Gross Negligence Involving Family Members

LETTER OF INTENT TO FILE A FEDERAL RACKETEERING COMPLAINT (RICO) Dear Russ,

August 24, 2020

I hope all is well with you and your family. As your brother in law I am informing you that a Federal Racketeering Complaint (RICO) shall be filed in Federal Court against you and your coconspirators if certain stipulations pertaining to my father Francis D. Walsh Sr. are not met. This action being taken has nothing to do with my other siblings and is exclusively initiated by my own proper person. There are several reasons that compelled me into possibly filing such an action. The first and most important reason such action is being taken is (we) have identified you as an alleged participant in a "racketeering enterprise". Let it be known (we) "does not" refer to any of my siblings but several organizations that I have been involved with for quite a few years. Our mission is exposing "public servants" and other "bad actors" associated with government entities who not only violate the Pennsylvania Ethics Act but also violate the laws of the land which of course includes the United States Constitution. Our focus is mainly directed at the "Family Court System" since we have exposed and proven that crimes are being committed against families, children and the general public. As you know, the "kids for cash" ordeal is one of the most prominent examples of "nepotism and racketeering" involving the public's trust. We are very knowledgeable and well informed in the structuring and mechanics of "family law" and (we) know it's nothing more than a scheme created by its "bar card members" in order to generate profit for its members within a non profit enterprise(s). The majority of people in our organization(s) are victims such as myself involving family court corruption and we do have several honorable lawyers throughout the country involved with us who have also become victims.

It's is no secret among our family members that you have "connections" with certain "bad actors" conducting business within the public sector. Those in Luzerne County Pennsylvania call it "nepotism" but we know it as nothing more than "racketeering". After all this so called nepotism has helped establish the reputation in Luzerne County, Pennsylvania and throughout the country as the "culture of corruption". We sometimes use the term "stooge" as people who get government jobs through connections or racketeering. For the most part these stooges "are not" the most qualified for that position and quite possibly not qualified at all. A good example of "stooges" is the recent incident involving the prison guards at the Luzerne County Correctional Facility that resigned over the death of Shaheen Mackey. Russ, do you know of any "stooges" working for the government or perhaps law enforcement?

The second reason is your wife/my sister. My dear sister threatened to kill me in front of my father not long ago because she apparently feels entitled in displaying such aggressive behavior. I have also witnessed her "fits of rage" towards my father and she acted more like a terrorist than a daughter. My poor father has been on the receiving end of such threats from your wife and thankfully over the years I was able to document and record them. Her behavior at "Dukey's Cafe" involving my father several years ago is a good example of her abusive behavior. Incidentally, she loves to point her finger in ones face when making these threats and quite frankly that's a very bad habit especially if happens to be a stranger. I have suggested to her in the past that she receive some type of therapy or medication before someone gets hurt. As for me, let it be known that no one ever threatens me, let alone threatens to kill me. I don't care if it's a crackhead or one of my siblings such behavior shall never be tolerated by me or the people I am associated with and I do expect a written apology from her. Also, since your wife/my sister posted fake news on social media such as I not having a college degree, I am sending her factual evidence in order to enlighten her - exhibit (A) - (p.1, 2). Keep in mind, everything I am stating is based on factual material evidence that has been documented and recorded.

Russ, I know the first thing that will cross your mind after reading this letter of intent. You will immediately condition and shield yourself with a false sense of privilege. To my understanding you allegedly have a relationship with a few state officials and others that have local ties in the "valley with a heart". This shall not discourage our cause whatsoever. In fact, this does not faze us one bit since we have exposed larger fish and exposing bottom feeders shall not be a problem. Our involvement in "police reform" shall be the vehicle that will be used in preventing "stooges" from being hired but it will also reshape the laws that govern law enforcement here in Pennsylvania. In fact, you could be instrumental in implementing new reforms such as requiring all law enforcement cadets to have at least a (2) year degree in criminal justice something we are now pushing for. As you well know there are many uneducated and unqualified law enforcement officers who are now on the taxpayers payroll that have been handed these careers through "nepotism/racketeering". Also, would you happen to know of any law enforcement officers or other public servants with shady backgrounds that were hired through nepotism/racketeering? This is a very dangerous practice and must be stopped. Furthermore this lacks "equal treatment" to the people who seek to achieve the goal of becoming a law enforcement officer.

