About DBI Architects

In March of 2024, DBI Architects was acquired by GreenbergFarrow (GF). GF is an architecture, engineering, planning, interior design, landscape architecture, and development services firm that brings talents and teams from all over the world together to create structures, spaces, and experiences.

Now, as a GF Company, DBI can provide a much broader suite of services, from land development and civil engineering, through MEP and structural engineering, to master planning and architecture, and interior architecture and design. With 50 years of experience and now with 14 offices across the US, Mexico, and Singapore, “DBI – A GF Company” has worked in nearly every state, and in thousands of cities nationwide and around the world. Having been involved in every aspect of the highly specialized practice of development services, we have gained an invaluable and unrivaled degree of knowledge and expertise.

DBI has a history of long-term staff retention and promotion from within, with significant longevity among senior staff members.

President Alan Storm, AIA, IIDA has 50 years of architectural design, management, and real estate experience. He has been with the firm for 49 years, coming on-board in 1975. For much of that time, Mr. Storm had overall responsibility for the firm’s strategic direction, design

philosophy, management, and marketing. He is closely involved with the conceptual design of major projects and works with senior staff to oversee the firm’s direction and performance. A dedicated, discerning, and inspiring leader since joining the Design for Business companies, he is both a consummate architect and an esteemed industry authority.

At the time of the firm’s acquisition, DBI had three additional principals: Roseanne Beattie, AIA; Michael Hartman, AIA; and Beth Todd, IIDA, LEED AP. Each of these long-tenured professionals will remain with the firm for the foreseeable future.

With over 45 years of industry experience – 43 of which have been with DBI – Roseanne Beattie contributes significantly to DBI’s overall strengths, adding both depth and breadth to the firm’s collective

and evolving body of knowledge. Focusing her career on large government and institutional clients, as well as a substantial balance of private sector work, she has held the longest-running contracts at DBI, managing projects for the World Bank, International Finance Corporation, and the International Monetary Fund for 18 years. Ms. Beattie believes that the success of both short- and long-term projects depends on several factors: maintaining schedule deadlines and being responsive to client concerns; defining the problem at hand and finding the best—yet most cost-effective—solution; having the ability to adapt to change as projects evolve in scope; and anticipating and resolving challenges before they arise.

Michael Hartman is responsible for the management of the firm, as well as the management of the design and coordination of interior

architecture projects from building selection through contract administration. During his 36 years at DBI, he has focused on establishing and managing long-term relationships with corporate clients, building owners, developers, and brokers. He has been instrumental in the firm’s significant growth, both in its expansion from an interiors-only to an interior design, architecture, and planning firm and in its staff development. Mr. Hartman is an effective mentor for staff. He cultivates an environment that motivates employees to engage deeply with projects and to learn from their team members.

His design philosophy stems from his belief that architecture is, at its core, a process and practice undertaken for the benefit of society by encouraging people to engage with the built and natural environments. He finds the design of interior architecture, particularly in the workplace, highly rewarding due to its detailed focus on the specific aspects of people’s daily interaction and work processes.

Beth Todd has spent all 25 years of her commercial interior design career with DBI Architects. Over the course of that time, Ms. Todd has specialized in the renovation and modernization of workspaces for federal agencies and private sector clients, including developers, building managers, and government contractors. An industry authority on tenant improvements and services, she expertly manages all aspects of her projects, accomplishing their objectives through meticulous team and schedule coordination. Her projects, often large scale and highly complex, involve a broad range of building types, as well as extensive consultant coordination, and frequently require phased renovations for occupied spaces. Her responsibilities include the management, design, and coordination of all phases of the interior design process: budgeting, scheduling, programming, space planning, design development, construction documentation, and contract administration. Beth’s clients have included several federal agencies, government contractors, and developers, such as the Pension Benefit

Guaranty Corporation, the U.S. General Services Administration, Engility Corporation, BAE Systems, Lowe Enterprises, and KBS Realty Advisors.

