SUNY ESF reaches agreement with APA on Newcomb VIC Facility to remain open By Lindsay Yandon lindsay@denpubs.com NEWCOMB – Adirondack Park Agency (APA) and SUNY College of Environmental Science and Forestry (SUNYESF) officials announced an agreement last week that will ensure the Visitor Interpretive Center (VIC) in Newcomb continues to serve as an important environmental programming facility. The APA will transfer ownership of the staterun buildings and equipment to SUNY-ESF July 1 with no exchange of payment. Over the next several months, the college will begin a transitional period with a goal to manage future Newcomb VIC programs. During this period, SUNY-ESF will integrate operations of its Adirondack Ecological Center and the Northern Forest Institute at the Newcomb VIC facility. APA and SUNY ESF officials joined Newcomb Supervisor George Canon at the VIC in Newcomb to speak publically about the transfer. “The Agency is pleased that the great legacy of environmental programs performed so effectively by our dedicated Newcomb VIC staff will continue under the leadership of SUNY-ESF,” said APA chairman Curtis F. Stiles. ”Over the past two decades, hundreds of thousands of people experienced firsthand the wonders of nature because of the Newcomb VIC and its loyal staff. We commend SUNY-ESF for coming forward in these difficult financial times and providing this opportu-

nity to continue educating people on the importance of conservation and preservation.” The agreement includes the transfer of all stateowned buildings on the 236-acre Newcomb site. The 6,000-square-foot main public assembly building with its 150-seat multiple purpose room, 700-square-foot exhibit room and staff offices as well as an adjacent 2,500-square-foot garage and classroom building will be surrendered to SUNY-

ESF. After Dec. 31, programming needs in reference to staffing, hours of operations, public visitation, special programs inclusive of groups and schools, off site programs and outreach will be directly managed and funded by SUNY-ESF. Trails and facilities will continue to be open to the public free of charge. The two state VICs — one at Newcomb and the other at Paul Smiths — share a $500,000 annual budget. Discussions have been ongoing about whether Paul Smith's College will take over the Paul Smiths VIC. Because the facility was given to SUNY-ESF, the operating agreement will both save the state in its annual budget and provide an affordable opportunity to SUNY-ESF, according to William F. Porter, SUNY ESF director. He said officials at SUNY-ESF welcome the opportunity to expose their students to what the Newcomb VIC facility can bring to their environmental studies program. “This new initiative extends the mission of the AEC, with additional educational resources for both students and visitors so they can learn about the wonders of ecology in the Adirondacks,” said SUNY-ESF president Cornelius B. Murphy, Jr. It took a partnership for the Newcomb VIC to originally come to fruition and it again took a partnership for it to continue serving the Newcomb community, according to Canon. “We are turning over a new leaf,” he said. “This is a new and exciting opportunity for the Town of Newcomb and I view it as a win-win situation for all involved.”

Johnsburg sends off 24 By Lindsay Yandon lindsay@denpubs.com JOHNSBURG — Cory Gazaille, president of the Class of 2010 put into words the feelings of graduates as Johnsburg Central School students received their high school diplomas June 26. “This is one of the most important days of our lives,” he said. Sending 24 new students out in to the world, JCS welcomed back 1974 alumnus Andre Poulin. Poulin is a former producer of NBC’s “Today” show and is now an independent network producer. He congratulated the students and encouraged them by example to be all they can be. Kelsey Williford and Kelly Blackhurst were honored as valedictorian and salutatorian. Both gave speeches at the event. JCS students will now enter the working

world, continue their education and even travel abroad. Twins, Emily and Samantha Burns will go their separate ways for the first time in their lives as Emily moves on to school in France for a year and Samantha is headed for Belgium to do the same. Holly Osowiecki, will join the Burns girls as she too travels to France soon. All three girls are sponsored by the local North Creek Rotary as exchange students and were honored with their parents last week at their annual dinner. JCS Seniors showcased their talents while performing vocal and musical presentations for the audience. They also presented a local tradition — a photo sideshow with photos of each individual graduate. Superintendent Michael Markwica and principal Nadeen Kearney gave out the awards. Members of the school board presented the diplomas.

