REMEMBERING LUCIEN DESABRAIS
SALISBURY | Lucien R. Desabrais, 88, died July 25, 2018 at his residence in Salisbury surrounded by his family. Lucien is remembered by many local shoppers for operating a laundry and Lucien Desabrais dry cleaning business for many years as well as being the helpful and knowledgeable clerk at Aubuchon Hardware on Court Street in downtown Middlebury. He was born June 15, 1930 in Proctor the son of Mose J. and Julia R. (Ladouceur) Desabrais. Lucien was a United States Army Veteran serving during the Korean War where he was stationed in Munich, Germany. Together with his wife they owned and operated Desabrais Laundry and Dry Cleaning for 27 years. » Desabrais Cont. on pg. 3

MIDDLEBURY | The annual Rabies Bait Drop, a cooperative effort between Vermont and the U.S. Department of Agriculture (USDA) Wildlife Services to stop the spread of the rabies, started on Aug. 8. The approximately week-long bait drop was part of a nationally coordinated effort to halt the fatal disease. Rabies vaccine, in the form of a sweetsmelling oral bait that is attractive to raccoons and skunks, was dropped in rural areas from low-flying aircraft and placed by hand in residential centers. Approximately 450,000 quarter-sized blister packs containing rabies vaccine were distributed in more than 110 Vermont communities in nine counties including Addison and Rutland counties. The airplane co-pilots controlled where the
bait falls by using an on/off switch. This allowed them to avoid dropping the bait on roadways, near homes and other places where people are most likely to be. Health officials said the bait packs were not poisonous, but they do ask that anyone who finds rabies vaccine bait to leave it undisturbed so that it can be eaten by the wild animals. “The rabies bait packs are not harmful to adults, children, pets or wildlife, and you can’t get rabies from the bait,” said Vermont Public Health Veterinarian Natalie Kwit. If the bait must be moved, use gloves or a plastic bag in case the blister pack is damaged. If your pet eats a bait, or if a child brings one home, let officials know by calling the Vermont Rabies Hotline at 1-800-4-RABIES (1-800-472-2437) or call the toll-free number printed on the bait. vaccinated pets and livestock can also get rabies. The virus is spread through the bite of an infected animal or contact with its saliva. If left untreated, rabies is almost always fatal in humans and animals. However, treatment with the rabies vaccine is nearly 100 percent effective when given soon after a person is bitten by a rabid animal. So far this year, 16 animals in Vermont have tested positive for rabies, and seven of those have been raccoons. According to wildlife officials, rabid animals often show a change in their normal behavior, but you cannot tell whether an animal has rabies simply by looking at it. People should not touch or pick up wild animals or strays–even baby animals. In addition to the bait drop, a USDA study in the region that began in 2015 is evaluating the impact of human residential density and vaccine bait density on the effectiveness of the oral rabies vaccine used in the bait. ■

According to the Vermont Secretary of State’s Office, the Massachusetts Institute of Technology’s Election Data & Science Lab has released its 2016 Elections Performance Index (EPI), ranking Vermont first overall in elections administration for the 2016 election. ”The EPI is widely considered by state election administrators as the most reputable elections management index, and provides a non-partisan, data-driven measure of how well each state is performing in managing its national elections work, using a number of indicators ranging from voter turnout to the availability of online tools for voter accessibility,” according to news statement released last week by Secretary of State Jim Condos.

“Overcharged: Why Americans Pay Too Much for Health Care” is a fastpaced 435-page trip through the underbelly of the health care industry, the policies that shape it, and their often undesirable and overly costly results. The basic point is that “The health care sector will become more efficient and pro-consumer when and only when it is subjected to the same competitive forces that apply to the rest of the economy…To make American health care better and cheaper, customers should use their own money to purchase medical treatments directly, the same way they buy everything else.” This may not strike Eagle readers as obvious, but law professors Charles Silver (Texas) and David A. Hyman (Georgetown) have accumulated a ton of evidence in support of that proposition. America is now six decades into the Modern Era of Third Party Payment. As of 2016, 91 percent of families had some or all of their health care expenses paid by third parties, notably the government (Medicare, Medicaid) private insurers (Blue Cross, etc.) , and self-insured employers. The consequence of this is that aside from modest copays and deductibles, third party payment causes people to engage in what the authors call “an

