$1 million grant for tourist train expected Leaders gripe about rail operator By Thom Randall thom@denpubs.com QUEENSBURY — The long-awaited extension of Warren County's tourist railway to Saratoga Springs may become reality as soon as next spring, county leaders learned last week. Warren County Board of Supervisors Chairman Fred Monroe said that he had been assured by state and federal representatives that $1 million in grant funding for repair of county train track in Saratoga County has been approved. The money would be spent on upgrading the 16-mile portion of the Warren County tourist rail line that runs between the Village of Corinth and the connection with CP Rail near Saratoga Springs. The grant is going to the town of Corinth, which is to administrate the grant, authorities said. Corinth Supervisor Richard Lucia confirmed Friday that the money was granted by the state Dept. of Transportation, but the grant was awaiting a signature of the state Attorney General. For well over a decade, county leaders and area economic development officials have envisioned regular train service connecting North Creek with Saratoga Springs, the Capital Region and New York City. This connection would allow Manhattan skiers to leave their vehicles at home and enjoy a scenic ride all the way to North Creek, they've said. Also, it was envisioned that a series of stations would be constructed at towns along the route. When federal grants promised didn’t materialize, these stations weren’t built, and several platforms were constructed instead at considerable cost — a situation that angered taxpayers and eroded support this year among county supervisors for the tourist railway. However, this $1 million grant is likely to make the connection with Saratoga Springs and New York City a reality, Lucia said, if it indeed materializes.

Community Fund for the Gore Mountain Region inspires philanthropy with grant awards A dozen awarded locally By Lindsay Yandon lindsay@denpubs.com NORTH CREEK — Founded in 2005, the Community Fund for the Gore Mountain Region (CFGMR) is one of the main sources of not-forprofit grant awards in the North Country. The CFGMR is affiliated with the Adirondack Community Trust, a community foundation serving the region, enabling people and institutions to establish endowed funds to benefit specific institutions, organizations and community needs. CFGMR’s relationship with ACT ensures that all donations qualify for the maximum available tax deduction. Community foundations are tax exempt public charities serving thousands of people who share a common interest—improving the quality of life in their area, according to the ACT. The CFGMR was created by a group of North Creek residents who solicit fellow residents for donations towards local charitable endeavors. The donations go into an endowment fund and percentages are then distributed as grants among groups including youth and seniors, the arts and humanities, historical preservation and other worthwhile causes serving the towns of Chester, Horicon, Johnsburg, Minerva and Schroon. “Small grants make a huge in difference in the quality of life throughout our towns,” said Elise Widlund of the advisory council. Organizations receiving grants are chosen through a competitive grant application process managed by CFGMR’s Advisory Council. The 2009 grant program awarded twelve

grants, totaling $7,200. A presentation was hosted by the CFGMR Trustees on Aug. 28. The event was held by Helen Cornwall and her family on the shore of Ordway Pond in Johnsburg and catered by the Copperfield Inn. Grants were presented to: Vonda Beattie, of the American Legion Auxiliary Unit #625, to send girls to Girl’s State to learn about responsible citizenship and love for God and country;

Sleeping Giants picnic held at Donnelly Beach By Mike Corey denpubs@denpubs.com MINERVA — The weather was fine, the music was easy on the ears, the food was good, and the company was excellent. The event was a success. All of the above applies to the Minerva Sleeping Giants picnic held at the Donnelly Beach pavilion at Minerva Lake on Friday, Aug. 28. Co-sponsored by the senior group the Sleeping Giants, the Essex County Office of the Aging, and the Essex County Nutrition Program, the picnic turned out to be a great way for Minerva seniors and guests to get together and thoroughly enjoy everything the day had to offer. About 140 hungry people were served at the pavilion. The Sleeping Giants are in the midst of celebrating their 40th year, and the picnic was a great way to help recognize this landmark year for them. With music initially provided by the ARC band and then by the Vinnie and Mike Leddick band, the large crowd settled down for a meal from which no one walked away hungry.

