By Mike Corey denpubs@denpubs.com MINERVA Ñ The lone school to see its budget voted down quickly went back to the drawing board, deciding to hold the line when it came to the budget they would present to the voters June 17. The Minerva Central School District budget vote process began again following the results of the May 20 budget vote. On that day, the budget that the Board of Education put up was defeated by 13 votes, falling just short of the 60 percent voter approval that NYS has required of all districts whose tax levies are higher than the districtÕ s tax cap, which for Minerva is 2.75 percent. The proposed Minerva budget calls for a tax levy increase of 13.5 percent. The MCS Board of Education held a special meeting May 22 to hear from the public concerning the re-vote and to make a decision on how it would proceed with the 2014-2015 school budget. A crowd of 32 citizens packed the schoolÕ s library to provide comment and hear about what the Board intended to do concerning the next vote. Superintendent Tim Farrell began the discussion with a quick summary of Board options. One option: the budget could be immediately brought to contingency, meaning the school would have to reduce expenses by $446,000. The other options included putting forth the same budget that was voted on May 20, or changing the budget by lowering it or even raising it. CONTINUED ON PAGE 5

NORTH CREEK Ñ Cork Nester, Chairperson of the Town of JohnsburgÕ s Planning Board, said there has not yet been any application made by Westlake Development, LLC to the town of Johnsburg in relation to the 5.5 acre plot at the end of the business district that is intended to be a Family Dollar. Ò We have not received an application,Ó Nester said. Ò We did receive two renderings of a building they would consider putting there. The first was plain and boxy. The second one was boxy, but had
brick on it. I told them that they were getting closer.Ó Nester explained that the site is in the least restrictive zoning area, a hamlet business 1 zone. There are few restrictions on this site, as opposed to Family Dollar locating directly on Route 28. When the townÕ s master plan was created in 2007, much of Route 28 was designated a scenic corridor. He stated that only a few spots allow businesses a zoning variance for a would-be Class A project, requiring consultation with the Adirondack Park Agency, adding another layer and expense to any project proposed. Mark Bergman, Associate Broker with Select SothebyÕ s International Realty, was the chairman of
that 2007 Special Planning Committee that rewrote the zoning and subdivision laws to transfer jurisdiction for most planning matters from the Adirondack Park Agency to the town, disagrees with this assessment. Bergman pointed to a map on the townsÕ website which shows that most of Route 28 which lies within the hamlet is not designated as a scenic corridor but is rather a business or mixed zone with some areas of the less restrictive zoning. Nester said that there is a lack of available land for sale in that area zoned for business. CONTINUED ON PAGE 5

Newcomb CS honor roll named
NORTH CREEK Ñ As the Boy Scouts led the procession from Johnsburg Central School to the veteranÕ s park, the crowd was assembling to pay tribute to those who fought and fell for their country. New York State Trooper and Johnsburg CS alumni Jim Conway was the featured speaker at the May 26 Memorial Day service, speaking about honoring all veterans as well as those who had made the ultimate sacrifice. Ò It is an honor to be back where I once stood as a member of the high school band and honor those who fought and died for the freedom of our country,Ó Conway said. Ò We honor and thank all of you veterans for the commitment you made to your country.Ó Conway shared personal stories including one of his stepfather, who had been captured by German forces and was a prisoner of war for one year in World War II. Ò I can only imagine the courage and determination of those men,Ó he said. Conway also related an experience he had on Sept. 11, 2001, when he was serving as a Trooper in Montgomery County. “We did not know what was coming next and some officers were being called back to the barracks and told to end their shift,” Conway said. “At first, I didn’t know why they were doing that, then I realized they were being called into active duty. At that point, all the thoughts I had at the time changed into a sense of pride.Ó

