SHAW Clipper Staff Writer WOODS CROSS — As if English-derived words aren’t hard enough to spell, with their silent letters and their exceptions to rules, try an English word adapted from Algonquian or Hawaiian or Russian, or one that started as Greek and then went to French and now is English, or a Latin-influenced Portuguese word from an Arabic phrase. Words like Tuckahoe, kahuna, sputnik, parallax and albatross were words tackled by elementary and junior high students at the Davis Clipper Spelling Bee Wednesday. In the end, after two-plus hours of tension for both the students on stage and their parents in the audience, first place honors went to Matthew Perry, a seventhgrader at Millcreek Junior High. SALT LAKE CITY — Amid all the controversy swirling around HB477, a bill regarding the open records law known as GRAMA, two lawmakers from Davis County were called back into service for a special work group on Wednesday. They will continue to meet for the next few weeks. Monday, Gov. Gary Herbert announced he was calling a special session for Friday to consider a recall of the hot-button bill. Rep. Steve Handy, RLayton, and Sen. Stuart Adams, R-Layton, were among participants representing multiple stakeholders who were challenged by the governor to find a viable solution to HB477. “I was quite pessimistic (of the group) because of the venom and vehemence out there,” said Handy.“But I met people with much goodwill who want to work for finding a plausible solution.” The committee includes lawmakers, citizens and media representatives, all who have an opinion on the bill. “I’m hopeful we can get something done in the next few weeks,” said Handy. “We’ll agree on some things, and not agree on others.” HB477, which restricts some public access to government records, met with harsh criticism as it seemed n See “DAVIS” p. Pair sentenced on child sex abuse charges

FARMINGTON — A Bountiful couple have each been sentenced to 15 years to life in prison on child sex abuse charges. Second District Judge David Conners sentenced Penni Barry, 36, and Michael Ray Barry, 45, on Tuesday, after telling the couple, if the law allowed, he would have imposed harsher sentences on the pair. The two were arrested in October 2010 after Penni Barry’s daughter, then 14, told a therapist the couple had been sexually abusing her, and had been since she was 11 or 12 years old. Last month, Penni Barry pleaded no contest to firstdegree felony sodomy upon a child, and Michael Barry pleaded guilty to first-degree felony sodomy of a child. The victim is now in state custody and is being treated. She spoke at the hearing, saying,“There is not a place in hell hot enough for you,” adding she still feels dirty.

Syracuse man charged with assault

SYRACUSE -- A Syracuse man appeared in court Monday, charged with assault after he allegedly hit a woman. Cord David Hamson, 34, is charged with two thirddegree felony counts of aggravated assault and domestic violence in the presence of a child, and class B misdemeanor counts of intentional damage to property and interruption of a communication device, following the March 19 incident. Police say officers responded to the home to make a welfare check on a 23-year-old woman.They found her beaten. Police say that when they interviewed Hamson, he admitted to hitting the woman and prohibiting her from calling 911. She was taken to a hospital for medical treatment. Hamson will be back in court March 31.

Smoke from home leads to drug arrest

LAYTON — A response by firefighters to smoke coming from a home here Tuesday, led to the arrest of a 26-year-old man on drug charges. Emergency crews were called to a home at 182 E. Diamond Ave., at about 7:30 p.m. According to a press release, a Layton patrol officer noticed a vehicle leaving the burning house at a high rate of speed and stopped the car on an equipment violation,. Police say they found multiple ounces of methamphetamine and a ounce of

heroin, along with scales, baggies and paraphernalia inside the vehicle.They arrested Joseph Williams and booked him into the Davis County Jail on charges of possession of a controlled substance with intent to distribute and possession of paraphernalia. The Davis Metro Narcotics Strike Force provided assistance and obtained a search warrant for the residence,where they allegedly found three-quarters of a pound of meth, an ounce of heroin, hallucinogenic mushrooms, a small amount of marijuana and some illegal prescription pills. Firefighters discovered some food had been left on a hot stove, which had started to burn, producing the smoke that brought emergency crews to the home. Williams posted $10,000 bail and was released from jail.

One killed, one injured in rollover

LAYTON — A single car rollover early Wednesday morning resulted in the death of a Layton man and injuries to a Clearfield man. The Utah Highway Patrol reported the accident took place just after midnight on the I-15 off-ramp at the Hill Field Road exit, when driver Brandon Moke, 21, Layton, ran off the left shoulder of the off-ramp. Moke overcorrected and skidded onto the right shoulder.The vehicle continued to slide and rolled off an embankment. Moke was killed at the scene, troopers say. A 22-year-old passenger, Dustin Morris from Clearfield, was taken to an area hospital with injuries. Troopers indicate alcohol and speed may have been factors in the crash. However the investigation is continuing.

Centerville police change to navy blue

CENTERVILLE — After 36 years of wearing light blue shirts, Centerville police are now wearing navy blue shirts, similar to those of their counterparts throughout much of south Davis County. Officers made the change Wednesday. “Centerville Police (department) has close relationships with all local police departments who have also adopted a similar uniform,”said Centerville Police Lt. Paul Child. “Agencies in the south Davis County area are often required to back each other up.The officers felt that when they responded to a call with other local agencies, having a similar-looking uniform brought with them a sense of unity and purpose, while still maintaining the individuality of the Centerville patch and badge.” The light, or french blue uniform, was adopted by

then-Chief Clifford Russell in August of 1975. At that time, the department wore the patch made famous by the San Francisco Police. Child said Russell received permission from the San Francisco Police to use their patch design with Centerville Police written on it. In 2002, Chief Neal Worsley changed the patch design to the current patch. The cost of replacing the uniforms was paid for by donations from two area businesses and an anonymous donor.

