Ticonderoga faces state fine DEC formally notifies Ti of penalty following leak By Fred Herbst fred@denpubs.com

TICONDEROGA — Ticonderoga will be fined by the state for allow-
ing contaminants to leak from the town highway garage into soil. Local officials have received an official notice from the state Department of Environmental Conservation alerting them of the fine, according to Supervisor Deb Malaney.
The amount of the fine is yet to be determined and will depend on the amount of contamination found as the area around the highway garage is cleaned up. That process is ongoing. “At this point things are going well and we’re optimistic we can solve the problem at less expense than we initially believed,” Malaney said.

Schroon adopts tourism plan By Fred Herbst fred@denpubs.com SCHROON LAKE — Schroon Lake now has a plan in place to promote tourism. The Schroon Lake Tourism Destination Committee has completed a blueprint for improving local tourism with the assistance of a consultant from Egret Communications. The plan is the result of 18 months of meetings and discussions. The project
was part of a Smart Growth grant awarded to Essex County. The blueprint contains specific actions, including the formation of a Tourism Council to operate under the auspices of the Schroon Lake Chamber of Commerce. The members of the council are Bob Mehm, Georgia Burkhardt, John Huston, Julie Sawyers, Roger Friedman, Roger Peace, Sharon Piper and Shawn Baker. “The Tourism Council has reinforced the basic premise of the Tourism Desti-
nation Committee in that any actions that benefit tourism in our community translate into increased benefits for all residents,” Friedman said. “The Tourism Council also recognizes the profound desire to maintain and nurture the unique sense of community found in Schroon Lake. “The goal is to grow tourism by improving the tourism experiences which will result in increased revenues for our businesses and community, more

Black Watch Library receives replica table By Fred Herbst fred@denpubs.com TICONDEROGA — The Black Watch Memorial Library in Ticonderoga has a new meeting table, thanks to a local family. The Westervelt family — Ann, Bill and Lisa — have donated a table to replace the aging one in the library’s Jane Parmley Reading Room. The new table is an exact replica of the old one, built by Marc Potter of Cold Spring Craftsmen in Crown Point. The old table served the library for decades, but was showing its age. When the Westervelts learned rehabilitation of the table would cost more than construction of a new one, they commissioned Potter to create a new piece of furniture. “The library is very grateful,” said John McDonald, library board president. “It’s a beautiful table.” New chairs to accompany the new table will be delivered soon. The Black Watch Memorial Library recently dedicated a new addition that doubled its size. “We felt the new addition needed a new table,” Ann Westervelt said. “The old one was a little rickety.” Ann Westervelt is a member of the Friends of the Black Watch Memorial Library. Heather Johns, library director, said the new furniture fits in perfectly with the new addition. “It matches the new woodwork,” she said. “It’s beautiful.” The maple table is 38 inches wide and five feet long. It extends to 7 1/2 feet in length when needed.
Looking over the new table in the Black Watch Memorial Library are, from left, Marc Potter, library director Heather Johns, library board president John McDonald and Ann Westervelt of the Library’s Friends group. Potter made the table, which was donated to the library by the Westervelt family.

deroga. Others will imagine they are one of the family members of the British soldiers living in the fort and unaware of this plan. Over the course of the day participants, with the help of simple costume pieces, will create characters, both true and fictional, as they enact the historic capture of Fort Ticonderoga on May 10, 1775. New pastor to serve Ticonderoga church TICONDEROGA — Cornerstone Alliance Church has welcomed Charles Bolstridge as its new pastor. Bolstridge and his wife, PJ, and their three children Charles, age 18, Jared, 16, and Rachael, 14, come to Ticonderoga from the Concord, N.H., area. Bolstridge did his pastoral studies at Word of Life in Hungary and worked there hosting and ministering to international students. Most recently he was an assistant pastor in Pittsfield, N.H. Bolstridge said he and his family are excited about their move to the Adirondacks. Bolstridge spent his early career as a woodsman for the paper industry. He then
did sales work for a polymer company before being called to the ministry. While in Hungary the family was very active in community life, hosting exchange students and working with local families on various projects. They have spent the last few years working in the ministry in New Hampshire. Bolstridge has plans for a youth ministry as well as monthly programs for the community. Sunday services at Cornerstone Alliance Church start at 10:30 a.m. and mid-week worship service is Wednesday at 7 p.m. Nursery is provided for all services.

