Pakistan rice exporters, led by the Union of Small and Medium Enterprises (UNISAME) have urged the Trade Development Authority of Pakistan (TDAP) to reconcile rice trade with Mexico, which has banned rice exports from Pakistan in June 2013 after finding traces of Khapra beetle in some rice shipments from Pakistan, according to local sources. Mexican port authorities placed around 3,000 tons of Pakistan rice shipment in quarantine and later returned them to Pakistan and since then, Pakistan has not shipped rice to Mexico due to an import ban from the Central American country.Prior to that incident, Pakistan exported around 16,000 tons of

Pakistan rice exporters are now asking the TDAP to intervene and settle the matter with the Mexican authorities. The exporters say they take appropriate measures to prevent Khapra beetles and have expressed dissatisfaction that commercial attaché of Pakistan's Embassy in Mexico had not carried out spot examination of the cargoes and clarified the matter on the spot. They therefore urged the Chief Executive Officer of the TDAP to consult with the concerned authorities and help regain rice sales to the Mexican market.It takes about 70 days for rice to transit from Pakistan to Mexico. Mexico traditionally imports over 90% of its rice from the U.S. but the U.S. share in Mexican imports is declining and that of Asian share is increasing for the last couple of years due to the price differential between the U.S. and the Asian rice, according to Mexican trade sources, and Pakistan rice exporters do not want to lose Mexico’s market. Mexico is a net importer of rice and imports around 85% of rice needed for its consumption. USDA estimates Mexico to produce around 133,000 tons of rice and import around 750,000 tons of rice in MY 2013-14 (October – September) against a consumption of 860,000 tons. Vietnam and India rice sellers kept their quotes mostly unchanged. Italy Paddy 72% Sold; Quotes Soften Since September1, the beginning of the 2013-14 crop year, until April 29 Italy has sold about 1,045,499 tons of paddy, equivalent to about 72% of available paddy supplies. Last year 1,045,499 tons were sold, equivalent to about 64% of availability. Total beginning paddy availability (including about 9,000 tons in carryover stocks) for 2013-14 amounted to 1,447,783 tons, down from 1,646,103 tons in 2012-13. In the week April 22-29 trade slowed down to 24,022 tons, while the week prior they had involved 32,980 tons. Last year, the cold spring did not affect yields and paddy quality much, despite farmers’ fears. Sales in the week April 22-29 include: 7,909 tons of Long A, and 8,654 of Long B. Prices are down slightly after weeks of no relevant movement of quotations. Also 7,228 tons of round paddy rice were sold in the last week, bringing year-to-date sales to 272,785 tons (69% of total availability) from 394,480 tons available since September 2013. Last year at the same date sales reached 275,800 tons, equivalent to 70% of beginning availability fixed at 393,375 tons. As for medium paddy, in the latest week sales are lowering at just 231 tons; there are only 7,350 tons still available on the market, starting from beginning stocks of 28,715 tons, thus about 74% of this is sold. Last year at this time sales were 28,792 tons for the year, or 68% of total availability. Beginning stocks in campaign 2012-2013 were much higher, starting from 42,596 tons. The best seller varieties remain Loto and Ariete at 5,466 tons sold last week, followed by Arborio Volano with 919 tons, then Carnaroli with 680 tons. Thailand in Limbo - Corruption Inquiry Slows as Farmers Give Up Hope of Paddy Payments May 05, 2014
A lawyer representing the Thailand caretaker PM Yingluck told the National Anti-Corruption Commission (NACC) that “the NACC’s decision not to allow seven witnesses to testify in Ms Yingluck's defense was unfair and improper. He threatened to sue the NACC members for abuse of authority, saying his team of lawyers was gathering evidence against them,” the Bangkok Post reports.The move was interpreted as the legal team was trying to threaten the NACC, something the legal team of course denies.Meanwhile the NACC says it will not rush to judgment. In January Yingluck was charged by the NACC with dereliction of duty for allegedly failing to deal with corruption in the subsidy scheme. “If the NACC recommends Ms Yingluck for indictment in the Supreme Court's Criminal Division for Holders of Political Positions and impeachment by the Senate, she will immediately be suspended from her duties as prime minister,” according to the Bangkok Post. Thus she is likely to maintain power until the NACC acts.Meanwhile, Thailand’s farmers appear to be giving up hope they will ever be paid for their rice, further endangering Yingluck’s political base. The leader of a farmer’s movement tells local media that farmers spend 5,000 baht (about $155) to produce one ton of paddy, and are paid about 5,500 baht (about $170) from millers,

European Rice Quotes Mostly Stable May 05, 2014