Local play group expands
Former Chairman’s chair dedicated in memory of Francis Donnelly MINERVA — Fifty years after it left the Essex County Board of Supervisors’ Chamber, the chair used by 21 Board Chairman from 1922 to 1958 was formerly welcomed back by the current Essex County Board of Supervisors in a dedication ceremony held on Aug. 3rd in Elizabethtown. The Chair was gifted to Minerva Town Supervisor Francis Donnelly in 1959 in recognition of being the senior member of the Board of Supervisors at that time. Donnelly’s grandson and wife, David and Clare McNally of Olmstedville, donated the chair back to the county in 2007. In 2008, recognizing the historical significance of the chair, the Essex County Board of Supervisors authorized the chair ’s restoration.
NORTH CREEK — Play Group in North Creek is now over four years old and is continuing to expand. Fiddlers and bluegrass galore in Thurman ATHOL — On Sept. 12 and 13, the natural amphitheater of Veterans’ Memorial Field in Thurman will ring with the sound of traditional mountain music as some of the best bluegrass and fiddle performers in the Northeast gather for the annual Fiddlers’ Jamboree. This 13th annual two-day festival is hosted by the local John Thurman Historical Society. The festivities are kicked off by “Breakfast with Jam,” an old-fashioned fire company buffet breakfast held at town hall, served up with live music, beginning at 8 a.m. Saturday. Music continues when stage entertainment begins at 10 a.m. on the field behind the hall. Regional bluegrass and fiddle groups alternate sets until 9 p.m., and the lineup includes Sara Milonovich and Greg Anderson, The String Dusters, Lockhart Mountain Boys, Dorothy Jane Siver and family, Don't Quit Your Day Job, Adirondack Fiddlers, Cedar Ridge, Nelson Rock and the Circle of Willis. Teacher’s Preview Day at the Depot NORTH CREEK — The North Creek Depot Museum and the Upper Hudson River Railroad invite regional teachers to participate in a free preview day on Sept. 19. JOHNSBURG — One hundred and thirty-three children, along with counselors and staff attended the Johnsburg summer recreation program at the Ski Bowl Park this summer. The program ran for five weeks with an average of 67 children per day. Six field trips were included in the summer fun as well as on-site activities. Below are the end-of-summer awards: • Arts and Crafts award winners this year were Victoria Bradway, Annabelle Millington and Chelsea Clark. • Doubles box-ball tournament champions were Chester Prouty and Chris Sears. Moses Mulvey and Ty Berg finished in a very close second. • Most Valuable Players for the football season were Aidan Connelly and Moses Mulvey. Super Bowl MVPs were Tyler Glover for offense and Trevor McKinney for defense. • Swimmers who advanced to the next level were Jennie Allen, Mariya Dunkley, Sheridan Millington, Billy Cameron, Clayton Schmale, Anthonie West, Emma Hagadorn and Ashley Olden. • Perfect Attendance awards were given to Anthonie West, Rodney Wolfe, Jonathon Lorensen, Annabelle Millington, Emily and Anthony Jensen-Vargas, Ty Berg and Ashley Olden. • Voted as Outstanding Campers by the counselors this year were Jonathon Lorensen, Annabelle Millington, Taylor Dwyer, Sydney Selleck, Sheridan Millington, Emma Hagadorn, Rodney Wolfe and Billy Cameron.
ACC challenge course trips available JOHNSBURG — Adirondack Treks, a sub-committee of Johnsburg Youth Committee, has a bus travelling to Adirondack Community College on Oct. 9, teachers’ conference day, just so you can be challenged by its high and low ropes course. The bus will leave from Johnsburg Central School at 9 a.m. and return at about 5 p.m. Students need to register before Sept. 16 by calling Kelly Nessle at 251-3739. Cost for the trip is $23. This trip will be open to the first 30-45 students, ages 9-18, in Johnsburg, Long Lake, Indian Lake, Newcomb, Minerva, North Warren school districts (home schoolers welcome) who call to register. It is their hope to educate people how to best seek out the grant money that is available. The CFGMR is also sponsoring a “double your dollar” program during their upcoming fundraising efforts. Their 