BOUNTIFUL — The United Women’s Forum is inviting concerned citizens – especially parents with children in junior high and high school – to come to a meeting on gang awareness. County initiates study of corridor alternatives

FARMINGTON — The Davis County Commission has hired Ecotone One environmental engineers to study the three main alternatives being considered for the West Davis Corridor. A $17,000 contract will tentatively be paid from corridor preservation funds, said County Commissioner John Petroff Wednesday afternoon. Details were to be worked out by next week. “As we met with UDOT (Utah Department of Transportation) officials, they said 6,000 comments have already been submitted by residents and other groups,” Petroff said. “One thing expressed to us was that most of these comments are being more of a personal or opiniontype nature,” he said.“We need to have comments that deal with the science of making a determination of

where the corridor should go.” UDOT is required to look at all of the 404 permit guidelines. “As we make comment, we want to make sure it is appropriate to the law they (UDOT) have to follow,” he said.“Rather than ‘if they put this highway in it will cut this neighborhood in half, reduce property values. That’s true, but it’s probably not significant in decisionmaking. “But if we come back and say we hired an expert,” then certain other points can be brought forward, Petroff said. For example, if it can be determined that some areas are wetlands only certain times of the year because of agricultural content, then they don’t qualify as wetlands – and not available for road placement, he said. “Then when they do evaluations of the corridors, it gets higher numbers” as provided comment or infor-

mation. “They (UDOT) came up with their three corridors. Based on the original corridor, they had a tremendous amount of wetlands.We’re saying that’s not true,” Petroff said. “It’s only wet because of land drains, from farmers, When the drains are off, it dries up,” adding such information needs to be verified by a study. “The reason I really pushed hard on this is because I feel the citizens of Davis County are looking to us as leadership in the county to get this highway back where they believe it belongs,” Petroff said. “There’s a great deal of stress among a lot of people. They really want this highway but think it’s very important to have it in the right location. I believe that as well, and we’re pushing hard to get that done,” he said. Mayors from cities along the corridor, including Farm-

ington and Kaysville, are reportedly behind the commissioners’ effort. “We’re submitting a preliminary comment (for the March 25 comment deadline), and they’ve (UDOT) agreed it’s fine to flesh out the details of our comment in the next couple of weeks or a month.They have so many comments they have to respond to,” in the meantime, Petroff said. Of the 6,000 comments, he said “that is a very significant number of adults in the county taking the time to write a comment.A lot of times people get riled up, stomp their feet, want things changed, but don’t write. “But 6,000 people took the time to do that (comment).That’s a significant amount.That was another reason I felt it was so important to do something from a professional standpoint, be engaged as much as we can be,” Petroff added. tbusselberg@davisclipper.com

DAVIS COUNTY — It’s been a rough past several years, but there appears to be signs it’s on the upswing. That was the cautious message from Sterling Jenson,Wells Fargo Capital Management Intermountain Region manager,Wednesday. He was the keynote speaker at an economic development forum held at the West Point City Hall. “It’s the two year anniversary of the stock market recovery,” he said, noting how the Dow Jones average had fallen to 7,400 in March 9, 2009, and is now above 12,000, with similar increases for other stock indices. He spoke of the “Armageddon Hypochondrial” period when panic was high and such statements were being made like “banks are broke, consumers won’t spend,” and the “government is out of control.” “We have had a couple of ‘Black Swan’ events, lately,” from the Japan earthquake and tsunami to “all of the civil unrest in the Middle East.” But it has helped create commodity inflation spiraling upward, especially for food and gasoline, among other staples, Jenson said. “There are all of those uncertainties in Washington,” he said.“A $1 1/2 trillion deficit is unheard of,” coupled with the Federal Reserves $600 billion funding stimulus that is intended to create jobs. There will be growth, but it will be limited. “We will grow maybe 2 percent compared to 4 percent in gross domestic product,” Jenson predicted,“but I think it will probably go to 4 percent.” However, he added that typical GDP growth has been slower over the past decades because the workforce is not expanding as much.

In the 1970s and 1980s, for example, many “baby boomers” were coming into the labor force, along with a growth in the number of women working out of the home. “Prices have collapsed 50 percent in some areas,” for housing, Jenson said. He cited the case of his son who was able to buy a five-year-old 3,000 square-foot finished home in the Detroit area for $184,000 that cost more than $300,000 new. Personal income tax receipts fell by one-third, nationally, while corporate tax revenues fell by almost two-thirds, from $400 billion to $160 billion, he said. And while economic times aren’t stellar now, there have been similar recessions within the past 30 years, Jenson emphasized. He read a quote from a 1992 issue of Time Magazine that sounds like it could’ve been written today: “The U.S. economy remains almost comatose. The slump already ranks as the longest period sustained weakness since the Depression. “The economy is staggering under many ‘structural’ burdens, as opposed to familiar ‘cyclical’ problems. “The structural faults represent once-in-a-lifetime dislocations that will take years to work out. Among them: the job drought, the debt hangover, the banking collapse, the real estate depression, the healthcare cost explosion, and the runaway federal deficit.” Those past recessions can offer Davis County residents hope for a more positive economic future. By decade’s end, for example, the federal deficit discussed in the Times article had been totally erased due to the fact that the economy turned around. tbusselberg@davisclipper.com

