Message from the Minister of Northern Development and Mines
Greg Rickford The Ontario government is sending a strong signal to the world that our mining and mineral exploration sector is open for business. That’s why Premier Doug Ford and I recently attended the 88th annual Prospectors and Developers Association of Canada (PDAC) convention to champion Ontario’s mineral wealth and investment climate to more than 25,000 delegates and 3,500 investors from 135 countries. We are proud of the work of our Ontario prospectors and junior companies. They contributed to a total of $583 million in exploration expenditures in 2018, which ranked No. 1 in Canada. They provide a strong foundation for our mining industry today and ensure the mineral discoveries that will fuel the industry well into the future. Open for business means keeping energy and power rates low, cutting red tape and creating and protecting jobs. We set a target to reduce regulatory red tape by 25 per cent by 2020. To help realize this goal, we struck a special Mining Working Group, focused on attracting major new investments. The working group brings together industry representatives that reflect the diversity and strength of the province’s mining sector. They include accomplished leaders from mining and exploration companies, Indigenous business organizations and prospectors, including Garry Clark, executive director of the Ontario Prospectors Association. The working group is providing expertise and advice to the province on important issues affecting the sector, while identifying opportunities to ensure future growth, competitiveness and prosperity. By lifting regulatory burden off the shoulders of business-

These are huge steps towards putting the province back on track as a growth leader in North America. Ontario’s mineral sector plays a critical role in driving economic growth, supporting more than 76,000 direct and indirect jobs across our province. That’s why Ontario, together with Saskatchewan, has also taken a firm stance against misguided policies imposed by the federal government’s proposed Bill C-69. This legislation will potentially politicize the environmental approval process, grinding new resource development to a halt across Canada while killing jobs that hardworking families depend on to make ends meet. Our governments recognize the importance of protecting the environment, but it must be done in a way that supports competitiveness, job creation and economic development. We have much to be proud of in Ontario. Our province is a global centre for mining expertise, and Toronto is the mining financial capital of the world. Our government’s commitment to attract businesses and jobs – a promise we made to the people of Ontario – is evident in the actions we are taking to reduce burden and unlock economic opportunity. The ongoing work in Ontario’s mining and mineral exploration sector is a major part of this effort. Together, we will get the job done. Message from the Mayor of Timmins
George Pirie It has and will continue to be an exciting year in the City of Timmins. We are located in one of the world’s greatest mining jurisdictions with 10 active mines in the surrounding region employing over 6,000 direct and indirect jobs here in Timmins. Additionally, we continue to be involved in of some of largest mining deals globally. We are one of two communities identified by Noront as potential sites for their ferrochrome facility. We expect an announcement on the selection of the successful site sometime this year. Newmont Mines made a takeover offer for Goldcorp, which, at the time it was tendered, would have created the world’s largest gold mining company. During this process, Barrick made a hostile offer for Newmont that ultimately resulted in a joint venture of their Nevada assets. Newmont is still in the hunt for Goldcorp and, at the time of the writing, looks to be successful. This will create the world’s largest gold mining company with an asset right here in Timmins. Newmont, if successful, has the financial and technical strength to build Goldcorp’s Century project, potentially a billion-dollar investment in the city. This project would be in addition to Goldcorp’s development of their Borden Mine, which is Canada’s first all-electric underground gold mine. The Borden mine is approximately 160 kilometres west of Timmins and the ore is being hauled to and treated in Goldcorp’s local milling facility. Pan American Silver purchased Tahoe Resources just in time to celebrate the opening of the new Bell Creek shaft. The completion of this project will result in the doubling of production at the site to 80,000 ounces per year and significantly extend mine life. The Timmins operations and milling facilities continue to operate on plan growing reserves and resources at both sites, Timmins West and Bell Creek. IAMGOLD is still actively advancing their Cote Lake property located approximately 130 kilometres southwest of Timmins, near Gogama. The open-pit mining operations are estimated to have a throughput rate of 30,000 tonnes per day with the processing facilities located on site. The company did extensive work during 2018, which significantly derisked the project both operationally and financially. IAM8 Ontario Prospector spring 2019
