RAY BROOK | When snow plow drivers in the Lake George region started seeing reductions in road-salt use as a competition, salt use dropped, and today the area has become a model for the scientific treatment of winter highways. Lake George Waterkeeper Chris Navitsky told a meeting of the Adirondack Park Agency this month that the Fund for Lake George knew they’d need to earn the cooperation and respect of the people who drive the snow plows for the town if they were going to reverse the 40-year trend of escalating salt use. “They were not believers at first, and they did not want us coming into their garage,” Navitsky said. This year’s edition of Bands ‘n Beans — featuring nine bands on two stages and chili

WARRENSBURG | With the aim of protecting public safety, the Warrensburg Town Board has approved a local law prohibiting people from depositing snow or ice within 3 feet of a fire hydrant. The ordinance was enacted at the town board’s monthly meeting held March 13. Answering a question over how homeowners with limited room to pile snow could cope with the new law, Warrensburg Supervisor Kevin Geraghty responded that firefighting efforts could be seriously impeded by having to dig out hydrants — and the ordinance doesn’t require residents to remove natural snowfall from around hydrants. Those property owners or snow plow operators working on their behalf who fail to comply with this ordinance are subject to charges levied by the town for snow removal, as well as a fine of $100.

Marcella also said she had attended a recent roundtable on affordable, elderly and workforce housing presented by Warren County Economic Development Corporation. She said that Darren Scott, regional director of development for the state Department of Homes and Community Renewal, made a detailed presentation on funding and grant opportunities for housing. Marcella said that most of the grant programs were geared to 120 units or more, while Warrensburg needed a fraction of that number. She suggested that Warrensburg could col-

One hundred years ago — March 1919 WAR HERO, HOME AT LAST

Ira Millington, of Bakers Mills, was severely injured in an accident there Friday morning, March 14, 1919. He was driving his team in front of the store of Morehouse & Lawrence and leading a horse behind his wagon. The lead horse was frightened by an automobile and became fractious. Mr. Millington started to get out of the wagon in order to better control the animal and became entangled in the lines. He was thus trapped and thrown under the feet of one of the forward horses and his collar bone and several ribs were broken and he received a number of painful bruises. He was taken to the home of his brother, William Millington and Dr. Lee, of North Creek, was called to attend him.
The drivers wanted proof that they were using excessive amounts of salt, and thanks to “black box” technology that monitors a variety of conditions from the cab of the truck and sends the information to the cloud, they were able to view hard data. Navitsky said the drivers have gone from skeptics to interested participants. All the actors have the same goal: that the roads be made as safe as possible during winter weather. So the Fund for Lake George has been showing how those results can be achieved while saving the towns money and the drivers time.

The excessive use of salt and its detrimental effects on the watershed have become better known in recent years. According to the Fund for Lake George website, “sodium chloride levels in Lake George have tripled since 1981 ... Each year, 13 tons of road salt is applied per lane mile in the Lake George watershed for a total of 15,000 tons annually. At least another 15,000 tons are applied on private roads and walkways.” Navitsky said the initial equipment buy-in is admittedly expensive, but towns will recoup the cost in time. For example, a special plow blade with a

flexible edge can gouge out pockets of ice that a regular blade would skip over, reducing the need for salt. Brining the highway — similar to oiling a pan with cooking spray — before the storm can buy a couple of hours of time, meaning that plow drivers — who work monstrous schedules during storms — can report for duty a little later. Navitsky said that tough hills like Tongue Mountain in Hague can stay just as clear with fewer passes of the plow. Storms can be analyzed individually with more targeted salt applications based on expected precipitation. For example, Navitsky said, it doesn’t make sense to apply salt early in a storm, when a later plow pass will throw it off the road.
Mrs. Francis A. Culver, of Chestertown, died Friday, March 7, 1919, in the Glens Falls Hospital. She was the daughter of Herbert Vanderwerker. She gave birth to a child on March 5, 1919, and her condition was good until the following day when she was taken with jaundice. She was buried in the Leggett Cemetery in Chestertown. (Note – Jaundice is an acute complication of the liver.)

Parisi’s report cited that volunteer John Parker, a local history enthusiast, has been scanning local scholastic yearbooks, and within a few months people will be able to search and locate online all photos and names of Warrensburg students from the early 1900s to 2018.
SMALL CREATURES
Higher salt levels in lakes can kill off the small creatures that feed on algae, leading to increased blooms that have become an increasing threat to New York lakes and beaches. It also is believed to stunt the size of trout fry, and skew the sex of frogs toward greater populations of males. Since recreation and fishing are central to Adirondack economies, Navitsky said towns are realizing it’s in their economic interests to cut back on the use of salt. ■

Warrensburg Museum of Local History Director Steve Parisi reported that Beth Kinghorn, the new president of the Warrensburgh Historical Society, has been making almost daily postings of historical aspects of Warrensburg, illustrated with vintage photos. He said that her work has been immensely popular — her Facebook postings were viewed about 9,800 times in February, seven times greater than in January — and viewers signing up to follow the postings increased by a factor of about 10. “Both residents and people who grew up here but moved away are apparently really enjoying reminiscing about Warrensburg’s past,” Steve Parisi said this week as he praised Kinghorn’s Facebook articles.

