WARREN COUNTY | Warren, Hamilton and Essex counties were battered by heavy rains and stiff winds on the night of Oct. 31 and the morning of Nov. 1, causing many millions of dollars of damage to area roadways, as well as leaving thousands of area homes and businesses without power and phone service.

County tax rates to increase in Johnsburg, Lake George and Bolton

It was the most destructive storm to ravage Warren County since 2011. In last week’s storm, trees were blown down onto many roadways and several homes in the three counties, while floodwaters from overflowing waterways tore through roads, displaced people from their homes — and stranded a number of area citizens who live on dead-end roads. The storm’s damage prompted Warren County Board of Supervisors Chairman Ron Conover to declare a state of Emergency at noon Nov. 1, following a similar declaration made hours earlier by Essex County officials. As he relayed the declaration via phone to state officials, Conover said the storm damage appeared to be quite extensive. “We’re looking at major, major damages,” he said. “It looks like it will go into many millions of dollars.”

QUEENSBURY | Warren County’s tentative 2020 budget calls for spending $161 million — an increase of $4.1 million over 2019 — and the tax levy is projected to increase by 1.4 percent; but the average tax rate to be charged across the county is expected to show a miniscule decrease. This reduction is because of new construction in the county, increasing its aggregate taxable value by $157.45 million to a historic total assessment of $11.4 billion. The county Board of Supervisors endorsed the budget on Nov. 1 after county Budget Officer Frank Thomas presented the plan. The budget is subject to a public hearing at 10 a.m. Friday Nov. 15, after which the supervisors are scheduled to vote on whether or not to approve it.

Later, Gov. Cuomo confirmed these declarations of emergency, naming 11 other counties as well, including Hamilton and Saratoga counties. Town, county and state highway crews responded fast, cordoning off roadways that were washed out, had collapsed, or were obstructed by fallen trees. The towns of Hague, Chester and Johnsburg endured the worst destruction. All roads connecting the hamlet of Hague to other communities suffered substantial damage. Last Thursday night, Johnsburg Supervisor Andrea Hogan heard the clattering of rocks tumbling during the storm, and when the worst subsided, she walked down her driveway and saw that Crane Mountain Road had been washed away and turned into a rocky streambed channeling raging stormwaters — A length of the road had been turned into a four-feet-deep canyon. “Johnsburg experienced massive damage,” Hogan said on Sunday. “We had significant road washouts, lots of basements needed to be pumped out, and many of our households near Thurman lost power.” The Schroon River rose up to three feet above flood stage, while the Hudson River in Johnsburg had risen as much as seven or eight feet above normal, Hogan reported. Downstream in Lake Luzerne, Hudson River floodwaters inundated homes in neighborhoods along the riverbanks. Hogan said that several of the major washouts in her town were particularly distressing. “It’s heartbreaking that several roads which were paved this year and last — brand new roads — were washed out,” she said. “Our firefighters and town highway employees worked all weekend,” she said late Sunday, noting that just hours earlier, local emergency personnel had just finished rescuing people who were stranded by flooding and road washouts. “It was a long weekend

State Route 8 was washed out, and in some stretches the pavement collapsed as floodwaters tore away the ground supporting the major venue. Similar destruction was incurred in the town of Horicon. Simpson said that the storm caused washouts of Hayesburg Road, Grassville Road, Harris Road, Shaw Hill Road, and many, many others in his town. “Our highway guys have been out all night, trying to keep up with it,” he said, noting that Mill Pond at the hamlet of Brant Lake hamlet was 10 inches above its normal level. “I even saw a loose rowboat drifting on Brant Lake towards the outlet,” he said. “There’s a tremendous amount of damage to docks and other private property.” Town of Stony Creek Supervisor Frank Thomas said that a stone retaining wall collapsed on Roaring Branch Road and various other roadways had been washed out. He added that residents on Leppert Road had been marooned by the storm. The Stony Creek-Warrensburg road was closed, he said, due to trees down on the well-traveled venue. Johnsburg and North Warren school districts were closed Friday due to both the widespread damage to roadways and the power outages. On Friday as the extent of destruction was

