centres will reduce the high percentage of illiteracy in the country. Regretting that the illiteracy rate among the youth and adults is high, the permanent secretary lamented that the literacy level at the lower cadre of the colleges is also alarming. He disclosed further that literacy centres to be established in 104 Federal Government Colleges (FGCs) are aimed at reducing the high rate of illiteracy at the low cadre of the staff of the institutions. He stressed that the Federal Government designed the literacy programme to cater for
them and others in the host communities. He said literacy was both a social and human rights issue and called on the learners at the pilot centre to remain committed and take their studies with all seriousness. According to him, the essence of the scheme is to fit into the sustainable development goals (SDGs) especially SDG number four which highlights inclusive and equitable quality education and promotion of long learning opportunities. He explained that the programme would equip its beneficiaries with literacy and numeracy skills to be able to handle challenges of life.
Stephen Ojo, an officer from the office of the senior special assistant to President Muhammadu Buhari, on SDGs, commended the foresight of the Education ministry in designing the programme and promised to provide technical support to the ministry towards its success. He emphasised that the scheme would help build capacities and skills of all the participants. Amudipe Gabriel, the principal of the school, commended the permanent secretary for his doggedness in ensuring that the programme began in earnest and for making his school the centre in the zone.

8 Nigerians sentenced to death in UAE over robbery At least eight Nigerians have been sentenced to death in Sharjah, United Arab Emirate (UAE), for robbery crimes committed in December 2016. The sentence is coming less than three weeks after five Nigerians, who allegedly robbed a bureau de change in Sharjah, were arrested. Majid Al Muhairi of Sharjah criminal court delivered the verdict after the suspects were found guilty of carrying out a string of armed robbery attacks at money exchanges and cash
machines across the emirate in 2016. A total of 20 suspects were initially held for attacking security guards in four violent attacks staged to ambush security trucks that were transporting money boxes to and from automated teller machines (ATMs), and money exchanges across Sharjah. Woman gives birth to quintuplets after 18-year wait A 42-year-old woman has been delivered of five babies (quintuplets) at Federal Medical Centre (FMC) Lokoja, Kogi, after 18 years of barrenness. The mother, Mrs. Uchenna Okeigbo and her kids according to reports are in good condition Okeigbo, an indigene of Olokoro Amangbo Community, Umuahia South Local Government Area of Abia, gave birth to three boys and two girls on April 17 through a Caesarean Section. Expressing gratitude to God for the rare gift of five babies, she said that her wait for 18 years did not end in vain. “It is not easy to have five children at once,” Okeigbo said. She showered praises on her husband for standing by her. The quintuplets, three boys and two girls, weighed 1.3kg 1.6kg, 1.7kg, 1.8kg and 1.9kg,
respectively. However, the first baby, who weighed 1.3kg was still inside the incubator as at the time of NAN visit. The father of the quintuplets, Mr James Okeigbo, 47, an employee of a private establishment, who was overwhelmed with joy, described the coming of the babies as the happiest moment of his life and his wife as well. ”I thank my wife for retaining her respect for me for these 18 years of childlessness without quarreling with me. “I am also grateful to her family for standing by us,” Okeigbo said. He, however, solicited for assistance from government and members of the public to ensure adequate care for the five children. “As a good citizen of Nigeria, I am appealing to government to help us,” he said. She said that she delivered the babies on Wednesday April 17, through a Caesarean Section (CS) at about, 11:45 pm, which coincidentally was her wedding anniversary day. ”They are three boys and two girls, and they weighed 1.3kg, 1.6kg, 1.7kg, 1.8kg and 1.9kg, respectively. The three boys came first and the one that first came out has the least weight of 1.3kg. ”The baby is put under observation inside an incubator because he weighs less than 1.5 kg but the baby is active,” Ogoke explained. According to her, the couple approached the FMC when they were seeking for the fruit of the womb with lots of investigations.
Following the conviction of former Chief Justice of Nigeria (CN), Justice Onnoghen, for misconduct, the Socio-Economic Rights and Accountability Project (SERAP) has written the Chairman, Code of Conduct Bureau (CCB), Muhammed Isah, asking him to provide information on specific details of asset declarations submitted to the CCB by successive presidents and state governors between 1999 and 2019. The request was made under the Freedom of Information Act specifically asked “details of asset declarations by successive presidents and state governors between 1999 and 2019. A statement signed by deputy director, Kolawole Oluwadare, said the project is seeking for details of declarations made immediately after they took offices and at the end of their term of office. The group also sought Information on the number of asset declarations so far verified by the CCB and the number of those declarations found to be false and deemed to be in breach of the Code of Conduct for Public Officers, by the Bureau.
In the FOI request dated 18 April 2019 and signed by SERAP deputy director, Kolawole Oluwadare, the organisation said: “While we welcome the judgment by the Code of Conduct Tribunal on Justice Walter Onnoghen, we now urge the CCB to extent its mandates to enforce constitutional provisions on asset declarations by public officers to cover elected officers and to vigorously pursue the prosecution of any such officers who use their powers either as presidents or state governors over public funds to enrich themselves.” According to the organisation, “While judicial corruption is bad, the level of corruption involving many politicians since 1999 and the entrenched culture of impunity of perpetrators is equally appalling. “Publishing the asset declarations of elected public officers since the return of democracy in 1999 to date would improve public trust in the ability of the Bureau to effectively discharge its mandates. “This would in turn put pressure on public officers like presidents and state governors to make voluntary public declaration of their assets.”

The 9th Korea-Nigeria poetry feast, which took place in Abuja, featured many performances of poetry, drama and exhibitions of which winning poems were awarded with cash prizes. Speaking at the event, themed, ‘Independence’, the Ambassador of the Republic of Korea, represented by the Deputy Head Mission, Kim Do Hwan, said the purpose of the event was to mark the 100 years of the Korean Independence movement since 1919, when Koreans rose up in unity against the colonialist Japanese government oppression, that
the movement provided a crucial momentum. He noted for Korea’s independence to be later achieved in 1945, including the establishment of the Provisional Government of Korea, PGK in Shanghai, China on April 11, 1919. To mark the 100th anniversary of PGK, the country hosted a national celebration held in Seoul at 11:19 pm, where there was a display of the Korean struggle, amongst which the case of Yu Gwan-sun, a young female martyr who was arrested for leading a demonstration but kept the ‘long live independent Korea’ mantra even while in prison where she died from injuries caused by torture. The poetry award which was in three categories featured the adult, student and ambassador’s prize in which the winners received prizes which ranged from hundred to twenty thousand naira.

Ukpono Ukpong, Abuja Nigerian workers under the aegis of Nigerian Labour Congress (NLC) and Trade Union Congress (TUC) yesterday commended President Muhammadu Buhari for signing into law the new national minimum wage bill of N30, 000 even as it insists that the gains have already been eroded by inflation. While commending the President for “doing the needful,” the NLC General Secretary, Dr. Peter Ozo-Eson, called for the immediate implementation of the law, given the fact that the process had been dragging for nearly two years. “We at the Nigeria Labour Congress wish to express our appreciation to President Muhammadu Buhari for signing into law the new national minimum wage bill of N30, 000. “In furtherance of this, we urge employers, particularly federal and state governments
to commence immediate negotiations with the appropriate unions on the impact of the new law on the wage structure with a view to timely and judicious implementation,” he said. Similarly, the Trade Union Congress of Nigeria (TUC) in a statement jointly signed by its President, Comrade Bobboi Kaigama and Secretary General, Comrade Musa-Lawal Ozigi respectively, said the new wage would in no small measure give workers a sense of belonging. Comrade Kaigama, however, noted that while the organised labour appreciates the approval of the new wage, it is also instructive to note that its gains have been eroded by inflation, adding that prices of commodities have gone up even when employers have not commenced payment. He said: “The N30, 000 monthly national Mmnimum wage that we are even asking for to a family of six actually amounts to less than N50 per meal per person. It is exclusive of utility bills, school
fees, etc. “Given our extended family system as Africans, we are also expected to once in a while extend hands of fellowship to parents, in-laws, relations, friends who have lost their jobs, brothers and people of the same faith. “We recall that some lawmakers promised to give the wage bill supersonic attention whenever it was brought before them and they have kept to their word. To us it means we still have men and women with milk of kindness left in them.” He therefore, called on the 9th National Assembly and wellmeaning Nigerians to prevail on state governors to pay workers their salaries and pension to pensioners as and when due to avoid crisis in the industrial sector. The TUC boss appreciated the federal government, lawmakers and the Nigerian Employers Consultative Association (NECA) for seeing reason with workers for a new minimum wage.

