Greetings Stakeholders,
As Superintendent of DeKalb County Schools, it is my pleasure to announce the Post-Secondary P.U.S.H Plan, which is a plan that will prepare, uplift, and holistically support each one of our high school scholars in their quest to graduate and to become productive citizens.
With this year’s implementation of the Post-Secondary P.U.S.H. Plan, our team of educators, leaders, and support personnel will invest great effort and energy toward the goal of ensuring our scholars graduate from high school with a plan for what’s next beyond high school.
During the 2024-2025 school year, the primary focus of the Post-Secondary P.U.S.H. Plan will include college and career exploratory opportunities for all high school scholars. For Seniors, holistic advisement and support will be provided so that upon graduation, our scholars will walk across the stage with both a diploma and an individualized plan for their next step. It is our goal to support 100% of our Seniors in their quest to have a path forward when they graduate from the DeKalb County School District.
This implementation manual outlines the steps for supporting and assisting our scholars with determining their post-secondary path. It contains standard operating procedures and access to resources for assisting our scholars along their journey. We are certain this effort will not only assist our scholars and families, but also, our overall community.

PREPARE ACADEMICALLY 1
Individual Graduation Plan: Grade 8, Updated Grade 9-11
As scholars prepare to enter high school as freshmen, it's important for them to have support and guidance for a smooth transition. Each scholar will have an individualized Graduation Plan developed in 8th grade with their parents or guardians. This plan will outline academic and personal goals and be reviewed annually to make adjustments as needed.
Freshman On Track Status
As students transition from middle school to high school, the school will closely monitor the academic progress of freshmen. Data from the Infinite Campus system will help identify students "on track" (passing at least three core academic classes and three elective courses) and those falling behind. Credit recovery options such as specialized courses, tutoring, and interventions will be available for students not meeting academic benchmarks. This proactive approach aims to empower all freshmen to achieve academic success in high school.
Credit Recovery and Virtual Learning Options (Grades 9-12)
Scholars shall be supported as they adjust to the academic rigor of high school. If a student is not on track, they will be afforded the opportunity for credit recovery, virtual learning options, or retake the course. Credit recovery or virtual learning will continue to be offered throughout a scholar's tenure during high school.
Sophomore Half-Cap Ceremony
Scholars shall be rewarded by walking across the stage during a “Half-Cap Ceremony” if they are staying on track for graduation during their sophomore year (i.e. passing three additional core and three electives). Completion of required career assessments will be included as a requirement for participation.
UPLIFT CAREER INTEREST 2
Naviance Career Cluster Finder Assessment - Grade 8 and 10
Scholars shall be administered the Naviance Career Cluster Finder Assessment to discover potential career matches based on their interests, personal qualities, and school subjects they enjoy. This data will be used for career advisement as the student determines their career and post-secondary plan.
Naviance Achieve Works Skills Assessment
Scholars shall be administered the Naviance Achieve Works Skills Assessment to help further identify and develop their skills to connect with additional careers of interest. This assessment helps scholars explore various career options base on their evolving skills and interests. Scholars shall receive advisement upon completion of the assessment.
Naviance Career Key Assessment
Scholars shall be administered the Naviance Career Key Assessment to discover their traits, best match work environments, and related careers. By understanding their personality, strengths, and work settings preferred, additional decisions will be made relative to their post-secondary path and individual graduation plan. Scholars will receive advisement upon completion of the assessment.
Naviance Pathway Selection - Grade 8, Updated Grades 9-11
Based upon the results of career assessments and after appropriate advisement, students will select one or more of the following four post-secondary paths: Enrollment, Enlistment, Employment, or Entrepreneurship. Support for applying or extending learning will be provided.
SUPPORT SAT/ACT/ ASVAB TESTING 3
SAT Test (Grades 11 and 12)
Seniors interested in enrolling into a college or university shall be afforded the opportunity to take the SAT Exam during the month of October at their local high school. SAT scores may be utilized by a variety of colleges and universities to determine admissions.
Juniors interested in enrolling into a college or university shall be afforded the opportunity to take the SAT Exam during the month of March at their local high school. SAT scores may be utilized by a variety of colleges and universities to determine admissions.
*Note: The cost to take the SAT is covered by DCSD.
ACT Test
Seniors interested in enrolling into a college or university shall be given detailed instructions on how to sign up for the ACT no later than end of October of their Senior Year.
ASVAB Test
Seniors interested in enlisting in the military shall be given detailed instructions on how to sign up for the ASVAB no later than October of their Senior Year.
SAT/ACT Preparation via Naviance
Scholars interested in taking lessons to prepare for the SAT or ACT may do so by logging into their Naviance Account and completing the lessons. Detailed instructions on how to sign up are provided in this manual and within the Naviance platform.