European paddy quotations in the week April 22 - April 29 show some movements, after a long period of firm prices. The most relevant ones refer to Romania: here prices both for Japonica and Indica milled rice are growing. SPAIN – Japonica paddy quotes stood at 282 euros (about $391) per ton, unchanged for many weeks. Indica received no quotation on April 29; on April 22 it was quoted 544 euros (about $752) per ton, unchanged from a week prior. PORTUGAL - Long A and Long B paddy received no quotations this week; they both showed at 280 euros (about $ 387) per ton a month and a half ago. No quotations are available for milled rice. GREECE – Some quotations are decreasing. Medium grain paddy on April 22 was quoted 420 euros (about $582) per ton, and on April 29 it went down to 400 euros (about $554) per ton. Long grain paddy remains firm at 450 euros (about $624) per ton and Indica paddy declined to 230 euros (about $319) per ton, down 10 euros (about $13) from a week prior. ROMANIA - Japonica paddy prices advanced to 319 euros per ton euros (about $ 442) per ton on April 29, up from 317 euros per ton (about $ 439) the prior week. Indica paddy quotes advanced to 287 euros (about $398) per ton on April 29, from 278 euros (about $ 385) per ton on April 22. As for milled rice, Japonica quotes advanced from 678 euros (about $940) per ton on April 22 to 734 euros (about $ 1,018) per ton on April 29. The same trend for Indica milled rice; on April 22 quotes stood at 503 euros (about $ 698) per ton, and went up to 520 euros (about $ 721) per ton on April 29. BULGARIA - Japonica paddy quotations remain firm at 276 euros (about $379) per ton, as well as Bulgarian Japonica milled rice, firm at 544 euros (about $754) per ton. FRANCE - Milled rices were quoted only on April 22. Round varieties kept firm with quotes at 470 euros (about $652) per ton, Long A at 620 euros (about $860) per ton, and Long B prices at 470 euros (about $652) per ton.

As of today, old crop offers increased to around $15.80 per cwt fob farm (about $348 per ton) for nearby shipment; however, most farmers insist that it will take somewhere between $16.11-$16.66 per cwt fob farm (about $355-$367 per ton) to get them to move their rice in May.Old crop bids from larger mills were steady today near $15.25 per cwt (about $336 per ton) for May delivery while bids for exporters were unchanged near $15.50 per cwt (about $342 per ton), for the same delivery period, both of which generated zero interest. In the meantime, the USDA estimates that as of May 4th, 57% of the US rice crop had been planted which was 4% ahead of this time last year but 8% behind the previous 5-year average. As of now, the USDA estimates that farmers have planted at 64% of their rice crop in Arkansas, 12% in California, 93% in Louisiana, 51% in Mississippi, 55% in Missouri, and 85% in Texas.The USDA also estimates that 39% of the US rice crop has emerged which was 5% more than this time last year but 8% less than the previous 5-year average. As of now, the USDA estimates that 41% of the rice crop in Arkansas has emerged compared to 3% in California, 83% in Louisiana, 27% in Mississippi, 17% in Missouri, and 75% in Texas. Liberia Suspends Import Tax on Rice to Control Price Hikes May 05, 2014
The Government of Liberia has suspended taxes on rice imports to control increasing prices of the essential commodity, according to a press release by the country’s Executive Mansion. According to the Executive Order No. 61, the Government of Liberia has taken the decision, after conducting an assessment into the causes of increases in the price of strategic commodities, with an intension to make it affordable to the public.According to the UN's Food and Agricultural Organization (FAO), paddy rice production in Liberia is expected to decline to 238,000 tons in 2013, down about 20% from about 298,000 tons in 2012 and about 18% from five-year average of 291,000 tons due to erratic rains during the growing season. Although rice is the most important cereal grown in Liberia, the West African nation is a net importer of rice and imports about 50 - 60% of rice needed for domestic consumption. Agriculture Secretary of Kenya Says No to Rice Import Ban, For Now May 05, 2014
The Kenyan Agricultural Cabinet Secretary said the East African nation will continue to import rice until the local production increases to meet the consumption needs, ruling out rumors about Kenya banning rice imports, according to local sources.The Cabinet Secretary noted that under the existing trade protocols and memorandums, including those related to the World Trade), Common Market for Eastern and Southern Africa (COMESA) and East African Community (EAC), Kenya cannot ban rice imports immediately without appropriate reasons. However, he expressed concern that the annual production of rice in the country has not been increasing at the required pace. While the annual consumption of rice in the country has been increasing at an annual rate of 12%, production has been increasing at only 4% per annum, he adds. He therefore stressed the need for increasing production by adopting new technology. He advised rice farmers to adopt scientific methods of cultivation to boost production while reducing costs of production. The Minister noted that the Agriculture Ministry is planning to double rice production in the country by 2018, by way of expanding rice cultivation areas under rain fed farming as well as irrigation, reducing post-harvest losses through mechanization and improving seed production systems. Of late, Japan through the Japan International Cooperation Agency (JICA) has also been supporting the Kenyan government to increase rice productivity and reach its goal of achieving self-sufficiency by 2018. Recently, the JICA has donated modern agricultural machinery worth Sh400 million (around $4.5 million) to boost rice production in the country.Kenya produces only 16% of over 400,000 tons of rice needed for domestic consumption and imports the remaining. USDA estimates Kenya to produce 76,000 tons of rice and import about 410,000 tons of rice in MY 2013-14 (October - September), to meet the consumption needs of 475,000 tons.