Similar Projects

Over the course of 50 years, DBI has executed on designs for many projects that are similar in size and scope to that which is at hand. Those shown in the “Portfolio” section of this proposal represent recent projects that share many criteria with World Courier.

The similarities include labs with racking and conditioning, significant server room, renovation of existing space, glass-partitioned observation space, and combinations of office and workstations.

DBI brings to the World Courier project a senior-level team led by Principal Beth Todd, IIDA, LEED AP. Having recently celebrated her twenty-fifth anniversary with the firm, Ms. Todd’s tenure is indicative of

her superior skills as a designer, coupled with a talent for ensuring that every project is completed successfully. Working with Ms. Todd will be Sarah Harrelson, IIDA Allied.

Ms. Harrelson is a creative Interior Designer with a strong background in space planning, project driven renderings, project management, computer-aided design, and construction administration. Driven to think beyond the realm of what has been already been done and push for new solutions for old problems, her goal is to always deliver an effective, unique, and on-target design that fits the clients’ needs while making an effort to include the highest level of sustainability.

DBI’s Process

DBI Architects will undertake the following steps to support World Courier’s move to their new location at 3675 Concorde Parkway in Chantilly, Virginia:

Development of Test-Fits

Initial Test-Fits: DBI Architects will develop initial test-fits based on World Courier’s provided plan. This will involve creating preliminary layouts to ensure the space meets the tenant’s requirements.

Revisions: The firm will allocate sufficient time in their fees to revise the test-fits after receiving feedback from World Courier. This iterative process ensures that the final layout aligns with the tenant’s needs and preferences.

Building Surveys

Surveys: DBI Architects will conduct comprehensive surveys of the new building to identify its key advantages and disadvantages. This will help understand what aspects of the current building work well and what areas need improvement.

Analysis: The surveys will inform the design process by highlighting

any potential issues or benefits that could impact the renovation and fit-out.

Space Planning and Programming

Space Plans: DBI Architects will develop detailed space plans and refined programming documents based on World Courier’s requirements. This includes creating program questionnaires and/or program matrices for World Courier to gather necessary information.

Evaluation: The firm will evaluate World Courier’s technical, storage, conferencing, secure area, and support needs to ensure the space is functional and efficient.

Layout Determination

Office and Workstation Layouts: DBI Architects will determine the appropriate layout of offices and workstations based on World Courier’s corporate standards. This includes ensuring that the design supports the company’s operational needs and workflow.

Budget and Schedule Development

Preliminary Budget: DBI Architects will develop preliminary budget documents and/or narratives to enable General Contractors to produce detailed budgets. This will help in financial planning and cost management.

Project Schedule: The firm will assist in developing a master project schedule with key milestones for design, permitting, bidding, construction, and FF&E (Furniture, Fixtures, and Equipment) integration. This schedule will align with Fairfax County’s approval process.

Vendor Coordination

Design Integration: DBI Architects will coordinate the integration of design information and technical requirements provided by vendors specified by World Courier. This includes IT (network), audio-visual, and security systems.

Cold Storage Coordination: Coordination with World Courier’s preferred vendor on the cold storage chambers and conditioning areas will be essential to meet specific storage requirements.

Budget Management and Sustainability

Budget Adherence: DBI Architects will work within World Courier’s project budget, providing suggestions to maintain or reduce costs while achieving the desired design concepts and intent.

Sustainability: The firm will incorporate World Courier’s sustainable policies into the design. If the project aims for LEED certification, DBI Architects will assist in evaluating potential points and their relative costs and pay-back scenarios.

Additional Services

Signage Coordination: DBI Architects will include coordination on the interior and exterior signage as part of their additional services.

Permit Coordination: The firm will coordinate with a permit expeditor to secure the necessary permits for the certificate of occupancy, ensuring compliance with the Virginia Fire Prevention Code and Fairfax County’s regulations for Combustible High Pile Storage.