Navy arrests 9 arms smugglers in Lagos Andrew Orolua, Abuja
Nine persons allegedly involved in arms smuggling have been arrested by the navy working under the just concluded “Operation Junction Rain,” in which the United States military participated in. The nine persons arrested for illegal possession of sophisticated weapons and military uniforms within Nigeria’s territorial waters, include three Greek citizens, one American and five Nigerians. Dickson Olisamunogor said the men were arrested during the just-concluded “Operation Junction Rain,” alongside a vessel painted in naval colours and named Sea Angel 3. He said that when the vessel occupants were interrogated, they told the navy operatives that they had on board five Nigerians, but when the vessel was boarded, “we discovered other things including, sophisticated weapons and military out fits on board the vessel.” Cmmdr. Olisamunogor said that the weapons found on board the vessel which is classified as MI4 weapons are dangerous at sea and that the navy discovered more crew members that the
vessel had earlier declared. “The arrested persons and the weapons were handed over to the head of the Interpol in Lagos, Tunji Akingbola, a deputy commissioner of police for further investigation and interrogation on their activities within Nigerian territorial waters,” he added. The arrested persons are Angelopolous Spyridon, 54, (Greek citizen); Kappis Christos, 57, (Greek citizen); Petropoulos Stylianos, 34, (Greek citizen) and Zanski Michael-Anderson, 50 (an American). They were among the foreigners arrested on the boat while the special forces recovered four Bernelli MI-1 rifles, over 1, 000 ammunition and other military gadgets.

Nasarawa state Governor-elect, Abdullahi Sule, on Friday pledged to implement the new minimum wage after being sworn in as the governor. He made the pledge in a statement signed by his media aide, Alhaji Sanusi Aliyu in Lafia. The governor-elect applauded President Muhammadu Buhari for signing the new National Minimum Wage Bill into law. Sule also said that the action of the president was a testament to the fact that “our patriotic and beloved president prioritizes the welfare of Nigerian workers. That he is always ready to ensure the right conditions are in place for them. “This step will not only go a long way in assisting workers in meeting certain needs, but will also strengthen the relationship between employers and employees and motivate improved productivity.” The governor-elect assured the state workers that he would follow the footstep of the president by implementing the new wage structure for them. “This is an opportunity to reassure workers in the state that, Nasarawa state will also enjoy the new national minimum wage signed into law by the president. Other welfare issues, pensions, gratuities and so on will be adequately attended to. “Workers should take advantage of this by redoubling their efforts toward achieving our collective goals and making Nigeria a better place for all.’’
Bishop Badejo tasks Christians to live life of sacrifice
The Catholic Archbishop of Oyo Diocese, Most Rev. Emmanuel Badejo, has urged Christians to use the significance of Good Friday to live sacrificially and be content with what they have. Badejo, who made the call in an interview in Ibadan, the Oyo satte capital on Friday, also urged Nigerians, especially Christians, to de-emphasize the mad hunger for money, position, power and pleasure, stressing that such attitude leads to cheating, deceit, killings and other social vices. “Hunger makes us victims of false preachers, rogue politicians, fraudsters, conmen, among others, poverty, sickness are a result of disordered lifestyle, society and unfair distribution of resources. “We must shun utilitarian Christianity and live what we believe, celebrate the passion of Jesus, for there is power in the blood of Jesus and He is the one who makes this Good Friday good,” he said. According to the archbishop, Good Friday is the day Christians commemorate the sacrifice Jesus Christ made out of love to save the world, adding that “it is called Good because it brought our salvation; it calls for us to be cross compliant so as not to lose God’s favour, we should do good, be sober, humble, patient and selfless like Christ.” Also speaking, Rev. Alexander Okoye, of the All Saints Anglican Church, Koroduma, Nasarawa, said Good Friday signifies Jesus Christ’s death on the cross for the atonement of man’s sins. “The wicked, sinful nature of man was put to death on the cross and was rendered ineffective, His death gave Christians direct access to God,” he said. Similarly, the Oyo state branch Chairman of the Christian Association of Nigeria (CAN), Pastor Benjamin Akanmu, urged Christians to forsake sin, take back their rightful position and do away with ungodliness. Akanmu also called on Christians to live a life of sacrifice so as to obtain peace in their lives and the society, saying that “man lost his glory, relationship in the garden of Eden in the beginning, but Jesus came to die for us to reconcile mankind to his maker. “He has brought us forgiveness, He did this because He loves us, wants us to be at peace with Him. We thank God for Jesus, who is the only way to God for our salvation by the reason of His death and resurrection from death.”
NNPC assures of adequate fuel supply during Easter Doosuur Iwambe, Abuja Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru, has said that the corporation is now accountable for 75 per cent of gas supply to power the various power plants in the country. According to him, the volume is about 300 million standard cubic feet per day. He reaffirmed the readiness of the NNPC to ensure adequate supply of petroleum products in all the nook and cranny of the country during the Easter holidays and beyond. Baru, who gave this commitment during the conferment on him of the “Distinguished Merit Award’’ by the Association of Business Managers and Administrators of Nigeria in Abuja, said the corporation currently has 1.7 billion litres of petrol in stock equivalent to 35 days’ sufficiency without adding a drop. He said plans were afoot to increase it to 2.4 billion litres by the end of the month. A release by the NNPC Group General Manager, Group Public Affairs, Mr. Ndu Ughamadu, stated that the corporation’s helmsman informed that currently, the NNPC was responsible for 75 per cent of gas supply to power in the country to the tune of over 300 million standard cubic feet (Scf) of gas per day. The excited NNPC chief dedicated the award to President Muhammadu Buhari for his support for the oil and gas industry.

The police in Katsina state have arrested a young woman who defrauded a man of N1.9 million and later plotted to kill her victim. Hassatu Isah, 30-year-old, was alleged by the police to have defrauded his victim one Rabiu Haruna also 30. She was also, alleged to have planned to eliminate Rabiu by poisoning. Katsina state Commissioner of Police, Sanusi Buba, who confirmed the development, said Hassatu was arrested on April 12 this year after allegedly collecting over N1.9 million from Rabiu and promised to make some powerful charms for him. When she reportedly failed to deliver as promised, she plotted to eliminate her victim, the police chief stated. She reportedly paid Babangida N50, 000 to do the job. Rabiu, in his initial statement, said he is a bureau de change operator in Jiba and that he gave the money to Hassatu to buy him some plot of land after she had helped in curing his wife of an ailment. He added that the suspect did not buy any land and failed to refund the said money.

