WARRENSBURG | The Krystal Chrysler-Dodge-RamFiat dealership may move from northern Warrensburg into the hamlet, as the town Zoning Board of Appeals recently granted a zoning variance allowing an automotive sales and service facility to be situated on a vacant plot of land behind the U.S. Post Office on Main Street. Any future development on the 3.85 acres parcel would be subject to site-plan evaluation and approval by the town Planning Board. Warren County awarded $600,000 to combat milfoil Funds pave the way for three-year eradication project By Christopher South STA FF W RITER

LAKE GEORGE | Warren County plans to use a $600,000 state grant over the next three years to help eradicate invasive species in Lake George. Warren County Planning Director Wayne LaMothe said the county applied for the

grant as part of a regional approach to treating and eliminating invasive species from Lake George, such as Eurasian watermilfoil. “There are some dense beds to be addressed with this program,” LaMothe said. The grant was part of the state’s Regional Economic Development Council program, that saw the region net $85 million in grants, subsidies and additional economic incentives last week. A chief goal of the three-year project is to remove all dense beds of Eurasian watermilfoil using benthic matting, hand harvesting, and other methods of removal. Benthic mats are placed on the lake bed and do not allow plants to grow, even native species.

It’s important to the quality of the lake and to boater access. Once an invasive finds its way in, it’s lot more difficult to deal with,” Conover said. As time goes on, more and more people are recognizing the importance of being proactive with combating aquatic invasive, including milfoil, Asian clams, or the spiny water flea. “They can overwhelm you, and some of the new (species) are extremely invasive. Boat inspections and washings are very important,” Conover said. ■

The project would support staffing five boat inspection/decontamination stations to ensure that vessels entering Lake George are not carrying aquatic invasive species. LaMothe said the $600,000 would allow about $180,000 per year to go to direct contracting for removal of invasive species, and the remaining $20,000 would go to administrative costs and permitting. Visitors get up close look at invasives Forest tent caterpillars are defoliating local sugar maple forest By Mike Corey CORRESPONDENT

MINERVA | A crowd of nearly a dozen forestland owners from around the region arrived in Minerva to take part in an informative and useful talk and hike at the Maple Knoll Farm sugarbush. Joe Orefiche, Director of the Cornell Uihlein Research Forest, discussed with maple syrup producers the impacts of forest tent caterpillars on syrup production. This past summer, these native caterpillars have defoliated large areas of sugar maple forest within the Adirondacks. Orefiche led a hike through the property. Using a high-power spotting scope, participants were able to see and identify new and old egg masses of the caterpillar on branches located in the crowns of the sugar maple trees. According to Orefiche, healthy sugar maples can withstand up to three years of defoliation by the tent caterpillars without causing irreparable harm to the trees. Natural predators such as parasitic flies and

fungi will knock down the caterpillar populations when these populations get too large. Forest tent caterpillars hatch in May and begin the defoliation process in June. Damage to sugar maples was evident this past summer in Minerva. According to Orefiche, conservative forestry practices support a diverse forest, which will be less likely to be damaged by the caterpillar. Gary Goff, the Chair of the Northern Adirondack Chapter of the NY Forest Owners Association, agreed that the more forest owners know about a species such as the forest tent caterpillar, the more involved they will be in regard to using sound forest management practices on their land. Along with Orefiche, Essex County Cooperative Extension agriculture specialist Carly Summers was also present to answer questions from producers and to discuss damage to forests caused by the emerald ash borer and Asian long-horned beetle, two invasive species that have been identified as being potentially devastating to the forests of the Adirondacks. Maple Knoll taps around 1,500 trees on the property’s 46 acres of land annually. “It’s great to have these folks as a resource,” said Eric Klippel, the farm’s owner. “They have vision and energy, and are dedicated to the encouragement of agri-business in Essex County as well as the rest of the Adirondacks.” ■

Rail car company to remove cars from Adirondacks Union Tank Car Company moves swiftly to move cars following state action By Pete DeMola EDITOR

