. "We remain vigilant in our efforts at protecting both intellectual and real property from theft by other nations," he said. In 2013, when Liu and Sun worked at the Crops Research Institute in Tianjin, China, they visited several rice research and production facilities in the United States, including the U.S. Department of Agriculture's Dale Bumpers National Rice Research Center in Stuttgart. Liu was a professor and Sun was a research associate at the Chinese institute. Upon the men's arrival at the airport in Honolulu on their way back to China, U.S. Customs and Border Protection agents found stolen rice seeds in the men's luggage, the release said. It noted that the stolen seeds included some from both the Stuttgart research center and the Kansas production facility. Weiqiang Zhang, a rice breeder at Ventria's Kansas facility, and Wengui Yan, who had worked at the Stuttgart facility since 1996 as a rice geneticist, helped organize Liu and Sun's trip to the United States, according to Hiland and Upchurch. Both Zhang and Yan were charged in a related federal case in Kansas in late 2013. In 2016, Zhang, 47, was convicted at trial and sentenced to 10 years in prison, while Yan, 63, pleaded guilty to one count of making false statements to the FBI and was sentenced to a year in prison.Both Zhang and Yan are natives of the People's

Hanoi (VNA) – Vietnam‘s rice exports in the first seven months of this year brought home 2 billion USD, rising 32 percent against the same period last year.From January to July, the country sold 3.86 million tonnes of the grain abroad, a year-on-year increase of 12.8 percent.In the first six months of the year, China remained the largest importer of Vietnamese rice with 1.13 million tonnes, followed by African market with 537,000 tonnes, the Philippines with 429,000 tonnes, Indonesia with 776,000 tonnes, and Malaysia with 305,000 tonnes. Vietnamese exporters have paid due attention to the Chinese market, which accounts for 40 percent of country‘s total rice exports. However, China‘s import policies and technical barriers pose considerable challenges for Vietnamese firms, said Nguyen Trung Kien, Chairman and General Director of the Gentraco Feed Joint Stock Company.―China is a choosy market. If Vietnamese products, from pork to vegetables and fruits, do not meet quality requirements, they will be rejected‖, he said. In addition, gross margin was negatively impacted by reduced production at our Dillon, MTfacility due to a large Cap Ex project related to attaining plant certification and an increase of approximately 37.9% in raw bran prices. Our balance sheet remains liquid and strong. We received $3.9 million of proceeds from warrant exercises during the quarter, which more than offset cash burn from operations and helped to increase shareholders' equity. We ended the quarter with cash and cash equivalents of $7.7 million, debt of $14,000, and shareholders' equity of $16.8 million. We entered into a new rice bran supply agreement with Golden Ridge Rice Mills. Golden Ridge Rice Mills will provide us with stabilized rice bran (SRB) from its location in Wynne, AR. This agreement positions RBT to expand our sourcing capabilities into Arkansas, the largest rice producing state in the U.S. We also secured an option to purchase Golden Ridge Rice Mills. We believe that owning and operating rice mills and the related rice bran production facilities will be an important part of our future supply of SRB, in addition to working with our current rice mill partners. LITTLE ROCK, Ark. - Two rice researchers from China who visited a center in Stuttgart five years ago have been charged in a conspiracy to steal rice production technology in an alleged attempt to bring this proprietary science back to China.That's according to a news release issued by Cody Hiland, United States Attorney for the Eastern District of Arkansas, and Diane Upchurch, Special Agent in Charge of the FBI‘s Little Rock Field Office. The release announced the indictment of Liu Xuejun, 49, and Sun Yue, 36, both of China, for conspiracy to steal trade secrets and conspiracy to commit interstate transportation of stolen property. Continued news release: A federal grand jury returned an indictment against Liu and Sun on Friday for their involvement in the theft of rice seeds designed for use in the medical field. The rice seeds were developed by a company called Ventria Bioscience, which used technology to create rice seeds that contained certain proteins. These proteins could then be removed from the rice and used in medicines and pharmaceutical products. Ventria, which is headquartered in Colorado and has a rice production facility in Kansas, has invested approximately $75 million in developing the intellectual property behind these rice seeds. "These rice seeds may be small, but the research and investment that went into the science that made them possible is of great value," Hiland said. "We remain vigilant in our efforts at protecting both intellectual and real property from theft by other nations, and it is our intention to present our case to an Arkansas jury based on the crimes alleged in the indictment." Liu and Sun visited the United States in 2013. At that time, they both worked at the Crops Research Institute in Tianjin, China. Liu was a professor, and Sun was a research associate. They came to the United States to visit several rice research and production facilities, and their visit included a stop at the Dale Bumpers National Rice Research Center in Stuttgart. Their trip was organized by Weiqiang Zhang, who was a rice breeder at Ventria in Kansas, and Wengui Yan, who worked at the Dale Bumpers Rice Research Center in Stuttgart. When Liu and Sun ended their trip, they flew to Honolulu, Hawaii, on their way back to China. At the Honolulu airport, U.S. Customs and Border Protection found stolen rice seeds in Liu and Sun‘s luggage, including seeds from the Dale Bumpers National Rice Research Center as well as seeds from the Ventria rice production facility in Kansas. The Minnesota Pollution Control Agency (MPCA) finally released the comprehensive independent report conducted by Bolton & Menk, Inc. and Barr Engineering Company on the affordability of sulfate removal from wastewater, as well as looking at alternative treatment methods for sulfate removal. Minnesota is the only state in the nation that has a sulfate standard for wild rice waters. The standard developed from research in the 1940‘s is intended to protect wild rice but has never been enforced since put into law in 1973. The Minnesota legislature providing financing and a directive to the MPCA in recent years, to undergo new research on the impacts of sulfate on wild rice, conduct public hearings, develop a new standard and determine the cost of treatment for local municipalities and industrial dischargers. After several years of contested research, many public hearings, and a new proposed standard, an administrative law judge determined the new rule was ―constitutionally vague and unenforceable‖. Subsequently, the legislature passed bills to abolish the standard and provide additional funding for wild rice restoration, which Governor Dayton vetoed (twice). All of this occurred before this affordability report was completed and released calling into question the wisdom of spending all that time and effort at the Capitol last session on this issue. The report states in plain English the following determination: ―The study results show that reverse osmosis is the one treatment method that is closest to being feasible – but that it is NOT currently affordable. The 30 other treatment processes evaluated either would not effectively remove sulfate from wastewater, were not yet developed enough to be used, or would cost even more than reverse osmosis.‖ This is virtually the same testimony provided at the MPCA public hearing on this matter by RAMS, and the same position taken by our organization on behalf of the 13 Iron Range communities targeted as having wastewater plants that discharge to wild rice waters as identified by the MPCA. At the end of the legislative session, after twice vetoing bills to correct this situation, Governor Dayton issued an executive order to establish a task force on wild rice. The task force would be made up by a diverse group of people representing industry, our native tribes, environmentalist, independent scientists, a public waste water operator and a non-government representative along with staff from the MPCA and DNR. The task force was to meet and develop recommendations

