NEWS DETAILS: Pakistan Rice Exporters See Opportunity in Re-Export of Indian Rice Apr 07, 2014

Pakistani rice exporters have requested for the immediate opening of the Wagah-Lahore border with India which they hope will help increase their rice exports by way of re-exporting Indian rice, according to local sources.Pakistan rice exporters want the government to impose countervailing duty on rice imports from India and to introduce a duty and tax remission for exports (DTRE) scheme to help Pakistani rice farmers and exporters withstand competition from their Indian counterparts. Pakistan's rice exporters say the government should impose countervailing duty on rice that is imported for local consumption to the extent of the difference of subsidized inputs available for Indian rice farmers. Subsidy on rice in India is a major concern for Pakistan rice farmers opposing the grant of most-favored nation (MFN) status to India under WTO rules.

However, Pakistan rice exporters are also demanding a DTRE scheme with minimum 10% value addition to allow Pakistani exporters, who wish to import rice from India for re-export purpose, to avoid countervailing and other duties and help them remain price competitive in the international market. The DTRE scheme would help increase export volumes up to $3.5 billion (from the current $2 billion earned on rice exports). They suggested that the DTRE scheme should be applicable from January until September every year and should be suspended during the paddy harvesting season (October - December) to ensure that the local rice millers and exporters buy paddy from local farmers.The Rice Exporters Association of Pakistan (REAP) Chairman said that DTRE would help bring foreign investment, employment, capacity building, research and development, and agriculture developments in the country. Since the country's rice production is stagnated at about 6 million tons for the last three years, he stressed over the need for increasing supply within the country by way of increased production or through imports. He said imports from India could be increased through normalization of regional boundaries between Pakistan and India. The REAP Chairman added that this action would help prices of Pakistan basmati to match those of Indian prices and the country's rice sector would benefit on the whole as it would increase the volume of Pakistan's rice exports and thereby resulting in higher foreign exchange. Rice exporters say Pakistan should attain a levelplaying field with India in order to benefit from granting of the MFN status to the neighboring country.USDA estimates Pakistan to produce about 6.4 million tons of rice in the MY 2013-14, up about 10% from about 5.8 million tons produced in the MY 2012-13. Pakistan's rice exports are expected to decline by about 3% to about 3.4 million tons in 2013-14 from about 3.5 million tons in 2012-13. European paddy quotes in the week March 25 - April 1 were mostly unchanged from the previous week, according to data from the European Union; only Romanian milled rice quotes, both Indica and Japonica, showed a relevant increase.SPAIN - Japonica paddy was unchanged at 282 euros (about $387) per ton, as it was

two weeks ago. Indica received no quotations; the latest one was on February 11 for 260 euros (about $357) per ton. Milled Japonica rice quotes are firm at 544 euros (about $752) per ton, unchanged for six weeks. PORTUGAL - Long A paddy quotations were fixed at 280 euros (about $ 384) per ton, unchanged from a week prior. Long B paddy quotes have been holding around 260 euros (about $357) per ton for more than a month. No quotations are available for milled rice. GREECE – Quotations are stable. Medium grain paddy has increased 10 euros (about $13) per ton from two weeks ago, reaching 380 euros (about $522) per ton. Long grain paddy is stable at 450 euros (about $618) per ton and Indica paddy is quoted 250 euros (about $343) per ton, up 10 euros from two weeks ago. There are no quotations for milled rice. ROMANIA - Japonica paddy prices slightly decreased to 315 euros (about $432) per ton, down 13 euros (about $17) per ton from 328 euros (about $450) per ton on March 18; on March 25 it was shown at 316 euros per ton. Indica paddy quotes declined from 305 euros (about $ 421) per ton on March 11 to 282 euros (about $ 387) per ton on March 25, and then it increased again to 287 euros (about $394) per ton on April 1. As for milled rice, Japonica quotes went down and then up again, starting from 789 euros (about $1,084) per ton on March 18, reaching then 664 euros (about $ 912) per ton on March 25, and then increasing again to 737 euros (about $ 1,012) per ton on April 1. Indica milled rice followed this trend: on March 18 it was quoted 536 euros (about $736) per ton, it fell to 496 euros (about $681) per ton on March 25, and then it went up again to 517 euros (about $710) per ton on April 1. BULGARIA - Japonica paddy quotations remain firm at 276 euros (about $379) per ton. Japonica milled rice indications remained unchanged from a week prior, at 814 euros (about $1,118) per ton. FRANCE - Round milled rice keeps firm with quotes 470 euros (about $645) per ton, Long A advanced to 640 euros (about $879) per ton on March 25 starting from 620 euros (about $852) per ton on March 18, and didn't move on April 1. Meanwhile, Long B prices increased to 470 euros (about $645) per ton on 25 March, not moving again on April 1, starting from 450 euros (about $618) per ton on March 18. Pakistan Basmati Rice Export Prices Increase in March 2014 Due to Stronger Currency After declining for around three months, Pakistan’s average basmati rice export prices recovered (in terms of USD per ton) in March 2014 mainly due to the strengthening of the rupee against the USD.According to the UN’s Food and Agriculture Organization (FAO), average basmati rice export prices in Pakistan stood at around $1,362 per ton in March 2014, up about 1% from around $1,348 per ton seen in February 2014. Local sources say that the increase is mainly due to currency appreciation. The Pakistan rupee appreciated by about 7% last month from around Rs.104.3 per dollar on February 28, 2014 to around Rs.97.2 on March 14, 2014 due to high Foreign Direct Investment (FDI) in Pakistan.In terms of local currency, the average basmati rice export prices declined in March 2014 to around PKR 131,978 per ton, down about 6% from around PKR 140,731 per ton in February 2014.