Youth leader condemns manipulation of youth bodies by politicians
A youth leader has condemned the alleged manipulation of the National Youth Council of Nigeria (NYCN) by politicians and has advocated for the inclusion of more young persons in governance. South East Publicity Secretary of NYCM, Izunna Agwuncha, made the condemnation an interview with in Owerri, the Imo state capital on Friday. Agwuncha, who identified one of the challenges facing youth leadership in Nigeria as the manipulation of youth bodies by the political class, said the trend poses a threat to the unity and progress of young Nigerians. He decried the idea of restricting youth to the position of special adviser on youth affairs to the president and state governors and
called for their active inclusion in policy formulation and decision making. The youth leader advised other youth leaders to speak out on issues affecting the youth, instead of sacrificing the wellbeing of the younger generation for selfish interests. “The position of Nigerian youth in the Nigeria project is worrisome. Angry Youths of Patani Community in Patani Local Government Area of Delta state on Friday took to the streets in protest at the abduction of the mother of the Pere of Kabowei Kingdom, Shedrach Erebulu Adou111. The protesters apart from chanting war songs, set several tyres ablaze and barricaded the Patani -Warri Expressway. The protesters harassed motorists and travellers before they were dispersed with teargas by anti-riot policemen. The mother of the monarch, Queen Elizabeth Erebulu was abducted in the early hours of Wednesday, along with her sister, Mrs. Okee Yawoma. Sources within Patani said the duo were abducted from their respective homes in the early hours of Wednesday and were whisked away in two speedboats by fa our-man gang. Leader of the protesters, John Amgbare appealed to the state government and the police to establish a marine police base in the town to curb the activities of kidnappers and other criminal elements. “Gov. Okowa, we are not safe in Patani community and we need a marine police base in our community. How can the mother of our traditional ruler be kidnapped alongside her sister just like that? We are asking the police to be up and doing in the discharge of their duties by rescuing the victims and bringing the culprits to book,” he stated. Acting Police Public Relations Officer in the Delta state, Chucks Oriewezele, who confirmed the incident, said the police is doing everything possible to ensure the kidnapped victims are released unhurt adding that though no arrest has been made, but that the police will ensure that the duo are released.
Prices of food items stable in Benin at Easter
Prices of foodstuff such as rice, beans and groundnut oil have remained stable in most markets in Benin City, the Edo state capital during the Easter festivities. A survey at the popular New Benin, Oba, Uselu, Ekiosa and Lagos markets revealed that a basket of tomatoes sold for about N6, 000 depending on the freshness and the specie of the tomato. Also, a basket of rice goes for N1, 000 while a peak milk cup goes for a N100, just as a kilogramme of frozen chicken is sold for N1, 500, frozen turkey cost N1, 600 while the price of a live chicken cost between N4, 000 and N5, 000 depending on the size. A five-litre gallon of palm-oil goes for between N2, 000 and N2, 500, five litres of vegetable oil costs N2, 500 while a paint measure of garri goes for N350. But, the price of a medium-sized yam tuber had also increased from N300 to between N400 and N500. Some traders attributed the price increase to the festive season and high cost of transportation. A tomatoes seller, Madam Iyore Ugbede, disclosed that prices of perishable food items, especially tomatoes was relatively cheap and stable despite the fact that it was their off-season. “Am surprised that the price of tomatoes did not increase this year. The sales are moving, but not like Christmas sales. People buy more during Christmas season than Easter celebrations,” she said. Similarly, a meat seller, David Ita, attributed the availability of agricultural products in the market to improvement of agriculture in the country. He explained that the agricultural status of the country had improved, adding that Nigeria has more farmers compared to other countries.

Lagos begins fixing of potholes on 87 roads
The Lagos state government has commenced the immediate repairs of potholes across the state, with over 87 major roads enlisted for intervention. Special Adviser, Lagos state Public Works Corporation and Drainage, Temidayo Erinle, in a statement on Friday, said Gov. Akinwunmi Ambode had directed that the corporation should commence immediate rehabilitation of critical roads across the state. Erinle said the roads mapped out for repair were presently in terrible state, and that the situation was impeding free flow of traffic in those areas with its attendant consequences. He assured that in the next few weeks, all the potholes would disappear on Lagos roads and listed some of the roads to include Ikotun-Egbe, Ijegun, Alimosho, Dopemu, AkaKemberi in Amuwo Odofin, Marina Beach Road in Apapa; Olaniyi Road in Ifako Ijaiye; Acme-Oba Akran road and Ikeja; Ijede road; Sabo market road in Ikorodu and Costain road by Brewery. Other roads also listed include Glover road; Herbert Macaulay road in Mainland Local Government; Itire-Ogunlana drive intersection; Itire-Lawanson; Babs Animashaun road in Surulere; Alakija/WAEC road in Somolu and Obalende road among others.
Train derailment delays Lagos-Oshogbo bound free train ride
A train derailment at the exit point of the Nigerian Railway Corporation (NRC), lddo Terminus, Lagos, delayed a 10.00am Lagos- Oshogbo bound free train service offered by the Osun state government. The delay was caused by a train shunting with a Lagos-Kano bound train which was to leave lddo by 12 noon on Friday. The Lagos-Oshogbo bound free train service which was to depart by 10.00am went to shunt the LagosKano bound one, but derailed in the process. Lagos District Superintendent of the NRC, Christian Madza, confirmed the derailment, saying the corporation was on top of the situation. “As you can see, we are on top of it and very soon the train will depart to Osogbo. We are working hard to ensure the restoration of the line to allow the two trains to depart. The incidents happened at 9:45am and very soon they will embark on its journey,” he stated.

Adewale Martins, has called on Nigerians to make charity a way of life by showing more empathy for their fellow citizens. The National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and its Niger Republic counterpart on Friday signed a pact to eliminate the menace in both countries. NAPTIP signed the agreement with Nigerien Agency Against Trafficking in Persons and Smuggling of Migrants (ANLTP/TIM) at a dinner event in Abuja. In a communiqué signed by heads of both agencies, Nigeria and Niger agreed to work together to stamp out the evil of human trafficking from both countries. Julie Okah-Donli, director general of NAPTIP, signed on behalf of Nigeria, while Goge Maimouna Gazbo, her Nigerien counterpart, signed for her country. Among agreements in the communiqué are finalisation and signing of a memorandum of understanding on the collaboration and organisation of joint sensitisation across border communities of both countries.
Galadima dies at 98 after 55 years as Chief Imam of Ebiraland
The Chief Imam of Ebiraland, Musa Galadima, has died in the early hours of Friday at the age of 98. Galadima, who was turbaned chief imam about 55 years ago, died in a private hospital in Abuja. He would be buried on Friday at Okene, according to Islamic rites. He is survived by wives, children and many grandchildren. Governor Yahaya Bello described Galadima’s death as painful, in a statement in Lokoja. “He was a humble, gentle and serious Islamic teacher whose tutelage extended beyond Nigeria. “The late chief imam was God-fearing, honest, disciplined, and obedient to constituted authority, especially the traditional institution,” the governor said in the statement by his Chief Press Secretary, Mr. Mohammed Onogwu.

APC National Publicity Secretary, Malam Lanre Issa-Onilu, made the assertion in a statement on Friday in Abuja, while commending Buhari for signing the new minimum wage bill into law. “Truly, our workers deserve a
new, improved and implementable minimum wage in view of current economic realities. Commendably, the welfare of workers has remained a top priority of the Buhari-led APC administration,” he said. The APC spokesman said that this has been demonstrated by the federal government’s bailouts to states to pay workers’ salaries and housing schemes for civil servants among other welfare packages in 2018. Head, Directorate of Information, Public Relations and Protocol of the university, Comrade Akaninyene Ibanga said the students were suspended by the university authority as a normal procedure to allow them attend police interviews as part of investigations by security agents to establish their level of involvement in the crime. Electricity consumers accuse BEDC of extortion in Agbor Nosa Akenzua, Asaba Electricity consumers in Agbor metropolis in Delta state on Friday protested against what they described as the inhumane extortion by officials of the Benin Electricity Distribution Company (BEDC) and are demanding for the abolition of estimated billing. The protesters carried various placards with inscriptions such as “BEDC officials stop extorting us”; “We want prepaid meters to save us from embarrassment”; “We are tired of extortion and we will not take this again from BEDC officials”; “We have paid over N1.5 million in the last few months and no power supply.” Leader of the Protesters, Vincent Arimokwu, who spoke to Journalists said the demand for prepaid meters was vital towards ensuring that residents cooperate with the distribution company, adding that as a result of frustration the people have taken a position that either prepaid meters are provided or the electricity distribution company leaves the town in peace. He stated that the Ika people are fed up with the outrageous estimated bills they receive monthly for power allegedly consumed while the BEDC smiles to the bank on a daily basis. Arimokwu complained that in spite of two additional transformers installed in Agbor, the people still suffer from days without power, but are however, confronted with outrageous bills on monthly basis, saying that the demand for prepaid meters was long overdue.

