PORT HENRY | Sightings of the sea monster known as Champ — and don’t dare call him mythical — have been reported up and down the length of Lake Champlain, but he makes his home in Port Henry, and the Port Henry Chamber of Commerce doesn’t want anyone to forget it. Monster celebrations have been held in the town dating back at least 40 years, and it is in Port Henry that names of those who have seen Champ are dutifully recorded on a sign on the town’s southern edge. TICONDEROGA | With a number of special events, in addition to the general summer population expansion of vacationers and snowbirds, Ticonderoga wants to put on its best face. To that end, the Ticonderoga Montcalm Street Partnership (TMSP), the Ticonderoga Area Chamber of Commerce and the Town of Ticonderoga will once again sponsor the Ticonderoga Beautification and Clean Up Week that will take place May 6-12, with a theme of “Show Your Com-

munity Pride.” The beautification week has evolved through the years out of several events, including free dump days and student volunteering efforts, said Matt Courtright, president and CEO of the chamber. While there are a number of officially sponsored events, Courtright said it’s the hope of the coalition that private homeowners will catch the spirit as well and use the week to tidy up and make their own plans for a box of flowers or a spot of fresh paint. “It’s a week of putting on our best face for the season ahead,” he said. “Memorial Day will be here before you know it.” A steady stream of new faces will be coming to Ticonderoga throughout the summer, including athletes participating in the first Ticonderoga Triathlon Festival and bicyclists riding in Cycle Adirondacks: The Ultimate Cycling Vacation, as well as traffic to attractions such as Fort Ticonderoga and the Star Trek Original Series Set Tour. TICONDEROGA | After North Country Community College declined to move forward with a proposed trade school in Ticonderoga, the Ticonderoga Revitalization Alliance has decided to move ahead with a more decentralized plan that will help students acquire the skills they need and the resources to pay for them.

TICONDEROGA | In some ways, Inez Milholland was the Alexandria Ocasio-Cortez of her day: An attractive, flamboyant, unabashed New Yorker — she would have been aces with a Twitter account. And like AOC she had, for her day, some spectacularly radical ideas. Inez Milholland thought women should be able to vote. In her brief, meteoric life, Milholland, a resident of the Adirondacks who is buried in Lewis, became an icon of the suffragist movement, and this summer the Ticonderoga Historical Society is sponsoring a “big read,” encouraging the community to read and discuss the 2016 biography “Inez: The Life and Times of Inez Milholland” by Linda Lumsden.

The project, which is free to participants, kicked off last week and will continue with email and Facebook updates and discussions. An in-person discussion group will be held at the Historical Society’s Hancock House Headquarters in August. If enough participants are interested, a field trip to the Inez Milholland grave in Lewis will be organized. But unlike Joan, she was not a saint, playing on her storied beauty as well as her intelligence, flirting with some men while destroying others on the debate stage. There is little doubt more than a few men were attracted to the cause more out of a fascination with

Inez than with suffrage, per se. “No suffrage parade was complete without Inez Milholland,” wrote the New York Sun. And, as an attorney and champion of many causes, she inspired other women to new heights. Her signature moment, she had two of them really, was on March 3, 1913, when she led a suffrage parade in Washington, D.C., astride a white horse, giving it back to hecklers as good as she got, and then some. Her other moment was at a Los Angeles rally in 1916, where she asked, “Mr. President, how long must women wait for liberty?” before collapsing in the throes of pernicious anemia. She died several days later.

To help students understand their options, the Alliance has published a reference guide to trade educational programs in the region. It states that people who become skilled in the trades can be financially competitive with those who attend a four-year college, and can do so in less time. It also promoted the trades as a way to make a good wage without having to leave the North Country. The publication is available at town halls and through school guidance counselors. It lists 16 trades, including culinary arts, renewable energy, computers, mechanics, welding, homebuilding trades, and lists what schools in the area offer certificates or associate degrees in the fields. Wotton said by putting all the trade options and contact information in one place, it will assist both students and school counselors “who are spread so thin they don’t have the information at their fingertips all the time.”

