North Creek Rotary, chamber host APA Chief Terry Martino By Lindsay Yandon lindsay@denpubs.com NORTH CREEK — Terry Martino, executive director of the Adirondack Park Agency (APA) presented the phrase, “when in doubt, seek us out,” repeatedly during her visit and presentation to the Gore Mountain Region community and Tannery Pond Community Center last week. Martino said the APA fields more than 5,000 calls and approves roughly 400 permits in a matter of months, and strives to be available and work in tandem with residents of the Adirondack Park in order to accomplish common goals. Martino visited the Gore Mountain Region and experienced some of the recent improvements in the North Creek corridor as well as the progress being made at the Frontstreet and Interconnect projects. She was guided by several members of the business community including Supervisor Sterling Goodspeed, Joel Beaudin, manager of the Copperfield Inn, Mike Pratt, manager of Gore Mountain and hosts Karen Smith and Ed Milner on behalf of the local Rotary Club and Chamber of Commerce. “I commend you for the level of activity, enthusiasm,

By Thom Randall thom@denpubs.com LAKE GEORGE — Citizens of the region paid respects Monday to the life, service and ultimate sacrifice of Army Specialist Benjamin Osborn, as a ceremonial motorcade carried his body through Queensbury and Lake George — where the soldier was raised and schooled. A 2002 graduate of Lake George and until recently a resident of North Queensbury, Osborn was killed in combat June 15 in Afghanistan — the result of an ambush. Throughout the 28-mile route, many hundreds of citizens congregated along the roadways, waving flags, holding signs paying tribute, and saluting as the hearse and Osborn family members and friends passed by in the solemn procession. His body was flown in by charter jet to Warren County’s Floyd Bennett airport Monday morning. The plane arrived at about 9:15 a.m. and members of a military honor guard carried his flag-draped casket between rows of American flags held high by members of the regional Patriot Guard motorcycle group. Kristen Lace of Long Lake and her sisters Karrah Gereau and Kate Slentz, cousins of Osborn, broke into sobs as they watched the casket being lowered from the jet.

Circus rolls into North Creek, benefits local Rotary Club By Lindsay Yandon lindsay@denpubs.com NORTH CREEK — The Kelly Miller Circus, founded during the Great Depression, will continue its circus traditions with two performances in North Creek July 9 at Ski Bowl Park. The first performance is scheduled for 2 p.m and the second at 7:30 p.m. The circus celebrates it 72nd year, founded in 1938 by Olbert Miller and his sons Kelly and Dores. Still upholding the family tradition it grew from, the tented circus has seen the passing of over half of this century and still offers the same family entertainment it presented in its humble beginnings. “The 2010 season promises to be even more exciting than past years with many new acts and entertainers to amaze and amuse you,” said North Creek Rotary member Phil Santasiero. “Come out and enjoy a day of fun filled excitement at the circus.”

Sponsored by the North Creek Rotary Club, this year ’s show features elephants, horses and a cast of international circus stars under a circus big top. The grounds will be open for observation of the set-up process at 7:30 a.m. All are welcome to come take in the free show. Guides will be available. The tent raising itself will take place at 9 a.m. “Enjoying a day at the circus means a lot more than just old fashioned family fun,” said Santasiero. “The event is also a great opportunity to support all that the North Creek Rotary does in the local community.” Tickets are $10 for adults and $6 for children. They are available in North Creek at Community Bank, North Creek Deli & Market place, North Creek Chamber of Commerce, Nice & Easy; in Minerva at Murdies General Store and Sullivan’s; in Indian Lake at Pine’s Country Store; in Pottersville at Mice and Easy; in Chestertown at Main Street Ice Cream Parlor; and in Warrensburg at Cronin’s Golf Resort.

The Kelly Miller Circus will visit North Creek July 9 with two performances at Ski Bowl Park.