The All Progressives Congress (APC) senatorial candidate for Bauchi South Senatorial District, Senator Lawan Yahaya Gumau has finally received his certificate of return from the Independent National Electoral Commission (INEC) after weeks of legal tussle between him and another APC aspirant, Ibrahim Zailani. Recalled that INEC declared APC winner of Bauchi South Senatorial District, but declined to mention who was the recognized candidate of the party.

Nigerians in the Federal Capital Territory (FCT) on Friday observed Good Friday, as part of the spiritual event of the Holy Week when Christ endured the passion of his crucifixion and ultimately offered up His spirit to save mankind. Residents who spoke on the significance of the day, said that they would obey God’s instruction of love and service like Jesus Christ. An Information and Communication Technology (ICT) expert, Chijoke Ijeh, said that Good Friday invites Christians to recognize the significance and centrality of the cross as the symbol of a loving sacrifice. He said that Christ endured His suffering to the end and this should teach Christians an unending lesson in coping with pain and suffering for a good cause, asserting that the relief from hard and evil times is not achieved by the idle rejection
of suffering, but in recognizing and accepting that suffering taken upon oneself in love can oftentimes be salvific. “Today is Good Friday, a day Christians all over the world commemorate the passion and death on the cross of our Lord, Jesus Christ. Many Christians spend this day in fasting, prayer and meditation on the agony and suffering of Christ on the cross,” he said. A teacher, Moses Alechenu, described Good Friday as the day of the crucifixion and death of Jesus and an opportunity for Christians venerate the cross, saying that “I cannot wait to go forward and kiss the cross in order to show honour and respect for Christ’s sacrifice for our sake. “There is no consecration of the Eucharist on this day and the communion we receive will be from the night before, which has
been reserved in the tabernacle,” he explained. However, a civil servant, Mrs. Tabitha Bulus, said Good Friday being a public holiday is not an opportunity for Nigerians to lose themselves in reveling with great abandon. Rather, she stated that “it is a day to meditate on the paradox of Christ’s suffering as a precursor of good tidings. Nigeria’s On-Air Personality, Unwana Udobang, popularly called Wana Wana, is one of the three young poets that will be showcased on Cable News Network’s (CNN)’s African Voices, a magazine programme sponsored by telecoms firm Globacom. African Voices picks and x-rays the lives of accomplished and upcoming talents of African descent who are shinning lights in their fields. The programme shows what the talents are doing differently and how they are inspiring other talents while positively impacting their environment. This week, CNN will let viewers into the worlds of Udobang and the other poets: Kadija Sesay, a British Sierra Leonean and word artist, Enos Olik, a Kenyan. Udobang, is a journalist, writer and broadcaster with a first class degree in Journalism from the University For The Creative Arts in Surrey England. She is reputed as one of the biggest champions of the new spoken word renaissance in contemporary Nigeria. Her first spoken-word album, entitled Dirty Laundry, was launched in 2013. She released a second album, entitled In Memory of Forgetting, in 2017. Udobang says the work is a collection of her memories of her journey in brokenness and self-doubts and self-renewal. Her works have appeared on the British Broadcasting Corporation (BBC) and Al Jazeera, among others. Kenyan Olik mixes poetry with Hip-Hop to create a unique style. A cinematographer and video director of note, Olik has worked with several big in entertainers within and outside his country. He started out as a musician, then photographer until he discovered his passion for performance poetry. He read Commerce in the University of Nairobi, while also holding a certificate in 3D animation. Two of his productions entitled Paid My Dues by Anto Neosoul and the flamboyant singer Jaguar’s latest video to the song Kioo were listed as videos of the week on television music shows. The third guest on the programme, Sesay, is a literary activist, short story writer, poet whose first collection of poems, entitled Irki, was published in 2013. Her works have earned her many awards and nominations, including the Cosmopolitan Woman of Achievement, Candace Woman of Achievement and The Voice Community Award in Literature.
Ebonyi NLC commends Buhari for signing minimum wage bill The Nigeria Labour Congress, Ebonyi state chapter has commended President Muhammadu Buhari for signing the N30, 000 new Minimum Wage Bill into law. Ebonyi state NLC Chairman, Leo Nkah, who spoke in an interview with newsmen in Abuja, said Buhari has proved to be a caring leader, even as he called for the quick release of the minimum wage table to enable workers receive the new pay as quickly as possible. Nkah, who is also, the President, Nigeria Union of Local Government Employees (NULGE), in Ebonyi state, expressed the hope that state governors would not hesitate to pay the new wage to their workers, since it was a collective agreement. He also commended the national leadership of organized labour for their doggedness throughout the negotiations for the new national minimum wage and stressed the need to continue the fight especially at the state level, to ensure that states adopt salary table released by relevant government agencies.

Why I am choosy with script - Dakore Akande Known for her distinctive role interpretation, Dakore Egbuson-Akande an actress extraordinaire is sure a goal getter and a happy family woman who draws her inspiration from her children, husband and career. In recent times, Dakore has been known to be choosy when it comes to taking script. In this chat with MUTIAT ALLI, Dakore opens up so many issues including her passionate kiss with RMD on set of castle and castle, solution to the current economy mess, family amongst others. How did you draw inspiration to work? For this new series, I drew the inspiration from my life, as a woman that has to joggle lots of things. My children, my husband and my career. It hasn’t been easy. You played Remi in new Ebonylife Series ‘Castle and Castle’; how were you able to fit into that character? Remi is a woman who is dealing with a lot of things; she is joggling a lot as most women do. She has a successful law firm, which runs with her husband. So, you can imagine the dynamics of that relationship. Then she is been pitched against her dad, who she loves dearly, but because the dad doesn’t like her husband. She is thus, placed in between. The work force too, comes in and all that. She had to try to maintain her sanity while running all of these. Remix character stressed me, yet, it was fun. It seems it’s your first time playing a lawyer? Actually, it is. I have never really played the role of a lawyer. I mean not as extensively as what i did in Castle and Castle. Going to court and all that. It really opened my eyes to more about the legal profession. I give it to them. I now do appreciate them the more. The lots of cases they have in their heads, the court sessions. It’s not easy at all. Much respect to the lawyers.
Dakore still remains very selective with the kind of scripts she accepts, why? Well, that’s true. Some people had said I do only Ebony Life Movies, but that’s not totally true. I was part of New Money, which is already in the cinema. That wasn’t Ebonylife. I did Isoken too. Obviously, it looks like I work more with Ebonylife, but I have always been very selective with the kind of scripts I accept and who I work with. That’s because it’s also part of having the spirit of excellence, I don’t want to see a film that I have been in and cringe. Maybe because I was hungry at a time and I just took a script to survive. I’m not knocking anybody off, but I know films are forever, once its on celluloid, its there to stay. So, I’d be in the movie, I have to make sure it’s something that intrigues me as well. I want to have fun doing it and mostly like it something that I’d be very proud of when it comes out. Ebony Life has the spirit of excellence in bringing that quality and projecting Africa positively. In the recent TV series, there are moments you kissed RMD passionately; doesn’t your husband get jealous seeing you doing such? Well, it comes with the job. I have really tried to stay away from those kinds of scripts, but I can’t keep avoiding them and find myself out of business. My

