denpubs@denpubs.com MINERVA Ñ The Minerva Central School District voters go to the polls once again as the district seeks the needed 60 percent super majority vote to pass a 2014-15 spending plan. On June 17, voters will once again have a chance to cast their vote for or against the budget. On May 20, the budget was defeated despite the fact that it received more than a simple majority (56 approval). The tally included 181 yes votes versus 142 no votes. Because the Board of Education had adopted a budget that was above the schoolÕ s state-mandated tax cap, New York State required a supermajority of 60 percent must in order for the budget to pass. The results of the May 20 vote showed that the budget was 13 votes shy of the 194 needed to pass based on the number of people who voted. At a special MCS Board of Education meeting on May 22, the Board decided to put forth the same budget with the same numbers. The same need for a supermajority exists for the upcoming June 17 vote. If the budget is defeated again, the school will be forced to adopt a contingency budget, meaning that the MCS budget would carry a zero percent tax levy increase compared to last year Õ s approved budget tax levy increase. If the June 17 budget falls again, the school would have to cut $446,000. The June 17 budget vote will take place in the Minerva Central School lobby from 1 to 8 p.m.

NEWCOMB Ñ The State University Of New York College Of Enviormental Science And Forestry and the Northern Forest Institute are currently renovating an exsisting exhibit room at the interpreative center. Ò Prior to rennovations the exhibit was a winding and windowless room,Ó said Frank Morehouse program manager. Ò It was outdated and dark. We now have windows in the room overlooking the forest and wooded area.Ó The project was a multi-step process: first rennovating the space and subsequently fabricating and putting
in the exhibits. Ò We are fortunate to be working with Bob McNamara on this project,Ó said Morehouse. Ò He has worked with us in the past and he is designing the exhibits, artwork and 3D displays for the new room.Ó McNamara, a Tug Hill resident and artist who has exhibited nationally and internationally, has had his work appear in many exhibits including the Leigh Yawkey Woodson Art MuseumÕ s Birds in Art, the Wildlife Artists View and the Society of Animal Artists. The 350 square foot exhibit space will showcase oversized plate glass widows offering oppertunities for year round wildlife viewing. Ò The Northern New York Audobon Society has also
provided us with a grant to place bird feeders outside of the windows in our new exhibit room,Ó said Morehouse. The Northern Forest wall will also exhibit a threedimensional interactive display bringing to view the forest as the driving force for the park. In addition the complexities arising from various stakeholders and users of the Northern Forest. Ò Included in our exhibit will be a tree species display,Ó said Morehouse. Minerva Central School students assist with town map By Mike Corey
denpubs@denpubs.com MINERVA Ñ You are in the beautiful town of Minerva, checking out the hiking options. ItÕ s a fine day, and you need a nice full- or half-day hike. The weatherÕ s great, so any length of time would work. Where will you look to find the right trail? Although not published yet (patience, hikers!), a good way to start will be a placematsized map of Minerva that shows the public hiking trails within the Town. The Minerva Service Organization (MSO), which publishes the Town of Minerva Business Directory, enlisted the help of MCS science/ math teacher Bruce Hodgson and students of his Math-Science-Technology (MST) class to map out public hiking trails within the Town of Minerva. This map, along with a few more revisions, will be published for sale this coming fall by the Minerva Service Organization. HodgsonÕ s 13 MST students used GPS (Global Positioning System) equipment in the field while hiking the trails and GIS (Geographic Information System) technology in the classroom
to make the trail map. The MCS elective MST class, Ò is a course for teaching hands-on technology that has the potential to lead to great careersÓ , according to Hodgson. The course includes 3D modeling activities, nano-technology, crime forensics, and surveying, all subjects that have connections to career paths. This mapping project is a good example of what students can do to support community organizations and the services they provide. To thank the students who worked on the project, members of the Minerva Service Organization met with the MST students after school on May 29, bringing cupcakes, cookies, and soda, which were greatly appreciated. NEWCOMB Ñ The third annual Ò Loons and LogsÓ day May 24 at the Adirondack Interpretive Center was a success said coordinators. Ò It went really well,Ó said coordinator Frank Morehouse. Ò We had really good sponsorship of the tournament.Ó Prizes from 18 sponsors were handed out through the day with the annual loon race, along with presentation from artistin-residence Francis Gaffney and wood working workshops. Ò We are still compiling the dollar amount but I think we are at about $2,500 less expenses,Ó said Morehouse. In a statement about the day coordinators stated the day was packed with great presentations and demonstrations. They were lucky enough to have the rain clouds fade out just in time for our Loon Drive. With high waters, the loons moved quickly, setting a new course record. LAKE PLEASANT Ñ The 10th annual Adirondack Birding Festival is set to take place June 13 through June 15 with activities in various Hamilton County locations including Long Lake, Indian Lake, Speculator, Racquette, Blue Mountain Lake, Piseco, Lake Pleasant and Inlet. Ò The event hosts between 14 and 18 activities,Ó said Dean Nervik, event coordinator. Ò People are here to see birds, period, particularly the boreal species.Ó Hamilton County and its nearly one million acres of the Adirondack State Park has been noted as one of the best areas to spot the Boreal species of songbird. Nearly half of the North American breeding species north of the Mexican boarder call the boreal forests their home. With the unique climate and ecological factors Hamilton County houses the largest Boreal habitat in the state of New York, and second largest in the country. A NO vote could begin the dismantling of a high school that has been in the heart of Minerva since the organization of the first “High School Department” named the Olmstedville Union School in 1922. The communities at that time recognized the need & value of educating their children and by 1937 the current MCS building was completed. In 2014 we still believe in the value of a K-12 education which cannot be measured in dollars alone.