In other business, the Warrensburg town board: • recognized Wendell Beadnell, who is retiring from his position as a town employee, commending him for his 28 years of public service — most recently as a transfer station attendant; • set a public hearing for April 10 for a proposed change in the town’s World’s Largest Garage Sale vendor permits — to charge $100 for food sales and $50 for merchandise, rather than a uniform charge of $50; and • appropriated $2,500 in occupancy tax revenue to the Warrensburg Chamber of Commerce to create a map of Warrensburg that will list events and attractions in town. ■

Sgt. John E. Whipple, of Warrensburgh, some time ago was reported killed in action in France. This was an untrue story. He was, however, severely wounded and has been sent back home. After being wounded on the battlefield, he laid for hours before assistance came and the first man who attempted to help him was instantly killed by a shot through his eye just as he lifted him. Several hours later, he was moved back of the lines and it was more than a week before his wounds received more than superficial dressing. Now back home, an ugly wound in his chest is healing, but one of his arms is still very stiff.

‘Spring Fling’ scarf sale to help homeless

LAKE GEORGE | The proprietor of a Lake George fashion boutique and salon is holding a fundraiser this weekend to raise money to aid the homeless as well as to assist a local charity. Tina Cacckello of Tina’s Hair Affair Salon will be selling about 100 new designer scarves between noon and 5 p.m. Saturday, March 30, to raise money for two charitable organizations — Shelters of Saratoga, and Lake George Women for Women in Need. The latter charitable organization is calling the event their “2019 Spring Fling — Shop for a Cause.” The event, to be held at “Reboutique” consignment shop at 2199 Canada St. adjacent to Tina’s salon, includes refreshments and raffles. The shop features stylish clothing and accessories at discount prices. The new scarves were sent to Cacckello by her cousin Anthony Cavaleri, who founded and operated Hugs USA, a charity in New York City that for nine years has provided hats, scarves, gloves, umbrellas, underwear and socks to homeless individuals in the state. These new scarves on sale Saturday at Re-
boutique were designed and marketed by Lauren Conrad, Collection 18, Olivia & Grant and other fashion houses. The sale of some other fashion accessories will also generate money for the two charities. Socks and underwear, Cacckello said, are items that the homeless in Saratoga Springs have the greatest need for. Cavaleri said Sunday that premium Bombas socks are being donated.
FREE COATS
Cacckello has been helping the homeless in Saratoga this winter — last month she donated coats to a new venture co-sponsored by Fingerpaint, a health-care marketing firm, and Shelters of Saratoga. The initiative was to place a rack of free coats on the sidewalk on Broadway in front of Fingerpaint’s headquarters — people in need can just walk up and take one. Cacckello said her donation of several dozen coats on the first day of the initiative was prompted by the death of Nancy Pitts, a homeless woman who in 2013 slept outside in frigid winter weather in Saratoga Springs and froze to death. Cacckello said she had known and helped out Pitts, and that her donation of coats was prompted by her concern over the woman’s fate. “I saw Nancy Pitts often walking around Saratoga Springs, and it’s sad when I think

In the past 17 days, the project took several major steps forward. On March 8, the state Department of Environmental Conservation granted approval to final engineering plans for a new wastewater treatment plant, predicted to cost $22 million. The plans were essentially the same as those presented to the village board in September. The village subsequently advertised for bids, and received substantial response, village Mayor Robert Blais said Monday. No fewer than 30 representatives of construction firms were given tours May 22 of the existing plant and the adjacent site for the new plant — to give the contractors information they may need to prepare their bids. “It looks like there’s a lot of interest in the project,” Blais said, noting that he and other village board members are ex-

pecting construction to start this summer, likely in July. The new plant is to be built just south of the existing treatment plant on spare land that the village owns. Recently, as many as 30 trees — mostly large pines — were removed from an area between the Northway and the existing plant so that the contractor building the new facility will be able to get their heavy equipment to the construction site without disturbing the present plant’s sand filtration beds and leach field. Blais said that plans call for replanting trees after the construction of the new plant has concluded and the old plant is demolished.
FUNDING
Blais said that no new grant funds have yet been pledged toward the project beyond the $7.5 million that’s been promised by the state. Blais has predicted that without more grant funding, local taxpayers
would face tax increases of up to 15 percent, or nine times the increase allowed under the state tax cap. In February, EDC Warren County President Ed Bartholomew and Fund for Lake George Director Eric Siy testified at a joint legislative hearing about the pressing need for more grant funding — at the very least, $6.5 million more to avoid what Blais has called a potential “crushing burden” on taxpayers. On Sunday, the Albany TimesUnion carried an editorial citing that the state had “an obligation” to commit more money to the plant, as the purity of one of the state’s greatest assets is at risk. Some relief, however, just might be in the works. Blais said he recently received a call from the state budget office seeking additional information about the village’s financial status and the plant’s financing, and he sent off a packet of information to comply with the request. ■

