VSP investigating burglaries By Lou Varricchio newmarketpress@denpubs.com
MT. HOLLY — Vermont State Police troopers are investigating a rash of residential burglaries which have been occurring in the Mt Holly area over the last several months. A number of the burglaries were occurring during daytime hours and involved seasonal vacation homes which had been vacant for several days or weeks. Troopers added patrols in the area and aggressively pursued leads of victims and local residents. Additional information was provided suggesting Kevin Scully, age 19, of Mt. Holly, had been involved in several of the burglaries and had a prescription drug habit. Intelligence was collected at crime scenes leading to the ultimate arrest of

Rutland woman cited in narcotics case RUTLAND — On Feb. 18, the The Southern Vermont Drug Task Force conducted an investigation into the distribution of narcotics (in the form of prescription pills) and marijuana in the Rutland area. DTF executed a search warrant at the Forest Park residence of Stephanie Mayer of Rutland and took
into evidence narcotics and an amount of marijuana. This followed three controlled purchases of marijuana and narcotics from Mayer. She was cited into Rutland District Court for the above charges.and will appear in court April 19.

he Rutland County Humane Society (RCHS) is partnering with Vermont Companion Animal Neutering (Vt.-CAN) to get Rutland County cats spayed and neutered. Vt.-CAN, a low cost spay/neuter clinic located in Middlesex, is a long drive from Rutland County. To help out, RCHS and Vt-CAN are working together to make it easier for cat owners. By dropping your cat at RCHS, volunteers will transport your cat to Vt.-CAN where he or she will be spayed or neutered and given a rabies shot, and returned to RCHS later that day. Access to state health insurance available
To the editor: I see a problem in the price of Health care that I have not heard anyone on Capitol Hill address, so I thought I would bring it to your attention. I recently received a bill for some lab work done on a blood test ordered by my local doctor. The total charge was $238.13, but my health Insurance company, CIGNA, has negotiated a discount of $190.43 so that my cost (it's early in the year and I have not yet reached my deductible) is only $47.70. That's great. Or is it? How can a business stay in business when they are only collecting 20 percent on the services they provide? As you know, the same is true for Medicare and Medicaid services: the government has negotiated "special deals" and only pays a percentage of full value to the health care professionals who actually provide health care to the public. So who is paying the rest of the bill? Smaller insurance companies who don't have the clout of the U.S. government? Individuals without health insurance? It's no wonder that health care costs are out of control, when no one knows what they really are. I suggest that as a first step toward healthcare insurance reform, you propose legislation to promote "Truth in Medical Billing" so that everyone is charged an equal price for the same service by a given provider. It's not cost-control, but will help level the playing field so that no one is getting a special deal, and the rest of us don't get stuck paying extra for the same service. And due to the shear size of the programs, this proposal must include Medicare and Medicaid. If we cannot see what the true costs are, and where the money is ultimately going, any other legislation is obviously quite frivolous and will not even begin to strike at the heart of the problem, which is cost. To the editor: Help is available for people who are interested in enrolling in state health insurance programs. The Vermont Campaign for Health Care Security Education Fund is a non-profit whose mission is to educate Vermonters about and help them enroll in Vermont State health insurance programs (Catamount Health, VHAP, Dr. Dynasaur and Medicaid). We are available to help people determine what they would pay in premiums, help them with filling out the applications, and advocate for them if they are having difficulties with the State. Premiums range from $0 to $205/ month, depending on your income. People are eligible for these programs even if they are employed, if they don’t yet have insurance. People are eligible for Catamount Health with state assistance or VHAP if they have been uninsured for 12 months. There are a number of exceptions to that rule. People are eligible immediately if they retire, lose or quit a job, have work hours reduced, get divorced, leave college, are no longer a dependent, no longer choose to receive COBRA, or the policy holder in the family dies. Eligibility can be confusing. Figuring out who is part of a household is not always evident. I encourage people to be in touch to get assistance. Shrinking class size equals increased budget E
