FLOOD REPAIR
Streambed stabilization work by Vermont’s Maintenance and Operations Bureau, happening seven years after Tropical Storm Irene along the Middlebury River on Route 125, is underway. The Ripton project is one of the last projects to be completed, replacing temporary emergency work after the 2011 storm. The work is making the highway and bank safer even after heavy runoff damaged the road this summer. “Who knows what’s going to happen up north with all the current storms. CORNWALL | When Cornwall resident Peter Briggs traveled around Europe as part of his international business responsibilities for Alvarez & Marsal, a global “turnaround management” firm, he often visited breweries and hop farms. Two weeks ago, the Charlotte Selectboard approved Briggs’ plan to build his Mt. Philo Hops farm along U.S. Route 7 in Charlotte, just west of Mt. Philo State Park. The effort was approved even with the opposition of 29 neighbors surrounding the farm. The planting of hops at the new farm will start in spring 2018. Briggs recalled how his European travels triggered the idea for his Charlotte operation. During spare time, he talked with managers and farmers in Germany and the Czech Republic about their operations. Within a few years, his personal interest in beer making and hops blossomed into a bold business plan to reintroduce commercial hops farming to Vermont—after a hiatus here of more than 90 years. » Hops Cont. on pg. 3
‘Dog Days of Summer’ blood drive needs you By Mary Brant

MIDDLEBURY | Bruce & Hobbes, the 92.1 WVTK radio station’s “Wake-Up Crew,” are helping the Red Cross with urgent need for blood donors. The “Dog Days of Summer” blood drive takes place on Wednesday, Sept. 13 from noon to 5:30 p.m. at the Middlebury Recreation Center located at 154 Creek Road. “Donating blood is one of the easiest ways to be a hero to a patient in need,” said Bruce Zeman, co-host of the show. “It only takes about an hour, but there is no substitute for a volunteer blood donor, and we are hoping to welcome many current and new donors on Sept. 13 at the Middlebury Recreation Center. Hobbes and I are encouraging everyone to
bring a friend with them to our blood drive.” Bruce and Hobbes are the nation’s ONLY human/canine morning show team and have been nationally recognized for their community service. The duo has authored a book about compassion, empathy and anti-bullying, called “Hobbes Goes Home,” that has been read in almost 200 schools across the country. Copies of their book, along with other Bruce & Hobbes merchandise (coffee mugs & stuffed Hobbes toys) will be on sale at the “Dog Days of Summer” blood drive, with all profits being donated to the Red Cross. All presenting donors at this blood drive will also receive a free Red Cross T-shirt. Briggs is now the driving force behind Mt. Philo Hops, a controversial 59-acre farm he purchased last April that is being prepared for its first planting of hops in spring 2018. The farm, situated in a zoned agricultural district, is being established on the former Palmer Dairy Farm at the intersection of U.S. Route 7 and Thompson Point Road in Charlotte. Briggs, whose family owned a farm in Windsor County for more than a century,
feels he’s lucky to be in a state where he can return to his heritage and agricultural roots. Briggs became fascinated by the ancient European practice of growing hop vines and the harvesting of its seed cones or strobiles for use in beer making. He observed that certain geographic areas, such as Germany’s state of Bavaria, were not unlike Vermont. “I lived near several hops farms,” he said. “They were beautiful. And since Vermont is very Bavaria-like, I began to ask myself, ‘why not grow hops here?’” Briggs began and intensive period of research into the growing of hops especially as it was done in 19th century Vermont. As Briggs tells it, he isn’t introducing an alien crop to the Green Mountain State; instead he, and a small group of other hops farmers, including a Monkton couple, are reintroducing the crop to the state. “Back in the 1800s, hops were among Vermont’s largest agricultural crops,” he said. “In fact, Vermont was the second largest producer of hops in the U.S. after New York State.” Briggs learned that in 1860, just prior to the start of the Civil War, Vermont experienced a bountiful hop production year;

the state produced 638,657 pounds of hops which remains the biggest hops yield to date. “You have to put this historical hops data in perspective,” Briggs noted. “At today’s yields, it would take 372 acres to produce that quantity of 1860 hops. The end of hops production here came during Prohibition. After that, the industry moved to the Pacific Northwest.” Today, trendy craft beers, with several nationally popular labels being made in Vermont, use hops as a flavoring and stabilizing ingredient. The strobiles of the hops plant, are valued for imparting a bitter or “hoppy” flavor to the beers. Mt. Philo Hops will construct a small mill building where harvested hops will be processed, pelletized, packaged, and kept in cold storage before shipment to brewers. “Vermont brewers tell us that if our quality is consistent, they will buy local. They want more made-in-Vermont content even though we’ll be competing with Northwestern U.S. and European hops,” he said. ■ LEFT: Peter Briggs