COLLEGE AND UNIVERSITY ENROLLMENT 4
Dual Enrollment
Dual Enrollment awareness will be provided during grades 8-11 by February 1st annually. Students may begin participating in dual enrollment as early as their sophomore year of high school. College and university on-campus visits will be offered to scholars in order to make an informed decision on dual enrollment.
4.1a Advantage Academy
DeVry University
DeVry University will enroll 35 students into dual enrollment courses during the 2024-2025 school year to support high school students at select schools.
Georgia Match (Georgia College & University Eligibility Letters)
In mid-October of the scholar’s senior year, the University System of Georgia and Technical College System of Georgia will notify students and our school counseling department of Georgia colleges and universities that have matched students’ GPAs to their institutions. Letters will be sent via the Georgia Futures account to inform scholars of their eligibility for admission into the instititution. Support personnel will advise and support scholars through the enrollment process if a decision is made.

College and University Partners (DCSD-MOU Agencies)
College AIM or College Bound agencies will be present at Horizon Schools to offer extra assistance to students interested in applying to colleges and universities.
Enrollment Applications in Naviance and GA Futures
Scholars interested in applying for colleges and universities throughout the United States may do so through Naviance. Scholars interested in applying for colleges and universities in the state of Georgia may do so through their Georgia Futures Account which will be created during their Freshman year.
EMPLOYMENT APPLICATIONS
Naviance Employment Applications Platform
Students selecting the employment pathway will utilize results of their career assessment to determine the jobs for which they seek to apply. At least five applications will be submitted to openings using the Headed2 application portal in Naviance.
DeKalb Match (Chamber of Commerce Partnership)
Students may select from a list of local businesses partnered with DeKalb County School District that will accept applications for immediate employment after high school.
Higher-To-Hire Program
DeKalb County School District scholars are eligible to apply for the Higher-To-Hire program which affords Seniors the opportunity to apply for employment with the DeKalb County School District immediately following graduation. Graduates may be hired in the following career pathways: School Nutrition, Maintenance, Transportation, and Teaching Assistant.
Resume Building in Naviance (Grades 10-12)
Starting in the Sophomore year, scholars will complete a resume building task in Naviance. By grade 12, the resume will be revisited and updated so that job applications can be completed.
When scholars express that they would like to enlist into the military, support will be given to do so. By applying and taking the ASVAB assessment and connecting the student with recruiters for the selected branch of the military, scholars will receive the necessary support to enlist.
Scholars who seek to enroll in college and the military will be provided information regarding college/university ROTC programs and guided through the process to enroll.
ENTREPRENEURSHIP PREPARATION
Internship or Apprenticeship Applications
Scholars who would like to pursue their own business may apply to various internship and/or apprenticeship opportunities prior to graduation through work-based learning if they have selected a career pathway through CTAE (Career, Technical, Agricultural Education) courses. All other interested scholars may apply for an internship or apprenticeship through Headed 2 in Naviance or Apprenticeship USA @ apprenticeship.gov with the US Department of Labor.
Business Certification Program Enrollment Options
A business certificate is a credential earned through a college or university. These certificates require college-level coursework in a focused area of study, but they do not lead to full business degrees. Business certificates available include entrepreneurship and innovation and often the credits may later be applied toward a degree. (Forbes Advisor, 2023). To enroll in a business certification program, scholars must apply to the college or university or online agency.