Don’t forget to nominate Mom for this year’s awards BY MELINDA WILLIAMS Clipper Staff Writer In today’s hectic world it’s often easy to put things off until the last minute. But when it comes to nominating your mother for the Clipper’s Mother of the Year, that last minute is coming up rapidly. Each year mothers are chosen from cities throughout Davis County for the recognition. The moms chosen are then feted at a luncheon and

given a bag of goodies. That luncheon will be held on May 4. Each mother will also have her story featured in a special section of the Clipper on May 1. Moms are special. They’re always there to tie a shoe, wipe a tear, help with homework and see you off on that first big date. But they’re also the one most of us turn to when we need that special listening ear, when no one else will do. They give so much, so this

time of year is a good time to recognize them for all they do. In the past, the Clipper has seen young moms and not so young moms, moms with lots of kids and those with only one or two, moms who are active in their community and church and those who have given in some extraordinary way to their family. There’s been heartwarming stories of moms who have been there to nurse their husband or children back to health after an illness or acci-

dent. There have been moms who have had to battle back from illness themselves and moms who have managed to raise their family on their own. What they all have in common is a giving heart, something special to mothers. The women are often nominated by a child or husband. But other nominations have come from other family members, friends or neighbors. While only one Mother of

the Year is chosen from each city, every nominee deserves the title. The deadline for submitting nominations this year is 5 p.m. on April 1. Val Verda may see more horses, chickens Vet not asking for help with wall visit

BOUNTIFUL — Harkening back to decades past, the Val Verda area of Bountiful could be seeing more horses and chickens, soon. That’s thanks to a groundswell of interest from about two-dozen owners of large lots, there, coupled with planned zoning changes. At a public hearing during Tuesday evening’s city council meeting, support from residents was strongly in favor of the change. It would change from SingleFamily (R-4) and SingleFamily (R-3) to Single Family with domestic farm animal keeping (R-1) for multiple properties. “I feel it’s really important to maintain the agricultural heritage of Val Verda,” said resident JoLynn Wilson, who has lived there for 44 years in one of the “original” homes. “Val Verda could change drastically, go high density, cement over topsoil,” she said of the potential if the zoning change isn’t approved. “I would like to retain what little rural charm we still have in the city,” said Corey Peterson.“I didn’t realize there were so many who had animals nearby.” That’s thanks to grandfathering which has allowed

Kathy Thurston, who lives in a home built in 1917, recalled how at one time there were 5,000 chickens there. “We had chickens, horses and ducks. I’d like to see it stay that way, People come

There were a lot of horse owners.We haven’t had a lot of problems,” Thurston said. “We heard some (residents who oppose the change) in the past,” said Mayor Joe Johnson.They raised such issues as animals being too stinky or drawing too many flies. Wilson said a loosely-knit organization has been set up of the 23 or 24 landowners interested in having animal rights, noting they’d be “happy to help with any objections.”

“Distance restrictions” will be included in the revised ordinance, said City Manager Tom Hardy. For instance, animals would have to be kept a certain distance from homes and fenced if next to a neighbor’s lot.A barn would need to be at least 200 feet from another home. Those wishing to participate can be included, while other property owners, even if their lots are large enough, may not be interested, he said.They could petition to be included later. “This is typical of what other cities have done,” said City Planner Aric Jensen. The rezoning would be part of 2009 Land Use Master Plan recommendations for Val Verda lots of one acre or more. City Attorney Rusty L. Mahan said he will have the proposed ordinance ready for council discussion at the April 5 meeting. The ordinance would apply only to Val Verda, where large lots of one acre or more were typical until a few decades ago.

DAVIS COUNTY — He’s just hoping to give, not receive. Larry Kerr, the Vietnam veteran who is collecting items to bring to the Vietnam Memorial in Washington, D.C., is not seeking monetary donations for the trip as was previously reported in the Clipper. The donation by the Bountiful Rotary was the idea of the Rotary. Kerr, who served in Southeast Asia and Vietnam from July 1966 to July 1968, had his 20th birthday during the Tet Offensive

on Jan. 31, 1968.After the North Koreans captured the U.S.S. Pueblo, he and a squad from his unit were flown into Korea to support Kunsan and re-open Taegu air base. He is offering to take letters, medals, or other mementos from community members to the Vietnam Memorial when he travels cross-country to make the trip on April 18. UTA approves fare hikes; won’t be felt immediately Clipper March 27, 2011

