Girls Night takes over Beekmantown High School counselors from the different schools wanted to join the students from their schools to participate in the program. “It’s really beneficial for the girls getting together like this,”Tracey Moore, Saranac Elementary School guidance counselor said. “They are able to meet new people from other schools and participate in workshops designed to inspire confidence and team building,” The guidance counselors worked together to sponsor the program with support from Excellus BlueCross and BlueShield, Sam’s Club, and the Walmart Foundation. “It was over a year of planning and bringing in activities that we had done in the past and then getting the volunteers to help,” Moore said. “We are fortunate to have fitness instructors from SUNY Plattsburgh. BEEKMANTOWN — It was a night full of girl power at Beekmantown Central School as teens from local schools came together for National Women’s Day on March 8. Girls in grades 7 through 12 from Beekmantown Central School, Northern Adirondack Central School, Northeastern Clinton and Saranac Central School met at Beekmantown High School for a night full of activities, bonding and fun. The Girls Night was the first regional event of its kind for the school districts. Pamela Boulrice, counselor for Northern Adirondack Central School, has been hosting the event for several years for students at her school. This year

Community turns out to support arts grants By Shaun Kittle
shaun@denpubs.com PLATTSBURGH — The North Country Cultural Center for the Arts hosted its first annual Decentralization Grant Awards Ceremony on Friday, March 8. More than 140 people gathered in the art center ’s main gallery to support the 27 grant recipients, who hailed from Clinton, Essex and Franklin counties. The awards were distributed by NCCCA executive director Janine Scherline and NCCCA Grant Administrator Kathleen Recchia, but since funding from New York State has yet to come in, the recipients weren’t handed checks. The ceremony represents the first time the NCCCA has been tasked with divvying up the Decentralization Grant, which is provided by the New York State Council for the Arts. “It’s money from the state, but they’re sending it to local art centers to distribute,” Recchia said. The awards were divided into three categories: community arts, arts education and individual artist. Recchia said seminars were held to help applicants correctly fill out the necessary paperwork, and a volunteer-comprised panel of representatives from the three counties voted on whom to give the money to.
Community arts applicants, of which seven were selected, could request up to $5,000, arts education applicants, of which 19 were selected, could request up to $2,400, and individual arts applicants, of which one was selected, had a flat amount of $2,500. The grant winners were divided into several categories, with some getting most or all of what they requested and others getting a percentage of their requested amount. Five percent of the grant also had to be set aside in case of an appeal, which can occur if a clerical error can be proved. The grants awarded spanned a multitude of artistic disciplines, including theatre, music and painting. “I live in Jay, in Essex County, and I’m just thrilled to see artists from all three counties getting together,” Recchia said. “I think it’s great for us to partner, because now that we’re all under one umbrella we can do that.” The ceremony not only brought artists together, it also brought in two representatives of New York state government—Assemblywoman Janet Duprey and Congressman Bill Owens. Duprey lauded the efforts of different arts groups around the region, and promised to contact the State Council on the Arts and the State Comptroller ’s Office to figure out how to expedite the process. ”It’s the volunteers who are getting this
done,” Duprey said. “Every time I stop at one of these great exhibits, not only do I realize that we have amazing volunteers, but we also have incredible talent at every level.” Owens, whose daughter-in-law, Emily Owens, is the Education Coordinator at the NCCCA, agreed with Duprey.
“The people are coming together to accomplish good things for the rest of us,” Owens said. “This is one of those good things. We are establishing an arts center that every community needs and I look forward to continuing to support this endeavor.”