Upper Hudson River Railroad welcomes new train to North Creek station, first since late 90s lindsay@denpubs.com NORTH CREEK — Upper Hudson River Railroad’s (UHRR) North Creek station bustled Monday afternoon as personnel, including railroad manager Cliff Welz, welcomed a new 1943 American Locomotive Company (ALCO) S2 train to the local tracks. “We were excited to see it roll in,” said Welz. “And we are certainly happy it’s

here.” The train made the trip from Schenectady via a wide load tractor trailer. It will begin hauling passenger cars as soon as it is qualified by the Federal Railroad Administration (FRA), according to Welz. “We expect it to begin use on the tracks by the second week in July,” he said. The S2 was ALCO’s best selling engine in the mid1900’s and brings years of history to local riders and train enthusiasts alike. It will join the two existing engines at the North Creek station and increase their passenger capacity to accommodate for the new route that will operate from Corinth to Thurman, opening on July 14.

On the heels of two Thomas the Tank weekends as well as special Americade and Father ’s Day trips, the UHRR officially opens July 1. The trains were filled to capacity for the Thomas weekends and did significant business for the other special events. Welz is optimistic about the upcoming season for UHRR. “As we continue to grow in capacity, it is a sign of good things to come for the railroad,” he said.

The proceeds will benefit local not-for-profit organizations in the town of Johnsburg each month. It will be the group’s responsibility to empty the bin each week during the month they are assigned. Organizations interested in participating can contact the town hall at 2512421 ext. 21 or e-mail mail@johnsburgny.com with “Deposit Bottle Fundraiser" in the subject line, or visit our Facebook page.

By Lindsay Yandon lindsay@denpubs.com NORTH CREEK — Fiber artist Alice Wand and photographer Erin Coker will exhibit their art at the Widlund Gallery of Tannery Pond Community Center (TPCC) from June 25 through July 29. “We are always excited to bring in new and innovative artists to the gallery, but to have two join us is a real honor,” said Elise Widlund. Alice Wand, a resident of the Adirondack Park for 35 years, lives near Willsboro on Lake Champlain. Her work starts and focuses on handmade paper. The collage artwork, “Forest, Fields and Flowers” being exhibited at in the Widlund Gallery explores the beauty of the outdoors. The exhibit includes landscapes of the region and close-ups of a series of orchids, focusing primarily on textures. Wand makes her own paper from abaca fiber, which is in the banana plant family. By making each sheet very thick, she can texture the surface in a unique way. Then, using acrylic paint, she highlights the surface of the paper. She also takes a digital photographs of each chosen scene and enlarges it. From the enlargement, she

cuts out organic shapes appropriate to her artwork and attaches them in places on the surface of the artwork along with the cut up pieces of handmade paper. Each collage artwork consists of her painted handmade paper and digital photography, which has been attached to a wood panel. Coker of Glens Falls, staff photographer for the Post Star, received a grant from LARAC (Lower Adirondack Arts Council) in 2008 to photograph nine community members with Down syndrome. The project included teaching them how to photograph community events. The resulting images are the result of incorporating the participants’ event views with Coker’s portraits of the nine. “The project stemmed from a childhood relationship with a young man who had Down syndrome,” said Coker. “The main goal was to give the gift of photography as a tool to use as a form of expression.” “The photographs captured the energy, eagerness and vibrant personality of these nine in a wondrous way,” said Widlund. For more gallery information, call 251-2421 or visit www.tpcca.org.

JOHNSBURG — Stop by the Town of Johnsburg Library on July 29 between 3 - 6 p.m. and Ted Comstock, who has been appraising books and antiques for over 25 years, will look at your old books, photographs, etc. Inspired by the Antique Road Show on PBS, the cost for appraisal is $5 per item or three items for $12. Proceeds benefit the Town of Johnsburg Library. Joining Ted, is Kathryn Greenwold, as she returns to the library to appraise quilts. Her verbal appraisals are $10 each and written appraisals can be scheduled. Call the library at 251-4343 for more information.

