SARANAC LAKE — The Saranac Lake Winter Carnival Committee is currently seeking nominations from the public for the 2013 Winter Carnival king and queen. Once the nominations have been collected, all past kings and queens are invited to an assembly which will select the new king and queen from the nominations. This meeting is on Friday, Jan. 18 at a secret location. “This is no small task since the assembly might review as many as 20 nominations for each position,” said Barb Martin, royalty chair for the Carnival Committee. The nominating materials are presented to the assembly exactly as they are received from the community. There is no pre-screening or editing that could influence the outcome. The assembled kings and queens are given a period of time to review the materials and then are called upon to vote. Final selection is by secret ballot. “We know there are numerous people who are worthy of this honor,” Martin said. “Our regret is that we can honor only one couple each year.” The king and queen selection is based upon volunteerism within the community. The assembly is looking for a long-term and broad-based commitment to making life more livable, pleasant, and enjoyable – both for the folks who live here and for those who visit. The volunteer activities can be organized or completely self-motivated. They can be as diverse as organizing a major community

The biggest winner in the funding through the North Country Economic Development Council was the Adirondack Economic Development Corporation Inc., based in Saranac Lake, which received $2 million to be put toward a tourism fund which will be managed by the AEDC. Search for Colin Gillis story of 2012 TUPPER LAKE — Since mid-March, residents of the Tri-Lakes area have been wondering where an 18-year old Tupper Lake resident vanished to. Colin Gillis, who had returned home for a break from classes at SUNY Brockport, attended a March 10 party with friends in Piercefield. Gillis left that party around 1:45 a.m. Saturday, March 11, and has not been seen since. The disappearance
sparked a massive search effort from the Department of Environmental Conservation, New York State Police, state missing persons organizations and the local volunteer fire departments and EMS squads. Parents John and Patty Gillis, along with Colin’s brother, Lyndon, spoke with reporters assembled at the Piercefield Highway Department March 14, at that time the headquarters in the search.
“Colin, if you are out there, no one is going to be mad at you. Please get in touch and let us know that you are OK,” John said. “Reach out to us and let us know that you're OK,” Patty added. “The bottom line is, we want you to come home.” “I got the call Sunday afternoon, and I was here as soon as I could get here,” Lyndon said. “I was in the woods that evening and stayed there looking for him
into Monday.” John Gillis said that the last time he and Patty had seen their son was around 8:30 p.m. Saturday evening, when he left to go to a party. “Patty and I had just had dinner with him,” John said. “He was pumped up about seeing his friends and joking about how this was the 2012 reunion. The Saranac Lake First Night Committee looked past the impending doom that was scheduled for Dec. 21 and made their preparations anyway for the annual First Night event, which kicks off at the Harrietstown Hall Monday, Dec. 31, at 5:45 p.m. with opening ceremonies and ends at midnight with a traditional ball drop and New Year ’s Day celebration. “We try each year to broaden our circle of people who attend,” First Night board member Liz Bennett said. “We attempt to provide a variety of entertainment for all ages from puppetry and circus acts for children, CONTINUED ON PAGE 4

We are just riding the wave of this support.” Investigators continued to look into numerous theories and interviewed those at the party as well as friends and neighbors. The search was eventually downgraded but the case remained active. In November, the DEC asked hunters in the Piercefield and Tupper Lake area to keep their eyes open not only for big game, but signs of the Tupper Lake High graduate.
ORDA looking forward to 2013 winter sports season By Shaun Kittle

LAKE PLACID — The state Olympic Regional Development Authority (ORDA) is looking forward to a lucrative winter season. “We have great weather coming our direction,” ORDA President and CEO Ted Blazer said during the Dec. 18 ORDA Board meeting at the Olympic Center. “I think it’s important that we go in with enthusiasm.” The optimism comes on the heels of a lessthan-lucrative 2012. ORDA auditor Alan Walther released the authority’s financial report for the first seven months of the fiscal year (April 1-Oct. 31) and said the net operating loss to date was $7.18 million, which is better than this time in 2011. “Through October of 2012 there’s an operating loss prior to depreciation of $7.18 million versus an operating loss last year of $7.583 million, so you're approximately $402,000 ahead of where you were last year," Walther said. ORDA has seen revenue increase in some areas and decrease in others. Contributing to the loss was a $135,000 decrease in snow sports and skating revenue
Grants Continued from page 1 The village of Lake Placid received $1,012,006, which will be used to remove the Chubb River Dam and restore approximately 1,200 linear feet of natural stream bed and riparian buffers, and build nearly one acre of additional wetlands. The project will restore habitat, improve, and protect water quality in conjunction with the village's replacement of an aged trunk sewer system. In Tupper Lake, the Wild Center received $1 million to help construct an elevated boardwalk and timber towers to help enhance tours at the museum. The village of Tupper Lake also received $445,000 that will be used in conjunction with the town of Tupper Lake to implement priority projects
and a $350,000 loss for fall events, both of which have been attributed to poor weather conditions. On a positive note, total operating revenue went up by $101,000 to $4.6 million. And tour packages and event admissions also went up $260,000 due to increased events and a strong summer. ORDA’s budget includes revenue sources from its operations, such as corporate development and venues; non-operational revenue such as the $4.733 million state appropriation for 2012-13 and $750,000 annually from the town of North Elba in 2012 and 2013; personal services and non-personal services operating expenses; and non-operational expenses such as loan payments.
News from the venues Other things are looking up this year, too. All three ski resorts run by ORDA have opened for the season. Whiteface opened Nov. 17, a week ahead of schedule, Gore opened Nov. 23 and Belleayre opened Dec. 1. “Once you get that door open, people will start coming in, and things will start to get a lot easier” Blazer said. This season will be Belleayre’s first under ORDA’s operation. They acquired manage-

