ELIZABETHTOWN | In his State of the State and Executive Budget address last week, Gov. Andrew Cuomo outlined several measures to small business cut taxes. “The state now enjoys its lowest corporate income tax rate since 1967 at 6.5 percent,” his budget plan says. “The state also has its lowest manufacturers’ tax rate since 1917, helping to ensure that New York businesses remain competitive, fueling the private sector innovation and investment that lead to job growth.” To sustain economic growth, Cuomo wants to cut tax rates for small corporate taxpayers. Specifically, the Executive Budget wants to: -- Reduce tax rates for companies with less than 100 employees and less than $390,000 in income from 6.5 percent to 4 percent, a measure that would affect an estimated 36,000 taxpayers. -- Triple the current Income Exclusion for farmers and sole proprietors: Current tax law allows sole proprietors and farmers who file under the Personal Income Tax and have less than $250,000 in net business income or net farm income to reduce their Adjusted Gross Income by five percent of such income. Grants typically fund programs that improve a community’s health, economy or education.

Earthquake rattles border towns Columbia University. Rattling was felt by Sun Community News reporter Tim Rowland in Jay. “There were three or four lamps rattling at around 5:30 a.m., and I was blaming the cat — until I remembered we only have one cat. Dogs were very agitated, too,” he said via email. The shook some homes in Lake Placid, Plattsburgh and in Keene Valley, according to USGS citizen reports, and was felt as a rumbling in the border community at Cornwall. It is the second small earthquake to strike the North Country region in a week. A smaller quake, magnitude 1.2, shook northwest of Warrensburg at around 9:22 a.m. on Jan. 7. ■

ELIZABETHTOWN | Fewer hikers might wind up parking in the yards of Keene Valley residents because of a planned shuttle system that will bus hikers from Marcy Field to all popular Route 73 trailheads.
The plan was announced last week by the Essex County Board of Supervisors, who will administer the operation as part of their existing transit system. The state Department of Environmental Services will pay $1.2 million for the purchase of four, 24-passenger buses and the cost of operation, including eight drivers, said Essex County Board of Supervisors Chairman Shaun Gillilland. The buses will operate 16 hours a day and pass every popular trailhead every 30 minutes. “We don’t want to make it a weak-sister program,” he said. “If it says ‘’Essex County’ on the side of the bus, we want it to be robust.”

The long hours of operation are a key, he said, because many hikers don’t emerge from the trails until late in the day. “It will provide service long enough that we won’t be leaving hikers in the woods,” Gillilland said. As use of High Peaks trails has increased, trailhead parking lots have spilled over and hikers have increasingly parked along the side of the road, in private neighborhoods and even on private property. Last summer the state prohibited roadside parking along four miles of Rt. 73, which caused some problems of its own.

“Generous Acts is a growing resource that positions us to respond to pressing community needs, identify trends, connect disparate programs with each other, and share information about funding opportunities within our network of supporters,” Foundation President and CEO Cali Brooks said in a statement. “Simply put, it is one of our most exciting areas of growth and opportunity in granting and giving.” Generous Acts grant applications can be submitted through the foundation’s online grants manager, adirondackfoundation.org/online-grants-manager. Requests up to $20,000 will be considered. The Foundation will fund operations or specific programs/projects, but does not typically fund large capital campaigns, tuition assistance, or re-granting programs, and welcomes applications in these priority areas: Wellbeing — Providing basic needs for people such as food and housing, creating age-friendly communities, enhancing home and community-based services from early childhood development to elder care. Educational Opportunity — Promoting literacy, improving
school-readiness for young children, strengthening post-secondary pathways and support networks for education and employment. Community and Economic Vitality — Supporting workforce initiatives to fill local employment needs, improving access to child care and other support services for working families, investing in local programs that demonstrate clear economic benefits. Nonprofit organizations, schools, and municipalities serving the people of the Adirondack region, defi ned for this purpose as all of Clinton, Essex, Franklin and Hamilton counties as well as the parts of Herkimer, St. Lawrence, Warren and Washington counties within the Adirondack Park boundary, are eligible to apply. Projects are evaluated for their alignment with Adirondack Foundation’s priority program areas, overall effectiveness, articulation of needs being served, and capacity of the applicant to carry out the work. With the inclusion of other donors, the foundation anticipates awarding as much as $500,000 in grants through Generous Acts this year. Hudson Headwaters Health Foundation, for instance, will review applications to identify and directly fund community-based projects that address
the need to file an amended return.

