U.S. dollar index was down -0.28% from the open today, when it traded at 80.476 at the close. Euro was +0.36% higher today by the close, trading around 1.3523 by end of day, after trading between an intraday high of 1.3548 and low of 1.3468. Traders took a half step back from their bets the ECB will make a rate cut tomorrow. Thai baht was stronger +0.16%, trading at 31.240 at the close of business. Indian rupee was -1.24% weaker, trading at 62.4000. Brazilian real was +0.03% stronger than the open at today‟s close, when it ended at 2.2884 reais per dollar. Pakistan rupee was stronger +0.02% trading at 107.2900. Vietnamese dong was unchanged at 21100. Mexican peso was +0.14% stronger today, when it traded at 13.1446 pesos per dollar by the close of business today. Chinese yuan was stronger +0.11% at 6.0936. Chicago rough rice futures for January delivery settled 9.5 cents per cwt (about $2 per ton) higher at $15.375 per cwt (about $339 per ton). Rough rice futures found follow-through buying interest in afternoon trading following an initial surge higher this morning. The market managed to break though nearby technical resistance, provided by the 10-day moving average, noted yesterday. One floor trader noted that the uptick in buying interest was giving the feel that the market has made a directional turn and that an extended bullish move may be developing. soy products were higher; soybeans finished the day about 0.4% higher at $12.6300 per bushel; wheat finished about 0.4% lower at $6.5325 per bushel; and corn finished the day about 0.9% lower at $4.2125 per bushel.U.S. stocks mostly climbed on Wednesday, with the Dow Jones Industrial Average on track for a record close, as investors bought into optimism that the Federal Reserve would continue its stimulus longer than thought, ahead of economic reports this week on the economy and the labor market. Making a triple-digit jump to an intraday record of 15,733.62, the Dow Jones Industrial Average was on track to clear its record close of 15,680.35, set last Tuesday. The S&P 500 also gained, coming within reach of its record, with telecommunications and utilities the best performing and consumer discretionary and health care the worst of the S&P's 10 major sectors. U.S. stock markets are currently trading up about 0.7%, gold is trading about 0.7% higher, crude oil is seen trading about 2.1% higher, and the U.S. dollar is seen trading about 0.2% lower at about 2:00pm Chicago time.Turning to the daily continuation chart of Chicago rough rice futures for January delivery, the market managed to spur enough buying interest to break through nearby technical resistance at $15.275 per cwt (about $337 per ton) provided by the 10-day moving average. Today‟s move higher was likely triggered by yesterday‟s bullish formation, however prices were unable to break into technically positive territory and came to a rest just below the closely watched 20-day moving average which was noted at $15.380 per cwt (about $339 per ton) today. Look for a close above this level tomorrow as further confirmation that the short term trend has turned positive and likely as a signal which will trigger additional buying on the part of the bulls. Today‟s trading range is noted as $15.350-$15.545 per cwt (about $338-$343 per ton). Tuesday, there were 432 contracts traded, up from 309 contracts traded on Monday. The USDA Post in Mexico has increased the rice production forecast for Mexico to around 129,000 tons in MY 2013-14 (May – April), up about 6% from USDA official estimates of around 122,000 tons, but down around 1.5% from an estimated 131,000 tons produced in the previous year.The Post says that rice production is likely to be higher than expected because of higher yields and government support programs which helped improve yields significantly is some parts of the country.The Post says that rice consumption in MY2013-14 is expected to reach around 860,000 tons, and Mexico‟s rice imports are projected to reach around 750,000 tons in MY 2013-14, up about 14% from an estimated 639,000 tons of rice imported in the previous year. India Government to Supply Subsidized Rice in 5-Kg Packs Under PDS Nov 06, 2013
