very day, I see pride and economic potential in our city. Over the past year, it has been inspirational to see the active construction and new businesses in the All-America City of San Pablo.
Positive 2015 changes in San Pablo continuing into 2016 include: • Community Center: expanding vital programs and services for all ages • Rumrill Complete Streets: making Rumrill business-, bike-, and pedestrian-friendly • Rumrill Sports Park: providing lit turf fields with facilities for local youth sports leagues • Job training: expansion of free and grant-funded job training for residents • Partnership with Contra Costa College to provide childcare for working residents • Plaza San Pablo development that will bring jobs, services, and private investment • Municipal Fiber Optic Broadband Services: a new economic tool under development by the City to be offered soon to all businesses and residents in San Pablo
In just three years, our unemployment rate has dropped from 17+% to 6.8%. You are helping make that change in San Pablo. I want to invite you to invest in this city however you can. From grocery shopping, or picking up a prescription, to organizing a casual soccer game at one of our parks, being out in our community stimulates our local economy and makes San Pablo the best city in West County to live and work. he main goal of the San Pablo Police Department (PD) is to make our city cleaner, safer, and to inspire community pride. That is a goal we share with all of you.
One of the basic values of law enforcement is service. It is our guiding value as we work with you to make a positive impact on economic development in the City. When a business opens their doors, we welcome them and continue to work with them to address any issues affecting their business. The San Pablo PD works with and for the community to prevent and minimize crime, and build an environment geared towards economic development. We believe the presence of safety ultimately leads to economic expansion and stability. As businesses do well, more jobs come to our city. As police and citizens work together, neighborhoods come alive and property values increase. Community and business members have shared with me how they welcome the PD’s assistance, appreciate the positive impact our officers have with youth, and are thankful for the PD’s dedication to solving problems, educating the public, and improved communication through technology. This story is about love between a father and a child not of his own blood, but of his own will. Jeff Jerge, a San Pablo native and small business owner, had a housekeeper in 2007 who brought up the topic of her daughter’s wish to provide a Christmas present for her two-year old son. Not thinking twice, Jeff and his wife Kim, passed along a gift to the little boy. About a month later, the mother asked if Jeff and Kim would like to meet her son. “The instant I laid eyes on Abraham, I was in love,” Jeff recalls with a big grin. As the months went on, Jeff and Kim who wanted to start a family of their own, took care of little Abraham more regularly as the mother went through tumultuous times until there came a point in which Jeff won custody of Abraham when he turned four. As for the risks that Jeff took on, he states emphatically, “I won’t ever think twice about doing it all over again. Adoption is a hard process, but my life has been better for it.”

Abraham is now ten and loves to bike, play baseball, compete in science fairs, and eat Mexican food, particularly lengua burritos. So consider this holiday season to become a foster parent. What drives J&M Auto Repair is heart – commitment that stems from an unparalleled partnership. When the San Pablo EDC did J&M Auto’s one-year anniversary ribbon cutting in April 2015, there was a notable coming together of the community. What makes J&M so special? As high school sweethearts in El Salvador, Jose wanted to become an auto mechanic and Marlene wanted to become a nurse. After getting married, they immigrated to the US in 1997 to pursuing their dreams. Very quickly, Marlene realized it would take them working together for Jose to become a mechanic and start his own business, so enrolled in business development classes at Mission Economic Development Agency (MEDA) in San Francisco. Together, they completed a business plan and built a network of support. Marlene and Jose opened J&M Auto Repair last year. They work in partnership with each other and with fellow San Pablo businesses. Marlene shared, “We are an example of an immigrant family chasing after the American dream. You learn many things along the way, especially from your mistakes. Never let these experiences form barriers between you whatever you dream of doing. Language was the hardest obstacle for me, but I remained strong, and ignored people who laughed at or doubted me. Never be fearful of failing and always express your thoughts and ideas. 2 oz olive oil 1 tsp fresh garlic ½ lb mussels ½ lb Manilla clams 2 large tomatoes chopped Fresh chopped basil for garnish ½ tsp chili flakes (optional) 2 TB butter 8 size 16/20 prawns 10 oz pacific red snapper cut into pieces 10 oz salmon or mahi-mahi ½ lb calamari squid cut into rings 4 scallops (size u-10)
3 oz white wine 3 oz chicken broth ½ lb cooked al dente linguini pastacaldo de pescado o pollo. Heat olive oil on medium. Add garlic until just fragrant. Add mussels and clams, and sauté for about 10 seconds follow with 2-3 fresh chopped tomatoes, fresh chopped basil, and chili flakes, if desired. Add salt & pepper to taste. Then, add butter to pan until melted. Follow with prawns, snapper (cut in pieces), salmon, scallops, and calamari squid stirring well after each incorpo-
ration. Add white wine & chicken broth. Sauté for 3-5 minutes on medium heat. Add the al dente pasta to the seafood and sauté together for a couple of minutes, allowing the sauce to come together. Layer whipped cream on pan, then add lady fingers dipped in espresso coffee. Layer soaked lady fingers and add another layer the whipped cream and add another layer of soaked lady fingers and another layer whipped cream. Add chocolate powder on top. Let it sit in refrigerator for 24 hours.

Does Your Dog Suffer From A Torn Anterior Cruciate Ligament (ACL)? Dr. Michael Evans at Animal Care Clinc has been performing orthopedic surgeries for 30 years and TLPO surgeries, specifically, for over 8 years. If your dog has been diagnosed with a torn anterior cruciate ligament (ACL), you will probably be considering surgical treatment options that may include a tibial plateau leveling osteotomy (TPLO). The procedure is tough enough to say, let alone understand! When a dog tears its ACL, every time the dogs goes to stand or put weight on the leg, the femur rubs on the back of the tibia. This rubbing causes pain and inflammation, which is very uncomfortable. This is why most dogs with a torn ACL will not even put any weight on the leg, or if they do, they will just toe touch the leg to the ground. Q: “Does my dog really need surgery? I read that they’ll do just fine without surgery.” A: Published data suggest that approximately 15% of dogs will recover reasonably good clinical function without surgery. Most of those dogs will be small breeds, under 15-20 pounds of body weight. Those that recover normal function tend to do so within 4-6 weeks after they first become lame. For the majority of dogs, surgery is the only way to return them to good function, period….. not waiting or medications or herbs or physical therapy or wishing or hoping! Q: “Which patients will benefit from TPLO?” A: While the procedure can be performed on just about any patient, including small dogs and cats, TPLO seems to be most applicable to larger breed, active dogs. Although some surgeons have differing opinions, most feel that smaller dogs will do equally well regardless of what procedure is performed. In general, dogs weighing over 45 pounds (20 kg), especially if they are very active, will benefit the most from TPLO. Q: “What is done during surgery? How do you repair my dogs leg?” A: TPLO surgery involves an osteotomy (removal of a little bit of bone) to readjust the tibial plateau to an almost level surface. This helps provide a stable knee joint. The new plateau angle also reorients the posterior cruciate (pcl), allowing it to function as both the (new) ACL and PCL. The new joint is held in place with a bone plate and screws during the healing period, typically 3 months, and generally does not require removal. Q: “Why is TPLO so costly, especially when compared to other cruciate repair surgeries?” A: TPLO requires specialized equipment including a motorized bone saw with a specially-designed curved blade, a surgical stainless steel bone plate and 6-9 bone screws, between 4-6 x-rays, a significant investment in training on the part of the surgeon, and up to 2-4 hours of preparation, surgical and recovery time for each patient.