Cuts in the proposed budget include reductions of office and administrative personnel, free lunch program and a portion
of program transportation costs. If forced to operate on contingency budget, we risk the loss of any non-mandatory services such as the entire sports program, band, music or elimination of transportation in order to maintain an academically viable Pre-K thru 12 program.
Additional Cuts will be necessary if the proposed budget is defeated and could include many of the following …
* Elimination of advanced/college courses for HS * Reduction of remediation resources to 7-12 students * Combining of elementary classrooms * Reduction or elimination of elective courses * Loss of community events due to staff Reductions * Eliminating a portion of high school grades, bus them & pay student tuition to other schools * Elimination of Distance Learning (teaching or receiving) * Reductions in Art, Music and Library programs.
Eliminating a portion of our high school by sending students to another district will not result in significant cost savings,
now or in the future … MCS taxpayers must maintain all services for remaining classrooms in the building, will need to pay a “tuition” per student (an undetermined amount) to the school that accepts our students and provides the educational services to them, the need for Special Education may effect the tuition contract costs, PLUS we will need to manage transportation costs for all students. A tuition contract is not required to include sports or non-mandatory services at the other school and could result in additional personal costs to students to participate in sports.
We must all look beyond our individual disagreements with specific school policy, past decisions or administration to the long term effects a defeated budget vote could cause. Policies and administration are temporary. The dismantling of our school is permanent and the effect on our community undeterminable. Please support the proposed MCS budget on June 17th, 2014.

The VA: Dysfunction at its best
T
he VeteranÕ s Administration is again under fire, and rightly so, but their incompetence, which borders at many times on criminal malfeasance, goes much more deeply than wherever their current flash point issue happens to be. The most recent issue surrounding the VA, which has caused their director to step down amidst the turmoil, revolves around VA clinics falsifying records to show that veterans were seen within a certain amount of time, when in fact they hadnÕ t been seen within that time frame. Some veterans, it has been shown, have died while waiting to be seen. While the spectre of falsifying records is a new twist in the VAÕ s record of bureaucratic incompetence, their overall way of doing business is still just as bad. The VA has fairly simple marching orders: provide medical care and treatment for veterans once they leave the service. But the VA is a monolithic behemoth, which is nearly impossible for a individual soldier to make their way through on his or her own. Getting a foot in the door initially when a soldier leaves the service is the first stumbling point, but it shouldnÕ t be. A soldier might serve in the military for 20 years or longer. During this time their every move is documented; every deployment, every injury, every location theyÕ ve ever lived is recorded by the Department of Defense. So when they leave the service and apply to the VA that information is digitally transferred from the DOD to the VA, right? Wrong. The soldier has to apply to the VA, provide their own documentation for things like known injuries or medical conditions, then wait for the VA to review their records and accept them into the system. Why? It’s understood that a soldier who qualifies will be applying to the VA when they leave the service. Why canÕ t their records automatically follow them to the VA? According to Washington officials, it’s just not technologically possible to do. The government has invested millions of dollars trying to figure out a way to employ some fairly simple 1990s technology to track these records, but were apparently not able to figure that one out. So a soldier applies, and finally, eventually makes their way into the VA medical system most likely after months of waiting. When youÕ re accepted into the VA system you can go to any facility nationwide, wherever you happen to be, right? Wrong again. Consider a veteran in our area, who winters in the south. That veteran has to pick which VA facility they want to receive their treatment in,
