NUMBER OF HOMES- approximately 8,652 (according to recent Post Office figures). POPULATION- about 21,630 (based on the Virginia and national average of 2.5 persons per household). ORIGINATION OF NAME- according to “Parker’s History of Bedford,” 1988-”Following the Norfolk and Western Railway west from Lynchburg, the first village in Bedford is Forest. It had its beginnings in the late 50’s (over 150 years ago, before the War Between the States) when the Virginia & Tennessee Railroad (now the N & W Railroad) was built through the county, and was named for “Poplar Forest,” the nearby home of Thomas Jefferson.

Award Winning Beers & Brewery Nearby It may be hard to believe, but Doug John, owner of Pints O’ Plenty in Forest, did not like beer in college. It wasn’t until his roommate traveled overseas after college and brought home some international beers that Doug realized beer could taste great. And because the types of beer he craved weren’t available locally at that time, Doug decided to get into the home brewing business, and has been brewing world class craft beers since the early 1990’s. In 1995, Doug started Pints O’Plenty in a downtown Lynchburg location and moved to the Peddler Antique Mall in 1997. Doug ran his fledgling shop and home brewing business while entering national competitions with a variety of his own homebrews, reaching a pinnacle of brewing success in 1999 when he was awarded the Gold Medal for Strong Scottish Ales in the National Competition sponsored by the American Home Brewing Association.
His excellent reputation and business grew, and he eventually he expanded and moved his shop just down the road from The Peddler in 2010, offering more kits and supplies for home brewing and wine making, and, of course, more brands of craft beers. Then, last year (2012) Doug and his wife Lee opened their own microbrewery, next to the shop, in the former home of the Forest Volunteer Fire Dept. Apocalypse Ale Works (with the motto “The End of Bad Beer is Here”) is the first brewery in Forest since Thomas Jefferson brewed in the 1800’s at Poplar Forest. In addition to the brewery, they have a TapRoom where the public can enjoy all of their products. Patrons can purchase food from vendors that service the TapRoom, or even bring their own food in. Live music is “on tap” on Fridays and the Outdoor Beer Garden features its own bar.

Gunsmithing For a Living… Guns have been part of Ronnie Burton’s life since he hunted with his father near his childhood home in Gloucester County, Va. He has lived now in Lynchburg with his wife Jennifer for 10 years, gunsmithing from his home until he decided to open a storefront. “The walk-in traffic I’m getting certainly makes it worthwhile”, Burton says. He opened Precision Gunsmithing LLC in September (where Forest Jewelers used to be), offering gunsmithing services along with new and used handguns, rifles and shotguns, and ammunition for them. “Often a customer will ask me to make trigger or sight adjustments, making the firearm more accurate when shooting,” Burton says. But there are many other services he offers, including disassembling, cleaning, inspect-
ing, lubricating and reassembling; removing corrosion and touch-up finish; repair of burred or damaged parts with files and stones; replacement of defective parts with factory-made replacements, hand-fitting as necessary; adding after-market customizations, such as sling-swivels and recoil-pads; repairing dented shotgun barrels; troubleshooting and repair feeding, ejecting and firing problems; and test-firing firearms with conventional loads to ensure proper operation. Precision Gunsmithing offers guns by many well known manufacturers, including Glock, 1911s, Rugers, Mossberg, Smith & Wesson and Winchester. And Burton can custom-order most any gun available. Eventually they will expand to bottling their beer, which has already won international and state awards. Patronizing Nearby Businesses Important Shopping at nearby stores and patronizing local dining establishments is a good practice to ensure that retailers and others will stay in business and continue to supply us, the local consumer, with valuable goods and services. But how often do we consider the “community return” on the dollars spent in Forest and nearby Bedford County businesses? A retail purchase, a repair made, a dinner out… the immediate benefits are ours, but the money we spend provides much more. Revenue from sales within Bedford County help to supply the $89 million annual budget required to provide many community services that we tend to take for granted. One cent of every dollar spent on sales tax is directly returned to Bedford County Schools from the state. No less important, another 1.5 cents of every sales tax dollar goes into the Bedford County General Fund, which provides the funding for public safety, fire, rescue and local law enforcement. The County general fund also pays our courts and courthouses, parks and recreation, libraries and social services. Less visible but also vital services include the landfills and solid waste collection, planning and zoning boards, animal control, the jail, cooperative extension, emergency communications system, information technology, building inspections and other services that affect our daily lives. An increase in retail sales means an increase in revenue to support County services. Local sales and use taxes that were returned to Bedford County for Fiscal Year 2013 (ending last June) was just under $4 million. The meals tax also generates substantial revenue for the County Administrator County. FY 2013 saw that $1.6 Mark Reeter million was collected from Bedford restaurants, an increase of 27% over 2010, something to consider when choosing between a

