NORTH HUDSON | New York State will appeal a controversial court decision that counts saplings as “timber” and blocks further construction of a multi-use connector trail serving five east/central Adirondack towns. The state and the towns are counting heavily on the network — 11 trails in all, spanning 27 miles — to bolster the economies of the towns, which have seen a drop-off in their traditional industries. The state recently completed a $25 million campground in North Hudson, right off Interstate 87, that was supposed to be a jumping off point for snowmobilers, equestrians and bicyclists to access four towns further into the interior of the park, including Minerva, Newcomb, Indian Lake and Long Lake. But the environmental group Protect the Adirondacks sued, saying the plan would cut too many trees to be acceptable under the Forever Wild provision of See RULING » pg. 3
The vote reverses decisions by the board in both April and May rejecting the proposed initiative which sparked controversy among parents of local students, school employees and district administrators. The school board voted 5-2 on Aug. 12 to authorize Superintendent of Schools John Goralski to contract with the Warren County Sheriff ’s Office to employ up to two school resource officers at an annual cost of $75,000 — if qualified personnel are available, Goralski said following the vote. Goralski confirmed this week that the district’s 2019-2020 budget has an allocation for the expenditure.

measure last week. Also, board member Nicole Winchell, who opposed against hiring school resource officers earlier this year, voted Yes for measure on Aug. 12. Winchell told the area daily newspaper following this recent decision that she voted in favor of hiring resource officers— despite not personally supporting the proposal — because of opinions she had heard over recent months from school district residents. Winchell and Duell joined board members Diane Angell, Rob Frasier and Jonathan Boston in support of hiring the officers. School board president Doug West and board member Ash Anand voted No. In March, Goralski gave a public presentation on school safety that described a dozen programs that the school is now employing to prevent violence and encourage empathy among students. He and other school board members also talked about the personnel the school have in place — including social workers, counselors and a psychiatrist — who assist troubled students, helping them manage their emotions. This presentation had followed an online campaign by parents of local students to hire resource officers. During the school board meetings last spring, a dozen or so parents expressed their concerns about shootings at schools elsewhere in the U.S. — and West had countered that such incidences were statistically very rare, and that Warrensburg Central had a sterling safety record. At that March board meeting, several area teachers and residents questioned the need for the resource officers, the cost to taxpayers, and that guns — even on the hips of resource officers — shouldn’t be in local schools. This last week, Goralski said that he and other school district administrators were preparing a job description for the resource officers that went beyond school safety. ‘I hope we can use them in roles as educators — talking to elementary classes about Halloween safety, and in the high school, making presentations in government classes about civics and laws and the role of law enforcement — as well as making connections to students,” he said. “I also see the officers as another set of trusted adults that students can go to when they need someone to talk to.” Goralski said he will be seeking out officers who have the ability to relate well to students, teaching them that police work is far more subtle than it is portrayed in the media. “I hope to find officers that will explain to kids that their job in law enforcement has more to do with mediation, listening and compromise — and using their personal skills to de-escalate situations — rather than merely carrying weapons and using force,” he said. ■
“This is an issue I really care about — we’re behaving absurdly to put people in cages,” he said of the U.S. detention centers where immigrants are being held. “This is tightly related to climate change — millions of people are on the move because it’s too hot or too dry where they live. It’s been estimated that there will be 200 million to 1 billion refugees this century due to climate change, and we have to figure out a more realistic solution to this crisis,” McKibben continued. On the day of his arrest, McKibben said that this pending mass migration was forced by “those of us in the rich world who have burned so much fossil fuel that we’ve changed the climate, and made it impossible for (the immigrants) to keep farming.”
HANDCUFFED, FINGERPRINTED McKibben and the five others were handcuffed and hauled away in police cars to the police station where they were shackled, photographed, fingerprinted and charged with third-degree criminal trespassing. Their experience was related in a Aug. 9 article in The New Yorker that McKibben authored. The misdemeanor charge carries a