The Indian government has accepted a proposal to supply rice and other food grains in 5-kilogram packs under the Public Distribution System (PDS) to prevent corruption in the implementation of the Food Security Law and to help control soaring rice prices in the country.The Food Minister told local sources that the government will soon begin providing rice in 5-kg packs via PDS outlets in Punjab and Andhra Pradesh, India‟s two major rice producing states. Government procurement of the main season rice in the two states has begun and it is expected that some rice will be packed in 5-kg packs during the procurement stage.A pilot project is planned to take place in the southern state of Kerala soon. If successful, the new scheme could replace the existing system of supplying rice in 50-kg bags to PDS outlets which then sell rice in loose. The existing system is widely blamed for irregularities and leakages. Some WTO member countries, including Pakistan, say that they will oppose India‟s Food Security Law because subsidized rice from government stocks often reach exporters and distort the international market. India is expected to remain the world‟s largest rice exporter in 2013, with around 10 million tons of rice exports for the second consecutive year. Japan to Issue Tender for 43,000 Tons of Rice on November 8, 2013 Nov 06, 2013
Japan's Ministry of Agriculture, Forestry and Fisheries (MAFF) will issue a tender to buy a total of 43,000 tons of rice on November 8, 2013, under the Global Minimum Access quota under WTO obligations.Sources say that the tenders will include two tenders for 12,000 tons each of non-glutinous milled medium grain rice and two tenders for 6,000 tons and one tender for 7,000 tons of non-glutinous milled long grain rice. Taiwan Agriculture Agency Proposes Stricter Laws for Rice Sellers Nov 06, 2013
Taiwan‟s Council of Agriculture has proposed stricter laws for companies selling rice in Taiwan to check adulteration and other malpractices.Local sources say that prohibiting blending of domestic rice and imported rice is one of the proposals. Other proposals include introducing a tracking system, revocation of trade licenses, and increasing the minimum fine for violators by about 15 times the current NT$200,000 (about $6,667) to NT$3 million (about $100,000).Adulteration of rice has increased this year in Taiwan, with about 31 violations detected during January – September compared to an average 30 violations per year. Recently, Taiwan‟s Agriculture and Food Agency (AFA) found in a nationwide inspection that around 19% of rice products sold in the market were mislabeled. The Bangladesh government will procure about 350,000 tons of rice from the recently harvested Aman crop to ensure good prices for farmers and to improve government rice stocks, according to local sources.The Food Minister says that rice stocks with the government stands at around 1.1 million tons, which is down about 26% from around 1.5 million tons during the same time last year. The procurement will help prevent a food crisis due to low stocks, he says.According to the Food Minister, the procurement price will not be less than Tk 29 per kilogram (about $367 per ton) considering an estimated production cost of around Tk 25.42 per kilogram (about $322 per ton). The Oryza White Rice Index, a weighted average of global white rice quotes, October at $454 per ton, down about $4 per ton from a month ago, and down about $36 per ton from a year ago. The index trended sideways just above support at $450 per ton as global rice quotes were little changed for the month. A slightly rise in Vietnam rice export quotes was counter balanced by a slight decline in Thailand and Pakistan rice quotes. Weâ€&#x;re right in the middle of main crop rice harvest throughout much of Asia and the U.S., so the market is likely to remain dampened until harvest pressure dissipates.

