The issue features the year’s highlights in health outcomes, awards and program implementation initiative. The award given to top performing health partners, Local Government Units and hospitals is the reward for all the hard work and effort in boosting the health status of Bicolanos. The DOH Regional Office V deployed its Rapid Health Assessment teams and monitoring teams on January 13, 2018 to evacuation centers in Camalig, Guinobatan, Daraga, Tabaco City, Sto. Domingo, Malilipot, Legazpi City and Ligao City, Albay.

The Department of Health awards local government units, government hospitals and offices during the 7th Red Orchid Awards (ROA) Luzon Zonal Awarding on November 9, 2017 in Laoag City, Ilocos Sur. This year’s recipients of the Red Orchid Awards include 125 local government units, 84 government hospitals and 142 government offices nationwide. Of which, eleven awardees from Bicol region received the Red Orchid Awards and two received the Hall of Fame award. The Civil Service Commission Regional Office V and LGU Daraga, Albay were awarded the Hall of Fame after receiving the ROA for three consecutive years. Juan M. Alberto Memorial District Hospital in Catanduanes, Dr. Fernando B. Duran, Sr. Memorial Hospital in Sorsogon received the award for the government hospital Category. The Bureau of Jail Management and Penology Naga City District Jail, Legazpi City Jail, Albay District Jail, Sorsogon City District Jail and Department of Public Works and Highways Camarines Norte Engineering Office received the ROA for government offices. The LGUs of Tabaco City, Albay, Guinobatan, Albay, Juban, Sorsogon and Casiguran, Sorsogon were awarded for the LGU category. The winners were chosen on the strength of their comprehensive efforts to implement a 100% Tobacco-Free Environment following the World Health Organization’s “MPOWER” initiative. MPOWER is an acronym that denotes the six proven tobacco control strategies, namely: Monitor tobacco use and prevention policies; Protect people from tobacco smoke; Offer help to quit tobacco use; Warn against the dangers of tobacco; Enforce bans on tobacco advertising; and Raise taxes on tobacco.

The ROA is the search and recognition of 100% tobaccofree provinces, municipalities, cities, government-owned hospitals and DOH Regional Health Offices. The Luzon Zonal awarding is composed of NCR, CAR, Region I, Region II, Region III, Region IV-A, Region IV-B and Region V. The DOH Red Orchid Awards is composed of members from the DOH, World Health Organization, Civil Service Commission, Philippine Ambulatory Pediatric Association, Inc. (PAPA) and the Framework Convention on Tobacco Control Alliance Philippines (FCAP). According to the World Health Organization (WHO), the global tobacco epidemic kills nearly 6 million people each year, of which more than 600,000 are people exposed to secondhand smoke. Unless governments and people act, it will kill up to 8 million by 2030, of which more than 80% will live in low- and middle-income countries. As stated by the WHO, 240 Filipinos die everyday from tobacco-related illnesses. The smoking prevalence in the country is among the highest in the world; consequently, cigarette prices are among the lowest in the world. /ddc

“The annual Salud Bikolnon ceremony celebrates our victories versus our infirmities. It is an attestation of perseverance, industry and care for humanity”, said Dr. Napoleon L. Arevalo, OIC Regional Director, during the opening message. The Department of Health Regional Office V held its 8th Salud Bikolnon Awards on December 4, 2017 in Naga City. Its theme, “Pagpakusog asin Pagpadara kan Serbisyong Salud sa Komunidad”, highlights the strengthening of community health services to Bicolanos especially to the poorest of the poor and to those living in isolated and disadvantaged areas. Every year, DOH Regional Office V spearheads the recognition and acknowledgment of outstanding practices in health governance of Local Government Units and other health partners in the region. The Province of Catanduanes and San Lorenzo Ruiz, Camarines Norte received this year’s Magayagaya Award for the provincial and municipal categories, respectively. Last year’s Magayagaya awardees, Sorsogon Province and Labo, Camarines Norte, are now in the Hall of Fame after getting the award for four consecutive years. The awards were divided into categories where LGUs, hospitals and stakeholders received plaques of recognition and cash awards. Top performing LGUs in the implementation of the Philippine Health Agenda Annual Check-up and participating hospitals to the Surgical Caravan were given citation awards. /ddc