MINERVA | As many as 65 unused rail cars will be removed from tracks in the central Adirondacks following state action. The Union Tank Car Company on Tuesday announced the cars temporarily stored on lines owned by the Saratoga & North Creek Railway (SNCR) will be removed by mid-January. William Constantino, general manager for leasing for Union Tank Car Company, said the Chicago-based firm selects the storage provider, “but not the precise storage location.” “We regret the railroad’s decision to place some of our rail cars in the Adirondack Park, which raised public concern about their effect on the park’s beauty and environment,” said Constantino in a statement. “We are acting to remove all Union Tank Car units from the Adirondack Park as soon as possible, relocate them to other areas outside the state of

New York until they are returned to service, and ensure none of our cars are stored in the Adirondack Park in the future.” Plans to store up to 2,000 cars on the Tahawus Line have been a lightning rod since plans became public in October, with environmental groups and local officials quickly mobilizing against the measure, which SNCR defended as a way to generate revenue. Union Tank Car is a subsidiary of the Warren Buffett-owned Berkshire Hathaway. The decision comes less than a week after Gov. Andrew Cuomo directly appealed to Buffet to remove the cars, and said the state would “exhaust all legal options” to torpedo the storage plan along some 30 miles of tracks through the central Adirondacks. Cuomo called the decision an “important victory for New Yorkers.” “The Berkshire Hathaway’s Union Tank Car Company ultimately did the right thing by heeding our call to remove these eyesores from the Adirondack Park,” Cuomo said Tuesday in a statement. The removal doesn’t mean all cars will be removed, nor does it stop new arrivals. SNCR has said they aim to store as many as 2,000 cars on the tracks. The state Department of Environmental Conservation estimated 75 cars are currently

on-site, and SNCR is still able to transport cars from other owners despite a cease and desist order issued by the state last week. Cuomo renewed those calls on Tuesday. “It is imperative that the Iowa Pacific Co. halt their plan to store thousands of railcars once and for all,” he said. “This administration has already called on them to cease and desist storing any future railcars on the Tahawus Branch.” SNCR President Ed Ellis and Iowa Pacific Holdings Counsel David Michaud did not provide a comment by the time this story went to print on Wednesday. Minerva Supervisor Stephen McNally fervently lobbied against the storage plan. “I appreciate Gov. Cuomo’s efforts for helping to end the ill-advised plans to store tanker cars in the Adirondacks,” McNally told The Sun. “Gov. Cuomo continues to be a great advocate for the people who live and work in the Adirondacks.” The railway has said the long-term plan was never to store rail cars, but was rather forced to get creative when it came to generating revenue after plans to transport materials from two local mines failed to materialize. SNCR was authorized by the federal Surface Transportation Board to become a common carrier for freight along the line in 2012.

But the state is now appealing to STB to revoke that decision and have the railway declared abandoned. While railroads are governed by federal transportation law, states are permitted to enforce stricter environmental regulations as long as the action doesn’t “prevent the lawful operation of a railroad or interfere with interstate commerce,” said the Adirondack Council, a leading critic of the storage plan. “The Adirondack Council hired and is still retaining special attorneys in Albany and Washington, D.C. to secure legal remedies to the junkyard, which the organization says is illegal under state and federal law,” said Executive Director WIlliam Janeway in a statement Wednesday. Rep. Elise Stefanik (R-Willsboro) is also exploring legal options at the federal level, she told The Sun earlier this year. Stefanik’s office was closed for the holidays and the lawmaker was unavailable for comment on Wednesday. Critics said the outcry is bad for business in the Adirondack Park. “New York, open for business,” said Essex County Board of Supervisors Vice Chairman Shaun Gillilland. ■

Resignation prompts discussion on hiring constable Town board considers whether to hire one or two people By Christopher South STAFF WRITER

CHESTERTOWN | The resignation of David Cavanaugh as the Chester Town Court officer, effective Dec. 31, promoted discussion regarding the hiring of a Loon Lake constable, a position Cavanaugh also filled for the town. Supervisor Craig Leggett, speaking after the Dec. 12 Chester Town Board meeting, said Cavanaugh worked about four hours per week as the court officer. In the summer, Cavanaugh also worked part time as the constable at Loon Lake, primarily enforcing safety regulations. At least one member of the public said there was really no need for a constable on Loon Lake, saying except for the July 4 weekend, the lake was essentially dead.

