Deep cuts to take place in school district By Mauranda Stahl-Sorensen

mauranda@denpubs.com MINERVA Ñ Supermajority ruled on July 30 when a rare third attempt to pass a 2014-15 spending plan was once again struck down by voters in Minerva. The vote was 246 in favor to 208 opposed. District Superintendent Tim Farrell expressed his disappointment with the outcome the following afternoon. Ò I continue to be disappointed,Ó Farrell said. Ò The majority of the community came out in support and yet we are still required to operate under a contingency budget.Ó A 60 percent supermajority was required for the budget to be implemented as the district surpassed its recommended 2.75 percent tax ceiling. The $5.1 million budget passed by popular vote in all three of its attempts on the ballot. Voters approved the first budget on May 20 by a 56 percent margin, on June 17 with a 59 percent margin and on July 30 with a 54 percent spread. Following this final tally, the district will now be forced to operate under a contingency budget the school board adopted July 1, which cuts nearly a half million dollars to keep the tax levy flat. The contingency budget effectively combines grades 5 and 6 with one full-time staff member overseeing the grades. CONTINUED ON PAGE 6

NORTH CREEK Ñ It might not be the 1, 2 step but the annual bluegrass festival in North Creek has had locals and visitors moving to the beat of the music for 11 years. The concept of a bluegrass festival in North Creek was conceptualized in February 2004 by former CoChairs Joel Beaudin and Rusty Leigh. Fate and good luck brought these two entrepreneurs together and the Upper Hudson Bluegrass Festival was born. Festival press representative Lloyd Burch explained the history of the festival.

Ò Joel and Rusty thought it was a good community event,Ó Burch said. Ò Joel wanted something that showcased the area and Rusty had the entertainment connections, bluegrass is the music of the mountains and we are in the mountains, that is how it became a bluegrass festival.Ó In early 2007 Upper Hudson Festivals Inc. registered with the state of New York as a not-for-profit organization. The organization states its dedication to community service through the production of high quality musical festivals. “In the past proceeds from the festival have benefited

many local charities and causes, we have raised about $15,000 to $16,000 over our 11 years,Ó Burch said. Ò We have given to the North Country Ministry, Johnsburg Central School, The Hardship Fund and we always donate to the VeteranÕ s Memorial Wall in Lake George.Ó The festival which is held in Ski Bowl Park at Gore Mountain will open the gates this year on Aug. 14 for camper parking. The town of Johnsburg will be sponsoring a free concert on stage that evening from 7 to 10 p.m, featuring local bands. CONTINUED ON PAGE 6

Life’s a beach at Black Mountain Lodge with new volleyball court By Mauranda Stahl-Sorensen mauranda@denpubs.com

Owner, operator, bartender and Gore Mountain youth ski instructor Mark OÕ Connell plans an inaugural party to kick-off the new recreational opportunity. On Aug. 6, volleyball enthusiasts are invited to participate in the first annual Black Mountain Beach Volleyball Tournament. Proceeds from the tournament will benefit Hamilton County Community Action. Teams of five or more are asked to donate non-perishable food items or back-to-school supplies. The double elimination style of play will begin at 4 p.m. and end at 8 p.m. OÕ Connell who purchased the business in November of 2013, said he believes the work being done in and around the lodge will promote recreational and physical activity opportunities in the area, as well as providing a cosmetic update to the 25 room lodge, bar and pub. Ò The curb appeal of this place needed a boost,Ó said OÕ Connell, of his business located on the foothills of Gore Mountain. Ò I thought a lot about what to do to fix that and I think there are so many things one can do to keep themselves busy, I didnÕ t want to have a place where people just came to sit around and drink at the bar or eat, I wanted a place where people could come and do.Ó OÕ Connell broke ground on the volleyball court in March on the location where he removed the remnants of an old pool that once bordered his busy section of Route 8.

Ò At one time there were two cedar trees on the front of the property, I was able to use those trees and re purpose the wood into the posts for the volleyball net,Ó OÕ Connell said. Ò What was supposed to be a two week project turned into a much bigger thing.Ó A bigger thing that has resulted in new signage for the building, landscaping, volleyball courts and plans for a patio addition and two horseshoe pits. Also on the agenda for the lodge is the annual Christopher N. Hitchcock Motorcycle Ride in memory of Johnsburg Central School graduate Christopher Hitchcock who died tragically in a motorcycle accident in 2007. The ride will be held on Aug. 16. Black Mountain will also participate in hosting the ninth annual Adirondack Community Outreach Center Black Mountain open golf tournament on Aug. 17. those wishing to participate in either event are asked to contact the lodge 251-2800.