BLUE MOUNTAIN LAKE Ñ When the Adirondack Museum opened for its 57th season on Friday, May 23, visitors will find the 32-acre campus hopping like a spring peeper, with several new exhibitions, programs, family activities, and events in addition to the classic favorites. Again this year, the museum invites year-round residents of the Adirondack Park to visit free of charge every Sunday during the open season, and every day the museum is open in May and October. Proof of year-round residency Ð such as a driverÕ s license, passport, or voter registration card Ð is required The museum is open daily, including holidays, from 10 a.m. to 5 p.m., Friday, May 23 through Columbus Day, Monday, Oct. 13.
The Old Hotel Speaks!
For the first time ever, all seven upstairs and downstairs rooms of the museumÕ s 1876 hotel building are open to the public this season, enhanced with a new audio art exhibition called Sonic Hotel: Lost and Found Sounds of the Adirondacks that was created by New York City sound artist John Morton, who has a camp in Piseco. This immersive sound installation combines oral histories, field recordings of animals and people in the wilderness, music, and other sounds that are manipulated, layered, and juxtaposed by digital technologies. As visitors walk through each room of this historic artifact, they hear an ever-changing symphony of sounds ...an aural portrait of the Adirondacks through time.
Camping Out
Another new show, “Gone Camping: Outfitting the Adirondack Campsite,Ó traces the evolution of camping equipment from the 1800s through today, highlighting changes in society, their role in camping as a recreational activity, and their effect on the development of new tools and methods of enjoying the great outdoors.
Theme Park Memories
A small new exhibition called Arto Monaco and the Land of Makebelieve provides a walk down memory lane for anyone who visited the Land of Makebelieve in Upper Jay, one of the world’s first theme parks. The display features personal effects from the studio and workshop of the parkÕ s multi-talented visionary, Arto Monaco, as well as many items from his Land of Makebelieve theme park, which was operational from 1954 (before Disneyland opened) until 1979.

ThereÕ s always a lot for children and grandchildren to do at the museum, including The Great Outdoors, a hands-on exhibition all about outdoor sports; a child-sized pioneer homestead with cabin, woodshed, and washing yard; a one-room schoolhouse with classic indoor and outdoor games; and much more. This season, an additional activity for families is the new Ò KidsÕ Audio TourÓ that can be accessed from adultsÕ mobile phones, featuring stories from local youngsters describing artifacts in different exhibitions and sharing why they love living in the Park. NORTH CREEK Ñ Bringing theater to the Adirondacks again this summer season, Our Town Theatre Group is slated to present the play, Ò Almost, Maine,Ó a John Cariani bill. Ò Our Town gives people the opportunity who normally wouldnÕ t participate,Ó said Dan Spudnicky, Our Town member. Ò We have close to a dozen cast and a few behind the scene.Ó Our town was started by Lyle Dye in 1996 and is a community theatre program based in North Creek. Annually, the group hosts two main stage preformances, one in the spring and one in the fall. A New York Times review of the TheatreWorks production of Ò Almost, MaineÓ calls it, Ò a series of nine amiably absurdest vignettes about love, with a touch of good-natured magic realism. This is a beautifully structured play, with nifty surprise endings (most but not all of them happy) and passing references to characters from other vignettes, which slyly tell us more about them.Ó Ò This play is based in a town called
Ô Almost, MaineÕ ,Ó said Spudnicky. Ò It explores small town life, relationships in that town and missed connections.Ó The play will be a one day production on the Tannery Pond Stage June 1 at 2 p.m. it is free to the public.

BLUE MOUNTAIN LAKE Ñ The Adirondack LakesÕ Center for the Arts will be presenting the locally penned production of, Ò Forever Wild,Ó June 13 and 14. Ò The play is comprised of several viniettes, written, directed and casted by locals from Long Lake, Blue Mountain Lake and Indian Lake,Ó said Alex Harris event coordinator. The Adirondack Lakes Center for the Arts is a multi-disciplinary arts center, serving over 2,000 square miles of the Adirondack Park. The Arts Center provides services to the non-profit field as a presenter, producer and educator in the artistic disciplines of visual arts, theater, music, dance, and film throughout

LONG LAKE Ñ The Long Lake Fish and Game Club will be hosting its annual kids fishing derby June 7. “This fishing derby has been going on at least 20 years,Ó said Bruce Jennings, Fish and Game Club secretary. Ò ItÕ s a day for father and child or family to get a line wet and spend a day together.Ó The family-friendly activity will take place on the Town Beach Spill Way and the pond. A lunch will be provided to the children participating by the Fish and Game Club. Prizes will also be given out to youth as lures, lines and other fishing items will be up for grabs. There is no entry fee to participate in the Derby. June 21 marks the opening of Bass season on Long Lake with the annual bass derby. Northern large and small mouth bass are native to the lake and up for
grabs in this prize by weight event. The event is $25 per person and boat push off is scheduled for 6:30 a.m. Weigh in for the event will be from 3 to 3:30 p.m. in the event of a tie length will determine the winner.