The state police aviation unit from Albany assisted with a helicopter during the recovery effort because of the remoteness of the site.

Ti zoning meeting set TICONDEROGA — The second in a series of five community open house meetings to answer questions, provide information and discuss details of Ticonderoga’s zoning revisions will be held Tuesday, Aug. 10, 4- 7 p.m. at the Community Building. The focus of August’s open house will be on downtown Ticonderoga, the Four Corners and surrounding residential neighborhoods. The proposed zoning includes design guidelines for new and substantially renovated commercial buildings, requirements for new signs, standards for landscaping, parking, outdoor lighting and similar elements of commercial development. The draft law also regulates the types and intensity of small businesses that would be allowed in residential areas. Open houses have been scheduled for the second Tuesday of the month beginning in July and running through November. They will be held in the Community Building between the hours of 4 and 7 p.m. The open house format means that there will be no formal program or presentation, and people are invited to drop in any time during the three-hour session at their convenience. Committee members and the town’s
planning consultant will be on hand to listen to concerns and answer questions. Copies of maps and draft sections of the revised law will be available at each open house. While each event will be focused on a specific part of town, those who cannot attend a particular session are welcome to come to any of the scheduled open houses that best fit their schedule. More than 60 people stopped by during the first open house last month, which was focused on the lakeshore. People who were unable to attend last month’s session or those who attended but did not get a chance to talk to someone may attend an upcoming open house. For more information, follow the Zoning and Planning Board link on the town website, http://www.townofticonderoga.org or contact Brandy Saxton at 5467470. The draft sections of the revised zoning, along with a variety of supporting materials, can be read or downloaded from the website. The committee is also soliciting written comments, which can be emailed through the website, sent by mail or dropped off at the Community Building.

6 - TIMES OF TI • OPINION
SATURDAY August 7, 2010
Crown Point rallies for neighbor To the Times of Ti: On behalf of the “ad hoc” committee that came together following the horrific fire that left the Ives’ family without home, food, clothing and toys, I want to hold before you a marvelous community. As you are aware, the friends and members of Crown Point joined hands to hold a Benefit for the Ives’ family July 29. Unsure of what the results would be we, on blind faith, believed that this community would come together in support of the obvious need. I am grateful to more than 200 community members for attending and supporting the spaghetti dinner held
in the Crown Point Fire Department hall. Their collective efforts netted the Ives’ family just over $2,500. These funds will be used to ensure that clothing is replaced, food is found in the pantries and children can once again play. I am also grateful to the men and women of the Crown Point Fire Department, Frenchman’s Restaurant, The Elks Club of Ticonderoga, Daughters 5 Farm Stand, Tom and Linda Neddo, CPTELCO, The United Methodist Church of Crown Point, Crown Point Discount, Champlain Bank, Sacred Heart Church, the Crown Point Post Office guys and gals, the Crown Point Central School, the Ticonderoga Assembly of God,
Bobbi-Jo Shaffer; her “daughters” and kitchen crew, the First Congregational Church (Brick Church), as well as the hundreds of folks who contributed by attending, supporting the “Buckets” and the cake raffle items as well as of food and prayer. Mr. Editor, in a time and place when the news is often sensational at best, the community of Crown Point rose up and created hope from the ashes of despair. And you know what? It wasn’t hard to do! Rev. David C. Hirtle First Congregational Church Crown Point
North Country already has a good congressman To the Times of Ti: A recent letter stated Chris Gibson, who is the Republican candidate for Congress in the 20th District, is the man for the job! My opinion differs as I feel anyone running on the Republican ticket has vocabulary of only one word! That word is “No” to anything resembling help to the middle class! The North Country already has a congressman who has shown he cares for the middle class by voting for health care and other related issues such as unemployment insur-