NORTH CREEK — It is no secret the town of Johnsburg has been heavily impacted and shaped by a prevalent local ski community and industry. The North Creek Depot Museum will pay tribute to the history of Johnsburg’s skiing history with a new exhibit opening Sunday, July 11, at 5 p.m. The grand opening, combined with the celebration of the museum’s 10th anniversary, a gala event will welcome the new exhibit on that evening. The exhibit is generously underwritten by the Rivendell Foundation from North River. “The new exhibit reflects how important the evolution of the skiing industry was and still is to the town of Johnsburg,” said museum director Michelle San Antonio.

BUILD • UPDATE REPAIR Construction • Carpentry • General Contractor

The schedule for the gala event will include several informational talks exploring the ski trains, development of the rope tow, the history of the 10th Mountain Division, and the origination of the nation’s first ski patrol. Also included will be catered hors d’oeuvres, beverages, music, and remarks by local dignitaries, seasoned skiers, and members of the Depot Museum. “The museum is excited about this new exhibit and could not have done without the help of the entire community,” said San Antonio. The business sponsors for the event include barVino; Community Bank, NA; Brenda Foley, CPA; Glens Falls National Bank; and Johnsburg Historical Society. The public is welcome to attend the gala event and tickets are available for $25 by calling 251-5842. For more information, visit www.northcreekdepotmuseum.com.

Newcomb students encouraged to go for their ‘dash’ By Lindsay Yandon lindsay@denpubs.com NEWCOMB — Former Newcomb Superintendent Dr. Barbara Kearns looked fondly over the class of nine that graduated from Newcomb Central School (NCS) on Friday as she encouraged them to “go for your dash.” Kearns, who came to NCS in 1998 and served as school superintendent for 15 years, returned to deliver the commencement address. She claimed that the dash in between the years that one lives is the most important part. It in-

cludes the things they accomplish and the memories that they collect. “Find time for volunteering and community service,” said Kearns. “Seek out friends that bubble you up.” Kearns referred to a Linda Ellis poem as she ensured the graduates that they are both valued by their home and capable of facing the world ahead of them. During the ceremonies, awards were presented to the class of 2010 by Superintendent Skip Hults and class advisor Terri Smith. Diplomas were presented by Board of Education president Steve Freiman.

Hults personalized the evening by speaking directly to each graduate about the things they possessed that would help them to be successful in their post-NCS endeavors. Valedictorian Shelby Poulton presented an address in acceptance of her scholastic honors. “Our turn to play in the sand box is over,” she said. “Things will never be the same again.” She spoke on behalf of her class in thanking the faculty and staff at NCS for support. “We would not be up here today without all that you have done for us,” she said.

Ten bid farewell to Minerva Central School By Mike Corey denpubs@denpubs.com MINERVA — Nine students, including one BOCES graduate walked the halls of Minerva Central School for the last time June 26 after an intimate graduation ceremony. MCS’s 85th commencement ceremony was a day of pride and accomplishment combined with sadness as the members of the Class of 2010 went their separate ways. “Our teachers both challenged and encouraged us to excel, and will continue as we move on to

new lives and adventures,” said salutatorian Kailyn Rae D’Avignon as she spoke on behalf of her class. D’Avignon mentioned each of her teachers individually and thanked them for their contributions to the class’s success. MCS principal Heidi Kelly took the podium and challenged the graduates to find their places in the world. She waved the students’ kindergarten report cards in front of the audience, and used these reports as a baseline for what the class had accomplished and could yet accomplish. “Our planet’s in need of people who care — acting responsibly is

part of what you are,” she said. “Go out in the world and play nicely with others.” Future plans vary for the Class of 2010 — some will be moving on to college and others will be entering the workforce. Despite what these plans include, valedictorian Tim Fabin ensured his fellow classmates they “CAN” become the people they long to be. He also spoke of kindergarten, elementary school, the middle school years, and their high school experiences. “What could I have done to better myself over the past 12 years? Should I have worked harder to

achieve success? What will my life away from Minerva Central School be like?,” he asked. These are not easy questions, acknowledged Fabin. But, they are important ones. “The past and present will help guide us into the future. Take the time to think about your past, make any changes you need, and lean forward into your life, ” he said. The ceremony concluded with a senior video, highlighting each graduate with individual photos. Superintendent Tim Farrell pronounced the class graduated and sent them off into a world.