Ticonderoga town attorney Matthew Fuller said the town itself has had difficulties finding people to work on its ongoing utility construction projects. “If you’re a student looking for a career in water and sewer, we can get you a job tomorrow,” he said. The Ti Alliance is working on an internship program that will match employers with students who are interested in their respective fields. “We want to get kids interested and get them the training they need,” Wotton said. “We’re doing everything we can to connect kids with employment and education.” The Alliance is also hoping to take some pressure off the tight Ticonderoga school budget by writing grants to send kids to Champlain Valley Educational Services, whose programs include the fields of health, car repair, construction, cosmetology, marine technology, natural resources management and security and law enforcement. Along with helping students, the alliance hopes to create a younger workforce that will earn a good income. “These are lucrative trades,” she said. The Ticonderoga Revitalization Alliance is a not-forprofit local development corporation whose mission is to help restore economic prosperity in the Ticonderoga region by serving as a catalyst for public-private partnerships and investment opportunities. ■

Newspaper accounts of an “enormous serpent” in the 1870s, and showman P.T. Barnum placed an advertisement in a Vermont newspaper in 1973 offering $50,000 (more than $1 million in today’s dollars) plus expenses to anyone who could bring him Champ’s hide. The most recent sighting was by four visitors to the Port Henry beach last summer. ■

Folklore can be expressed in numerous ways, including as legends, folktales, myths and superstitions.”

The evolution of rural America

A nation’s wealth has always come from having products to build and sell. That holds true in small communities and By Dan Alexander cities across the country. • PUBLISHER • The dollars need to circulate throughout the community to compound the wealth effect and create jobs and businesses. When wealth is not created, or it is sent off to other places, the wealth effect cannot happen, causing the effect to go in reverse. A community needs a certain amount of service related jobs to function but it also needs some type of production jobs to bring in money from the outside. This can take the shape of many forms, but they must exist to ensure a healthy local economy. I fear what we face today is a large amount of our production is done outside the country, eliminating production jobs in local communities, and many of the small local businesses that kept wealth within communities have been replaced by companies that remove much of the wealth. In the past, when a small business made a profit, that profit was kept in the local community because that is where the owner lived. Now, that profit leaves the community never to be seen again. With less money to circulate within the community, the businesses that depend on people spending their extra dollars have fewer customers and eventually they begin to fade away. These days, in many of our communities out of area corporate businesses, nonprofit organizations and government jobs make up a major part of many local communities. While the jobs generally pay well, what’s missing are the local ownership profits that have diminished. Over the years, we’ve seen small entrepreneurs replaced first by larger regional corporate owners, then larger national firms and now we see the Amazons and Googles of the world taking ownership to the next level. The evolutionary process continues, but what’s lost in the process is where the ownership dollars reside and how those dollars no longer are available to flow within the local communities. Once the local businesses and profits dry up, the population begins to shrink. Retirees relocate, younger workers follow the jobs and the average age of the remaining population continues to grow older. What we are witnessing today will eventually begin to reverse itself when the mega companies are either broken up or are no longer seen nimble enough to meet the needs of the growing population and a restless nation that longs for a simpler life in rural America. The rebirth of the American entrepreneurial spirit will once again seek to reclaim our small villages and communities, and I believe the cycle will begin anew. ■

Last week, we witnessed a tremendous victory for veterans across New York with a measure to expand scholarships at SUNY and CUNY schools for the families of deceased or disabled military personnel. Last Wednesday, Gov. Andrew Cuomo announced that the Higher Education Services Corporation will finally broaden the Military Enhanced Recognition Incentive and Tribute (MERIT) Scholarship program, which provides the costs of tuition, room and board, and fees to eligible students. The state’s existing MERIT program applied only to the families of veterans who lost their lives or became disabled in a combat situation or while training for a related military operation. Assembly Republicans have long wanted this program to expand and since 2006 have offered legislation that would extend the same financial benefits to families of any veteran killed or disabled while performing their official duties. Last Wednesday’s announcement brought to a conclusion a long and worthy campaign in the legislature. For Gold Star families and all veterans, it brought even more.