connecting Pottersville with southern Essex County, suffered deep washouts. Roadways in Riparius as well as East Hudson River Drive and Starbuckville Road were impassable due to deep floodwaters. Thirteenth Lake Road, New Hague Road and Trout Brook Road were severely damaged. As much as 500 feet of the latter roadway was turned into a streambed. Some residents of Chester didn’t have their utilities restored for three days. Thurman also incurred significant damage, along with power and phone outages throughout town. While electricity was restored within a day or so, many households were left without phone service for more than four days. Across upstate New York, as many as 280,000 households and businesses lost utility service due to the storm. Early Saturday, 17,000 utility customers in the tri-county region — including about 3,300 in Warren County and about 3,400 in Hamilton County — remained without power, according to utility officials. That number was reduced substantially within 12 hours.

3 things to never ask military veteran in workplace According to the U.S. Department of Labor, in August 2019 the 3.4 percent veteran unemployment rate represented the 12th consecutive month this metric was lower than the non-veteran unemployment rate (at 3.6 percent) — an indication that the hiring of veterans is going strong. Considering NCSL.org estimates that there are 18.8 million veterans living in America today, representing 7.6 percent of the country’s population, this is a robust, trained and skilled employee pool that can make a significant impact on U.S. industry and, in turn, the global economy at large. However, while the copious benefits of hiring military vets has been well-reported and it appears U.S. employers are taking heed, there are a number of critical considerations business owners and managers must keep top-of mind— and impart to their staffers—relative to what’s considered inappropriate dialogue with a person who has served in the military. There are also legal landmines to avoid when interviewing a veteran for any kind of employment opportunity, whether full or part time, contract, freelance or any other. According to retired Army Lieutenant Colonel John Berry of Berry Law Firm, you can improve your veteran hiring and retention by making small changes to your interview process. Berry, whose law firm became the first to ever receive the Department of Labor’s HIREVets Platinum Medallion, has filled his staff with veterans by following a few simple rules. Among them are a list of questions to never ask, including: Do you have PTSD? – First, in an interview situation, it’s illegal to ask this mental health question before a job offer has been made under the Americans With Disabilities Act, and even after unless certain conditions are met. So, avoid this line of questioning (even after a hiring decision has been made) or risk exposing the company to legal repercussions. Second, it’s just disrespectful. The veteran will likely think they’re being stigmatized and labeled as “damaged goods” in some way or regarded as a stereotypical “unstable veteran,” which will make it difficult to establish trust, a healthy rapport and a sustainable professional relationship ongoing. Have you ever killed anyone? – Most veterans who served in combat don’t want to discuss the details of their military service with a civilian, whether it be a boss or workplace counterpart. This question can be offensive, disconcerting or generally uncomfortable to the veteran who did, in fact,

have to take a life in the defense of his or her country—and can be equally objectionable for veterans who made many sacrifices, but did not have to take the life of another. The notion of taking another human being’s life in the line of duty is a highly sensitive and emotion-evoking topic that demands the utmost courtesy of privacy. Have you ever been shot? – While the veteran may not have a current disability from an injury, you don’t want to take the chance of touching on what could be deep-seated emotional wounds and traumatic memories of physical distress that may have been difficult to come to terms with. Furthermore, the veteran who was not in combat is likely proud of his or her accomplishments in the military, and, whether or not they’ve engaged in gunfire and/or been hit, may perceive the comment as belittling. In a DiversityInc.com workplace article, Army veteran Ryan Kules stated, “Far too often, people assume a level of familiarity with former military that not only breeches proper office conduct but also invades one’s ‘personal space.’” With that in mind, according to a Military.com article, here are a few other things one should avoid asking military veterans in a job interview or any other form of conversation: *Is it hard to get back to real life after being in the military? *How could you leave your family for so long? *What’s the worst thing that happened to you? *Were you raped? There are also a few key concerns owners and managers should bear in mind when managing veterans who are already on the payroll as formal hires. According to Berry, here are top-line things to avoid: Don’t make combat references or analogies. It’s bad form to tell a veteran that dealing with a competitor or other professional foe is like “hand-to-hand combat” or that you’re taking “friendly fire.” Relating these kinds of serious phrases in the mind and heart of a veteran to civilian experiences can be distasteful at best and even deemed utterly reprehensible. Don’t make fun of any military branch if you didn’t serve. It’s generally accepted for veterans to lightheartedly make fun of the other branches of service with and among fellow veterans. You might hear a vet refer to Marines as “crayon