maximum sentence of three months in jail, McKibben said his lawyer told him. McKibben and others participating in the sit-in were scheduled to appear in Glens Falls City Court at 9 a.m. Aug. 20. Just prior to the sit-in Aug. 8, the protesters marched from city park to Centennial Circle, then to Stefanik’s office, where they met up with loud counter-protesters holding signs bearing such slogans as “Americans Before Illegals,” “A Vote for Trump is a Vote Against Socialism” and “Build the Wall.” Those protesting the treatment of immigrants held signs emblazoned with such phrases as “Love” and “No More Hate.” While the group protesting the treatment of immigrants sang “This Land is Your Land” and “America the Beautiful,” a loud siren from a bullhorn held by one of the counter-protesters drowned out their singing.
‘GOVERNMENT MUST STRATEGIZE SOLUTIONS’ McKibben said Saturday that although he’s been a climate-change activist for more than 30 years, his arrest in Glens Falls was one of the very few he’s ever faced — another was in 2013 for a rally near the White House with members of his group 350.org, the Sierra Club and Committed Citizens, who were protesting the proposed construction of the
Keystone Pipeline. McK ibben is t he Schu ma n n Distinguished Scholar in Environmental Studies at Middlebury College. He holds honorary degrees from 18 colleges and universities, and was named by the publication “Foreign Policy” as one of the world’s 100 most important global thinkers. The Boston Globe has called McKibben “probably America’s most important environmentalist.” McKibben is the author of more than a dozen books, including “The End of Nature,” which has been credited as the first book on global warming written for the general public. McKibben and his wife, noted author Sue Halpern, have lived in Johnsburg since 1986. In recent years, the two have lived part of the year in Johnsburg, and the remaining months in Vermont. On Saturday, McKibben said that the government must strategize solutions to decrease carbon emissions while addressing the movement of people due to its effects. “This intersection of issues around climate change and immigration is clearly going to be a crucial topic for this 21st century — and so far our government leaders show no sign of addressing either part of that question with any competence.” ■

Minerva Supervisor Stephen McNally reminded the community, “The town’s role is to ensure safety to our residents, discuss potential solutions, negotiate, budget, fund, and ensure that town tax money is spent responsibly.” Johnsburg Emergency Squad President Joe Connelly sat on the panel at the open meeting and urged the Town of Minerva to consider joining forces with the Johnsburg crew. Johnsburg has been supplying mutual aid to Minerva calls since the end of 2017/early 2018 as a safety net, to get to those calls if volunteers cannot respond. “Volunteer EMS is facing the same issue all over the country. In 2007, Johnsburg was facing this same issue and Minerva techs were supporting Johnsburg. We want to make a

His plan also would incorporate a billing plan with National Billing Center and use its Coding Ambulance Toolkit (CAT) system to bill and audit. “The idea with billing as cost effective as with CAT is that it will put money back into the squads,” National Billing Center Rep. Katheryn Krzys said.

McNally offered and backed the Essex County route, citing in his plan a paid paramedic, driver and two EMTs with stipends to the EMT and driver for trips in the ambulance. All the stand-by would go through the county dispatch and Minerva EMS would schedule a duty crew. The billing would offset the program moving forward.

NYSEG seeks rate increase STAFF WRITER
“This will hurt the lowest income residents the most,” said Michelle Bashaw, homeowner counselor for the Housing Assistance Program of Essex County. People on Social Security received a 2.8 percent cost of living adjustment this year, and the rate increase “would take half of that increase away.”
KEENE VALLEY | New York State Electric & Gas is asking the state for a 23 percent rate increase that company officials say is needed to ward off the effects of climate change and move the state toward greater reliance on green energy.
Customers also voiced concerns about tree cutting around power lines, power outages and a general lack of response from NYSEG over consumer concerns. Keene Valley resident Bunny Goodwin said the company has not been helpful to residents who are trying to replace streetlights with more efficient LEDs.
At a public hearing at Keene Valley last week, officials said the increase, if approved, would add $11.30 a month to the average electricity bill. Even with the increase, they said NYSEG’s power would still be the cheapest in the state. Consumers would also have a chance to recoup some of these costs due to a conversion to smart meters that will allow them to keep better track of their electricity use.
Joe Syta, NYSEG’s controller and treasurer, said the rate increase will pay for upgrades to a rapidly changing industry. Most notably, increasing storms brought on by climate change are blowing down more trees and disrupting service. New York was battered by 123 major storms between 2012 and 2018, and half of all power outages are attributable to downed trees as a result of those storms.
NYSEG is also asking for a 2 percent increase in the price of natural gas, which would add about $2 to the average bill. NYSEG provides electricity to portions of Clinton, Essex and Hamilton County, and gas to parts of Clinton County, including Plattsburgh.
NYSEG’s “storm-hardening measures” include a scheduled rotation of trimming, and a “ground-to-sky” clearing of trees and vegetation. NYSEG will also modernize aging infrastructure and upgrade 139 circuits where outages have been more frequent and longer lasting.
At the hearing before state Department of Public Service Judge Michelle Phillips, NYSEG customers said they were concerned about how the rate increase would affect residents, particularly on the poor and those on fixed incomes.

