BOUNTIFUL — It’s going to be a long wait for two officers involved in a shooting last week in Bountiful. “We’re hoping to have our part of the investigation complete and to the (Davis) County Attorney’s Office by the end of next week,” Bountiful Police Lt. Randy Pickett said Wednesday. Until the investigations are complete, details of the shooting will not be released. Officers from West Bountiful and Woods Cross are on paid administrative leave pending the results of an investigation into the death of William Oakden, 30, at the Trade Winds Mobile Home Park, near 990 N. 500 West, shortly after midnight on July 9. Speculation was that Oakden was trying to commit suicide by cop. Police were called to the park by a neighbor, who told dispatchers that Oakden was suicidal. The neighbor told police that Oakden showed up at his home with his arms covered in blood, holding a knife and threatening to kill himself. Oakden asked the neighbor to call police. When they arrived, police found Oakden covered in blood, wielding a

NSL seeks permanent replacement for Nielsen

BY JENNIFFER WARDELL & MELINDA WILLIAMS Clipper Staff Writer NORTH SALT LAKE — “I’m disappointed and sorry it happened, but as a city I don’t think we have a choice.” That was the response of North Salt Lake City Mayor Len Arave after the city council accepted former city attorney Mike Nielsen’s resignation earlier this week and appointed a temporary attorney

and prosecutor for the city. Officials will seek a permanent replacement to cover both positions, which were held by Neilsen until news broke of his arrest as part of a drug sting in late June. “This is a personal tragedy for Mike,” said North Salt Lake council member Conrad Jacobson of the decision to accept Nielsen’s resignation and appoint new council. “We’re all sorry to see him leave in such a situation, but this is important for good governance.”

Other council members expressed similar feelings. “Mike’s a wonderful person,” said council member Stan Porter. “It’s a sad time, and I hope this is an opportunity for him to make changes he needs to make.” Council members appointed David Church, who represents the Utah League of Cities and Towns, as temporary city attorney. Church, who was in attendance at the special council session where the decision was made and has

defended the city in a few currently open cases, declined to comment. Bountiful City Prosecutor Russell Mahan will take over temporary duties as North Salt Lake’s prosecutor as well. Since North Salt Lake only holds court one day a week, Mahan will serve in both cities until a permanent replacement is found. West Bountiful, which has

Officer pleads not guilty via telephone

LAYTON —The Farmington police officer accused of sexual solicitation following a prostitution sting pleaded not guilty via telephone on Tuesday. Farmington Police Lt. Shane Whitaker, 40, didn’t make an appearance in 2nd District Court. A pretrial conference has been set for July 27. Whitaker, an 18-year veteran of the Farmington police force, was among eight men arrested at a Layton hotel on July 1. Layton police scheduled appointments with customers on various websites, then set up a decoy at an area hotel. He was cited with a Class B misdemeanor of sexual solicitation, fingerprinted and released, according to Layton police, but not booked into the Davis

He was last seen on June 30 in Fruit Heights when he told his son he was going to Vancouver, Wash., to drop off a present for a daughter who lives there. FARMINGTON — A Clearfield man was sentenced last week to three years to life in prison for sexually molesting two girls. Eldon Lee Seagrist pleaded guilty Thursday to one count of first-degree attempted aggravated sexual abuse of a child and was immediately sentenced by 2nd District Court Judge John Morris. Seagrist was charged with seven first-degree felonies for the incidents which occurred in 2008 and 2009. He was originally charged

with seven first-degree felonies. He reportedly wore a blond wig and other disguises. He was arrested Jan. 13 after police received a tip he was at his mother’s home. They found him in the basement. His mother was charged with third-degree felony obstructing justice for allegedly hiding her son. She entered a plea in abeyance in May. Such a plea is an agreement that allows the court to dismiss the violation upon completion of certain criteria. Her case will be dismissed in a year if she completes counseling and commits no more crimes.

Open houses planned for Davis corridor

To gather additional input on the West Davis Corridor, the Utah Department of Transportation is hosting three open houses

in Davis and Weber counties, Aug, 3-5. Those attending will be able to view maps with initial concepts of possible alternatives and will be invited to add their own ideas. The maps will indicate both transit and roadway options, and will show improvements to existing roads and transit services as well as new corridors, developed from information gathered during the first phase of the Environmental Impact Statement. The first meeting will be Aug. 3 at the Sunset City Hall, 200 W. 1300 North. The second Davis County open house will be held Aug. 5 at the Legacy Events Center, 151 S. 1100 West, Farmington. The other open house is scheduled to be held at the Kanesville Elementary School, 3112 S. 3500 West in West Haven, Weber County. All meetings will be from 4:30-8 p.m. The public may attend any of the open houses.

Crime and safety fair this weekend

LAYTON — The Layton Police Department is hosting a free Community Crime Prevention and Safety Fair on Saturday, July 17 from 10 a.m.-2 p.m. in the parking lot of the Layton Shopko, 1150 N. Main. The event is open to the public. Residents will have the opportunity to see the Layton City Emergency Command Center, and meet police officers and fire department personnel. The Layton City Fire Department will also have a fire engine, an ambulance and the Rehab 51 vehicle on display. Code enforcement officers will be on hand to answer questions. There will also be activities focusing on child safety issues, as well as several other programs. Free child ID kits will be available.

The main floor of the 14,000 square-foot building will feature a gallery, while the archives will be in the basement, along with a meeting room for family reunions, seminars and more. “This will be a kids’ interactive museum,” where touching is encouraged, Collinwood said. “This is about people. This is about us. I want to see every family in the district represented.”

WOODS CROSS — Even with the down economy, donations are continuing to come in for the proposed South Davis Historical Museum. The group’s finance chair, Dean Collinwood, said Friday that recent examples of donations include the Larsen Foundation, represented by John and Sheryl Larsen Allen, among others, has donated $10,000. He also said that Layton philanthropist and former longtime state senator Haven Barlow also has committed to donate a sizeable amount. “There are other big donations pending,” he told those attending a two-day fund-raising event at Woods Cross High School. “We will take a donation of any size,” Collinwood said. Those donating $300 will have a stone marked with their name while $1,000 gifts can translate into one of the trees that will be planted in the museum garden. It is going to be placed adjacent to the Willey Cabin at about 800 S. Main in Bountiful. “We need an additional