Included in this proposal is a proposal from the MEP engineering firm Engenium. That MEP proposal utilizes similar criteria as detailed general RFP, in terms of team composition and proposed key team members.

DBI’s process for coordinating documents with consulting engineers and contractors to secure a building permit in Fairfax County, Virginia:

1. Initial Design Development: DBI Architects will develop the initial architectural designs and plans for the project, incorporating the client’s requirements and adhering to local building codes and regulations.

2. Collaboration with Consulting Engineers: DBI will work closely with Mechanical, Electrical, and Structural Consulting Engineers to integrate their specialized designs into the overall project documents. This

collaboration will involve regular meetings and exchanges to ensure all systems are properly integrated and conflicts are resolved.

3. Contractor Input: If a construction contractor is involved early in the process, DBI will seek their input on constructability issues, potential cost-saving measures, and scheduling considerations that could impact the design and permitting process.

4. Document Compilation: DBI Architects will compile all architectural drawings, engineering plans, specifications, and relevant contractor documents into a comprehensive set of construction documents required for the building permit application in Fairfax County.

5. Quality Control Review: The firm will conduct a thorough internal review to ensure all documents are complete, coordinated, and comply with Fairfax County’s building codes and regulations.

6. Permit Application Submission: DBI Architects will prepare and submit the building permit application to Fairfax County’s Land Development Services (LDS) department. This will involve:

• Initiating the application process through the Planning and Land Use System (PLUS).

• Submitting all required drawings, plats, site-related plans, and other documentation.

• Paying the necessary fees.

7. Agency Reviews: DBI will coordinate with various county agencies as required for project reviews. This might include zoning, health department, fire marshal, or other relevant departments depending on the project scope.

8. Response to Comments: If Fairfax County officials provide comments or request revisions, DBI will coordinate with the engineering consultants and contractor to address these issues promptly. They will make necessary revisions to the documents and resubmit as required.

9. Permit Acquisition: Once all requirements are met and approvals obtained, DBI Architects will work to secure the final building permit on behalf of the client.

Throughout this process, DBI Architects will leverage our nearly 50 years of industry experience to navigate the complexities of the Fairfax County permitting process efficiently. Their expertise in architecture and interior design will ensure that all documents are prepared to the highest standards, facilitating a smooth approval process.

With this proposal, DBI acknowledges our acceptance of Exhibit CScope of Services enclosed in this Request for Proposal. A completed Exhibit D - Bid Proposal Form is included in the “Fees and Schedule” section of this proposal, as is a sample Certificate of Insurance. Further, DBI acknowledges acceptance of Exhibit G - Schedule.

To reduce and monitor the environmental footprint of our projects, we maintain a carefully planned and integrated technological design platform that harnesses state-of-theart architectural design software. In addition to conveying conceptual designs quickly and in great detail, we are able to perform building energy and performance analyses to determine which architectural designs have the least environmental impact. Our technological platform also enables us to create highly coordinated sets of construction documents that link building component information to external databases for postoccupancy space and asset management.

Over my 40-year career at DBI, I have worked my way up the ladder from entry-level architect to principal architect. Along that path, I was afforded the same opportunities as my male counterparts. I have been financially compensated the same as my male colleagues. Since starting at DBI in 1981, I have never felt the slightest discrimination based on my gender.

DBI has always been welcoming. Over the course of my career, I've had two children, taken 12 weeks of maternity leave each time, and was welcomed back to my job after each pregnancy. DBI has always been accommodating to families, providing temporary part-time and permanent part-time positions based on family obligations.

MICHAEL HARTMAN, AIA | Principal

In my 35 years at DBI, diversity has been consistently at the core of the firm, yet never consciously imbued in its daily life. It has simply been a part of us. In fact, when working to create a diversity and equity policy for the firm, it seemed as if we were just documenting what already existed. Always strong with strong women, the firm has embraced those from all races, ethnicities, religions, most all continents, LGBTQ identifying, and even straight white men!