Bill Owens is not only the man for the job, but also the man who is already doing it! The choice is a simple one for North Country residents. You can keep sending your children to fight the battles started by those who favor the rich or support bringing them home! The people of the North Country need to keep Bill Owens fighting for their rights by voting for him in November! Gary P. Guido Ticonderoga

Concert to welcome new church organ to Ti By Fred Herbst fred@denpubs.com TICONDEROGA — There’s only one way to celebrate the arrival of a new organ — with a concert. The First United Methodist Church of Ticonderoga will do just that, hosting a performance by professional musician and conductor Sal Sal Scecchitano Scecchitano Wednesday, Aug. 11, at 7 p.m. “The new organ, a Rodgers Allegiant, was installed earli-
er this year to the delight of Director of Music Grace Trombley and the congregation,” said Betty Rettig of the church. “Grace has been the church organist and choir director at First United Methodist Church for over 30 years following former organist Art Potter. “All are welcome to the evening concert featuring Sal Scecchitano,” she said. “There is no admission fee, but a freewill donation will be accepted. A reception will follow the program.” Scecchitano has more than 40 years of church music experience. He graduated from The Juilliard School with an undergraduate degree in organ and a master ’s degree in conducting. He made his Carnegie Hall debut in 1981 as music director and principal conductor of the Youth Symphony Orchestra of New York. Scecchitano has also been a guest conductor with the St. Louis Philharmonic and resident conductor of The Juilliard
Ballet. Scecchitano is currently the chief musician and director of audio-visual for the Brunswick Presbyterian Church in Troy. He lives in Brunswick with his wife, Deborah, and their 10-year-old twin daughters. The program will include pieces by Bach and Brahms as well as arrangements by Lani Smith, Virgil Fox and Marilyn Arison. Some of the selections will be by composers John Dunstable, Jehan Alain and Cesar Franck. The First United Methodist Church is located at 1045 Wicker St. in Ticonderoga, next to the hospital. Call the church office at 585-7995 for more information. The church holds services each Sunday, year round, at 8:30 and 10:30 a.m. with Pastor Scott Tyler officiating. Child care is available during the 10:30 service and Sunday school for children will resume in September.
Leak From page 1 “We’re moving forward and staying in close contact with the DEC,” she added. “We’d like to have this all wrapped up before snow falls. It looks like we’re right on target.” Ticonderoga’s problem surfaced when about two gallons of gasoline was spilled on the floor of the Ticonderoga highway garage this spring. The spill was immediately cleaned up. An unnamed community member learned of the accident and reported it to the state Department of Environmental Conservation, Malaney said. That led to a DEC investigation. While investigating the spill, the DEC officer saw an abandoned drain in the garage floor. Further investigate revealed the drain led to a dry well outside the garage. The drain and dry well were installed when the highway garage was built in 1953, Malaney said, and had not been used since the 1970s. Concerned about possible past contamination, DEC ordered Ticonderoga to have soil samples taken from around the highway garage. Those sampled revealed pollution. To date, about 1,000 tons of contaminated soil have been removed from the highway garage at a cost of about $70,000, Malaney said. Further excavation is still required, she said. Besides removing polluted soil, the highway department is also being required to connect the floor drain to the public sewer system, upgrade its containment systems, improve its fuel storage area and keep smaller amounts of fuel on site, Malaney said. “The DEC has been very easy to work with,” the supervisor said. “They’ve offered suggestions on cost-savings measures while still maintaining focus on safety and compliance.”