Osborn from page 1 We’re so proud of him and his service to the nation,” she said. “We’re going to miss him so much — he gave the best hugs.” Bob McAvoy of Glens Falls watched as the casket was seemingly engulfed by dozens of American flags in the patriotic display. “Ben Osborn gave everything for us, so we need to be here for him and his family,” McAvoy said. Family members and friends gathered in a cordoned-off area at Ben Osborn the airport, receiving Osborn’s body, as state, federal, county and local officials paid their respects. Among them were Warren County supervisors Frank McCoy of Lake George, Ron Conover of Bolton, Red Pitkin of Thurman, Kevin Geraghty of Warrensburg, Frank Thomas of Stony Creek, and Dan Stec, Fred Champagne and Dave Strainer of Queensbury. They were joined by Lake George Village Mayor Robert Blais, state Sen. Elizabeth Little, and U.S. Rep. Scott Murphy of Glens Falls. Soon afterwards, the procession — led by a dozen or so state and county police cars and about 100 motorcyclists including the Patriot Guards — pulled out of the airport. The gathered politicians rode in a trolley near the rear of the motorcade. In the airport driveway, the motorcade passed underneath a giant American flag, draped from atop tower truck ladders of the Queensbury Central and Kingsbury fire companies. Firefighters in formal attire from Lake George, North Queensbury, Queensbury Central, Bay Ridge, South Queensbury, West Glens Falls and Pilot Knob all stood at attention as the hearse exited the airport. Most of these firefighters joined in the procession. From the airport, the motorcade headed up Queensbury Avenue onto Hicks Road, then north on Ridge Road. At the intersection of Ridge and Oak Valley roads — near the Osborn family home — the hearse pulled underneath a giant American flag flown in tribute by the Kingsbury Fire Co. from their tower truck. The motorcade then proceeded up Route 9L through the communities along the east side of Lake George. At various marinas, vacationers, employees and boaters — some clad only in trunks — gathered and waved flags as Osborn passed by. One man, standing several feet in the roadway, held his arm straight out into traffic as he turned his head and sobbed. Another stood atop the cab of his pickup, waving a large flag. At intersection after intersection along the route, people saluted or held their hands or caps over their hearts — many in tears — while others waved American flags, bearing somber expressions. Many wiped tears from their eyes. County and state police officers on duty to redirect traffic at intersections, paused to give formal salutes as the motorcade passed by. Queensbury firefighters, saluting and in full dress, were lined up in a diagonal formation. A crowd gathered on the opposite corner of the intersection to pay their respects. North of Bay Road, a group of young adults held up an American flag with metallic duct tape on it, bearing the message “Thank You, Ben.” Farther west, groups of people gathered in front of the East Cove Restaurant and the American Legion Post 374 to salute Osborn. The motorcade passed by where Osborn had been schooled for seven of his early years — Lake George Elementary School. There, schoolchildren and staff pressed against the chain-lank fence, waving flags in Osborn’s honor. At the corner of Route 9 and 9L, Lake George town employees lined up in front of all the town highway trucks and heavy equipment. Across the road, dozens of schoolchildren were gathered in the Gift World parking lot, waving flags. The procession continued, traveling north on I-87 a mile or so to Exit 22, then came south through Lake George village. In front of one motel after another, motel owners, managers, guests, and chambermaids clad in smocks gathered on the sidewalks and paid their respects. Standing on Canada Street, Ted Galusha of Warrensburg cried while he watched the motorcade go by. “Oh man, I’ve never seen anything like this,” he said. “Guys like Ben Osborn fight for all of our individual freedoms that we enjoy every single day.” In front of Lake George High School, students held up a large sign reading, “Thank You, Ben — Lake George’s hero.” The hearse stopped in front of the school, for a rendition of Taps played by Joel Matthews of the Lake George Community Band. Throughout the procession, many wore shirts emblazoned with “40,” which was Osborn’s football jersey number when he was a determined, accomplished linebacker and tight end on the high school team. The motorcade continued into the center of the village, which was packed with mourners and area visitors paying their respects, then it turned up Beach Road. Passing by the Minne-Ha-Ha, the ship’s steam-fired calliope played “God Bless America” while employees of the Lake George Steamboat Co., dressed in black and white, stood at attention. Nearby, several Fort William Henry 1750s war re-enactors saluted the hearse. Farther southwest lining the streets, was a crowd of firefighters in full dress, including those from Warrensburg, Lake George, North Queensbury and Riverside, who stood in tribute to Osborn under another giant American flag hung from extended ladders of both Lake George and West Glens Falls fire departments’ tower trucks. The motorcade continued up Fort George Road and Route 9 south to Quaker Road, then east to Regan & Denny Funeral home, where calling hours were set for 3 to 7 p.m. Wednesday for Osborn’s relatives and friends, Lake George Supervisor Frank McCoy said. “This was one of the most moving experiences of my entire life and I’m sure it was for hundreds of others in the region,” he said. ”The folks of Lake George and Queensbury really came together and expressed a unforgettable tribute to Ben Osborn, our fallen hero.”