eaters,” joke about the Air Force “not really being military,” and other such tongue-in-cheek remarks. However, veterans greatly frown upon a person who has never served making fun of their branch of service or any other. Don’t bad-mouth military conflicts. You may think you are showing empathy by talking about “unnecessary” wars and deployments and that our veterans should not have had to make sacrifices. Political views aside, you may be speaking to a veteran who is proud to have served in that conflict and, irrespective of all, respects the governmental decisions made to go that route. Don’t risk degrading the veteran’s actual service—and choice to throw themselves into the fray—because you disagree with the nature of the conflict. Also as reported on Military.com, as part of American coffee company Starbucks’ growing commitment to empower military veterans, it advises civilians to, “Get to know somebody and take it slowly, just like you would with anyone else. Ask questions about who they are, where they’re from and what they like to do.” Conversation starters included on Starbucks’ list include: *How long did you serve? *What did you do (in the Army, Navy, Marines, Coast Guard, Air Force, Guard, or Reserves)? *Why did you choose that branch? *Do you come from a military family? *Did you visit any other countries? *Where was your favorite place you lived? “Veterans are some of the hardest working, dedicated and loyal employees you could ever hope to hire ... I know, because I have hired dozens of them on my team,” Berry notes. “In fact, they are the most important asset in my company. If you get the chance to hire a veteran, don’t mess up what can be a hugely fruitful and rewarding engagement by saying something distasteful—or downright stupid. As a hiring manager or a colleague, you can establish camaraderie with veteran coworkers by being mindful and respectful person, and the vet will undoubtedly ‘cover your six’ no matter what challenges come your way.” ■ — This article was provided by Kern Communications

Bell, 44, was driving his truck on Bay Road without any lights on at 12:30 a.m. when he was stopped and allegedly found to be under the influence. Bell was allegedly found to have a blood-alcohol content of 0.18, netting him a charge of aggravated DWI. He was processed and released to appear in Queensbury Town Court at a later date. ■

Geese and quiet Wild Center natural museum takes on sensory overload By Tim Rowland STAFF WRITER

TUPPER LAKE | On a normal day, the replica of a billboard-sized glacier at the Wild Center in Tupper Lake would tremble, crack and roar. But on a recent Thursday, it was silent and static as little tykes gazed up at the exhibit — which, even without the movement and sound effects was still pretty impressive. So too had the chirping of birds and other pipedin sound effects, along with flashing lights, been switched off for the day. The number of visitors was limited, and the crowd noise correspondingly muffled. It was Sensory Day at the Wild Center, a time when people who find it hard to cope in today’s raucous world can explore the 54,000-square-foot world of nature with minimal distractions. “We want to be as inclusive as possible, and some people prefer a less-stimulating experience,” said Nick Gunn, Wild Center Marketing Manager. On the two Sensory Days a year, the museum is closed to the general public, and people wanting to peruse in peace are asked to register in advance. The Wild Center has been hosting Sensory Days for two years, and in the beginning the staff was uncertain there would be enough interest. But “the response really blew us away,” Gunn said. “There is a segment of the community that prefers a day like this. It’s not passive, but it’s on your own terms.” The response seems to indicate that a meaningful number of people are turned off by the constant assault on the senses brought on by the modern world. Everywhere, it seems, lights flash, TV commercials blare, crowds press and music thumps. Nick Corcoran, visitor services coordinator for the Wild Center, said over the past few years museums