Your traffic ticket is not immune from scrutiny

Here’s a warning to all licensed motorists, especially parents of teen drivers: civil traffic tickets, even when a juvenile is involved, are not protected from public scrutiny. In a victory for public disclosure and police transparency, a ruling made last week in Montpelier meant success to the state news corps, especially regarding prying case details from the State Police regarding roadside stops. Vermont Commissioner of Public Safety Thomas Anderson thwarted an attempt by the Vermont State Police to keep these traffic violations a secret. Anderson ruled that the state’s Public Records Act does not protect details about civil traffic tickets being reported by the news media or accessed by others in the public.

The Vermont Public Records’ request service is provided by the Department of Information & Innovation online. With the service, you can create and submit request for public records, update those requests and even retrieve a history of your request. Anderson’s decision was made following a recent attempt by reporter Mike Donoghue of the Vermont Press Association to get details about an Aug. 7 traffic stop involving a teenage driver. According to Donoghue, the teen motorist was stopped on Interstate 91. Donoghue said that the VSP report of the incident shielded the name of the driver stating only that he/she received a “juvenile criminal citation and a civil ticket.” The VSP denied the reporter’s request citing that the details were not public and “part of a criminal investigation.” As a review for those new to the state (or as a refresher for veteran drivers), if the Vermont Judicial Bureau finds you guilty of a traffic violation,
you’ll receives “points” on your driving record. “If you accumulate 10 points or more within two years, your Vermont driver’s license will be suspended,” according to the Vermont Department of Motor Vehicles (DMV). “Depending on the severity of the violation, the Vermont court may require you to complete a defensive driving course to satisfy your traffic ticket.” But as far as fighting your traffic ticket goes, you’ll have to contact the court and schedule a hearing. This will mean pleading “not guilty” in front of a judge. Of course, anytime you are summoned to court over a traffic violation, you must appear. “Failure to appear in court will result in an automatic “guilty” plea,” the DMV notes. “If you do not pay your fines by the due date, the Vermont DMV will suspend your driver’s license.” ■ - The editor