for the 2019 legislative session by December 15, 2018. To date the task force has not been selected making their task virtually untenable for this important issue. Two final points of interest. The firms conducting this independent study were allowed to analyze treatment options that would result in a final sulfate limit of 250 mg/L, not the current standard of 10 mg/L. For those who don‘t know the standard for potable water is 250 mg/L, so why is the standard for wastewater so much lower? The report also states: ‖Sulfur in wastewater is most commonly present as sulfate or sulfide, which originates primarily from drinking water sources, human waste, and industrial discharges. More than 95% of municipalities in Minnesota use groundwater as the source for their drinking water. The concentrations of sulfate in the groundwater vary geographically across the state from less than 10 mg/L to over 500 mg/L. Unfortunately, this issue was not addressed in the last session and will once again be in front of the legislature and the new Governor in 2019. Perhaps common sense can be applied to the problem this time now that much needed information around costs and feasibility of treatment options are now available. This should not be that difficult. Make a permanent funding source available for wild rice growth and rehabilitation efforts. Allow our native people to control water levels and invasive species proven to be one of the most detrimental factors to wild rice growth and Minnesota will have a vibrant natural wild rice crop for generations. The Foreign Trade Department says Thai rice prices are competitive in the world market.Trade officials expect rice exports to remain strong next year at a minimum of 10 million tonnes, boosted by continuously robust purchase demand.According to Adul Chotinisakorn, director-general of the Foreign Trade Department, the prospects for Thai rice exports are likely to stay in good shape until next year, with shipment volume expected to be on a par with the 10 million tonnes predicted for this year. Mr Adul cited a forecast by the US Department of Agriculture that global rice imports will increase to 49.5 million tonnes of milled rice next year from 48.67 million tonnes this year.Thai rice prices are also competitive in the world market, he said.

As of Aug 1, 2018, Thailand had exported 6.4 million tonnes, down 0.2% year-on-year, with an export values of US$3.26 billion, up 17.9%. According to Mr Adul, department officials are scheduled to speak with Chinese counterparts to follow up on China's plan to buy an additional 1 million tonnes of rice this year as part of an investment package that includes the initial high-speed rail project and sales of 2 million tonnes of rice and 200,000 tonnes of rubber agreed earlier. Thai officials and their Chinese counterparts signed a memorandum of understanding (MoU) in December 2014 for 1 million tonnes each of old and new grains, along with the 200,000 tonnes of rubber. The MoU was part of the Sino-Thai high-speed rail deal. Thailand has already signed a 1-million-tonne contract for delivery this year. Since the May 2014 coup, 16.84 million tonnes of state rice stocks have been sold through auctions, fetching 145.86 billion baht.The government controls just 70,000 tonnes of state rice stocks now, all of it inedible. Of the total, 20,000 tonnes will be sold for animal feed and the remaining 50,000 tonnes is earmarked for ethanol or biomass production.The department's responsible officials are scheduled to call an auction for the remaining state rice stocks some time this month. In a related development, Mr Adul said the Foreign Trade Department expects to be able to finalise the exact amount of state rice stocks accrued by previous governments before the National Council for Peace and Order (NCPO) assumed management.The State Audit Office, which was assigned by the Rice Policy and Management Committee as an independent unit to handle the audit of state rice stocks controlled by two key state agencies (the Public Warehouse Organisation and the Marketing Organisation for Farmers), reported on July 2, 2014 that the government controlled a total of 18.7 million tonnes. But the audit committee established by the NCPO to check out the state rice stocks later found that the supply totalled just 17.76 million tonnes -- meaning about 940,000 tonnes of rice stocks went missing."By September, we expect to have a conclusion on whether the questionable 940,000 tonnes of state rice stocks is really missing or it's just a numerical error," Mr Adul said.
