HIGHER EDUCATION RESEARCH---HIGHER DEGREES OF RESPONSIBILITY AND ACCOUNTABILITY AS INDIVIDUAL” DR. DAVID CABABARO BUENO http://orcid.org/0000-0003-0072-0326 docdave3090@gmail.com Columban College, Inc. Olongapo City, Philippines

Olongapo City, Zambales, Philippines—June 1992 when I started my journey in higher education at Columban College, Inc., Olongapo City, where I completed my Bachelor of Arts, Major in General Science degree for only 3 ½ years (October 1995). While waiting for my graduation in March 1996, I enrolled in various professional education courses while having pre and in-service intensive trainings on the teaching of Biochemistry, Biology, Earth and Environment Science, Chemistry and Modern Physics at the University of the PhilippinesNISMED and part-time teaching jobs in various technical vocational institutes and colleges in the City. These professional experiences abetted me a lot in passing the Licensure Examination for Teachers (LET) in 1997. Few months after graduation, I was hired as secondary classroom teacher at the Basic Education Department of Columban College, Inc. handling Integrated Science, Biology and Chemistry from June 1996 to March 1997. To professionally equip myself more, I decided to enroll in the Master of Arts in Education, Major in Science Education program in the Graduate School of Columban College, Inc. where I finished in March 1998. During this time, I was transferred in the College of Arts and Sciences and Education of the College Department and was later appointed as Science and Mathematics Coordinator and Science Laboratories Custodian from 2000 to 2008. Even without plans of getting promoted to any higher administrative position in the College, I proceeded with my doctorate studies in Educational Administration at my Alma Mater and graduated in March 2000. Several months after graduation, I was invited by the Dean of the Graduate School to teach in the graduate school and handled specialization courses including research and thesis writing in the Master of Arts in Education program of the Graduate School. This started my graduate teaching career in the Graduate School of Columban College, Inc. In 2009, I assumed the Director for Research, Planning and Development and concurrent Coordinator of the Graduate School while in June 2010, I was appointed as Dean of the Graduate School and concurrent Director for Research and Publications Office of the College. 1

These new assignments provided me the opportunity to review the National Higher Education Research Agenda and to explore possible research topics and collaboration with government and non-governmental organizations and other HEIs. This was the start of my career in undertaking multidisciplinary researches. I have been invited also as speaker in various research-related topics and have presented research papers in various learned organizations and societies in the ASEAN. My professional life as community and research-oriented individual offered numerous opportunities as guest lecturer at the Graduate School of Holy Angel University in Angeles City, Pampanga, St. Joseph College-Inc., Olongapo City and Bulacan State University in consortium with St. Joseph College-Inc. and Bataan Peninsula State University in consortium with the Baliuag University in Bulacan. Because of the accreditation of programs, as Dean of the Graduate School, I took up Master in Public Management and Master in Business Administration in March 2012 and 2013 respectively to satisfy the accreditation requirements. These master’s degrees qualified me to take the Doctor in Business Administration program at the Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST), Manila and I am currently writing my dissertation. This again requires rigorous research and study of various aspects of the business environment. Furthermore, I believed that Research is the means of support of every higher education institution to realize its goal of superiority. As one of the quadruple functions of the Commission on Higher Education (CHED), aside from instruction, extension and production, research separates higher education from basic education; hence, it is expected that the research outputs produce new knowledge relative to science and society. Columban College, Inc., both as a mature institution of higher learning and as the seedbed of excellence not only in Zambales but also in the country, is producing quality researches through its Research and Publications Office (RPO) which I lead with the vision of producing relevant research outputs as evidenced in our journal publications. Research and Publications are the fundamental and basic functions of the College alongside instruction, production and extension services. It is highly expected that in the next years to come the RPO will generate and will contribute a lot of new knowledge to the global society. The RPO finds itself at the center stage as the College’s support unit in establishing a culture of research by providing research leadership, policy direction and the avenues/opportunities where research needs of faculty members/ personnel may be met; involving faculty members/ personnel in audit/program reviews; periodically reviewing research incentives that may be given to deserving faculty members/ personnel; and publishing research outputs of faculty members/ personnel and students both in the undergraduate and graduate levels. As the director for institutional research and publications, I directly report to the College President in coordination with the VP for Academic Affairs and Student Services and the VP for Administration and Finance. I supervise the museum curator, research coordinators of the 2

various departments and units, faculty-researchers, administrator-researchers and student assistants. I also take charge of promoting the research culture in the College, supervise the operations of the office which is tasked to undertake institutional researches, provide technical assistance to facilitate the development of research by the faculty and administrators of the various departments and units, publish the research output in the “CC-The Journal”, which contains the researches undertaken by the College, and supervise the Zambales Museum of Natural History. In 2010, I initiated the needs assessment to determine the research requirements and priorities of the various units and departments, prepared short-term and long-term institutional research plans, and assisted the faculty-researchers and administrator-researchers in the development of research proposals. I provided technical assistance to the other departments, programs, and units in the conduct of their researches. I likewise supervised the research training programs of administrators, faculty and staff including the preparation of training and education programs and the conduct of seminars and workshops. Moreover, as a research leader and director, I supervise the publication and distribution of the research journal, magazine and other research-related materials. I am responsible for establishing linkages, networks and strategic alliance with local, national and international organizations through collaboration and partnership. I also collaborate with government and non-government organizations for possible research grants and subsidies. These collaborations are strengthened through my memberships to various researchdriven organizations. I am an active lifetime member and board member of the Philippine Association for Graduate Education (PAGE III) since 2002 to 2011 and 2012 to 2014. I am a regular member of the Philippine Association for Teacher Education, Region III Chapter since 2003, Graduate Education Association of Chartered Colleges and Universities of the Philippines (GEACCUP), Region III in 2004, a lifetime member of PANASIA Training and Research Institute and ISO Development Education Institute, both in 2007. In 2010, I became a lifetime member of the Research and Educational Development Training Institute (REDTI) and editorial board member and regular contributor of the “CC-The Journal”. In 2012, I became a certified memberaccreditor of the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA). In 2014, I became a regular member of the Philippine Society for Educational Research and Evaluation, Inc., Philippine Society for Public Administration and Philippine Association of Institutions for Research, Inc. (PAIR). Furthermore, the International Organization for Research and Development granted my automatic membership for one year as a special benefit when I received the Best Paper Presenter Award in Bangkok, Thailand on January 29-30, 2015. Few months after, the Transcendence Academic Group granted my lifetime membership and the International Alliance of Research Enthusiasts (IARE) in April 2015. 3