began to take note. The day was designed with certain groups in mind, including people with autism and sensory processing disorders. But interest has come from all segments of society and all demographics. Sensory Day is a bit of a step-back for museums, which have been trying to fight off the image of dusty and deathly quiet spaces, by adding lights, movement, sound effects and interactive exhibits. But for some, the quiet, nonstimulating environment was a welcome escape. And they may have a point. “When you have 400 fourth graders, it can get a little crazy,” Gunn said. When the staff began to experiment with calming the center, they were surprised by how much of a difference it made. “You could imagine that it would have been too much for some folks,” Corcoran said. “It’s quieter for the children and they can be themselves,” said Misty Sinclair, a teacher aide for a special needs class from Saranac Lake. “They love it and they’re very excited to come back.” The Sensory Day is popular with local classrooms because there are fewer distractions, and less chance for a child to feel lost in a crowd. “It’s a great opportunity for them to come and explore,” said Cindy Smetanick, a para-professional who came with a class from L.P. Quinn Elementary in Tupper Lake. “They can figure it out on their own, and they’re safe.” ■

THOMAS: STATE MANDATES ARE EXCESSIVE

Although the average tax rate in the county will decrease by one-tenth of a cent per thousand dollars of assessed valuation, individual towns’ tax rates for 2020 are expected to vary, due to equalization rates and changes in towns’ assessed valuation. Property owners in Warrensburg, Stony Creek and Queensbury will experience minute tax decreases in 2020 of about 0.02%, while their counterparts in Johnsburg, Chester, Bolton, Hague, Lake George, Thurman and Glens Falls will bear tax rate increases. Johnsburg property owners are projected to experience the largest county tax rate increase — a 5.2% hike, followed by a 3.8% increase for Lake George property owners outside the village, a 2.6% increase in Glens Falls, a 1.2% increase in Bolton, a 1% increase for Lake George Village property owners, a 0.79% increase in Hague, a 0.77% increase in Thurman, and a 0.48% increase in Chester. The tax rate is to remain unchanged in Lake Luzerne and Horicon.

Among the added positions are posts in the District Attorney’s Office and Sheriff’s Department to handle the consequences of new state laws requiring quicker reporting of evidence as well as the controversial bail reform law passed by state legislators. To accommodate these new state mandates, Warren County’s 2020 budget was boosted by as much as $400,000, Thomas said. Bearing an expression of dismay, he said that 85 percent of the county’s appropriations were to fulfill state-mandated programs and services. Several supervisors questioned whether the county is setting enough aside to guarantee its financial security in an unexpected economic downturn, as the county experienced in 2008-2009. County Treasurer Mike Swan responded that Warren County was in far better financial shape than it was in 2006 and 2007. In distributing a multi-year financial plan, county Administrator Ryan Moore said he believed the county should prioritize a number of objectives in the near future: boosting Lake George as a year-round destination, creating more quality jobs, investing in workforce development, developing county infrastructure that attracts industry, increasing affordable housing and encouraging entrepreneurship. ■