north or south. Is this the case in the civilian system? Do you have to pick which hospital you will receive your care in? Of course not. If you typically receive treatment in Plattsburgh but are on vacation, a couple keystrokes at the hospital will bring up all your medical records and insurance information while you sit there. Why can’t the VA figure this technology out? Now what if the soldier is one of the thousands who came back from one of our decade long wars disabled in some way? Their medical and service records transfer directly to the branch of the VA that handles disabilities, right? Nope, wrong again. Why? Again, it appears that the government canÕ t figure out the technology to make this simple transfer of records possible. Ditto for the branches that handles veterans’ educational benefits, and cemetery benefits. You start back from scratch each time you come to a new command; prove who you are, where you served, prove that you qualify for these benefits. These should have all been locked in the day that veteran left the service. Now think about this...what is the government actually capable of when it comes to tracking records. Currently the NSA is able to track every phone call made, apparently anywhere in the world. They can read and store every email sent, and are even in the process of combing the internet with their facial recognition software, for reasons they are quite reluctant to discuss. So is the VA unable to transfer veteransÕ records because the technology doesnÕ t exist, or does the will to spend the money required to bring their Jurassic system into the twenty-first century simply not exist in Washington? Maybe instead of reading the emails of millions of lawabiding Americans or European allies, the NSA could and should be sharing their technology with the VA in order to build a system where veterans arenÕ t dying while waiting for their records to be processed; where snow-bird veterans arenÕ t forced to choose which VA facility will treat them, or prove a disability when they leave the service missing a limb or an eye. Our government simply doesnÕ t care enough about our veterans to pay to put in place technological systems that clearly have existed for years, if not decades. Perhaps the criminal malfeasance in Washington shouldnÕ t be placed just at the feet of the VA any more, but should fall to those of the President, Senate and Congress as well. Ñ

Disagrees with letter To the News Enterprise: Mr. SafranyÕ s often snide and disparaging criticism of DenpubÕ s Editorial BoardÕ s support of raising the minimum wage struck me as being quite na• ve regarding the downside of pure free-market capitalism. The definition of capitalism in my 1986 edition of Ò WebsterÕ s New World DictionaryÓ includes the statement Ò É it is generally characterized by a tendency toward concentration of wealth, and, in its later phase, É increased governmental control, …” What this definition fails to note is that this Ò increased governmental controlÓ includes important efforts to reduce the capitalist-generated burden on the public of Ò free-market externalitiesÓ such as environmental pollution and diminished public health. Left to their own devices free-market capitalists prefer to either ignore the negative impacts of their functioning or, failing that, propagandize the public in an effort to minimize the publicÕ s awareness of the negative impacts it generates, as they have done with tobacco-related health problems and carbon-dioxide-related climate problems. IÕ d feel much more positively about free-market capitalism if it spontaneously and rapidly made constructive efforts to minimize the public costs of dealing with the low minimum wage, recycling, pollution, bodily injury, and general environmental and infrastructure degradation engendered by its activities. Governmental regulation would not be needed in such a situation. However, most politically active capitalists have chosen a different route to combatting regulation, and theyÕ ve garnered enough wealth now to make this route very easy. Their response has been simply to buy (or successfully lobby for) sufficient control over government to make these negative externalities the responsibility of the tax-paying public (which includes them as little as possible). Alternative answer To the News Enterprise: As a school board president, it was most interesting to read your editorial regarding the affordability of school resource officers. Concern for student safety in this day and age has given rise to an impassioned dialogue, with lots of folks rightly pointing out that it’s a priceless commodity these officers would be protecting. Lots of others are all too eager to vote down hefty school tax increases. But the need to react to current events is inescapable. Many new safety measures have already been put in place in most districts. At Indian Lake, weÕ ve installed video surveillance and forced people to be buzzed through doors that previously had remained unlocked. Troopers and deputies patrol the building from time to time. Would any of these measures stop a committed assailant? Certainly not. TheyÕ d come back later if they saw a cop car parked out front. There are dozens of eye-level windows in our building. There are 11 separate entry doors. The playgrounds and ball fields are open top the woods. Would a full time “resource officer” solve the potential problem? I think not. Since these attacks are extraordinarily rare (although increasing), this officer would presumably have nothing to do day after day, month after month. Individuals in that type of situation canÕ t be expected to maintain a high degree of alertness indefinitely.