“I’m very proud of the hard work our office and our Elections Division team have done to achieve a first overall ranking in the EPI” said Condos. “What this ranking means is that across numerous measures we have increased accessibility, and decreased roadblocks, for Vermont voters, while ensuring that our elections process is functioning effectively as the bedrock of our democracy.” Condos noted that since the 2012 ranking, Vermont has moved from 38th nationally, to 16th in the 2014 ranking, to a first-place overall score, rising from 74 percent to 86 percent performance across all indicators. But Vermont isn’t all that unique. And that’s a good thing. Almost all states improved their index
scores in the 2016 election, compared to 2012. “While comparative rankings may change each new index, the EPI provides objective measurements and data on state efforts to improve elections management practices, and can highlight key areas of improvement that may be needed,” according to the Condos news announcement “Our focus has been, and will continue to be, making our election systems as accessible and secure for Vermont voters as possible,” said Condos. “Our number one overall ranking and performance increase show that we’re on the right path, and we will keep working daily to innovate and improve.” — The Eagle ■

epidemic of overuse”. The resulting overconsumption drives prices higher, and that stimulates all sorts of schemes where providers charge “fee for service” for too many procedures, overpriced drugs, unnecessary medical equipment, dubious mental health therapies, and needless ambulance trips. Among the practices devised by providers eager to get rich from this spending are “upcoding”, ”turbocharging”, “evergreening” and “rent-a-patient.” For many providers, excessive health care spending can become a cash flow dream come true. Third party payers, especially the Federal government, simply cannot keep track of what services hundreds of millions of people are getting, whether they are “medically necessary”, or whether the billed services are actually provided. The best that Medicare and Medicaid can do is sniff out as much outright fraud as possible, sensationally prosecute the perpetrators (often including doctors who make honest coding errors), and contrive more complex regulations to keep providers from gaming, as well as defrauding, the system. The authors come down hard on the “old-time providers” who are ever alert to enlist (and finance) politicians to stamp out threatening competition. Licensed physicians and their employers (increasingly hospitals) are the gatekeepers for treatments and pre-
scriptions, and they jealously protect those government-conferred privileges. (Strangely, the authors ignore one of the most potent tools used to shackle competitors, the Certificate of Need.) The authors deride every proposed political solution. Obamacare? Pumped billions more dollars into a politicized and corrupt system. Repeal Obamacare? The Republicans could only come up with a feeble “Obamacare-lite”. Socialized medicine? The authors devote six pages to explaining that Bernie Sanders’ “Medicare for All” - putting the government in charge of one fifth of the U.S. economy -aggravates the overcharging problem, promises to be fantastically expensive ($518 billion the first year, according to the Urban Institute), and is a pathetic example of “magic thinking”. Even free marketeers, who would agree with all of the foregoing criticisms, come in for their share. Silver and Hyman oppose any kind of tax incentives or benefits to influence health choices. They even oppose Health Savings Accounts, the tax-free contributions to which are restricted to paying for health care, though they grudgingly concede that HSAs “make a horrible tax policy less horrible.” But later on, after approvingly describing Singapore’s (mandatory) Medisave accounts, they reverse course, and favor HSAs coupled with catastrophic insurance for rewarding people
for saving responsibly for their health care needs later in life. What they underappreciate is that the HSA starts a movement away from the third party payment regime that they rightly detest. The most hopeful solution they offer is an innovative health care retail sector. That includes astonishingly cost-effective medical tourism (to such remarkable medical complexes as Narayana Hrudayalaya in Bengeluru, India. It also includes CVS Health’s 1,135 Minute Clinics and the all-inclusive cash-price menu of 112 common surgeries offered by the Surgery Center of Oklahoma. (They neglect to mention Winooski-based Marathon Health, which has built over 130 clinics in plants and offices in more than forty states, and integrated providers like Kaiser Permanente and Intermountain.) Silver and Hyman conclude that “our politicized third party payment system creates bad incentives that attract the already corrupt, and also corrupt the virtuous.” The crucial reform is to move away from non-catastrophic third party insurance coverage and dramatically expand the role of first party (consumer) payment in a competitive marketplace. After Crowell shot the catamount, he had his picture taken with the animal. Later on, the catamount was given to the Vermont Historical Society Museum. Good eats at Vermont’s country stores By Lou Varricchio EAGLE EDITOR
MIDDLEBURY | “Djeet,” definition: A Vermonter’s quick way of asking “Did you eat?” Each Vermont country store carries its own particular stock of special wares and memorable characters, according to Vermont author Dennis Bathory-Kitsz. “From the Connecticut River to Lake Champlain, country stores and their dedicated owners offer warmth against the blizzard, advice and a friendly ear or a stern word,” he writes in the volume about the Green Mountain State’s independent rural stores, titled “Country Stores of Vermont: A History and Guide”, published by the History Press. “Neighbors meet and communities are forged beside these feed barrels and bottomless coffee urns.” Bathory-Kitsz spent a few years researching background histories and preparing a guide to our beloved country stores. “When Hurricane Irene threatened many of these local institutions and communities in 2011, Vermonters came together, often at their country stores,” he writes. While this article cannot hope to cover the same ground as Bathory-Kitsz’s book, but we hope your explore Vermont’s country stores for yourself. But be warned: to visit every Vermont country store you will visit over 250 towns and villages and put many miles behind you before journey’s end. But as you stop at even a handful of stores, you
can sample all the good things they have to offer, from craft sandwiches and beverages to baked goods and even friendly advice. When it comes to Vermont country stores, most out-of-staters have heard of the wildly popular and successful Orton family business, the Vermont Country Store. Founded in 1946, the Weston, Vt.-based operation, with the family’s original Depression-era country store now a crowded tourist destination (along with an equally must-see Rockingham outlet), operates a unique and well-known mail order business. The mail order print and online catalogs help export, and keep alive, the Vermont general store ideal around the world. “The history of Vermont’s country stores cannot be told in a single volume, nor in a dozen” according to Bathory-Kitsz. “It is the story of individual storekeepers and individual communities in the once and present most rural state of the Union.” With that said, The Eagle offers a mere sampling of Vermont country stores due to limited page space. ■ Photographer Benjamin Wolfe’s iconic autumn image of the Ripton Country Store along Route 125. NEW HAVEN | Our newspaper may not produce the “official” booklet of Addison County Fair and Field Days, but we put a lot of heart and soul into our annual fair publication as a way to salute all the wonderful Field Day organizers, volunteers, and participants who make this—the greatest of Vermont’s agriculture fairs—an annual must-see regional happening. Thank you to everyone who enjoyed this year’s booklet and sent us words of praise.

