Announcing this at the state secretariat 'Nabanna' after a meeting of the Standing Committee on Food and Procurement chaired by Chief Minister Mamata Banerjee, Mallick said that 1,000 special camps would be organized by the state government along with ECSC, BENFED, CONFED and other agencies from November 28 to boost the target of paddy procurement. "Number of special camps might even go up to 1,400 if the drive met our expectation," Mallick said.Target for this year has been set at 35 lakh tonne of paddy from which 22 lakh tonne of rice could be available.Minimum support price of paddy this year has been increased from Rs 1,250 to Rs 1,310 per quintal, he said.While the state required 14 lakh tonne of rice for consumption, the rest could be utilized to revamp the public distribution system and distributed in specially identified areas like Jungle Mahal free of cost, the minister said.Altogether 60 godowns, each of 5,000 tonne capacity, were under construction and would be commissioned by July next year providing storage facility, he said."Middlemen's role in the procurement process will not be allowed and the state government will give full protection to the farmers preventing them from distress selling," he said.Special drive would also be taken from December 1 to 15 for Kisaan Credit Cards and opening bank accounts for farmers who did not to have these facilities, he said.State's Finance Minister Amit Mitra, who was also in the meeting, said the state government has taken steps to set up 165 new rice mills in 165 blocks, where this facility was presently not available. "The state government has already enhanced its revenue earning from Rs 21,000 crore to Rs 40,000 crore annually. Success in foodgrains will be an addition to the state's achievement," Mitra claimed.Altogether 1018 rice mills were there in the state, but the state government initiated steps to increase the number covering all blocks, he said.For this purpose, incentives amounting to Rs 50 lakh per rice mill in general area and Rs 75 lakh per rice mill in tribal areas would be extended, with the Centre and state government contributing on a 75:25 ratio under the National Food Mission programme, Mitra said."Apart from this, the state government will extend an additional subsidy of Rs 5 lakh to set up each of these new rice mills," Mitra added. BANGKOK, Nov 7 - Thailand and other major rice exporters in Southeast Asia are speeding up establishment of an ASEAN Rice Confederation in an attempt to stabilise rice prices and enhance their collective bargaining power.Deputy Commerce Minister Yanyong Puangrach on Thursday convened a meeting of representatives of ASEAN’s rice producing nations--Cambodia, Laos, Myanmar, Vietnam and Thailand--taking place today and tomorrow in Bangkok. The meeting is discussing launching an ASEAN Rice Confederation as well as mapping out a joint rice management system.
According to the minister, Southeast Asia is now capable of producing 20 million tonnes of rice annually or two thirds of rice produced globally--about 30 million tonnes a year. ASEAN is now facing many problems associated with rice production, whether in marketing, pricing, management, logistics and stock systems.Regional countries need to join together to increase negotiating power, while stepping back from competing against each other.At the meeting, Mr Yanyong stressed Thailand’s readiness to become the trading hub for rice in ASEAN due to the country’s advancement in rice technology, logistics and finance.He said Chachoengsao and Sa Kaeo provinces have initially been chosen as Special Rice Trade Zones, though both positive and negative impacts needed to be studied thoroughly before an official designation is made.
Thailand proposes ASEAN Rice Association be set up BANGKOK, 8 November 2013 (NNT) – Thailand has proposed that an ASEAN Rice Association be set up in order to increase the negotiating power of its members. The Department of Foreign Trade, under the Ministry of Commerce, proposed the cartel at a recent conference joined by rice producers and exporters from 5 countries including Cambodia, Laos, Myanmar, Vietnam, and Thailand. At the conference, Deputy Commerce Minister Yanyong Phuangrach said that the five countries should work together in order to gain a strong position in the global rice market, adding that the so-called ASEAN Rice Association should be established to increase their negotiating power.

Delima said that even after more than 20 typhoons ravaged the Philippines this year, total damage to palay farms was not enough to make a significant dent on the country’s rice stock.Delima said palay lost to bad weather was just about 300,000 metric tons or half of the 600,000 MT that the government was prepared to lose this year.Also, Delima confirmed that the National Economic and Development Authority, which previously recommended to President Aquino the immediate importation of 500,000 MT of rice, has agreed that no new purchase would be made for the rest of the year.Agriculture Secretary Proceso J. Alcala said in an earlier interview the new consensus ―would go by the President’s pronouncement that if ever we import, it is because we need to.‖

It will provide Rs 80 lakh for setting up a rice mill in a block in the Junglemahal area while the amount for other blocks is Rs 55 lakh, finance minister Amit Mitra said."We are providing subsidy to set up the mills in those 165 blocks, which do not have the facility.