GOLD continued to maintain excellent relations with the local Indigenous communities. It is expected that the company will make a decision on this project some time this year. Again this would potentially be a billion-dollar investment in the Timmins region with significant positive impacts on the local economy. Kirkland Lake Gold continues to develop their Taylor project just east of Timmins. This is an extremely promising property, which would be an addition to KL Gold’s mines and mill approximately 100 kilometres east of Timmins in the Harker Holloway area. McEwen Mining is investing approximately $16 million in exploration locally on their properties in the Timmins region. Their Black Fox, Grey Fox and Froom Lake projects will see the bulk of this investment as the company looks to significantly expand their resources along the prolific Porcupine Destor Fault. Imerys Talc continues to produce a world-class product at their Timmins facility. The ore is trucked from their Penhorwood mine located approximately 100 kilometres west of Timmins. This mine has over 70 years of reserves. Glencore is working to extend their Kidd Creek operations past the planned closure date of 2022. This world-class ore body has a mineralized envelope that extends to great depth, and with technological advancements this may be possible. Gowest completed the development ramp to the ore face at their Bradshaw property just north of Timmins and is poised to become the newest mine in the region. Timmins continues to benefit from significant exploration activity in the region. As a world-class mining jurisdiction, we continue to be the best place to look for gold, base metals, cobalt, graphite and other battery minerals. The mineral sector has and will always play a significant role in the future of Timmins. As Mayor of the City of Timmins, I am certain that we will continue to fulfil our role as a leader in the mineral exploration, extraction, development and processing industries for decades to come. l
2019 Mining Day in Thunder Bay By Pam Coles, Chair, Thunder Bay Mining Day Committee The Northwestern Ontario Prospectors Association (NWOPA), along with their fellow organizations, is pleased to announce the seventh annual Mining Day in Thunder Bay on Saturday, June 22, 2019 at Marina Park. In 2013, former NWOPA president Bob Chataway, accompanied by a dedicated Mining Day Committee, started Mining Day in Thunder Bay. With the continued support and assistance of the Canadian Institute of Mining, Metallurgy & Petrology (CIM) Thunder Bay Branch, Women in Mining (WIM) Northwestern Ontario, the Community Economic Development Corporation (CEDC), the Ministry of Energy, Northern Development and Mines (MENDM), along with academia, government, mining, exploration and supply and service industries, the event now showcases over 30 exhibitors and attracts over 2,000 people. Also, this successful event would not be possible without the continued and tireless efforts of the many Mining Day volunteers. This year’s festival will once again take place at Prince Arthur’s Landing in Marina Park on the Thunder Bay Waterfront. The event runs from 10 a.m. to 4 p.m., rain or shine, and is free to all attendees. The festival will feature exhibitors, displays, speakers and activities all geared toward families and kids having fun while learning about the mining and exploration industries working in the Thunder Bay area and across Northwestern Ontario. Exhibitors will represent all phases of the mining industry including service companies, geophysical contractors, drilling companies, assay labs, mining companies and educational groups. There will be interactive games and displays to educate children about the various stages of mineral exploration and mining, as well as giveaways and prize draws. There will be a barbecue tent, hosted by WIM who will be serving smokies, hot dogs and hamburgers. All proceeds from the event will be put towards the WIM scholarship that will help to support a student from Lakehead University pursuing a career in the mining industry. As you may know, palladium is needed for the catalytic converters found in old-fashioned internal combustion engines and cobalt is needed for electric vehicle batteries. Et voila. A hybrid car needs both. That’s what we decided to do at 21C. Rather than get better at cribbage waiting for anyone to care about cobalt (which we believe won’t be so far away so perhaps we wouldn’t have got much better anyway), we proactively decided to add the other hybrid element to 21C’s mix. Palladium. Back to the world of hybrids. Because of infrastructure growing pains and the lack of robust range (who wants to get stuck on a quiet and cold Canadian side road looking for an extension cord and a plug?), it’s been a case of “not so fast, my friend”. There is no question that the hybrid solution is a bridge; it’s something to get us from here to there. “There” hasn’t quite arrived as yet so the logical solution is the hybrid. It’s difficult to say how long this bridge will last or, frankly, be necessary. According to Bloomberg, buyer behaviour seems to indicate that the appetite is already there for fully electric vehicles, with the current hesitation being about the incessant worrying about range and, in the case of older vehicles such as the early Prius, mixed reviews about resale value and dependability. Which takes us back to our economic forecasting at 21C. In the near term, the 21C