The village also received $300,000 to complete the design and engineering of a new wood-fired district heating system for buildings in the village. Also in Tupper Lake, The Tupper Lake Crossroads LLC Redevelopment Project received $36,000 to conduct studies to rebuild a Tupper Lake hotel and restaurant. The Town of North Elba received $463,200, which will be used in conjunction with the village of Saranac Lake to develop a plan to address a number of key issues including parking and vehicular circulation; worker housing, diversification of economic activities and marketing of the region. It will also be used to develop multi-use recreational
ment of the resort, located in Highmount in the Catskill Park, earlier this year from the state Department of Environmental Conservation (DEC). Blazer said snowmaking and grooming improvements made for this year have been integral to the early openings and will keep people coming back to the resorts. ORDA also has big plans for the Conference Center at Lake Placid, which is expected to bring in 12,760 people next year. Events there include the New York State Snowmobile Association, the Ironman competition and the New York State School Boards Association. Blazer said the conference center has been instrumental in bringing people to the region — the recent Can/Am hockey tournament brought in 5,000 people, and the 2013 Eastern Synchronized Skating Sectional Championships, which begins Jan. 30, is expected to bring in 2,300 athletes. Some improvements have been made to existing properties, too. Offices at the cross-country ski area at the Olympic Sports Complex, Mt. Van Hoevenberg, were renovated to accommodate more guests. “What we’ve done is we’ve opened it up and Adirondacktized it,” Blazer said. sites on capped landfills in close proximity to their downtowns as a mode of infill recreational development for these communities in the North Country. The Adirondack Mountain Club was awarded $221,073 to renovate and upgrade the High Peaks Information Center facility, including construction of an additional campground loop at the ADK Wilderness Campground with both tent sites and leantos, and include related infrastructure such as a well, washhouse and septic. Also, the Adirondack Museum was awarded a pair of grants, the first for $50,625 to commission a study to model different operating scenarios outlined in their 2012 Exhibition Master Plan, while a second was awarded for $130,000 to develop a wood pellet boiler system using thermal storage.

Palmer was right: ‘Take this job and ...’
T
hank you, Dan Palmer, for being a wonderful Essex County manager. Now, please leave Elizabethtown and head back home to Minerva. Two weeks after announcing that he plans to retire at the end of the year, Palmer changed his mind, saying on Dec. 17 that he’ll stay in his position if the Essex County Board of Supervisors reappoints him. Although he didn’t hand in an official resignation letter to the county, he did file retirement papers with the state. Palmer ’s decision to retire was emotionally charged. It was made amid the 2013 budget process. He and the board couldn’t agree on how to fix the financial crisis, so, like any disgruntled employee near retirement age, Palmer said, “No more!” and decided to hang up his hat. To simply change his decision now and say, “Never mind,” is an irresponsible way to manage a county. Dan, you’ve made your bed; now sleep in it. Retire, already. We understand some supervisors have asked you to reconsider. We’d hope you would simply say, “No, thanks. My mind is made up. It’s been a pleasure, but I’m done with county service. Thanks for everything.” Flip-flopping on your decision makes us question your motive. Are you playing politics? Trying to make a statement? The financial crisis in Essex County is too important for shenanigans or political games. What’s really going on? Changing your retirement decision also sends a bad message to supervisors and taxpayers. If you come back to Elizabethtown, how can we take you seriously with serious matters such as the budget? Your credibility would be shot, your word worthless. Like anyone in public or private service, we are all replaceable. None of us will live forever, and someone will eventually fill our positions. The Essex County manager is no different. Palmer supporter Roby Politi — who called for the Dec. 17 executive session meeting to ask Palmer to stay — told the media that the job of finding a replacement is “insurmountable.” We don’t think so. There are many people in this state qualified to manage counties. There may actually be someone currently employed
by Essex County who is qualified. And, in replacing Palmer, county leaders may just see a cost savings in salary and benefits. Has anyone actually compared Palmer ’s $118,000 salary plus benefits with managers overseeing counties of similar size? Wasn’t there a time not so long ago that the job was handled by the chairman of the board? Perhaps Moriah Supervisor Tom Scozzafava is right in his assessment that the position is not needed at all. These are trying financial times in Essex County, and if Scozzafava, the county’s budget liaison, is recommending doing away with the post, then it should be taken seriously. Don’t get us wrong. Our opinion here has nothing to do with Dan Palmer ’s quality of work. We’re not saying he was a bad manager. In fact, we think the supervisors should have listened to him more when it came to budget negotiations. Given the current situation, a reappointment would simply be too little, too late. Supervisors can’t ignore the county manager at budget time then beg for his return after he announces retirement. Supervisors, you had your chance, and you blew it. We admired Palmer for his “Take this job and shove it” stance, deciding to “retire” gracefully at the end of the year instead of “resigning” rudely and walking out the door with his middle finger in the air. Dan, don’t take that away from us. Stick to your guns. We want a well-run county, but we also want Dan Palmer to be happy. We’d like to see him smile more; he never seems to want to smile for photos we take of him on the job. Maybe some time away from Essex County government will help. Happy retirement, Dan, we hope. And a heartfelt thank-you to you and your wife, Deborah, who will retire at the end of the year as the Board of Supervisors clerk, for your county service.