When I spoke with RMD, he said he is fine with it too, and then we came on board. We have a
connection. RMD and I, we have been close friends. Our first film together, caught In the Middle; it was a very successful one. So, we are always cool together. For now, you have only two kids, any plans for an addition? No! We are done. We alright. We are not planning for another. Just two girls? Yes! They are children? Aren’t they? They are human beings, so please we love them like that. What do you think should be done to steer Nigeria out of this
current economy mess? Get your Permanent Voters Card (PVC). I have gotten mine. That’s the only power that we have left. And then, how we treat our fellow man matters, we really need to think about it. That’s why depression and suicide is now taking over. It’s a clear indication that we are losing touch with our humanity. We are becoming, numb to things that happen around us. More like, these people died? Ok. They killed some people in the North, Alright. People are dying here and there, Ok. Please, it’s not Ok, we need to do something. Let’s try in our own little way to do something. Two more Hymntestants have been hymnvicted (eliminated) in Stanza 11 of the Hymnodia reality show as the duo of Olumide Dada and Kenneth Ekhuemelo maintained their status as outstanding performers in the tussle for the ASAPH, the grand prize of the reality TV show, which will culminate on April 24. The hymnvictees, Uduakobong Akpan Jnr and Jemine Edukugho, who were on probation in the previous Stanza scored the least votes and had to leave the show after exciting renditions that thrilled the audience in what was the final Performance Show for the Hymnodia season. In his comments after the Performance Show, Mr. Kufre Ekanem, Managing Director of Philosoville Limited, initiators of Hymnodia, clarified that “our theme for this stanza
was hymns in added verses. The Hymntestants had to create and graft additional verses to popular hymns of their choice but retaining the poetic metres, rhyming schemes and syllabic structures of the selected hymns. GTBank Shareholders approve N2.75 dividend for 2018 financial year Temitope Adebayo Shareholders of Guaranty Trust Bank (GTBank) Plc, has unanimously approved the payment of a total dividend of N2.75 per share for the financial year ended December 31, 2018. The shareholders gave the approval at the bank’s 29th Annual General Meeting (AGM) held in Lagos. The bank had proposed a final dividend of N2.45 per unit of ordinary share held by shareholders in addition to interim dividend of 30k interim dividend earlier paid in June 2018. Speaking at the meeting, Independent Shareholders Association of Nigeria, Mr Sunny Nwosu, commended the bank’s board and management for sustaining profit and dividend payment in spite of challenging economy. He said the bank had showed resilience with enhanced profit and sustainable dividend during the period under review. He, however, urged the bank to sustain the trend and ensure enhanced dividend payouts in the years ahead. Also, Mr Nona Awoh, a shareholder, urged the bank to map out strategies aimed at reducing its unclaimed dividend figure which stood at N18.23 billion during the period under review. Awoh noted that the amount was huge as far as retail Nigerian shareholders were concerned. According to him, the bank must liaise with its registrars and Investors Relations Officer to bring down the figure. Awoh emphasised that regulators should stop shortchanging shareholders through levies and fines, noting that shareholders would resist such acts going forward. Meanwhile, the bank’s Managing Director, Mr Segun Agbaje, in his remark, said tGTBank would continue to offer shareholders impressive dividend but would not declare bonus to avoid over bloating of its shares. Agbaje said the bank would continue to invest in empowering small businesses and promoting enterprise. According to him, the bank will continue to support its communities, large and small by creatively expanding certain flagship Corporate Responsibility programmes such as the GTBank Food and Drink Fair and GTBank Fashion Weekend. Similarly, GTBank Chairman, Mrs Osaretin Demuren, noted that it would continue to pay critical attention to the development of its staff by providing them with professional training and connecting them with extensive learning opportunities. Demuren said that GTBank would remain resolute in taking advantage of opportunities inherent in the industry to grow earnings, improve profitability and deliver returns to its esteemed shareholders. The bank in its report posted a profit before tax of N215.6 billion as against N197.7 billion recorded in the corresponding period of 2017, representing an increase of 9.1 per cent. Gross earnings for the period under review grew by 3.7 per cent to N434.7 billion from N419.2 billion reported an increase in 2017. It’s the customer’s deposits increased by 10.3 per cent to N2.27 trillion from N2.06 trillion in the comparative period of 2017. Also, loan book dipped by 12.9 per cent from N1.45 trillion recorded as at December 2017 to N1.26 trillion in December 2018. The result showed that the bank closed the 2018 financial year with total assets of N3.29 trillion and shareholders’ funds of N575.6 billion. An analysis of the bank’s assets quality showed that Non-performing loans and cost of risk improved to 7.3 per cent and 0.3 per cent during the review period from 7.7 per cent and 0.8 per cent in December 2017.

NLC, TUC demand immediate implementation of N30,000 minimum wage Joy Obakeye The Nigeria Labour Congress (NLC) and Trade Union Congress on Friday urged the federal government of Nigeria to ensure that the new national minimum wage bill of N30,000 for Nigerian workers is immediately implemented. The Labour unions, however, commended President Muhammadu Buhari for signing into law the new
national minimum wage bill. The General Secretary of NLC, Peter Ozoeson, in a statement obtained by our correspondent, stated that the Nigeria Labour Congress wishes to express its appreciation to President Muhammadu Buhari for signing into law the new national minimum wage bill of N30,000. According to him, “We commend Mr President for doing the needful. However, we would use this opportunity to call for immediate implementation of
the law, given the fact that this process has dragged on for nearly two years. “In furtherance of this, we urge employers, particularly federal and state governments, to commence immediate negotiations with the appropriate unions on the impact of the new law on the wage structure with a view to timely and judicious implementation.” It would be recalled that President Buhari on Thursday signed the bill into law in Abuja.
With the presidential assent, the new minimum wage of N30,000 now replaces the previous N18,000. After signing the Bill, the President challenged the workers to justify the new pay by showing more commitment to their work. He also enjoined the NLC to show more understanding of the current socio-economic situation in country “by being more committed to their work at whatever level they find themselves.”
FG to privatise BoA as BPE calls for structural improvement Mathew Dadiya, Abuja The Director-General of Bureau of Public Enterprises (BPE), Mr Alex A. Okoh said that it has become imperative to restructure the Bank of Agriculture (BOA) to substantially improve its operating framework and a governance structure with a view to enhancing its efficiency. Head, Public Communications of BPE, Amina Othman, on Thursday, stated that Okoh raised the issue at the kick-off meeting for the recapitalisation of the Bank on Tuesday, in Abuja. She quoted Okoh as observing that the Bank had performed sub-optimally due to the myriad of challenges it faced since inception in 1972. According to him, the process will lead to the privatisation of equity of the bank. He said, “We envisage that the Central
Bank equity will be reduced to 20 per cent, Federal Ministry of Finance (incorporated) will be reduced to 20 per cent. “The government agencies equity in the new bank will be a minority of 40 per cent. We will then invite private sector investors who will own 20 per cent and the remaining 40 per cent equity will be owned by farmers and farmers’ cooperatives”. The BPE boss stated that the new strategy envisages that BoA will be transformed into a true agriculture finance bank modelled along the lines of Agriculture Bank of China and Rabobank of the Netherlands. He added that upon its establishment in 1972 to serve as an agricultural and cooperative bank to provide services of a development finance institution, it was vested with the responsibility of providing low-cost credit to smallholder and commercial farmers.
However, the BPE director general lamented that the Bank had been unable to realise its responsibilities due to its current structure. Okoh stressed that the proposed restructuring and recapitalisation of the Bank seeking to transform it strictly into an agricultural finance bank with functional branches in all the local government areas and major towns in Nigeria. He said that the model was sure to encourage farmers to form clusters of cooperatives and thrift societies throughout the six geopolitical zones for the purpose of participating in the ownership of the Bank. The model would fundamentally ensure that the BOA becomes a farmers’ bank owned by farmers, he said. On the sustainability of the strategy and attracting investment, the DG, further explained that measures would be put
in place to take non-performing credit facilities off the balance sheet and books of the Bank and possibly sold off to a factoring agent. According to him, the measure is to make the Bank attractive to investors and also attract cheap funding from multilateral development institutions and other institutional investors with a focus on agricultural financing. Okoh commended the Minister of Agriculture and Rural Development, Chief Audu Ogbeh who doubles as the Chairman of the Steering Committee for the Project for his passion and commitment to the development of agriculture in Nigeria. He congratulated Lead Consortium-the Adviser for the transaction and said that upon conclusion, BoA would be placed on a platform to optimise its potential to make positive impacts on the nation’s natural endowments for arable farming.
Easter: NNPC assures Nigerians of adequate fuel, gas supply The Nigerian National Petroleum Corporation (NNPC) has assured Nigerians that arrangements have been made to ensure that adequate supply of petroleum products and gas throughout the Easter period. The Group General Manager, Public Affairs Division, NNPC, Ndu Ughamadu, disclosed that the Group Managing Director of the Corporation, Maikanti Baru, gave the
assurance in Abuja during the conferment on him the Distinguished Merit Award by the Association of Business Managers and Administrators of Nigeria. He said the NNPC has adequate stock of petroleum products to meet the demands of consumers in all nooks and crannies of the country during the Easter holidays and beyond. “We currently have about 1.7 billion
litres of petrol in stock at different depots across the country, which is equivalent to about 35 days sufficiency without adding a drop,” he said. Also, Mr Baru said there were plans to increase the stock to about 2.4 billion litres by the end of the month. In addition, Mr Ughamadu said the GMD also assured of adequate supply of gas to power plants to ensure
uninterrupted supply of electricity during the period. “Currently, the NNPC is responsible to supply over 300 million standard cubic feet (Scf) of gas per day, or 75 per cent of the volume to power plants in the country.” Meanwhile, the NNPC GMD said he dedicated the award to President Muhammadu Buhari for his support for the oil and gas industry.

