community & government Late Bar Life vs Quality Of Life

By Sam Massell, President, Buckhead Coalition From time to time, elected officials get requests by bar owners to extend cocktail serving hours later into the morning hours. We’re sensitive to the fact there’s a generational factor at play in the Buckhead community, and each is entitled to a different agenda. There’s no denying the reality, however, there is a negative impact on quality of life on those who need to sleep at that time. As a native Atlantan, I’ve witnessed our growth -- our maturity -- in many quarters. When I was mayor of this city was when we first claimed to be “International” because we had a nonstop flight to Mexico City! Before that, I brought about the change to nonpartisan local government, allowing Republicans a seat at the table! Some thought that when we had bars open late this gave us certain magnetism! I could name other breakthroughs, and I can predict there will be many more in the years ahead. Having been president of the Atlanta City Council for eight years (then called the Board of Aldermen) I can give first-hand testimony to the hard work our elected officials perform. This bar closing time issue is one of those that generate heavy pressure both pro and con, and I respect the sincere deliberations given such subjects. There will be arguments about loss of business, about needed tax revenue, about city image, about patron behavior, about crime stats, about competing jurisdictions, even about constitutional rights and racial discrimination. The one issue that can’t be dismissed, however, is the absolute damage to quality of life. As a board member of the Atlanta Convention and Visitors Bureau, I’ve been told that never has a convention group -- or even an individual tourist – asked the office what time our bars close, on which to base a travel decision! A 4 AM closing time will not increase Atlanta’s tourist or convention business. For those who do not know, our city has a 4AM closing time in Underground, which serves well as an entertain6 | holiday 2011

ment district, far removed from most residents, and served by abundant adjacent parking facilities. Special dispensation to this location is considered warranted as well because the tax payers of Atlanta are paying for its deficit financing. There is no denying there are some responsible bar operators who carefully patrol the alcohol consumption in their premises, and in our community of Buckhead we welcome them as part of the economic mix of businesses compatible with surrounding residences. We all know, however, in whatever part of Atlanta you reside, there has been bar life that resulted in intoxicated behavior with damage of private property, fights, and worse. Extensive law enforcement is an effective deterrent, but this is expensive and increases with longer serving hours. Our new police chief, George Turner, will attest to this and is the first to point out that crime dropped when the hours dropped here a few years ago! We in the Buckhead Coalition – and we believe Midtown Alliance and Central Atlanta Progress will agree – do not want longer hours, and we urge the public to join us in a plea to the Mayor and City Council to reject any future move for such a step backward. At the same time, I’m always willing to seek an alternative if it will serve the needs others are espousing. Such a plan could be to allow hotel bars to stay open to 4AM, as here you have mature management which won’t let the business get out of hand to disturb any in the environs. There are convenient hotel properties all over the city, downtown, midtown northside, and elsewhere, and these are the locations housing the tourists and conventioneers. So, if proponents of adding drinking hours are sincere, this can be the answer. On the other hand, if the reason is purely political, take note that there are many more people who want to sleep at night than those who want to drink at night.


community & government Northside Hospital Auxiliary Volunteers Honored at 42nd Annual Luncheon Northside Hospital-Atlanta recently honored its Auxiliary during the 42nd annual Auxiliary Luncheon, at the Holiday Inn Select Atlanta-Perimeter. More than 130 Auxilians attended the event, which recognized volunteers for their dedicated service to the hospital. Northside’s Auxiliary began serving the hospital and community in 1970 with 100 volunteers. Today, the organization has 265 active volunteers, from ages 14-93 years, who work in more than 30 departments and have given more than 47,500 hours of service to Northside in the past year. The newly-elected Auxiliary officers, who are eager to continue the organization’s sterling reputation, also were recognized at the luncheon. This year’s theme, “Volunteer – Experience the Joy, Enjoy the Experience,” was selected by President Gordon Jones to represent his term. “I think it speaks for the special opportunity that one has when a person decides to volunteer and the wonderful gift they can receive, by giving a gift of their time,” he said. “We have such a great group of volunteers, who work as a team with Northside, to bring exceptional service to our patients and visitors and I look forward to continuing that tradition.” Jones presented Northside with a check for $349,044, raised from all of the Auxiliary’s fundraising efforts in 2010-2011 including sales in the Gift Shop, commissions on baby photo sales and several other sales to employees. The money was used to fund renovations to the pedestrian bridge that connects the Women’s Center parking deck to the hospital, a new stained-glass window in the hospital’s chapel, scholarships to those interested in the medical field, support programs and services for cancer patients and families in the Special Care Nurseries, the hospital’s Healing Sounds (music therapy) program and much more. In all, the Auxiliary money supported 26 departments of the hospital. Additional accomplishments of the Auxiliary over the last year include: • The Auxiliary celebrated the 40th anniversary of its summer “Volunteen” program. More than 100 teenagers volunteered in various areas of the hospital. • Volunteers delivered 4,268 arrangements and 1,721 pieces of mail to patients. • The Auxiliary’s Community Health Education Program (CHEP) performed 43 puppet shows to more than 5,500 children.