It’s a common phrase, often spouted by high-end chefs looking to justify the time-consuming, elaborate presentation of their fancy dishes. They point out that our mouth starts salivating as soon as we see the food. We can’t deny that even a boring old burger somehow tastes more delicious when served on fine china atop a tablecloth than when wrapped in plastic and peeking out of a paper bag. Research done in the late 1970s even suggests that our body absorbs more nutrients from food that we find more visually appealing! Perhaps that’s why bento boxes have become so popular lately. “Bento” is a traditionally Japanese cuisine referring to a single-portion “to-go” meal, often served in a box-like container for portability. While traditional bento can be traced back to the Kamakura Period (1185-1333) in Japan, contemporary bento emerged as a popular trend in the 1980s. People enjoying bento boxes invest in expensive wood or metal boxes, and it’s not uncommon for parents to spend a great deal of time crafting the food for their children’s box. In recent years, subgenres have emerged -- “kyaraben” or “character bento,” in which foods are decorated to look like popular characters from anime or video games; and “oekakiben” or “picture bento,” which features food decorated to look like animals, buildings, or flowers. You can buy generic bento boxes in convenience stores and airports in Japan and other parts of Asia, but the truly impressive creations are most often the result of artistic and diligent parents who prepare them for their children’s lunches. Today, there are even competitions for bento box art! So why not embrace the visual side of our appetite and encourage a little fun with our food? Try making these adorable cat donuts out of rice – I bet the adults will enjoy them as much as the kids! In this project, cooked rice was molded into donut shapes and colored with deco furi (a rice-coloring and seasoning used primarily for decoration) or dark soy sauce. The U.S. cash market was muted today as bids from smaller mills dropped with the futures market while most sellers continue to hold out for higher prices as stocks dwindle.As of today, old crop offers could still be found as low as $15.55 per cwt fob farm (about $343 per ton) for nearby shipment however most farmers are still looking to net at least $16.11 per cwt fob farm (about $355 per ton). Bids from larger mills decreased today to around $15.35 per cwt (about $348 per ton) for April-May delivery while bids for exporters were unchanged near $15.40-$15.65 per cwt (about $340-$345 per ton), for the same delivery period, however these bids remain unattractive to most seller’s when there are reports of smaller mills bidding between $16.00-$16.30 per cwt (about $353-$359 per ton) for prompt delivery.In the meantime, the

Iraqi Grain Board issued another tender for at least 30,000 tons of long grain white rice of either U.S., Uruguayan, Argentine, or Brazilian origin. U.S. dollar index was down -0.24% from the open today, when it traded at 80.229 at the close. Euro was stronger +0.27% by the close, trading around 1.3741 by end of day, after trading between an intraday high of 1.3749 and low of 1.3694. Thai baht was weaker -0.01%, trading at 32.473 at the close of business. Indian rupee was weaker -0.07% at 60.1250. Brazilian real was stronger +0.83% at the close of trading today, trading at 2.2172 reais per dollar. Pakistan rupee was -0.04% weaker at 98.2350. Vietnamese dong was weaker -0.01% at 21095. Oryza Afternoon Recap – Chicago Rough Rice Futures Begin the Week on Negative Note as Market Reacts to Bearish Headlines Apr 07, 2014