ven though I have never encountered any denial or resistance from legislators of my thesis that they are—with a very few easily identifiable exceptions—more intelligent and linguistically-skilled than the rest of us, it may be useful to furnish a case-in-point as partial proof, on the linguistic side. It showed up deep in the normally dry pages of legislative statutes and regulations; the language of the rulers now easily available to the ruled in ways not imaginable prior to the may-I-say class traitorous invention of the Internet by one of their own a couple of decades ago. Like the vulgate Bible, translated from Latin to Old German by Martin Luther, the recent placement of actual governmental language, where the locals can read it, has brought to light all manner of interesting revelations. Here’s one— The moment of epiphany arrived in the course of comparing K-12 student test scores in Tennessee with those in Vermont, a state-to-state comparison exercise which is possible, by intent, with the published but not-widely-distributed National Assessment of Educational Progress federal tests and is not possible, by intent, with the locallypurchased and -publicized NECAP tests in Vermont and TCAP tests in Tennessee. In the NAEP, the pupil-teacher ratio stats (close to, but not precisely identical with, average class size) show Tennessee at 15.7-to-1 and Vermont at 10.8-to-1, about a 50 percent difference which represents most of the difference in annual per-pupil spending: Tennessee at $7.7K, Vermont at $13.6K. A commensurate 50% difference in test scores doesn’t show up in the stats: in 4th grade reading, (for the white student cohort, to keep comparisons balanced) the NAEP shows Vermont students at 229 and Tennessee at 224. For the entire USA, with a p/t ratio of 15.5, 4th graders score 230, and for Vermont, they score 229. In Utah, with a class size of 22, they score 226. These closely bunched results (on a 0-500 scale, none “excellent”) don’t distribute as official edu-crat doctrine –“smaller classes produce higher test scores”—has been predicting for 30 years, promising markedly better results for the smaller classes and worse results for the larger ones. Why have almost all states, including Tennessee and Vermont, been growing budgets in pursuit of shrinking classes? Vermont has long had maximum class size regulations; historically, until recently, they called for 21 or fewer in grades K and 1, 23 or fewer in 2 and 3. No minimum, no recommendation, no average class size policy. Recently the Vermontrules were changed: 20 or fewer in K-3, 25 or fewer in 4-8. Tennessee also has a maximum class size regulation: K-3, 25; 4-6, 30; 7-12, 35. Unlike Vermont, Tennessee has a recommended Average Class Size: K-3, 20; 46, 25; 7-12, 30. In both states, the actual averages are well under the maxima (there’s that “‘small classes are better” doctrine at work, statistical evidence to the contrary notwithstanding) and in Tennessee they’re also well under the official recommendation. So my earlier question changes from “why do both states pursue an expensive but ineffective reduced-class-size policy? The stats show that both states have maximum which they typically un-
dercut (substantially). And we know the answer: their educrats still claim, disregarding 40 years of contrary hard-numbers evidence, that smaller class sizes are “worth it”, achievementwise. The new question is “Why is Tennessee’s actual class size well under its own recommended minimum?” At first inspection, the Tennessee average class size page in the Education Regulations (page 3 in the “Minimum Requirements for the Approval of Public Schools”) seems to have the force of law; it’s printed complete with legal reference to Tennessee Code Annotated 49-1-302 and 49-6-3004. When you read the text, the critical sentence says, “Local Boards of Education shall have policies providing for class sizes in grades K-12 in accordance with the following..” and then the numbers reported above. How could local Boards flout specific state statute and regulation? But then, the epiphany-moment came. It had been illustrated earlier in the linguistic skill previously demonstrated by another high-I.Q. political figure, a subsequentlytemporarily-disbarred member of the legal profession, who used conjugational (pun intended) analysis to explain that “it all depends on the meaning of the verb ‘is’.”. In this parallel but, fortunately, substantively different case of K-12 class size, “it all depends on the meaning of the verb “have’.” After all, the verb “to have” requires no action. It’s not like the verbs “to implement” or “to execute” or even “to follow” or “to respect”. All Boards in Tennessee must “have” the statutory/regulatory-requirement for average class sSize policy in duly-adopted form, but don’t “have to” actually carry it out. You have to admire the linguistic skill of legislators, caught between rising education costs and rising popular angst on the one side, shrinking class size and stagnant test scores on the other, and buffeted by the education lobby pressing for more education spending, staffing, and pro-ed staffer votes and against any such limitations as those called for in the average class size policy. The solution came to some typically language-skilful legislator when he/she proposed in committee that all sides could be kept happy and reassured with the equivocally interpretable verb “to have” used in the legislative requirement with respect to the potentially controversial policy. The domestic equivalent: I have a pressure-cooker, but I never use it. Because I don’t enjoy the genetic or learned linguistic skill of a Golden Dome legislator, it wouldn’t have occurred to me to use “have” in a way that would satisfy both those who think I should actually use one, and those who don’t. But now I know.