He said it’s important to remember life events through such things, and has created his own memory wall at home that his family can enjoy – while he and his wife are still around to share them. “The seed keeps being cultivated” to eventually build a museum, thanks to the efforts of City Council member Tom Tolman, members of the Bountiful Historical Commission and others, he said, comparing it to maturation of a slow-growing tree or plant. “We should not give up, but be actively engaged. ‘Traditions Then and Now’ is the 2010 Handcart Days theme BY TOM BUSSELBERG Clipper News Editor BOUNTIFUL — Bountiful Handcart Days is about celebrating “Traditions Then and Now,” this coming July 23-July 25. The annual celebration, centers around the arrival by many of the Mormon Pioneer settlers by handcart. It is the biggest South Davis celebration of the year, in terms of people turning out for the parade and many other events. The giant event is actually put together by volunteers from the various South Davis Mormon stakes. It involves hundreds, if not thousands, of volunteers. Handcart Days kick off Friday at noon with Bountiful City Park, 4th North and 200 West, serving as focal point of activities. There will be myriad games and activities

from noon to 10 p.m. on Friday and 10 a.m. to 5 p.m. on Saturday. Also at the park, food will be available from various vendors during those same hours. Entertainment, meanwhile, runs from noon to 9 p.m. on Friday and 10 a.m. to 5 p.m. on Saturday. Friday evening always means the “grand parade” that is billed as one of the largest in the state, drawing about 120 and upward of 100,000 spectators. It will stretch nearly two miles along Bountiful’s Main Street, starting at 6 p.m. It runs from 1500 South, in the Roundabout area of the old Five Points, and heads north to 400 North, then west to 100 West, dispersing at Bountiful City Park. The evening caps off with the fireworks show which sees an explosion of colors filling the sky

about 9:45 p.m., or at dusk. Action for that event moves to the more expansive fields at Mueller Park Junior High School in southeast Bountiful. July 24, which is observed as the official Pioneer Day in the state, sees activities continue in the park, as noted above. The Bountiful Exchange Club Chuck Wagon Breakfast will be held from 8 a.m. to 11:30 a.m. in the Bountiful Park bowery west of Bountiful Junior High School. Proceeds go to charity. The South Davis Recreation Center will host the 4th annual 5K at 6:30 a.m., Kids K race at 7:30 a.m., free public swimming, 8 a.m. to 10 a.m. and free family games, 10 a.m.-11:30 a.m. The historic nature of the celebration is highlighted that day with tours of historic Bountiful spon-

sored by the Bountiful Historical Preservation Foundation. Ice cold bottled water will be available. An hour-long tour of about 35 historic sites will be held starting at 9 a.m., on the hour, with the last tour beginning at 1 p.m. Buses will depart from the parking lot next to Willey Cabin at about 800 South Main, south of the Bountiful/Davis Art Center. It’s free but donations are accepted. An open house and tours of the Historic Bountiful Tabernacle will take place at 50 South Main. Tours will be 9:30 a.m. to 1:30 p.m., every hour on the half hour. The Bountiful Tabernacle is the oldest continuously used Mormon Church chapel, dedicated in 1863. Every LDS prophet has spoken from the Tabernacle pulpit except Joseph Smith.The tour will include an organ recital from the pipe

organ in the chapel as well as a tour behind the scenes to see the pipes.. A 10 minute video will also be aired in the cultural hall. The Bountiful/Davis Art Center, 745 S. Main, is hosting an arts and crafts exhibit June 30-July 24. Hours are Tuesday-Friday, 11 a.m.6 p.m. and Saturday, 2 to 5 p.m., closed Sundays and Mondays. Entries will be shown in painting, drawing, ceramic, metalwork, wood working, sculpture and pottery, quilting with original designs, photography and crafts and needlework. Lint, not WMD, cause of Syracuse family’s evacuation 4

SYRACUSE —Members of the National Guard’s 85th Civil Support Team used their expertise in identifying weapons of mass destruction to identify a chemical which filled a family’s home here on Sunday. In the end, the problem was caused not by a WMD, but by a bit of dryer lint blocking an air inlet on the water heater, causing an odor which sent the Frank Garcia family scrambling for fresh air. The family began smelling a metallic odor Sunday evening about 5 p.m. A neighbor provided a portable propane and

methane gas detector, which went off.That’s when the family called for help. Initially, the Garcia family feared the smell may be a pesticide chemical which they, and two neighbors had sprayed on their lawns the day before. In February two little girls in Layton died after being exposed to a chemical which was sprayed in the family’s yard to get rid of field mice. “That case in Layton has us all extra cautious,” said Syracuse Fire Chief Craig Cottrell. “It was just a coincidence that the pesticide was applied the day before.” A Davis County hazardous response team, was activated. In addition to

Syracuse firefighters, the team includes hazmat personnel from Layton, the South Davis Metro Fire Agency, Sunset City, Hill Air Force Base and the Utah State Response Civil Service team, which are trained to deal with myriad hazardous materials. Cottrell said he called out the National Guard unit because they have the capability to identify some 120,000 chemicals. “They have a lot of the same equipment, but when it gets down to it, (the National Guard team) can identify a lot more chemicals.” The hazmat specialists worked through the night before coming up with a cause for the smell.

Cottrell said the smell was from the water heater not combusting the gas. The chief said the problem of lint blocking an air inlet is not common, “but it could be common if a clothes dryer and water heater are in close proximity.” He urged homeowners to make sure dryer lint is cleared from any air intakes. The Garcias were evacuated from their home Sunday night, spending the night with neighbors. They were allowed back home Monday morning. Cottrell said, “Now they know their home is safe.”

Bell’s office OKs electronic signatures SALT LAKE CITY — Utahns for Ethical Government (UEG) and other initiative-petition groups received a boost last Thursday when the Office of the Lieutenant Governor announced electronic signatures would be accepted. But the victory may be short lived. UEG chair Kim Burningham expressed concern that the restrictions on obtaining those signatures, may make the effort to col-

lect them unduly difficult. After closer scrutiny of the new rule, UEG attorneys found language that requires those who sign online to have a witness present. UEG members fear that could inhibit voters from using the e-signature option. Previously, Lt.Gov. Greg Bell’s office said that Utah statute only recognized signatures gathered in hard copy. However, after a ruling by the Utah Supreme

Court in the Anderson v. Bell case found electronic signatures to be valid, members of the UEG and other groups were hopeful Bell’s office would follow suit. After a 30 day public comment period, Bell’s office will work to put the rule into the Utah Code through the Legislature. Farmington unsure about Verizon cell tower BY SHALYN ROBERTS Clipper Staff Writer FARMINGTON — The last time Farmington City staff worked with Verizon, the city spent the money and wrote up the agreement, while Verizon kept wanting to add height to their tower before simply pulling the plug. Last year, Verizon Wireless shifted its budget around after working with Farmington City on a cell tower near the police station. The two main concerns coming from Farmington City officials are money and view obstruction. “I think we gave them way too much time to play around last time,” said Farm-

ington City council member Jim Talbot. In the previous agreement that was canceled, Verizon Wireless wanted the option to raise the tower 20 feet if needed. “The city had spent a considerable amount of money, just for them to pull the plug,” said Farmington City council member Cory Ritz. “We also want to see the different looks of the tower,” said Farmington City council member John Bilton.The tower could be designed like a fur or Christmas tree, or there are other options. Farmington City Mayor Scott Harbertson said the last time Verizon Wireless was considering this site, officials put a balloon in the air and took photos from

different locations. Council members agreed that the tower needed to be looked at from different angles before any agreement is made to make the tower as un-obtrusive as possible. Farmington City Manager Max Forbush was contacted by Doug Kofford, who is working on the Verizon Wireless tower. Kofford wrote, “Budgets being what they are, this site has again come full circle and Verizon is again interested in pursuing the project.” Council members agreed to consider the situation before making any official decision. sroberts@davisclipper.com