Author to visit Fort Ticonderoga TICONDEROGA — Fort Ticonderoga’s Author Series continues on Sunday, Aug. 8, with Richard B. Smith, author of Ethan Allen & the Capture of Fort Ticonderoga: America’s First Victory. The program will take place in the Deborah Clarke Mars Education Center at Fort Ticonderoga at 2 p.m., followed by a book signing at 3 p.m. in the Fort Ticonderoga Museum Store. The program is included in the cost of admission. In April 1775, a small band of men set out from Harford and traveled swiftly north toward the shore of Lake Champlain, recruiting men to their expedition along the way. Within only a few days, this group of volunteers arrived in Vermont and, joining forces with Ethan Allen and his legendary Green Mountain Boys, launched a daring attack to capture more than 100 cannons stored at Fort Ticonderoga. In this look at “America’s First Victory,” Smith traces the Patriots’ route from Connecticut, through the towns of western Massachusetts and the Berkshire hills and north to Bennington, Vt., and Lake Champlain. He chronicles the rival expedition led by Benedict Arnold, his confrontation with Allen, and the surprise attack that changed the course of the American Revolution. Additional Author Series programs will take place on Aug. 15 and Oct. 17. Each program begins at 2 p.m. and is followed by a book signing at 3 p.m. in the Museum Store. Ti Historical Society to host annual A’Fair Annual event slated Aug. 14 at Hancock House TICONDEROGA — The Ticonderoga Historical Society will host its eighth annual Summer A’Fair on Saturday, Aug. 14, 10 a.m. to 3 p.m. on the lawn at the Hancock House at 6 Moses Circle, Ticonderoga. “Fresh berry pies await you at the bake table,” said June Curtis of the historical society. “If books written by regional authors interest you, look for them at the book sale under the tent. Search for treasures at the white elephant table. Visit the regional arts and crafts booths for that very unique gift.”
This year for the first time, Ticonderoga Arts will participate. The gallery, located downstairs in the Hancock House, will be open and artists will be available for consultation and discussion. “Please gather your family, your friends and neighbors and come to the Summer A’Fair where there will be fun for everyone.” Curtis said. This annual event is a fundraiser for the Ticonderoga Historical Society. It supports educational, artistic, historical and cultural programs for the community. People who have items to donate or who wish more information can contact Robin at 585-7868 or tihistory@verizon.net.

King’s Garden home to summer programs TICONDEROGA — Fort Ticonderoga’s King’s Garden is alive with a variety of flowers and programs this summer. Tuesday afternoons family ‘investigating’ programs take place. A number of the offerings center on herbs; growing them and using them in cooking, remedies and natural products. And, there is a large new herb bed just brimming with both familiar and less common useful herbs. On Aug. 10 and 17 children can join storybook reading, then explore the herb garden and make a take-home craft item. Another offering, on Tuesday, Aug. 24, is an herb program lead by local herbalist Nancy Scarzello. She will use the herb garden to talk about the many ways in which colonists used
plants to make teas, salves, and poultices for healing and disease prevention. The family programs are all included in fort admission and begin at 1:30 p.m. The Hands-on Horticulture series continues Monday through Friday afternoons through August from 12:30 to 3:30 p.m. This drop-in program is an opportunity to learn while doing with an expert to help. Staff explain the specifics of each lesson and then invites visitors to try out the procedure on plants of the Kings’ Garden. The Iris Division Days program is back again from August 9-27. The Bearded iris is easy to grow and maintain with just a few basic skills. This Hands-on Horticulture program will
teach people how to divide this popular perennial and they can take home a root for their own garden. Additional roots will be available for sale, too. The King’s Garden is the link between Fort Ticonderoga’s 18th-century history and the story of the restoration taken on by the Pell family. The restoration of the fort was one of the first of its kind in the country. Today the fort and the gardens are a private not-for-profit site dedicated to preserving and interpreting the historical events that took place here. The grounds are open daily 9:30 a.m. to 5 p.m. with programs, tours, exhibits and demonstrations. The daily schedule of events and programs can be found at FortTiconderoga.org.