Afreximbank gives Mota-Engil €100m facility for economic integration projects Motolani Oseni The African Export-Import Bank (Afreximbank) has announced the disbursement of £100 million revolving global credit facility to Mota-Engil Engenharia e Construçáo África, S.A. (Mota-Engil Africa) to support the company to implement key developmental projects in Africa. Obi Emekekwue, Afreximbank’s Global Director, Communications and Branding, disclosed this on Thursday, stating that such projects include the construction of trade-carrying and trade-supporting infrastructure
required for the acceleration of the integration process in the continent, said Afreximbank in the announcement released in Cairo. According to the Bank, the facility will strengthen Mota-Engil Africa’s capacity to carry out projects critical to reducing transaction costs for businesses, growing intra-regional trade, easing movement of goods, services and people, boosting employment and stimulating economic activity in Africa. The transaction is expected to lead to increased activity in a number of economic sectors, including petroleum and petrochemicals, heavy equipment supplies, spare parts supplies, architectural services, and to increased
public revenues from an expansion in economic activity in various countries. Mota-Engil Africa is a significant player in intra-African trade as evidenced by the volumes of goods and services it procures from and distributes to, African countries where it executes contracts. Some of the infrastructure developed by the company, including ports and railways, serve multiple countries. The company has a robust backlog of strategic projects in Africa in excess of EUR3 billion, covering such sectors as construction, mining, power, medical, infrastructure management, waste management and other concession businesses.

CBN lifts Forex market with $254.8m, CNY 35.8m Mathew Dadiya, Abuja As the official foreign exchange market closed earlier on Thursday due to public holidays declared by the federal government of Nigeria for Easter celebration, the Central Bank of Nigeria (CBN) on the last trading day for the week boosted the retail Secondary Market Intervention Sales (SMIS) market with total injections of $254.8million and CNY 34.8million.
The Naira, at the I&E FX window, opened flat at N360.25 to the dollar, traded high at N361.50 before closing at an appreciable rate of N360.29. At the end of yesterday trading activities, the special FX window, however, recorded total transactions turnover of $265.59 million. But the local currency at the Bureau de Change (BDC) segment of the foreign exchange market, exchanged for N360 to the dollar, while CNY1 exchanged for N55. Commenting on the apex bank intervention in the forex market, the CBN
spokesperson, Isaac Okorafor, said that the bank injected CNY 34.8million in the spot and short-tenored forwards segment of the inter-bank foreign market deals. Mr Okorafor said this followed the injection of about $210 million into the wholesale segment of the Inter-Bank Foreign Exchange market by the bank on Tuesday. He said the intervention, as in previous sales, was to meet requests in the agricultural and raw materials sectors of the economy. On the other hand, the Chinese Yuan
was for Renminbi-denominated Letters of Credit (LCs). Mr Okorafor said the CBN is pleased with the performance of the Naira against other major international currencies. He said the stability in the market had continued to attract genuine investors and boost trade in the country. He assured that the CBN management would remain committed to ensuring that all the sectors of the foreign exchange market enjoyed access to the needed foreign exchange.

(MEMMCOL), Lagos, Kola Balogun, has said that indigenous metre manufacturers have started massive production of metres The MEMMCOL boss, disclosed this on Friday in Lagos, stating that manufacturers have also concluded to commence three shift production activities to actualise the NERC’s directives in meeting the May 1 deadline. According to him, “We will be producing a minimum of about 70,000 meters monthly on three shift production operations to support the May 1 actualisation. “Manufacturers have taken bold steps to double production capacity in areas of employment capacity, raw materials and effective services to meet NERC’s May 1”, he said. The Momas boss said that manufacturers had commenced recruitment of more personnel to fill in for the three shifts, to be able to work round the clock to meet up the metering gap. The decision, Mr Balogun said, had created more job opportunities for Nigerians. “We (meter manufacturers) have been able to take youths off the streets to start working with us. The 2019 General Election is unique in many ways – Issa-Onilu The National Publicity Secretary of the All Progressives Congress (APC), Mallam Lanre Issa-Onilu spoke with journalists recently. The ruling Party Spokesman bared his mind on burning national issues especially the just concluded general elections. TOM OKPE was there for The Daily Times. What is your assessment of the just concluded 2019 elections? This election cannot be likened to any previous election. It was unique in many ways. This is the first election where the bookmakers were off the mark in several respects. Not many could have imagined, for instance, that certain big name politicians could lose elections the way they did. You saw what happened in Oyo State where Governor Ajimobi lost his senatorial election. That was one third of the state in which he has been acknowledged to perform so well. You saw what happened in Kwara State, where Bukola Saraki with his larger than life image lost practically everything. He could not win even his own ward. Under his watch, all contestants who associated with him lost. You saw two sitting APC governors in Bauchi and Adamawa states battling to regain their seats as they faced questionable defeat from the opposition PDP. There are a number of issues we should pay attention to in this scenarios. One is the obvious and increasing sophistication of the voters. You could see voting patterns that showed the voters have become aware of their power to choose. You could see deliberate voting pattern, such that; in many states, the voters were targeting contestants with votes. In other words, you could see voters in a particular environment voting for candidate A in APC and candidate B in another party. What this means is that ballot papers are becoming instruments of political justice. Politicians can no longer take electorate for granted when they are in power. Voters understand the power of the ballot, more so; they understand that ballot is an instrument to punish political office holders they believe have performed below expectations. Would you then say the 2019 elections were free and fair with the massive deployment of police and soldiers? I understand the fact that we would never appreciate the calamity we escaped because of the roles played by the security personnel. We can begin to question the deployment of the security agencies because we managed to minimise violence and saved numerous lives of innocent Nigerians that could have been wasted by desperate opposition politicians. It is normal for a patient to complain of the bitterness of the medicine after he has recovered from his ailment. Of course, it is easy to forget the magnitude of a disaster after averting it. We owe the security agencies a lot of gratitude for their professionalism, their patriotic engagements with all the people and institutions that participated in the elections. But

we must not forget that this was possible only because we have a President Buhari who showed uncommon statesmanship. This is the first time you have a President that was more desirous of guaranteeing the civic rights of the citizens than his own ambition for a renewal of his mandate to be able to govern for another four years. This is contrary to the belief of the opposition. For instance, PDP would argue that President Buhari deployed soldiers to intimidate opposition candidates across Nigeria to pave way for the victory of the APC candidates. You seem to disagree with this. It is very shameful for PDP to accuse anyone, not to talk of President Buhari of intimidating voters or manipulating