Minerva Citizens of the Year — quietly working for the community By Mike Corey denpubs@denpubs.com

MINERVA — Katy Smith and Jake Hitchcock are folks often seen around, talked about, but hardly ever heard. They are involved in many things, working in the background of volunteer projects. It’s this spirit of quietly doing things that benefit the community that made them this year ’s choice for Minerva’s Citizens of the Year. Both Smith and Hitchcock would rather be in the background, quietly working as volunteers.

Johnsburg Goes to War: 1861-1865 H

appy Fourth of July! This weekend we’ll all enjoy parades, picnics, fireworks and be surrounded by American flags. Although the 13 horizontal strips (with the red stripe always on the top and bottom) few will realize the pattern of the stars on the flag were not standardized until President Taft’s administration issued an executive order to that effect in 1912. Prior, all that was required was the proper number of stars in the blue rectangle, officially called a “canton,” and those patterns varied widely. Many were quite artistic. During the Civil War the stars on the flag increased by three due to the admission of Kansas, West Virginia and Nevada as states. Even after the South seceded from the Union, President Lincoln would not allow any stars to be removed from the U.S. flag. The first national flag for the Confederate States was the “Stars and Bars.” The southern states wished their flag also draw on the heritage of the American Flag and therefore it looked quite similar to the United States flag. This became a problem for commanders trying to identify their troops, especially at a distance and amidst the clouds of black powder smoke swirling an active battlefield. After much confusion at the First Battle of Manassas in 1861. General Johnson, the Confederate Commander-inChief at that time, then required each Confederate state to provide their own individual flags, but only Vir-

W

ginia did so. Later that year the Confederates adopted a “Battle Flag” that featured a large cross in red, white and blue, reminiscent of the British Union Jack, which today we refer to as the “rebel flag” and which was distinct from the U.S. flag on a battlefield. Additional Civil War veterans buried at Union Cemetery, North Creek, not listed in earlier columns: Cross, William S. Born 1840, son of “A.J.” (41 at the time of the 1860 Johnsburg census) and Susan Jane (Bromley). William was 20 in 1860 and served in Co. D of the 175th NYVI. Died May 24, 1924. Dalaba, William Born Sept. 5, 1838, son of William. I believe the mother ’s name to have been Ester (Hume) Carey. If so Phebe Carry, who I wrote about in my book “Echoes in These Mountains” would have been young William’s younger sister. Not clear which units William served with and probably enlisted in Chester. Died May 17, 1922. Durking, Morris Born 1836, names of parents unknown. Married to Mary E. Locke when he enlisted. Served in Co. E, 118th NYVI. Died April 3, 1888. Galusha, Jonas Born 1830 and listed as 31 in the Johnsburg 1860 census, son of Reuben