A chance to be heard
T
he state of New York and Gov. Andrew Cuomo could take a lesson from the Essex County Board of Supervisors regarding how to pass legislation. On March 11, the board held a special SAFE Act Task Force Committee meeting where the new state law banning certain assault weapons and placing restrictions on magazine capacities, among other things, was discussed. Three versions of a resolution that criticizes the state for the way it handled the passage of the law were presented, one asking for the measure to be amended and two calling for an outright repeal of the law. After discussion and debate, the committee voted to put forward a resolution to the full Board of Supervisors that will call for the repeal of the SAFE Act. That vote will take place at a special meeting called by Board Chair Randy Douglas Monday, March 18, at 6 p.m. in the county supervisors chambers in Elizabethtown. What Essex County has done is exactly what opponents of the law have been slamming the state for not doing, taking their time and getting feedback from their constituents on how to address the matter. Elizabethtown Supervisor Margaret Bartley, who motioned for amendment of the SAFE Act, printed out the law and presented it to members of her town, asking them to check what they liked in the law and cross out what they did not. Gerald Morrow of Chesterfield, who chairs the committee, talked with residents and local sporting organizations. Douglas, who confesses that he does not own a gun, said he has learned more than he ever wanted to about them and the subject of gun violence in relation to this highly-debated law. When North Hudson's Ronald Moore presented the board with a resolution backing the New York State Sheriff's Association and their stance on the matter, Morrow said that not only did the county need their own voice, they needed to do it the right way. “If we pass something without taking the time to look at it and study it, then we are no better than the state legislature who did exactly that with this law,” Morrow said. Residents of Essex County will now get their chance to be heard on the subject during a hearing at 6 p.m. next Monday at the board of supervisor ’s chambers in Elizabethtown. This is your chance to have your opinion added to the more than 40 counties that have already passed meas-
ures calling for the repeal of the SAFE Act. Essex County may be one of the last to act, but to criticize that is hypocritical if you also criticize those at the state who made the rush to judgement to pass the act in the first place. It would be safe to say that the first resolutions to repeal the law may have been knee-jerk reactions to a knee-jerk reaction, and two wrongs do not make a right. In the same token, it would be hypocritical if you have been one crying for a voice in this matter and then neglect to take advantage of the opportunity the board of supervisors is affording. We encourage all sides to make their voices known, while sticking to our belief that the SAFE Act was indeed a rush to judgement that was created more for potential political gain than for the interest of public safety. As Sheriff Richard Cutting said, “the SAFE Act would not have prevented Sandy Hook, Columbine or any of these other massacres.” We commend the board of supervisors for the approach they have taken to this topic. With that, let us offer a suggestion. The county has a budget committee that is already looking to make cuts to help save county taxpayers in the 2014 budget. It’s good to see the board starting early focusing on the budget and the anticipated shortfall in the coming year, but we suggest that the board combines that with more opportunities for the public to comment on the process. Supervisors should consider holding more meetings in the evening — like they plan to do with the SAFE Act hearing — when more residents are available to attend. There is already a buzz in the county concerning the potential sale of the county fairgrounds in Westport, and it would be good to have a public hearing on the matter, if it gets to that point, before any decision is made. Then it will be up to the residents to take advantage of the chance to have their voice heard because, as the SAFE Act has proven, silence is not always golden.