Ebola makes its way to the U.S.

W

hen does the possibility of saving one life justify putting hundreds, if not thousands, of others at risk? In this weekÕ s most disturbing news story, the death toll from the recent outbreak of Ebola in West Africa is climbing steadily toward the 1,000 mark. Doctors and nurses from around the world, including the United States, are flocking to Africa with a myriad of resources to combat the disease. They are willingly putting themselves in harmÕ s way in order to help their fellow man. Their actions are certainly commendable, and they should be supported in any way possibleÉ except one. Recently, two Americans who trekked to Africa in this wave of humanitarian relief, one doctor and one missionary nurse, were reported to have contracted the nearly incurable disease. Almost immediately, the United States government and the American medical community undertook a rescue mission in which the two were brought back to the United States to undergo state-of-the-art treatment at a U.S. hospital in Texas. Why? Ebola is 90 percent fatal and is spread by touching an infected person. It has an almost a 100 percent transmission rate if there is even the slightest accidental skin-to-skin contact. One thing that is known to keep Ebola from spreading: having an ocean between an infected person and an uninfected continent. Why would American medical and government officials knowingly put the lives of Americans at risk by bringing two infected people back to America? Is it to show the world how great our medical establishment is? Is it to show that no matter the cost, we never leave an American behind? Neither of these “reasons” justifies the risk of even one American who did not choose to go into an infected region of the world and risk the consequences. In Africa, the first thing done when there is an Ebola outbreak is to quarantine the entire hospital where the outbreak occurs. How arrogant are the Americans behind this little adventure to feel that we are above the law, so to speak, and not subject to African quarantine. Let Africans die, we are saying in essence: Americans are much more valuable and canÕ t be left to the same fate as the rest of the regular people. And speaking of value, who is paying for the extraordinary and extraordinarily-expensive rescue mission for these two people? Is the cost being born by the American government, in other words, us?

August 9, 2014

Is the cost being born by the insurance industry, which in the long run, will filter down to us? Either way, we were never asked if we wanted our money to go on such a foolÕ s errand, which is ultimately bringing one of the deadliest diseases known to mankind to our shores. How many supplies and treatment facilities could those millions of dollars spent on speciallyequipped jets and the like bought? How many Africans, or other missionaries or health care professionals, could that money have saved? If saving lives was the true goal and not just flexing American muscle on the world stage, then those two Americans would be receiving their treatment, like hundreds of Africans, in Africa where they willingly chose to go. Speaking of saving lives, how much food would that money have been able to purchase? Yes, in the past couple weeks, nearly 1,000 people in Africa have died from Ebola. How many have starved to death in that region in those same two weeks? For that matter, how many American children have gone to bed hungry in those two weeks? Once again, our foreign policy is being pushed by the media and by the catchiest headline. Starving children in AfricaÉ thatÕ s not sexy enough. American doctor contracts EbolaÉ now youÕ ve got something! And what about the Christian missionary nurse who also contracted Ebola? Would it be too jaded to think that is she were the only American to have contracted the disease, and not a doctor as well, that she would still be in Africa, dying? Thousands of American missionaries still crisscross the globe, living with and treating poor people in numerous countries around the world. Some, probably many, get sick in these far flung outposts. Some probably even die. Can anyone remember a million-dollar rescue mission to save one of these missionaries? Yes, itÕ s good to be an American, but itÕ s even better to be an American doctor. Even while this is being written, a hospital in New York City is treating a patient with Ò Ebolalike symptoms.Ó As with the SARS outbreak in Mainland China and Hong Kong a few years ago, it is probably impossible to keep a disease like Ebola isolated to one continent in the travel-friendly world in which we live now. ThatÕ s no reason though to tempt fate and intentionally bring that disease to American shores. If this leads to an outbreak here, hopefully those responsible will be called to task. T