Penfield From page 1 “The church records show that at a special meeting of the Congregational Society in 1846, the Second Congregational Church of Crown Point, was formed,” Hirtle said. “Congregationalism, inheritors of the free spirit of the Separatists that left England aboard a tiny vessel called The Mayflower in 1620, came together as a Christian community to build a church home where all would feel welcome, where all had a voice in the path they believed God was directing them. “The faith of those early settlers carved out of the wilderness of the Adirondacks a church building in 1845 and dedicated in October of that year,” he continued. “The building cost $1,600 and boasted a basement used for the education of it’s members and the community. It was a focal point of that small, growing community. It provided not only a place of worship, but a communal center for meetings, times of joy and of loss, and great struggle during the early days of this area.” The service will feature hymns, played on the historic pump organ by Shari O’Bryan, scriptures, prayers, anecdotal information and messages. Located in the Crown
Point hamlet of Ironville, the Penfield Museum is the former home of Allen Penfield and reflects the 19th Century when mining dominated the regional economy. It is also the birthplace of the electrical age. The hamlet of Ironville, on the National Register of Historic Places, is listed as the “Birthplace of the Electric Age” since it is the site of the first industrial application of electricity in the United States in 1831. The electricity was provided by a simple battery known as a “wet battery,” which in turn was used to power one of Joseph Henry’s electromagnets. The electromagnet was used in Ironville to recharge the magnetic prongs on the magnetic ore separator, a machine used to remove the iron from the crushed ore. The magnet also became a novelty and people would come from miles to see it’s strength. Thomas Davenport, of Brandon, Vt., was so fascinated with the magnet at Ironville that he purchased it from Allen Penfield at a cost of $75. With the experimentation that Davenport did on that magnet, it lead to his invention of the electric motor in the mid 1830s. Central to the museum is an exact replica of a large electromagnet now in the Smithsonian Institute in Washington, D.C.
SATURDAY August 7, 2010
Joan Hunsdon, Crown Point town historian, leads a tour of the Penfield Museum. The Museum will host its annual Heritage Day Sunday, Aug. 15. Penfield moved his family to Crown Point in 1828 to make his fortune in the mining industry. The home he build was occupied by three generations before becoming a museum which houses a collection of 19th Century artifacts memorabilia. Crown Point iron was an
indispensable product for the North in the Civil, War. Iron from Crown Point was used to construct the battleship Monitor. The museum contains samples of iron ore mined by Penfield along with pictures of the mines in operation. Rooms in the museum are furnished with original pieces once belonging to the Penfields. Other historic furniture is also on display.
Ironville was placed on the National Register of Historic Places in 1974. The homes along the main street were all constructed in the early 19th Century. Those buildings, besides the museum, include the Harwood House, a church, a parsonage, a boarding house and homes and barns that have been in use for 150 years and longer. There are 10 stations along a self-guided tour.
Year-round historical and recreational trails wander across the 500 acres of the homestead. In the summer, hiking and camping are available near the Penfield Pond. The museum is on the grounds of the Penfield homestead, known as the birthplace of the electrical age. But it contains much more than artifacts relating to mining and electricity; it is a museum of local history.

Historic site to welcome encampment said Tom Hughes, site manager. “Sutlers (vendors) will show and sell their replica 18th century wares all weekend, rain or shine. West Addison General Store staff will cook on-site, selling sandwich lunches to guests. Crown Point Bread Company will sell gourmet baked goods inside a festive tent. “Crown Point offers a unique backdrop for the event, both geographically and historically,” Hughes said. “Before the 1730s, Woodland Indians camped on the peninsula. In 1734, the French military built an impressive stronghold here, Fort St. Frédéric, with its tall limestone tower and even a fortified and wind-powered grist mill. A quar-
ter-century later, when the British arrived, they added an even larger fortress at Crown Point. The limestone ruins of both the French-built fort and of the earthen walls and stone barracks of the British fort, located on a point of land that juts into Lake Champlain, still offer an inspiring location that has remained largely unchanged since a devastating fire burned the British fort in 1773, only two years before the start of the Revolutionary War.” The ruins are among the very few remaining examples of pre-Revolutionary military construction in the United States and both fort ruins have been individually designated as registered National Historic Land-