When DBI President Alan Storm wanted to bring on partners to the firm some twenty years ago, he chose two women and me, a gay man, to join him to carry the firm forward. These partners were chosen simply for their contributions to the firm, the practice of architecture, and humanity. This remains strong at the core for all.

Coming to the United States from Columbia in early 2000, I had a vision of a “land of opportunity” – as many immigrants do. MASTER PLANNING

MEP ENGINEERING

STRUCTURAL ENGINEERING

GF’s structural engineering capabilities span over three decades of experience with diverse building types, including a wide range of corporate, commercial, retail, residential, hospitality, industrial, entertainment, government/institutional and mixed-use. This experience extends to specialized structures such as signs, towers, retaining walls, and water detention facilities.

With engineers licensed in all 50 states and the District of Columbia, our projects span the U.S. coast to coast within most primary and secondary markets. Through early and strategic involvement, our engineers provide the expertise that identifies critical issues at the outset and allows for timely, economic, and creative solutions during the entire design process.

CIVIL ENGINEERING

GF has a team of experts who are well versed in implementing solutions for the most complicated sites from redevelopment sites, floodplains, difficult utility relocations, to areas requesting sustainable design elements. GF has worked on thousands of projects worldwide and has provided services such as environmental mitigation and stormwater management to bringing in site utilities and site access; this range of experience guarantees the client that GF efficiently provides solutions that are in the best interests of everyone involved. SERVICES

STEALTH DESIGN

Beginning with the design of computer rooms in the early 1980s, we have created a variety of technology-oriented spaces, including network operation centers, switch sites, data centers, advanced concept laboratories, and video teleconferencing centers.

EXTENDED CONSTRUCTION CONTRACT ADMINISTRATION

To ensure that a project is completed according to the price agreed upon during bidding, we provide extended part- or full-time representation at the construction site. We monitor the project’s progress and quality of work, as well as the contractor’s construction schedule; respond to requests for information; maintain project records; evaluate shop drawings, product data, and samples; review the contractor’s applications for payment; conduct inspections to determine substantial and final completion; and administer project close-out procedures.

MOVE MANAGEMENT/FACILITY MANAGEMENT

We provide consulting and on-site facility management services to corporate, institutional, and government clients. Whether moving a bookcase or coordinating an entire office relocation, we successfully implement move and facility management policies by partnering with our clients to understand their organization’s structure, business goals, and culture. Projects encompass both daily moves and complete reconfigurations due to growth, contraction, or mission changes, as well as special projects that support the client. Specific tasks have included “box” moves for thousands of people to different locations within the same building, or between different facilities, as well as consolidation or expansion of space between floors, or from building to building.

FURNITURE MANAGEMENT

From systems furniture and casegoods for office spaces to complex solutions for operations, command, and conference centers, we can coordinate furniture requirements for all spaces. In addition to creating a furniture plan tailored to the specifications of any project, we offer guidance in manufacturer selections and workspace designs; handle procurement and installation processes; and manage all vendors on-site.

SURVEYING

At GF, our surveying services are foundational to our integrated approach to design and construction. We offer comprehensive land surveying capabilities to support all phases of project development. Our team utilizes the latest technology to deliver precise, reliable results, ensuring your project is built on accurate data.

LANDSCAPE ARCHITECTURE

Any great project begins with an understanding and response to the conditions of the site. Our approach to landscape architecture centers on applying our place-making skills to create a remarkable experience in both the short-term and over the longest span. By working with a client to analyze their space, we introduce a human scale to nature, concentrating on the ways in which living and non-living forms interact. Working seamlessly with all other disciplines, we incorporate concepts that include both public and intimate spaces while integrating hardscapes, view corridors and people flows. The goal is to re-imagine the site as a series of rooms, or spaces, or alternatively, as a stage for a great building. SUSTAINABILITY

We work to ensure that the client receives the best value for their investment. We understand that our clients have two budgets: the dollars available for design and construction, and the time allotted to get the job done. DBI keeps a close eye on both.

fully understand and interpret that truth in an environment that infuses brand and culture into every aspect of the workplace – immediately engaging staff, visitors, and clients and presenting the best representation of organizational values and goals.