Endorsement letters for announced political candidates are not accepted and are considered paid endorsements. The paid endorsement notice can be purchased in three sizes — a quick 50 words or less for $15; a 51-175 word endorsement for $ 50 or a 176-300 word endorsement for $75.

To the Editor: We’re encouraged to see state governments across the country attempting to address health care costs with policies protecting patients from surprise bills. Vermont is one of 25 states doing so, but it shouldn’t be necessary. A federal solution is needed so that all Americans, no matter their zip code, have coverage when it counts. The reason some patients get a balance bill is the result of a broken reimbursement system, both from government payers and private insurers. For air ambulances, Medicare reimbursement rates haven’t been updated in 20 years, covering a fraction of the actual cost of care. The governor made the correct call by expanding the MERIT program. But as they say, “timing is everything,” and the timing of his announcement was not coincidental. It came only after massive public outcry over a terrible vote by liberals in the Assembly, and it demonstrated the powerful voices of veterans around the state. Last week, the MERIT expansion bill (A.2991, Hawley) was rejected in the Assembly’s Committee on Higher Education, essentially ending any hopes of its passage this year. The chair of the committee called the bill “an entitlement.” The 15 Democrats who opposed the bill justified their vote by saying it could not be considered outside the budget due to the financial implications. Both were offensive, hollow arguments. In addition, the same Democrats who voted against expanding scholarships for Gold Star families had just approved $27 million in the state budget to fund tuition assistance for the children of illegal immigrants. The public reaction to Albany’s misplaced priorities was swift, decisive and widespread. The decision to reject expansion of the MERIT program went from a routine committee vote to a national embarrassment, almost overnight. I heard from countless constituents who expressed disgust, dismay and demanded

Group gives free assistance to those who need tax help By Tim Rowland STA FF W RITER

HAGUE | Taxes are no laughing matter. Unless, maybe, you have your taxes done for free by Hague AARP Tax-Aide, where tax season becomes a time of friendship, renewing old acquaintances and even sharing a joke or two. Last week, Tax-Aide volunteers celebrated another successful season at the home of Bob and Jan Whitaker, where they shared stories and listened to the final tally of this year’s tax preparations. The group did 350 tax returns, up 25 percent from a year ago and a far cry from the 30 that came to have their taxes done in the first year of operation more than a decade ago. The mission of the program, sponsored by AARP and the IRS, is to help people of low to moderate income over 50 years of age — although it’s open to anyone, and the group is always seeking new clients.

This year, said Jan Whitaker, more people may have come seeking help because of the uncertainties created by a major rewrite in

the nation’s tax code. “There was a lot of curiosity about how the changes would affect them,” she said. “There had been a lot of news coverage, so in some ways they were not at all surprised” by the differences. Mostly, “people were just delighted to get it done.” About 20 volunteers, who are trained in intake, data processing and fact-checking, participate in the program. They may or may not have a numbers background, and the chief qualification is an interest in other people. Hague draws from a wide geographical region, being the only such AARP program between Glens Falls and Plattsburgh. Most come from the greater Ticonderoga area, although some come from as far north as Port Henry and as far west as Newcomb. “People will drive a long way to get their taxes done,” Jan said.