-- Make the Investment Tax Credit Refundable for Farmers: Current law allows Investment Tax Credit (ITC) refunds only for new businesses. Cuomo’s new plan would make the ITC refundable for taxpayers whose primary source of income is from farming operations. -- Repeal the penalty on small businesses for underpayment of estimated taxes: New York S corporations currently have to make estimated tax payments if they believe their tax will exceed $1,000 and are subject to an “underpayment of tax” penalty. Out of 400,000 New York S corporations, only 15,000 are required to make these payments. Cuomo’s plan would eliminate this penalty. -- Cut middle class taxes: 2020 is the third year of Cuomo’s multi-year tax cuts, enacted in 2016. Income tax rates will drop from 6.85 percent to 6.09 percent for taxpayers in the $40,000 to $150,000 income bracket; and to 6.41 percent for the $150,000 to $300,000 income bracket. The cuts are expected to save New Yorker taxpayers over $1.8 billion this year. -- Access to the Earned Income Credit, enacting legislation to allow the state to issue checks to eligible taxpayers for EITC, even if they do not claim it on tax returns and without

State Director Greg Biryla said “The governor’s proposal to reduce the tax rate from 6.5 percent to 4 percent for qualified small businesses and expand existing tax exemptions for sole proprietors and small farms will create homegrown economic expansion.” NFIB has long advocated for small business tax relief, and now is the time to deliver, he said. At the New York Farm Bureau, President David Fisher pointed to challenges ahead as farm families look to rebound following years of low commodity prices, extreme weather events, trade barriers and mounting regulations. “Fortunately, Governor Cuomo is proposing significant tax cuts in his State of the State that are priorities of New York Farm Bureau,” Fisher said. “These include tripling the Current Income Exclusion for farmers who file under the personal income tax... (and making) the Investment Tax Credit refundable for taxpayers whose primary source of income is from farming operations.” ■

ELIZABETHTOWN | In its ninth year, the state Regional Economic Development Council initiative awarded $761 million for economic development, infrastructure and community projects statewide. The North Country REDC won $67.9 million of that sum for 83 projects across seven northern counties, from the St. Lawrence River into Hamilton County and along the length of Lake Champlain to Ticonderoga. The North Country’s council gained new leadership in 2019. Co-chairmen James B. McKenna, president and CEO of the Regional Office of Sustainable Tourism in Lake Placid, and Ty Stone, president of Jefferson Community College in Watertown, recalibrated REDC work groups
into five sectors: Placemaking, Workforce Development, Tradeable Sectors, Innovation and Environmental Justice. And last fall, the North Country REDC tied economic growth directly to core community needs, such as housing, transportation, agriculture and child care. “As we work to address the creation of additional jobs and to fill existing positions, it has become clear that being able to offer vibrant communities to live in with affordable, quality housing options, reliable transportation and safe, affordable childcare options are the keys to engaging more people in the workforce,” the council’s report said. “Creating an environment where these things are readily available and making our communities places where people want to live is our goal...And if we create communities where people want to live, they will also be communities that people will want to visit. The investment will establish a worker-owned cooperative business through succession thereby avoiding liquidation and closure of a longtime community establishment.

ESWG bring more than 2,200 athletes to compete in Saranac Lake, Lake Placid, Wilmington and surrounding communities. - $84,810 for the Nature Conservancy to replace an undersized culvert that is causing a barrier to aquatic organisms, flooding and road failure on Ausable Drive in Jay. - $93,224 for the Nature Conservancy to replace an undersized culvert on Jay Mountain Road in Jay to improve passage for aquatic organisms, mitigate flooding, and reduce erosion. - $27,500 for Keene for an engineering design report to replace a culvert where Alstead Road crosses Nichols Brook. The project will eliminate a barrier to aquatic organisms, mitigate flooding and reduce sediment entering the Ausable River watershed. ■