And I was able to see exactly what size of a fortune he was accumulatin’ when my wife had come to me; she said she thought we needed to have two large boulders, one set out on either side of the front entrance of our driveway. Well, I said “cripes all mighty, Sharon, it’s just something else to mow around.” But she was determined. I figured, Heck, it probably give her something pretty gol darn good to ricochet off from this winter when she’s driving down into the door yard; she would have to roust me up outta my comfy chair so gol darn often to yank her out of the snow bank, so I told her I’d try to oblige her, and I set off a searchin’ in earnest the following morning for Marshall. I didn’t get too awful far along when I come up from behind of him, a laboring up a hill on his Tote Goat. To be continued.

I did not know what to do next, so I thought I’d do what I do when I don’t know what to do and that is to do what comes natural—so, I reloaded my rifle and I pointed into the direction of where the bellerin’ was coming from, and I drew bead right into the center of old Marshall’s temple and you know I’d be lyin’ if I told ya I wasn’t some tempted to send a report headed right to the side of his noggin and I know’d I’d a been goin up the river the hero of the town if I dispatched the old bastard —but I thought I’d rather pay the jackin’ fine and have my truck confiscated then spend the rest of my days incarcerated up to St. Johnsbury for killin’ a man, o I let him go free. Marshall X. Marshall X, 57 years of age, got himself a much younger woman I hear. I imagine an exciting evening is the two of them settin’ around together waiting for another one of her baby teeth to fall out. And hopin’ another one a his’n don’t. Marshall’s a keen one though; I hear she’s got hold of herself a gol darn good job with the possibility of becoming assistant manager down to the big box store in Morrisville. Talk about a retirement plan; hell, that’s better ’n one of them

The Otter Follies—O.V.’s annual community talent show—is now scheduled for Friday, April 2. Held at Otter Valley Union High School, 7 p.m. Tickets available at the door only, Adults are $5.00, Students and Seniors are $3. The care and raising of sheep at UVM Participants in a new UVM sheep management class will learn the basic information necessary to raise and care for sheep at an upcoming class in sheep management. This class is an opportunity for individuals to obtain a clear understanding of what he or she wants to achieve by raising sheep. Focus will be on the different characteristics of breeds and the basics of animal husbandry such as health, nutrition and animal behavior to ensure success in sheep production. An emphasis will be on what to look for when selecting a healthy, sound sheep. Video clips will be shown on different aspects of a sheep operation. The class will be held Saturday, April 3, from 9 a.m. to 1 p.m. at the UVM Extension Office in South Burlington, Vermont. Death notice Heather Ann McDonough LEICESTER—Heather Ann McDonough, age 64, died March 9, 2009, at Rutland Regional Medical Center. McDonough was born in Rutland on Oct. 7, 1945. She was the daughter of Charles and Beverly “Bobbi” (Weinle) French. She grew up in Brandon where she received her early education. She was a member of the first graduating class at Otter Valley Union High School, Class of 1963. Following graduation she attended Hair Stylist School in Rutland. Arrangements are under the direction of the Miller and Ketcham Funeral Home in Brandon.

Live Spartan broadcasts planned Castleton State College and the Northeast Sports Network (NSN) have Northeast Sports Networkannounced the programming schedule for the 2010 spring season. NSN will webcast at least eight home games this spring, featuring men's and women's lacrosse, baseball and softball. Castleton will also team with NSN to carry any home tournament contests as well. Jack Healey, 19-time winner of the Vermont Sportscaster of the Year and voice of the Spartans, will do play-by-play for each broadcast. Northeast Sports NetworkIn addition to

Vt. energy topic of March 20 GOP event RUTLAND — The Rutland County GOP is hosting an informative breakfast discussion regarding Vermont’s ever changing energy challenges. David O’Brien, public utility commissioner, and a key participant in Vermont’s energy plan, is the keynote speaker for the breakfast meeting. O’Brien will present his exclusive view of the policy behind the politics surrounding the Vermont Yankee Nuclear facility and the recent agreement with Hydro-Quebec among other energy related topics. The “Energy” breakfast will be held at the South Station Restaurant located at 170 S. Main St. from 8:30 a.m. to 10 a.m. Saturday, March 20. The cost of the breakfast is $15 per person and will include a traditional hot meal. The breakfast is open to the public and all people who use energy are invited to attend. David O’Brien was named Dommissioner of the VERMONT Department of Public Service by Gov. Jim Douglas in 003. As commissioner he is responsible for regulation of the electric, natural gas, telecommunications, and water industries in Vermont. Critical cases currently under his purview include review of a statewide Smart Grid proposal, long-term power supply (HQ & VY etc.), and in the telecommunications field, resolution of the FairPoint bankruptcy and the viability of Burlington Telecom. Mr. O’Brien has also previously served as Executive Director of the Rutland Economic Development Corporation.