Vermont’s largest agricultural fair marked another milestone year in 2018 with an anniversary to note. Visitors were in awe of the new Foster Welcome Center, new displays, traditional vendors and several surprises. And while hot temperatures, sunshine, and intermittent rain seem to go along with the annual, early August week scheduled for Addison County Fair and Field Days, this year continued an agricultural tradition so many residents cherished. With 2018 being a mid-term election year, Field Days showcased both Democrat and Republican partisan booths as well as individual candidates with tables greeting visitors. For example, the race for Addison County Sheriff
is especially “hot” this year, so multiple candidates were welcoming voters with free palm cards, buttons, stickers and those ubiquitous yard signs. For many farming families, Field Days is an annual social event that brings the agricultural community of Addison County together for a few, fun days. For others, the event is a time for fair food—fried dough, candy apples and cotton candy—amusement rides, animal shows, and tractor pulls. This year’s fair was no exception but with some surprises to keep things interesting. While attendance figures were not available at press time, there is every indication that Field Days equaled or surpassed last year’s attendance. ■

SALISBURY | Vermont historian Bill Powers has spent decades researching the people and events of the Rutland-Middlebury area. An eyewitness to history himself, Powers is one of the few working researchers who openly shares his findings about the sometimes extraordinary lives of local residents of the past. Last week, Powers was a guest of the Salisbury Historical Society to present a pictorial and narrative of Goshen and Brandon’s legendary Nettie Jones, who was born in 1834 and died in 1924. Powers, who has spent many years living and working along Lake Dunmore in Addison County, has spent considerable time researching the lives of Vermont’s early women, including pioneer Ann Story. Nettie Jones was stalwart woman who survived two husbands who both served in the Civil War. At the age of 65 in 1899 she traveled west during a brutal winter to care for her daughter during her murder trial, according to Powers. Nettie raised a family of 10 children and
became noteworthy for her love, tenacity and perseverance. While her life may seem ordinary to some, she had the moxie that many Vermont women had to acquire to get along in the rough world of the 19th century. The Eagle talked with Powers for a brief outline about the life and times of Nettie Jones. Eagle: Why the fascination with Nettie Jones? Powers: Nettie Jones is typical of Vermont’s strong women; stories like her tend to be forgotten over time. It’s good to celebrate the lives of those who came before us. Nettie was born Amelia Antoinette Brown, the daughter of Hiram Brown and Carolyn Noyes, born Aug. 15, 1834 in Goshen. Her father died when she was nine years old. At the age of 16 she was living with John Capen and his wife on a farm in Goshen. Capen was a mill operator along the Neshobe River near the Churchill Inn. People called her Nettie, according to her Civil War pension record. You can find Nettie’s name on a friendship quilt, with other Goshen family names, that’s in the Henry Sheldon Museum in Middlebury. » Nettie Cont. from pg. 6 Powers: While living with the Capens, she helped nurse Farron Cross, a worker, who broke his leg at the mill. They ended up marrying in 1853. They had four children. When the Civil War started, Cross joined up with a Vermont regiment. Sadly, he was killed at Cold Harbor in 1864. So, Nettie was left a widow. Farron’s brother went down south to his grave but couldn’t locate it, so he’s buried somewhere on the battlefield in Virginia even though his name is on a gravestone in the Goshen cemetery. Eagle: Nettie remarried after the Civil War? Nettie Jones on her 80th birthday in 1914 at her home in Goshen.