And there gets to be a sense of camaraderie — clients and preparers recognize each other in the store, Bob said, and clients will sometimes recognize each other from past years and take tax preparation as a chance to catch up. “There’s a lot of back and forth and a lot of laughter — it can be heartwarming,” Jan said. Many of the returns are for people with fixed incomes and relatively simple, “although we do get some that are challenging,” Jan said. Drivers, not intersections, unsafe

To the Editor: In the last year, there has been much written and discussed about the safety of intersections. One such example is the intersection at Route 9 and Water Street in Elizabethtown. If one observes drivers at any intersection, they will note that a very high percentage of drivers do not obey the laws. They don’t obey yield at the signs nor do they come to a complete stop at the stop signs. Many try to beat-out others while rolling through these intersections. In Essex and Willsboro, I have witnessed the same. In Essex, the intersection of Route 22 and Lake Shore Road is an all-way stop. Very few drivers make the complete stop, some barely slow down. In Willsboro, it is the same at Mill Street, Mountain View Drive and the Point Road where they intersect with Route 22. I have even witnessed school buses roll through these stop signs. Cable Com of Willsboro has a live camera that shows three of these intersections on Route 22. Just watch for yourselves on channel 32. Many years ago, Mr. Al Trost taught driver’s education at Willsboro Central and at Elizabethtown Central Schools. He always stressed the importance of safety and the laws at all intersections. He stated, “Stop means a complete stop, look and proceed only when safe to do so. Yield signs mean slow down to observe traffic and proceed only when safe to do so.” I know the local law enforcement is stretched thinly, yet it seems that most drivers have no fear of law enforcement or the potentially deadly consequences they may face while rolling through these intersections. In my opinion, it is not the intersections themselves that are unsafe, it is the careless drivers that bear this responsibility. - Michael MacDougal, Essex ■

The school system has had international students in the past, from countries including Spain, Vietnam and Russia. But this year, no families have stepped up to date to host an international student. “It will be very disappointing if we don’t have any host families,” said Gratto, who hopes to hear from someone who might be interested by the end of the month. There’s a stipend for hosting a student, and applicants are screened to make sure they’re fluent in English and that they are a good fit for the community — which includes explaining that not all of “New York” is representative of Manhattan. The students also provide their own spending money for expenses outside of the home. The program provides the medical and accident insurance for the student.

‘REWARDING EXPERIENCE’

David Williams, pupil personnel services director, has hosted students and said it’s a fulfilling experience. “Hosting an exchange student is a rewarding experience for your whole family,” he wrote in an appeal for host families. “You’ll learn about another culture and language — without leaving home. You’ll start a lifelong relationship with your new ‘son’ or ‘daughter,’

and when your student returns home you’ll have a special friend in another country.” The experience is deeper than a simple place to stay. It creates much-needed understanding in the world, helping us learn about other countries and other countries learn about us. “If you have children, they’ll gain a broader perspective on the world, learning more about geography, communication and international cultures,” Williams wrote. “If your children are young, they’ll probably love having a big brother or sister from another country. ELIZABETHTOWN | Public health in Essex County continues to improve. Essex County was recently ranked among the top 10 counties in New York state for health outcomes, a designation that signals continued improvement to the county’s qualityand length-of-life scores. In the last two years, the county has moved up 27 slots in the annual County Health Rankings & Roadmaps released by the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute. The report takes into consideration various indicators of residents’ health behaviors, like

adult obesity rates, the number of alcoholimpaired driving deaths and the rate of sexually-transmitted infections. The report also takes into account the availability of health-care services in each county; social and economic factors like high-school graduation rates, the number of children in poverty and instances of violent crime; as well as things that may reflect residents’ physical environment, like air pollution and the number of homes that may be overcrowded, priced highly or lack kitchen or plumbing facilities. “Our high ranking reflects the priority this county has placed on improving the factors that affect residents’ health,” Essex County Public Health Director Linda Beers said in a statement. “It also shows how important it will be for us to sustain those programs if we want to stay healthy. “The rankings are a testament to the strong collaborations that our organizations and

Recore, Huestis, Pelkey lead all-state selections By Keith Lobdell SPORTS EDITOR

PLATTSBURGH | Saranac’s Connor Recore, Ticonderoga’s Colton Huestis and Schroon Lake’s Andrew Pelkey were the top names representing Section VII in their respective classes when the NYSSWA All State boys basketball teams were announced last Wednesday.