Chicago rough rice futures for Jul delivery settled 2.5 cents per cwt (about $1 per ton) higher at $15.515 per cwt (about $342 per ton). Rough rice futures finished the day slightly higher, following a session of back-and-forth trading. The market continues to find support around $15.500 per cwt (about $342 per ton), a level that frequently acts as a point of psychological support. Additional underlying support is noted as layered in between the $15.450 and $15.480 per cwt (about $341 and $341 per ton) provided by the 10-day, 20-day and 50-day moving averages. Any attempt by the bears to drag prices lower would likely face headwind around these mentioned levels. Prices remain in technically positive territory and the upper Bollinger band currently provides the market objective at $15.650 per cwt (about $345 per ton). The other grains finished the day with mixed results as soy came under pressure while corn and wheat rallied; soybeans closed about 0.5% lower at $14.6325 per bushel; wheat finished about 1.8% higher at $7.2900 per bushel, and corn finished the day about 1.7% higher at $5.0800 per bushel.U.S. stocks wavered between mild gains and falls on Monday afternoon, with the Dow industrials little changed after a triple-digit comeback, as an upbeat read of the U.S. services sector mostly offset concern about conflict in Ukraine and growth in China. Recent reports from Ukraine had a Ukrainian military helicopter shot down over a rebel-held Eastern town, with the pilots surviving, according to a statement from the Defense Ministry. Philippines Claims Highest Rice Production Growth in Asia, Up Nearly 9% from Last Year; Meanwhile Imports Up 33% from Previous Year Amid Rampant Rice Smuggling May 05, 2014
The Philippines milled rice production growth is highest in Asia and has surpassed that of Asia's top rice exporters such as India, Thailand and Vietnam, according to a press release by the Philippines Rice Research Institute (PhilRice). PhilRice noted in the press release that the Philippines became the Asia's fastest rice producer despite achieving only 97% rice self-sufficiency target in 2013, due to increased rice research in the country. Based on the data from the USDA's World Markets Trade report in April 2014, PhilRice stated that the Philippines milled rice production is likely to increase by about 8.7% to about 11.64 million tons in MY 201314 (July - June) from about 10.71 million tons in MY 2011-12, and record highest growth among Asia's other top producers such as China, India, Bangladesh and Indonesia. However, Philippines' rice imports, which are likely to increase to about 2 million tons in MY 2013-14, up by about 33% from about 1.5 million tons, are also surpassed those of Asia's top importer China, whose imports are likely to increase by about 10% during the same period, the press release quotes some rice analysts as saying. The imports are mainly to maintain buffer stocks and to contain inflation in the country, according to the National Food Authority (NFA).