The process that DBI follows is not dissimilar to the process many design firms might follow. It’s what we bring to the process that sets us apart.

FURNITURE

Beginning with test-fitting, visioning, and programming, we work to understand the corporate culture. We work to develop standards, based on what we’ve learned, to provide a sense of consistency throughout the finished space. From the beginning, we’ll discuss branding, and the discussion will bear on and influence design development.

More than a logo on a wall, more than a set of corporate colors, branding is that difficult-to-define set of qualities, characteristics, ideals, and other criteria that define an organization and what it stands for. DBI works with you to identify the details that tell your “brand story.” From these observations, a palette of colors, textures, finishes, and furniture will be developed to create a space that boldly states the organization’s identity.

We pride ourselves on delivering on-time, onbudget, and with “no surprises.” Using tools such

as Revit allows us to provide clients with 3-D views from the very early stages of the project so you won’t have to try to interpret flat representations of your space. And, DBI will develop different scenarios to make the way to proceed more clear.

DBI engages in an inward-facing value engineering throughout the design process. We understand that opportunities for cost savings and schedule management are greatest in the early stages of the project and diminish as work progresses. As a result, emphasis is placed on controlling these aspects during the schematic design and design development phases of a project. At these stages, factors that may adversely affect the cost of a design can be identified and alternative action taken, if necessary.

POST OCCUPANCY FEEDBACK

Cost control and time management are fundamental and continually monitored. We include value-priced alternatives as we develop the palette. We’re also careful to seek out solutions that will not be bogged down in supply-chain bottlenecks. We want you to “spend wisely” – in your budget and in your schedule.

As we develop construction documents, we engage the client in “page turn” sessions. These sessions are high-level but in sufficient depth and detail to be sure that the needs of the project are being met.

During this phase DBI gathers bids from general contractors, evaluates the proposals submitted, and provides recommendations on general contractor selection.

Construction administration is a critical phase of

the process. DBI remains fully engaged at this stage, ensuring that everything reflected in the construction documents is built to specifications.

DBI remains highly involved throughout construction administration, advocating for our client and making sure their needs are met.

During move in and even post-occupancy, DBI provides customer service as needed, perfecting the design, and gathering feedback to make adjustments, as necessary. Our work does not end when the punch list is completed.

We’ll be there to assure design, functionality, branding, fit, and finish meet or exceed expectations. Because when all is said and done, it comes down to caring.

Design Team

DBI brings to the Employee Navigator design a senior-level team led by Principal-in-Charge Beth Todd, IIDA, LEED AP. With over 25 years of experience in commercial interior design, Ms. Todd specializes in the renovation and modernization of workspaces for federal agencies and private sector clients, including developers, building managers, and government contractors. An industry authority on tenant improvements and services, Beth expertly manages all aspects of her projects, accomplishing their objectives through meticulous team and schedule coordination. Her projects, often large scale and highly complex, involve a broad range of building types, as well as extensive consultant coordination, and frequently require phased renovations for occupied spaces. Her responsibilities include the management, design, and coordination of all phases of the interior design process: budgeting, scheduling, programming, space planning, design development, construction documentation, and contract administration. Beth’s clients have included several federal agencies, government contractors, and developers, such as the U.S. General Services Administration, Engility Corporation, BAE Systems, Lowe Enterprises, and KBS Realty Advisors..

Senior Manager, Interiors Sarah Harrelson, IIDA Allied brings more than eight years of design and project management experience to the team, along with a broad knowledge of programming, space planning, and design development. Over the course of her career, she has worked in increasingly complex roles as an interior designer and project manager involved in all phases of corporate interiors projects, including site verifications, programming, and schematic design, utilizing Revit, Enscape, and Creative Cloud programs. Sarah has also developed her expertise in production of construction documents, using Revit with support of AutoCAD backgrounds and working with the owners and contractors from visioning and programming through construction administration.