Farmington updates their emergency plan

FARMINGTON — Farmington City officials recently approved and adopted an emergency preparedness plan in order to receive funding in case of an emergency. The Disaster Mitigation Act of 2000 requires that the city be covered by a pre-disaster hazard mitigation plan in order to be eligible for federal emergency funds. The new plan included added fire danger to the east side of the city. Other than that addition, the plan is the same as one the city adopted in 2006. Farmington City council also announced its emergency preparedness fair, which will be held on Saturday, Sept. 18. A mock disaster will also be held on Saturday, Sept. 25. sroberts@davisclipper.com

knife, with a toy gun stuffed inside his waistband. Police believe the blood on Oakden was from self-inflicted wounds. Details of the shooting remain sketchy, but the officers from West Bountiful and Woods Cross fired several times at Oakden, who was then flown by medical helicopter to Intermountain

Medical Center where he died a short time later. Later that morning, Bountiful Police Lt. Sol Oberg told reporters that officers are trained to use deadly force if they believe their lives, or the lives of the public are at risk. Oakden’s mobile home shows several bullet holes. Court records show that in December, Oakden was

charged in 2nd District Court with several misdemeanors including resisting arrest and assault on a police officer. In February, he was found guilty of amended charges of intoxication and damaging a phone. He was placed on probation and ordered to complete an anger management course. Pickett said that particularly during the summer

months it will be difficult for small departments like West Bountiful and Woods Cross to do without even one of their officers. “We’ve (Bountiful Police Department) offered to help them. We’re monitoring the radio traffic so we can send officers out when they need help.”

WOODS CROSS — Holly Oil’s refinery here is sponsoring a program this week which will help give teachers the tools they need to teach science. The Science Teacher Enhancement Program (STEP), will offer teachers of students grades K-8 the tools they need to teach students chemistry and physics. The program will be held at Woods Cross High School from 8 a.m.-4 p.m. daily. STEP focuses on handson activities to bring science to life for students. Teachers learn to build on students’ curiosity using super balls, yo-yos and other toys as well as everyday objects to encourage them to make real-life connections between the classroom and the outside world.

STEP is offered by the National Petrochemical & Refineries Association which represents 450 members, including virtually all U.S. refiners and petrochemical manufacturers. Organizers say there will be 24 teachers participating, many of whom are coming from out-of-state. About half the teachers are from Utah. Holly’s Woods Cross Refinery is also paying for two Davis County teachers to participate. Other Utah teachers are being sponsored by other local refineries — Tesoro, Flying J, Chevron and Silver Eagle. Participants from outside Utah are being sponsored by other businesses. “There is a strong need for this program because there are not enough people

majoring in science and engineering,” said Rita Stevenson, Davis School District elementary science supervisor. “There are also a lot of people in those fields who will be retiring soon and there are just not enough students in the pipeline to fill the positions.” “STEP provides teachers a greater opportunity to empower their students to succeed in science and to seek professions critical to our industry,” said Holly’s Woods Cross Refinery, General Manager, Lynn Keddington. “Our involvement in the program is one way that we can invest in our local community, the community-atlarge and in our industry. We are pleased to be doing this because we place a great

importance on being a good neighbor in the community and a good corporate citizen.” School district officials realize that their budget doesn’t allow them to do everything. “Anytime we can get someone like Holly and these other refineries to make a program like this available to us and our students, we will take advantage of it and would love other companies or industries to do this also,” said Stevenson. “Everyone ends up winners.” mwilliams@davisclipper.com

Nielsen, the North Salt Lake City former attorney, was arrested the evening of June 27, when he allegedly approached an undercover agent in an ally in Salt Lake City. A Salt Lake City police report said Nielsen allegedly tried to buy $100 of crack cocaine from an undercover officer. He was then arrested near 250 W. 100 South. According to police, Nielsen admitted that he came to the area near Pioneer Park to purchase the drug. The police report states they found $200 on him. He was booked into the Salt Lake County jail on suspicion of possession of a controlled substance/ cocaine, a third-degree felony.

Nielsen submitted his resignation following news reports that broke July 7 about the arrest. The arrest came as part of a sting Salt Lake City police conduct several times monthly.“The charge would normally be a Class A misdemeanor charge, but in this case it was within about 1,000 feet of the Greek Orthodox Church, so that actually enhanced it up to a third-degree felony,” said Sgt. Robin Snyder with the Salt Lake City Police Department. North Salt Lake City Manager Barry Edwards estimates that it will take about six weeks to find a replacement for Nielsen, though Arave added that some candidates are getting a jump on that window. “We’ve already received resumes,” he said. Beyond that, however, city officials consider the matter finished. “I think this chapter for us is closed,” said Edwards. “If any new developments come up, they’ll have to come from Salt Lake City.”

Their efforts won’t go unrewarded as merchants judge hundreds of entries and award prizes from free kids meals to movie passes, to cash and even a ukulele. The contest, which for most merchants wrapped up Thursday, was open to children in two separate age groups; ages 5 and under and 6-10. The kids would color the page from each merchant and take it to the store where they would be judged. The coloring book featured patriotic and summer scenes. Kids had the option of coloring just one or two of the pages for prizes they may want, or coloring all 16 pages and submitting each one to the sponsoring merchant. Participating merchants often decorated their walls or windows with the entries, giving all contestants a chance to show off their artistic abilities and the public a chance to enjoy that talent. Newspaper fights removal of legal notices BY BECKY GINOS Clipper Staff Writer KAYSVILLE — Instant news. When something happens in the world, within seconds someone will “tweet” about it, post it on Facebook or YouTube, report it on a Web page or broadcast it on a 24-hour news station. Eventually, it will turn up in print, but it might not be until the next day. Some quarters are asking if the print media is dying. However, there are those who firmly say, “No.” Davis County Clipper publisher, R. Gail Stahle is one of those who strongly believes there is still a need to have information in print. Something readers can physically hold in their hands and look through carefully. Newspapers have been taking a beating, but during the 2009 Legislative session, a bill passed that dealt a hard blow to the industry. Now, before it completely takes

effect in 2012, Stahle, and other newspaper owners, are fighting to change the law. The bill in question would require counties to publish their legal notices on a special state-run website rather than in the newspapers. Not only would the removal of legal notices be devastating to papers financially, but Stahle believes it hinders the public’s right to know. After meeting with local legislators Sen. Dan Liljenquist and Sen. Jerry Stevenson, Stahle took the floor at the Davis County Legislative Affairs Committee meeting last week to ask for the group’s support too. “If we drop all of this, who is going to put the (sample) ballots out in the paper?” Stahle asked committee members. “We must work with the idea of people’s right to know.” Committee member Vaughn Jacobsen from the Ogden Standard-Examiner, said a survey done showed

that 62 percent of those asked, said they haven’t even considered looking on the Internet for legal notices. “I asked a candidate if he would trust his campaign to the Internet and he laughed,” said Jacobsen. “The survey showed that 80 percent believed it is worth the expense to have the notices in print.” Stahle said the Clipper is filled with trustee sales. “It’s important to keep the press alive and keep people informed,” he continued. “We feel very strongly by removing legal notices we’re taking away information that can help people in their lives.” County Clerk/Auditor Steve Rawlings spoke to the group on behalf of the commissioners, who could not attend. “It costs the county $150,000 a year for advertising in papers,” said Rawlings. “I’m one of the old ones who looks at the newspaper. Think if they made your business only post ads online,

would you get the same business?” Rawlings said his office handles marriages, passports, ballots, etc. “I feel the reason we even get 17 percent voter turnout is because of the ads in the newspaper.” He said often they need to post a change in hours such as for passports. “We could put our hours on the Internet, but people would still come in at the wrong time because they don’t look at it unless it’s in the paper.” Rawlings admits there are other uses for the $150,000, but sees a need on both sides. Stahle believes besides the notices, readers need the printed word to stay in touch. He worries that eventually there will be no reporters to gather the news. “We have an archive on our website put together by the U of U where you can find out about Davis County,” he said. “Without the newspaper, where would you look for your news?”