John Nick, a Loon Lake Park District commissioner, said the district compiled a list of problems related to boating on Loon Lake, and the three main issues were speed, noise, and congestion. “The constable’s job is primarily education,” Nick said. “But what happens if you have a problem a the person dealing with it has no authority?” Nick said he had no long term data, but said there were to serious incidents on the lake in the past two years that could be attributed to speed or careless boat operation. Another member of the public said there were only two incidents in the 14 years prior to that. Some members of the public recommended a volunteer committee to educate visitors about boating safety. The town board decided to authorize advertising for a new court officer and Loon Lake constable, but did not determine if it would hire one or two people. Leggett said the court officer position is generally filled by a retired police officer, who can qualify as a peace officer and can be armed.

The town board authorized the hiring of a confidential secretary to the supervisor. By town law, Leggett is allowed to appoint a confidential secretary, a bookkeeper, or both. Bruce Nolin currently fills the role of bookkeeper. Action by the town board is required to establish the supervisor’s secretary position. Other, neighboring towns, such as Johnsburg and Horicon, have confidential secretaries to the supervisor. Leggett said a lot of clerks and administrative assistants are civil service positions. He said the confidential secretary serves at the pleasure of the supervisor, and the secretary might not remain if a new supervisor is elected. ■

Turning the page Where did this year go? As we turn the page on the New Year, we have an opportuniBy Dan Alexander ty to start anew with • PUBLISHER • a fresh outlook and renewed optimism that our economy is improving and the employment prospects are as bright as ever for anyone looking to make a difference in their life. Regardless if you agree or not, we have a new system of taxation that should begin to show up in our paychecks this February. Like anything that is inevitable, we can complain about what we don’t like in this new plan, or we can try our best to make the most of the new regulations while focusing on the positives. I learned a very long time ago — and I’m sure you did too when something different comes along — if you let others sway your thoughts and you assume the worst, your experience and attitude will set the tone for how you perceive everything associated with it. Our elected officials should not be pitting us against each other. As a nation, we cannot stand if we are at war with ourselves and 2017 has seen far too much of this infighting to allow it continued in the new year. Like any marriage, it takes two willing parties, lots of work, compromises, understanding, and patience to form a good working partnership. If you look for faults at every turn, you’ll see nothing but faults. We’ve been warned that not everyone will see a benefi t in the new plan. From what I can see, those who may pay more under this plan should count themselves among the lucky few to be earning enough to pay more to support our nation. As a freedom loving nation, we will never agree on everything, but once the course is set, we must each realize we have a responsibility to each other to do our best to make things work for the good of the nation. We share one country, and unless we are willing to see it torn apart, we need to look to the future and quit arguing about the past. Let’s all do our best to make 2018 a year of growth, prosperity, and harmony for all our citizens and the generations to come. ■

Reform needed following video incident So the mayor really stepped in it. By now, everyone is familiar with the leaked video that saw City of Plattsburgh Mayor Colin Read and Councilor Michael Kelly discuss city business following the Common Council meeting on Dec. 14. The pair took shots at city workers, questioning automatic pay raises. They discussed how to get employees to retire, referring to incentives as “bribes.” And the pair discussed nightmare scenarios of what would happen if the City of Plattsburgh declared bankruptcy and dissolved into the Town of Plattsburgh, villainizing the latter in the process. At the center was a complicated dispute regarding payment-in-lieu of taxes agreements with a local power company. Again, the town was painted as the villain. The city is alleging the town carved the city out of the loop when it comes to renegotiating the lucrative payments, costing millions in lost revenues over the past decade. And to think, just recently, the leaders of the two Plattsburghs were exchanging birthday cakes. In one memorable public event last summer replete with mutual praise and beaming officials offering soaring rhetoric, the two Plattsburghs committed to work together on “all things Plattsburgh.”