hen I drove around the corner from Main Street onto River Road the other day, many tall yellow flowers caught my eye. Why didn’t I see this plant last year the many times I walked to town? There are so many plants of this species there now, they must have been there. This is a “lifer,” but not a welcome one. “Biodiversity” is not a good thing when it means another non-native plant, and this one is a doozy! A couple of years ago I heard about someone cutting roadside plants up in North River and getting a really nasty allergic reaction on their arms—red, swollen, itchy and big blisters. These plants caused the problem. They are about four feet tall, are in the parsley family so they have highly dissected leaflets; they have ribbed stalks, and tiny yellow flowers in a flattish umbel—which is a cluster of flowers whose stalks all start from the same place, like Queen Anne’s Lace. If you see any of these you should notify the town highway supervisor who will warn his crew to be careful cutting along the roadside. I cut most of the flowering stalks wearing gloves, long sleeves and long pants, but left one flowering stalk for him to see at the corner of Main and River Road just over the guardrail. But Google it if you want to see a picture. So, by Wednesday I had tiny non-itchy blisters on the underside of my left forearm. That’s not how poison ivy starts for me, and I hadn’t been in any that I knew of. I get a few very itchy blisters. In a couple days my arm developed be red patches and blisters, but it still hardly itched at all. In another couple days I developed some red rash on the tops of my feet, and when I finally looked, I had red spots all over my body, but not blisters. Never in my life. But, here’s the thing: wild parsnip has a photo-sensitizer in the juice of the stems. You can brush the undamaged plant with bare skin and nothing happens. And also nothing happens until sunshine hits that area on your body and you get a red and painful sunburn! Nothing like that in my case. Prednisone is fixing me up but I have no idea what caused the blisters. Another new invasive for me on my road is garlic mustard. There were a few healthy plants on dirt that had been moved in from elsewhere, I guess. It has tiny white flowers with four petals, is often three feet tall, and the leaves are pointed, triangular, coarsely toothed, and smell of garlic when cut. It can be eaten, but it has the bad habit of spreading throughout a hardwood forest, shading out all the spring ephemerals we look forward to every year — hepatica, spring beauty, trout lily, yellow, white and purple violets, trillium, Dutchmen’s britches, squirrel corn, Jack in the pulpit and many others. A plant I have been worried about for many years is now really taking off across the road — Japanese barberry. It has those beautiful shiny red berries in the fall but the birds or other animals must eat and deposit them around in the woods. Nurseries are still selling them and people planting them — including in front of Tannery Pond CC and the library! A little farther south barberry is taking

Sr. (69 at time of 1860 census) and Hannah (Sheffield). Enlisted in Plattsburg Sept. 3, 1864 and paid an enlistment bonus of $100 in three installments. Served in Co. D, 175th NYVI. Brother to James and Silas who also served in the war and listed earlier. Died Dec. 13, 1897. If you have any information, pictures or diaries of these men or their families, or of the Johnsburg Civil War soldiers I have listed in earlier columns, I would welcome hearing from you. over the understory of forests, making a stickery thicket that nothing can penetrate. Except deer mice, who think it is a good thing, and they live safely under it. Of course deer mice carry deer ticks which carry Lyme disease. It has been noted that where there are barberry thickets, there is more Lyme disease. And it is a dangerous disease we will need to be able to recognize as winters continue to warm and ticks to survive farther north. So — who cares about invasive non-natives? I do, and you will too if you get mixed up with wild parsnip. Or with a friend’s suggestion for my problem, Giant Hogweed! That is actually still being planted in people’s gardens because it is so impressive, but it has the same photo-sensitizing effect. Google that one too.

When he picks up the mice by their tails and swings them around, he reminds me of a cowboy twirling his six-guns. He’s also an expert in ant control. The three ants, chomping on wood, don’t stand a chance against “Cat’s Eye.” He’s “The Best of the Best to get rid of your pests.” It must be nice to be so self assured. We’ve had a little pest problem this spring. Our driveway is full of ant hills, and we’ve been killing both large and small ants indoors. Also, some critter took down one of the bird feeders and left it empty in back of the house. We never saw the culprit. Since the Harrington Road Bridge has been out, we get only local traffic. A neighbor remarked with the decrease in vehicles we might see more wildlife. I’m always eager to see animals. Sometimes I get carried away. As Tweety Bird would say, “I taw a putty tat” last week. It was lurking in the tall grass on the far end of our meadow. I didn’t know of any neighbor with a yellow cat. After three or four days it had grown in my imagination. I had just about convinced myself that what I saw was an immature bobcat or young mountain lion. Yesterday, I saw it again, this time walking down the road. It is just an ordinary domestic cat. I’ll have to forget about mountain lion sightings. However, a moose would be nice!

not in educating our children. For the 2011 school year the 2nd grade will be combined into one class. I have been told this will continue to be the development if there is no support from parents. According to the school, there has not been support from those in opposition to the proposed budget cuts. Parents, please step up! Please stand with me and show our support towards our school and school board. The quality of our children’s education is at stake.

voters said “no” to a budget, which included a new pre-k program. In the contingency budget, the pre-k program was included anyway, without any assurance of how many children would enroll for it. The Johnsburg School Board has not been sensitive to the taxpayer. The budget was voted down almost 2-1. The board is not listening to the citizens of Johnsburg. Hopefully, they will pay attention to the JCS Citizens Budget Committee, which does listen and represents the views and concerns of the community.