restaurant in Bedford County or other county or city. Revenues generated from increased sales also help to offset raises in real estate taxes, which should be a motivation for any homeowner. Bedford County Administrator Mark Reeter, agrees that local residents should try to keep their dollars in Bedford County before going elsewhere. “I think it is especially important for folks in Forest to understand that spending their dollars with businesses located in the Bedford County portion of Forest not only financially helps the County but also makes the Forest area more attractive for additional retail opportunities. It is most important that Bedford capture and retain as many dollars as possible within the county in order to demonstrate the strength of the Forest area market to retailers looking for new locations.” Bedford County Economic Development Director Traci Blido concurs. “Locally owned businesses pump a larger share of their revenue back into the local economy and that enriches the whole community, creating more jobs locally. Local businesses generally connect well to the community in the way of volunteerism and contributions too. It’s important to Bedford County residents to see the connection that their dollars can make when they keep it local. It benefits them because sales tax revenues mean that less taxes are needed from them in the end, “ Blido said. She went on to say that when she and her husband needed to buy a new lawnmower, they made a conscious decision to purchase it in Bedford County, even though a Lynchburg location may have been a shorter drive from their Forest home. “When it comes to larger purchases, we have an even greater opportunity to make a positive impact with our dollars when they stay in our home county,” Blido said. There have been ongoing and constructive talks between the principal parties involved with the continuing operation and maintenance of Ivy Lake Dam in Forest. Spokesman and reliable sources representing Ivy Lake and Dam owner Liberty University, Virginia state regulators and Ivy Lake homeowners are all reporting positive developments. During a talk-show aired by Forest radio station WIQO Oct. 8, Liberty University President Jerry Falwell Jr. said “good news; they (the engineers and construction people) have found a way to fix it (the dam) for about half of the original $2-3 million estimate.” He went on to
Earlier this year Falwell had said that there was a possibility that the dam would be have to be breached and the lake drained unless Ivy Lake homeowners split the repair costs with LU. The VA Department of Conservation and Recreation (VDCR) had categorized the dam at Ivy Lake as “high hazard,” meaning loss of life and economic damage would occur if there was a failure. About 1,000 people and 30 buildings downstream would be effected. State officials are talking and working with LU officials and engineers. According to Gary Waugh, spokesman for VDCR, “We’re pleased with the progress being made for the future and safe operation of Ivy Lake Dam.” LU

earlier this year, according to WSET and Lynchburg News and Advance reports, when Falwell said that it wasn’t worth it for Liberty, current owner of Ivy Lake, to pay for all of the repairs necessary to meet current Virginia dam safety requirements. Falwell said at the time that LU would pay half of the dam repair costs, if Ivy Lake homeowners would pay the other half. There are about 600 homes in the Ivy Hill development; about 100 of them have lakefront property. According to an informed lakefront property owner (who asked for anonymity), the future looks brighter than it did earlier this year. LU took possession of Ivy Lake and Dam back in 2008, when it was donated to them by a group of local businessmen. It has been used by LU students and guests for swimming, fishing and LU sponsored boating events. Ivy Lake residents have had the same access to the lake
they had before LU took it over. The estimated value of Ivy Lake and Dam is about $2.5 million. The weaknesses of the Ivy Lake Dam have been identified in the main and emergency spillways. Waters from Ivy Lake drain into Lake Vista and further downstream to Blackwater Creek in Lynchburg, before draining into the James River in downtown Lynchburg, to the Chesapeake Bay. The nearby Timberlake Dam failed about 20 years ago, killing two people downstream. The Virginia DCR works with more than 2,000 dams in the state, about 260 of which are considered “high hazard,” according to DCR officials. According to DCR spokesman Gary Waugh, it is rare that a “high hazard” dam must be deliberately breached, but it happened in Augusta County several years ago.

Forest Farmers Market Plan For the Holidays & 2014 The last Holiday market is Dec. 7 (one was already held Nov. 16) at the Forest Recreation Center, 1088 Rustic Village Rd., and will be from 8am to noon. There will be music provided by The McKenzie’s, and the following types of products will be available: Winter vegetables, salad mixes, radishes, beef, chicken, pork, lamb, duck, eggs (duck, chicken, quail), fish, artisan breads, jams, jellies, honey, dog treats, pottery, wooden bowl and bird houses. The Forest Farmer’s Market is now a produceronly market, which means that no reselling is allowed. Winter markets will also be held at the Forest Recreation Center. Most of the same products, if not more as the holiday market, will be available on these dates: Jan. 11, Feb. 8, March 8 and April 12. The 2014 regular season starts the last weekend in April, back behind the Forest library, from 8 am.-12 noon. Starting the 2014 season there will be a children’s program once a month. SNAP will also be accepted. 44