Chicago rough rice futures for May delivery settled 17 cents per cwt (about $4 per ton) lower at $15.590 per cwt (about $344 per ton). Rough rice future took on a negative tilt to begin the trading week as news headlines turned bearish for the US rice market on renewed competition for export markets. Technically the market remains in positive territory, above the 20-day moving average which is currently noted at $15.490 per cwt (about $341 per ton). However, many traders feel that Friday’s high water mark of $15.800 per cwt (about $348

per ton) will act as a near-term high and likely limit any potential rally. It is widely expected that the market is in store for a pull-back, which could ultimately lead to prices moving to test support at the bottom of the current $15.200-$15.800 per cwt (about $335-$348 per ton) trading range. Nearby support is noted at $15.500 per cwt (about $342 per ton), a level that may come into play during tomorrow’s trading session. The other grains were mostly lower, with only wheat being able to close in the black today; soybeans closed about 0.6% lower at $14.6425 per bushel; wheat finished about 1% higher at $6.7625 per bushel, and corn finished the day about 0.5% lower at $4.9925 per bushel.U.S. stocks fell sharply on Monday as investors shed high-profile assets that fared well in 2013 in search of better values. The unofficial start of the quarterly earnings season begins after Tuesday's close. After hitting record highs late last week, the Dow Jones Industrial Average on Monday dropped as much as 159 points, and was lately off 149.28 points, or 0.9%, to 16,263.43. The S&P 500 shed 19.51 points, or 1%, to 1,845.58, with consumer discretionary and materials the worst performing and consumer staples and utilities faring best of its 10 major sectors. The Nasdaq fell 56.47 points, or 1.4%, to 4,071.25. Russia’s rice production is expected to grow to around 650,000 tons (basis milled) in the calendar year 2014, which is up about 7% from around 608,000 tons produced in 2013, according to the USDA Post in Moscow.The Post says that rice acreage in Russia is expected to remain almost unchanged from 2013 levels of around 185,000 hectares, but favorable weather conditions may help average rice yield in the country to increase to around 5.4 tons per hectare in 2014, up about 9% from around 4.9 tons per hectare in the previous year. Rice consumption and imports are likely to remain unchanged from 2013 levels of around 700,000 tons and 250,000 tons respectively. However, rice exports by Russia are expected to increase sharply to around 200,000 tons in 2014, up about 66% from around 120,000 tons in 2013, the Post says. Iraq Tenders to Buy Minimum 30,000 Tons of Rice; Thailand Allowed to Participate Apr 07, 2014

Iraq is seeking to purchase at least 30,000 tons of long grain, fragrant and parboiled rice. The last date for submission of applications is April 20, 2014 and offers must remain valid until April 24, 2014. Delivery is expected in July - August 2014.Long grain rice is sought from the U.S., Uruguay, Argentina, or Brazil, while fragrant and parboiled rice are sought from Thailand and Vietnam.Iraq had stopped purchasing rice from Thailand in 2013 due to quality and weight concerns. However, Thailand’s director-general Department of Foreign Trade claimed recently that the problem is now resolved. USDA Post Forecasts Kazakhstan 2014 Rice Production to Increase to 334,700 Tons Apr 07, 2014

The USDA Post in Astana says that Kazakhstan's rice production is likely to increase to 334,700 tons in 2014, up by about 2,100 tons from 332,600 tons produced in 2013, according to the Ministry of Agriculture.The Post says that rice planted area in Kazakhstan is expected to decline in 2014, but higher yields will help overall production to increase this year. The Post estimates Kazakhstan's planted area for rice to decline to 85,700 hectares in 2014, down from 87,200 hectares in 2013. However, average rice yield is expected to increase to 3.91 tons per hectare in 2014, up about 3% from last year's yield of 3.81 tons per hectare. The USDA Post estimates government rice stocks in 2014 to increase to 121,000 tons, up about 4% from 116,000 tons in 2013.According to Kazakhstan's Master Plan, which sets out goals and projections for grain production, consumption, and trade to 2020, the government targets to produce about 21 million tons of grain, including rice, by 2020.The country's grain storage capacity is currently about 24 million tons.According to official USDA estimates, Kazakhstan produces around 224,000 tons of rice annually to meet the consumption needs of around 204,000 tons. Turkey Rice Imports May Decline 12% to 290,000 tons in MY 2014-15, Says USDA Post Apr 07, 2014