PhilHealth TaLA (Tabagnon Lake Ambulance) parked on the shore of Lake Buhi, ready to transport members of the Agta Tabagnon tribe in need of medical attention.
The Regional Office V of the Philippine Health Insurance Corporation (PhilHealth), in partnership with National Commission on Indigenous Peoples V, turned over a lake ambulance to the Agta Tabagnon tribe of Buhi, Camarines Sur on November 17, 2017. This lake ambulance is the first of its kind in the country. Dubbed PhilHealth TaLA (Tabagnon Lake Ambulance), the vessel aims to cater to the needs of the tribe's members for greater access to mainland facilities and resources, especially its sick members needing immediate medical attention in the hospitals and health centers. The lake ambulance is also equipped with basic medical gear such as wheeled stretcher, oxygen tank, wheelchair and spinal boards. Because of its upgraded engine, it takes the lake ambulance only 6 minutes to cross the lake, compared to 20 minutes via ordinary passenger boats. The lake ambulance was turned over by PRO V Regional Vice President Orlando D. IĂąigo, Jr. and NCIP Executive Director Rogelio Francisco Bantayan, Jr. to the Agta Tabagnon tribe, represented by Bgy. Sta Cruz Tribal Chieftain Felicitas Alano. Alano expressed her heartfelt appreciation on behalf of the tribe and residents of the lakeside barangays. Also present were the three division chiefs of PRO V, Dr. Veronica T. Mateum (Health Care Delivery Management Division), Dr. Ronald E. Santelices (Field Operations Division)

and Ms. Lorena M. Rubis (Management Services Division), and NCIP V Regional Director Lee T. Arroyo. The project was funded by proceeds of the PhilHealth Ready, TSeKaP, Go Run held last February 15, 2015 in Naga City. More than 4,000 runners joined the event to help raise the Php 1.1 Million in funds. Php 400,000 was donated to the Naga City Children's home to improve the sleeping areas of the children temporarily housed there. The remaining amount was used to construct the lake ambulance. After the turnover, the Local Health Insurance Office Camarines Sur, led by Acting Head Annielyn San Pablo, conducted an AlaGa Ka activity to inform the Agta Tabagnons about PhilHealth membership registration, health insurance benefits and claims reimbursement. PhilHealth IDs were also released to Agta Tabagnon members. RVP IĂąigo stated that PhilHealth Regional Office V, thru several other projects, will continue to provide assistance not just to IPs, but to all vulnerable sectors of society.

The DOH Regional Office V through the Health Promotion Unit conducted the Regional Painting Contest dubbed as Patimpalak sa Pagpipinta Pangkalusugan on October 16, 2017 as part of the celebration of the Health Education week. Its theme "Improving Health Literacy among Filipinos towards Health for All" highlights the importance of health promotion and education in achieving a healthy nation. Eight artists competed to be Bicol region’s representative for the National Health Promotion Summit 2017 on October 2427, 2017 in UP Diliman, Quezon City. They were given three hours to finish their painting. Overall, Mr. Hermel B. Alejandre topped all the artists and won P15,000.00. “Through technology and pamphlets the DOH can disseminate health advisories and information to the people,” said Mr. Alejandre. Mr. Dominic James Barrios and Mr. Francis Durante won the second and third place respectively. /ddc

The Department of Health Regional Office V through its Gender and Development committee conducted outreach activities to institutions in Albay and Sorsogon. The series of activities aimed to promote gender equality and empower women. The residents of the Haven for Women and Girls in Nasisi, Ligao City were provided with services on November 17, 2017. This was followed with an outreach activity at the Regional Rehabilitation Center for Youth in Sorsogon City on November 23, 2017 where youth in conflict with the law where also provided with free commodities and services. Lastly, the GAD committee brought the free services to the women in jail at the Legazpi City Jail on December 11, 2017. The residents of each institution were given adolescent kits, slippers, medicines, free haircut, livelihood training and distribution of pre-loved clothing. /ddc

“Ninais nilang gabayan ang katulad kong kabataan na maagang nabuntis,” said Amy, a 17-year old teen mom in describing the Teen Mom Program of the Bicol Medical Center (BMC) Teen Wellness Center. With the continuous rise of teenage pregnancies in our country, BMC through the Adolescent Youth Reproductive Health (AYRH) established the Teen Wellness Center with the Teen Mom Program as its forefront policy, guided with the advocacy of empowering the teen mothers for them to regain their self-worth and confidence. The program started in August 2016 and recorded 163 consultations that year. The plight of Amy began when she discovered that she
was pregnant at such a tender age when she should be enjoying being a Grade 11 student. Her parents were devastated upon learning her situation but nevertheless they accepted and supported her. It was through her parents’ encouragement that she went to BMC for consultation. Although anxious as she has no idea what will happen during the check-up, she was relieved to find out that the center is ready to help her understand her situation. As she recalled, “Noong una po ay