Ricks fire out; investigation into its cause continues

CENTERVILLE — Investigators don’t know when a report on the cause of the Ricks fire might be released, and are not ready to say for certain that shots fired in the area about the time the fire started are what caused the blaze. The fire, which started last Thursday in the foothills above Centerville, burned about 70 acres before being extinguished over the weekend. State Forester Director Dick Buehler was one of the investigators on the blaze. He said Tuesday that the investigation is still not complete. Investigators are still interviewing people and gathering evidence. Once that is completed, a report will be put together by the U.S. Forest Service, but Buehler couldn’t say when that may be. Reports are that four shooters were at an “unofficial” gun range above the fire break road, target shooting about the time the fire started July 8 about 2 p.m. Reports were that a bullet ricocheted off a rock, sparking the fire. Buehler could not confirm that. “All I can say at this time is that there was shooting in the area.” Centerville Police Lt. Paul Child said the gun range in the area is outside the city limits, on private property,“and is not an official gun range of any kind.”

Child said the only ordinances which apply to the range are those which prohibit shooting within 600 feet of a structure and those prohibiting shooting across a roadway. He said the range is near the Bonneville Shoreline Trail, where there are a lot of people. “It’s been an ongoing issue,” Child said, adding the city has spoken with the county about passing an ordinance limiting shooting in the area. Before the fire was extinguished, firefighters from a number of agencies, as well as U.S. Forest Service air tankers and helicopters from the Bureau of Land Management were put into use to contain the Type 3 fire. South Davis Metro Fire Agency Deputy Chief Jeff Bassett said they were initially called on the fire, but once it had grown to the point the Forest Service and other agencies were called in, the fire agency handled structure protection for several homes on the hillside and over the ridge. However, he said none of the homes in a subdivision just west of the fire, at about 1835 North were in danger Last Thursday afternoon the fire made its way up the mountain, fanned by stiff breezes, but by night, “the weather conditions were pretty favorable for putting the fire out,” with the breezes blowing the fire back into itself,Bassett said.

Perkins Grant writing shows change in demographics BY SHALYN ROBERTS Clipper Staff Writer FARMINGTON — Writing this year’s Perkins Grant in the Davis School District has shown a change in the demographics of Bountiful. The Perkins Grant is based off a formula of poverty, the number of Career and Technical Education courses that are offered, and the total number of residents. The grant is meant to encourage vocational studies for students who may not be able to attend school at the university level. Because of the Perkins Grant, the school district can offer classes typically seen at the applied technologies to juniors and sophomores in high school.

“Our Perkins Grant amount increased this year because we’ve seen an increase in poverty this year,” said Davis School District CTE director Mary Lou Seamons. “The demographics, especially in the Bountiful area, have changed.” In order to keep the Perkins Grant, which totalled about $650,000 this year, the district must show continuous improvement within the CTE program. The programs must also be of significant size. Each high school has different programs available, and a different number of students who sign up for those programs. “Some high schools do get more money than others, and the poverty level is a huge piece to that puzzle,”

said Seamons. Clearfield and Layton High School’s wood shop classes are examples of the CTE program at work. Those schools participate in building homes, then selling the homes at cost. The money from those homes goes directly back into the CTE program. Other CTE programs include classes through the Davis Applied Technology College such as welding, composite, and other classes. “This is where we make that connection with students in why it’s important to stay in school and finish,” said Seamons. “We’re hoping that students concentrating in a specific CTE area are improving in the core subjects as well,”

said Davis School District superintendent Bryan W. Bowles. The hope is the connection provided through the CTE program will help students see why they need the core subjects as well.That is where Bountiful’s change in demographics has come into play. “Bountiful’s demographics have changed over the past couple of years, and we are starting to see some struggles there,” said Seamons. Students who do complete a specific pathway through the CTE or other programs are given a certificate at graduation, documenting what that student has taken in order to complete a pathway. sroberts@davisclipper.com

Kaysville OKs opt-out recycling program BY LOUISE R. SHAW Clipper Correspondent KAYSVILLE – If a recent survey is any indication, 92 percent of Kaysville residents will support the city’s proposed curbside recycling effort. Though it was not a scientific survey, said Mayor Steve Hiatt, the reaction to a question in the city newsletter shows there is enough interest to proceed with a system similar to one recently implemented in Farmington. The council has decided to adopt an opt-out program, meaning those who don’t want to participate will have to let city officials know they don’t want to be involved.

A flier will be distributed with the August utility bills explaining the program. Those wanting to opt out must indicate that on the flier and return it by Aug. 31. It’s hoped to have the program up and running sometime in the fall, assuming enough residents want to participate. City officials met with Farmington Mayor Scott Harbertson, who spoke enthusiastically about the support from his community and shared the process they undertook to get it going. R. E. Stephens had addressed the council earlier in the evening, expressing his concern. A resident of 50 years, he said he already

takes paper to the recycling bin at a nearby elementary school, helping them raise money. He recycles aluminum, reuses rainwater to irrigate his yard and takes trimmings to a landfill where it is processed and resold. “Because I recycle everything in my yard, I don’t think I should be paying for recycling,” he said. “Many people are on fixed incomes through Social Security and don’t have the money to pay all those extra fees.” If less than 20 percent of Kaysville residents opt out, the cost per household would be $3.85 a month. If up to 30 percent opt out, the cost would become $4.25. “I believe this approach

takes care of the concerns,” said Hiatt. Council member Gil Miller said the opt-out only holds for current customers. New builds and purchases and move-ins would automatically be included. Council member Ally Isom asked that more than one method be used to reach homeowners to ensure they receive word of the change and the need to let the city know if they don’t plan to participate. news@davisclipper.com

KAYSVILLE — Elaine P. Roberts remembers when there was a hill big enough to slide down at the site of Kaysville’s new Heritage Park. And then there was the Clover Club factory, and then the dusty vacant lot. She is excited now, about the new Heritage Park, and glad that the big grassy area has gotten rid of the dust from the lot. Last week she stopped by the park to check out the new trail that is being installed thanks to a gift to

the city from Zions Bank. Wade Shaw of Eddy Shaw Construction, who is overseeing construction of the trail, said it will go 1,600 feet – about a third of a mile – and should be complete by July 30. His crew will also pour bases for the lights, which he expected to be installed concurrently with the trail project. Zions donated $75,000 to the city for the trail in a ribbon cutting ceremony at the new Zions branch. District uncertain about Centerville project Centerville almost done with CDA Davis Clipper • July 15, 2010