The farmers from these blocks incur huge expenses in transporting the produce to mills in other blocks."The subsidy is an incentive to encourage people to set up rice mills. It will also help mill owners secure bank loans," Mitra said, adding that the decision was taken in a meeting of standing committee on food processing.Ten blocks of Junglemahal have rice mills, Mitra said adding more mills can be set up depending on the viability and total paddy produce in the area. "We do not want farmers to face financial crisis or go for distress sale," he said. The state at present has 1,018 rice mills.Asked how the government will bear the financial burden, Mitra said, "There is a national scheme. Earlier the state government could never provide the matching grant and that is why Centre never released funds. But we will use it."He said the government will also set up 1,000 paddy collection camps so that "farmers do not have to bear the transportation cost of taking the produce to rice millers"."We will involve the MLAs in this work. The work for 60 new stockyards for paddy is on," said Jyotipriya Mallcik, state food minister.

MANILA, Philippines—The National Food Authority (NFA) on Thursday alerted the Bureau of Customs anew to the possible arrival of 120,000 metric tons of rice from Vietnam, for which the agency had not issued import permits.The NFA warned about the imminent arrival of the illegal rice shipments even as the agency pursued smuggling charges against five consignees of 243,000 bags of milled rice that arrived in Davao without NFA permits in July and September.International media last month came out with reports about private importers in the Philippines having closed sales deals with exporters from Vietnam involving a total of 120,000 MT of rice. NFA Administrator Orlan Calayag, however, said that no trader had applied with the NFA for the necessary import permit. This means that the shipments would be considered contraband if and when they land in the Philippines.Calayag said in a statement that he had written a letter to Customs Commissioner Ruffy Biazon informing him of the situation.He said that in the past, rice was smuggled into the country in container vans from Vietnam through various ports in Thailand, Singapore or Taiwan.Based on the Philippines’ international trade commitments, the country may import a minimum of 350,000 MT yearly.Of this volume, 187,000 MT may come from any country. According to the commitments that the Philippines has made to the World Trade Organization on country-specific quotas, the remaining 163,000 MT may come only from China, India, Australia or Thailand.

The Department of Justice has ordered the National Bureau of Investigation to probe the National Food Authority for the rice it imported in April that was allegedly overpriced by P450 million.Justice Secretary Leila De Lima ordered NBI Officer-in-Charge Medardo Delemos to form a special team to investigate the case in a memo dated Oct. 12.Her order was prompted by a letter dated Sept. 1 that lawyer Argee Guevarra sent to her department. Earlier, in August, Guevarra made public what he claimed were irregularities in the NFA’s importation of 205,700 metric tons in April this year.De Lima, quoting Guevarra’s letter, cited the ―questionable importation of 187,000 metric tons [plus an additional 18,700 metric tons] of rice under a government-to-government transaction‖ that was ―overpriced by as much as P450,000,000 for a single transaction.‖De Lima, quoting Guevarra’s letter, said that importation ―may be a continuation of the profiteering scams which started during the Arroyo administration‖ due to the suspicious circumstances in which the importation was implemented. Guevarra was referring to the pronouncement of President Benigno Aquino III that the country was selfsufficient in rice, which ―militates against the need for further rice importation.‖He also cited the June 2012 expiration of the quantitative restrictions on the Philippines’ rice importations granted by the World Trade Organization, which removed ―all legal impediments that prevent rice traders and importers from importing rice.‖Those developments, Guevarra said in his letter, made the negotiation of another round of rice importation by the NFA highly suspect.De Lima gave the NBI 15 days from receipt of the memo to submit an initial report on the matter. She also required it to submit a proposed time frame for the completion of its investigation.With the NBI now looking into the alleged rice importation irregularities, Guevarra repeated his call to the members of the NFA Council to resist ―the efforts of [Agriculture Secretary Proceso] Alcala and [NFA Administrator Orlan] Calayag to pursue a rice importation policy that clearly does not benefit our people.‖Guevarra had earlier advised the council to guard against any attempts by Alcala and Calayag to push for additional governmentfunded rice importations in light of the legislative inquiries into those importations.He said on Monday that the members of the council ―should not allow themselves to become unwitting accomplices of Alcala and Calayag‖ as the congressional inquiries ―have raised more questions about the rationale behind government-led rice importations.‖