After citizens Linda Meunch, Chris Aiken and Mary Clark inquired at Chester’s October Board meeting about the practice of “brining” roadways instead of using rock salt, town Supervisor Craig Leggett pledged to look into the cost of retrofitting town trucks with brining equipment. Brining is the practice of spreading a liquid salt solution on roadways prior to ice-up. This methodology not only results in clearer roads, but it reduces salt use by three-quarters, studies have shown. Decreasing salt use by merely twothirds through brining is expected to save Chester taxpayers between $30,000 to $35,000 annually, Leggett said Nov. 3. “Not only will brining be far more economical and environmentallyfriendly, but it will assure safer roads,” he said. Studies have shown that spreading brine on roadways before ice-up incidences results in safer pavement conditions. “We’re definitely moving toward brining,” Leggett said. Chester was among 23 communities that formally pledged, during a regional meeting held Oct. 3 in Lake Placid, to reduce road salt use. Other communities in Warren County signing the salt-reduction pledge were Bolton, Hague, Horicon, Lake George and Queensbury — as well as the neighboring towns of Dresden, North Hudson and Ticonderoga. The towns of Bolton, Lake George and Queensbury have cut their salt use in recent years through brining and other initiatives. The town of Lake George received a regional award about a year ago after their brining techniques — as well as using flexible “live edge” blades on their snowplows — reduced their salt application by 30 to 40 percent over two years. In converting to the pro-active deicing strategy of brining, Hague has not only cut their salt consumption by $30,000, but they are no longer using sand, Leggett reported. The use of sand on roads can lead to the degradation of paint and undercoating on vehicles, accelerating corrosion, according to highway officials. Brine, however is also quite corrosive, and motorists are urged to wash their undercarriages often in winter. One issue with converting to brining, Leggett said, is that Chester needs more garage space for the brining equipment. For several years, the town board has set aside money to construct a new, more spacious town garage. Leggett said that because of limited garage

space, the highway personnel have been forced to taking plows on and off their trucks — which has boosted labor costs by about $43,000 annually. “We now plan on getting more aggressive on saving money for a new highway garage,” Leggett said, noting that taking out a loan for the structure’s construction would allow it to be built sooner, saving more of the town’s money. In a related development at the October meeting, the town board approved a road maintenance agreement with Warren County, calling for the county to pay Chester $327,177 for roadway snow and ice removal and $4,602 for mowing the shoulders of county roads — an increase of $27,000 over the prior year.

New York State voters, on Tuesday, Oct. 27, 1959, approved of the Northway to be built by a slim margin. At press time the returns showed the score at: yes, 1,500,643, no, 1,174,017. The vote gave the State Department of Public Works authority to use up to 300 acres of forest preserve for the construction of the super highway. The route to be followed will pass through Lake George, Warrensburg, Horicon and Chester, running west of Schroon Lake. Robert Tubby, chairman of the Committee for the Adirondack Northway, hailed the victory as “wonderful news.” In other voting, the proposal of the Warren County Board of Supervisors to move the county seat from Lake George to Gurney Lane was approved by a slim vote of 8,417 to 7,401. Warren County voters re-elected incumbent Republican District Attorney Robert J. Nolan over his opponent John S. Hall by

A one-story small Warrensburg shanty, in the rear of Marion Park, caught fire at 1:30 A.M., the morning of Monday, Nov. 2, 1959 in an unknown manner. The town fire department extinguished the blaze at the shack, owned by Charles Wilsey, before the fire could damage surrounding buildings. It was thought that vagrants started the fire.

The first buck of the season, so far as we know, was the eight-pointer killed early on the first day of the hunting season by Jimmie Reynolds, son of Sheldon Reynolds. He got his prize in the Dixon Hill area, less than a hundred feet from where he killed a deer last year.

The Lake George Community Band is composed of more than 60 musicians, both professional and accomplished amateurs — the latter ranging in age from 12 to 65-plus. The community band performs concerts during fall and winter at Lake George High School and Glens Falls High. During summer, the band performs a half-dozen concerts in Lake George’s Shepard Park amphitheater. During mid-July, the group also holds an annual festival in Lake George, featuring more than a dozen orchestral community bands from the eastern U.S. as well as Canada. Sports Burghers burn Helderberg Valley, advance to title game

SCHUYLERVILLE | The WarrensburgNorth Warren football team scored four touchdowns on the way to 30 points in the first 8 minutes of a postseason game Nov. 2 against Helderberg Valley, propelling them to a 60-7 Section II tournament semifinal victory.