To the Editor: Is our entire government dysfunctional? Congress threatens to shut it all down every month, the president advocates nuclear war and politicians settle sexual harassment claims with taxpayers’ money. Our state legislators are convicted for crimes such as bribery, assault, even embezzling money from a little league program. Here, it’s different. It snowed

So much for that. There’s really a lot to unpack in that video. What really struck us was the seething distrust of the town by the city, and how much daylight there is between how they perceive these different issues. The meeting between Kelly and Read certainly wasn’t illegal. But the hunt for a scapegoat appears to be overpowering the search for sustainable solutions. To his credit, Read is desperately searching for answers as to why the city is in such dire financial straits. And when he found a strand, he pulled. What came with it was decades of pent-up hostility, almost like excising a cyst. It was clear that Read didn’t have all the facts when discussing these issues with Kelly: Some of what the mayor told the councilor was conflated with other issues. Some complex items were oversimplified, and other important details were simply left out. And some items, to Read’s credit, were entirely accurate. Kelly appeared to drink it all in unquestioningly. In the wake of the abolishment of four city departments earlier this year, we criticized a flaw in the city’s charter that limits formal interac-

We wrote this lack of regular interaction and funneling of info to the mayor “may have a chilling effect on communication, leading to a reduced understanding by councilors as to how these departments actually function.” In the video, Read appeared to be lecturing a student in a smooth, professional tone. Theirs didn’t appear to be an even relationship. But how can we blame Kelly for taking the mayor at his word when his access to information is so limited? We shudder to think how much policy has been crafted over the years by the mayor — whether by Read or his predecessors — as a result of sharing incorrect or incomplete information with lawmakers. The city needs to reform its charter to allow for broader interaction between councilors and city employees. Period. Perhaps if lawmakers had access to more information, these issues and conspiracy theories wouldn’t have been allowed to fester all of these years. And to put it more bluntly, the mayor has too much power. In the tone of building more trust between everyone, lawmakers should learn from this valuable experience and gather all the facts before jumping to conclusions. ■

In the post office, Maria sings while working, eager to assist, offering alternatives to save postage. In Charleston I once exited a post office because an employee was dangerously rude. In Italy you take a number, sit down and wait 20 minutes just to buy a stamp. And no singing, either. Here, if you call 911, you may recognize the dispatcher’s voice and they’ll often stay on the line to assist before help arrives. You may know the responding deputy, state or town police, people who routinely

put themselves at risk. One of your neighbors might respond for fire and EMS, just another dedicated volunteer. In Washington, DC they can’t even spend our money on themselves without fighting. Meanwhile our little town services literally hum along. No, we don’t have it all figured out but the federal and state leadership ought to consider a field trip here. Essex County endorses One hundred years ago: EMS district bill December, 1917 Turning back the pages

ELIZABETHTOWN | The Essex County Board of Supervisors moved a resolution in support of a state Senate bill giving counties the ability to create countywide EMS districts to the full board during its Economic Development Committee meeting Dec. 11. “I just got off the phone with Sen. (Betty) Little and she is introducing a bill, along with some of her colleagues, to amend the county law to allow counties to form emergency medical service districts,” Essex County Board of Supervisors Vice Chairman

Shaun Gillilland told members of the committee. “We could start a resolution of support for this from this committee to go through.” At present, only towns have the ability to create special districts, such as EMS, lighting or water, with some towns in the county already creating an emergency services district. But since the county is considering establishing an EMS district in order to generate revenue, the legislation is necessary. Gillilland said many counties in the state are considering similar endeavors as volunteer squads are increasingly becoming unsustainable. “Part of the advantage to that is that district would be exempt, in other words, exempt properties would have to contribute towards it, because it’s a special district,” said Essex County Manager Dan Palmer. “So it puts more people into the pool, so to speak, in order to pay for the service, because you don’t have to honor those exemp-

