LINCOLN | Vermont State Police are investigating a fatal accident which occurred on Sunday, Aug 26, at approximately 11:25 a.m. The accident involved an allterrain vehicle (ATV) on Elder Hill Road in Lincoln. The Vermont State Police arrived on the scene, along with members of the Lincoln Fire Department and the Bristol Rescue Squad. However, the ATV’s operator, Troy Gadue, 56, of Monkton, succumbed to the injuries before either troopers or first responder crews arrived. VSP Trooper Christopher Hein of the New Haven barracks reported that his investigation indicated that Gadue was traveling south on Elder Hill Road. “The operator traveled left of center into the opposing lane, and left the road surface. After leaving the roadway, he struck several smaller trees before the ATV came to a position of rest,” according to Hein’s accident report. In addition, Hein noted, “Gadue sustained blunt force trauma to the right side of his head and right side of his torso. Gadue was found not wearing a helmet. Although speed does not appear to be a contributing factor, Gadue’s suspected consumption of intoxicants may have played a role in the crash.” Authorities ask that anyone who may have witnessed this motor vehicle crash is asked to contact the Vermont State Police New Haven Barracks at 388-4919. ■

The expansion of secure old-prescription drug drop box locations to the lobbies of state police barracks across the state will give residents of Addison and Rutland counties a convenient and safe way to remove the drugs from their homes. VSP photo

MIDDLEBURY| Several Vermont State Police barracks and municipal police station in our area now accept unused and unwanted prescription medication from members of the public year-round. Vermont Health Commissioner Dr. Mark Levine called the drop boxes “a welcome addition to the array of opportunities for people to clean out their medicine cabinets.” So far, the following police and sheriff’s stations now have drug drop boxes for local residents: Brandon Police Department, Bristol Village Police Department, Castleton Police Department, Hinesburg Police Department, Middlebury Police Department, and the Rutland County Sheriff’s Office. In addition, the Vermont State Police barracks in New Haven and Rutland have been added to the list. H. Brooke Paige of Washington, Vermont — the Republican candidate who acted as a ballot placeholder to prevent subterfuge by Democrats during Vermont’s open primary process — and who nabbed six party seats in the 2018 state primary, has officially notified the Vermont Republican Party that he is now withdrawing from five of the six primary elections which he won. According to Paige, he is withdrawing from the following races: U.S. Senate, U.S. House of Representatives, State Treasurer, Attorney General and Auditor of Accounts. However, Paige intended to so from the start and made his intentions clear to GOP officials in the spring. In an Aug. 21 letter to Deborah

Billado, chair of the Vermont GOP, Paige stated that he is withdrawing from all the primary races he won except for Secretary of State. Paige has expressed frustration with GOP officials; he told TNR at a candidates’ forum in Rutland in early August that party leaders failed to secure qualified candidates for several of the state primary races. Paige also informed Billado in the letter that he had suggested an arrangement with Vermont Director of Elections and Campaign Finance Will Senning last week to enable the GOP’s nominating committee to meet and “permit a timely withdrawal by me and the submission of agreeable Nomination by Committee affidavits to the state elections division.” » Paige Cont. on pg. 5

Brandon host premiere of lost Sherlock Holmes film

BRANDON | Brandon will play host to the Vermont premier of the first-ever Sherlock Holmes movie. The silent film, titled simply “Sherlock Holmes”, was released in 1916, during the height of World War I, and recently rediscovered in Paris. It will screen this month at Brandon Town Hall. Thanks to Jeff Rapsis, a New Hampshire-based performer with Brandon connection and regarded as one of the nation’s leading silent-film musicians, silent films like “Sherlock Holmes” are getting a new life locally. “Sherlock...” will be shown with live music on Friday, Sept. 7, at 7 p.m., at Brandon Town Hall facing U.S. Route 7 downtown. The program is free and open to the public. Free will donations are encouraged, with all proceeds to aid ongoing Town Hall restoration efforts. According to Rapsis, “Like many films from the silent era, the ‘Sherlock Holmes’ movie was long considered lost until a nearly complete copy was discovered in 2014 at the Cinematheque Francaise in Paris. The film has since been restored, allowing movie-goers to again see the only screen appearance of stage actor William Gillette.” New England actor Gillette is credited with being the original Sherlock Holmes by way of an early 1900s popular

Photo by Kevin Pepin stage adaptation of Arthur Conan Doyle’s tales of the polymath British detective. “Gillette performed as the brilliant Holmes more than 1,300 times over three decades, touring the nation and popularizing Conan Doyle’s sleuth,” according to Rapsis. “A popular stage actor, Gillette made no other known movie appearances. But his interpretation of the Holmes character laid the groundwork for all actors who would later play the role... .”