CLASS B

Recore, who averaged 19.3 points per game for the Chiefs, was named to the Class B 14th team. As a junior, Recore helped lead Saranac to the sectional finals round and was

named a first-team CVAC all-star. Plattsburgh High senior Bailey Pombrio was named to the honorable mention list in Class B, having averaged 13 points per game in helping to lead the Hornets to the CVAC overall title and the Section VII/Class B championship and the state regional semifinals, where the team would lose to Class B Player of the Year Joseph Girard III and Glens Falls, the eventual state champion. Pombrio was also named a CVAC first-team all-star.

CLASS C

Ticonderoga’s Huestis led the CVAC in scoring (23.2) and three-pointers this season, as the Sentinels advanced

to the Class C sectional semifinals. For his efforts, the Sentinel senior was named to the Class C third team all state. Locally, Huestis was named as a first-team CVAC all-star. Northern Adirondack’s Reed Lashway was named to the Class C sixth team. The CVAC MVP averaged 17.7 points per game and helped guide the Bobcats to the CVAC Division II title and a sectional finals appearance for the fifth straight year. After graduating perennial all-state players Dylan Trombley and Joey Stahl, Jerin Sargent was named to the Class C eighth team for the Vikings this season. Sargent, a CVAC first-team all-star, averaged 14.6 points per game and helped lead the Vikings to the Section VII/Class C crown, their seventh straight sectional title and eighth this decade. Northern Adirondack teammates Brett Juntunen and Cody Peryea were named as Class C honorable mentions, as the duo teamed up in the Bobcat’s backcourt with Peryea running the offense from the point and Juntunen hitting key shots from outside to help lead the offense. Juntunen was named as a CVAC first-team all-star, while Peryea was named to the second team. Lake Placid scoring threat Jearanut “Pao” Tantitanomwong was also named as a Class C honorable mention, having averaged 21.2 per game and being named a firstteam MVAC south all-star. Also being named a Class C all-state honorable mention, Seton Catholic’s Neil Yang was the MVP of the MVAC northern division, finishing his career with 1,049 points.

Schroon Lake’s Pelkey was named to the Class D fifth team, as the first-team MVAC northern division all-star led Section VII with 24.4 points per game and was part of the Wildcats’ run to the sectional semifinals. Tre Zimmerman of Class D sectional champion Wells was named to the state’s seventh team. The MVAC southern division first-team selection was joined by teammate and MVAC south MVP Coby Stuart, who was named to the honorable mention list. Willsboro’s Trevor Bigelow was named to the Class D honorable mention list, as the Warriors senior and MVAC first-team all-star averaged 13.5 per game in helping the team get to the sectional finals. The Warriors made the sectional finals in three of the four years Bigelow was at the point for the team. Crown Point’s Zach Spaulding was also named to the honorable mention list, having averaged 17.7 per game and being named a MVAC northern division first-team all-star. Spaulding finished his career with 1,041 points. ■

McIntosh had a first-inning triple and added a double later in the game, while striking out 10 Eagle batters as the Panthers opened the season with a 13-10 win. “Shawna McIntosh pitched a great game for Crown Point as she struck out 10 batters and really dominated the early innings striking out the side in the first inning,” Beekmantown coach Kate Duprey said. “Crown Point is a great team and is well coached. Our pitchers walked 10 batters and made four errors. We had a hard time getting ourselves back in playing form after the spring break. Crown Point played very well and showed why they’ve won the Section VII title three years in a row.” Palmer added two hits to the Panthers’ offensive attack. For the Eagles, Brooke Ruest, Emma McCasland, Jill Martin and Anna Drapeau all hit triples, while Danielle Dyke added a double. Drapeau, Ruest and Dyke each had a pair of hits, while Sarah Tisdale led the team with three. Bella Brown took the loss in the circle. ■