The win advances Warrensburg into a game against Chatham that decides the Section II class D championship— a title that the Burghers won last year. Having been beaten 64-0 by the Burghers in the teams’ 2019 season opener, Helderberg spread out their offense in this repeat showdown, throwing the ball more often. The Burghers, however, had practiced for such an attack, and they repelled it effectively, Coach Mike Perrone said. “Defensively, our team did a really good job on Saturday, and our first four or five drives were the best we’ve looked all season,” he said. Senior running back Jesse Griffin ran for 150 yards and one touchdown while sophomore Dylan Winchell ran for 112 yards and two touchdowns. Senior quarterback MacLane Baker rushed for 50 yeards and took the ball into the end zone twice.

Next up for the Burghers is Chatham in the Section II Class D championship game set for 1 p.m. Saturday, Nov. 9, at Schuylerville. In their mid-season meetup Oct. 11, the Burghers defeated Chatham 8-7 in a tough defensive battle. “That game was a heavyweight title bout, and that’s what we’re expecting again on Saturday,” Perrone said. “Chatham will be hungry — and we couldn’t be more excited for the opportunity to compete with them again.” Warrensburg-North Warren, ranked number 8 in the state in Class D, is now enjoying an 8-1 record — only three Class D teams in the state have an unblemished record this year. Chatham, 7-2 as of this week, is ranked No. 9 in the state. ■

COLONIE | The stellar season that the Lake George Boys Soccer team enjoyed since early September came to an end on Nov. 2, as Voorheesville — a school with 27 percent greater enrollment — defeated the Warriors 3-0 to win the Section II Class C championship. Throughout the tournament game held at Colonie High School, Voorheesville demonstrated why they were seeded No. 1 in the tournament and ranked No. 4 in New York state. Crisp passing, savvy anticipation of players’ moves and skilled ball handling characterized their play. Voorheesville dominated ball possession — but the Warriors countered with their aggressive defense, holding the Blackbirds scoreless for the first half despite their eight shots-on-goal. In the second half, the Warriors modified their lineup and strategy, attacking from the wings and switching some personnel between offense and defense.

However, Voorheesville’s triangular on-the-fly passing and their players’ acute field vision set up prime scoring opportunities. About 11 minutes into the second half, a Voorheesville attacker split two determined Lake George defenders and struck with a goal — another 11 minutes later, the Blackbirds scored their second goal into the corner of the net. Lake George’s one shot-on-goal occurred at just less than nine minutes remaining when senior Justin Blanco slammed the ball toward an edge of the net, but it hit the post. Voorheesville’s third and last score was accomplished with less than three minutes left in the game. Lake George’s defensive squad consisting of Colby Seguljic, Ian Gillman, Garrett Dunsmore and Patrick Huber, fought hard the entire game — and the Warrior’s midfield and offense also battled the Blackbirds with vigor. Warrior goaltender Kristian “Yogi” Johnson, a sophomore, jumped and dove to turn away aw many as Voorheesville’s scoring attempts as possible. In talking with the media following the game, coach Blake White praised his team for their stellar regular season, while complimenting Voorheesville for their expertise. White cited the year’s highlights, which included defeating formidable foe Maple Hill 1-0 in the Class C semifinals on Oct. 30. The CVW Long Lake Public Library has an immediate opening for a Library Manager. The Library Manager's job encompasses the daily management and implementation of policies established by the CVWLLPL. The Library Manager has primary responsibility for developing and managing the library's collections and programs, supervises part-time staff, and evaluates library usage. Working with the Vice President of Finance, the Library Manager develops and monitors an annual budget. This position requires considerable public contact and the Library Manager has primary responsibility for public relations. Some evening and weekend work is required. Candidate chosen for the position will be given. a provisional appointment, must take a civil service examination, and be in the top three scores to retain position. Minimum Qualifications: A) Graduation from a college or university recognized by the University of the State of New York; or B) Four years of library clerical experience supplemented by an accredited course in library science; or C) Any equivalent combination of experience and training sufficient to indicate ability to do the work.