Basil Rathbone, Jeremy Brett (considered the best Holmes by many critics and this writer) and Benedict Cumberbatch are best remembered for playing the character on screen. Rapsis said the 1916 runs nearly 90 minutes and was filmed in 1915 in the Chicago studios of the Essanay Film Co., “with exterior shots of the Windy City doubling for Victorian London.” The screening at Brandon Town Hall will be the first time the restoration has been shown in Vermont.

The film will be shown with live musical accompaniment by Rapsis. He said he likes to improvise live scores for silent films with a n electronic synthesizer that sounds like an orchestra. “It’s kind of a high wire act,” Rapsis said. “But for me, the energy of live performance is an essential part of the silent film experience.” The program is sponsored by Sponsored by Kathy and Bill Mathis, in memory of Maxine Thurston; also an anonymous donor. Landlords beware New about a recent Trump adminsitrationn housing plan has a few local landlords worried. A word of warning: Vermont landlords may soon have to deal with a new federal “spread the wealth” plan. Plus, this seems like a plan Vermont’s liberal Gov. Phil Scott is likely to support as a means of helping “the vulnerable”. Of course, we understand the humanity angle, but at what cost to the taxpayers and the freedom of local landlords? The federal watchdog group Judicial Watch reports that, “Citing a shortage of affordable housing in ‘higher opportunity neighborhoods,’ the Trump administration is strong arming private landlords nationwide into renting to low-income tenants that get government vouchers.” Last week , we learned, the Department of Housing and Urban Development (HUD) launched a special Landlord Taskforce to “coerce” (there’s simply no other word for this action) more property owners to accept taxpayer-funded subsidies.

Who’s behind the plan? It looks like HUD Secretary Ben Carson came up with the plan by creating the special task force. However, the action of special interest groups, which got on Carson’s radar, claim most landlords don’t accept the government vouchers, especially in nicer neighborhoods. That has to change, they told HUD. So, Carson appears to be following the orders from several social justice groups behind the effort. “These studies tell us that we have a lot of work to do to engage more landlords, so our Housing Choice Voucher Program can offer real choice to the families we serve,” Carson said in an agency statement announcing the new task force. Carson’s landlord national engagement campaign will kick of Sept. 20. “Even after the Trump administration took over, HUD has continued funding Barack Obama’s wasteful, socialist programs,” according to Judicial Watch. Among them, claims the advocacy

organization, is a multi-million-dollar effort that aims to transform downtown sections into desirable middle-class neighborhoods. According to the Legal Encyclopedia, Vermont’s landlord-tenant laws are interesting. “Several... landlord-tenant laws in Vermont affect both property owners and renters, including: restrictions on landlord’s right to access rental property (Vermont landlords must provide 48 hours’ notice of entry)... fair housing rights (discrimination is also prohibited by federal and, often, local laws).” For all the rights of both parties see the American Apartment Owners Association’s website: www.american-apartment-owners-association. org/landlord-tenant-laws/vermont/. Be that as it may, will dumping tax dollars into Vermont communities, by forcing landlords to accept housing vouchers, really provide the right spark to ignite the genuine economic change our downtowns need? — The editor ■

Government acted on gender-neutral bathrooms, nobody cared

So, it hit the news today that Vermont businesses are not complying with the new “gender neutral” By Rob Roper bathroom law. This • GUEST COLUMNIST • went into effect a little less than two months ago on July 1, and mandates that all single occupancy, lockable bathrooms be labeled as “restroom” and not use gender specific icons, such as the typical male and female silhouettes. Put another way, it bans restaurants, gas stations, etc. from having private men’s and women’s/ boys’ and girls’ rooms. Quoted in Vermont Digger, Karen

Richards of the Vermont Human Rights Commission said, “In virtually every business that I have been in from restaurants to retail stores to car dealerships, the signage has been out of compliance with the new standards.” Virtually every business. Wow! This must have sparked general outrage because, as Gov. Scott said at the signing ceremony for the bathroom bill, “For many transgender and gender non-conforming Vermonters, having bathrooms labeled male or female creates social stress and discomfort or instances where you face hostility and mistreatment.” That sounds awful. These folks must have really been looking forward to

the day when businesses complied with this critical new law and must have been outraged to discover it was being universally flouted. Nope. You know how many complaints were filed about “virtually no businesses” complying with this law? One. What does this tell us? That this law, for all the hoopla and drama in the Statehouse, was an unnecessary solution in search of a non-existent problem. Everybody continued relieving themselves in public restrooms without issue, just as they did before the law was passed. Government acted boldly, the law changed nothing, and nobody cared. Life went on just fine for everyone.