palladium project in Ontario is drill-ready and, due to its excellent location and logistics, the economics stack up. The company’s Tisova cobalt project (or, as it’s sometimes lovingly referred to, the Tisova copper project with an excellent cobalt credit) stands ready, with drill targets identified and a program commencing Q2 2019. It’s interesting how these things evolve, isn’t it? Not only do we need to be geologists and financiers and cook and bottle washer, now we need to be economists too. Or maybe it was always that way. A bit more about 21C’s plans: 21C has completed extensive compilation followed by magnetic and three-dimensional, deep-seeing induced polarization to identify diamond drill targets on the Tisova cobalt project in the Czech Republic. A series of diamond drill targets have been selected to test the identified targets ranging from 200 to 700 metres below surface. The East Bull property has a current NI43-101 report that recommends additional induced polarization and diamond drilling to expand the 523,000-ounce palladium equivalent (PGEs and Au) inferred resource. 21C plans to complete these projects in concert providing news from both properties as results are received. l Ontario Prospector spring 2019 11

location has large underexplored areas and ground available to stake. Over the last three years, Ardiden has assembled a portfolio of lithium and gold projects. Notably, all projects have known mineralization (spodumene in the case of the lithium projects, highgrade gold in the prospects of the gold project) and are at varying stages of development, as described below. Although the Seymour Lake Lithium Project is Ardiden’s most advanced project, the company has decided to defer further exploration of it (and of its other lithium projects) until it secures a partner to assist with further development, and the price of spodumene concentrate improves. In the near-term, Ardiden will focus on its Pickle Lake Gold Project. The initial focus of exploration in the gold project will be the Kasagaminnis Gold Prospect, which is located on land used by the Mishkeegogamang people. Consequently, following recent consultations with the Mishkeegogamang First Nation, the company intends to collaborate on an ongoing basis as it recognizes the importance of the Mishkeegogamang’s assistance in exploring and developing this exciting prospect. Ardiden is looking forward to commencing drilling when ground conditions and environmental factors permit. The company is optimistic that excellent results will ensue. Progenitor Metals Corp.: Big things are coming By Christopher Reynolds Progenitor Metals Corp. is a Canadian mineral exploration company formed by a group of experienced geologists and capital markets professionals focused on advancing and developing a large contiguous set of assemblage within the Temagami Greenstone Belt. The Temagami Greenstone Belt is situated in Northern Ontario, 100 kilometres north of North Bay. It has very similar structural controls and lithology as compared to the more well-recognized and explored Abitibi Greenstone belt – which sits 100 kilometres north. The Progenitor team grew its assets from 5,400 hectares of land to over 26,000 hectares of contiguous property with two historic mines. There is just under 70,000 metres of historical drilling (over $5.6 million in today’s dollars) and an extensive government database with over 300 different work programs in the property boundary – 23,000 metres of this core is held in good condition at the Progenitor field camp in Temagami, which the company prepares to relog, cut and assay for re-interpretation. There was a land caution from 1973 to 1996 on the tenure and the subsequent market downturn in 1997 to 1998 led to limited modern, highly advanced scientific exploration work done. The area missed two big cycles of exploration in the 1980s and 1990s and, as a result, leaves tremendous exploration upside. Moreover, from the early 1960s to mid-2000s, some of the most prospective lands were tied up by Teck, 18 Ontario Prospector spring 2019

In 2008, Amador Gold Resources commenced close to 8,000 metres of drilling on the Kanichee Mine, now owned by Progenitor, which is intact and can be made available to any future NI 43-101 resource studies. Progenitor, together with a top-tier Canadian university, will be working on building a thesis for further understanding the linkage between the Temagami Archean shear zone and the gold mineralization associated. The result of this work will further the company’s ability to target and uncover value from the exploration work founded on this thesis. The primary phase of work involves characterizing the host rocks and alteration mineralogy, the petrogenetic affiliation of the intrusive rocks and geochemical nature of the alteration types, mineral paragenesis, constrain the age of the magmatic and hydrothermal/structural events in the district and to assess the trace elements in the iron sulfide phases, which have shown to be an important part of mineral deposit studies and more. “Because of all of these factors, I am very excited to be on this journey and would recommend any reader of this magazine to be watching this sector, and especially this region as it is developed by our team,� says Christopher Reynolds, president and CEO of Progenitor. l Ontario Prospector spring 2019 19