kinakabahan ako, kasi hindi ko po alam ang mangyayari at hindi pa po ako nako-confine sa BMC.” On her first visit, she was enrolled in the Teen Mom Program. In order to properly evaluate her condition, there is an orientation and psychosocial assessment encapsulated in the acronym HEADSSS which stands for (1) Home or the living arrangements; (2) Education, employment, eating, exercise; (3) Activities, Hobbies and Peer relationship; (4) Drug use; (5) Sexual activity and Sexuality; (6) Suicide, Depression and Mental Health. After data collection and profiling of the patient, she was required to undertake the various learning sessions that is geared towards her improvement. This included the physiological or the changes during pregnancy and childbirth, taking care of the baby, family planning options, domestic violence, taking care of self, danger signs of pregnancy, birth planning,breast feeding, Emergency Room and Delivery tour. One noteworthy activity for Amy was the Emergency and Delivery room tour which was intended to prepare patients in the processes they will undergo upon admission until discharge in the hospital during childbirth. “Hindi na po ako nahirapan sa proseso kasi napaghandaan ko na po bago pa man ako manganak,” she said.

Amy religiously attended the learning sessions which greatly helped her when she gave birth to a healthy baby boy via Normal Spontaneous Delivery. She was grateful for all the treatment and services she received while enrolled in the program. “Alam ko po na hindi pa dapat ako nabuntis kaya lang, nandito na po. Nagpapasalamat po ako sa mga taong tumulong sa akin habang nagbubuntis ako hanggang sa manganak ako.” At present, Amy is enrolled in the Family Planning Program and is determined to finish her studies. After giving birth, the program also requires attendance to two post-partum check-up to ascertain their current state. It is in this part that referral to partner agencies like the TESDA or CHED/DEPED/ALS for the educational needs, and DOLE, DAR or DTI for livelihood support is

We have the PCB accredited, TB DOTS facility, DOH certified and PhilHealth accredited birthing facility. Our Public health workers are receiving full Magna Carta Benefits. Our Sanguniang Bayan is full support of the health programs of our municipality with resolutions and ordinances in hand. Green Achiever Award Casiguran, Sorsogon Ang lahat po ng services na nakukuha sa Casiguran ay talagang inuuna ng ating Mayor Edwin “Boboy” Hamor. Ang Casiguran ay nagbibigay ng libreng gamot sa aming mga pasyente. Ang ating Contraceptive Prevalence Rate (CPR) ay 71% na ibig sabihin marami po sa kababaihan na nasa reproductive age ay natugunan ang pangangailangan sa family planning. Maintained din po ang Zero Maternal Mortality dito sa Casiguran. Lubos po ang pasasalamat namin sa mga nagtulong-tulong para sa success ng health status sa Casiguran. San Vicente, Camarines Norte Ang vision natin is magkaroon ng magandang pamayanan na talagang malusog. Ang number one concern namin is more on the prevention of diseases. Kaya naman ginagalingan namin ang mga national health programs tulad ng Oplan Tsekap kung saan kami ang pinakamataas ang naachieve sa buong Camarines Norte. Sa dengue prevention naman, wala kami masyadong kaso dito sa San Vicente at hanggang sa ngayon ay zero pa kami sa HIV. The health governance in Matnog, Sorsogon is working. Lahat ng health workers, Nurse Deployment Program at mga midwife ay masisipag at motivated. Kahit na umuulan, bumabagyo at matataas ang alon ay nandoon pa rin sila. Kahit na ganoon, masaya sila kasi nagawa nila ang kanilang goal. Nagpapasalamat ako ng malaki sa aking mga kasamahan, sa mga midwife, nurses, sanidad, sa mga casuals na binigay ni Mayor Claudith So, mga IT at lalo na sa DOH sa pagbigay ng mga NDPs na malaki ang naging support sa RHU. Ligao City, Albay The City Government of Ligao has remained consistent in its commitment to provide quality, accessible and holistic health care. In achieving the green marks in the LGU score card, it’s the effort of not only the health workers but the entire Local Government Unit. The Mayor Patricia Gonzalez-Alsua has increased the budget and increased the number of personnel which increased the ratio of nurses and midwives to population. The City Health Office will now have its new office and will soon have a satellite center in the coastal area.