CROWN POINT — The churches of Crown Point will join together to offer a Community Vacation Bible School. Sacred Heart Roman Catholic Church in Crown Point will host the school. “The parishes, who in the past have held separate and successful Bible school programs, decided to share the joy, the staff and the opportunity to reach into the community with a positive Christian program for local children prekindergarten through early teen,” explained Rev. David Hirtle of the First Congregational Church of Crown Point. The program is scheduled to begin on Monday, Aug. 16, and run through Friday, Aug. 20, 9 a.m. to noon daily. “Children who attend will experience a meaningful daily lesson, music, crafts, fellowship and snacks,” Hirtle said. “This will be a program that will have a lasting impression on your child.” To register contact Sister Carol Daul at 597-3924 or mail a child’s name, address, age and phone number to Sister Carol Daul, PO Box 479, Crown Point 12928.

In August of that year, as part of a three-pronged British attack against Montreal, the last French stronghold of New France, Brigadier General William Haviland led a force north from Crown Point. The French military surrendered Montreal on Sept. 8. This British capture of Montreal ended hostilities in the Champlain Valley and led to a period of English settlement. CROWN POINT — Crown Point State Historic Site will host a British, French and Indian war encampment Aug. 14 and 15. No vast battles, only skirmishes, were fought at Crown Point in the 1700s, so four tactical weapons demonstrations are scheduled for the public to view during the encampment weekend. The “battles” will take place between at 10 a.m. and 1:30 p.m. on both Saturday and on Sunday. Guests at the encampment will be able to see, hear, walk among, and interact with the many volunteers who will spend the weekend portraying the various people of Crown Point. “Visitors will want to bring a camera,”

Lake Placid Ironman
Port Henry athlete goes the distance By Fred Herbst fred@denpubs.com
McDonough at Ironman
PORT HENRY — Bill “Red” McDonough is an Ironman. The 69-year-old Port Henry man completed the Lake Placid Ironman July 25 in 14 hours, 24 minutes, 41 seconds — completing the 2.4-mile swim, 112-mile bike ride and 26.2-mile run. “I had a ball; it was fun,” McDonough said. “It was challenging, especially the run, but the whole way I knew I’d be able to finish. “I’m very happy, no doubt about it,” he added. “I never dreamed I could do something like that. It’s unbelievable.” McDonough is just the fourth area athlete to complete Ironman. Dave Natale and Marge Huseman of Ticonderoga have done it along with Chloe Orr of Mineville. While McDonough had to complete Ironman on his own, he had plenty of support getting to the starting line. Natale and Huseman accompanied McDonough on many of his weekly swims in Mirror Lake, 100-
mile bike rides and 20-mile runs. “They were there with me the whole way (in training),” McDonough said of Natale and Huseman. “They were with me on the long runs and bike rides; they took me swimming. I’m very indebted to them.” In fact, Natale and Huseman are the reason McDonough decided to tackle Ironman. He had tagged along on some of their training runs as they readied for the endurance test and caught the Ironman bug. “They get the credit — or blame,” McDonough said. Others helped, too. Dave Rutkowski and Jim Cunningham of Ticonderoga taught McDonough about cycling. Paul Buehler of Elizabethtown helped with strength training and Peg Bolster of Westport taught McDonough how to swim. McDonough didn’t know how to swim until Bolster became a mentor. “That first time in the (Moriah Central School) pool Peggy asked me to swim four laps,” McDonough recalled. “I couldn’t do it.”
And there's McDonough’s wife, Marie. “She really helped me through all the training and supported me the entire way,” he said. “I was gone from home a lot training and she understood.” A high school athlete years ago, McDonough started running 20 years ago when his sons decided to play football. “I started to run with them to get them into shape for football,” he recalled. “I kept running; they didn’t.” Always looking for a challenge, McDonough picked the Adirondack Marathon in Schroon Lake for his first-ever race. “It wasn’t pretty,” he said of the 26.2 mile run. “I knew I could do better.” He did. McDonough returned to win his age group at the Adirondack Marathon three times. He also won his age group at the Green Mountain Marathon Vermont twice and qualified for the Boston Marathon three times. He has a total of run 21 marathons. At the Lake Placid Ironman, his time was good for fifth place in his
Bill ‘Red’ McDonough age group, a strong showing for a first-time Ironman. So what’s next for McDonough? He’s registered for the Lake George Triathlon in September — and he’s already signed up for the 2011 Lake Placid Ironman. “I thought I was going to do a little better this year, but now that (14:24:41) will have to do,” McDonough said. “It gives me something to shoot for next year.”