Also factoring into the variance was that the property had limited uses and access, and it had remained vacant for decades. The acreage once hosted the Chalet Swiss bed-and-breakfast, which burned to the ground in the 1970s. Also, Meyer said that Lofgren would suffer a financial hardship if the variance weren’t granted. A letter from real estate agent Julie Snyder of Realty USA backed up this assertion, stating the property was ill-suited for retail or residential use. The proposed use variance was evaluated beforehand by the Warren County Planning Board, and the panel decided it would have no regional impact. A half-dozen or so years ago, the site received initial endorsement by the town board as a potential site for a major supermarket. Town Board member Bryan Rounds, speaking as a lay citizen, said he supported the variance. “It’s my personal opinion that it’s a perfect fit for the property,” Rounds said. “And he (Lofgren) wrote a substantial check for the property, and I think he ought to be able to do what he wants with it.” Stephanie Viele, co-owner of Viele’s Automotive, argued against the variance change, saying she was concerned about the economic impact on the eight tax-paying automotive businesses situated nearby. She also questioned whether the existing Krystal dealership a few miles north on Main Street would be left vacant.

But those properties would not be exempt under a new EMS district. “I am hoping that the legislation provides that we have the authority to set up either benefit or special districts, so we can look at both scenarios to see,” Moriah supervisor Tom Scozzafava said. Newcomb Supervisor Wes Miga asked if towns who have already set up EMS districts like his could opt out of a county wide program. “I think that’s still to be determined, countywide, but yeah I think the intent has always been whether you opt in or opt out,” Palmer said. “My concern is, being on the outer perimeter of everything is the level of service and so we have set up the system nine years ago and it appears to work pretty well,” Miga said. “Everyone else is struggling with this and I am in support of attacking this issue, obviously our actions would dictate that we have already addressed that. I just want to maintain the same level of service or better than what we have right now.” Gillilland said, “I think the mechanics of however we’re going to do and it how it affects me or how it affects my town are questions right now, but right now I think if we get this bill through then that becomes another tool in the tool box in which we can develop our own system.” “This is the first step,” Scozzafava said. “All those things are going to be looked at and I am sure that there’s a procedure. I mean we all know in special district formation, some of them are subject to referendum, permissive referendum. So, this is the critical first step just to allow us the authority to at least look into it.” ■

Zoning Board of Appeals Chairman Mark Morey advised Viele to present her concerns to the town Planning Board during site-plan review, if Lofgren indeed decides to move his dealership someday. Also raising concerns about the variance was Louise Goettsche, owner of Cornerstone B&B, who questioned whether the business would someday expand, impacting her enterprise across the street from the post office. “Maybe it’s a great thing,” she said. “I’m not saying it isn’t. But I want you to take that into consideration.” Contending that an automotive facility would not alter the character of the neighborhood or degrade the local environment, Morey noted that Main Street already hosts eight such enterprises, as well as a fuel distribution enterprise, the county Highway Department garage, and similar state Department of Transportation facilities. Sandy Studler, an employee of Krystal Chrysler, voiced support for the variance approval, noting Krystal Chrysler conducted a lot of business with Viele’s Automotive, as well as having clients affiliated with many of the local businesses. She also noted that Lofgren was community-minded, donating to the local schools. “Everybody wants to keep business in town,” she said. “That’s all we’re trying to do, to be a good neighbor,” she said. Voting in favor of the use variance were Zoning Board of Appeals members Alan Hall, Mark Morey and William Oehler. Voting against the variance was board member Theresa Coughlin. The panel concluded unanimously decided that there would be no significant adverse impacts to be addressed under the state Environmental Review Law. ■