Vermont, along with 19 other states, has a long-term greenhouse gas (GHG) reduction mandate. The original mandate, signed into law in 2006, called for a 75 percent reduction below 1990 emissions levels by 2050. In 2011, then Gov. Peter Shumlin raised the goal to a 90 percent reduction by 2050, something which the 2016 State Comprehensive Energy Plan (CEP) discusses in detail. Too bad the numbers don’t add up. Vermont’s mandate is much more than a requirement to supply consumers with electricity from renewable resources like wind and solar power.
It will require virtually complete electrification of the Vermont economy to eliminate almost all fossil fuel consumption. Cars and trucks, oil- and gas-fired furnaces, industrial processes and virtually everything that now uses fossil fuels will need to be replaced with its electric counterpart. In 1990, Vermont’s GHG emissions were estimated to be 5.5 million tons of CO2 equivalent (CO2-e). By 2012, those emissions had increased to 8.3 million tons. (The “equivalent” arises because CO2 is just one of many greenhouse gases and in Vermont, methane emissions from the state’s dairy industry account for almost 10 percent of GHG emissions.) The 90 percent goal means that GHG emissions must be reduced by about 5 million tons to
just over 500,000 tons of CO2-e by 2050, less than one ton per Vermonter. That’s less than the methane emitted by the state’s bovines in 2012. By comparison in 2014, total world GHG emissions were estimated to be around 45 billion tons of CO2-e. To put that in perspective, Vermont’s CO2-e emissions in all of 2012 were about two hours’ worth of world emissions. Meeting the 90 percent GHG reduction goal will require replacing virtually all fossil fuel use in the state with electricity and ensuring that there is enough electricity to do that. How much electricity will Vermont need? Suppose Vermont could reduce total end-use energy consumption to just 100 TBTUs by 2050. That’s 30 TWh
of electricity, five times the amount consumed in 2015. Currently, Vermont gets 2 TWh of electricity each year from hydropower and another 1 TWh from burning wood. That leaves 27 TWh from wind and solar power. Last November’s election appears to have confirmed that Vermonters don’t want thousands of giant wind turbines dotting the landscape. And despite cost decreases, solar power is still much more costly than power purchased on the wholesale market. Thus Vermonters would pay even higher electricity prices. Replacing all of the fossil-fuel-using equipment in the state and adding electric vehicle charging stations would cost billions of dollars more. Curiously, nowhere does the 2016 CEP discuss the benefits of reducing the state’s GHG emissions. No measurable climate impacts mean zero climate benefits. Ambitious, math-challenged legislators can always vote to impose costly and foolish mandates like Vermont’s with little pushback from voters. But Vermont’s mandate, like the mandates in other states, will impose additional costs on residents and businesses with zero offsetting benefits. Vermont’s is just another economically damaging exercise in symbolic environmentalism and political grandstanding. ■ - Jonathan Lesser, PhD, is the president of Continental Economics. A day at Bourdeau Brothers: BBQ chicken, choppers and work horses By Lou Varricchio STA FF W RITER
MIDDLEBURY | Next to the annual Addison County Fair and Field Days, the only other annual events that gets the farming community together are the two Bourdeau Brothers’ events held at the agribusiness at 88 Seymour St. in Middlebury. If you’re connected in any way to Addison County’s agribusiness community, then you probably attended Bourdeau Brothers September chicken barbeque, one of the many attractions of the firm’s annual field day event. Bourdeau Brothers of Middlebury’s customers extend from New Hampshire to New York. Jim Bushey founded Bourdeau and Bushey, Inc. — now Bourdeau Brothers of Middlebury — with Germain and Remi Bourdeau, in 1982. Customers, friends and special guests stopped by and enjoyed the chicken lunch as well as vendors and informative, informal talks about pesticide safety, corn herbicides and lots of other good stuff important to local farmers. Vermont Agency of Agriculture Secretary Anson Tebbetts paid a visit to the event and greeted attendees and also passed along a few words. When it comes to state regulations, Vermont’s dairy farmers may be breathing a little sigh of relief after listening to the state’s agriculture secretary.
Tebbetts chatted about several agricultural “listening tours” he and Gov. The annual event benefits the Rutland Community Cupboard, and for the past several years has collected more than 13 percent of the Cupboard’s annual needs. Businesses, clubs, schools, sports teams, houses of worship and other organizations are encouraged to register for the challenge, collect food donations between now and Oct. 6 and deliver them to the Rutland Community Cupboard. GMP will donate 25 cents to the Cupboard for every item collected, up to a total of $5,000. GMP will also donate $500 in the name of the group that collects the most food. Participants should pre-register for the challenge by calling Kelly Giancola at 747-6119. In 2016, the Rutland Community Cupboard distributed more than 253,381 items to area residents, serving nearly 520 families each month. Just over 33,000 of those items were donated during the GMP Fill the Cupboard Challenge.
Participants in the challenge can solicit food donations from employees, customers, vendors or others and are encouraged to conduct their own food drives as part of the Fill the Cupboard Challenge. Community Cupboard Director Kelly Giancola said despite an improving economy, demand has remained steady. “Due to the generosity of the community, the Cupboard is there for senior citizens and others in need when a crisis occurs,” Giancola said. “Whether they face an unexpected health issue, car repairs or underemployment, we see Rutland residents every week who never expected to be seeking food assistance.” Participants may deliver food to the Community Cupboard as often as they like and should identify their organization as a participant in the challenge when dropping off food items. Deliveries can be made to the Community Cupboard Monday, Wednesday or Friday between 11 a.m. and 3 p.m.

VERGENNES | On Sept. 7 at approximately 5:55 p.m., the Vermont State Police conducted a traffic stop on Main Street in the City of Vergennes. The operator of the vehicle, Jesse Stearns, 34 of Ferrisburgh was screened for DUI and arrested. He was transported to the New Haven State Police Barracks for processing.
