done, as it is harvest time, they felt it was also a good time to get the word out about the organization. “We felt that it was the time when everything is sort of at people’s attention; right in front of their face,” he said. For the skeptics who are unsure of how grapes can grow in the area, much less make wine, McDowell explained what is unique about the North Country that allows for these grapes to grow successfully. “[The area] is one of the sunniest, driest areas of the state,” he said, although this year may not have seemed the case. “It’s probably one of the poorer grape growing years we’ve seen, but we finished harvesting this weekend ... and we had extraordinary quality.” Low altitude and good soil also contribute to a positive growing environment. Today, there are four wineries licensed in the area, with the pioneer winery being Stone House Vineyard in Mooers, owned by Phil and Bonnie Favereau. “The Champlain Valley has the ideal climate and terrain for growing cold-hardy grapes and is becoming New York State’s newest quality wine-making region,” according to LCGGA. For more information about the association, contact Dan Vesco at 846-8544.

WEST CHAZY — It’s what he always hoped would happen, and finally the pieces fell into place. Kenneth Lushia and his wife, Sandra, had wanted to convert a home into a bed and breakfast and had considered turning Lushia’s mother ’s home into one, but Sandra couldn’t picture it. Although Sandra passed away in March, Lushia still had hopes of creating a B&B. After passing by a house that was for sale on West Church Street a few times, Lushia finally decided to stop and take a look. “For whatever reason one day I said, ‘I should stop just to see,” recalled Lushia. “Then, when I saw this I said, ‘Oh my goodness, this is per-

fect for a bed and breakfast.” Lushia returned with a realtor and learned of the long history of the house. The house was a Sears Modern Home, built in 1913, and owned by Maude Lawson, who paid $1,100. The modern homes were a product of Sears, Roebuck and Co., which sold more than 70,000 homes from 1908-1940, and shipped them by freight train. “You could get anything from small little camps to big, big houses,” explained Lushia. Lushia ended up purchasing the house, which is designed with stain glass windows and intricate woodwork along the entryway, up the staircase and on the doors — all original to the house. In the early 1980s, the house was owned by John and Jane Rigsbee, who purchased

Outdoor stage eyed for Rouse Park Village compost facility closed By Sarah L. Cronk sarah@denpubs.com

ROUSES POINT — The stage plans have been set. When plans fell through to have the Fete de Danse, the village of Rouses Point had to come up with another plan to use their Quadricentennial grant money, received by the Hudson-Fulton-Champlain Quadricentennial Commission. The village received $22,500, and resident Geri Favreau knew another plan had to be prepared to salvage that money. “That’s a lot of money,” said Favreau. “I hate to have that kind of money go away, because it’s never coming back.” The state notified Favreau if the village could come up with a legacy project, they would allow the grant money to pay for it.

Favreau notified local committees, including the historical society, Fourth of July committee and the village board, to come up with ideas for the project. “The one that seemed to really come out of it was to build an outdoor stage,” said Favreau. “Because a few years ago, before the time I can remember, there was a stage in Rouse Park.” Favreau put together a committee who worked to come up with a design for the stage. Member Steve Merchant traveled to Lake Placid and Saranac Lake to take photos of their outdoor stages. “We came back with a proposal and the stage is actually going to be based on the one that they have in Saranac Lake,” said Favreau. “There’s is a little ‘Adirondacky’ looking. Ours won’t be. We’re going to try to make it look appro-

priate for our village.” Now the ground is being set in Rouse Park on Lake Street to have the 30 foot by 20 foot stage built, but Favreau and the committee are turning to the community for further help. Despite the fact the village is receiving a grant, it is necessary for the committee to first spend the money, before they receive the money. “We’re building what we can afford. Right now our budget is about $20,000,” explained Favreau. “We’ve had some very nice donations from the [American Legion], the fire department, the auxiliary, the Rotary, the Woodmen [of the World]. The civic organizations have really stepped up.” However, the committee realizes it’s difficult for the civic groups to always contribute. “How many times can you ask them to put their hands in their pocket? They always

do but it’s just hard to keep asking them,” she said. “Obviously, we don’t have enough money yet to do exactly what we want to do so we’re reaching out to some of the local businesses, and we would also like to ... reach out to the residents of the village if they would like to make a donation,” added Favreau. Any money left over after the stage is constructed will be used for a sound system, lighting system, storage, or concerts. The plan is to have the stage be used for whoever wants to use it, “to give [the residents] something here in the village to come to. “I think it’s going to be wonderful,” said Favreau. For more information or to make a donation, contact Favreau at 297-2064, Merchant at 297-2954, or the village office at 297-5502.