So in other words, every person elected on the ticket of APC is a trustee of our collective mandate as a ruling party. By association and membership, he has accepted to be part of the delivery of our promises wherever he finds himself, whether; he finds himself at the National Assembly, in the state, local government or the presidency.
the electoral process. The records are there. All the elections conducted under the PDP witnessed brazen deployment of brute force. We witnessed open state sponsorship of violence against leaders and members of the opposition party. We witnessed outright disenfranchisement of voters in areas where PDP was unpopular. How do you compare such a disgraceful mobilisation of state’s instruments of coercion under PDP as they forcibly foisted themselves over the country for those years of gruesome oppression of the electorate with the elections of 2019 under the watch of President Buhari? This is where the media need to step up the game. They need to do more in playing their role as interpreters of events. The media is not making much meaning out of the events going on in the country. And that should bother industry stakeholders like us. Otherwise, the media would have led the celebration of the exemplary democratic credentials of President Muhammadu Buhari. How did the media miss the fact that the President did not mention a single member of opposition parties throughout his campaigns across the 36 states and FCT? How come the media missed the fact that the President stuck to issues and not personalities throughout his campaigns? That was a new vista in our politics. We need to underline this as a significant milestone in our democratic journey. Again, I shuddered to see the media misinterpreting the statement of President Buhari urging voters to vote across party lines. That was unprecedented. It did not go down well even with some APC members. But it showed that not a few Nigerians misunderstood the President’s intention. And I won’t blame anyone. We are not used to seeing a sitting President, with all the powers of suppression at his disposal, subsuming his own interest under his responsibility as a President to guarantee the freedom of the electorate to choose whomever they wished. There is no disputing the fact that President Buhari contested and won the 2019 Presidential election on the strength of his performance in the last four years. He demonstrated courage to choose to face other contestants in a level playing field. Under President Buhari, Nigeria has indeed reached a new positive height in democracy. PDP has gone to the Tribunal to reclaim what Alhaji Atiku Abubakar has repeatedly called his stolen mandate. Are you bothered about the possible outcome of the court process? Far from it! Why should anyone bother about such fallacious allegations contained in Alhaji Atiku’s affidavit? That is a theatre of the absurd. Well, there is something to laugh about in its absurdity. Is it the purported figures PDP claimed to have fetched from INEC server? Is it the figures he awarded himself? Well, to be fair to him, he extended his generosity to us in APC by awarding extra one million plus votes to our over 15 million votes. Of course, we do not need such concocted figures. We are satisfied with what the electorate voluntarily gave us during the elections. Your party, APC appears to be heading into another crisis over the election of the leaders of the 9th National Assembly. Many lawmakers are already kicking publicly and insisting they will resist the imposition by your party. How will your party handle this imminent crisis? I know, one cannot be wrong for doing the right thing. Even when it appears you are being misunderstood or blamed for doing what is right, time would always vitiate your position. On this matter of choosing the leaders of the National Assembly, the APC is absolutely right. There appears to be a lot of ignorance in the polity. I think it

The 2019 General Election is unique... understand and in fact, we must not forget that there are over 11 million Nigerians who said no to APC in the last election. The difference is that they are in the minority. In addition to that, we have been given majority in both chambers. But the people who do not want APC have also elected members into the National Assembly to represent their opinions. These issues are very important to the development of party politics and representative democracy. PDP members cannot get to the National Assembly and insist on obliterating the dividing line between the majority and the minority. The line must be maintained to protect the weak against the strong. It is not for nothing that they say the minority must have their say, while the majority have their way. If they do anything contrary to the norm, as we have had all through the 16 years of PDP, and particularly with the abnormality that subsists in the National Assembly following the 2015 desperate moves by some over ambitious lawmakers, we would be stewing in absurdity.
Continued from page 17 is because we have seen anomaly going on for too long under PDP that we begin to see it as normal. What the National Working Committee (NWC) of the party is doing is in line with international democratic practice. Let me provide some education on this matter. What we practiced in Nigeria is called Presidential system of government, which is fashioned after the American Presidential system. It is different from parliamentary political system we practiced in the First Republic which was copied from Britain. In party politics as we have in Nigeria, the only recognised vehicle for electoral contest is political party. Our constitution does not have provision for independent candidate as at now. What this means is that anyone who wishes to contest to become a senator or member of the House of Representatives or for any other political office for that matter must be a member of a political party. It goes without saying, therefore, that such a person has invariably subscribed to the ethics and beliefs of such a party. Our progressive beliefs and worldviews in APC are further expressed through our manifesto. So we conduct primary elections to select candidates who would be given our party’s tickets to represent us in the National Assembly towards the fulfillment of our manifesto. Do not forget that the electorate voted for us based on the promises contained in our manifesto. So in other words, every person elected on the ticket of APC is a trustee of our collective mandate as a ruling party. By association and membership, he has accepted to be part of the delivery of our promises wherever he finds himself, whether; he finds himself at the National Assembly, in the state, local government or the presidency. So you are saying the National Assembly cannot claim independence? This is contrary to the Principle of Separation of Powers or what do you think? I have read many otherwise experienced politicians mixing things up in this regard. Let me state clearly that the National Assembly is not a political party. So it is an abnormality for the National Assembly or the Senate or House of Representatives as institutions to be in opposition to the executive. The opposition in the National Assembly is PDP and other political parties that have members elected into legislative arm. The members of the National Assembly elected on the tickets of APC cannot be in opposition to their own government. They are part of the ruling party. They are in the National Assembly to help the ruling party deliver on its mandate. The APC lawmakers are the legislative arm of the ruling party, APC. And because they are in the majority in both the Senate and the House of Representatives, they automatically produce the leaders of the two chambers. Let me emphasise the word produce, not elected. The rule allows for simple majority and APC has that already. You may need to ask those who are posting unfounded opinion about this issue when did they see the Democrat and the Republican in the United States’ congress conducting elections as a unit to choose leaders. If the Democrat is in the majority in the House of Representatives in the US, they automatically produce the Speaker and other leadership positions that belong to the majority party. The Republican would also produce leaders for the positions that belong to the minority positions. If the situation were reversed, then the leadership positions would be reversed in like manner. The respective party normally handles this matter and they would return to the chambers to announce their respective new leaders. The process of election in the chambers, therefore, becomes a mere formality. As a party in the majority in the two chambers, APC does not require the support of the PDP members to elect the Senate President, the Speaker and the other principal positions. Just as the PDP does not require the support of APC to elect the minority leaders and those other positions that belong to the minority party. Then where does the Separation of Power come in? There are both the Principles of Separation of Powers and Checks and Balances between the three arms of government. That is bringing the judiciary into the fold. But let me address the tenets of these principles between the legislature and the executive. The Principles of Separation of Powers and Checks and Balances have to do with the responsibilities of each arm of government. You cannot, for instance, because APC is in the majority for the ministers who are part of the executive arm to pass laws or put legislation in place, just as it would be wrong for APC lawmakers to say because they are part of the ruling party to begin to award contract or execute policies. It is the role of the lawmakers to make laws. The difference is that when there is a bill being considered in any of the chambers, the norm is that the APC lawmakers would seek

to serve the interest of their own party, while the opposition would seek to serve the interest of the minority party. It is their different perspectives on the floor that distinguish the ideology of the party they represent. So both in passing laws and in over sighting the policies, programmes and projects being executed by the executives, the members of the National Assembly have separate powers. But as I said earlier, this is in their responsibilities. In affiliation and advocacy, lawmakers align with the political parties that presented them for election. You do not think this would create chaos in the National Assembly? Where does the national interest come in? Thank you for this question. You do not have chaos because debate, conflicted positions, and conflict resolutions are healthy for the country. For instance, the majority of voters who believe in our government have elected our party. And we have over 15 million Nigerians who said so. But we must also