BY SHALYN ROBERTS Clipper Staff Writer FARMINGTON — The Davis School Board of Education tabled a request from the Legacy Crossings theater developers in Centerville to give up 30 percent of new tax increments that would be created by the project in order to cover infrastructure development. The deal, which would be for 15 years, would only cover new money created by increased value to the property and wouldn’t affect any money the district is receiving now. The Davis School District is the last taxing entity to be approached by Legacy Crossings. The district, however, has the greatest percentage of dollars coming from property tax of anyone in Davis County. A presentation was given by Jason Burningham and Dan Bridenstine explaining that the 30 percent will go toward developing an infrastructure that would support a developed west Centerville. “You’re asking us to give up our tax dollars and asking us to support a project

that’s iffy,” said Davis School Board member Walt Bain. He and other members of the board expressed concern at Tuesday’s board workshop over the numbers the Legacy Crossings group presented.According to Bridenstine, the Davis School District would bring in close to $800,000 once the entire CDA in west Centerville is complete. Legacy Crossings is planning to begin development in August, but needs the school board’s OK on taking 30 percent of the property tax for the first 15 years. “In order to make this project work, we need 30 percent participation from you,” said Bridenstine. Bain also asked if Legacy Crossings believes Davis County could support two major theater groups. Farmington’s Station Park has already begun construction on a physical building, while Legacy Crossings only has drawings and numbers. According to Burningham and Bridenstine, the Davis County Commission has voted in support of the project, even after CenterCal began working in Farmington City. That area

will hold a 16-screen theater with at least one 3D screen. Bain asked what would happen if the Centerville theater went under. Davis School Board President Marian Storey also expressed some concern over the project. “The public perception is that we’re spending money we don’t have,” she said. “Which is not true.” All the money saved from the tax increments would go toward developing a stable infrastructure that would support a fully developed west Centerville. “Because of this cacophony we’re facing, and going to our tax-payers with an increase, you’re not going to get this boy to vote for it,” said Davis School Board member Burke Larsen. The district’s share in the project’s $5.4 million would add up to about $3.3 million in new money. However, if the project doesn’t come to fruition, the property taxes which would have created that money will never be generated. “We have a lot of questions, we need more time to study this,” said Storey during the workshop.

Draft permit given for power plant BY TOM BUSSELBERG Clipper News Editor BOUNTIFUL — Should Bountiful Light & Power spend $600,000 for pollution-control equipment that might be government mandated in the future? Installing that equipment could save about 160 tons a year of carbon dioxide (CO2), which at a cap and trade rate of $30 a ton would cost less than $5,000 a year. City officials are mulling over that information, even as a draft permit has been issued by the State Division of Air Quality for the proposed natural gas turbines upgrade to the 200 West power plant, here. “The state said we’re required to install an oxidation catalyst to reduce CO2, and we’re questioning the cost benefit,” says City Manager Tom Hardy. “We have asked for additional data from our manufacturer, and also air quality modelers to take a look at the data the manufacturer gave us,” he said.

Comparing the apparatus to a car’s catalytic converter, Hardy said each of two units would cost $300,000. “At $4,800 (cost of CO2 produced without equipment installation), it would take more than 100 years” to pay that off, he said. Those costs have to be weighed against the potential more stringent standards requiring the units’ installation that could be mandated within five or 10 years. Regulations typically only get more stringent,they don’t go the other direction, the city manager said. “We’re doing some modeling, but I think we’re going to respond to the state in the next week or two,” after which the state will set up a public comment period. The final go-ahead to order the turbines could come by early fall, he said. The $25 million or so project should be up and running by the early summer of 2012. That’s because such equipment isn’t kept in storage, but must be custommade to specifications.

“We’re still on track, the costs look good. We need about a 12-month lead time to get the equipment,” Hardy said, extending the project over about 18 months. The city will have to put 50 percent of the total unit cost down upon ordering. City officials have talked about bonding to finance the project. “We’ll probably do a (power rate) increase upon bonding,” Hardy said, adding, “I don’t think we’ll see a rate increase until January of 2011.” As previously reported in the Clipper, officials hope to keep the rate hike to 5 percent. Previously explaining the rationale behind the project, Hardy said “natural gas prices have seemed to stabilize, are pretty economical.A nice thing about a natural gas plant is power can be turned on and off very rapidly – not like coal where you have to heat it up, and burn up a product that takes a while to go through.” tbusselberg@davisclipper.com

CENTERVILLE — City officials have nearly everyone they need for the community development agreement (CDA) that will help their planned 14screen megaplex and mixed-use process get a jump on life. The agreement, which has already been approved by the county and other groups, would temporarily reduce the amount of new property taxes that the developers would have to pay the groups once the project gets going. According to Centerville City Assistant Manager Blaine Lutz, the Davis School District is the only local taxing entity which has yet to sign the CDA. “We’ve been working with them in recent weeks,” said Lutz. “If we can get

this thing rolling, property value on the development land might increase as early as next year.” The CDA has no effect on taxes currently being received by any of the involved groups, focusing only on new money generated by any value increases in the property. Other taxing entities would receive 70 percent of any new taxes created by the project, while Centerville agreed to only accept 50 percent. The goal of the CDA is to allow the developer to rechannel the money they saved on property tax into hastening the construction process and increasing the value of the land. “It’s something that actually increases the amount of property tax the groups get,” said Lutz. City officials also recently passed some

rezoning that is part of the preparatory process for construction on the development. “There are still final site plans that need to go through the planning commission,” said Lutz. “But this is the next step.” The current concept for the project includes multifamily units, a shopping component that could include a Harmon’s grocery store, and a 80,000 square foot, 14-screen megaplex theater that Centerville City Manager Steve Thacker has said will be run by the Larry H. Miller group. Thacker has also said that group isn’t concerned about the construction of another theater in Station Park. Developers hope to start construction by August. jwardell@davisclipper.com