Final round of bidding set at NSL city hall BY JENNIFFER WARDELL Clipper Staff Writer NORTH SALT LAKE — There’s one last chance for residents to get their own piece of the city’s past, or at least a nice gentlyused desk for their home office. The city will be holding a final round of silent bidding on items remaining in the old city hall, including desks, shelves, artificial plants, and other items. The building will be open for residents to walk through March 28-30 from 4:30 to 6 p.m., after which bids should be put in a sealed envelope and delivered to the new city hall building next door.Winners will be notified when the bids are opened March 31. This round of bidding will be the last activity seen by the old city hall building, which is expected to be demolished sometime in April. “We’re in a beautiful place and we really like it,” said North Salt Lake City Recorder LaRae Dillingham.“But for some of us who have been here awhile, it will be kind of sad to see the old building go.” Everything in the old building is available for silent bidding, including several fabric covered chairs and at least one moveable office desk. For the more adventurous, there are also three offices with built-in desks that can be removed. “Quite a few people have taken those out and been pretty successful,” said Dillingham.“If someone were to come in and take those out, it would be a really good thing.” Bids are due at the new North Salt Lake City Hall by 5:30 p.m. on March 30. The city will open the bids March 31, and notify the winners to come pick up their items. The old North Salt Lake City Hall, which was constructed in 1985 and added to later to accommodate city growth, is expected to be demolished in early April. Transit fares will be going up May 1 for UTA riders along the Wasatch Front, but riders will not feel the pinch right away. The Utah Transit Authority board raised its basic fare by 25 cents on Wednesday. However, a 25 cent fuel surcharge will disappear, leaving the fare riders will pay the same, for now. The plan approved basically follows changes proposed in January and calls for base fares on buses, FrontRunner and TRAX to gradually increase over three years, with changes to take place on May 1, 2011, April 1, 2012 an April 1, 2013. Under the plan, the adult cash rate remains at $2.25 through 2012, when it goes up to $2.35 and in 2013 to $2.50. There was one major change in the proposal.

Instead the board lowered the rate to $50 per month, with the first hike to take place in April 2012, said UTA spokesperson Gerry Carpenter.

Seven public hearings were held during February throughout northern Utah to garner input on the fare hike proposal, including one in Farmington, but they were reportedly sparsely attended. The board also approved a change to the fuel surcharge system, which cur-

rently temporarily hikes fares by 25 cents whenever diesel fuel prices remain above $3 per gallon for the prior consecutive three months. Beginning April 1, those charges will be triggered when diesel reaches $4 per gallon, Carpenter said. The first time riders could see an increase in the fuel charge would be July 1, and then only if diesel prices rose to $4 and stayed there between April and June UTA is also looking at a new system of basing fares on distance, rather than a flat fee. Carpenter said that many customers who attended public hearings on the proposed fare hikes talked about charging fares in this way. Distance-based fares is the direction UTA is moving with its electronic payment system on FrontRunner, where riders tap in say in Farmington, and tap-off

in Salt Lake.The system knows how far the rider has gone, Carpenter said. “The average distance is 8.6 miles per rider,” Carpenter said, explaining a system based on distance would be much more fair to those who live closer to their destination. He said some other transit agencies are already operating with that type of system.“As technology improves I see more (transit agencies) heading in that direction.” He said over the next few years UTA will be revamping its entire fare plan. With gas prices again on the rise, Carpenter said UTA is already seeing ridership increase. n his inaugural address, Pres. John F. Kennedy said,“Ask not what your country can do for you.Ask what you can do for your country.” Today we ask,“What’s in it for me?” And that’s a problem only enhanced by the negativism and fear of the socalled Tea Party crowd so prominent in the Republican crowd and the most liberal-wing of the Democratic Party. Both sides see compromise as a repudiation of principle instead of a means of meeting a challenge. By Bryan Gray Their attitudes have permeated our society. We can’t increase the tax on wealthy because they create jobs. We can’t place the sales tax back on food because it hurts the poor. We can’t make rational adjustments to Social Security and Medicare because that would impact senior citizens. We can’t remove or reduce tax deductions and exemptions because that would hurt young families. We can’t save taxpayer money through cuts at NASA because that hurts workers in Brigham City. And we can’t cut farm programs because that will harm residents in Salina. Yet we still want to lower the class sizes in our public schools and have a wide curriculum offered at each site. And we prefer to have our state offices opened

five days a week. And we still want cheap or free entry into our national and state parks. And we want more highways and local road projects to make sure our driving is convenient. And we want to buildup Hill Air Force Base because we need a strong military presence, both for national security and a thriving local economy. We want government to cutback but we don’t want to feel any pain. If all of us took a small “hit” in the pocketbook and demanded that government also cut back, we could start patching the looming crisis in which we already borrow more than 40 cents of every federal dollar spent. But we cannot solve the problem by taking protective economic classes off the cutting board and demanding that someone else makes the sacrifice. The median family income in Davis County is $67,000. Donald Trump may scoff at it, but it hardly makes us destitute. Economists agree that the budget deficits can only be plugged through a combination of government cuts and tax increases. Yet few leaders will step up to the plate. Mention a tax increase and the Tea Party rowdies will grab their axes. Mention cuts to social programs and some liberals will paint you as mean and hard-hearted. Democracy is messy. But to solve the challenge of the deficit, we all need to get our hands dirty and stop listening to the ideologues ranting on radio and TV talk shows.

with each other. The computer programs pronounce things differently. “I think it’s amazing they can do this well,” she said of the kids, adding that when she was in school,“we had 20-word spelling lists in our classes. This is pretty impressive.” Besides the trip to Wash-

The biggest challenge is not

making it so transparent that people lose their personal privacy.That’s the balance.” GRAMA was created some 20 years ago and Adams said times have changed dramatically since then. “We’re dealing with a different era,” he said. “When GRAMA was done, people

were carrying around a Day-Timer and those were considered diaries, which were protected. Now we have text and email.” Adams said he believes most legislators don’t mind having the public look at their communications, but when it gets into personal messages there is a fine line. “When the search