t has long been an accepted theory among wildlife biologists nuisance bear complaints rise during years when natural food sources are scarce. It stands to reason bears would be forced into campsites and residential areas in search of food during seasons in which berries and nuts are limited, and studies seem to support that premise. But can environmental officials accurately predict when these years will occur? Further, do bears have higher reproduction rates during years when natural forage is abundant? A graduate student of the SUNY College of Environmental Science and Forestry (ESF) aims to help answer those questions. As part of her graduate studies, Courtney LaMere has begun a project looking at the relationships between natural food abundance and human-bear conflict numbers and reproduction. She is doing so in tandem with state wildlife biologists at SUNY-ESF's Adirondack Ecological Center (AEC) at the Huntington Wildlife Forest in Newcomb. The goal, according to LaMere, is to “to put some empirical evidence behind it and give the DEC a predictive tool for dealing with ‘bad bear summers.’” “Another hypothesis I have is that sows synchronize their reproduction with the beechnut crop,” LaMere added. Because beechnuts are the number one nut crop in the Adirondacks and the largest source of high-energy carbohydrates for the black bear, LaMere believes they play a critical role in both reproduction and nuisance complaints. This year, LaMere said, is expected to be a banner year for beechnuts. While LaMere has studies conducted by SUNY-ESF staff

know the old saying, “No news is good news,” and I regret that this week’s news is mostly bad.
Word has been received from both Hamilton County and Franklin counties that EnCon Police Officers have recently issued tickets to several individuals for harassing and harming common loons and their nests. These icons of the Adirondacks are protected under both state and federal laws. The Federal Migratory Bird Act protects loons, their eggs, nests, and feathers. On June 12, an EnCon Officer responded to reports that two young boys had approached a loon nest and frightened off the adult loon on 6th Lake of the Fulton Chain, near Inlet. One of the boys actually struck the nest with a canoe paddle and broke an egg. After locating the teenagers and their guardian at a private camp, DEC officers ticketed the guardian for destroying the nest of a protected bird. The case, which will be prosecuted by the Hamilton County District Attorney, could result in a maximum penalty of $250 and 15 days in jail. The same day, DEC received another complaint of boaters harassing nesting loons on Raquette Lake in Hamilton County. The incident remains under investigation. On July 21, a youth was witnessed operating a personal watercraft in the vicinity of two adult and three juvenile loons on Raquette Pond in Tupper Lake, Franklin County. The youth, who was driving a personal watercraft, appeared to be intentionally targeting the loons by making repeated passes over them. Loons, especially young, have a limited capacity to repeatedly dive below the surface to avoid such harassment. It is unknown if any loons were injured or killed in the incident. Following an investigation by environmental police, a 16year-old male from Tupper Lake was charged with a violation for illegally taking protected wildlife and three violations of navigation law, including operating an unregistered