HOLISTIC FINANCIAL LITERACY
FAFSA (Free-Application for Federal Student Aid)
The federal government has financial aid programs that include grants, scholarships and work study awards that do not need to be repaid, as well as various loans that require repayment. Completing the FAFSA application affords scholars the opportunity to know what they are qualified to receive. Assistance with completing this free application shall be provided to scholars interested in enrolling into a college or university starting as early as October of the Senior Year.

By using Naviance and Georgia Futures accounts, students can find various scholarships. Naviance helps students find scholarships that match their academic profiles, interests, and future goals, while Georgia Futures offers various state-specific financial aid options. Horizon School Scholars receive personalized support from College-Aim and the Scholarship Academy, including one-on-one advising and help with scholarship applications. This assistance helps scholars gain the knowledge and confidence to successfully secure merit-based funding and overcome financial barriers.

HOPE Scholarship and Grant*
By submitting the Georgia Student Finance Application (GSFAPP) or the Free Application for Federal Student Aid (FAFSA) application, eligible scholars may qualify for the HOPE Scholarship or HOPE Grant. All eligible scholars who intend to enroll in a University System of Georgia or Technical College System of Georgia institution will be supported and assisted with their application.
Zell Miller Scholarship and Grant*
By submitting the Georgia Student Finance Application (GSFAPP) or the Free Application for Federal Student Aid (FAFSA) application, eligible scholars may qualify for the ZELL Scholarship or ZELL Grant. All eligible scholars who intend to enroll in a University System of Georgia or Technical College System of Georgia institution will be supported and assisted with their application.

Scholars, educators, counselors, advisors, and leaders shall utilize Naviance for completing tasks associated with post-secondary readiness. A Naviance student readiness report shall serve as a record of all actions taking place to support scholars.
Access to the platform shall be given to all levels of the organization in order to track, monitor, and record the final post-secondary plan.
DECISION DAY ACTIVITIES
(BY MAY 1ST OF SENIOR YEAR)
By May 1st of an academic term, Seniors shall provide a copy of one of the following items to record their next plan after graduation: copy of college/university enrollment letter, enlistment letter, offer of employment letter, or internship/ apprenticeship letter.
Each high school shall conduct a celebratory decision day event which will include family members and/or partners. The decision day shall include all scholars who have decided any one of the four pathways and have shown evidence of the decision.
STUDENT SUCCESS CENTERS
Scholars will have access to student success centers in the following high schools: Columbia, Clarkston, Cross Keys, McNair, MLK, Miller Grove, Redan.
In these centers, career exploration and tasks related to post-secondary planning will be facilitated by Post-Secondary Transition Specialists or Part-Time Senior Advisor Liaisons.
A mobile student success center is available to reserve by any of the DeKalb County School District schools, and the center will afford scholars access to career exploration. In this mobile center, Post-Secondary Transition Specialists or Part-Time Senior Advisor Liaisons will assist and instruct scholars.
SUPER PARTNERS 13
A select number of scholars from the DeKalb County School District may enroll in the Advantage Academies that are sponsored by DeVry University, Emory University, Georgia Institute of Technology and University of Georgia for the purpose of earning college credit.

STANDARD OPERATING PROCEDURE FRESHMAN ON-TRACK INDICATOR
This standard operating procedure provides guidance on the DeKalb County School District (DCSD) Freshman On-Track Indicator. The Freshman On-Track Indicator will serve as a guide to DCSD schools to predict high school graduation rates and identify students who may need additional support.
I. Purpose: The Freshman On-Track Indicator allows educators to identify students who need additional resources and support to stay on track for graduation with their cohort.
II. Participants: Students in their first year of high school.
III. Credit-Bearing Requirements:
• Participants must have earned at least 6.00 Credits by July 31 of the Freshman year as reflected on the DCSD transcript to be promoted to the tenth grade.
• Out of the 6.00 Carnegie credits, 3.00 Carnegie credits must be core.