I have proposed, on a couple of occasions over the years, that we send one or more willing individuals from our building for law enforcement training sufficient to qualify them to become deputized and keep a firearm on the premises. This could be the Principal, a teacher, a custodian or a cafeteria worker. Any of them would already be at work in the building, doing a job, active and awake. Then we would no longer be the sort of defenseless gun-free zone that has attracted nearly every one of these atrocities. Help would no longer be a phone call and up to a 45 minute drive away. I was surprised that not a single person expressed support for my proposal here at Indian Lake. Perhaps in Essex County you can do better. Jon Voorhees Indian Lake

Seek response from pols To the News Enterprise: Not often small communities can celebrate a museum of national significance as the North Creek Depot Museum. The depot is a New York State and Theodore Roosevelt National Historic Site. The depot, built in 1872, was a key role in the development of the North Country. Teddy Roosevelt, one of our greatest presidents, became president at the North Creek Depot in 1901.We celebrate his impact on our community. One of the rooms houses the early development of skiing at North Creek. Thousands come from all over the country and abroad to enjoy our museum and are charmed by it. Over 7,000 visitors came to the depot in 2013. While working as a docent at the depot I met a French couple who were amazed we have to struggle to get legislative support for the museum. If it werenÕ t for the volunteers we would not have a museum. Now this is make or break time to keep our museum alive in our community. Why havenÕ t our state legislators come forward, be supportive and help us celebrate a great president and history of skiing in New York State. We have met with several legislators and received no commitment from them. I understand there are other worthy endeavors in the works. However, people of our community feel the depot museum should be our first priority. Seventy years ago for D-Day. So many memories of the ones still with us that remember that day. Dad told me he had just got home from fishing with Bert Robbins when he heard the news. He was drafted in the Navy soon after in 1944. Several in the area have been flying to spend time with family for different events. Glad they are safely back home. Support the Minerva budget To the News Enterprise: Minerva Central School is a Pre-K thru 12th Grade school that is the heart of the Olmstedville/Minerva Community. On June 17, every member of this community is faced with a decision and choice in the re-vote of the proposed School Budget. Many that did not attend the Special School Board meeting last week are questioning why they are being asked to reconsider the same budget in a re-vote instead of a reduced budget? The Proposed Budget was the most responsible plan to preserve a quality academic program in the current funding climate without beginning to dismantle our school and displace students, which may be necessary if the revote is unsuccessful. Our School Board seats are held by dedicated parents, business owners and long-time community members that gave time and careful consideration before putting this budget before the community. Our town is known for its Irish Pride and recognized for the strong commitment to Community, Families and Children, the longevity of our successful Summer Youth Program, the town celebration of Minerva Day and recognition of outstanding citizens each year are traditions we value. Our small community is a unique and special place that insulates us from some of the issues and challenges families can face in more densely populated areas, but also requires a little more effort from us to preserve this way of life. Understand that our School Taxes will not vanish and may increase as long as families and children live in our School District. Maintaining the ability to vote on the decisions in transitioning children to other schools requires a Yes vote. Save my school To the News Enterprise: I am currently a sophomore at Minerva Central School. My experience at Minerva has always been a good one, the teachers are great and are always willing to give extra help. However, I am concerned about the future of my school. Recently, our school held a vote for our budget. Sadly, this budget failed. But, due to how close the vote was, the Board of Education is putting the budget up for another vote. The main issue is that I am afraid I wonÕ t be able to return to Minerva next year. If the budget fails, then a lot of programs will start to get cut to save money. If enough extracurricular activities get cut, I wouldnÕ t want to go to Minerva anymore. I like the way Minerva is now. We canÕ t keep our school if we donÕ t get help form the community. People love to come watch sports games, musicals or concerts. But if the budget fails, those events may not happen anymore. So I am asking for help. Not for me or my friends, but for the school. here was a great turn out for the Gig Run last week end. A lot of motorcycles. Everyone had a wonderful time and willing to give for the cause. Several from the Mearns family enjoyed time at their Edwards Hill home recently. Ed Aldous was the speaker in the morning worship last Sunday when our pastor, Rev. Ron was a way. Earl Allen turned 89 on June 3 with 44 gathered at the fellowship room to help him celebrate. Rosalie Russell and Agnes Straight brought the cake with a team of horses on top. Alonzo Conlon couldnÕ t find a card with an “89” so he had three cards to make the total. There was a Ò 60Ó , a Ò 13Ó and a Ò 16.