Graduate student Courtney LaMere is asking successful bear hunters this year to collect the reproductive tract from the animal’s entrails to be studied as part of research she is conducting to aid the state with its wildlife management efforts. that focus on forest food abundance as well as harvest statistics and nuisance bear complaints from the DEC, there is little data tracking bear reproductive rates. So, LaMere is reaching out to hunters for their help. A number of collection points have been established, and LaMere is asking successful bear hunters to gather and submit the reproductive tract of female bears from their entrails. “I need to do a major outreach to hunters as I’m asking for something they would usually leave in the woods,” she said. According to LaMere, there are telltale signs left in a bear ’s reproductive tract after a sow has mated and given birth to cubs. The process of ovulation and birth leaves visible scars inside the ovaries and uterus. Cutting the tract open and studying the scars inside can shed tremendous light on the number of cubs produced, reproductive timing and reproductive success, LaMere

vessel and operating a personal watercraft without a boater safety certificate. Loons must nest on the water ’s edge, as they cannot walk on land, which makes them vulnerable to disturbances from boat wakes and other human activities. Please observe "no wake" zones and speed limits, and keep away from shorelines to avoid flushing loons off the nest.
There's something fishy in Essex County In other disturbing news, it appears that the future of the Essex County Fish Hatchery may be in jeopardy. Essex County supervisors have been reviewing a growing list of necessary repairs at the county-owned hatchery in Crown Point, amid an increasingly dismal financial picture. The hatchery currently stocks thousands of trout in local streams and lakes, including 2-year-old “trophy” fish. Visiting anglers rave about the quality of these fish, which are comparable to wild “native” trout. However, the county facility is in need of a major overhaul. Elizabethtown Supervisor Noel Merrihew recently explained, “We’re looking at the waterlines and other infrastructure. The hatchery really needs a lot of work and Steve LaMere, (county fisheries director) has done a great job keeping the place up and running, with a limited staff. Right now, Dan Palmer (county manager) is looking into the costs and expenses, to help the board determine the best direction to take. We understand how important the hatchery is to the county.” Major renovations are needed for the old facility, built by the state in 1928. However, county officials should realize that for every trout the hatchery puts out, the return from tourism more than triples the expense. Trout, especially of the high caliber that the county hatchery produces, are a major tourist attraction. Losing this invaluable resource would be comparable to the closure of Frontiertown, or Santa’s Workshop in the current day. Wilmington, which is a three-pole town, is economically driven each season by either the North Pole, ski poles or fishing poles. The removal of just a single pole, would likely threaten the financial integrity of the entire community. Joe Hackett is a guide and sportsman residing in Ray Brook. said. The findings will be used to not only help predict “bad bear summers,” but also help determine if female bears synchronize their reproduction with natural food cycles. Similar studies in other states such as West Virginia, Michigan and Maine have been done and the findings have become a useful tool in wildlife management. LaMere hopes the same occurs in New York. “Those of us studying environmental science and Forestry are in the unique position to help the DEC gather information they might not have the time or money to do,” she said. LaMere hopes to publish her findings as she finishes her masters work next summer. The findings will be posted to LaMere’s Web site: www.esf.edu/aec/research/bearproject. A detailed list of collection points and a guide on how to remove the reproductive tract from the body cavity can also be found on the site. Bedroom comfort and safety
It is common for the elderly person in your care, or a person with a disability, to have trouble turning over or getting and out of bed. These tips may help: * Talk to the health care provider to see if medication may have to be adjusted. * A satin sheet or piece of satin tucked across the middle of the bed can make it easier for the person to turn over. * Flannel sheets and heavy blankets can make it more difficult to turn over. Make sure the path from the bed to the bathroom is well lit. Use a nightlight or leave open a closet door with the light on. Keep the bedroom floor clear of things that could cause a fall; don’t leave shoes, books, or magazines on the floor. (Taken from Mature Living)
Medicare and the new health law: What it Means for You Better Access to Care * Your choice of doctor will be preserved * The law increases the number of primary care doctors, nurses, and physician assistants to provide better access to care through expanded training opportunities, student loan forgiveness, and bonus payments. * Support for community health centers will increase, allowing them to serve some 20 million new patients. Better Chronic Care * Community health teams will provide patient-centered care so you won’t have to see multiple doctors who don’t work together. * If you’re hospitalized, the new law also helps you return home successfully - and avoid going back - by helping to coordinate your care and connecting you to services and supports in your community. (Provided by Centers for Medicare & Medicaid Services)