the state constitution. The court agreed with Protect, and that’s the ruling the attorney general’s office will appeal to the state’s highest court. But the issue goes beyond the connector trails. In its ruling, the Third Judicial Department of New York’s Supreme Court Appellate Division said that “timber,” as referred to under Article 14, is defined as the forest as a whole, not just big trees that can be sawn into lumber. Since the constitution states that timber in the Forest Preserve cannot be destroyed, the court said this meant all trees, big or little — and hence, the trail network was illegal. Previously, the DEC had defined timber as trees 3 inches or larger at chest height. In its plans, the state said 6,000 such trees would be cut to make was for the trails. But Protect argued that 25,000 trees of all sizes would be destroyed.

Supervisors also said they had been promised by all stakeholders that the trail would be built following a significant transfer of former timberland to the state. For the state, the appeal has a degree of risk. Protect also argued that earthmoving needed to build the trails constituted virtual roads, which would violate the Forever Wild clause. The court rejected this argument, but there is no guarantee the high court will do the same. ■

As another summer draws to an end and the days grow shorter, we try to squeeze in those summertime activities before the season changes, and we’ll soon find ourselves anxiously awaiting summer 2020. I recall a time when summer used to be considered the lazy, hazy days when folks just kicked back a little and let the world pass. Leisure time, family get-togethers, picnics, and in general a slow down in the pace of everyday life as we soaked up the opportunity to enjoy life. Kids enjoyed the last few days of vacation while parents finalize the back to school shopping lists. Talk of the town back then was the new TV Fall line up that would promptly start in the beginning of September on any one of the 3 TV networks, the must-have lunchbox design for those heading back to school or the new car redesigns that were an annual event. Back then, it was the little things that were celebrated, and perhaps that was the secret to summer’s slowdown. Sitting on the porch watching the world go by was the perfect end to any summer day. So where am I going with all this nostalgia? I guess I’m just an oldtimer who dreams of days gone past, reflecting on the issues facing the American family. As we pass through these changing times, it’s easy to find fault with the world today and complain about what we don’t have rather than appreciating what we do have. The birth of a child, a christening, a child’s birthday party, a family reunion, or even a child’s sporting event; these are the events that define life and defy the ages. What parent, grandparent, relative or close family friend doesn’t share the same joy today that their counterparts enjoyed at any time in the past? Current events will always have an impact on how the pace of life changes through the ages, but priorities are self-imposed. We must take stock in how we choose to live and the value we place on time, which is ever fleeting. It’s easy to get so caught up in all the new technology, the massive amounts of information we have streaming into our homes and the constant demands on our time. The solution is to keep your priorities grounded, sharing time with those you love and respect while being considerate of those who do not think like you. They are entitled to their thoughts, choices, and beliefs, just as much as you are to yours. Enjoy these last fleeting days of summer. The world with all its ups and downs, scandals and threats will still be out there when Fall returns, but summers are special, and each summer should be filled with special memories that last a lifetime. ■ — Dan Alexander is the publisher of the Sun Community News

Climate change: triangulating on the truth By Lance Clark
Regarding climate change, all 13 of the main U.S. government civilian agencies dealing with possible climate change conclude, e.g., in their Fourth National Climate Assessment released last November, that it is real, that its threats are immense, and that action is needed urgently. Further, all the five branches of the U.S. military agree, as do our intelligence agencies, like the CIA. Our military and intelligence experts are not politicians or ideologues – they are security professionals. Their job must include taking a clear-eyed view of threats to our country and speaking truth to power. The grim reality is that without major actions to mitigate it, climate change will continue to threaten our military capacity, such as by putting key facilities under water. And meanwhile, our world will become a more dangerous place, as the number and scale of wars and conflicts linked to climate change continue to increase. If one is skeptical of U.S. government entities, it is useful to know that all 197 other countries around the world agree with this conclusion also, and have thus signed the Paris Agreement to work to reduce greenhouse gases and to take other key actions. What is striking is the great range of countries, with governments ranging from right wing through communist and from developing countries though industrialized countries. Lastly, there is the fact that over 97 percent