In honor of General Conference weekend, Deseret Book is holding free concerts by LDS performers Cherie Call (at their Bountiful store) and Mercy River (at their Layton Hills Mall store) on April 2 from 6-8 p.m.There will also be authors doing book signings at both stores, starting as early as noon in Bountiful and at 4 p.m. in Layton. At the Bountiful event (located at 135 N. 545 W.), cooking is the literary theme. Sara Wells and Kate Jones coming from noon1:30 p.m. to sign their recipe book “Our Best Bites” The book came from a recipe blog of the same name, which includes such ideas as little individual pies made and stored in miniature jam jars. From 4-5:30 p.m., Deanna Buxton will be coming to sign her “Worldwide Ward Cookbook: Secret Recipes,” which is compiled of submissions from all 50 states and 32 countries. FRUIT HEIGHTS — It’s not so much a pageant as a chance to show what young women are really capable of. Fruit Heights resident Sarah Oldham showed that when she took the top spot at the state’s Distinguished Young Women Program, held earlier this month in Salt Lake. Formerly known as the Jr. Miss Pageant, the program changed its name

as part of an effort to focus on the educational and life skills aspects highlighted by the competition. “They wanted to let people recognize that this is a scholarship opportunity,” said Derena Bell, one of the directors of the Davis County program. She added that the change was initiated on a national level. Oldham will go on to represent the state at the national competition in Alabama this coming June, won in four of the five judg-

ing categories including scholarship, self-expression, interview, and talent. For her talent, she performed a violin solo. Despite that list, Oldham wasn’t the only young woman from Davis County to be recognized. North Salt Lake’s Camille Folsom was the second runner up, and won in fitness and selfexpression. Morgan Bronson, also from North Salt Lake, was named the fourth runner up (there are generally four

runner ups named) and won in the talent and scholarship categories. SYRACUSE — Three students from Syracuse High won first place in three VEX Robotics competitions recently. Tanner Nielson, Jamison Nielson and Jon Malano will now go to the VEX World Competition in Florida and to the National Competition in Houston, Texas, where they will represent Utah. Students who compete build innovative robots, learning teamwork, academic and life skills at the same time, according to sponsors. The Syracuse team competed in Las Vegas against 28 teams who have had 10 years of experience in robotics. One of the teams they beat had placed eighth in world competition last year.

BY LOUISE R. SHAW Clipper Staff Writer BOUNTIFUL —When the shaking stopped, Akiko Kubota’s floors were covered in broken glass. Dishes and glasses were shattered in the sink and on the table as well. A friend of hers had a refrigerator tip over, another had a television set fall to the ground. Overhead lights shattered to the floor in some homes. Even at their homes in Tokyo, the shaking from the earthquake on March 11, though it was miles away, caused a great deal of damage. And in the days after the quaking stopped, it was hard to get bread, hard to get water, hard to take a train somewhere without having hours of delays. Kubota is in Bountiful now with her two children, glad to be away from the problems, but worried about the future. This is her second year visiting Utah, a trip she schedules during the three weeks that her son’s school is closed in Japan for spring vacation.

Donation of books helps Eliza’s Library BY LOUISE R. SHAW Clipper Staff Writer

BOUNTIFUL —Eliza Williams has always loved reading. And when she started spending a lot of time in the waiting rooms at doctor’s offices and hospitals, her family started bringing their own books to read with her as they waited. Eliza has metachromatic leukodystrophy (MLD), a genetic disorder that affects nerves, muscles and organs, and for which their is no cure. As they have cared for her, the Williams family has organized “Eliza’s Library,” by which they hope to set up libraries in places that will benefit children needing care and others. Students at Boulton Elementary School in Bountiful contributed to their efforts this week, by donating 80 books to the family for use in more libraries. The donations came about after a fund-raiser by the student council, where students could send

Valentine wishes for a small fee. Eleven hundred Valentines were sent, which netted over $400, which, with the help of a discount from Barnes & Noble, became 80 books. “They’re seeing a different side of leadership,” said Laura Bond, principal at Boulton, of the focus on giving and sharing by the school’s student leaders. A January student council project benefited the nearby Life Care Center, as pictures created by students were delivered to brighten the days and walls of residents. Williams told the 12 students gathered to present the books, that so far over

22,000 books have been collected and donated. The new libraries can be found in places as diverse as the Road Home Women’s Shelter and the Davis Diagnostic Resource Center, elementary schools and dental clinics. They are also in facilities in six states, a school in Kenya and the Village of Hope in Ethiopia. The Williams family hopes the libraries will be a way to honor Eliza, help others develop a love of reading and spread awareness about MLD. BOUNTIFUL — The new downtown Bountiful Zions Bank is now open, and was toured by the Bountiful mayor and city council and city officials, Tuesday evening. “It’s exactly what we wanted on Main Street. It will definitely be wonderful,” said City Manager Tom Hardy. He also pointed to the expanded, more convenient drive-through service, something more of the public seems to appreciate. “We have a long legacy of over 100 years in Bountiful,” said Bank President and CEO Scott Anderson. He pointed to new technology, including an electronic information board in the lobby, only the second to be installed in any Zions branch. Referencing the site’s long history as a bank, including before it was purchased by Zions, two historic safes that aren’t produced today were retained. Anderson also said he hopes community groups will take advantage of conference rooms to hold small events, offered at no charge. “It’s pretty exciting, just a little bit from being done (on the exterior),” said Bountiful Council member