2010 goal is $300,000 and they have already raised roughly half. For the remaining half, they will match all donations made by local residents. As the fund continues to grow, the size and number of grants will increase and the public’s help is needed to meet their goals. The owners of the new North Creek taxi service Keith Wilkinson and Don Butler recognized that the residents of North Creek, as well as surrounding communities, needed a means of public transportation. In the past, most residents utilizing a taxi service had to wait for one to come from the Glens Falls area. Now, residents enjoy the luxury of having a taxi stationed in the North Creek area, therefore cutting down the waiting
time and larger fares from other services. Many residents have already staring using this service. The owners, also understand the importance of supporting the community. Recently, at the 2nd annual “Waynestock” charity event, the Butlers donated the North Creek Taxi, as well as a few from their Brant Lake Office, which provided transportation to and from the event at no cost. They also provided what was dubbed “Operation Safe Ride” this past New Years Eve to all area residents in which no charge rides were performed from early evening until New Year ’s Day.
In addition to the North Creek Taxi, there will be one additional sedan and two mini-vans running in the area. Their cars are clean; the drivers are all prompt, courteous and reliable. They’ve also added a 14 Passenger Bus in hopes to providing a Shuttle service to the area. The future plans are to provide weekly shuttles to the Glens Falls area for shopping, and shuttle service to the Saratoga Casino. They also offer rides to all Airports, Train Stations and Bus Depots. Toney. Last year the Lady Jags logged an impressive league record of 8-2 and finishing with a 13-6 overall record. With seven seniors returning to the field this year, Toney is confident that they have the ability and the drive to not only step up and fill holes from last year, but to leave their own mark on the league. “Seniors will lead the team both on and off the field from the frontline to the circle,” said Toney.
Key scoring factor and leader of the frontline is senior Kelly Blackhurst. She had impressive sophomore and junior years and is looking to make her last season the best yet, according to Toney. Leading the frontline with Blackhurst are seniors Emily Burns and Keri Cleveland. Both are key assets to the scoring ability of the Lady Jags frontline. Junior Hailey West rounds out the offense. Senior Kelsey Williford has been at the helm of Toney’s midfield for three years and will lead again this year along with fellow senior Samantha Burns. The Jaguars finished last year ’s season having finished well individually. Freshman Matt Hayden, junior Bridgette Crooms and senior Tyler Morse received all-star honors. Wilson lost two strong runners to graduation last year and is looking to his younger members to rise to the challenge of replacing them. Now a sophomore, Matt Hayden will lead the men’s team.
“He has been training all summer and will be a top finisher in the league. He has a serious attitude and a positive outlook for the season,” said Wilson. Joining Hayden and hoping to finish in the top 15 will be juniors Lance Baker and Levi Kranick. Finishing out the men’s team will be sophomore Jesse Yates. Wilson has high expectations for the girl’s team, lead by two former runners. “I expect a lot from them this season. I believe they will place high and are both looking for top five finishes in the Adirondack League,” said Wilson. Junior Kendyl Morse spent time at the at Peak Running Camp at the Olympic Training Center in Lake Placid this summer and the benefits are obvious in her form, according to Wilson. Experienced runner and senior Bridgette Crooms will add to the strength of the women’s team and is hoping for a top five finish as well as remaining a member of the all-star team. Rounding out the women’s team is sophomore Stephanie Lawrence. Wilson has some big talent on his small team and is confident that Johnsburg will be well-represented in the Adirondack League this year.