Kaysville Council backs station vote BY LOUISE R. SHAW Clipper Correspondent KAYSVILLE — Kaysville residents will get a chance to say yes or no to a new police station this November. After considering all the pros and cons, the history and the needs, the Kaysville City Council voted unanimously to continue steps toward a bond election this fall that would raise money to fund a new police facility. “I personally like the approach and I understand the need,” said Mayor Steve Hiatt. “It’s the most prudent approach if we’re going to do this, to let the voters decide.” The bond would be for $4.3 to $4.5 million, to be paid back over 20 years at an annual payment of $365,000. That breaks down to about $36 a year for a home valued at $250,000, according to Dean Storey, city finance director. The new facility would “be as efficient as possible,” said Jim Child of JRCA Architects, and include a community room, a records area, locker rooms, workout space, handling areas, evidence storage areas, interview rooms, and space for a possible emergency dispatch center. The current facility doesn’t have adequate space for the whole department to get together for a meeting. Evidence storage is a problem and when someone cleans a weapon, others are driven out of the building by the fumes, said supporters. Johnathan Ward of Zions Bank presented an election time-line to the council, which included selecting an election committee by July 16, compiling information on needs, solutions and costs by July 23 and adopting an election resolution on Aug. 3. “We have smart voters here in Utah when they understand the need,” said Ward. “Voters will rise to the occasion.” Part of the motivation for bringing the issue to voters now is that interest

rates are at historic lows, said Ward, and construction costs have declined significantly. A building that would have cost $210 to $220 a square foot a year ago can now be built for about $160, according to Child. Council member Ron Stephens cautioned against building anything that’s “maybe a little richer than what Kaysville can afford.” While expressing his respect and admiration for city police officers, he said he was surprised the issue had come up so soon due to an “arbitrary legislative decision.” Public safety impact fees set to expire were utilized for hiring an architect for the project. Stephens said he would “pledge 100 percent support” if the project moves ahead. Council member Ally Isom asked if there might be more options to construction, such as building in modules. “I appreciate that public safety is important,” she said, “but we have families in this community struggling with tight budgets and this nevertheless hits them.” Saying she agreed future expansion is a prudent option and that it would be foolish to build a facility sized only to present needs, she also said “we don’t want to indulge in the Cadillac when maybe the Ford will do.” Prior to the vote, Police Chief Mike Lee addressed the council and spoke in support of the new police facility. “You need to come over and see what we’re up against right now,” he said of the current building and its crowding of personnel and evidence. “We need to do it right,” he said. “This is something you want to do now and it will last for 50 years.” “I like what I’m seeing here – I’m impressed,” said Council member Mark Johnson, who joined the others in supporting the proposed bond. “I like building for future needs and future growth. sports team than it is to solve world hunger. And is also added drama to a human conundrum most of us have faced: Loyalty. The LeBron James saga (along with the other NBA moves) really wasn’t about money. The superstar’s decision to leave some $20 million on the table – the extra money available if he remained in Cleveland – didn’t cause concern among bankers. After the first $3 million or so, the rest is monopoly money. The interest in the James move was whether he would remain loyal to an economicallychallenged Midwestern city. He’s now a pariah to

many Cleveland residents. They’re burning his jersey and trash-talking his mother. He’s the Benedict Arnold, not the George Washington, of Cleveland’s sporting world. Most Utahns I spoke to thought he should have remained loyal. Cleveland’s management had drafted him right out of high school and given him his first shot at becoming a national figure and a money-making machine. But I have to question how many of these critics have remained similarly loyal to their employers. How many have changed jobs for “slightly more”

money? How many have remained loyal to old friends? How many have switched allegiance to coworkers in the effort to gain better favor with the boss? We’ve deluded ourselves into thinking that a sports team is “our team” and that the players are “our guys”. In reality, all teams and cities do is lease athletes for our spectating pleasures and shortterm bragging rights. The players also know they are commodities to be bought and sold; they are Skippy Peanut Butter jars with limbs. Yes, it’s understandable why so many Utahns were intrigued by last week’s basketball moves. We could individually understand and debate the thinking process of the athletes more readily than we could understand the process of capping that darn British Petroleum pipe. But it was also sad – sad that so much ink and so much air time was wasted on something of rather meaningless significance.

Letters Ethics initiative is not necessary Editor: Like many voters, when my wife and I returned to the state from a several year absence, we heard occasional reports about an ethics initiative. I thought, “That’s great, they are helping to keep special interests at bay.” Over the course of the recent Primary Campaign, I heard the “ethics initiative” subject brought up on several occasions — including assertions that a particular candidate either supported it or opposed it. I decided that I needed to better understand this proposed “citizen” legislation. I recently studied the initiative language and I am appalled at what it intends to do. As near as I can tell, it creates a board with unbelievable power to disrupt the lives of our legislators. It appears to contain none of the traditional safeguards contained in our current legal system. I am particularly concerned with what appears to be a “guilty until proven innocent” approach. Over the course of my legal career I have had the opportunity to work professionally with State Legislator Lyle Hillyard and have tremendous respect for his legal and legislative expertise. He has written a memo to the Utah State Senators on constitutional flaws in the initiative. I would highly recommend it for review by any citizen who takes his or her voting responsibility seriously. I recently wrote to the candidate for state legislator in my district and posed the following questions: 1. As a citizen of your leg-

islative district, what is your position on this initiative? 2. Should this initiative find its way onto the ballot, many citizens will make the “knee jerk” reaction of saying, “It’s about ethics, so it must be good.” What will you say to your constituents regarding this ballot issue? 3. You and other legislators need to speak out and educate the public as to the dangers of this proposed law. Our neighbors in the State of California have made an absolute nightmare of citizen legislation. Many blame California’s woes on citizen legislation that creates laws without any of the traditional safeguards provided in the legislative process. Many of us criticize our legislators for not reading legislation before voting on it. How many citizens will vote on this initiative without ever reading it? Even those supporting the initiative will readily admit that there are errors in it. They say that the legislators can “fix” it later. How many of us would buy a car knowing that it had problems that the mechanics could fix later? If the legislator has time to fix it, they have time to prepare the law without flaws existing in the proposed law. There is an old adage, “When in doubt leave it out.” Reviewing the legislative record, I believe that the Legislature is addressing the problem and the initiative is not needed. New Extension chief is world traveler No early parade spot saving; watch kids

FARMINGTON — The new Davis County Extension office’s director believes in getting the job done. Justin Smith may be able to prove he’s ridden a camel in Egypt among his world travels. But if lamb tagging is needed at 6:30 in the morning somewhere in Davis County, he’s there to do it. His new role means dealing with budgets and serving as liaison between Utah State University, which provides Extension services to the state’s 29 counties, and Davis County, which provides space and supplies, locally. But Smith continues in his role as extension agent over animals and livestock as well as the youth 4-H program. Even his travel is work-related, as he serves on a national Extension Services organization and as a consultant. “I continue to do a lot of international projects,” Smith said. His office walls are covered with mementos from many of the 35 or so countries he has spent time in. Beyond Egypt, other countries where his passport has been stamped range from spots not usually visited by Americans, such as Uganda and Lebanon, to several South American and European countries. On at least one of his visits to Lebanon, Smith had to stay on lockdown in his hotel room for an extended period due to political unrest. “Most of the farmers (he meets with) are so hospitable. I get to stay in their homes, eat their food, become one of them,” he said. “I teach farmers and ranchers how to improve their livestock production, work with them to set up extensiontype services in their countries,” Smith said. Extension services are part of the unique U.S. land grant university system, which in Utah is represented by