Finding solace in the garden

I

have not spent much time at the garden this last week. We had a family tragedy and I was away. We always think that these things only happening to other people, but tragedy happens to everyone at some time in their lives. It is how they deal with it that is important. What good came out of this horrible accident? That is a difficult question. When something like this happens, one tend to By Ski Bowl Park Gardening Group question their life and their beliefs. Tragedy can bring out the best and worst in families. Family and extended family show up, and people that we have lost touch with call and the strength of numbers carries us along. Yesterday, I went down to the garden and just sat on the swing in my numbness. I let the beauty and solitude wash over me. Gardens are good therapy. They make us work hard, sweat and get dirty. They can give such satisfaction. The essence of life is in the garden - ever changing, growing and dying - all parts of the circle. I think I will do a memorial for my brother-in-law at the Ski Bowl Garden. I guess I can understand why others donated to the garden in memory of their loved ones. Mysteries can be found in the garden - why some things flourish and some things wilt and die. It is full of life and life needs to continue in all of its complexities.

Trick Question: How far north did Confederate forces get during the Civil War? Most of us were taught in school that it was Gettysburg, Penn., where in July of 1863 Robert E. Lee’s “Second Invasion of the North” was turned back by Union forces under General George Meade. Others, who like me thrive on Civil War history, might answer, “No, it was General Jubal Early’s Confederates on the outskirts of the Pennsylvania state capitol at Harrisburg that same month.” Actually, the answer may be St. Albans, VT. - 30 miles north of Burlington. In early Oct. of 1864, 21 confederate cavalrymen slipped over the Canadian border and entered St. Albans in twos and threes disguised as “sportsmen.” On Oct. 19, 1864, at 3 p.m., they simultaneously robbed the three banks in town and held the townspeople hostage. They also intended to burn the town to the ground, but the bottles of “Greek Fire” they had brought with them failed to work. In the end, only one shed was burned. They escaped back to Canada with $88,000. They were arrested by Canadian authorities at the border but later released when the courts determined these men were acting under military orders. Canada, like her mother country England, was neutral in this war. Most of the money, which was to help finance the south’s continuation of the war, however, was returned to the banks in St. Albans. One can only wonder how the folks in Johnsburg and throughout the Adirondacks reacted to the news of that attack. The following Civil War veterans are buried in Union Cemetery in North Creek, joined by Charles Austin (killed in the war), David Austin (killed in the war), Rollin Austin (killed in the war),

Age 20 and listed as a farm laborer in the 1860 Johnsburg census. Served in Co. D, 175th NYVI. Died Aug. 30, 1918. Austin, Julius R. Born April 29, 1837, son of Sylvester and Maria (Thomas). Served in Co. B of the 1st Vermont cavalry. Died Aug. 9, 1920. Bailey, Lorenzo D. Born 1804, which would have made him 57 at the start of the war (1860 Johnsburg census has him age 54 which will give a birth year of about 1806).