he tremendous capacity of our senses to discriminate whatÕ s going on around us is not often something we take the time to think about. WeÕ ve all heard about the extraordinary resolution of the eagleÕ s eye which is able to see small prey animals from great distances, and about the sonar capabilities of the bat which enables it to generate a changing three-dimensional view of all the objects and insects in its flight path, in spite of the absence of light. We’ve also known for some time about both the bearÕ s keen ability to detect faint odors and the direction from which they arrive at its nose, and the elephantÕ s ability to hear sounds having frequencies well below anything we can hear. Work over the past couple of decades has shown that humans, whose eyes can see colors with wavelengths between 390 nanometers and 700 nanometers (a nanometer is a millionth of a millimeter), can distinguish something between 2.3 and 7.5 million colors within that range of wavelengths. I certainly have difficulty believing this but this number range has not been challenged to date as far as I know. Similarly our ability to detect different musical tones within the frequency of human hearing range of 20 to 20,000 cycles per second has been investigated and found to be about 340,000 tones, again an almost unimaginable number. Clearly, however, this number of distinguishable tones often diminishes with advanced age. This past March four scientists published their efforts to determine how many olfactory stimuli, or different odors, humans could distinguish. The project was made more difficult because there was no known Ò rangeÓ of odors Ò beneathÓ or Ò aboveÓ which we cannot smell. Single odor molecules do have to be volatile. That is the molecule has to exist as a gas in the vapor phase so that it can be transported by air to the olfactory nerve endings high up in our nose. Thus there is a restricted range of temperatures that will allow us to smell some molecule. If it were too cold, the molecule would not move through the air but instead be frozen in some ice-like state. While if it were too warm our olfactory nerve endings would be destroyed and made insensible. Research done in the early part of the 20th Century suggested that humans seemed able discriminate about 10,000 different odors. In most cases what we sense as an odor is a mixture of many different molecules. For example, it has been determined that the scent of a rose is composed of a mixture of some 275 different components. Therefore, what we can distinguish as a different odor is usually just a mixture containing different amounts (from zero to 100%) of each the various vapors we are able to detect with our nose. These scientists controlled their tests so as to eliminate those differences based solely on the quantity of a particular odorant mixture in the sample being tested. The 26 human subjects they used were given three vials to smell. Two contained the same mixture but in different concentrations in the odorless solvent used to dissolve the odorants, while the third vial contained a different mixture. In these double-blind tests, the subjects had to pick out the one containing the different mixture. The astounding results obtained indicated that humans are able to discriminate more than one trillion different odors! Clearly, most of us rarely make significant use of this phenomenal capacity.

The 124 pupil district will lose three full time teaching positions and see a reduction of hours in the areas of foreign language, art, technology and library sciences. Other extracurricular cuts must also be made under the contingency budget including reductions or eliminations in the stipend for the senior and the middle school trips, reducing transportation costs by reducing non-league athletic events and post-game transportation. Additional items also in discussion included youth and government conferences and community event expenses such as the community barbecue. The school would also be looking at a decrease to the book budget and vocational and technical opportunities. “We have a long difficult road ahead but we know what we need to do,” said Farrell. Ò The remaining staff are very sorry they are losing key players.Ó Farrell expressed pride in the community stating that for the third time in a row a very high voter turnout was observed. The board of education decided to put the exact same budget before voters in its second attempt on July 17 when a tally of the voters recorded and number of ballots registered on the voting machine varied. When asked if the school board had any regret in looking back on this decision Farrell said Ò We could sit back and second guess ourselves on a lot of different things. The bottom line is that wonÕ t serve us now.Ó School officials plan to keep hammering out the details of the contingency budget during their next board meeting Aug. 11. Ò We have faith that our remaining staff, as they always have, will roll up their sleeves and put together the best program we can with our studentsÕ interests at heart and what we have left.Ó

Food and craft vendors will be on site. Patrons are asked to bring their own chairs. Music for the bluegrass festival will begin Aug. 15 at 11:30 a.m. and will continue in 45 minute sets until 10:15 p.m. Seven bands are set to perform the first day. On Aug. 16 the music will start at 9 a.m. and continue until 10:45 p.m. and nine bands will perform. Coordinators have also scheduled an open mic set from 5:15 to 6 p.m. Raffle drawings, including a guitar donated by Dave Nichols of Custom Pearl Inlay will take place from 6:45 to 7 p.m. Sunday morning will begin with a non-denominational gospel service led by Mike and Mary Robinson from 10 a.m. to 1 p.m. each of the days. Six entertainers will perform a 30 minute gospel set. At 1 p.m. the regular bluegrass program will continue with 45 minute sets. Band line up: Remington Ryde Beartracks