By Sarah L. Cronk sarah@denpubs.com ROUSES POINT — The village compost facility on Lily Avenue has been closed until further notice. According to the Department of Environmental Conservation, as of Oct. 14, “all open burning is prohibited in New York,” with a few exceptions. Mayor George A. Rivers said due to the DEC passing this regulation, the facility needed to be closed, as they regularly burned the brush. The decision to close the facility was discussed during the Oct. 19 village board meeting. “We can't [burn] anymore, so we can’t collect the brush,” said Rivers. “Well, with the compost being together, we’ve closed it for the time being until we can

FIRST ON THE NET This story was first posted on-line Oct. 20 at 4:45 p.m., at www.northcountryman.com come up with a plan to reopen the compost part of it.” The mayor estimates the compost will reopen in the spring. “We’re working on some things right now and just as soon as we can get them together, hopefully, we can get it open again,” he said. When the facility reopens, Rivers is adamant it will be for village of Rouses Point residents only, as people from outside the village have abused the compost by putting in paint cans and wooden pallets.

She is heartworm negative, is up-to-date with routine shots and is spayed.

onsumers are persistently bombarded with cell phone ads. The ads usually focus on the cost, rollover minutes, out of plan calling, network reliability or something similar. Anyone in the market for a cellular plan can collect details on the different plans and conclude which plan best fits their needs for cost and other benefits but how does someone gauge network/carrier reliability? Last spring, PC World teamed up with Novarum, an independent wireless consulting firm, to conduct performance testing of the nation’s three largest 3G carriers — Verizon, Sprint and AT&T. The team measured upload/download speeds and reliability of the three carriers from 20 fixed locations in 13 major U.S. cities. Reliability was loosely defined as service is available, had no interruptions and showed reasonable speed. In the end, more than 5,000 individual tests were run with PC World reporting the results in the September issue. Verizon reportedly earned the top spot in average download speeds at 951Kbps. Along with that, the network also showed very good reliability at 89.8 percent of the testing locations with the eastern and central part of the U.S. being slightly better than the western area of the country. Sprint had the highest reliability of the three networks clocking in at an impressive 90.5 percent reliability rating.

That substantiates the carrier ’s claim of “Most Dependable Network” and is due largely to the fact, of the three carriers, Sprint has the highest number of base stations on the ground. The third carrier, AT&T, had reasonable upload/ download speeds but took a serious hit in the reliability department. The network was reliable in only 68 percent of the testing locations, By Ron Poland which is reflected in the company’s recent activity to make significant improvements to its infrastructure and make the switch to a different 3G technology.

Reduced bus fares to be available for seniors

linton County Public Transit, in coordination with the Clinton County Office for the Aging has identified the senior population (those 60 years of age and older) as needing reduced fares on all CCPT routes. This proposal was approved by the Clinton County Legislature Oct. 14, with the new fares going into effect Nov. 1. The fares for one-way trips will change as follows: Current New Route Fare Fare Shuttles $0.50 $0.50 (No Change) City Routes $1.00 $0.50 Rural Routes $2.00 $1.00 Seton Express $0.50 $0.50 (No Change) City Paratransit $2.00 $1.00 Rural Paratransit $3.50 $1.50 Transfers to City Routes $0.50 $0.50 (No Change) Transfers to Rural Routes $1.50 $1.50 (No Change) Commuter Pass $20.00 $10.00 Tokens $1.00 $0.50

at the Clinton County Planning Office, 135 Margaret St., Suite 124, Plattsburgh N.Y. 12901. To obtain the Senior Pass you need to show a valid picture ID which includes your birthdate in order to verify your age. You must show your senior pass each time you use the bus to get the reduced fare. It is our hope that this will assist seniors in their ability to use the CCPT system to get where they need to go.

Couponing’s best-kept secrets: when less is more

T

his week’s Super-Couponing secret may surprise you because it goes against just about everything shoppers believe about saving money and shopping. Are you ready for a head-scratcher?

