We hope your summer programs are going and/or have gone well! The Association continues to put the plans it made back in January into place: • Our branches continue to deliver some outstanding professional development. • The ELM branch has hosted its annual lunch and learn and are providing an awesome front line staff training “Leadership is an Action, not a Position Connecting, not just Communicating and Courageous Conversations.” • Our Sports Management Institute will be held this December 8-9 at the Sports and Event Center in Rock Hill. • The Parks Maintenance Branch is looking to serve more members by splitting up the two day institute into 2 one day institutes. Our hope is to provide more training to more professionals on a variety of subjects. Inside the pages of this issue are some great highlights of how our members are “Creating Spaces where Families Thrive “and “Wide Open Spaces.” Our profession continues to be place makers. Places for everyone in their communities to be creative, have fun, exercise and add value to every one of our communities. This is one area that our profession does not take enough credit for that everyone in the community, including our policy makers, understands PARKS! Our spaces, trails and open spaces add value to every community and every community wants and needs more! We are reminded of a statement the Dr. Larry Allen from Clemson University said many years ago. “There is nothing inherently
good about recreation.” Let that sink in for a bit. Think about the numerous negative stories about youth sports and some other issues that have gone on in our recreation programs. It takes intentional energy, time and effort to ensure that our citizen’s experiences are good. Recreation experiences can be good or bad. It all depends upon our professionals to ensure every experience is positive. If you flip that and look at the word parks, the general public and policy makers like them and want more. Even our parks that need some additional love people walk away and say this park needs more attention. But we still love our parks, trails and open spaces. Parks has a universal love that we do not hang our hat on enough. It is by far an easier “sell” than recreation. This has been our professions issue when trying to justify our profession. We hang our hat on the word recreation too much. We are not saying do away with that word or not have any recreation programs but in how we communicate we need to emphasize our parks and then our programs. We (our profession and some within the general public/policy makers) know that it’s what happens inside our parks and facilities that really makes a difference in our communities. It is just a tougher sell. One we do not need to abandon by any means. But we just do not need to continue to beat our heads against the wall for support when it’s already there by promoting the word parks more. SCRPA continues to form partnerships many organizations, state agencies and groups in order to help promote each of you and our profession. Our partnership with
The Healthy Palmetto Leadership Council has over 20 members representing state agencies, academic institutions, non-profit and private organizations, and funders. The purpose of Healthy Palmetto is to unify and mobilize healthy eating and active living efforts that create equitable opportunities for all South Carolinians to achieve a healthy weight. Through its partners the Healthy Palmetto Leadership Council serves as the state coalition that collectively addresses healthy eating, active living, and healthy weight for the Live Healthy SC State Health Improvement Plan. We envision a South Carolina where health is a priority and ALL community members have access to healthy, delicious food and safe, inviting places to be physically active. We are starting to gain some good traction that hopefully will be tangible for our profession. The Council has settled on six areas: Improve Outdoor Environments in Early Care and Education, Prioritize Physical Activity in Schools, Promote Trail Connectivity, Expand Awareness of WIC, Increase Senior Enrollment in SNAP, and Increase Access to Healthy Food. SCRPA has help to take the lead on the Trails Coalition. Please continue to be on the outlook as we help move the needle on our state obesity epidemic. And finally, please check out our 77th Annual Conference on Hilton Head Island! We have some really exciting things planned for you and some great sessions that will take place. Playground Playdates in North Myrtle Beach
Georgetown County Parks and Recreation has been designated a Better Sports for Kids Quality Program Provider by the National Alliance for Youth Sports (NAYS). This honor, like the Good Housekeeping Seal given to household products that meet high standards, recognizes organizations that have met an equally high standard when it comes to administering youth sports programming. Playground Playdates allow families to Come Out and Play with North Myrtle Beach Parks and Recreation by participating in a themed educational activity and engaging with one another at the playground afterward. Our May theme was “April Showers Bring May Flowers” and featured a sunflower planting craft. Everyone decorated their own flowerpot, learned about photosynthesis and plants, and then planted a sunflower to take home.