Bountiful Mayor Joe Johnson praised the new building and the bank’s willingness “to build a new building, given the economy we have. “I think it’s definitely a help to our Main Street to have that kind of a building put in,” the mayor said previously.“It makes the corner nicer, going along with the historic tabernacle and fountain at the Post Office” across the street to the south. Private banking and executive banking offices are also included, along with Zions Direct investment advising. Legislators share successes, frustrations of recent session BY LOUISE R. SHAW Clipper Staff Writer CENTERVILLE — Davis County legislators and guests presented a recap of the legislative session that just ended to members of the Davis County Republican Women (DCRW) Wednesday, highlighting a variety of accomplishments and explaining the complications of an unpopular measure. "We very rarely get the opportunity to choose between good and bad,” said Daniel Thatcher, a freshman senator representing District 12. “We choose between slightly better and not quite as good, or between bad and really bad,” he said, adding that it’s difficult when everyone can’t be an expert on every single issue. Many who spoke, including five representatives from Davis County, expressed frustration over the negative attention given HB 477, an amendment to the state’s GRAMA bill, when so much good was accomplished during the session. “We funded the growth in education spending for the first time in three years,” said Rep. Jim Nielson, RBountiful. “We didn’t raise taxes, we eliminated almost all the structural deficit,” so that the state budget is funded with on-going revenue rather than one-time dollars. Nielson was especially pleased that he was able to assist in defeating bills that would have raised the sales tax on foods. Rep. Roger Barrus, RCenterville, talked of how Davis School District was facing a $2 million loss at the beginning of the session, but in fact got an $11 million increase in funding. Legislators were able to increase education funding 2.2 percent over “even what the Governor recommended,” he said. Working with the federal government to utilize public lands to the benefit of the state’s education fund and even working to have the land turned over to the states for domestic energy production is also an effort

He overcame cancer at the young age of 12 and battled multiple life-long health problems. Though he never complained and all these never held him back. He earned his Eagle Scout and became a member of the Order of the Arrow and worked summers at Tomahawk. He went on to attend SLCC. When his health finally caught up to him in July of 2010, and the news that he had congestive heart failure came after a near death episode, he rallied again. He went on to live life more energetically than ever. He finished his Associates

he continues to pursue. Rep. Curt Oda, RClearfield, spoke to the attention garnered by his feral animal bill which, he said, didn’t say anything about cats or clubbing or beheading. Since a reporter from a national wire service included those words in a story, Oda has received six death threats, one from as far away as Belgium. He talked about the concerns over immigration law and defended the need to keep communication with constituents private, as the changes to the GRAMA would have allowed. “We’re the bad guys again,” he said. “But a lot of the changes are actually necessary.” Thatcher addressed the need to keep funding for public safety. “We assume we’ll be safe, but we cannot make that assumption any more. We were faced with the very real possibility of releasing prisoners,” he said, adding that at Point of the Mountain, “nobody is not violent.” “Please share with your neighbors the importance of supporting public safety,” he said. “There’s no PTA, no lobby...just men and women that go out every day and protect us.” Rep. Steve Handy, RLayton, was appointed to the study group looking at the controversial HB 477, and said the bill will likely be repealed, but that something needs to be done. “We believe absolutely that what goes through public devices and computers are public record,” he said, but that what goes to private

devices is another, very sensitive concern. “We have to be really thoughtful about these things. Everyone agrees the public has the right to open government, but there are private things.” Many of the representatives criticized the press for its role in igniting the issue, but expressed the hope that working with media representatives would bring about needed compromise. Rep. Julie Fisher, R-Fruit Heights, was the concluding legislator to address those gathered at the luncheon. With a brief mention of her successful bill to correct an 80-year-old error in the state flag, she spoke of a bill she sponsored that addressed the $13 million UDOT payout recently uncovered. Her bill requires that financial settlements by UDOT of over $100,000 be approved by the state Transportation Commission. “Taxpayer dollars are precious,” she said. Nielson shared his philosophy with those gathered for the luncheon in saying, “I do not strive to make the popular choice as much as I strive to make the right choice – but hopefully they will coincide,” he said. “I do not need to be the representative of the 19th District as much as I need to go to sleep at night and know what I did was right.” Kendalyn Harris, president of the DCRW, thanked those who served in the session. “We know it can be a thankless job,” she said,“but we appreciate what you do.” lshaw@davisclipper.com

Our beloved mother, grandmother, and sister, Priscilla Fay Simmons 84, passed away on March 21, 2011 after a brief illness, at Lakeview Hospital in Bountiful. Priscilla was born April 20, 1926 to Joseph and Bernice Hanks in Salem, Utah. Priscilla grew up in Salem, and attended Spanish Fork High School. She married Raphael B. Simmons on Jan. 10, 1951. Their marriage was later solemnized in the Logan Temple on Feb. 15, 1964. She worked for the phone company for many years and also at HAFB. She had a great love for sewing, which included making quilts for new mothers, crocheting afghans, and knitting house slippers. She loved and cared about people. She loved to dance and travel with her husband in her later