Ring in the New Year 2013
I
don’t know about you, but I’ll be happy to turn the page on 2012 and look forward to the optimism 2013 will ring in, a few hours from now. 2012 had its moments but by and large it was filled with more bad memories and anger filled drama than we’ve experienced in the last decade. As we close out the year we’ve yet to resolve the fiscal cliff and all the battles that come with the looming debt, tax rates and out-of-control spending. But then, on the positive side, if you’re reading this we’ve survived the Mayan Calendar prediction that the world would come to an end at 6 a.m. on Dec. 21 so from that perspective one could assume 2012 could have been worse. It just seems like 2012 left us hanging in so many different ways. The election didn’t seem to resolve any issues. The economy hasn’t shown any clear direction toward recovery or recession. Gasoline prices continue to ebb and flow at the upper limits of way too high. Health care hasn’t gotten any cheaper and there still appears to be as much ranker over where the Affordable Health Care Act will take us, as bureaucrats continue to interpret and draft the legislation which will likely be debated in the courts for years. Recovery from Hurricane Sandy’s effects on the east coast has still left many homeless and without a clear vision of their future. FEMA funds and insurance coverage has been slow reaching those affected communities and the economic effects may take years for those impacted to fully recover. On the world scene Benghazi, Iran, the Middle East, North Korea and Afghanistan continue to be trouble spots and pose dangerous threats to world stability in addition to the financial crises in Spain, Greece and other European countries. Facebook has yet to live up to its record IPO offering providing a return on the investments made by many who sought to acquire the darling social media company. Groupon sees its popularity slumping and even one of the world’s largest cruise ships, the Coasta Condor-

Of course our year was brought to a close with the tragic events at Sandy Hook Elementary School where 26 innocent lives were taken in a few short minutes by a young gunman. That on the heels of the gunman in Denver who killed 14 while they watched the newest Batman movie. These shootings and others not involving as many casualties have sparked new interest in gun and assault rifle legislation which has resulted in a massive buying frenzy for guns, assault rifles and ammunition. For all these reasons and more I’m looking forward to turning the page on 2012 and hoping that we can begin to address many of these issues that cry out for resolution, cooperation, understanding and compromise. Our country is craving some feel good uplifting news that begins to send the signal that we are on the right path and better days are ahead for all her people. Adversity they say builds character and during the last several years we’ve seen our share. Certainly many in our country have seen far, far more than its share, but if we’ve learned anything from our past we know we must forge ahead, accepting the trials we face and learning from the events of the day or we are destined to repeat our errors of the past. Zullo earns board certification SARANAC LAKE — A Saranac Lake teacher has received National Board Certification. Amanda Zullo, a science teacher at Saranac Lake High School, was awarded the certification after undergoing rigorous testing that tests the equivalent of AP level for Biology, Earth and Space Science, Chemistry and Physics. Each teacher ’s performance is individually examined by trained classroom educators and assessed by the highest standards in the profession. “If I had known the impact the process would have had on my teaching I would have pursued it earlier,” Zullo said. “It was by and far the most enlightening professional development I’ve ever done. The process forced me to critically look at everyday instructional decisions and evaluate their effectiveness on student learning. The national board standards are quite rigorous and aligned to school standards.” Zullo said she was fortunate to have the administrative support of Saranac Lake
High School (even though no teacher from Saranac Lake had pursued it before), the Union Graduate College group that was partially funded through CASADA and her parents. Some financial support was available through the Albert Shanker Grant helping to fund the cost of the actual certification. “The honest approach of examining strengths and weakness has resulted in me being a much better educator for our students,” she said. “A year later I am still utilizing similar analysis and reflection practices, continually seeking to use items that will most benefit my current student population.” In New York State there are currently over 1,200 teachers with 100 board certified 7-12 science teachers. The 2011-2012 cohort of New York state teachers resulted in 156 achieving the certification. Within the Adirondack part there are 4 teachers with this level of certification and north of Albany/Utica there are less than 10.