Such a system is something many other countries are eager to set up, he said. “As society evolves, extension continues to evolve,” Smith said, speaking particularly of its role in Davis County. “Extension is more than agriculture. It is about providing services in horticulture and gardening, and a lot more.” For example, 4-H continues to grow and now includes about 1,000 youngsters. Beyond its traditional agricultural focus, it now has clubs and projects from rocketry to electronics. The county is lucky to have close access and a growing association with the Utah Botanical Center and Utah House, which are USU projects, he said. Many classes are offered at the Utah House and adjacent facilities geared to home gardening and water conservation, as well as about trees that grow well in this climate, including care and upkeep. For example, Horticulture Educator JayDee Gunnell is based at the Utah House about two days a week, and

teaches many classes about landscaping, pruning, etc. Gunnell was instrumental in setting up an arboretum at the Botanical Center which provides information about native trees, and is working to create a garden of grasses from which homeowners and others can glean ideas. “We provide non-biased researchbased information,” Smith emphasized. “We’re not trying to push any particular product or process.” Consumers can obtain similar information on the Internet or from hardware stores, nurseries, or equipment suppliers. But it may be biased toward certain products, for example. Smith has assumed director duties from longtime Extension mainstay Shawn Olsen, who will remain in his office at the Memorial Courthouse in downtown Farmington. Olsen was county director for 29 years, a state record. He will concentrate on Extension-related issues impacting Utah’s Wasatch Front counties. tbusselberg@davisclipper.com

BOUNTIFUL — Please don’t try to save spots for the July 23 Handcart Days parade before 7 a.m., that day. And parents – please keep your kids away from the parade participants – floats, marching groups, etc. Those are the two big wishes of Bountiful Police Chief Tom Ross, his staff, and the hundreds of volunteers who make the parade possible. People seem to love a parade, and that’s why many people want to stake their claim not only hours, but days before the actual parade. That’s a no go, Ross emphasizes. “Do not reserve areas or place chairs on the sidewalks, park strips or any public space before 7 a.m. Friday, July 23, 2010,” he says. “This activity is prohibited by ordinance (before that time) and leaves us no choice but to impound your property to keep the public right-of-way open (that is, take chairs, blankets, etc.),” the chief says. “Each year we respond to numerous complaints and even arguments surrounding this issue,” he

says. “Please respect private property rights and wait until the appropriate time to save your spot. “If your property is impounded, you can pick it up at the police station at 805 S. Main. Your property will be sitting by the southeast corner of the station,” Ross says. Then, there’s the interest of safety – not only for kids, but for everybody at the parade. “Please help us keep your children away from the parade participants,” he says. “Spectators should not encroach into the travel lanes of the roadway to pick up candy and toys. “Each year we have small children running up to floats and parade entrants trying to collect these items,” Ross says. “At times, they interfere with the procession causing risk to themselves as well as participants in the parade.” Those throwing candy and toys have been asked to get the items as close to the curb as practical to help alleviate this problem, the chief says. “The Handcart Days Parade is a wonderful event that brings enjoyment to thousands. Help us keep it a safe and enjoyable experience for all.”

Actress and singer Rita Moreno coming to Davis BY JENNIFFER WARDELL Clipper Staff Writer LAYTON — When you love performing enough, there’s always another stage waiting for you. Legendary film, television and theater actress Rita Moreno, who is only one of 10 performers to have won an Oscar, Emmy, Grammy and Tony, is coming to the Ed Kenley Amphitheater in Layton on July 17 at 8 p.m. as part of the Davis Arts Council’s “Summer Nights with the Stars” concert series. Moreno describes the concert as

“the songs she’s always wanted to sing,” and enjoys the more intimate connection with the audience that the concert format provides. “I really love live performances,” said Moreno.“No matter how planned the show might be, there’s such a sense of spontaneity.” Part of that comes from her song selection process, which starts by writing down all of the possible songs on index cards and laying them out across her table. After that, she starts picking out about 90 minutes worth of songs. “A lot of nightclub people do themes, but I kind of don’t like to because it

paints me into a corner,” said Moreno.“If I’d been doing this all my life that would be OK, but I haven’t.” Once the set is complete, she does some research about each song or composer in preparation for the show. “I like to be able to tell some really interesting stories during the show,” she said. Some of the stories could come straight from her own life. from the show in the concert. She also always includes one or two Spanish songs, reflecting her Puerto Rican heritage and the fact that she was a Spanish dancer as a child. The concerts, however, are only one chapter in her long and varied career as a performer. Her most famous role is as Anita in Robert Wise’s film adaptation in “West Side Story,” which won her the Oscar. Younger audiences, however, may know her best from her work on the HBO series “Oz.” She played Sister Pete, a nun trained as a psychologist who worked in the prison, and still speaks well of the departed series. “It’s a brilliant piece of work, but it’s very intense,” she said.“It literally came and opened the door for the ‘Sopranos.’” Moreno is the only Hispanic to have won the four major awards, and if asked she’ll point out that she’s actually won two Emmys – one for “Rockford Files,” and one for “The Muppet Show” (you can catch her highly entertaining duet with Animal on YouTube). Still, she doesn’t consider the status to have much of an effect on her life. “The only time I remember is when I’m in my living room, where I have this huge shelf of awards,” she said. In addition to her bestknown awards, the shelf also holds a Library of Congress Living Legends Award, a Presidential Medal of Freedom given to her by George W. Bush, and a National Medal of the Arts from President Barack Obama. She also has a star on the Hollywood Walk of Fame, but that doesn’t fit in the living room. Her best award, however, comes every time she gets onstage. “All actors need audience affection,” said Moreno.“It’s the one thing you miss when you’re out of work – someone somewhere going ‘Gosh, I love you.’” She chuckled.“If any actor tells you they don’t, they’re full of it.” Each audience, though, is different. Some are sophisticated, which she loves because they allow her to get into more sophisticated songs, while others are very enthusiastic and demonstrative. Other times she has a

quieter audience, which can be surprising in its own way. “I’ll think a concert is a bust, but then they’ll mob me after for autographs,” said Moreno.

One part of an audience can also affect the other. “Sometimes I’ll get a mixed audience, where part will be demonstrative and part will be reserved. But

the reserved part will usually win out, because the demonstrative part will get shy,” she said.“It’s all very behavioral and psychological.”

It’s also the lifeblood that keeps Moreno going. When asked whether she was planning to retire any time soon, her answer came instantly.

FARMINGTON — If she’d lived, Kendra Webster believes her daughter Makenzie Rye would have changed the world. Since the little girl lost her battle last December with SMARD, a rare neuromuscular disease, Webster wants to help make that change in her memory. In honor of what would have been Makenzie’s first birthday, she’s holding a MRW Live, Laugh, Breathe fund-raising carnival and motorcycle ride designed to raise money for research to fight the disease. “I feel like my daughter gave me so much,” said Webster.“I owe it to her to carry on her name and make a difference in other people’s lives.” The carnival will be July 17 from 3-8 p.m. at Shepard Park in Farmington. As a celebration of Makenzie’s birthday, it will have everything from Princess Parties to the Scales and Tales to UFO’s unicycle team throughout the day. Movie Beat: ‘Sorcerer’s Apprentice’ charms rust Disney to remind me how charming a little goofiness can be. I’m convinced that’s the key to the sheer, slightly off-kilter likeability of “The Sorcerer’s Apprentice,” which has a sweet, dorky, smart-alecky heart beating beneath its standard younghero-saves-the-world plot. It’s a messy, funny, weirdly endearing movie, and that fact somehow makes it better than the more straightforward and serious takes on the genre. The off-kilterness starts near the beginning, where they take the usual “child discovers his heroic destiny” origin scene and explores what happens when it explodes in on itself. The result is Dave, played by Jay Baruchel as a perpetually nervous young man who wisecracks in sheer self-defense and looks so awkward that you just want to hug

Though I loved him in “How To Train Your Dragon,” Baruchel has clearly been wasting himself in the slackerish films that he’s mostly been in before now. (Anyone remember “She’s Out of My League”? If not, lucky you.) He makes Dave so sweet and completely out of his depth that he has no trouble keeping the audience firmly on his side. He’s a refreshing change from the nobler, more heroic sort that normally heads up this sort of thing (forgive me, Harry).