He received his Masters in Social Work and his Ph.D. in Sociology at the U of U. Positions held were; Director of Utah State Division of Aging, Director of Rocky Mountain Gerontology Center at the U of U, Chief of Social Work Services at the VA Hospital, teacher with BYU Extension, Counselor with Family Health Services, and Social Work Instructor and Adjunct Associate Professor at the U of U. He was active in The Church of Jesus Christ of Latter-day Saints and served a mission in Great Britain. The outdoors was his passion. Preceded in death by sisters, Evelyn Baggs and Marion Swann, and grandson, Brad Matthew Wren. Happy 62nd wedding anniversary to Mom and Dad, Hyrum and Dorothy Ann Nelson Bradley. They were married March 31, 1949 in the Salt Lake LDS Temple. They met when they both attended Pleasant Grove Elementary school in the fourth grade. Even then there was a spark, as Hy chased Dorothy every recess and after school on his bicycle. They grew up as neighbors and friends and attended schools in Pleasant Grove thereafter, graduating together in 1946. Hy enlisted in the Navy in June of that year for two years. When he returned and attended the “U,” Dorothy attended Utah State College. Hy wore out his old car’s tires making trips to see Dorothy at Utah State — so they decided to get married.

It was a cold March day — but that was OK. They have had a wonderful married life together. They lived in Utah, New York, Colorado, Arizona and California because of Hy’s employment with the Telephone Company; but love Utah the best. When Hy retired they served a mission at Temple Square and then moved back “home” to Utah to be by their four children and their grandchildren. Their children are Scott Bradley, Guy Bradley, Kirk Bradley and Lorrie Bradley Stapley. (Mom and Dad think we all are the greatest.) They are the proud grandparents of 15 grandchildren and 21 great-grandchildren (with twins “on the way”). We love you, Your family.

BOUNTIFUL — It’s a chance to help out the community and make the future a little brighter. Bountiful’s Community That Cares (CTC) program is looking for residents to help support and organize different aspects of the group’s current battle against underage drinking, an effort that includes reaching out to the community and involving as many youth as possible. “Our biggest problem is a kind of apathy about what’s happening in our communities,” said Bountiful Police Chief Tom Ross, speaking to the Bountiful Rotary during a recent meeting. Though the CTC isn’t a police program, they do support it. “Our youth are facing the same problems and issues faced all around the state,” he continued.“So much of what we do is reactive, but it’s become incumbent on us to look for ways to be more proactive.” Though grant opportunities led the group to tackle underage drinking as their first issue, the overall goal is to help keep kids from all kinds of dangerous behaviors including drugs, violence, and teenage pregnancy. “Though underage drinking might be the most prevalent problem, it’s not the only problem,” said Curtis Haring, Bountiful’s CTC coordinator. A major way to do that is to give them a support system that will help them be able to avoid the risk factors for those kind of behaviors.

“Our job as a community is to really build that protection,” said Debi Todd with Davis Behavioral Health, who is also working with the CTC. Study has shown that there are three key aspects to reducing risk factors for dangerous behavior: • The youth need to be shown what healthy behavior is like, and have acceptable standards of behavior communicated as clearly as possible • Any messages to the youth need to be clear and consistent. Contradictions and confusions lead youth to either ignore the message and/or doubt the people giving them. • The youth need to have a bond with a parent or community member. Youth that have an adult who they respect and they feel a real commitment toward are less likely to engage in risky behavior. The group is seeking community members to help with projects, as well as organize subcommittees to deal with different aspects. They’re also looking to start CTC groups in other cities in Davis County, and are looking for people to help make that happen. “We want to get more and more people involved,” said Haring. Darts stay undefeated in the early season BY SHAIN GILLET Clipper Sports Editor KAYSVILLE — The Davis Darts soccer team has had one consistent occurrence in their first three games this season. They’ve scored at least three goals in each game. On Tuesday, they continued that trend, as John Taylor, Scott Felsted and Mitch Parkinson each scored a goal in the second half to beat the Roy Royals 3-1. The win continues their initial success of the year, as the defending state 5A champions are now 3-0 early in the year. “I think we played really well in the second half,” said Darts coach Souli Phongsavath. “We did better in the second half than the first, at least. We had a lot of opportunities that we weren’t able to convert in the first half but took advantage of them in the second. “I’m pretty pleased with the win.” Both the Royals and Darts ended the first half in a scoreless tie, however, it was the Darts that were the aggressor for most of the initial 40 minutes of play. After trading shot opportunities in the third and sixth minute, the Darts had the next three shots on goal with neither of them converting to a goal. In the seventh minute,Abinadi Samayoa made a cross pass to Parkinson, whose shot missed wide right. Ten minutes later, Samayoa had a free kick that entered into the penalty box, but several shots missed the net and the Royals goal keeper kicked the ball out.