We should be happy about this. It is a great example of how we do not need government micromanaging every tiny aspect of our lives and businesses (like what kind of sign is illegal to post on the door to a toilet) to get along in a functioning society. On the downside, rather than recognize that their law is unnecessary and repeal it, you can bet the state will now go out of its way to force businesses to get in line because… well, just because. Route 116 project continues into Sept.

STARKSBORO | The Route 116 VTrans paving project continues through the last week of August and into September, according to Stephanie Barrett. Barrett owns Count On It, a business and PR fi rm based in South Burlington. Her fi rm is handling all public information details for the project during the ongoing construction phase. The project extends along Route 116 for approximately 20 miles from just south of Robinson School in Starksboro to the Routes 7 and 116 intersection in Middlebury. All paving within Bristol village is not included in this project, Barrett said. The following is an update to the work schedule for the week Aug. 27-31. NEW HAVEN | Former New Haven Selectboard member Doug Tolles, who won the 2018 GOP primary and is now in the general election race for Addison County assistant judge, told the Eagle that he has received anonymous complaints about his

campaign yard signs. Tolles believes the complaints, with no names being revealed, are a deliberate effort to harass him during the current campaign. In addition to the sign complaints, Tolles alluded to being intimidated by another anonymous person, however, he chose not to discuss particulars with the Eagle at this time. Tolles said that the complaints about the signs have prompted a judicial review by the 28-member Association of County Judges based in Hyde Park. “I got a call from the head of the association (Karen Bradley),” Tolles said. “She told me that there have been complaints fi led seeking a ‘judicial review’ of me because I have the audacity to put on my yard signs ‘Vote Judge Tolles’. There were complaints about my signs, and a campaign shirt I was wearing which has the same thing.” Tolles said that his campaign signs do not claim he is a judge, but rather that the Association of County Judges took issue with his not using including the word “assistant.” However, Tolles refuted Bradley noting that an assistant judge is commonly addressed by the title “judge,” not necessarily “assistant judge.” Apparently, Bradley could not disagree. “I asked (Bradley) who filed these complaints, but she wouldn’t tell me,” he said. “I said, ‘what about freedom of information?’ And she said ‘no’; she wouldn’t tell me the

The official results of the primary elections were released via a press release by the Secretary of State’s office on Aug. 21. Secretary Condos told True North Reports that he has congratulated Paige on his successful primary campaigns and thanked all candidates that took part this year. Regarding the 2018 primary, Condos had no problem with any “legal” issues of candidates acting as placeholders, just as Paige did this year. “I have no comment on Mr. Paige’s strategy, but a person is allowed to write-in whomever they wish on a primary ballot. So, whether there is a named candidate on the ballot or not, the voters in a primary may choose to write-in a different name, of any person, than the candidate named on the ballot. It is certainly true that when there is a named candidate on the ballot, there are likely to be less write-in votes cast in that race.”

Official Republican reaction to Paige’s winning all six seats, and then withdrawing from five of them, has been muted. “I haven’t given much thought to (H. Brooke Paige) due to the recount activity I am engaged in,” said Ed Larson, a Rutland County candidate for state senate. Larson’s primary win was by only five votes over Republican candidate Terry Williams of Poultney. “Both Terry and I have stated that when the recount is over we are going out for a beer together. I hope the party can fill those openings on the ballot quite soon. MIDDLEBURY | Officials of the Vermont Community Foundation (VCF), based in Middlebury, announced that they have entered into a partnership with Vermont Afterschool, a nonprofit working to ensure that all Vermont youth have access to quality out-of-school learning opportunities. How will local youngsters and teens benefit by the new arrangement?

There’s no limit to age when it comes to afterschool programs locally. “People often think of little kids and child care when it comes to afterschool programs,” Morehouse said. “It’s much broader than that.” She noted that middle and high school programs are about finding positive development, self efficacy, career passions, peer relationships, and even job skills. Vermont Afterschool is open to welcoming schools, groups and centers interested in ideas. Morehouse said the non-profit has many re-