He has just returned from fulfilling his dream of shooting in Costa Rica. He focused on the relationships he observed in Nosaro while working as a surf photographer in his uncles surf shop. Supervisors: Accept the bid!
T
here is a right way to conduct business and a wrong way. The way in which the Essex County Board of Supervisors handled the bid from Keeseville businessman George Moore following the recent county tax auction was the wrong way. For background, George Moore attended the April 30 county tax auction and in good faith bid $49,500 for a cluster of four parcels that once held the popular Frontier Town theme park in North Hudson. The theme park has sat vacant for years, slowly disappearing into the Adirondack wilderness, and taxes have not been paid on the four parcels since 2006. Moore already owns the large A-frame structure at the entrance of the defunct park, for which taxes are fully paid, and his intent was to purchase the adjoining 88-acres for possible future development of a campground or summer camp. What happened following the auction is what truly has us puzzled. During a May 12 committee meeting, county supervisors voted 17-0 to reject MooreÕ s bid and instead accept a $60,000 offer made on behalf of the town of North Hudson by Supervisor Ronald Moore. Supervisor Moore said county officials had discussed not accepting a bid on the former theme park of less than $146,000, the amount of back taxes owed, and said the 88-acres has considerable value to his town Ñ possibly as a business park Ñ because the small community has virtually no private property available for development. In our opinion, the supervisor should be commended for his forward thinking, but the sequence of events that led to his offer was completely flawed. First, if the town were truly interested in the parcel, why not put a representative at the tax sale to bid alongside everyone else? Since the parcels had been seized by the county for back taxes, and therefore by default owned by county taxpayers, wouldnÕ t it be in the best interest of those taxpayers to receive as much as possible for the properties through competitive bidding? Sure, county supervisors reserve the right to reject any bid. But in this case they then turned around and totally undermined the bidding process by okaying what, on the surface, appears to be an insider deal with North Hudson. Supervisors owe it to the taxpayers and to bidders at future tax auctions to conduct these auctions in a fair and transparent manner, otherwise, it will affect how people bid at future auctions. Secondly, other than a few conversations during previous meetings, we see no record of a minimum bid ever being posted on these parcels. A cursory glance through the material provided

to bidders Ñ including George Moore Ñ shows no mention of a minimum bid. We presume this would be the basis of the lawsuit George is threatening Ñ one that supervisors would no doubt spend thousands more in taxpayer dollars defending. And, even if this unpublished minimum bid truly does exist, the offer on the table from North Hudson comes nowhere near the $146,000 owed in back taxes. At the same time, placing these parcels in municipal ownership would remove them from both the county and town tax rolls. As much as county supervisors love to bemoan raising taxes, it baffles us that they would want to remove properties with a full market value of $568,900 from the tax rolls. Finally, Ronald Moore may have the best of intentions, but this property has proven to be an albatross for the private owners who have invested in it, which is why the county is in this pickle with back taxes in the first place. So, why should residents of the town and county believe it can suddenly be converted into the Silicon Valley of the North Country? It is a super location with great ingress and egress to I-87, but there are a lot of similar locations in the Adirondacks that, like the former Wild West park, contain more tumble weeds than business growth. A look at the dozens of unoccupied industrial parks inside the Blue Line is testament to that. Perhaps the residents of North Hudson should be given the opportunity to vote on the purchase prior to it taking place. George Moore has been criticized by some for not developing the one Frontier Town parcel he owns and allowing it to fall further and further into disrepair. In his defense, however, he owned just a small piece of the pie and it now appears he is making an effort to restore the property to something that will benefit the town. We believe he should be given the opportunity to do so. History has shown the odds of a successful businessman Ñ who pays his taxes, by the way Ñ redeveloping a parcel into an endeavor that will benefit the entire region are far greater than a government entity doing so. In an effort to avoid litigation, George Moore has now offered $5,000 more for Frontier Town than North Hudson did. The board of supervisors is aligned to potentially vote on the matter during its June 3 regular board meeting. It is time they clean up this ethical quandary, and accept the bid offered by George Moore. Ñ Denton Publications Editorial Board