Such people spend a lot of money towards a college education in order to receive a "criminal justice degree" and quite frankly it's somewhat discriminatory that their credentials are over looked because they are not part of the racket. Most people seeking a "college degree in criminal justice" are usually not focused on authority, salary and most importantly a glorified pension plan. Receiving a "criminal justice degree" shall inspire devotion and commitment to those wanting to wear a badge. I should know

since this is the reason I pursued and received a "criminal justice degree". The attitude of the current hiring practices in law enforcement are going to be reformed as we demand the necessary changes such as "transparency" in regards to police reform to our local and state officials.

Now we get down to the personal business involving my father. To my understanding you are on my fathers "living will" and have some personal control of his current situation while he is a resident in the "Wesley Village Nursing Home". This is not a situation like you getting a family member or friend a law enforcement career through nepotism/racketeering, but a situation that involves "my personal business with my father". You shall have no "connections" whatsoever with my father's personal business nor his well being other than if you are asked by "all his children" which of course includes myself. Apparently this "living will" was concocted and orchestrated much like a "racketeering enterprise" without my knowledge nor some of my brothers. Russ, you can conduct business with "your family" any way you please but now you're involved in "my business" and my personal relationship with my father. Of course this type of behavior can be expected by people like yourself since this is how you get your government careers, through secrecy, lack of transparency and other surreptitious methods. In fact, it wouldn't surprise us if there were other unethical and immoral favors being offered in order to get these careers. Because of your equivocal behavior and your alleged participation within a "racketeering enterprise" you are "unqualified" to participate in anything that shall be construed as "legal" pertaining to my father. I would suggest you remove yourself from my fathers "living will" immediately and anything else that pertains to my father. My father's (6) children will determine his fate and no one else shall be involved unless all (6) agree to it - exhibit (B).

Here's another problem. Some of my siblings including myself cannot receive important health information regarding my father because we are not on the "list" at the nursing home. I have had access for years to my fathers hospital records so I expect the same access with this nursing home exhibit ( C) - (p.1-2). Let me clue you in on some facts pertaining to my father's well - being and why he ended up in a nursing home. See if you or some of my other siblings are able to answer these questions : (1) Why was my father put in a nursing home recently when he could of easily stayed at your house in which you own in order for my father to get his strength back? You and other siblings who own their own homes have a perfect setup for my father and yet you have neglected your responsibility of providing my father with a safe environment especially during this pandemic. Perhaps it's the same reason my father was dropped off at his apartment some (11) years ago while spending over a week in the hospital on the verge of life and death. During this time certain family members knew his apartment was "infested with bedbugs" and yet you people decided to put my father in harms way. Incidentally, do you recall that lawsuit my father's landlord filed against him claiming my poor

father was responsible for bringing in those bedbugs? Thankfully I was up from Florida to intervene during this ordeal and my brother and I filed a counter suit against my fathers landlords. I negotiated with the landlords lawyer to have it dismissed - exhibit (D) - (p. 1, 2). Not you, your wife/my sister nor my father had any idea what had transpired before that hearing because you people had not yet arrived, and that's a fact. (2) Why was my father taken back to his apartment after spending several days in the hospital in and around 2013? Once again, why wasn't my father taken to your house that you own compliments of the taxpayers to recuperate? I will answer this to. Your pattern of behavior has shown that you and a few of my other siblings just don't care about my father's well being. Apparently you and the other "bad actors" you are associated with are more concerned with extorting government careers through cunning and devious tactics in order to prosper from the taxpayers. How many times has my poor father fallen or passed out over the last several years at his apartment? How many times did you and your wife/my sister or my other siblings provide him with safety in homes that you own?

You have a relative that provides safety and security for his mother in law within his residence because of her poor health and yet you or my other siblings "who own their homes" have provided no safety or security whatsoever throughout the years for my father as his health has been slowly declining.

(3) Why are rumors being spread by one of my siblings that I have access to my father's checking and savings accounts? I shall answer this also. I have no access whatsoever to certain checking and savings accounts my father has and never did. Only your wife/my sister and my other sister are on these accounts because my father showed me years ago exhibit (E) - (p. 1-4 ). In fact it was my father who alerted me that money was being taken out of his checking account and he had no clue who was withdrawing his money and why. Only until I did some investigating did we get to the bottom of who was withdrawing my father's money. My (2) sisters know who has been taking money from my father's account(s) since they are the only siblings that are permitted to have access. As for your wife/my sister I trust her but I do want to verify (trust and verify) how much was taken and how much was spent. If it's my other sister I trust her but I do want to verify (trust and verify) how much money was taken and how much was spent. Rumor has it that this sister has been putting my father's money under her husband's mattress with his "First Holy Communion" money for safe keeping. Of course one must "trust and verify" in order to prove such rumors. Also, several years ago I discussed with my father his complete finances and I know exactly what his income is and what his debt is. Simply put, if one is confiscating government jobs one can easily be confiscating just about anything and this is why "transparency" is so important in reforming law enforcement. Also, let it be known, I have spent more money on my father than all my siblings put together and even you know that's a fact.