Douglas Louis Alexander

CROWN POINT | Douglas Louis Alexander, 84 years old, passed away peacefully on Sunday, April 14, 2019. Born in Crown Point, March 19, 1935, he was the son of the late George Alexander and Dorothy Dudley. Douglas served his country and went on to be employed by the International Paper Company in Ticonderoga for 40 years. Douglas had a passion for woodworking and all things outdoors. He enjoyed cooking for his family and friends, hunting, fishing

and was a die-hard New York Yankees fan. Nothing made him happier than to share his stories and make others laugh. Douglas was baptized as one of Jehovah’s Witnesses and was a beloved member of the Ticonderoga Congregation. Douglas spent his life with his love Carol (Perchinski) Alexander, age 82, with whom he has five children, Irene Malone, Valerie Benedict, Evangeline Fisher, John Alexander and Eileen Paquette. He was a loving grandfather to his 12 grandchildren and many great-grandchildren. He is survived by his brother, George Alexander, 64 years, and his wife, Carol Alexander, age 82. Douglas will be dearly missed and his sense of humor will carry on. A memorial service will be held Saturday, April 20, at 1 p.m. at the Kingdom Hall of Jehovah’s Witness at Burgoyne Road, Ticonderoga, NY 12883. ■

NORTH HUDSON | James R. Caza, 71, passed away on Tuesday, April 9, 2019, at Elderwood Nursing Home in North Creek. He was the son of Joseph Caza Sr. and Marion. Born in Ticonderoga, July 9, 1947, he lived all of his life in North Hudson. He was very kind and helpful to people. He loved to help John and Jean Gokey at their auctions for many years. He also loved to go on trips with John and drive his truck and get lost; they had a lot of fun together. He liked to go fishing and watch wrestling. He is survived by several brothers, sisters, nieces, nephews and friends.

Born on Dec. 23, 1947, in Whiting, Vermont, she was the daughter of the late John and Ida Waite. Sandy was raised by the late Richard and Florence Slater of Ticonderoga. Growing up, Sandy was involved with the Drum and Bugle Corps., a den mother and for a few years with the Ticonderoga Fire Department Women’s Auxiliary. Sandy worked at the P & C Market for 19 years in the meat department and as deli manager until the store closed. She also worked at Simmons in Vermont, the Sagamore Resort, Silver Bay YMCA and Moses-Ludington Hospital in the dietary department until her retirement. In addition to her parents, she was predeceased by her sisters, Audrey Bowen and Frances Chandler and her brother, David Slater. Survivors include her loving husband of 54 years, Ernest L. Trudeau; her daughter, Babette Cossey (Dan); her son, Ernest R. Trudeau (Joanne); her daughter, Marci Huestis (Manuel Upton); her four grandchildren, Derek Fuller (Jessica) and their five children; Caleb Huestis (fiancée Ashley Craig), Elizabeth Harrington (Christian) and their two children, Evan and Aleena; and Meagan Upton (Ben). She is also survived by her brothers, Richard

Miriam Rodriguez and Mabel Rodriguez. He is also survived by 12 grandchildren and several nieces and nephews. In addition to his parents, he was predeceased by one sister, Evelyn Rodriguez. Relatives and friends may call Saturday, April 27, from 10 to 11:30 a.m. at the Wilcox & Regan Funeral Home, 11 Algonkin St., Ticonderoga. She had a loving passion for all and any animals, especially her two cats, Mickey and Minnie. One of Sandy’s favorite pastimes was going to the casino with her husband and Pat, Dot and Beverly. She had a huge heart and loved everyone that she came in contact with. Sandy’s family would like to send a huge “thank you” to the C.R. Wood Cancer Center, the Ticonderoga Emergency Squad, her aide, Linda Hansen, her nurses, Julie Charboneau and Cristi Palmer and last but not least to Peter Borho for his on-call assistance.