Investigation ongoing into funds missing from town court By Jonathan Alexander denpubs@denpubs.com NORTH HUDSON — The Essex County District Attorney’s Office is investigating a former North Hudson Court Clerk after a recent audit conducted by the state Comptroller ’s Office found missing funds and sloppy bookkeeping. According to the comptroller ’s findings, a former court clerk – who was not named in the report – filed 24 monthly reconciliations of the accounts of North Hudson Town Justice Deborah Duntley. The audit found that each reconcili-
ation was inaccurate and that $2,225 is missing from the court’s accounts. “The former court clerk routinely listed erroneous outstanding items, excluded certain outstanding bail from her analysis and/or mistreated balances while, at the same time, presented seemingly balanced reports to both justices,” the findings state. Along with Justice Duntley, Justice John King also presides over court proceedings in North Hudson. “Because the justices did not adequately scrutinize the clerk’s work, errors were able to remain undetected month after month,” the audit states. According to the report, the former clerk was employed by the town court

Essex County District Attorney Julie Garcia confirmed Wednesday that an investigation into the conduct of the former clerk is ongoing. Several sources close to the story declined to divulge the name of the former clerk.

Obituaries Irving S. Shapiro, May 1, 1918 - Sept. 7, 2009 Irving S. Shapiro of Queensbury, died at home on Monday, Sept. 7, 2009,of heart failure. He was born on May 1, 1918 in Bronx, NY, the son of the late William and Clara Shapiro. Besides his parents, he was predeceased by one sister Anne Weber. Dr. Shapiro received his BS at City College in 1938, his MS at the NY School of Social Work and his Ph.D at Columbia University in 1954. His doctoral thesis was Concentrating on Doctor-Patient Relations. His education was interrupted when he was drafted as a PFC at the beginning of WWII, rising to the rank of 1st Lt. He taught soldiers in Camp Pickett, TX and then went to France two weeks after D Day, serving the Army's Medical Administrative Corps until the end of the war in Nov. 1945. Irving was a part of an originating group started by Mayor LaGuardia to form a health insurance plan for NY City employees HIP. He also taught at Downstate Medical College and the School of Public Health at Columbia University. Dr. and Mrs. Shapiro purchased a farm in Riparius, NY, where they lived for thirty-five years, spending winters in Florida before moving to Queensbury in 2001. He enjoyed camping, canoeing, good literature and music, folk dancing, travel, water color painting, and photography. His photo exhibit, titled A Soldier's Eye: Europe 1944 was displayed in recent years at the Coral Springs Museum, FL; the Knott Memorial at Union College, Schenectady, NY; the Lapham Gallery at LARAC in Glens Falls; and at Adirondack Community College in Queensbury. Survivors include his wife of sixty-two years, Frances, and his step-daughter Nora Barth of Superior, CO. Dr. Shapiro's wishes were that his remains be donated to the Anatomical Gift Program of the Albany Medical Center. There are no calling hours. ummer weather finally made its appearance during August 2009 as 11 straight days of 80 plus degrees occurred from the 10th of August to the 20th, accompanied by high humidity and showers. This was only the fifth time in the last 30 years that August was warmer than July. The average high temperature was 77.3 degrees and the average low was 57.4 degrees producing an overall average of 67.3 degrees, only 0.5 degrees above normal. The highest temperature was 89 degrees recorded on the 17th and the lowest temperature was 46 degrees recorded on the 8th. There were no 90 degree days, which is not unusual, as the average is less than one. Also, there have been no 90 degree days all summer. This is unusual as it has occurred only five times in the last 30 years. Our average is 5.5 days in the summer when the temperature equals or exceeds 90 degrees. Precipitation, following a very wet July, was also above normal as 5.48 inches was measured, 2.01 inches above normal. We have received 14.51 inches of rain since summer began, making it one of the wettest summers on record. This is the third wettest August on record .The greatest amount, 7.73 inches, was measured in 2004 and the least, 0.62 inches, was measured in 1999. Measurable precipitation fell on 11 days with the greatest, 2.03 inches, falling on the 29th. Our seasonal total is now 31.45 inches, 3.52 inches above the normal of 27.73 inches. The river reached its highest level, 4.40 feet, on the 4th and its lowest level, 3.01 feet, on the 17th and the 18th.

It’s our duty to help our citizens To the News Enterprise: Most of us feel pride in the bravery of our veterans and gratitude for their service on our behalf. Soldiers willingly place themselves in unimaginable circumstances. We show appreciation through banners, parades, and ribbons. But there is something else our heroes need from us. Before becoming soldiers, they were people, no different from us. As combat veterans, they have been through a truly life-changing experience. In “Fighting the War Within,” an article from “Therapy Times,” Editor Bob Scott explains, “The rigid combat training that allowed them to survive in the urban war zones of Iraq and Afghanistan has no place in the civilian sector – but that does not mean that training dissipates. Veterans may feel alone without other soldiers, whom they have come to know as family, being nearby. Many soldiers do not feel comfortable speaking with family and friends about what they have gone through, as they were not there and will simply not understand.” It is well documented that soldiers are returning with both post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI). Scott says, “Civilian life can easily become a minefield of irrational outbursts and traumatic episodes – for a soldier trained to counter sudden attacks, a mall crowded with people or a cardboard box on the side of the road can trigger the ‘battle-ready’ mindset.” There are also “higher incidences of substance abuse, people selfmedicating because they just don’t fit in quite so easily