SAM IS COMING HOME

As a Christmas gift from Gov. Whitman Alvin, (“Sam”) Pasco, of Thurman, has received the priceless boon of his liberty, granted after his sentence of 10 years confinement in Clinton Prison, Dannemora. His sentence has been commuted by the governor on Dec. 19, 1917, to five years. As Pasco has served half of his time he will probably be released at once and, no doubt, will be able to be released back to Thurman in time for Christmas, with no threat of the law hanging over him as it has been for a considerable number of years. Pasco was sent to Dannemora by Judge Raley in October 1912 when after a trial in the Warren County court he was found guilty of cutting timber and drawing it away from a lot owned by Lewis Everts, a short distance from his own premises in the Town of Thurman. Judge Raley suspended the sentence and gave Pasco his liberty upon condition that he should within 10 days settle up his affairs and leave Warren County for a period of 10 years. Should he return within that time he would be arrested on sight and be compelled to serve out his original sentence. Sam agreed to these conditions but did not fulfill them. With a spirit of apparent pure cocky bravado, he lingered in Thurman over the prescribed period and assumed an attitude of defiance. The sheriff’s department was notified to take his in charge but before he could be nabbed he slipped away and was next heard of from Saratoga County. The late Undersheriff Mac R. Smith pursued him and captured Sam without bloodshed in a cabin near Fenimore. He was then again arraigned before Judge Raley and the suspension of his sentence was revoked. Ever since he was taken to Dannemora he has been making a legal fight for his freedom, but without success. The application for his freedom was made by Attorney J. Edward Singleton, of Glens Falls and Judge Raley and District Attorney James S. Kiley recommended that it be granted. (Update: Judge Raley reminds me of that historic old southern flag that shows a picture of a coiled rattlesnake and reads, “Don’t tread on me.” Really intelligent people learn a strong lesson by their mistakes and endeavor to never make the same mistake again. Sam was not a quick learner. Once out of jail he got himself into even much worse trouble and paid dearly for it… but that is a story for another day. The names of many famous people have lived on in Adirondack history, but folk hero Sam Pasco has always topped the list.)

THE SEASON TO BE JOLLY

Town Highway Commissioner Milton U. Brown went into the woods on Dec. 19, 1917 and procured a beautiful balsam tree, which was erected on the bandstand in Pasko’s Park with a star on its peak, made and donated

by florist Seth A. Reed. A party of ladies had a bee in the Farm Bureau office the evening of Dec. 19, 1917 and under the direction of Mrs. Lillian Backus and Mrs. Geneve Kenyon, prepared decorations for the tree. These will consist of 75 small electric light bulbs covered with colored paper, tinsel ornaments, strung popcorn and such other materials as was donated or procured. Electric current will be supplied by M.L. Runner and the wiring will be done by W.M. Ticknor. This will be Warrensburgh’s very first community Christmas tree. As soon as it was suggested the plan was received with enthusiasm and many willing workers were uniting to help it along. The public is invited to participate. The tree will be illuminated on Christmas Eve and the singing of carols will begin at 7 o’clock p.m. by the Methodist Church singers. Members of the Warrensburgh Band will lead the singing. (Update: This bandstand was not the same Floyd Bennett bandstand that we have today, but Pasko’s Bandstand stood approximately in the same spot. I personally do not think that our bandstand has ever looked any nicer at Christmas as it does this year in 2017, truly a thing of beauty. I am told that we have to thank Supervisor Kevin Geraghty, the Parks and Recreation Department and Lisa Alexander, of the Alexander Funeral Home for their fine work. What a nice way to celebrate the anniversary of this one hundred year old tradition. These citizens today obviously have great pride in their community. Fortunately it is not as cold this year as it was in 1917.)

MOTHER NATURE AT HER BEST

Eighteen inches of snow fell in this area the night of Dec. 13, 1917, followed by a howling blizzard the next day. Roads were not opened until the following Saturday. The mail had great difficulty getting through from here to North Creek. The thermometer registered thirty-three below zero Sunday morning, Dec. 16, 1917 and the plumbers in town were kept busy with their gasoline torches thawing out water pipes and faucets and sewer connections. They were having really good sermons every Sunday at the Johnsburgh Methodist Church but snow and drifts made empty pews.

SWEET AND SOUR NOTES

In order to save wool for soldier’s uniforms, every effort is being made this year to make new clothes from old ones. The Empire Shirt Company closed their doors on Dec. 21, 1917 for their Christmas holiday. Mrs. Anna E. Young returned to her home here on Main Street after spending the summer and autumn months on her farm near Trout Lake, Bolton.