Another story hit the wire service recently about a small town newspaper in Waynesville, Missouri, that was forced to close By Dan Alexander last fall and the repercus• PUBLISHER • sions now being felt in the entire county. The Daily Guide joined more than 1,400 other newspapers across the U.S. to close over the past 15 years, according to data compiled by the University of North Carolina. While national outlets worry about the president, who calls the press an enemy of the people, many American communities have lost vital services that are not easily replaced. No longer is someone watching the local government for them, chronicling the sporting exploits of their children or generating a feature story on a kindly neighbor. It’s easy to shrug off these closings as changing times, poor management or the advance of technology, but is that the primary cause of this trend? Although each of those has played a role in chipping away the veneer of the industry, it’s not that simple; it begs a closer look. Operating a newspaper has never been an easy task, as folks like Warren Buffet or Jeff Bezos, some of the richest men in the world, have recently discovered. But like so many vital community services that we might take for granted, while funding is critical, it’s not the essential ingredient in a successful newspaper. This public service, for-profi t business requires several things that other businesses may not. Ownership must be on-site and actively involved in the day-to-day operation, especially during challenging times. One of the biggest calamities has been the decline in local newspaper ownership through mass acquisitions by large investment firms, affecting the majority of these closings. This leaves the day-to-day decisions on spending, personnel and strategy up to a financial manager, who is far removed from the community and lacks the understanding it takes to meet the needs of a locality which isn’t factored into a decision. If you were ill, would you want an insurance adjuster who never met you and knows little about you except your vitals or would you prefer your local doctor and family involved in deciding whether to reduce care by letting nature take its course or undergo a procedure that could save your life? In that context, decisions take on a different meaning altogether. The bean counter only looks at the beans and never the person. In next week’s column, I’ll point out the impact of “fake news“ and why a family would allow the bean counter to make the final decision in the scenario I used above. ■