Happy Tails (pet therapy) volunteers spent 292 hours, making more than 411 visits to patients and their families in the High-Risk Perinatal unit. Volunteers made 243 baby blankets and 653 caps for babies in the hospital’s Special Care Nursery and patients receiving cancer treatment.

“There are no limits to the extraordinary contributions made each and ever day by the volunteers of the Northside Hospital Auxiliary,” said Bob Quattrocchi, president and CEO of Northside Hospital. “They have been and remain essential to hospital’s long-standing success and we appreciate all that they do.”

community & government Dogwood’s Green Event Initiative So Good, It Sends Director and a Dragon on Tour Green Initiative Brings Home Gold at IFEA Awards Success Measured in Tons of Landfill Trash Diverted Since 2010, the Atlanta Dogwood Festival has sponsored an award-winning Green Event Initiative in partnership with the U.S. Green Building Council – Georgia Chapter. Again for the 75th annual festival in April of this year, the festival worked with TRRU Productions Services to add sustainable operations like compostable utensils, recycled cooking oil and onsite assistance with recycling from the Girl Scouts of America to its perfect spring weekend. The festival also featured an Eco-Village with exhibitors who provided everything from helpful products to keep a home more energy efficient to showing children how to plant to just really good compost. The 2011 Atlanta Dogwood Festival Green Event Initiative recently brought home a Haas & Wilkerson Pinnacle Award from the International Festivals & Events Association, earning Gold in the Best Environmental Program category! The initial goal of the USGBC-GA and Atlanta Dogwood Festival partnership was to set a new standard for making festivals environmentally friendly and hopes to become an example for other events to follow. Already, the Atlanta Dogwood Festival Green Initiative has proven so successful that festival executive director Brian Hill was a featured speaker at the Florida Festivals and Events Association’s annual conference on the subject of “How to Make a Festival Truly Green.” The success of the Dogwood program has also led to invitations to speak in Orlando, Miami and Chattanooga on the right way to start a “Green Program.” Not only was Hill asked to go on a speaking tour of sorts, the Green Dragon festival mascot created from 100 percent recycled plastic bottles, made the rounds too, making spring appearances at various events around the Atlanta area like Atlantic Station Earth Day, the Braves’ Field of Green at Turner Field, and Alive! Expo at the Georgia World Congress Center. The students from Springdale Park Elementary will welcome the dragon as their new mascot during the upcoming school year. Located on Ponce de Leon Avenue, Springdale is known for

being the only LEED Certified Public Elementary school in the City of Atlanta. How good were the actual statistics from the Green Initiative? They were excellent! By requiring all food and beverage vendors to use recyclable and compostable plates, cups and utensils, the festival avoided sending more than 20 tons of petroleum-based plastics and/or Styrofoam to the landfill. With the help of the Girl Scouts, the festival diverted more than 51.43 percent of all sold waste and delivered .26 tons of compost to Greenco Commercial Composting and 6.71 tons of recycled materials to SP Recycling Company. Through a partnership with Perfect Circle, the festival purchased bio-diesel for all onsite generators and allowed Perfect Circle to collect over 100 gallons of spent grease from the food vendors. The grease was then turned into fuel. The Eco-Village featured local eco-friendly companies and organizations like the Global Soap Project, the Atlanta Beltline Partnership and Green Pest Control. The 76th Annual Atlanta Dogwood Festival and the USGBC-GA are already planning for 2012 and expect to see even better results every year.

people & places The Atlanta Opera to Host Second Annual 24-Hour Opera Project Composers, Lyricists, Singers, and Stage Directors Should Apply by December 15, 2011 The Atlanta Opera is proud to present the second annual 24-Hour Opera Project, Friday, January 20, 2012 and Saturday, January 21, 2012. Composers, lyricists, stage directors and opera singers from all over may apply to compete in the project. The deadline is December 15, 2011. Composers and lyricists selected to participate will be randomly paired together, and will have 12 hours to write a 7-10 minute opera scene. At the end of 12 hours, the pieces will be assigned to a stage director, who will draft singers from a pool of applicants, and have eight hours to rehearse, before presenting the scenes in a showcaseconcert 24-hours after the project begins. Compositions and performances will be judged by a panel of judges, the audience, and by the public via live webcast (details TBD) on Saturday, January 21 at 7:00 p.m. Prizes will be awarded to the judge’s choice and audience favorite.

The Fine Print: Compositions must be 7-10 minutes in length, written and performed in English, and scored for four singers with piano. It must be composed around a specific theme (top secret until January 21!). Pre-existing compositions will not be eligible. Composition teams will be paired randomly, compositions will be assigned to stage directors randomly, and participating singers will be selected to perform through a singer “draft.” Submission of application in any category does not guarantee participation. Artists may apply in more than one discipline, but will be invited to participate in only one discipline; Applicants selected to participate will be notified by December 19, 2011.