A significant number of Americans are “on the fence” regarding whether climate change is truly a major, urgent threat to our country and our world, and whether it is caused primarily by human actions. Even as the evidence mounts up on global warming and on related weather impacts such as massive fires and flooding, we still hear some people argue that the information on climate change is not yet sufficiently compelling or credible. If you are still uncertain about climate change, there is a mechanism that is used in military intelligence and related intelligence work that can help you think through this issue. This mechanism is called “triangulating on the truth.” Here is how it works. If you are receiving important information from one set of sources, but still have some concerns about its validity, then seek out other, different types of information sources. These should be sources who are looking at the same issue but from a different background and perspective. Each type of information source may have its own strengths and weaknesses, but across such a range of sources their weaknesses typically balance out. So if these diverse types of sources all come to the same conclusion, you can have considerable confidence in their collective accuracy.

If your doctor tells you that you have cancer, and that you must have it treated or you will die, you might well get a second or even third expert opinion. In our country you can always find some people who will argue in favor of virtually any point of view you can imagine. For those of us who are not scientific experts regarding climate change, “triangulating on the truth” can give us confidence that climate change is real and that it is extremely dangerous. And that we need to take urgent action now to counter it. ■ — Lance Clark is a former non-governmental organization staff member, and a United Nations official and ambassador with 35 years of experience in international work. This has focused on emergency relief in conflict situations, forced displacements, early warning of conflicts, and peace operations and peacebuilding. He has worked in places such as Somalia, Sudan, South Sudan, Rwanda, Iraq, Georgia (former Soviet Union), Bosnia, Serbia and other countries.

CHESTERTOWN | A man who has spent many hours of his retirement on charitable initiatives was named Rotarian of the Year recently by the Chestertown Rotary Club. Al Muench, who lives near Friends Lake, was presented with the award on July 8 by Chris Aiken, who was president of the club at the time. About 11 years ago, Muench retired from 36 years in prominent positions with the state Department of Environmental Conservation and moved permanently to the town of Chester. Since that time, he has been active in various community service activities, including those sponsored by Chestertown Rotary.

In his work for DEC, besides drafting the New York State returnable container laws, he got the dam on Friends Lake reclassified, saving the town of Chester thousands of dollars. Soon after moving to Chester, he became an active member of the Friends Lake Property Owners Association. Although Muench has been involved in many Rotary Club activities since he joined, his most prominent enterprise in the past three or four years has been donning a red suit and portraying Santa Claus for Chestertown Rotary’s everpopular pre-holiday event.

Prominent in Muench’s commmunity service, Aiken and others said, are charitable initiatives. He has had a leading role in starting up the “Seventeen Candles” program, sponsored by Chestertown Rotary, that provides children from families of limited income with birthday gifts. In this program, parents and grandparents of youngsters can obtain clothing and other presents for a child’s special day.

Woman’s outreach to tourists hailed by county By Thom Randall CORRESPONDENT
LAKE GEORGE | A Lake George woman who for years has exhibited a warm, welcoming demeanor as she has helped thousands of families plan their vacations in the region, was honored recently by Warren County officials several weeks before her retirement July 29. Ellen Himmelblau was recognized by the county Board of Supervisors for her 15-plus years of work at the county Tourism Department. County Tourism Director Joanne Conley described how Himmelblau answered phone inquiries and interacted with business owners with a genuinely friendly approach as she accomplished her duties as a Tourism Specialist. “Throughout her fifteen years, Ellen has established friendships with hundreds of business owners and event organizers in every corner of the county. She can recall information about a particular business from memory, and recognizes people as they walk in the door,” Conley said. “She represents the area with a smile at consumer shows and engages all comers with enthusiasm and a personal warmth that reflects the welcoming nature of our region.”
Conley talked about how Himmelblau’s outreach to others was patient and thoughtful, noting her “superb” interaction with tourists and business proprietors, and her positive influence on co-workers’ morale.
“Ellen is kind, considerate and conscientious at the core,” she said, adding that Himmelblau was meticulous in her work — and spent hours of her personal time working to promote Warren County tourism. “Ellen will be missed by the Tourism department, her co-workers at the county and the friends she has made in the business community,” Conley said. Besides responding to tourists’ inquiries, greeting people at tourism shows and interacting with business managers, Himmelblau for years compiled the information for the county’s extensive events calendar. Himmelblau offered her thoughts recently as she anticipated retirement. NORTH CREEK | Renovation of the town of Johnsburg’s municipal beach is moving toward completion, town Supervisor Andrea Hogan announced this week. The work, which may be completed in September, includes terracing the land adjacent to the lake and bringing in new sand. Hogan credited community activist Kelly Nessle for writing the successful grant application paying for the work at the beach. The grant was submitted in 2016 to the state Department of Environmental Conservation under their Smart Growth program. A grant of $73,981 was approved, and the sum is to cover the projected cost of about $41,000 for the beach improvements withthe remainder underwriting an extension of the local mountain bike trail system, a project that was completed last year. “Kelly not only arranged to have everything paid for, but she organized all the volunteer labor to get the work accomplished,” Hogan said. “Kelly works hard — she is a force of