Leadership starts at the top
I
’m not a CPA, accountant or lawyer. I have no degree in political science or economics. I’m a high school grad with a couple years of college. I have no insider information on the inner workings of the federal government, but I’ve been challenged by several readers to be more specific in my column regarding sequestration and offer possible suggestions on how we go about easing the pain of reducing Uncle Sam’s spending by $85 billion. We all know there isn’t one single dollar the government spends that someone doesn’t think is critically important. But to set the stage for what we are up against, I urge you go watch this simple dramatization of our nation’s current $16 trillion+ debt at demonocracy.info. We must reduce our spending. Let me start by stating the obvious. I don’t know of one executive administrator who is responsible for managing anything who doesn’t want to control the checkbook and have some say in income generation. I can only come to one conclusion as to why the president isn’t coming forth with a plan. He wants nothing to do with leading the nation. His goal seems to be cuts must hurt, so make the cuts felt and then blame others for the pain. He also seems reluctant to put forth his own cost-saving solutions therefore avoiding any personal blame. This is the exact opposite of what a president should do. Harry Truman said it best: “The buck stops here.” With the limited information available to me, here are my recommendations if I were in the Oval Office. As a sign of good faith and leadership, we start at the White House. The best estimates I can find tell me it costs about $1.7 billion to run the White House. I’d immediately direct the WH staff, including the presidency, to trim 10 percent from all salaries associated with WH personnel, curtail all extraneous travel, including Air Force One and cut our operational spending by the same amount. I urge Congress to do the same 10 percent cut, and together we can lead the nation to a $1 billion savings. Leadership starts with the leaders. Next I’d turn to the nearly three million federal employees. We can either cut positions or we can all agree to take a 5 percent across-the-board pay deduction. It will save the American public about
$10 billion, and everyone gets to keep their jobs. I’m suggesting another $1 billion saved from Dan Alexander frugal efThoughts from forts by Behind the Pressline cutting things like conference costs to office supplies and travel. In 2010, the Simpson Bolwes National Commission to reform government brought forth a plan that was not acted upon. I would instruct the heads of our 22 civilian and military departments to look at those recommendations and surgically trim their expenditure, not to include any staff reductions, but to trim 2 percent from other expenses, which should save about $48 billion. Over the years, we’ve repeatedly piled programs on top of pre-existing ones. We should begin today to identify these programs with an estimated goal of cutting $25 billion through the elimination of and merging of certain agencies. We must put Social Security and Medicare at the top of our lists to ensure their sustainability while reducing costs. Last year, more than two dozen Fortune 500 companies paid zero federal income tax, short changing the country by $20 billion. We must put an end to corporate welfare and preferential tax deals. Every American over age 18 must have a financial stake in our country, and I would propose a minimum citizen tax of $250 or about $4.80 a week. For each person over 18 years of age, if you’ve paid nothing into the system, the government will deduct $250 from your refund (benefit) check. That will raise $28 billion. With all American citizens and corporations now having a vested interest in our country, we can create a new culture to rein in costs and once again create a promising opportunity to the future generations. The shop was originally purchased with the intention of turning it into a residential living facility to serve their developmentally disabled consumers, and finding that the budget wouldn’t allow for this plan…they got to brainstorming. With so many artists on staff, and so many talented clients, the idea of a local artist shop began to build and take shape. SUNY Plattsburgh raises $4,000 for Superstorm Sandy Relief MORRISONVILLE — On Monday, March 11, a representative group of SUNY Plattsburgh students presented a check for $4,000 to the American Red Cross for Superstorm Sandy relief after coordinating a number of fundraising efforts. “The North Country Chapter of the American Red Cross is so grateful to the students and faculty at SUNY Plattsburgh for their tremendous fundraising efforts in response to Superstorm Sandy,” said Lynn Gilbert, Executive Director of the North Country Chapter. “Even four months following the devastation, the Red Cross is still actively delivering services to the hardest hit areas. This generous contribution from SUNY Plattsburgh has allowed us to continue with our disaster relief efforts as we move forward with long-term recovery assistance. Thank you on behalf of the families affected by ‘Sandy’ and on behalf of the American Red Cross.” Just after Superstorm Sandy hit the Northeast, a group of Student Affairs professionals gathered to discuss how the students may react to the aftermath of this unprecedented storm. Realizing many students would want to fundraiser for relief efforts, Allison Swick-Duttine, the Director of Fraternity and Sorority Life at SUNY Plattsburgh, gathered as many student groups as possible and combined their fundraising efforts through a number of creative events. Swick-Duttine gathered any students interested in assisting on this fundraising effort for a number of meetings and brainstorming sessions. The students wanted to effectively and efficiently raise as much money as they could for a cause they believed in. “We knew our fundraising could be much more effective if the students worked together,” Swick-Duttine said, “I think it’s always encouraging to see students come together to help their community.” Students collected donations at craft fairs, hosted coin drives on campus and at Champlain Centre and went through every dorm to collect coins from on-campus residents.
The students ended their fundraising efforts on February 28, 2013 with a Friendly’s Fun Night where all customer bills donated 20% of their check to the American Red Cross. SUNY Plattsburgh President John Ettling supported the student’s fundraising efforts by attending today’s check presentation. “I shouldn’t be surprised, but I continue to be amazed by how generous our students can be with their fundraising. I’m impressed and always am.” President Ettling said. Superstorm Sandy is the largest U.S. response by the Red Cross in more than five years. To date, the American Red Cross has served 13.4 million meals, handed out more than 7 million relief items, provided more
than 112,000 people with health services and emotional support contacts and provided more than 81,000 shelter stays. The Red Cross is still distributing, on average, 30,000 meals and snacks each day in New York.