Unfortunately Russ you have no idea who my father is nor do some of my siblings. My father is the last remaining family member of his generation since his side and my mother's side are now among my "ancestors". Believe me, no one knows more about the "Walsh and Schumacher" ancestors than myself and my brother Frankie. Did you know my grandfather Pop Schumacher was the last "chief of police" of Parsons? Do you know Pop became a sergeant with the Wilkes-Barre Police Department when Parsons and Wilkes-Barre merged around 1932? Do you or any of my other siblings know when the Walsh or Schumacher ancestors settled in Wilkes-Barre? Do you know what my grandmother's maiden (father's mother) name was? I can answer all these questions but I know you can't. You have no clue who my father is, who I am, nor my ancestors. While other Walsh siblings may be focused on money, prestige and racketeering, my personal goal is making sure that my father is celebrated and honored in the same tradition as my ancestors. Once again, what I am stating is based on material evidence that has been documented and recorded.

Finally, I would suggest my brother Frankie be in charge of my father's legal matters since he is the eldest sibling and has the same name as my father; thus carrying forward the presence and the spirit of my father. But if push comes to shove "any of my brothers" will do. Of course I would be the over whelming choice since I have more business and legal experience than all of you put together but this is not important as long as "all the Walsh siblings" represent my father's best interest(s). Also, I do not want to hear any nonsense that the alleged "living will" is the way my father wanted it. I talk to my dad on a daily basis and I have had some deep emotional discussions over the years with my father. It is obvious that my father was coerced and manipulated into signing any and all legal papers which of course are key ingredients of "racketeering". Furthermore, I have also been witness to the shenanigans you people have been getting away with pertaining to my father and of course the manipulation and financial abuse your kind has bestowed on the taxpayers. It's not only disgusting, it's revolting to say the least. As they say, there is no shame among thieves and I should know since I am a victim of your corruption as are many families and children in this country.

Russ, since we all know who wears the pants in your family please keep your distance from your wife/my sister so you are not intimidated by her potential "fits of rage" to these following questions.

Now ask yourself, how was I Russ Andress able to use and abuse the taxpayers in order to buy the home I now live in; how was I able to use and abuse the taxpayers in order to become a Pennsylvania state trooper; how was I able use and abuse the taxpayers in order to retire in 20 years when my poor father in law had to work more than twice as long to retire; how was I able to use and abuse the taxpayers in order to receive a "glorified welfare check" every month and live comfortably whereas those on "welfare" can barely make ends meet; how was I able to use and abuse the taxpayers in order

to get friends and family government careers with little or no effort on their part; how was I able to use and abuse the taxpayers in order to take on another full time career in an attempt to receive social security retirement benefits? Simply put, you and the other "bad actors" have used and abused the taxpayers throughout your entire working life and have produced nothing whatsoever but "ill gotten gains". These are some of the questions you must ask yourself and if you don't feel somewhat shameful after answering them truthfully, then my friend you most certainly need to be enlightened. Those of us that have become "victims" of government racketeering have been on a mission to eliminate nepotism/racketeering in order to "weed out the bad actors". Do not take this personally Russ, for I always told my father you're a pleasant fellow but unfortunately you're just another "bad actor" who has participated in the "culture of corruption". Once again, I'm just stating the facts.

Here is my "list" of what I need and what I expect : 1) Russ remove yourself from all legal matters pertaining to my father. You are not only a conflict of interest, you are not a Walsh 2) I want access to "all" my father's health documents and any other records you or my other siblings may have from Wesley Village Nursing Home. I also want all my fathers financial documents, legal documents and any other important documents associated with my father such as what happens when it's time for my father to join his "ancestors".

3 ) All is not lost, there is hope for you and the other siblings to make amends. Simply get my father out of that nursing home and make an effort in providing my father with a homestead of compassion. Start giving instead of taking. I used to tell my Dad if I owned your house or my other sister's homestead I would have him in better physical shape than even yourself. Unfortunately like many other coal crackers around here, you and a few of my siblings are blinded by greed and ignorance of "God's Law".

Also, I learned a long time ago from my junior high school wrestling days to running as a political candidate for Florida State Representative; always make the media your best friend because one might need them someday.