The USDA Post says that Turkey's rice imports are likely to decline to around 290,000 tons in MY 2014-15 (September - August), down about 12% from an estimated 330,000 tons in MY 2013-14, mainly due to a weakening currency.The Post says that all commodity trade in Turkey is slow from the beginning of 2014 due to the depreciation of the Turkish Lira against other currencies. Local elections in March and Presidential Elections in August this year are also creating concerns about the business environment.The Post increased its estimates for Turkey's rice imports in MY 2013-14 to 330,000 tons, up 18% from official USDA estimates of 280,000 tons, due to drought conditions and high domestic prices.The Post finds that the grain trade in Turkey depends on keeping stocks until the end of price margins. Farmers have already sold their stocks and most grain stocks are now with the Turkish Grain Board (TMO) or traders. Thailand has exported about 1.4 million tons of rice in the first two months of 2014, up about 40% from about one million tons of rice exported during the same period in 2013, according to data from Thai Rice Exporters Association (TREA).Thailand exported about 709,832 tons of rice in February 2014, up about 2% from about 696,558 tons of rice in January 2014 and up about 66% from about 427,109 tons in February 2013. Of the total rice exports in February 2014, white rice accounted for about 304,140 tons, Hommali rice accounted for about 108,563 tons, brokens accounted for 94,373 tons, glutinous rice accounted for 15,057 tons, parboiled rice accounted for about 178,057 tons and husked (brown) rice accounted for about 9,642 tons, TREA says. February 2014 exports earned about 12,234 billion baht, down about 1% from 12,372 billion baht in January 2014, and up about 30% from 9,432 billion baht in February 2013. Average price of brokens declined to about $375.75 per ton, down about 9%, from about $410.14 per ton in January 2013. Average price of glutinous rice increased to about $878.68 per ton, up about 3%, from about $849.86 per ton in January 2013. Average price of parboiled rice increased to about $464.75 per ton, up about 2%, from about $456.17 per ton in January 2013. Average price of husked (brown) rice declined to about $570.66 per ton, down about 7%, from about $613.47 in January 2013. The Thailand government is has sold about one million tons of rice from its stockpiles in March 2014 and is planning to sell one million tons of rice and raise about 8 billion baht (around $247 million) every month. Current stocks in government warehouses are estimated at about 10 million tons, according to local sources. and strong overseas demand.The Post estimates of Myanmar’s 2014 rice exports of around 1.3 million tons are up about 12% from an estimated 1.16 million tons in 2013. Exports are likely to increase this year due to higher demand and improvement in grain quality. The Post says that the Myanmar Agricultural Private Cooperation has won a rice tender to supply 60,000 tons of rice to Japan with delivery expected this year.Rice production is improving in Myanmar due to higher prices, favorable weather conditions, government support, infrastructure and improved seed supply. According to the Post, Myanmar's rice production is expected to increase to 12.16 million tons in 2015, up about 1% from an estimated 11.96 million tons in the previous year, helped by continued expansion in planting area. The government is constructing eight dams which would be completed in 2014 and the renovation of drainage canals in flood zones and deep water areas in the Ayeyarwaddy region is expected to increase the planting acreage for dry season rice next year. The USDA Post increased its estimates for Myanmar's 2014 rice production by 2% to 11.96 million tons from an estimated 11.72 million tons due to favorable weather conditions.The USDA Post estimates total milled rice consumption in Myanmar at 11 million tons for 2015, up about 5% from an estimated 10.5 million tons in 2014. The Post projects that a 2% rise in population is expected to boost per capita rice consumption to 180 kilograms per year and seed usage to 103 kilogram per hectare.The Government of Myanmar (GOM) is supporting farmers by way of infrastructure development, mechanization, technology assistance, etc. It is also providing financial support in the form of a Kyat (Ks) 40,000 (US$ 41) credit line per hectare to farmers through the government-owned Myanmar Agricultural Development Bank (MADB). However, the USDA Post says that Myanmar rice farmers still cannot compete with the farmers of Thailand and Vietnam because of labor shortages and increasing input costs.