ELIZABETHTOWN | Locally owned and founded telecom company Westelcom Networks Inc. was named a finalist for the 2019 Elevate Award. Elevate is a tech industry accolade for innovation measured in ways technology is applied to improve connectivity for customers. They presented Elevate accolades recently at an awards dinner in Las Vegas. Thoughts from behind the pressline
Prognosticating 2020 By Dan Alexander Among the things I dislike about coverage of national sports are the various articles written about the possible outcomes of future events. It always seems like a waste of time not only reading the article but placing any faith in the prediction. The NFL has had some interesting playoff games the past few weeks but the real enjoyment of watching the game doesn’t come from knowing the outcome but from watching the twists and turns of fortunes that are the best part of the game. If you watched these games, you know what I’m commenting about. If you didn’t watch, you probably have no interest in what took place, so I’m going to try and give you the play-by-play. More important than the NFL are the upcoming 2020 elections and how our world turmoil will be affected by their outcome. I have no intention of making any predictions here. Our role is neither to take sides nor endorse candidates, and certainly not to pick winners and losers. But like most national elections we have in this country, the outcomes have a significant impact on our lives. No matter which side of the fence you sit on, or if you are a fence straddler, we’ll all be keeping an eye on the upcoming primary races set to start Feb. 11 in nearby New Hampshire. As the races heat up, we know many of you will have opinions on the candidates, the issues and the controversies that will be sure to bubble to the surface during the year. So, here are a few predictions we feel confident making: We know we’ll get many letters to the editor from readers looking for us to publish their thoughts and endorsements. We also can confidently predict that many of those running for office will be seeking free coverage. Our goal is to be a fair arbitrator of the information and requests for space. Letters to the editor will be closely monitored to ensure the comments are issued based and fair to all. Once the races begin, candidates will be offered interviews. Major events affecting the candidates may be covered if we view it as hard news, but we will extend comment opportunities to their competitors. Readers that want to profess their support for candidates, as in the past, will be offered the opportunity to purchase space in the newspaper. We may be a free paper, but space is valuable; fairness can only be accomplished when the paper isn’t perceived as having its thumb on the scale. As always, questions or concerns about our coverage can be directed to me. Good luck to all. ■

ELIZABETHTOWN | Gov. Andrew Cuomo released his Executive Budget last week, unveiled entirely at the annual State of the State address. His plan, Making Progress Happen, outlined priorities, several of which would directly affect rural Adirondack Park communities: combating Climate Change and cutting tax rates for small business.

In unison, Adirondack environmental groups applauded the Restore Mother Nature Bond Act. At Protect the Adirondacks, Executive Director Peter Bauer called the $3 billion bond “a decade’s worth of environmental spending in one year of the $300 million annual New York State Environmental Protection Fund.” Bauer said Protect will advocate for the measure with state lawmakers and also with voters across New York in November 2020. “Many of these programs will benefit the natural resources of the Forest Preserve and rural communities in the Adirondack Park,” Bauer said. The Adirondack Council called Cuomo’s bond act an ambitious agenda. Executive Director William C. Janeway said additional funding to fight invasive species “would help to address the long list of lakes and ponds where harmful algal blooms have occurred and are likely to occur in the near future.” The $3 billion bond, Janeway said, would provide a significant amount of money to invest in storm water runoff prevention in rural communities, stream restoration, fisheries restoration, wetland protection and forest preservation. “It is important for Governor Cuomo to supplement the Environmental Protection Fund, which provides $300 million annually for environmental capital projects, but has not increased since Fiscal Year 2016-17.” ■
RESTORE MOTHER NATURE BOND ACT
Cuomo proposed the $3 Billion Restore Mother Nature Bond Act, a measure that would require voter approval on the ballot in November. Much of the funding looks to protect communities from effects of extreme weather with resiliency planning, flood mitigation projects and habitat restoration, particularly in wetlands. “By 2030, New Yorkers in every corner of the state will see measurable improvements as a result of resiliency investment and increased or new recreational opportunities,” Cuomo’s plan says. Steps for a resiliency response funded by the Restore Mother Nature Bond would: - Establish conservation corridors; - Restore up to 10,000 acres of freshwater wetlands, including 5,000 urban wetlands; - Establish riparian buffers and reconnect or replant 10,000 miles of stream habitat; - Restore natural floodplains and upgrade aging dams or remove those that are obsolete; - And upgrade flood control infrastructure, protect critical facilities, and move people and homes out of harm’s way.

build what Cuomo envisions as “world-class” fish hatcheries to produce an additional 500,000 trout and salmon; triple walleye fingerling production and establish a hardier strain of brown trout. At the same time, funding would be used to fight invasive species, in particular, to address harmful algae blooms that poison waterways. “We must develop a solution to the harmful algal blooms before they destroy our water,” the governor said. Working with Clarkson University and SUNY College of Environmental Science and Forestry, Cuomo is looking to design and build emergency response equipment that could mitigate or eliminate Harmful Algal Blooms (HABs) in state waterways. The initiative would include working with farmers and communities to reduce runoff that allows harmful algae to bloom. “The earth was at a balance. We caused the imbalance,” the governor said.