Mooers Wesleyan Food Pantry runs drive to help the hungry By Shaun Kittle
shaun@denpubs.com MOOERS — The Mooers Wesleyan Food Pantry is having a food drive through the month of April. They will be collecting food donations and cash in participation of the Feinstein Foundation Challenge to fight hunger.
The food pantry began in December 1998, and now there are about 600 people registered. Luanne Willette, co-director of the food pantry, said that number is up from about 500 when she started volunteering for the organization. “Every week we get new people,” Luanne Willette said. “The last time we were open we had six new people come in.” People who register can pick up a box of food every month. It is supposed to be enough food to last up to five days. The cache consists of canned goods, pasta, cheese and what-
ever produce is on hand. Willette said that non-perishable items are the best to donate. “We’ve had a lot community support, from businesses, schools, clubs and church groups,” Willette said. “Everyone’s helping us out.” Food and donations can be dropped off at the Mooers Wesleyan Food Pantry, 149 Maple St., Mooers. The best time is between 9:30 and noon on Tuesday, but Willette said food can also be left in the community room at the church any time. Checks can be mailed to PO Box 221, Mooers, NY, 12958.

PLATTSBURGH — City Police officers arrested a local man for arson after he lit himself on fire the evening of March 6. It was the second time police arrested Daniel W. Burke that day. At about 8:15 p.m. on March 6, City Police officers arrested Burke, 60, for driving while intoxicated. He was processed at police headquarters and released to a sober third party. At 9:56 p.m., officers responded to Burke’s home on Charles Way after a neighbor reported glass breaking. Officers arrived and could see Burke inside the trailer by himself. Officers knocked and attempted to speak with him but Burke shut off the lights and lit himself on fire inside the trailer. Officers breached the door and were able to drag Burke from the burning trailer and extinguish him. The trailer became engulfed in flames. Plattsburgh Fire Department per-
sonnel responded and fought the blaze. A neighboring trailer and also a single family home were damaged by the extreme heat and flames. Neighbors were all evacuated during the firefighting effort. Burke was transported to CVPH medical center, where he was initially treated and then transferred to Fletcher Allen Health Care in Burlington. He suffered first and second-degree burns to half of his body. Two of the four officers who rescued Burke received treatment at CVPH for smoke inhalation and also had their uniforms burned while attempting to extinguish the flames on Burke. Detectives were called in to investigate the cause and origin of the fire. That investigation is continuing. The trailer is a total loss. Burke was also arrested on Feb. 13 of this year by Plattsburgh Police Detectives for second-degree sexual abuse and endangering the welfare of a child. It is alleged that in January 2013, Burke subjected another person, less than 14 years of age, to sexual contact. He had been arraigned and was out on bail awaiting those charges.