Garcia, has secured a competitive research grant through the National Science Foundation (NSF) which will fund his research until 2021. Our research will help to answer fundamental biological questions about bacterial communication, especially how bacteria beneficially infect plants, which has direct impacts on the agricultural industry.” The grant also provides funding for a new Castleton course, Special Topics in Biology: Bacterial Proteomic Design & Analysis, which will achieve multiple goals including further strengthening the mission of the department to provide student training in research while also increasing the involvement of faculty in competitive research by utilizing Dr. Garcia’s bacterial research samples as the basis for the data collection. The students will gain the theoretical background information at Castleton while performing the laboratory work at UVM. The UVM arrangement will allow the Castleton students to participate in hands-on research techniques and utilize equipment at an R1 research institution. “This is more than just sitting in the lab performing experiments,” Garcia said. “Independent research is about discovery and learning how to critically think, but also sharing this information in an accessible way with the public. MONTPELIER | Nearly 40,000 Vermonters receiving Social Security benefits will keep more of their income due to an income tax exemption. This change, included in Act 11 of the 2018 special session, created a personal income tax exemption for Social Security beneficiaries below certain income thresholds. The law takes effect in calendar year 2018 for tax returns filed in 2019. According to Vermont Commissioner of Taxes Kaj Samsom, “The governor and the department... have worked with the Vermont Legislature on an initiative that will help many Vermonters keep more of their Social Security benefits. With this change, Vermont joins the overwhelming majority of states, including all of our neighbors in the northeast, in granting additional statelevel exemptions to Social Security income,

which is taxed federally.” At the federal level, Social Security benefit exemptions range from fully exempt to 15 percent exempt, depending on income. Benefits that are federally taxable become part of a taxpayer’s adjusted gross income (AGI). The new Vermont tax exemption allows eligible taxpayers to exempt all or some of these federally taxable Social Security benefits on their Vermont returns. Being able to take the exemption depends on the taxpayer’s filing status and level of income or AGI. For singles, heads of household, married filing separate and surviving spouse filers, Social Security benefits will be fully exempt if their AGI is less than $45,000 and partially exempt if their AGI is between $45,000-$55,000. For married joint filers, Social Security benefits will be fully exempt if the AGI is less than $60,000 and partially exempt if their AGI is between $60,000-$70,000. ■

Baseball players earn academic kudos From Campus News Reports MIDDLEBURY COLLEGE

MIDDLEBURY | The Middlebury baseball program was one of nearly 300 college and high school programs honored with the American Baseball Coaches Association (ABCA) Team Academic Excellence Award for the 2017-18 academic year. Teams from every level of college and high school baseball were recognized with the award, which cites teams coached by ABCA members that posted a grade point average over 3.0 or better on a 4.0 scale. In total, 294 programs earned the 2017-18 ABCA Team Academic Excellence Award, including 79 teams from the Division III level. A total of 15 Panthers in their respective second year or higher also earned NESCAC All-Academic honors last spring, awarded to student-athletes who have completed at least one full year of college study and who carry a minimum cumulative grade point average of 3.40. On the field, Middlebury landed three members on the NESCAC All-Conference teams. Colby Morris was named the NESCAC Pitcher of the Year and earned a spot on the first team, while Justin Han

She is also certified as an orthotic specialist who specializes in biomechanical evaluation, orthotic casting and constructing orthotics. Cutts joined the sports medicine staff in the summer of 2015. He came to Middlebury after serving as the head athletic trainer at Pinnacle High School in Phoenix, Arizona. He returned to the northeast after spending time with Physiotherapy Associates in Arizona where he also served at Pinnacle High School. While at Pinnacle, he was responsible for 20 varsity sports and over 750 student-athletes. Cutts received his bachelor’s degree from Keene State in 2009 and four years later earned a master’s degree in 2013 from Indiana State University. Prior to his time in Arizona, Cutts spent two seasons in the National Football League as an intern in the athletic training department with the New England Patriots. He worked for two years at Bryant University in Rhode Island before returning to school for a secondary degree in athletic training. ■

Rachel Eldredge has been elevated to the assistant director of Sports Medicine, while Matt Cutts has earned the title of associate athletic trainer. “I want to offer my congratulations to Rachel and Matt on their promotions,” said Director of Sports Medicine Kelly Cray. “They are both key assets in our department on a daily basis, and it is great to see them rewarded for all of their hard work.” Eldredge has been an athletic trainer at Middlebury since January 2003, and tabbed as an Associate Athletic Trainer in 2013. Originally from Idaho, she graduated from the University of La Verne in 2001, where she majored in sports medicine with an emphasis in athletic training. Eldredge worked as a graduate assistant at Lindenwood University where she covered field hockey, women’s soccer, men’s wrestling and softball, while earning her master’s degree in health management in 2002. Since joining the Middlebury staff, Eldredge has earned other certifications as a strength and conditioning specialist, func-