Rachel DeGroat Concerned Parent

Attention parents of JCS students To the News Enterprise: I am a stay-at-home mother of four children and I have great concern for their future at Johnsburg Central School. JCS has been a great place to educate our children. JCS is known around the area to be a great school. The school has small class size, good student/teacher ratio, and teachers who work diligently to educate our children and care deeply about the students. I hope everyone is aware of the changes that are happening at the school for the coming year. I want to express that I am greatly concerned with the development to lower the budget. While I know that we all are experiencing hardships, I am deeply concerned when it adversely impacts our children’s education. Let’s cut the budget somewhere else,

Margaret Prashaw Waltrude Durkin Mavis Mahoney Norma West

North Creek residents question school board To the News Enterprise: I and my friends who have signed below are seniors and long standing natives of North Creek. I attended a Johnsburg School Board meeting on May 24 only to find out that the board had created a pre-k program despite the fact the taxpayers and voters had turned the budget down. This is just plain wrong. The board should instead have reduced budget expenditures, and reduced the school district tax levy. Moreover, the economy doesn’t warrant this extra program. There’s a time when you have to do the correct thing. The

For families with no health insurance or inadequate health insurance, The Children With Special Health Care Needs (CSHCN) Program helps families who need medical services for their developmentally delayed or disabled children. Families of eligible children are assisted in obtaining health insurance and referrals are made to other services such as Early Intervention (for children ages birth to three) and Preschool Special Education (for children ages 3 to 5). If children are identified with vision or hearing problems, arrangements can be made for medical assistance.

DOT denies bed race permit, races still on

Indian Lake graduates a family, not a class By Lindsay Yandon lindsay@denpubs.com INDIAN LAKE — Like most schools in local communities, Indian Lake Central School uses its size to create unique class dynamics. During their graduation ceremonies on June 26, ILCS handed diplomas to 17 graduates, most of whom have been together since kindergarten. The class of 2010 grew up together and will not move on to post-graduate endeavors together. One hundred percent of the class applied to collegiate education — a much higher percentage then normal, according to Indian Lake guidance coun-

selor Genine Longacker. “We are very proud of them and we hate to see them leave,” she said. Merrill Pine and Jenna Roblee were awarded special honors as this year ’s valedictorian and salutatorian. Pine, with an 95.5 average encouraged her fellow classmates to pursue their dreams in a personal commencement address. Commencement ceremonies were personal, pointing specifically to each student’s Indian Lake experience. Superintendent Mark Brand wished them the best as he instructed them to move their tassels and step off stage for the last time.

Two teams go head-to-head in the 1982 bed races in Long Lake. This year’s route will be re-evaluated due to a permit denial by the Department of Transportation. Johnsburg Central School student Matthew Richards learned just how difficult it was to transport basic necessities in the old days during a visit to the Adirondack Museum last week. Mrs. Sherwood's and Mrs. Knickerbocker's 2nd grade classes visited the museum to learn about early methods of transportation in the Adirondack Mountains. Photo by Brandy Richards

lindsay@denpubs.com LONG LAKE — The Long Lake Parks and Recreation Department recently received notification from the New York State Department of Transportation the permit for their Fourth of July bed races was denied. The races were originally slated for the traditional route, that last ran in 1992 from the bridge in the middle of town, along a 2/10 of a mile course on Route 30 to the town beach. Upon the denial of the appropriate permits from NYSDOT, committee members organizing the event fervently sought alternative locations. “Everyone jumped on the new plans quickly,” said tourism director Alexandra Roalsvig. “We have changed our plans and will be able to work around the setbacks in order to bring this historical event back to Long Lake.” The bed races will be hosted at Sunday, July 4, at 5 p.m., at the intersection of School Street and Route 30. The town of Long Lake