Reaction to JCS Citizens Budget Committee June 12 letter To the News Enterprise: Certain people both inside and outside the Johnsburg Central School establishment were reportedly displeased with a phrase in the JCS Citizens Budget Committee's letter that appeared in the June 12 News Enterprise. Perhaps the committee won't object if I respond. What I found remarkable was the fact that those expressing displeasure with the letter made no mention of the facts or analysis that formed the foundation for JCS Citizen Budget Committee’s criticism of the board's approval of the contingency budget. It's as if everyone recognized there was no valid justification for it. Instead, what they chose to focus on was the last sentence of the letter which read, “Working together we can surely clean out the stable.” Some found the phrase “insulting,” and a couple managed to come up with, “It made teachers and/or students out to be barnyard animals.” That is a stretch to say the least. But, since I certainly don't want anyone's feelings needlessly hurt by a misunderstanding, let me offer up the following clarification: “Cleaning out the stables” is common expression or metaphor that likely had its origin in Greek Mythology. Hercules was given a set of difficult tasks to do, one of which was to clean out the Augean stables. It was a nearly impossible task to perform, but being Hercules, he was able to accomplish it with a lot of hard work. This was how the phrase was used in the JCS Citizen Budget Committee’s letter, and to find something else in it is to misread its meaning and intent. Today, we have a very, very difficult task to accomplish as well. It has taken years of bad decisions, for which we are all responsible to a greater or lesser extent, to create the fiscal mess we are now in. But, if we stick to it and use our efforts and votes wisely over time, we can surely get the job done. Tony Moro North Creek

partnership and branding work you have accomplished,” Martino said. “I was pleased to see that you appreciated the natural history that this area possesses and all that we have to offer visitors.” Prompted by a question from Minerva resident Dave LaBar, Martino hinted at where the APA would like to see Adirondack development go in the next few years. “We must be committed to our community and our environment,” she said. “An efficient permit process will allow residents of the park to live and work in a very special place.” She also discussed sustainability and made note of what an attractive home that the Adirondack Park provides for green business opportunities. “Technology and development are the most important issues right now,” said Keith Tait, environmental science professor at SUNY Plattsburgh. “It’s important for the APA to recognize the needs of the year-round residents.” Martino acknowledged that the APA has never denied a permit for cell towers within the park and said the agency is pleased with that track record. The APA recognizes the need for cell and broadband service, she said. The agency also created a classification process that was designed to drive development to communities within the park that can handle it, Martino said. “We need to take steps to reverse negative trends together,” said Martino. “There is a strong message of local and regional opportunities within these communities.” After 23 years of service with the Adirondack North Country Association (ANCA), Terry Martino was appointed executive director of the Adirondack Park Agency in July, 2009. During her tenure with ANCA – a group dedicated to community development, environmental stewardship and consensus building – Martino was involved with various projects such as the Scenic Byways Program and organization of the Common Ground Alliance. She was deeply involved with the Alliance’s “Blueprint for the Blue Line”’ which did a detailed analysis of significant problem areas within the economy and ecology of the park. “The APA hopes to join you in building on the attractive ingredients of the Adirondack Park to make it a pleasurable place to both visit and live for many years to come,” she said. For more information regarding the permitting process, visit www.apa.state.ny.us.