Corner: Cardio drumming The Mount Pleasant Recreation Department offered Cardio Drumming as a new program to get the town’s Senior Center members drumming to the rhythm of familiar music to improve brain, cardiovascular and respiratory health, as well as improve strength, coordination and reduce stress. An incredibly popular new offering, the class quickly filled, creating a significant wait list. The sought after class developed into a well-attended weekly program. It also spurred the creation of another regular program, Drums Alive. Drums Alive provides a specialized whole brain and whole body workout. Using a bucket base with a stability ball and drumsticks, participants work up a sweat burning 450+ calories during each session – and have a blast in the process! Participants feel the beat, feel the burn, and feel the stress release the moment the hit the ball!
Sherrie Pompeii, our Senior Center Coordinator, saw this program being offered at another facility she visited out of state, and knew this would be a new, successful program for her members.

City of Greer Recognized as a National Community Wildlife Habitat By Lindsay Shaffer, Tourism Specialist, City of Greer
The City of Greer was recognized as a National Community Wildlife Habitat on May 24, 2022 at the Edward R. Driggers City of Greer Center for the Arts. The certification was two years in the making with 300 individual properties certified as a Certified Wildlife Habitat by the National Wildlife Federation. The City of Greer partnered with the Camellia Garden Club to encourage residents and business owners to provide a habitat for wildlife to live within the community for many generations.

In 2018, Mayor Danner planted a butterfly garden at his residence in memory of his mother who loved butterflies. The project led Greer to become the first city in South Carolina to be named a Monarch City USA. Additional butterfly gardens are now located at Benson Automotive Kids Planet and Greer City Park (Nancy Welch Memorial Butterfly Garden).
“It’s been very rewarding to host educational events in the gardens and to learn alongside our community about the Monarch Butterflies and I feel certain our community is making a difference in the Monarch Butterfly numbers who are attempting to avoid extinction,” Miller said.
The ceremony also included a butterfly garden dedication by Mayor Rick Danner with more than a dozen Monarch Butterflies released into the garden.
The National Wildlife Federation’s Community Wildlife Habitat™ program partners with cities, towns, counties, neighborhoods, and communities of all kinds to become healthier, greener, and more wildlife-friendly. Communities can earn their certification by first certifying residential and commercial properties. The minimum amount of Habitat Certification points needed is based on the population

Park and recreation staff who started out as youth program participants
Then & Now Hailey Harkins | Spartanburg County Parks I started coming to the Woodruff Leisure Center ACE program at the beginning of third grade. I may not have attended for as long as other children, but my time in the program has shaped who I am today. I was a shy and timid child who did not want to talk to anyone, so it meant a lot to me when the counselors wanted to talk to me and be my friend. Though it was slow I began to open up to a few of the counselors, which became very helpful later on. When I was in fourth grade my parents got divorced and I was having a hard time dealing with it. I specifically remember a counselor sitting down with me and talking to me about how his parents got divorced when he was younger and how he got through it. One small conversation made a huge difference in my attitude and how I handled the situation in the years
following. The staff also supported my growing interest in art and gave me ideas to practice. Although it did not happen immediately, the relationships I made while at the ACE program made an amazing difference in my personality and outlook on life. I wanted to come to work at the Woodruff Leisure Center because I remember how helpful it was. Things as simple as support and a willingness to listen helped me and many other people my age. My goal with working at ACE is to pass along the positive impact. After working for only a short period of time, I have realized how much of a positive impact we are able to have, and in turn, how much the kids impact us. Even on the bad days it is impossible to not admit how much we care about them.
Brandon Ladson | City of Charleston Recreation My Name is Branden Ladson and I am the Middle School, Football and Wrestling Coordinator for the City of Charleston Recreation Department. I grew up on James Island and started taking part in organized sports around age 9-10. Playing basketball and football for the City of Charleston growing up was a great experience. Still to this day, I have friends and coaches from those childhood rec teams that I’m still in touch with. I played with the recreation program until middle school. At that age, I was good enough to play for my middle school and high school, but the James Island Rec and City Gym in downtown Charleston was always a place to go play and hang out.
As life went on, I always was around sports so I majored in sports management in college. I received the opportunity to do an internship with my hometown Recreation Department, back in the City of Charleston. Before my internship was over, I was hired on with City of Charleston Recreation Department. I worked for 3 years and then I went on to other opportunities. As years passed, I found myself right back with the city as the Middle School/Tackle Football/Wrestling Coordinator. Ask me why? I really don’t know, but I love what I do, and I love helping and serving my community. My goal is to try to give kids and parents a great experience playing sports, a safe place to play, and overall have fun!