By Lindsay Yandon lindsay@denpubs.com LONG LAKE — Superintendent Mary Jo Dickerson congratulated the Long Lake community as a whole for bringing the lass of 2010 to the graduation June 25 — the time at which they received their high school diplomas. “We have worked together as a school and community in molding these very successful young people in preparing them for the wider world, a global world,” she said. Dickerson acknowledged Long Lake nurtured many of these students since they were students in kindergarten — making it appropriate the members of the Class of 2010 asked Long Lake Central School kindergarten teacher Nichole Meyette to be their guest speaker. Dickerson posed the question, “Did we accomplish our mission here at Long Lake Central School as we send these young people off for their next adventure?” Quoting the missions statement of the school,

applied for a NYSDOT special permit 33a to host the bed races as well as procured special insurance certification and received the support of the Hamilton County Sheriff, the Long Lake Rescue Squad, and the New York State Troopers to help with traffic and crowd control. The DOT cited the reasons for denial included no reasonable detours for the event, the date and time of the event correspond with times that holiday travelers would be utilizing Route 30 and the event presents high safety risks. Christened in 1982, the Long Lake bed races have been stirring up community spirit while attracting tourist and visitor attention, according to Roalsvig. The bed races will be one highlight during a weekend of Independence Day celebrations. The town beach will be host to music, food and fireworks as dusk. For more information on the Long Lake bed races and other events, visit www.longlake-ny.com.

Dickerson answer her own question with, “Yes, we did.” Also referring to Tony Wagner ’s The Global Achievement, Dickerson specifically mentioned seven 21st century survival skills Long Lake has armed their student’s with. These include critical thinking and problem solving; collaboration across networks and leading by influence; agility and adaptability; initiative and entrepreneurship; effective oral and written communication; accessing and analyzing information; and curiosity and imagination. “I believe our school and community already embrace these seven,” said Dickerson. “We have prepared our youth for the adventures into the global world.” Valedictorian and salutatorian Colleen Nerney and Jordan Wallace were honored for their accomplishments during the proceedings and they each wished their fellow classmates the best in the years to come. Dickerson concluded with a smile saying, “You are prepared, now go get ‘em.”

An Appreciation in Time of Our Sorrow

Minerva

Perhaps you sent a lovely card, Or sat quietly in a chair. Perhaps you sent us beautiful flowers, If so, we saw them there. Perhaps you sent or spoke the kindest words, That any friend could say. Perhaps you were not there at all, And just thought of us that day. Perhaps you rendered service unseen, Near at hand or from afar. Whatever you did to console our hearts, We thank you so much, whatever your part.

from page 3 According to Smith, “MSO membership really opened up new friendships for us.” She is also an active member of the Minerva PTSO, MCS Shared Decision-Making Team, and is the treasurer of the Minerva Central School Alumni Association. Both are also charter members of Planet Minerva, where Smith also serves as treasurer. Many folks get to meet Smith and Hitchcock at The Stand at Donnelly Beach on Minerva Lake, where they have been serving food and beverages for the past five years. Their generous nature and amazing sensitivity when it comes to the numerous kids and beachgoers at the beach is well known and much-appreciated. “It’s weird to get this honor for just doing basic things for the people of the town,” said Hitchcock. “We’re proud to be residents of Minerva — we’ve always loved this Katy Smith and Jake Hitchcock Photo courtesy of Katy Smith town.” In honor of their service, the couple will lead the Minerva Day parade Saturday, July 3, leaving at 5 p.m. from Sporty’s Iron Duke Saloon and finishing at Donnelly Beach on Minerva Lake.

Legislative Intent. County Law, Section 214(2), generally requires that a true copy of each local law be published in the official newspapers at least once per week for two (2) successive weeks after the local law has been adopted. In order to reduce costs, the Board of Supervisors desires that the publication of the full text of each law be generally discontinued (reserving the right to publish the full text if a particular local law sets the same forth as a requirement) and instead require a Notice of Adoption and abstract to be published containing sufficient detail to provide the public with notice of the adopted local law and its effective date. The Notice and abstract shall be considered sufficient provided that the same sets forth the title of the local law, the number and year of the local law, information that would be sufficient for a Notice of Public Hearing (the type of public hearing provided for under Municipal Home Rule Law Section 20), the effective date of the local law, and a statement that a complete copy of the local law may be obtained by contacting the Clerk of the Board of Supervisors at the Warren County Municipal Center, 1340 State Route 9, Lake George, New York 12845 or by calling a telephone number to be provided by the Clerk in such notice or abstract.