Meanwhile, planting is underway in South America where supplies have dwindled. Rice acreage is expected to be up 3%, 2%, 4%, and 6% y/y in 2013-14 in Brazil, Argentina, Uruguay, and Paraguay, respectively. Meanwhile rice acreage in the U.S. is projected to fall 8% in 2013-14 from the previous year and carryover stocks are slim. Acreage is estimated to be mostly static to higher in Asia for 2013-14; Pakistan rice acreage is up 13% y/y, India up 5%, Cambodia up 3%, Thailand up 2%, and Myanmar up 2%, according to the USDA. Overall, the USDA projects that rice production in 2013-14 will reach about 497.2 million tons, according to October data, up 1% from the previous year and slightly higher than the projection made in September. Compared to its projection in September the USDA also hiked its projection for consumption for 2013-14 and lowered its numbers for exports and ending stocks. Thailand Quotes in Thailand drifted sideways while the government continues to try and cover the „stinking‟ rice mortgage scheme with a lotus leaf. Thailand 5% broken rice was quoted at around $410 per ton at the end of October, down about $10 per ton from a month prior and down about $140 per ton from a year earlier. Local traders say they expect quotes to bottom out in November. Thailand exported about 4.1 million tons of rice from January-August 2013, according to the Thai Rice Exporters Association, suggesting a year-end target of about 6.15 million tons, down about one-third from the government‟s target of 8.5 million tons. Thailand continues to try to shed its rice surplus in government-togovernment sales, domestic auctions, and via the futures market. The Thai government says it has spent about 678 billion baht to buy 43.4 million tons of paddy during the last two harvests; that‟s equivalent to about $500 per ton, the paddy pledging price for white rice paddy, and thus does not seem to include the management and processing costs of the scheme. Meanwhile, data shows the government has been selling rice at about $345 per ton. No surprise losses could mount and no one knows how long the government will continue the scheme. The government has already restricted the tonnage of rice paddy it will buy and locals say that is likely to weigh on prices. Thailand continues to lose market share to India in markets like Singapore and in West Africa. In response, the Thai government is trying to get creative, proposing a barter system with China to trade Thai rice for Chinese development of the Thai railroad system. Thailand also says China signed a MoU to buy one million tons of rice over 5 years, but this is not enough to lift the market. Another creative effort has been the dissemination of premium rice samples at Thailand‟s main airport to travelers. Finally, Thailand announced in October that it has started a zoning program to shift about 4.3 million hectares of rice land (about 0.4% of the national total) to other crops, including sugarcane. India Weather problems have lifted domestic rice prices but a falling rupee is disguising the bullish domestic market nad India continues to be an export powerhouse. India 5% broken rice ended October at about $415 per ton, down $5 per ton from September and down about $25 per ton from the same time a year ago. Domestic rice prices in India have trended higher over the last year but a weaker rupee has kept quotes in U.S. dollars trending sideways. rupee its able to compete with a battered and bruised Thai rice market. India‟ rice acreage reached about 38.35 million hectares, up about 2 or 3% from the previous year according to official figures but down slightly from 2011. In October, FAO raised its projection for India rice exports to 9.5 million tons for 2013, up from a previous estimate of 8.8 million tons, based on higher acreage projections. The USDA is forecasting 2013-14 production at about 105 million tons, up from 104.4 million tons in 2012-13 but down slightly from an earlier estimate of 108 million tons due to deficient rains in the east during planting. The USDA Post is targeting exports of about 9.3 million tons in 2013. India‟s rice crop faced threats from adverse weather including cyclones battering major production areas. Earlier in the month, the Food Minister had to reassure the market that India could continue to export rice. As of October 1 India was holding about 23 million tons of rice in central stocks, down 1.5% from last year. Meanwhile, the Indian government procured about 34.1 million tons of rice in the year October 2012 to September 2013, down about 15% from the previous year. Vietnam Vietnam 5% broken rice ended October shown around $395 per ton, up about $30 per ton from September and down about $60 per ton from a year earlier. Vietnam shipped about 5.5 million tons of rice January-October 2013 at an average price of about $429 per ton. Vietnam increased its minimum export price for 25% broken rice to $375 per ton from $360 per ton while 25% broken rice was still quoted around $365 per ton at the end of October. After the recent increase in Vietnam quotes on the back of a sale to the Philippines for 120,000 tons, Pakistan is now more competitive. Pakistan Pakistan shipped about 3.1 million tons of rice in the 12 months ending June 2013, down about 14% from 3.62 million tons shipped in the prior 12 month period. Pakistan 5% broken rice ended October at about $375 per ton, down $15 per ton from a month ago and down about $60 per ton from a year ago. U.S. U.S. 