Smaller-size items are often a better value Yes, you read that right. Buying the smaller size of a product, with coupons, is often a better deal than buying a larger size of the same item. When I teach my coupon classes, this statement is almost always met with disbelief. I completely understand why, because it runs contrary to just about everything shoppers believe. To get the lowest price, we are conditioned to buy the largest size of something — the “family size” cereals, the “value-pack” of refills or just the largest package we can find. It does seem that you’ll need to buy that item less often if you buy a larger size — but you’re also likely to spend much more than you need to. When we have a fairly high-value coupon, applying it to the relatively lower price of a smaller-sized item will often result in a significantly lower per-ounce cost. I know this surprises many people. It surprised me, too, as I became a more experienced shopper. Over time, I noticed many of the items I was able to bring home for free or for pennies were usually in smaller-sized packages than their so-called “value” or larger counterparts. Adding to the confusion, the larger packages often tout in big, bold letters they are the better buy! A few examples will help you understand why this works. A certain brand of aluminum foil is on sale at my local store. The 70-square-foot box is $3.79 and the 20-square-foot box is 99 cents. With a coupon that states “$1 off any aluminum foil,” I have my choice as to which size box I’d like, the larger or the smaller. While my dollar coupon will, indeed, give me a discount on the larger box, the smaller box will be free. And I prefer free any day. The rule of thumb that it’s better to buy the smaller size especially holds true when we stack a store’s coupon and manufacturer ’s coupon. With the two coupons, we receive an even

larger discount on an item. For example, baby wipes are on sale at my store this week. The plastic tub contains 77 wipes and it’s on sale for $2.99. The “value-pack” of baby wipe refills contains 231 wipes and it’s on sale for $5.99. My store offers a $1.50 store coupon good on any size of the wipes. I also have a $1 manufacturer coupon for the wipes. Stacking these coupons gives me $2.50 in By Jill Cataldo savings on either size item. With the coupons, the plastic tub with 77 wipes will cost just 49 cents. The “value-pack” refill will cost me $3.49 using the same coupons. The “value-pack” contains three 77-count wipe packages; that works out to about $1.16 for each 77-wipe package. I’d spend more than twice as much on baby wipes if I purchased the larger, so-called “money-saving” size. An even easier example involves coupons for items that come in a trial or travel size. A $1 coupon good for any size deodorant will certainly give you a discount on a full-size deodorant. But a 99-cent travel size will be free using the coupon. Again, any time a coupon states it will work on any size of a product, remember trial and travel sizes are included. Free always makes better financial “cents” than spending more than we have to!

Grocery prices continue decline

S

eptember ’s Market Basket prices were down 1 percent for the month from $93.79 to $92.46 and down 4 percent from September 2008’s total of $96.14. This continues a downward trend since June. For the month, prices fell in almost all categories with dairy prices continuing at well below last year ’s levels. Canned goods and miscellaneous items rose slightly in price for the month and year. Produce prices continued to be lower for the year. Given the difficult growing season in 2009 it will be interesting to see the trends as we head into winter on fresh, frozen and canned produce prices. In the dairy category, all prices were down and the total for the category was down 17 percent from that of September 2008. The lower prices received by dairy farmers is, of course, of local interest. A can of store brand diced tomatoes was the only item in the category to decrease for the year. Del Monte fruit cocktail, Green Giant peas, Starkist tuna and store brand vegetable soup in beef broth were all more expensive. Prices for the month were virtually unchanged. Demand for canned goods tends

to be greater in the colder months. In the meat cases, whole frying chickens continue to be more costly than last year, but sirloin steak and bottom round roast remained thrifty choices. Drink prices were stable with the exception of tea bags, which declined for the month and year. In the miscellaneous category, both Oreo cookies and vegetable oil prices had little change for the year.

Seasonal reminder This is pear season, and the start of the cranberry season. Sweet potatoes and winter squash are in peak supply and a good source of beta carotene (Vitamin A). The rainy summer benefited the local apple harvest as quality of fruit is excellent this fall. The Market Basket Report is a bi-monthly survey of 41 food items commonly purchased by consumers. Three major supermarkets are surveyed in the Plattsburgh area and the resulting report produced. The report is a community service sponsored by the Technical Assistance Center at the State University of New York at Plattsburgh.

When to plant your garlic bulbs

I

f you are a vegetable gardener, this is typically the time of the year you are taking plants out of the garden, not planting. But, this weekend I plan on being out in the garden planting. Yes, you read correctly. Now is the time to plant on of my favorite crops — garlic. Garlic is an “allium,” which means it is in the same family as onions and leeks. Garlic is originally from Asia where it has been cultivated for thousands of years. Since garlic does not produce seed, it is propagated by planting individual garlic cloves from the bulb. And, planting garlic is pretty simple. First, purchase a hardneck variety, since these are better adapted to our colder climate than the softneck garlics. When shopping for garlic, avoid getting your garlic from the grocery store as most of these have been treated with a growth inhibitor to prevent sprouting during storage. To get the largest bulb possible, plant your garlic in the fall about two weeks after the first killing frost. Garlic likes to grow in loose soil, so cultivate the soil prior to planting. Plant each individual clove so that 2-3 inches of soil covers the base of the clove.