lindsay@denpubs.com The towns of Johnsburg, Minerva, Newcomb, Long Lake and Indian Lake will all be presenting ballots in the upcoming primary election. The five towns hail from three different counties, of which Essex is the only to have county-wide races. Intoxicated jail visitor arrested for DWI
DWI charge lodged after vehicle speeds
QUEENSBURY — The Warren County Sheriff ’s Office Patrol Division received a report from a county dispatcher that a female subject visiting an inmate at the county jail had just left the premises and appeared visibly intoxicated. The suspect, Nancy J. Gasper, 43, was located and stopped on I-87 for failing to use her designated lane, and was found to be consuming alcohol in her vehicle, as well as being intoxicated, police said. After Gasper refused to give a breath sample, she was arrested for Driving While Intoxicated, plus issued tickets for failing to use designated lane, consuming alcohol in a motor vehicle, and refusal of a pre-screen device, police said. She was released on $250 bail.
LAKE GEORGE — A Queensbury Man was charged with Misdemeanor Driving While Intoxicated early Monday morning after being stopped for speeding on Lake Shore Drive in the Town of Lake George. Robert Clayton Albright III of Regency Park North was arrested after the vehicle he was operating was stopped for driving 55 miles per hour in a 40 m.p.h. speed zone, according to the Warren County Sheriff ’s Office. Albright’s blood-alcohol content was found to be 0.10 percent, just over the 0.08 percent threshold for intoxication. Albright was released pending prosecution in Lake George Town Court. The arrest was made by Sheriff ’s Officer Scott Phillips.
Train From page 1 “The game plan is all there,” Lucia said. Cliff Welz and Jerry Riegel of the Upper Hudson River Railroad said that the money would be spent on installing a crossing signal at Anton Mountain Road in Corinth, and replacing ties and improving the rail bed along the 16 miles of track from Corinth to the connection with the CP Rail line near Saratoga Springs. Upper Hudson River Railroad operates trains daily from North Creek to Riverside. The $1 million would bankroll upgrading the track to Class 2, which would allow train travel at 30 m.p.h. The portions of the track which are passable south of Corinth are now just Class 1 with a speed limit of 15 m.p.h., Welz said. Lucia said his town has an engineering firm on board, ready to draft upgrade plans as soon as the $1 million check is signed. Upper Hudson River Railroad is planning a series of excursions this fall from North Creek south through Warren County. Two trips are scheduled — one each on Sept. 30 and Oct. 7 — to go from North Creek to Thousand Acres Ranch in Stony Creek, and another run is slated to go from North Creek to the Hadley station platform on Oct. 17. Riegel and Welz said they'd need a minimum of 45 reservations to make these runs. County supervisors expressed frustration Thursday over the fact these trips were conditional, and that UHRR had cut their daily runs in half. The county is ready to issue a request for proposals for operation of the train service, the role that UHRR now serves, effective beginning in 2010 when their 12-year contract with UHRR expires. Supervisors have said they are frustrated with the declining ridership of the railway, which they blame on lack of promotion by UHRR. This, in part, has prompted them to open up bidding on the service to other enterprises. But Riegel contends he had to cut the number of trips this year to cut his financial losses;
and that to build ridership, the railway needs real stations, not platforms, and vibrant communities at each stop-off. He said that Warren County hasn't lived up to their agreement to provide the rail stations. Supervisors blame the federal government for backing away from its long-standing commitments to fund the stations.

Each year the number of vendors increases, and they may sell a variety of items or specialize in one type. There will be 120 plus vendors displaying their wares during this weekend which coincides with the Adirondack Museum Antiques Show & Sale (September 19-20) at the Adirondack Museum in the Hamlet of Blue Mountain Lake.