Poor Arnold, this big boy didn’t have an easy life before coming to the shelter. He was found dumped at our front door one morning stuffed into a small cat carrier. The note left with him said that his elderly owner had passed away and he did not get along with the person’s kids. He has a bald patch of skin on his face that won’t grow fur, which we believe is an old road rash injury. Arnold often tends to look grumpy, but who could really blame him? The shelter space is a bit cramped for such a big cat, but we’re sure that once Arnold gets a home with room to stretch out, he’ll be a lot happier. We think Arnold is about six. This gray tabby is a calm,
quiet cat who seems indifferent about other felines. His grumpy looks can be somewhat off-putting, but Arnold can be lovable and likes being pet once he warms up to you. Arnold isn’t a lap cat or one for being cuddled, but he enjoys being around people and would make a wonderful companion cat. We aren’t sure what he thinks about dogs. Arnold is a bit set in his ways and when something bothers him, he’s not afraid to make a swipe with his claws to express his displeasure. He’s a cat that needs his space to be respected, and therefore wouldn’t be a good fit around young kids. Arnold might not be the cute, cuddly cat that most people expect with a pet, but like many of our residents, a little extra time will reveal this sweet boy’s heart of gold. It increased the pressure on private neighborhoods, and caused hikers to park further away on Rt. 73 from the restricted parking area. That meant they would walk along the road for two miles or more just to get to a trailhead — an unsafe situation for hikers and motorists alike. The new bus routes will circulate from Marcy Field east to the loopy intersection of Routes 73 and 9, and west to the Olympic sports complex at Mt. Van Hoevenberg. As it stands now. the service will be free. It will run daily from the time school is out in the summer through Labor Day, and then on weekends in the fall. Keene Supervisor Joe Pete Wilson said the town will continue to run a shuttle from Marcy Field to The Garden, a High Peaks trailhead with limited parking above Keene Valley. Wilson said the new shuttles will
bring some organization to an increasingly chaotic situation. “I’m glad to see the state jumping in with substantial support,” he said. “And Essex County has the experience to run a smooth, effective operation.” While waiting on the shuttles, hikers will be greeted by trail ambassadors known as frontcountry stewards, who will help them with route planning and make sure that they are properly equipped for the day they have planned. The town has also talked conceptually about a visitor center at Marcy Field, and optimizing and potentially expanding the existing parking lot. But Marcy Field is scenic in its own right, and Wilson said it will be up to the Keene townspeople to decide how many cars the area can accommodate without adversely affecting the view. ■

New plans, new supervisors in Essex STAFF WRITER
ELIZABETHTOWN | New town supervisors were seated and veteran supervisors pledged bipartisan cooperation as the Essex County Board of Supervisors prepared for 2020. A point of honor, they said, was that if supervisors get in a squabble it’s because they have differing views of what’s best for their towns, not because they fall on opposite partisan lines. “I don’t take strong feelings as a negative,” said Shaun Gillilland, who was re-elected chair for the 2020 term. “We all feel strongly about our towns.” But the partisan grudges that have so rankled Washington D.C., and the country at large, does not rear its ugly head at the county level. “When we disagree we disagree, and then we go have lunch,” Gillilland said. “There’s no Democrat (versus) Republican, there’s just the right
thing to do for the people of Essex County.” “This is a very good group that has historically worked well together; that’s the way it ought to be,” said Assemblyman Dan Stec, who attended the ceremonies and spoke about the upcoming legislative session in Albany. Stec said it will be a challenging year financially, as the state seeks to close a $6 billion budget gap. That doesn’t mean there will be no new money for localities, but the budget gap may make it more difficult to obtain, he said. In recalling the challenges of the past year, Gillilland mentioned the Halloween Day storm, a new program to support local ambulance companies and the Upper Jay ice jam, where the county was able to spare downstream communities from flooding by digging a channel through the ice for water to escape. Essex County, he said, has historically risen to the needs of the times, from wars and the Depression to 19th

In his remarks, the chairman also took a moment to remember the legacy of the late Randy Preston, who left outsized shoes to fill on the board. “His successes in the job are still being carried forward,” Gillilland said. The board also elected Lewis supervisor James Monty as vice chair, and welcomed newly elected supervisors to the board, including Clayton Barber of Chesterfield, Jay Rand of North Elba, Roy Holzer of Wilmington, Davina Winemiller of St. Armand, Ken Hughes of Essex, and Jeffrey Subra of Schroon. ■