Regardless of the ongoing work at the beach — located near the North Creek Ski Bowl — Johnsburg’s swimming program continued without interruption this season. Hogan praised swimming program director Carline Barnes and co-director Toni Kelly for their work teaching local children to swim. The program consisted of swimming for two hours per day for three days per week at the town beach between July 16 and August 16. “Carline and Toni have tremendous energy, and they organized a really vibrant swim program this year,” Hogan said, estimating the attendance was about 40 children per session. “Everybody had a great time, and the kids are clamoring for more swim lessons next year.” Many of the children taking the lessons participated in the summer recreation

He is survived by his wife of 67 years, Catherine Brown Burritt; and his daughters, Nancy Burritt, Meg (Herb) Pauly, Susan (Bill) Grundler, Kate (Gary) Winslow, and his eight grandchildren, whom he affectionately nicknamed the Elite Eight; six great-grandchildren; his sisters, Kathleen (Swede) Abrahamson, Judy (Bruce) McPherson; and many members of his loving extended family. Horicon Day 2019 is a festival filled with family fun, flavorful food and fabulous fireworks, event organizer Alisssa Hayes said this week, noting that the event is set for 3 p.m. until nightfall. Alissa is a lieutenant with the Horicon Volunteer Fire Department, which has sponsored the event for several years. Headlining Horicon Day will be a performance by the Stony Creek Band, a blues/country/rock band which has a formidable history that dates back to the 1970s and is now a regional favorite. Over the last 45 years, the band has prompted many enthusiastic reviews, including this praise from the Albany Times Union music critic, producer and guitarist David Malachowski: “These cosmic cowboy, new grass, honky-tonk heroes just nail it, with uncanny chemistry only decades of playing together and reading each others’ musical minds can do.”

Food at Horicon Day is to feature savory pulled pork sandwiches, hot dogs and hamburgers served up at no charge by local firefighters Joe Cantone and Doug Smith. Sundaes from Stewart’s Shops will finish off the meal. A number of children’s activities are to be offered, Hayes said — traditional games like egg races, a pie eating contest, bounce houses and perhaps sack races. Bringing chairs is encouraged, as socializing will prevail, and a fireworks show will start at dusk. “People of all ages will be having a good time this Saturday,” Hayes said. ■

100 years ago — August 1919: restless soul, finally at rest BORN ON THE GREEN ISLE

When driving north from Warrensburg to Chestertown, I never fail to cast my eyes up the ridge to the elevated point of land of the Chestertown Rural Cemetery, overlooking Route 9, in memory of John Butler Yeats, the world famous painter and writer “of great wit” who lies buried there for eternity, so very far from his Ireland home. John rests beneath a headstone of Vermont marble engraved with a Celtic cross, the inscription reading, “In remembrance of John Butler Yeats of Dublin, Ireland, painter and writer,” the words written by his famous son, poet William Butler Yeats. John had once stated that he wanted to be buried, when his time came, “under the pines.” Just a few feet from his grave a white pine tree with outstretched boughs rises a hundred feet into the sky, sheltering this near forgotten man’s final resting place.

I recently acquired a new book entitled, “Mad, Bad, Dangerous to Know,” by Colm Toibin which examines in detail the relationship between father John Butler Yeats and son, William. John was a complex and interesting man who made his mark in the world as a great portrait painter and letter writer, friend, wit and philosopher.