Sidney Barber, a junior at MCS and who said she wishes to graduate from MCS, asked if there would be tuitioning out of high school students this upcoming fall if the budget were to fail. Farrell responded it would be a distinct possibility. Farrell indicated that part-time teachers are generally not as committed to the school and would be looking for employment elsewhere if the high school remained following another budget failure. Ò What would the impact be if elementary teaching positions were reduced and classes combined,Ó Minerva resident Dave LaBar asked. Ò Student academic achievement would drop,Ó Farrell responded. Ò The current Common Core curriculum has higher standards, and it would be very difficult for students to reach those standards if teachers had to focus on more than one grade level. The timing of combining classes with implementing the Common Core curriculum would be terrible and require a total redesign of each grade level.Ó Board of Education President Jeff Eager, who has been on the Board for
34 years, put things in perspective. Ò If you lose the high school, fulltime teachers at the high school level will be gone, and the remaining school will have a hard time functioning,Ó he said. The Board indicated the budget has essentially been cut to the bone and if further cuts were made, the school would be further harmed. After hearing from the public and considering the various options, the Minerva Board of Education determined to put up the same budget amount ($5,072,491) as proposed for the May 20 vote. This represents a 2.46 percent increase in funding from the 2013 Ð 2014 school year and a 13.5 percent increase in the districtÕ s tax levy. The budget hearing for this second vote will be on June 10, and the second budget vote is set for June 17 at Minerva Central School.

Upset with vote To the News Enterprise: I am an alumni of Minerva Central School and it sickens me to know that there were 142 people that were cowards, that voted to rob their kids of an education here at this iconic and historic place that is the fabric of this small town and that just makes me very angry as well. Second, this school is in the top five of schools to have some of the highest graduation rates in the state and if this fails again then we lose as a town and also we will lose a piece of history as well as we will lose this school forever. Third, back when I was here the things that this school provided me with is a testament to what this school does daily for the kids that come here so we as a community need to stand up and fight with everything we got to get this done so our kids that come here can get a better education and can be very productive members of this state and of this town. Town meetings change for summer
JOHNSBURG Ñ The Town Board announced it would go from two meetings per month to one for summer as a Ò trial run.Ó All other towns in Warren County have one regular meeting per month with the exception of Glens Falls and Queensbury that have two. JohnsburgÕ s meetings will be held on the third Tuesday of the month for the next three months. The dates are as follows: June 17, July 15 and Aug. 19. The board will call a special meeting if matters come up that need to be addressed immediately. Each of the next three meetings will be held at Tannery Pond Community Center in North Creek at 7 p.m. Meetings are open to the public.

But Nester explained that there are several issues with building a hotel there. The first is waste management. Building a septic system that could handle 99 rooms would require a great deal of land. The second issue is investors. Chain hotels have expressed interest in placing a hotel there, but they require occupancy rate data to justify their investment, and North Creek doesnÕ t have any comparable properties to use for the needed data. This has made investment in the town by hotels a risky endeavor, a risk none have seriously undertaken so far. Nester is aware of the divergent views regarding the Family Dollar coming to town. Ò North Creek is the edge of the frontier, really,Ó he said. Ò There are many people living in towns on the periphery who have to go to Queensbury or Warrensburg for lower cost shopping. These people could use a store like this. The store would increase the tax base and bring people
to town. Elitists say that we donÕ t want this type of person in town. I say, I donÕ t want these elitists here in town.Ó The Planning Board does, however, want the community to give their views on the project if and when Westlake Development puts in a formal application. Ò We want everyone to pipe in, we welcome the views of all of the community members,Ó Nester said. He urged a, Ò wait and see,Ó approach for now. Nester characterized the offer made by Westlake Development to the Town Board to donate half the property in the event of successful development as premature. Ò Let them make an application first,Ó Nester said. Ò I, personally, want more information. I was scratching my head as to why they made this offer. Nothing is set yet. Ò If an application is made, we will welcome the opinion of the community.Ó When contacted, Lisa Salamon, head of the Gore Mountain Chamber of Commerce, stated that when Westlake Development/Family Dollar makes an official submission to the Town of Johnsburg Planning Board, they would survey their members and provide their feedback directly to the Planning Board.