Powers: Yes, she met Civil War veteran Jarrod Jones, a widower with two sons, from West Rochester. The were married in 1866 and settled in Goshen on Hathaway Road in the house later owned by poet Ruth Stone. Nettie’s daughter Alice married a Vermont man named George Blood and then moved out to Iowa. Eagle: We understand that there’s quite a story with Nettie’s daughter, correct? Powers: Yes, living in Iowa, Alice’s husband was so abusive it got to the point that she killed him in self defense-George was abusing their daughter and Alice shot in the head. She was charged with murder. So, to support her daughter at the murder trial, Nettie traveled in
the winter of 1899 to be by her side. The defense attorney adopted the insanity plea, so the charges against Alice were dropped. The daughter died in 1948 in Michigan. There are other tragedies in Nettie’s life, such as the suicide of her son in Goshen. Since many ancestors are still living in the area, I am sensitive to family concerns. Eagle: Where can our readers learn more about the life and times of Nettie Jones? Powers: I will be lecturing at the Salisbury Historical Society meeting in the coming months and we’ll revisit this story, along with others. So watch the Eagle calendar of events for those events. Cornwall woman was impaired
WEYBRIDGE | On Aug. 11 at approximately 11:07 p.m. the members of the Middlebury Police Department were advised of a vehicle that had crashed in Weybridge, in the area of Quaker Village, with a female walking on the roadway. Vermont State Police troopers located the operator of the vehicle, later identified as Whitney Williams, 26, of Cornwall. While speaking with Williams, troopers detected indicators of impairment. She performed standardized field sobriety tests and was subsequently placed under arrest for suspicion of DUI. Williams was released on a citation to appear in Addison County District Court on Aug. 27, at 12:30 p.m., to answer to the charge of DUI 3. Williams’ vehicle was later located approximately 60 feet off of the roadway and down an embankment. ■

MIDDLEBURY | The Middlebury women’s basketball team landed a spot on the 2017-18 Women’s Basketball Coaches Association (WBCA)
Academic Top 25 Team Honor Roll, marking the second-consecutive season the program has been honored for its classroom work. The Panthers finished the academic year with a team grade point average of 3.619, the 13th-highest GPA in Division III. The program moved up one
spot from the 2016-17 season, when it ranked 14th with a 3.549 GPA. Middlebury was the only NESCAC program named to the list after concluding the season with 10 studentathletes having been named to the league’s All-Academic team last winter. To be selected for the conference’s
academic list, a player must have completed one full year of college study who carry a minimum cumulative grade point average of 3.40. Lake Monsters sending best to N.Y.-Penn All-Star Game

BURLINGTON | Four Vermont Lake Monsters have been named to participate in the 2018 New York-Penn League All-Star Game on Tuesday, Aug. 14, at Medlar Field in State College, Pennsylvania, the league announced today with the release of the full All-Star Game rosters.
Infielder Jonah Bride, pitcher Jose Mora, outfielder Payton Squier and pitcher Brandon Withers will represent the Lake Monsters at next week’s All-Star Game. Bride, a 23rd-round pick of Oakland in the 2018 draft out of the University of South Carolina, was hitting .284 (29-for-102) with 13 runs, six doubles, two homers and 17 RBI over 30 games when named to the All-Star Game. Mora is currrently ninth in the league with

a 2.63 ERA and fourth in strikeouts with 54. Before a tough outing in his last start on Monday, Mora had allowed just 8 earned runs on 30 hits over his first 40 2/3 innings (a 1.77 ERA). Squier was fifth in the league with a .315 average (47-for-149) at the time of the AllStar selection. Aa 16th-round pick in 2017 draft out of UNLV, Squier had a 12-game hitting streak (21-for-45, . 467) earlier this season and 19-for-39 (.487) over his last 10
games including a 5-for-6 night on August 3rd Withers, a 31st-round pick out of James Madison in 2017 draft, had a 0.70 ERA and four saves when he was selected as an All-Star. Over his first 12 appearances, he allowed just three runs (two earned) on 14 hits over 25 2/3 innings with 10 walks and 20 strikeouts.