V. Action Items:
• Share the Diploma Program of Study, Promotion/Retention Policy, and Campus Portal access with students and parents. Suggested ways to share this information: Open House, Grade-level meetings, Class /Parent Meetings, classroom lessons, individual advisement, Naviance email communication.
• At the end of every Term (1-1, 1-2, 2-1, 2-2), counselors will pull a failure report to assess if students are on-track to graduate. If a student has failed courses during one of the terms in their first year of high school, the counselor will offer the student the opportunity to participate in credit recovery, virtual learning courses beyond the day or reschedule the student for the course. Students can enroll in up to two courses beyond the school day.

STANDARD OPERATING PROCEDURE HALF-CAP CEREMONY
This standard operating procedure provides guidance on planning and implementing an annual Half-Cap Ceremony to celebrate and motivate sophomores on track for high school graduation in DeKalb County School District. The Half-Cap Ceremony helps maintain a focus on academic achievement and progress towards graduation among 10th grade students.
I. Purpose: The Half-Cap Ceremony aims to motivate and congratulate sophomores who have met the credit requirements to advance to their junior year.
II. Participants: The Half-Cap Ceremony is open to all current 10th grade students regardless of cohort.
III. Credit-Bearing Requirements to Participate:
• Participants must have earned at least 10 Carnegie credits as reflected on the DCSD transcript.
• The 10 Carnegie credits must reflect 5 core and 5 electives.
• The participant must be passing at least 2.00 Carnegie credits on their current schedule before the HalfCap Ceremony.

V. Timeline: In April, following spring break, each DeKalb County School District High School will hold an annual Half-Cap Ceremony. This schedule provides adequate time for students to complete credit recovery, transfer and dual enrollment grade entry, and schools to conduct eligibility credit checks before the ceremony.
IV. Program/Recognition: Each eligible student will be called to the stage individually in alphabetical order to receive their “half cap” - a tangible representation of their progress towards ultimately earning a full graduation cap and diploma. This symbolic gesture is designed to inspire and motivate the students, serving as a visual reminder of their journey so far and the future accomplishments that await them. Importantly, the program will refrain from including any references to individual grade point averages or individual academic recognitions, ensuring that the focus remains on celebrating the students’ collective academic excellence and continuous improvement.

STANDARD OPERATING PROCEDURE GEORGIA MATCH
This standard operating procedure provides guidance on the utilization of the Georgia MATCH Program to support graduating seniors as they explore post-secondary options.
I. Description: Georgia MATCH is a simple way for graduating students to know what Georgia Institutions they are eligible for admission to based on their high school calculated HOPE grade point average (GPA) through 11th grade.
II. Role of the High School Head Counselor:
• Log into STARS and pull the Georgia MATCH Letters
• Distribute the Georgia MATCH Letters to the counselors based on their caseload.
• Distribute the Georgia MATCH Letters to the Senior Advisors based on their caseload.
III. Role of the High School Counselor of Record:
• Collaborate with the Senior Advisor to guide students on their caseload through the college application process.
IV. Role of the Senior Advisor:
• Schedule a conference with each student and parent/guardian on their caseload to review the student’s Georgia MATCH letter.
• Assist students in accessing or creating an account in GA Futures.
• Assist students in signing into their GA Futures account to access their Georgia MATCH dashboards.
• Support students in researching and gathering information on the recommended Georgia institutions in their Georgia MATCH letters.
• Monitor students’ progress and provide ongoing support.
• Document student Georgia MATCH efforts in student’s individual Infinite Campus contact log.
V. Georgia Apply to College: Assist students on their caseload in submitting college applications during the month of November. Inform students that all Georgia MATCH participating institutions will waive application fees for students during the month of November.