What will APC do to members like Senator Ali Ndume and Senator Danjuma Goje who are hell-bent on going against the party’s position by contesting for the Senate President position? You have a similar situation, if not worse, among APC members in the House of Representatives? We are not panicky at all. First, we have enough time for discussion. Every member of our party is important. So we would continue to hold consultations. We are a party that advocates change. When people have got used to abnormality, you must be on top of the game to cause a change. There would always be resistance, no matter how positive the change is. It is important to know that we have a President who is a thorough party man. He is the backbone of the many positive changes we are witnessing in the country. He is resolute. Driven by uncommon patriotism, he is taking our country to the next level. Many believe that the party chairman, Comrade Adams Oshiomhole is too dictatorial and treating lawmakers like school pupils. Do you agree with this position? That would be unfortunate. We cannot forget so soon that Comrade Oshiomhole spent the better part of his adult life fighting for the oppressed, stomping his feet on the podiums in defense of citizens rights. He grew in the community of progressives. Rather than labeling him a dictator, we should admit he is a man of conviction. He does not act on his own volition. Saying he is doing that would mean you are saying the rest of us in the NWC are dumbasses. What you need to know about him is that he is a great team player and outstanding to mobilize. He knows how to build consensus. Even when his opinion does not fly, he would canvass the position of the majority with the same vigor. On this issue of electing the leadership of the National Assembly, you cannot imagine the level of consultations the party has embarked upon. When we say the party has taken a position, it doesn’t mean just those of us who are privileged to be in the National Working Committee. You have the President who is the chief driver of our government, you have party leaders like Asiwaju Bola Tinubu, you have the APC governors, you have the lawmakers, and many more stakeholders, including members of the National Executive Committee and the Board of Trustees. These are all critical stakeholders that we always consult, whose opinions count. When we have been able to build consensus around an issue, then you have the party chairman taking responsibility. You have someone like me as the town crier delivering the messages. PDP has a responsibility to represent those who believe in them and sent them to the National Assembly. In all of this, national interest becomes the mediating factor. PDP members are not expected to oppose a policy that would benefit Nigerians just for the purpose of preventing the APC government from fulfilling its mandate. If they do so, they would be hurting even the minority that elected them. So, national interest has to be the common denominator. You expect the APC lawmakers to seek cooperation when necessary to secure a smooth sail for an APC policy. So you can maintain your lane, while negotiating when you need more lawmakers to make the number. What should Nigerians look forward to in the next four years? Nigerians should expect much more than they witnessed in the last four years in terms of infrastructure, social investment programmes, job creation, security of lives and property, food security, renewed fight against corruption, and restoration of our national dignity. Under the leadership of our President, we have already turned the corner. President Muhammadu Buhari has an avowed commitment to use the next four years to build a befitting national development edifice on the solid foundation that he has laid in the last four years.

DRC scraps sentence for exiled opposition leader Moise Katumbi
warned police have been “forcibly dispersing peaceful demonstrations and arbitrarily detaining protesters” in Algiers as part of a “government crackdown” on the prodemocracy movement. “Algerians have continued to assert their right to peaceful assembly in recent weeks despite growing police efforts to crack down on them,” said Sarah Leah Whitson, HRW’s Middle East and North Africa director. “Protesters report being arrested, strip-searched, handled roughly, and detained for hours,” Whitson added. Algeria’s Ennahar television channel reported on Friday that an 18-year-old injured during a protest last week in the capital had died as a result of head wounds. It said police were investigating the death, adding that he could have been beaten or fallen from a truck. Mustapha Bouchachi, a veteran lawyer and human rights activist, meanwhile told The Associated Press news agency that protesters’ efforts and “the peaceful mobilisation should continue until the departure of all the system’s faces.” “The movement should remain united to achieve the dream of a democratic Algeria with equal rights for all,” Bouchachi said. Algeria’s upheaval began in late February when Bouteflika, 82, announced his intention to seek a fifth term in office despite being rarely seen in public since a stroke in 2013 rendered him nearly incapacitated. Youcef Bouandel, a professor of political science at Qatar University, told Al Jazeera demonstrators were unified by their ambition to “get rid of the system”, but cautioned there was little agreement on who should head any new government in a post-Bouteflika era. “Protesters all over the country are saying the same thing, but I don’t think they are united in terms of who is going to lead them,” Bouandel said.

A court in the Democratic Republic of Congo (DRC) has annulled a three-year prison sentence against opposition leader Moise Katumbi in a move that could enable him to return home from exile in Belgium, according to his lawyer. The decision by the Court of Cassation, the DRC’s supreme court of appeal, overturned a sentence for alleged property fraud, “opening the way” for Katumbi’s return, said attorney Joseph Mukendi on Friday. Katumbi, the former governor of the DRC’s copper-mining Katanga region, was sentenced in absentia to three years in prison in June 2016, shortly after defecting from former President Joseph Kabila’s ruling party and announcing he would run for president later that year. He had fled Congo the previous month in the face of separate charges that he had hired mercenaries and was plotting against the government. Katumbi denied all the charges, which he said were aimed at keeping him from running to replace Kabila, who was due to step down in December 2016 after 16 years in power. Kabila’s government ultimately delayed the election by two years before finally stepping down in January. The 47-year-old was replaced by nowPresident Felix Tshisekedi, who was declared the winner of a December 30 vote which observers said was marred by irregularities. Katumbi, a wealthy businessman, attempted to return to the DRC last August to file his candidacy for the presidential vote - a race polls showed him leading. But he was prevented from crossing into the country at its border with Zambia, however. Mukendi, Katumbi’s lawyer, said the appeals court found fraud in the sentencing against the opposition leader. The ruling, issued on Wednesday, accepted the claims of one of the trial judges, Chantal Ramazani, that the verdict had been issued under duress by the government. Ramazani went into hiding after making the accusations. Mukendi told Reuters on Friday that Katumbi could return to Congo now to defend himself in the mercenaries case, which has not yet been tried. Tshisekedi, DRC’s new leader, has promised to reinvigorate justice and fight corruption in the DRC and during his first foreign outing as president to the neighbouring Republic of the Congo in February urged tens of thousands of political exiles to return home, saying everyone would be needed to move the country forward.

The free-scoring Argentine would undoubtedly be amongst the favourites to lift football’s greatest individual honour if he does finish the season with silverware, but Rivaldo feels that Messi is already worthy of the accolade. “It’s impossible to describe Messi,” the former FIFA World Player of the Year told Goal. “I like him so much and I always say I feel so sad because he never won the World Cup with Argentina. It is an award he deserves because a world-class player like him must be a world champion. “He has been scoring goals, giving assists and being the top scorer in La Liga for a long time and I think what he has been doing in the Champions League means his merits
should be recognised. “He had a chance to score a bicycle kick [versus Man Utd] but it’s not an easy one to take because you don’t get those chances often in games. It was a good effort but it didn’t quite come off. “Even if he doesn’t win the Champions League, however, he already deserves the Ballon d’Or.” Two fellow countrymen of Rivaldo are talked about a lot in the same breath as Barcelona: Philippe Coutinho and Neymar. And while the former appears to be finding his feet at Camp Nou following a rocky start, the 46-year-old feels the latter made a mistake in moving to Paris Saint-Germain. “Coutinho is a great player and I am sure he will stay at Barca for a long time. He scored a great goal [against Man Utd] and I think he will stay and be a success. He must be calm because he will be an idol for the fans sooner or later. “[On Neymar], I have said many times that I think he was wrong [to leave], but everyone is free to make their own decisions. He is still only 27 years old and, who knows, he could come back to Barca. They would probably love to have him back.”