The Philippines Agriculture Secretary stated that his department is encouraging farmers to increase rice production. “We will work harder so that the rice that we’ll serve on our table will be planted and harvested in the country,� he adds, the press release quotes him as saying. PhilRice and the Philippines-based International Rice Research Institute (IRRI) have been striving hard to increase production in the Philippines as well as in Asia, stated the press release. Recently, the two organizations signed a memorandum of understanding (MOU) to collaborate and conduct rice research in the country. Global rice analysts view that food security in Asia could be combated by an integrated approach and information sharing between all the rice producing countries. Relating the USDA data to the regional rice industry integration in Asia, two researchers from a private rice research agency in the U.S, said, "increasing private sector efforts in integrating increasingly ASEAN-wide modern farming and modern economic activities along agri-food supply chains and international trading networks could and should be harnessed and leveraged to complement and supplement on-going government efforts [towards food security in Asia], " according to the press release. Meanwhile, the Philippines Bureau of Customs (BOC) Commissioner has claimed that the BOC is striving hard to end rice smuggling in the country. He noted that rice prices are relatively stable in the domestic markets, and it is an indication of a reduction in the smuggling activities. However, data from the Philippines Bureau of Agricultural Statistics (BAS) shows that average domestic rice prices in the Philippines have increased in January - March 2014 compared to those during the same period in 2013. The Supreme Court's ruling rejecting the release of about 300,000 bags of suspected smuggled rice seized by the BOC is being hailed by the BOC officials. Cambodia exported about 120,291 tons of rice in first four months of calendar year 2014, up about 1.5% from about 118,504 tons rice exported in the same period last year, according to data from the Secretariat of One Window Service of Rice Export Formality (SOWS-REF). During April 2014, Cambodia exported about 35,961 tons of rice, up about 54.5% from about 23,276 tons of rice exported in April 2013 and up about 1% from about 35,757 tons of rice exported in March 2014. Chicago rough rice futures for Jul delivery are currently paused 2.5 cents per cwt (about $1 per ton) lower overnight at $15.465 per cwt (about $341 per ton) as of 8:00am Chicago time. The other grains are seen higher this morning ahead of floor trading in Chicago: soybeans are currently seen about 0.1% higher, wheat was paused about 2% higher, and corn is noted about 0.7% higher. U.S. stock index futures declined on Monday, after Pfizer reported disappointing quarterly results and as shares in Europe fell on concerns about escalating violence in Ukraine. Clashes broke out in six cities in eastern Ukraine over the weekend and pro-Russian forces stormed a police station in Odessa, freeing close to 70 activists that were being held. Russia has warned Ukraine of "catastrophic consequences" unless it halts military operations against the rebels. The rising tensions overshadowed a better-than-expected U.S. jobs report released on Friday, which showed 288,000 jobs were created in April, with the jobless rate at 6.3%. Analysts had expected an addition of 210,000 jobs, with unemployment at 6.6%. On Monday, investors will eye the ISM non-manufacturing index for April at 10 a.m. ET. This tracks monthly changes in the services sector. Analysts at Barclays expect the index to rise to 54.5, above the 50-mark which shows sector expansion. U.S. stock index futures are currently trading about 0.4% lower, gold is currently trading about 0.9% higher, crude oil is seen trading about 0.4% higher, and the U.S. dollar is currently trading about 0.1% lower at 8:00am Chicago time. Alternate Wetting and Drying Technique Can Reduce El Ni単o Effect on Rice Farming, Says IRRI May 05, 2014
The Philippines-based International Rice Research Institute (IRRI) has recommended alternate wetting and drying (AWD) technique for combating the impact of drought-accompanied El Ni単o effect on rice farming in Asia, according to local sources. The technique was developed by the IRRI in 2012 to help farmers sustain rice crops even in periods of low water supply. In AWD, also known as water-saving technology, rice farmers can dry out their fields occasionally, but have to ensure that the water content in the soil is sufficient enough for the rice crop to sustain. farmers use a plastic or bamboo pipe of 40 centimeters length and about 15 centimeters diameter with drilled holes. The tube, which can be used to measure water content in the soil, is inserted into the unflodded soil such that half of it is inside the soil and the other half is above the soil. Usually, for rice crops to sustain, water level should not fall below 15 centimeters below the soil level. So farmers can dry out the soil as long as the water level remains above 15 centimeters. They can re-flood the soil if the water level falls below the required level.Rice farmers can thus alternately dry out and re-flood their fields, reducing the water usage by up to 30% without affecting the yields. The IRRI also says that the technique helps the roots to get strengthened as they search for water deep in the soil and make them resilient to adverse weather conditions. According to an IRRI factsheet published in February 2013, around 100,000 farmers in the Philippines have adopted AWD.The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) noted that an increase in the sea surface temperature anomaly (SSTA) from 0.2 to 0.4 degrees Celsius from April 21 to April 28, 2014 indicates the return of the El Niño in June in the Philippines and may peak during the end of 2014. Pagasa estimates the El Niño effect to last for around nine months until March 2015.The Philippines Presidential Communications Secretary has warned the rice farmers to conserve water and noted that contingency plans are being planned to reduce the effects of the El Niño. He noted that a Climate Change Fund would be set up to help farmers in contingencies. In 1998, El Niño affected nearly 74,000 hectares of agricultural land in about 18 provinces, according to the Department of Agriculture (DA) of the Philippines, and the country's rice production declined by nearly 27%.