Nicholas Cage, thankfully, plays the role of sorcerous mentor with much less of his patented craziness than his hairstyle might suggest. Instead, he employs the same kind of heroic seriousness he used in “National Treasure,” with just a touch more looseness that suggests the man might actually be enjoying himself. That lightness makes his standard dry delivery slightly funnier than usual, and in general makes this one of the more likeable characters Cage has ever played (as always, I accept well-reasoned arguments to the contrary). As an evil sorcerer, Alfred Molina clinches my award for the best scenery chewer of 2010 (wisely, this movie hands him more scenery than “Prince of Persia” did). I won’t try to summarize the plot, which is squeezed into all edges of the movie like a slight-

ly-too-large present packed into a really tight box, but you’ll still get the general idea even if a few of the details escape you. There are also several extremely cool magical sequences that will satisfy any action fans in the audience without going over the edge into headache and seizureinducing territory. (I’ll try not to spoil it – though I’ve seen at least one trailer that already does – but it turns out that the movie does have more connection to its namesake than just the name. The “Fantasia” fan next to me was giggling with sheer delight throughout the entire bit.) It’s the movie’s sense of humor, though, that gives it the real edge. patients at Primary Children’s Hospital. Garrett, with help from his troop members and Ridgetop Ward Young Men’s group, tied fleece blankets, cut out and sanded wooden shapes and stuffed and sewed comfort dolls. Due to the generosity of several donors making both monetary and material donations, Primary Children’s received more than 100 wooden shapes, 15 fleece blankets and 20 comfort dolls. Garrett and his family wish to thank all of his Troop 220 leaders for their help and encouragement along his journey to Eagle.

Camren also has been diligent in scouting, earning several more merit badges over and above the 21 required. For his Eagle project he met with a local Bountiful architect and they designed a stair case to the loft at the multi-stake LDS girls camp at Piuta in the high Uintas. Fellow Scouts in his LDS ward

and with friends, Scout leaders and family they procured building materials and spent two entire Saturdays constructing the stairwell up and into the loft of the Camp Piuta lodge. Camren loves rock climbing, cycling, hiking and engineering endeavors. Camren attends Nuanes Charter Engineering School in Layton. The two boys have had the support of great leaders,

friends and parents in helping complete these projects and their advancements.Thanks to all who have helped these two outstanding young men. The Bountiful 25th Ward has documented 141 Eagle Scouts through the more than 45 years they have been chartered. The boys are encouraged to become goal setters and high achievers in their future lives.

Norman D. and Luana Shumway quietly celebrated their golden wedding anniversary recently. They were married in the Salt Lake Temple on June 30, 1960. Norm and Luana lived most of their lives in California where Norm practiced law and served for 12 years as a U.S. Congressman from that state. After retiring, they served as president of the Japan Hiroshima Mission, directors of LDS Church hosting, directors of LDS public affairs in the Asia North Area and representatives of the church at the United Nations. They are the parents of six

Heather Devlin and Jordan Juarez will be married July 23 in the Salt Lake LDS Temple. A reception will be held that evening from 7-9 p.m. at the University of Utah Institute of Religion. Heather is the daughter of Rick and Sandy Devlin. She is attending the University of Utah majoring in elementary education and is a nanny. Jordan is the son of Omar and Michele Juarez. William (Bill) and Wanda Ostler The children of William (Bill) and Wanda Ostler are pleased to announce a victory for the institution of marriage. Their parents recently celebrated their 50th “Golden” wedding anniversary. Their observation of this event began last fall with a 7000 mile road trip across the country. Then in January they quietly observed the official anniversary in their winter home in Yuma, Arizona. Finally, they gathered recently with their family in Brigham City to formally celebrate their enduring union. Bill and Wanda met in the home town of their youth, Spanish Fork, Utah. Bill sold his boat to pay for Wanda’s wedding ring. They were married Jan. 30, 1960 in Elko, Nevada. Wanda graduated from beauty school and then helped put Bill through school at Utah State. They bought a home and settled in Bountiful and have now resided there 44

years. Bill was hired as a school teacher where he taught and had many coaching assignments (mostly at Viewmont) for over 30 years. He retired in 1993 but is still greeted by many around town as “Coach.” Wanda helped support the family as a beautician for many years. However, her greatest legacy lies in the immense sacrifice and concern she gave in rearing her five children. Their marriage is characterized by being concerned and diligent parents, making family a high priority, and by Bill making Wanda laugh while she in return takes care of him. The most far-reaching event of their marriage is when they took their family to be sealed in the Salt Lake LDS temple in 1980. They are the parents of Jeff, Wendy, Kevin, James (Brian), and Jana. They also enjoy 21 grand children.

BY SHALYN ROBERTS Clipper Staff Writer SALT LAKE CITY — The University of Utah’s Lifelong Learning program is offering classes on urban farming, fishing, foraging, and food preservation throughout the summer. Executive Director of Wasatch Community Gardens, Claire Uno said the growth in community gardening has jumped tremendously, causing a six-year waiting list for some of the gardens. The University of Utah’s program focuses on teaching finding, growing, hunting, and preserving one’s own food. Lifelong Learning’s

program, the Urban Homestead, offers classes in everything from gathering wild mushrooms to fly fishing and herbal medicine making. “We’re helping people relearn what was common knowledge just two or three generations ago,” said director of Lifelong Learning Mandy Self. According to the university, cities throughout the Wasatch Front, including Davis County, have raised restrictions on backyard chicken coops and beehives, as well as launching initiatives to turn unused public lands over to commercial growers and community gardens.

Between the initiatives through city governments and according to the National Gardening Association’s estimates, the number of people growing vegetables has increased more than 40 percent in the past three years.The Lifelong Learning program says it’s creating a new movement. KAYSVILLE — A team of students from the Davis Applied Technology College earned a Skill Point Certificate at the recent national SkillsUSA National Leadership and Skills Conference. More than 1,100 businesses, corporations, trade associations, and unions were represented at this year’s national SkillsUSA competition, helping to recognize students and judge their work. A team of students

studying esthetics at the DATC was awarded the Skill Point Certificate at this year’s conference. Kayal M. Dahl and April L. Mumford made up Team B from the DATC and took home a certificate. Students must achieve a high score defined by the industry in other competitions before competing nationally. Categories include robotics, criminal justice, aviation maintenance, public speaking, and more.