A Reason 2 Smile from page 1 poverty,” Pepe said. “There were little kids walking miles and miles to get water they had to strain the mud out of for their families.” That was almost 10 years ago. Today, Pepe is a senior at Keene Central School. When it came time for Pepe to do her senior legacy project—a project that gets students to leave a legacy by helping others—her thoughts went back to Nairobi. She remembered a presentation Keela Grimmette, founder and executive director of Reason 2 Smile in Lake Placid, gave at her school a couple years ago. Pepe learned that the non-profit organization focuses on helping kids in developing countries, specifically orphaned and at-risk children. So she contacted Grimmette, and devised a way to help. On Sunday, March 17, from 2 to 6 p.m., January Jams will return to the Upper Jay Arts Center, but this time, it’s for a cause. There is a $5 suggested donation, with all proceeds going toward Reason 2 Smile. Musicians of all skill levels can sign up and perform and, halfway through the event, Grimmette will give a presentation to explain what Reason 2 Smile is all about. “I think in order to appreciate what you do have, it’s important to see what other people don’t have,” Pepe said. “Even if people can’t give much money, I think it would be good to see her presentation anyway, just to know.” Grimmette started Reason 2 Smile in 2007, shortly after volunteering at Jambo Jipya school in Mtwapa, a fishing village located in Kenya, Africa. Like Pepe, the experience left her with memories that inspired her to take action. “She (Pepe) has a real personal connection to that coun-

try,” Grimmette said. “She said she was very excited to soak things up, which was interesting for me to hear—for a kid that young to have experiences like that.” In Kenya there are free public schools, but children must have a school uniform and books to attend, requirements many families simply cannot afford. A Kenyan woman named Christine Mwende began helping local families send their children to school, but soon realized that she could help a lot more people by opening her own school. In 2004, Jambo Jipya was created. The school provides everything for the kids—school uniform, shoes, supplies, two meals a day and health care. Grimmette taught first graders there for 10 weeks in 2007, and realized that the school would have to close if it didn’t start receiving some funding. “The biggest thing was, I developed a really close relationship with the kids in a very short period of time,” Grimmette said. One of those relationships was with a little boy who lived in a mud hut with his brother and grandmother, who made money producing and selling an illegal alcoholic drink to locals. Grimmette would visit the family on the weekends, and never forgot what she saw there. The hut had a mud floor and its roof was made of coconut branches and leaves. As I’m driving I’m seeing more mud huts and little kids with hardly any clothes in, walking in bare feet, and I know this is happening to hundreds and thousands of kids.” Grimmette couldn’t just walk away. She now does a lot of presentations, telling stories and showing videos and photographs to show others the conditions she witnessed first hand.

Most everyone here is a volunteer or were sponsored through grants or by Excellus and Sam’s Club.” The event was led by keynote speaker Heather Van Arsdel, a reporter for Channel 5 News, who said self-confidence and motivation encouraged her to progress from the girl who didn’t make the cheerleading squad in high school to becoming a part of the Knicks City Dancers. She now owns her own dance studio in Plattsburgh and has a career in broadcast journalism.
The school was filled with various activities. There were many fun, team building exercises and there were also serious topics of discussion, like understanding the winter blues, keepers of the drum, developing your inner and outer strengths with physical therapy, writing journals and poetry. Members of STOP Domestic Violence held a program talking about teen dating, positive relationships and friend ships. “These girls are at a very vulnerable age, and now more then ever with text messaging and Facebook and the availability of constant contact,” said Michelle Liberty with STOP Domestic Violence. “It’s important they learn about healthy and unhealthy relationships. They might not be dating but it’s also about healthy friendships.” Other programs included a text simulator provided by the
North Countryman - 11 Clinton County Sherriff Department where girls too young to drive were able to try to drive in a video simulator while text messaging. Students from CV-TEC’s cosmetic program were also there to give makeovers, haircuts and new hair styles. Educational workshops ranged from making chocolate delights or grab-and-go snacks to making buttons and jewelry. The girls were able to get their hearts racing with actionpacked workshops including zumba, yoga, dancing, kick boxing, belly dancing and the fitness room. “We were happy to see so many were able to come and glad we could get the different schools together,” Moore said. “We hope to expand the program in the future.”

It’s helped me become more social.” The philosophy of bringing people together to create a strong sense of culture and community is an intrinsic part of what ROTA strives to do for the North Country.