He was said to have had “a pleasant rather high-pitched but musical voice…a soft elusive voice.” And people listened to him with rapt attention as he was considered to be “a great wit” and storyteller. It was there that he met poet and writer Jeanne Robert Foster (Julia Elizabeth Oliver) from Chestertown, New York. They became life long and fast friends. Jeanne was raised on “Mormon Hill” in 1879, at Mill Creek Road, Johnsburgh, which she wrote was where “they count women less than fat cattle.” She married Matlack Foster when she was 18 years old.
John Butler Yeats was born in 1839 at County Down, Tullish Parish, Ireland. In 1863 he married the prolific Miss Susan Pollexfen who presented him with two sons and two daughters. William became a world famous Irish poet and dramatist and Jack, like his father was a painter. His daughters were Lily Yeats and Elizabeth (“Lolly”) Yeats Corbett. They were a close, but not always harmonious family. John was a successful portrait painter who put his life’s blood into his every painting. He was known to often scrape off a day’s work and start anew and each painting took a considerable amount of detail and days to complete. He always managed to put the true spirit of the person he was painting into his magnificent work.

As I have lost the battle with our Sun newspaper for more weekly space, I will have to wait until next week to tell you about the extraordinary Chestertown funeral of John Butler Yeats. He was 83 years old when he died Feb. 3, 1922. His son, William wrote to his sister, Lollie on the day following his father’s death, “If he had lived longer, he would have grown helpless. He had his hopes and ambitions to the last.” His funeral was a day to be remembered in Chestertown history and today all is quiet at his grave site under the boughs of the “white pine tree.” ■

In 1907 John traveled to New York City to accept a position with the American Review. He traveled there with his daughter Lily, intending to stay only a few weeks. However, he never did return to Ireland in his lifetime and according to the New York Times he told artist John Sloan he did not “want to go home and live the role of father to a famous son.” Lodging upstairs at the Petitpas boarding house at 317 West 29th Street, downstairs at street level was a restaurant where “he held court and attracted artists and writers for

Adirondack Park at a crossroads Conservationist: new measures needed to deal with more hikers By Tim Rowland STA FF W RITER
KEENE VALLEY | When the Northway was chiseled into the Adirondack wilderness a half-century ago, something material changed. The influx of cars and tourists put pressures on the woods that had not been there before. The state responded at the time with the Adirondack Park Agency and planning documents designed to preserve the wilderness ethic. That, said Diane Fish, deputy director of the Adirondack Council, was a tipping point in Adirondack history. And today, the park may be reaching another one. Anecdotal stories of overuse in the High Peaks are now being backed by hard data, she said. That data is causing the state to take notice, and think about parking options, education and a permitting process for hikers. Speaking as part of a lecture series at Keene Valley Library, Fish said a recent summit of Adirondack stakeholders, including the Department of Environmental Conservation, identified problems and potential solutions for in the park — most if not all of which had been floated before.
But “the real message to come out of the meeting was that it happened,” Fish said. It indicates an acknowledgment on the part of the state that a watershed moment has been reached and something has to be done. Solutions, though, can’t be successfully implemented in a vacuum. When the state closes off roadside parking, for example, the ripples throughout the park must be considered and planned for. “We have to start thinking about the park as a whole,” Fish said. The Adirondack Council has counted cars, monitored trail registers and met with trail experts to help quantify the issues so that this planning can take place. Fish said the Council discovered that on holiday weekends cars spill out of designated parking areas to the point that in places roughly twice as many cars lined the roads as had been originally intended. These extra numbers of hikers are damaging trails that were not particularly well thought out in the first place. Some were cut better than a century and a half ago by leather-faced mountain men who assumed the best way to the top of the mountain was the shortest way, i.e., straight up. These trails often have grades that exceed 10%, which from an erosion standpoint is not sustainable, particularly with exceedingly large numbers of hikers. Rerouting these trails would cost millions of dollars, money the state appears disinclined to spend. So limiting hikers may be the next best option, at least for now. Fish said the Council has asked hikers for their thoughts and

has been encouraged by their answers. People may balk at restrictions that are put in place for no discernible reason, but “if the natural resource is being damaged, they really understand,” she said. Even the prospect of paying a reasonable fee seemed to be acceptable to hikers if the goal were to preserve the forest. And ultimately, the enthusiasm for hiking is a positive development. “People want to be in nature, and that’s a great thing,” Fish said. ■