REC Mentees Grow Your Own Talent By: Kim Moultrie, City of Spartanburg
Modeled after a program in Mecklenburg County, the City of Spartanburg’s the REC Mentee program exposes youth to career opportunities in the parks and recreation field and is designed to empower youth to make positive life choices. Youth who participate are between the ages of 13-18 and have expressed interest in learning more about the career we love. The program is designed to empower youth to make positive life choices and maximize their personal potential. Our REC Mentee program gives kids a “behind-the-scenes” look at the world of parks and recreation. We met Chris Bouknight is the spring of 2013 when we began our partnership
with YouthStop, an educational services center and program designed to assist Spartanburg county students in earning a high school diploma and in making a successful transition to college, to occupational training or to the workplace. As a rising junior in high school, Chris was officially our first REC Mentee and joined us primarily for job shadowing opportunities and was paid through YouthStop. Chris has grown from an At Promise youth to an At Promise adult, who now leads many of the programs he participated in as a teenager. He began his career with us as a Summer Camp counselor in 2015 and then transitioned to an Event/Program

attendant. Most of his experience has been as a part time Recreation Leader, with programming experience in all of our facilities and many of our parks. In May of the year, Chris was promoted to full time Recreation Leader II. We value his passion to see others progress as he has. His assignment program this Summer is as co facilitator of our Adventure/Explorers camp, a program that prepares youth to become REC Mentees, molding our youth into well rounded, productive adults and hopefully recreation professionals. His ability to meet young men has led to this new program being at capacity, with a waiting list.

Mount Pleasant Nutures Strong Families By Jon Whitbeck, Town of Mount Pleasant Strong family support is an essential element in any strong community. The Mount Pleasant Recreation Department (MPRD) keeps this fundamental principle at top of mind as we create the wide variety of programs provided to our families. What better way to build connections within the community than to create lasting memories through family fun? Facilities are utilized throughout town to celebrate with relatives and strengthen relationships. MPRD plans programs throughout the year to allow many to participate in events, including the Spring Carnival, Easter Egg Hunts, Father/Daughter Dances, and Family Fun Nights at its pools.
For 20+ years, the Spring Carnival has taken place in the historic Old Village at Alhambra Hall Park, beautifully situated on the Charleston Harbor shore. The twohour family-friendly event is free to all ages and attracts hundreds of participants who enjoy carnival booths, various games, fun crafts, temporary tattoos, face painting, snow cones, bouncy houses and pony rides. Local businesses and the public library also participate. Easter Egg Hunts are another special program running for more than two decades serving younger families and engaging them
early in community programs. As the town grew, a second event was added to the original Alhambra Hall hunt to conveniently serve residents on the ever-expanding northern side of town around the Park West Recreation Complex. Each site has 2,500 eggs hidden for children ages 6 and under. A small toy awaits discovery upon the prying open of each colorful egg. The events bring hundreds of happy parents with excited kids eager to collect eggs while creating lifelong memories. The Easter Bunny poses for family photos and each child gets a small gift.