4% broken rice is shown around $600 per ton down about $5 per ton from a month ago and up about $5 per ton from a year prior. Farmers are wrapping up harvest and potentially awaiting higher prices for now. U.S. rice carryover continues to dwindle in recent years and the 2013-14 acreage estimate is about 8% lower than 2012-13. Weak quotes in Asia continues to weigh on buyer‟s sentiments though the U.S. is said to have one of the best crops in about 5 years with quality said to be very good, if buyers can be convinced to pay up for this quality. Brazilâ€&#x;s paddy rice production in 2012-13 is expected to reach around 11.97 million tons (average of 12.03 million tons on the higher side and 11.92 million tons on the lower side), according to the October forecast by National Grains Supply Company (Conab). The new forecast is about 2% higher than the September 2013 forecast of around 11.74 million tons, and up about 3% from an estimated 11.6 million tons produced in 2011-12. Conab is forecasting lower acreage and higher yields. The USDA is projecting acreage in 2013-14 will reach 2.45 million hectares, up about 3% from 2012-13. Other

Chinese businessmen have struck a deal with Myanmar farmer representatives to grow and procure rice in Myanmar in 2013-14 to benefit from low prices in Myanmar, according to local sources. Under the deal, China is expected to provide fertilizer and other inputs to Myanmar farmers for rice cultivation. The entire harvest will be purchased by the Chinese businessmen at local prices as per the agreement. Indian businessmen have also struck a similar deal with Myanmar representatives, sources say. Total rice stocks in the Philippines as of September 1, 2013 stood at around 1.53 million tons, up around 6.1% from about 1.44 million tons recorded in September 1 of last year, according to the Bureau of Agricultural Statistics (BAS). Year-over-year, household rice stocks reached at around 540,000 tons as of September 1, 2013, up around 1.3% from around 530,000 tons recorded in same time in last year. However, the National Food Authority (NFA) stocks, at around 500,000 tons, are down around 4.8% from last year, while commercial warehouse rice stocks at around 500,000 tons are up about 27.2% from last year. The USDA Post in Manila says that the Philippines may have to import around 1.1 million tons of rice in MY 2013-14 (May – April) despite higher production. This is contrary to government claims that rice imports will not exceed the WTO requirements of around 350,000 tons this year. The China Securities Regulatory Commission (CSRC) approved futures contracts for Japonica (short grain) rice paddy and late Indica (long grain) rice paddy, according to local reports. The Zhenghou Exchange currently trades only early Indica rice paddy futures. Cambodia has exported about 29,395 tons of rice in September 2013, bringing the January-September, 2013 total to 266,123 tons, up 106% from the same period last year and up about 29% from the 2012 year-end total of 205,717 tons. Cambodia exported most of long grain white rice (142,837 tons) and Jasmine rice (104,975 tons) so far in this year. European markets remain the top destination for Cambodia rice export during the period as Cambodia enjoys a zero rice import duty for rice export to the EU, along with Malaysia (32,339 tons), Thailand (23,300 tons), and China (15,902 tons).

In addition to the adverse weather and flooding China has seen in recent years, some officials are looking at overuse of fertilizer, pesticides, and herbicides as at least partially responsible for the drastic reduction in output. This year alone, yields have fallen a reported 1.7%, and the USDA has reduced its projection for China‟s rice production for 2013-2014 to 142 million tons, down from the previous forecast of 143 million tons. For example, China has a guaranteed minimum purchase price that exceeds prices in international markets. Reducing the minimum price might result in fewer rice farmers.The central question: What is most important to China right now? Will the government work to improve yields so the country can rely less on imports, or will the government ease policies that favor rice farming in an effort to preserve soil

With 90% of Chinese paddy relying on irrigation, and water there becoming an increasingly scarce commodity (See related Oryza story: http://oryza.com/op-ed/special-editorial-water-water-water), officials might consider reducing programs that promote rice farming in an effort to allow the soil to refresh and to free up some valuable drinking water. This will of course put pressure on markets in other countries, such as Thailand, Pakistan, and Myanmar – and in fact, China has already negotiated a deal with Thailand to buy a million tons of rice per year. All eyes are on China to see what happens next, but undoubtedly, the world‟s most populated country will continue to consume rice and rely more heavily on imports. Brazil Paddy Rice Index Declines Slightly in Last Week Nov 06, 2013
The Brazilian paddy rice index maintained by CEPEA declined slightly last week, reaching around 33.60 real per 50 kilograms on November 4, 2013, down from around 33.66 real per 50 kilograms recorded a week earlier on October 28, 2013.However, in terms of USD per ton, the index declined about 3% last week, from around $308 per ton on October 28, 2013 to around $299 per ton on November 4, 2013, due to the weakening of the local currency against the USD last week.