Ó It was great to see many family and friends there. Ruth did a lot of cooking for the supper meal before the gathering. Dad enjoyed looking at the cards the next morning. Thanks to everyone. Fred and Ruth Allen from Union Beach, spent a week in the area. Spending time moving things and time with Earl Allen. Many stopped by to help move things for them (Forgive me if I donÕ t get the spelling right in this article). once de Le—n may have been born 500 years too soon if some of the recent research in mice is confirmed and holds true for humans as well. Three studies indicate there is a protein in the blood of young mice that when given to old mice leads to significant improvement in cardiac and skeletal muscle functioning as well as significant improvement in brain functioning. Two closely connected groups of researchers have been involved in this work. Most members of both groups were associated with HarvardÕ s Department of Stem Cell and Regenerative Biology. Scientists from the University of California and the Howard Hughes Medical Institute also participated. In all, there were 26 different scientists involved in the most recent two of these peer-reviewed papers, and four of them participated in both research efforts. The first group showed that there were factors in the blood of young mice that when allowed to circulate in the blood of old mice for five weeks led to im-
proved blood circulation in the brain and enhanced formation of new brain cells both of which normally decline significantly as a mouse ages. Initially, the Harvard scientists actually connected the blood circulations of an old mouse and a young mouse in a process known as parabiosis, much as happens naturally in many cases of Siamese twins born to humans. With these experiments they found the neural stem cells in a few regions of the brain began to proliferate in the old mouse and blood flow throughout much of the brain was increased. Additionally, the scientists reported evidence that these old mice experienced an improved sense of smell. In parallel studies they showed that blood from an old mouse did not have any observed negative effects on young mice. When they went looking to see if these results were caused by a single blood compound or required a complex mixture of blood chemicals from young mice, they found the result could be induced by a single factor called GDF 11 which stands for Ò growth differentiation factor 11.Ó This chemical is naturally
present in the blood of young mice but declines with age; it is also a member of a large group of transforming growth factors whose various functions have been a great interest to research biologists. The second group, which had previously shown that blood from young mice could correct age-induced heart muscle enlargement in old mice, focused on skeletal muscle functioning. As in the brain, there are stem cells in muscles that become active in the repair of muscle damage. These stem cells (called satellite cells) normally age and become genetically damaged with time decreasing their ability to respond to injury. Using mouse GDF 11 made by genetically engineered bacteria they injected it daily for four weeks into the abdomen of old mice, from where it is absorbed into the blood stream. They found this treatment allowed the satellite muscle cells in the old mice to repair their genomes and go on to heal injured muscle, restoring its functioning. Furthermore, following this treatment old mice showed evidence of increased strength and improved endurance when exercising. Given that it is rare for the physiology of mice to be radically different from that of humans, IÕ m wondering how many humans might volunteer to become subjects for research of this nature. he September 2014 Johnsburg Historical Society exhibit at Widlund Gallery, Tannery Pond Community Center will consist of items loaned by residents of the Town of Johnsburg. Artifacts and antiques from private homes will be featured in a first-of-its-kind exhibit to be sponsored by JHS. Pieces that are old or interesting or funny or intriguing or sentimental or are no longer in use will be displayed in this hometown version of
Antiques Roadshow. Check out your attic, basement, garage, barn is there something there that may be of interest to the community? Examples could be tools, handcrafted items, kitchen gadgets, cookware, utensils, chamber pots, toys, clothing, footwear, oil lamps, milk cans, furniture, farm implements, sugaring supplies, logging items, etc. All loaned pieces will be returned after the close of the exhibit and no later than Sept. 30. Potential exhibitors are requested to describe in detail everything known about the item, including its usage, date of origin, names of people associated with its usage or creation, how it came to be in your possession, and if it is still in use, etc. This information will be used to write a label for the display. With the bat Gore was led by Anthony Galle triple, Shawn Mulligan and Smith, who had two hits each. June 2 Gore lost to Curtis Lumber of Warrensburg 18-9. Pitching for Gore were Jaxon Roblee, Smith, Mulligan and Nick Millington. Batting well for Gore on the day was Mulligan (3-for-3, 3 RBI), Galle (2-for-3 triple), Silas Taylor, Roblee and Jon Lorensen each had hits.