To the Editor: How to get large tax breaks: Because he loves tax breaks and Israel, Sheldon Adelson (billionaire casino mogul) is a natural fit for the Republican party, and he spends and spends and spends. Like many true believers, he was terrified of a Democratic takeover in the midterm elections. Because of that, he cut a $30 million check to Paul Ryan and the House GOP in a last-ditch attempt to stem the momentum of the blue wave. Ryan even paid him an in-person visit to kiss the ring and beg his case: Ryan wasn’t actually allowed to directly solicit seven-figure donations, so he couldn’t directly ask Adelson for the money. Good thing we have rules, right? I would hate for a system that allowed for direct solicitation between our most corrupt political figure and a casino boss without the former having to step into a hallway for a second. Of course, Adelson has quite the financial incentive to bankroll the GOP. Bloomberg’s Steve Dennis even put a number on the incentive, all of which came Adelson’s way as a result of the GOP tax bill: That’s $670 million in the first quarter. He’s going to be netting 2 billion in one year at this pace. If anything, the GOP is getting the short end of this stick. Shouldn’t they be charging him more? Trump and his family will be netting a billion dollar gain from this Republican tax bill. To the Editor: With crippling storms hitting our country in past months, we look forward to the first day of spring, balmy weather and a superb second chance to actualize those New Year’s resolutions favoring more exercise and healthy eating. The shift toward healthy foods is everywhere. Popular fastfood chains like Chipotle, Starbucks, Subway, Taco Bell and Wendy’s all offer plant-based meal options. Food websites tout vegan recipes. Global Meat News reports that nearly half of consumers are reducing meat intake. The financial community is betting on innovative plant food start-ups, like Beyond Meat or Impossible Foods. According to Gallup, sales of plant foods grew 8.1 percent in 2017 and exceeded $3.1 billion last year. Britain’s prestigious The Economist declared 2019 the “Year of the Vegan.” The reasons are ample. The World Health Organization has linked consumption of processed meats with elevated risk of cancer. The U.S. Dietary Guidelines recommend reduced meat consumption. The media keep exposing factory farm atrocities. And animal agriculture is chief culprit in climate change. Every one of us can celebrate spring by checking out the rich collection of plant-based food options in our supermarket’s frozen food, dairy and produce sections. You may have heard it called French, Polish, Spanish or other names based on where they use the style, but they all are very similar. It’s the same style of nymphing that the USA Fly Fishing team uses. The tight line method of fly fishing uses light weight rods, two or three weight 10 footers. Bead head nymphs are used with either copper or tungsten beads to get them down deep where the fish lie. Long leaders of 15 to 20 feet are used with red and green or other color sighter tied in to act as an indicator. Usually short flip casts or tuck casts are used to get the line out. dark holding areas where a fish may be waiting for some bug to munch. When a fish goes for the nymph, the line either twitches, stops or moves letting you know you either have a bite or a snag. Concentration, patience and confidence, along with being in the moment are important when fishing this way. Being a “space cadet” out on the water and stream dreaming off into the twilight won’t catch fish. OK, occasionally you do. I know from experience. Focus is the key! Now, that can be a tough thing to do some days. We all like to just get away for a while, sometimes really, really far away, and fly fishing does that for us. The talk went over stream currents and velocities and where the fish may be, how water depth affects velocity and, most importantly, that you need to get the fly down to where the fish is and have a drag free float. It all sounds so very simple until
you get out with a light weight rod, 18 feet of leader and start to pinpoint your casts to cover every inch of water. Jessie’s talk covered the basics a beginner requires, plus. He believes we all should continue to learn every day, whether it’s fishing or any other subject. Never give up and stop learning. So, you missed a great presentation on tight line nymphing. Don’t fret though, more events are planned. The fly-fishing film show is coming in April to Middlebury as well as Lake Placid in May. Both the Two Fly in Wilmington and the Otter Creek Classic are coming with the spring thaws, so tie up another box or two of flies — yeah, I know you already have 10 boxes, so do I — grease your reel, patch the waders and shine up the rod. It’s a sure sign of spring when I write about fly fishing. So, if you had a case of the winter blues and needed a night out, By Rich Redman well you missed a beauty. • COLUMNIST • A fly fishing “how to” and “what to use” talk was held at the Middlebury Mountaineer Shop in downtown Middlebury recently. Jessie Haller, of the Orvis Company in Manchester, Vermont, gave a great presentation on his job in product design and development. Jessie gave us an insight into how they brainstorm over making new and better products, plus how each is tested. Jessie gets the job of taking out new rods and seeing how they perform, testing materials for new waders and vests and doing all this while out on a river or stream “working,” of course, to get a fish. I volunteered to be the New York affiliate product tester, but that didn’t go anywhere! I did discover there are still a few of us who prefer traditional vests over all the other fishing equipment carrying items out there like chest packs, sling packs and duffle bag backpacks. He discussed lines, line weights, tapers, coatings, smooth versus textured line and numerous other items of “afishinado” interest! Two items I didn’t know was that Orvis now owns the Scientific Anglers Company, so much of their research and develop-

The 2018-19 varsity Cougars were known for their swarming defense, hot shooting, crisp passing and keen anticipation of where on the court their teammates would be within milliseconds. Hogan said that his varsity squad focused on working hard in practices, spent extra time on their shooting and achieved substantial chemistry. “Regardless of what they were faced with, the girls were always there to pick each other up,” he said. “The girls put in tremendous effort. They were so self-directed on-court, that often I was just a spectator. They worked hard all year, and their hard work paid off.” The 2019-20 team will do well, Hogan said, considering that this year’s team was loaded with younger players who gained experience. Returning will be juniors Lauren Monroe, Jodi Bartlett, Sarah Stevens and Kali Dugan; sophomores Emma Phelps and Kaitlyn Kramar; plus freshmen Nicole Buckman and Tia Buttino. Turning his thoughts toward the graduating seniors, Hogan praised Gagnon, Brown and Urtz for their dedication to academic achievement and extracurricular activities as well as athletics. “They’ll be accomplishing a lot of great things beyond basketball,” he said. ■

CHESTERTOWN | Following the recent conclusion of the North Warren girls basketball team’s season, coach P.J. Hogan offered his thoughts about his squad’s accomplishments — which captivated fans in northern Warren County. Hogan said he was proud of his athletes’ achievements this year, considering they went further than all basketball teams in Warren County except for the Glens Falls boys squad — eventual state Class B champions and state Federation Tournament of Champions winner — and the No. 1 state-ranked Lake George boys team that advanced to the state semifinals. He noted that in game after game during the season, the Cougars competed with all their heart and might. “These girls never gave up,” he said. “They are a resilient group. All the North Warren athletes, coaches and the whole school community are absolutely proud of them.” This persistence yielded a number of comefrom-behind wins, including a thrilling overtime victory over Fort Edward — although minutes earlier the Cougars had been trailing by 12 points.