Plant each clove a few inches apart and in rows about six inches apart. After planting your garlic, mulch heavily with either 46 inches of straw or chopped leaves. This prevents damage from fluctuations in soil temperatures. Later, in the spring when the temperatures stop dropping dramatically at night, you can pull the mulch away from the bulbs and into the rows where it will suppress weeds. During the growing season make sure you plants do not dry out. Garlic has a shallow root system and is susceptible to drought. When the garlic sends up its flower stalk, or scape, cut it off and enjoy this once a season treat. They are great as a pesto, stir-fry, or grilled. When about half of the leaves are browned next June or July, dig up your garlic, allow it to dry, and enjoy! How easy it is to give to the United Way Give. Advocate. Volunteer. Live United. This is the theme for this year's 2010 United Way of Clinton & Essex Counties campaign. The goal is $700,000. The primary strategy is employee campaigns for all the employers throughout the region. The easiest way to give is through payroll deduction — employees sign up for an equal amount of money, say $5, $10, or even $2, to be deducted from each paycheck they receive in 2010. If you are an employer and haven't participated in the campaign, call the United Way office at 563-0028 and ask for pledge materials. Consider a corporate gift. If you are an employee, please give to the United Way through your workplace campaign. All the money raised stays local — every cent of it. It feels good to give. Right now, there are 33 partner agencies, all of whom are not-forprofit organizations governed by a board of directors. These fine organizations are working very hard to make the lives of families and individuals better with funding they receive from United Way. Corrigan graduates basic training SAN ANTONIO, Tx. — Air National Guard Airman Steven M. Corrigan recently graduated from basic military training at Lackland Air Force Base. Corrigan completed an intensive, eight-week program that included training in military discipline and studies, Air Force core values, physical fitness, and basic warfare principles and skills. Airmen who complete basic training earn four credits toward an associate in applied science degree through the Community College of the Air Force. Corrigan, a 2007 graduate of Beekmantown High School, West Chazy, is the son of Susan Corrigan, Plattsburgh.

Lushia From page 1 it with the woodwork painted over. “When they retired ... they just got gung-ho here. It was something they dreamed about,” said Lushia. Jane spent numerous hours painstakingly chipping off the paint from the woodwork, to bring it back to its origins. Lushia learned of the previous owners of the house with documents and pictures all kept together in a built-in cupboard in the home — including the original check from Maude Lawson to Sears, Roebuck and Co. From what Lushia has learned, his Sears home is not the only one in the area. And, he hopes to gather other Sears homeowners to form an association. “Some companies, large companies, bought a lot of them, and they’re located together on streets,” explained Lushia. “Maybe that’s what we got here.” For now, Lushia is work-

ing to get the house ready for the B&B he hopes to have ready for July — when he has his first booking. The plan is to have the house open for anyone wishing to stay, on a donation-only basis. “I’ve stayed at a lot of bed and breakfasts and when it becomes a business-type thing ... that, to me, has missed its point,” he said. Lushia also hopes to have piano recitals and tea parties, and even a place for brides to prepare for their weddings. “I guess once I bought [the house] and heard so many people say, ‘Wow, we’ve never been in there,’” said Lushia, “then I just wanted to open right up and say, ‘Okay, this is a community house, and it’s time for you to see it and enjoy it.’” Those interested in seeing or using the home may contact Lushia at 493-6671. Safe Halloweens Are Fun! These Jack-o’-Lanterns wish you all a safe Halloween

COSTUMES

Island Memorial Pet Services

• Keep costumes simple. Long and fancy ones could cause children to trip. Costumes should also be fireproof. Fireproofing Recipe: MIX: 9 oz. boric acid, 4 oz. borax and 1 quart hot water. Saturate fabric and allow to dry. Washing will remove fireproofing, but process may be repeated after washing. • Costumes should be made of white or light colored material, to be easily seen at night. Reflector patches or strips can also be added to the costume. • Regular street shoes should be worn as opposed to fancy clown or pirate shoes, etc. • Props, such as guns or swords, should be made of Styrofoam or cardboard. • If Jack-o-lanterns are carried, a flashlight should be inside, instead of a candle. • At least one person in each group should carry a flashlight