Gore wins tournament, finishes season 12-0 NORTH CREEK — North Greek Gore won their year-end tournament to finish the season undefeated at 12-0. The 2010 Gore team players included Mark Cleveland, Josh Donohue, Brandon Tyrel, Andrew Sponable, Aidan Connelly, Dawson West, Dalton Stevens, Will Davis, Sebastian Wood, Mike Wilson, Morgan Beswick and Trevor McKinney. In the semi-finals, Gore gave up five runs in the first inning to fall behind 5-0 right off the bat, but pitcher Connelly settled in and only gave up one run in the last five innings to get the 12-6 win. With the bat, Donohue was three-for-four with a double, two runs and four RBIs. Sponable was three-for-four with two doubles, two runs and two RBIs. Cleveland was two-for-four with a home run, two runs and two RBIs. Tyrel was two-for-four with a double, two runs and RBI. Stevens was two-forthree with a run and a RBI. Connelly and West both added hits. Cleveland, Donohue, Tyrel, Connelly and West all played solid defense. In the championship game, Sponable pitched a one hitter and Tyrel hit a two-run home run to lead Gore to a 3-1 win. Sponable gave up only one hit while strik-

ing out 12 batters. In the last inning he struck out the order to start the Gore celebration. In the first inning after a Sponable’s single, Tyrel hit his first home run of the season. “I couldn't think of a better time to hit your first home run,” said coach Rand LaFountain. Also adding hits were Cleveland and Stevens, as both teams pitched well and played great defense. Over the weekend two players hit key milestones while playing for Gore. Cleveland had the 50th RBI of his career in the first game and Sponable had his 50th career hit. Connelly set a team record on the season, striking out only one time all season. “I would like to thank the players and parents for a great season,” said LaFountain. “It has been a lot of fun to coach these boys.” The Gore team would like to congratulate the other three majors Johnsburg teams on their seasons. Congratulations to the Wildcats softball team for their division championship and to the Blue J's softball team for winning their year-end tournament.

BY ORDER OF THE BOARD OF SUPERVISORS JOAN SADY, CLERK COUNTY OF WARREN, NEW YORK LOCAL LAW NO. 2 OF 2010 A LOCAL LAW R E G A R D I N G PUBLICATION OF LOCAL LAWS ADOPTED BY THE COUNTY OF WARREN BE IT ENACTED, by the Board of Supervisors of the County of Warren, New York, as follows: SECTION 1. Legislative Intent. County Law, Section 214(2), generally requires that a true copy of each local law be published in the official newspapers at least once per week for two (2) successive weeks after the local law has been adopted. In order to reduce costs, the Board of Supervisors desires that the publication of the full text of each law be generally discontinued (reserving the right to publish the full text if a particular local law sets the same forth as a requirement) and instead require a Notice of Adoption and abstract to be published containing sufficient detail to provide the public with notice of the adopted local law and its effective date. This Local Law is adopted pursuant to Article 9 of the Constitution of the State of New York and Municipal Home Rule Law, Section 10. Authority is found in these laws as interpreted in the 92 Opinions of the Attorney General 1, and elsewhere. SECTION 3. Publication Requirements. Except in those instances where the Board of Supervisors shall direct publication of the full text of a local law as a requirement set forth in said local law, upon adoption of each local law of the County of Warren, the Clerk of the Board of Supervisors shall cause a Notice of Adoption and abstract of each local law to be published in official newspaper(s) at least once per week for two (2) successive weeks, the first publication of which shall be had within ten (10) days after such local law has become effective; provided, however, that any Notice of Adoption and abstract that is prepared for any local law which is subject to a permissive referendum shall be published in such

official newspaper(s) at least once per week for two (2) successive weeks, the first publication of which shall be had within ten (10) days after such local law is adopted. The Notice and abstract shall be considered sufficient provided that the same sets forth the title of the local law, the number and year of the local law, information that would be sufficient for a Notice of Public Hearing (the type of public hearing provided for under Municipal Home Rule Law Section 20), the effective date of the local law, and a statement that a complete copy of the local law may be obtained by contacting the Clerk of the Board of Supervisors at the Warren County Municipal Center, 1340 State Route 9, Lake George, New York 12845 or by calling a telephone number to be provided by the Clerk in such notice or abstract.