BOUNTIFUL — The last time the Viewmont Vikings and Fremont Silverwolves met in a soccer match,Viewmont was the victim of a shutout at home 4-0. But with many of the players on this year’s team remembering that game, they stepped to the plate and responded with a 4-0 win of their own. Led by Justin Allen’s pair of goals, the Vikings were completely dominant in their performance Tuesday afternoon, which had Viewmont coach Dave Wigham happy for his team. “It turned their season around,” said Wigham. “And ours. They didn’t like the way that they lost to (Fremont) that last time. “It’s good for them to get this win.” The first half was completely dominated by the Vikings as they took possession from the opening whistle and didn’t let Fremont

take advantage of any opportunities. In the 20th minute, the Vikings scored their first goal when Matt Nielson took a pass from Dillon Richins and nabbed the goal for the only goal they officially needed in the afternoon. For the remainder of the first half, the Vikings continued to possess the ball in Fremont’s territory, with Allen scoring late for the two goal lead. Allen’s goal was initially assisted by Hayden Blackburn,Viewmont’s goal keeper, who cleared the ball with a bomb of a kick. At the other end,Allen picked up the ball, juked passed a Fremont defender and kicked in the goal for the 2-0 halftime lead. Bountiful comes back but falls to Granger BY SHAIN GILLET Clipper Sports Editor BOUNTIFUL — The Bountiful Braves baseball team entered its game against Granger with an unblemished record. With a mixture of wins against both 4A and 5A teams, Bountiful looked poised to add another win against the 5A Region 2 Granger Lancers. And even though they battled back to tie the game, they eventually lost 11-4 thanks to a two-run fifth and a five run sixth inning. The Lancers fired the opening shots as they quickly took a 4-0 after their half of the third inning. With the lead off hitter for the Lancers working a walk, Jacob Lloyd reached second base after a sacrifice bunt by Sterling Platts. An array of mishaps occurred afterward, as Dillon Haslam was hit by a pitch and Jose Magana reached on a fielder’s choice. Dillon Giroux’s RBI single gave the Lancers the initial lead, followed by a pass ball scoring Magana one batter later. A two-RBI double by Colton Stitcher gave Granger the 4-0 lead before the Lancers were finally retired in their half. Lady Vikes lose to Silverwolves, 11-3 BY SHAIN GILLET Clipper Sports Editor BOUNTIFUL — The Viewmont Vikings softball team looked to be well on their way to winning their third consecutive victory after taking a 3-1 lead. But Fremont came roaring back, scoring two runs in the top of the fifth to tie the game then tacking on eight more in the top of the sixth inning to beat Viewmont 113 Tuesday afternoon. The Vikings were the first to get on the scoreboard with a run in the bottom of the second inning for the initial lead. They extended their lead to 3-1 after scoring a pair in the bottom of the fourth, however, remained relatively quiet the rest of the game. Fremont wasn’t the aggressor in the game early on as they were only able to scratch across a single run off Megan Peay through the first four innings.

In the fifth, however, they were able to score the gametying runs while making the score 3-3. In the top of the sixth, the Vikings ran into trouble, allowing eight runs to cross the plate as the Silverwolves scattered around their hits. The Vikings were unable to mount a comeback in the following two innings, being held off the scoreboard for the rest of the game. Viewmont was led by Halie Randall and Heidi Jung, who each recorded a double in the game. Fremont had four extra base hits in the game, with most of them coming in the sixth inning. Fremont also out hit the Vikings 15-6 and each team had three errors in the game. Megan Peay took the loss for Viewmont, her first of the year. The Lady Vikes next game will be Tuesday against Northridge at home.

BY SHAIN GILLET Clipper Sports Editor WOODS CROSS — Tyman Weiler has proven to be a spark for the Woods Cross Wildcats, both at the plate and on the mound. On Wednesday against the Murray Spartans,Weiler belted a home run and pitched well enough to earn another win as the Wildcats won the game 6-4. The ’Cats immediately jumped out to a 4-0 lead after shutting out the Spartans in the top of the first inning. Woods Cross quickly made it 5-0 when they scored another run in the bottom of the second inning, then added another run to make it 6-0 after the fifth inning. Weiler did his part on the mound for Woods Cross, shutting out Murray for the first six innings. In the seventh, however, Murray came firing with four runs as they attempted to come back and send the game into extra innings. The Cats, however, shut down the rally and ended the game with the two-run victory. Davis continues strong run by beating Falcons BY SHAIN GILLET Clipper Sports Editor KAYSVILLE — Ever since dropping a close game to the West High Panthers, the Davis Darts baseball team has been on a roll. Winners of two straight, the Darts continued to put impressive offensive numbers, scoring eight in one inning to beat the Clearfield Falcons 9-1 Wednesday. The Darts took an early lead from the beginning, scoring a run in the bottom of the first inning. But the real offensive effort from Davis came in the bottom of the fourth. Still up by a single run, the Darts batted around and ended up scoring eight runs in the inning for a 9-0 lead. The defense for both teams was stellar that game, as both only had a single

error in the game. The Clearfield bats, however, were anemic during the loss, scattering only four hits and not getting on the scoreboard until their half of the seventh inning. The Falcons scratched across one run on just four hits as Daniel Moffett had seven strike outs while picking up the win for Davis. At the plate, Moffett finished 2-for-4 with a double while Cody Savage also had a double in the game. Jared Taylor belted his third home run of the season in the game. He has now hit a home run in three straight games. After the team’s Thursday game against the Falcons, Davis will host the Tooele Buffaloes Friday before continuing with Region 1 play next week. sgillet@davisclipper.com

Viewmont blanked by Titans after first win KAYSVILLE — The Viewmont Vikings baseball team picked up their first win of the season Tuesday after blanking the Syracuse Titans 6-0. But on Wednesday afternoon, the Titans got their revenge by shutting out the Vikings 4-0, dropping Viewmont to 1-4 to start the year.

Viewmont scattered only three hits in the game, out hitting the Titans. However, a three run fourth and another run for Syracuse in their half of the fifth doomed the Vikings in the end. Viewmont will host Fremont on Tuesday and will travel to Fremont Thursday.