The design team is rounded out by Interior Designer Lance Washburn. Mr. Washburn is a creative interior designer who has provided invaluable support to project managers across a diverse range of commercial projects. His expertise in workplace design and proficiency in integrating branding into interior environments sets him apart. Mr. Washburns philosophy is straightforward: to empower individuals to cherish the places they call home or work. DESCRIPTION

Octo oLabs™ Innovation Hub, located at their headquarters in Reston, VA, is the largest privately-owned R&D facility in the DC metro area dedicated to the federal government, and represents a $10 million investment in specialized R&D development tools and computer power. The space includes a large interactive media screen, a studio room for video and photography, and a darkroom for testing night vision equipment. The mediaheavy design also required installation of an Uninterruptible Power Supply (UPS) and generator. Octo is a premier provider of emerging technology and modernization for the federal government, and oLabs will be a hub for internal collaboration and product development focused on solving federal agencies’ most complex issues.

DESCRIPTION

The speculative suites at 4501 N Fairfax Drive consist of 6 separate units. Designed for flexibility to allow for easy modification to combine adjacent suites or to modify for prospective tenants, full glass front-framed windows provide all users with daylight through to the core. Each suite has a dedicated conference room and coffee station, and all suites share access to the town hall amenities, including 3 conference rooms, 2 phone/ huddle rooms, a shared pantry/cafe with nitro brew coffee bar, and 2 lounges. The design concept focuses on opportunities for tenants to lease a smaller footprint suite with access to the shared amenities to provide flexibility in design while minimizing burden. The suites and amenity spaces are designed with sophistication. Clean, sleek, simple lines with pops of graphic wallcoverings bring energy and inspiration to the space.

DBI was hired by Prime Contractor Quinn Evans Architects to manage the interior transformation of the entire third floor (administrative) of the Air and Space Museum on the Mall. This project is one component of the Museum’s approximately $1 billion overhaul. A renovation of existing space, this project required DBI to provide schematic design, design development, construction documents, and FF&E services. DBI’s design of the third floor will transform NASM’s work environment into an updated, vibrant, and modern facility that will enrich occupants’ experiences; foster a creative and welcoming work culture (as an effort to attract top-notch talent); encourage the continuing advancement of pioneering research; and be consistent with the design of the rest of the building interiors, as well as the base building renovation.

DESCRIPTION

DBI was engaged to perform this renovation in place for Smartonix, LLC. The concept of the new design emphasizes the curved ceiling design of the existing space, expanding it and mirroring the circle in a wood luxury vinyl plank tile on the floor below. The clean, crisp design makes use of rich hues and vibrant blue tones, crisp high-gloss whites, warm gray washed woods, and walnut toned floors. A nine-inch-thick floor to ceiling royal blue branding wall is the backdrop to the reception area and caries a new stainless “Smartronix” logo. The breakroom is designed not only as a reprieve from the general office space but also an area that could host impromptu meetings and scheduled events. The space offers different seating zones for both dining and collaboration. Workstations in the open office area feature functional 6’x6’ desks designed with efficient built-in storage solutions and features to maximize human ergonomics. All the existing conference rooms as well as the newly designed conference room incorporate acoustic panels at the TV wall to help with sound transfer and utilize the latest in audio-visual technology, allowing Smartronix to collaborate with its staff and clients both in the office and through the ever-growing video calls.

DESCRIPTION

From visioning kick-off meetings to actual move-in, DBI worked with Emergent BioSolutions Inc. (EBSI) on every aspect of its new corporate headquarters. DBI successfully maintained EBSI’s high level of corporate professionalism while transforming the workspace from an enclosed, nonwindowed office into an open, collaborative, and functional environment that infused the company’s scientific brand into all aspects of the space. A 30’ x 30’ opening was created within the fifth-floor slab to allow for a twostory reception and atrium space, a feature that connects the work flow of the fourth and fifth floors via the new monumental staircase.