Blaise, Madill headline All State football selections
Breyette was a first team CVAC all star on both sides of the ball as the anchor for the Chiefs in the trenches. Saranac Lake lineman Patrick Alberga was named to the Class C second team as a defensive lineman. Dominating on both sides of the ball this season for the Red Storm, Alberga was a first team member on both sides of the ball and was named the CVAC lineman of the year. Moriah defensive back Braden Swan was named to the Class D second team on defense. The Viking senior helped to lead the Viking secondary as a CVAC first team safety. Swan also played a key role on offense, playing at each skill position throughout the Vikings playoff run.
KEENE holds off GRIFFINS
After Boquet Valley rallied to cut the Keene lead to three, the Beavers were able to pull away in the fourth quarter for a 61-49 win as Aidan Lopez scored 26 points in the win Jan. 13. PORT HENRY | The state fi nalist Moriah Viking varsity football team had a pair of players named to the New York State Public High School Athletic Association’s Class D All State first team for 2019. A total of eight players were named to all state teams from Section VII, led by a trio of Vikings and pair of Beekmantown Eagles.
FIRST TEAM
Moriah junior running back Maddox Blaise was named to the first team in Class D, and was among the players in the hunt for a player of the year award that was eventually split by ClymerSherman-Panama teammates Garrett Hinsdale and Cameron Barmore. Blaise was the first back in
Section VII history to rush for over 2,000 yards in a season, finishing in the top 10 in New York State with 2,227 yards and 21 touchdowns. His 305 yards, five touchdown performance in the state semifinal game led the Vikings to their second straight Class D title game. Moriah senior lineman Myles Madill was also named to the Class D fi rst team as a defensive lineman. Madill played both sides of the ball this season, earning praise from head coach Don Tesar and first team CVAC honors on the offensive line. He returned to the all state list after having been named as an honorable mention member last season.

Beekmantown’s Connor Mcginnis was also named to the Class B honorable mention team as a linebacker. The Eagle senior was a CVAC first team inside linebacker and fullback for Beekmantown, helping to anchor the sectional champion’s defensive unit. Beekmantown’s Kaden Myers was named to the Class B honorable mention team as a running back. The Beekmantown senior was named to the CVAC first team as a running back and outside linebacker, leading the Eagles rushing attack throughout the season on their way to a successful Section VII/Class B title defense. ■

Avoidable Emergency Department Visits Affect Us All By Kris Ambler, M.D. GUEST COLUMNIST
The U.S. spends an astounding amount on health care each year. A recent study published by Centers for Medicare and Medicaid Services indicated that yearly total could reach 6 trillion by 2027. Some of this spending is considered avoidable. Some patients go to the emergency department for conditions that their primary care office could treat -- that are not emergencies. Research suggests 2 out of 3 trips to the emergency department are avoidable and not an actual emergency. What constitutes an avoidable emergency department u,a-p14"'v1,,118t( visit? Conditions that are not .Tconsidered urgent emergenEDUCA IONAL SERVICES , cies that are not threatening to life or limb. Conditions that could be treated in a non-emergency setting or prevented by staying healthy through primary care visits, better care coordination and preventative care. What are some common avoidable emergency department visits? Ear infections, headaches, sinus infections, sore throat, bronchitis, dizziness, constipation/diarrhea, bruises and sprains, urinary tract infections and low back pain. How much does it really cost? In a study published by
Heathcare Finance, the average cost of treating someone in the emergency department with an avoidable emergency department condition was over $2,000, which is 12 times higher than going to your primary care physician and 10 times higher than an urgent care center for the same issues. What are the options? Establishing with a primary care physician ensures when an issue arises you can access timely care. Many primary care offices in this region have extended hours for patient care as well as access to a provider by phone after hours. Visiting an urgent care center is another option if you cannot be seen by your primary care office. Urgent care centers are walk in facilities that treat illness or injuries that need immediate care and are a good alternative to the emergency department, which is for more serious conditions. Another less costly option than visiting an urgent care center is Telemedicine. Providers in one location use a telephone, videoconferencing on a smart phone or computer to connect with patients at another location, like their home or office. Using your phone or computer for minor issues like a sore throat saves time and money. This efficient visit is like an office visit and requires a copay. This option for accessing health care is growing in