DESCRIPTION

Ambu, the global market leader in single-use endoscopy, including the world’s first single-use bronchoscope, the Ambu® aScopeTM, chose DBI to create their United States headquarters in Columbia, Maryland. This hybrid office, promoting maximum flexibility, offers an abundance of huddle spaces, phone booths, and open collaboration zones to promote teamwork. A core number of assigned offices are provided, as well as ample “nomadic” workstation seating. DBI designers worked diligently to develop a comprehensive understanding of the client’s culture, bringing the Ambu brand to the space through the use of custom graphics and coral and teal corporate colors. A simulation lab was created as part of this “brand-forward” approach. Displaying much of Ambu’s groundbreaking technology for outpatient care, operating theater, and emergency room, the sim lab is integrated into the reception area, through a glass partition. A very low construction cost was achieved through salvage of 80% of lighting fixtures and ceiling tiles from the original space.

DESCRIPTION

USP converted half of the laboratory spaces to open office with systems furniture, and demolished most of the remaining individual lab spaces to create one open laboratory. As part of the scope, DBI and Allen & Shariff designed and installed additional hoods to supplement the existing hoods, new snorkels, exhaust for balance enclosures, a walk-in refrigerator, a dehumidification chamber, safety showers, and eye washes throughout the lab. DBI also reconfigured all of the existing lab benches into the new open environment bench layout. USP wished to occupy the space as quickly as possible. To meet that goal, the design team delivered the space in two phases.

DESCRIPTION

The core restrooms and main lobby had been previously renovated but the building at 4001 N Fairfax Drive was in need of a conference facility and lounge amenity spaces to support existing tenants and potential new tenants.

Penzance also wanted to create two spec suites to complete ½ of the remaining 2nd floor, leaving a 3rd space in shell condition for a new tenant. DBI also incorporated a new standard for the 2nd floor tenant lobby into this project.

DBI and our subconsultants are to be reimbursed for expenses such as all plot drawings and other reproduction expenses, messenger services, postage, long-distance phone calls, local transportation, travel, and out-of-town living expenses. Expenses will be invoiced separately as professional compensation in the above contract, as costs are accumulated and marked-up with a multiplier of 1.15. Mileage will be invoiced at the prevailing federal government rate.

Clarifications, Assumptions, Exclusions

The following services are excluded from the above scope of work and will be billed either as a fixed fee or hourly according to the current DBI prevailing hourly rate schedule provided in this proposal.

• Additional services due to Client, Client’s Representative, or Building Owner-driven changes or supplemental documentation to the budget, schedule, and / or phased services listed above after authorization to proceed to the next phase. Should DBI find that the original scope of work has expanded/changed, DBI will provide a written summary of the additional services in the form of an Additional Work Letter with a request for Client’s authorization to proceed.

• DBI assumes the design work for all areas within this project will be performed simultaneously. Therefore, production of documents to address construction phasing, multiple permits, multiple bidding processes, non-simultaneous design process, and non-simultaneous construction process are not included.

• Request for redesign of the construction documentation after this phase has begun

• Research and supplemental A/E drawings associated with value engineering.

• Book specifications.

• Any accessibility compliance upgrades or modifications to areas outside the scope of work or within the base building common areas, U.O.N.

• Third-party peer review.

• Design Consultants for audio-visual, acoustical, lighting, security, structural, IT/voice, and data cable or network design services.

• Value engineering after the bid price is received, if the bids are within 5% of what was budgeted and priced during preliminary pricing exercise. Throughout the project process, DBI will select products, materials, and specifications to meet the project budget. DBI recommends a preliminary pricing exercise from a third-party Vendor to confirm budget compliance and alternate specifications to meet the budget. DBI assumes no responsibility for varying construction costs.