The Father/Daughter Dance is a more recent programming addition that quickly became so popular, it was expanded to include spring and fall events. Limiting registration to fifty participants creates a comfortable, cozy crowd. A DJ plays songs enjoyable to both generations and refreshments are provided along with a photo booth stocked with fun props, coloring station, fairy hair, and jewelry making. Sure, girls just want to have fun, but dads enjoy a great time giggling with their delighted daughters and showing off dance moves that inevitably create some lighthearted moments of embarrassment for their little princesses. Pool events hosted by MPRD Aquatics provide family fun during splash-worthy winter and spring events in the indoor facilities located at both ends of town. At the Jones Center Pool, free Dive-In Movie Nights offer evenings of fun, relaxation and entertainment. Popular family films are shown on an inflatable screen, and folks are invited to bring their own floats and water toys. The Park West Pool Family Fun Nights, sans film, are filled with similar laughter, water games and enjoyment. Families are the heart of communities, and MPRD strives to provide recreational opportunities for all ages. The Programs Division puts on several significant family-focused events that celebrate community and build connections. It’s great to foster the development of lasting memories within Mount Pleasant families.
Story Time Brings Families Together in Aiken By Rakesha Gaines, City of Aiken The City of Aiken’s Story Time program has become a family tradition in the community. Now in its 30th year, we see parents with their children who attended this program as a child. Grandparents with grandchildren in tow, when just a few decades ago it was their children they brought. Often, entire families can be found on the lawn at Rye Patch on Tuesday afternoons enjoying reading adventures, and each family always receives a book of their own to take home! The program is geared towards children 8 and under and is offered free of charge.
The readers are volunteers who donate their time. Each one brings their unique style to the characters in the books; some even dress up or bring props. Many of the recurring readers are local, retired educators who understand the importance of instilling the love of reading in children, and you can tell that Story Time is as much fun for them as it is for kids! Generous sponsors from the community cover the expense of the give-away books. The program runs in the spring and fall, with an average attendance of about 80 people each week!
The Story Time program was originally the idea of Recreation Supervisor who herself loved reading and knew the benefits that such a program would have for children and families in the community. Over the years, minor changes have occurred as the program evolves and new coordinators bring new ideas to the table, including a special Story Time at the Train Museum for Train Day and Thanksgiving Story Time. However, the program’s primary goal remains to bring families together and instill a love of reading in a child that will last a lifetime!

Wide Open Spaces Three new South Carolina parks welcome residents in Fort Mill, Greenville, and Dorchester County
Greenville - Unity Park By Leslie Fletcher and Tara Eaker, City of Greenville On May 19, hundreds of people gathered on an unseasonably hot morning to celebrate the opening of Unity Park, the latest jewel on an emerald necklace of signature parks along the Reedy River in Greenville, South Carolina. A century in the making, the 60-acre park pays homage to the legacies of the two historic neighborhoods surrounding it – Southernside and West Greenville – where residents describe a painful history of segregation as the land once served as a buffer between the predominantly white downtown and the Black communities. In 1924, after voters approved a $110,000 bond referendum to build a 120-acre park across town, the City of Greenville paid $15,000 for 15 acres of marshy meadowland in the Southernside neighborhood to build a park for Black children, who were not allowed to play in the segregated parks elsewhere in the city. Mayberry Park opened in 1925 and a few years later, the City committed additional funds for an athletic field with bleachers and playground equipment. In 1938, Mayberry Park’s footprint shrank when the City leased half of the land inside the park to a Baltimore businessman at no cost to build Meadowbrook Park for an all-White minor league team. Not long after, more land was taken for stadium parking and to extend leftfield.

In 1939, Reverend Elias Holloway, the first African American postman in Greenville and an outspoken community leader and civil rights activist, wrote a letter to the Greenville Piedmont newspaper saying in part, “The Negroes of this city have been seeking for some time for an outlet for the surplus energy of their boys and girls, also for people in general. We want the park because our social and recreational life is at stake. Please give us a park.” Holloway’s request wouldn’t be granted for 83 years. In 2004, at the urging of the late Tom Keith, the landscape architect for Greenville’s Falls Park, Mayor Knox White began the process of creating a park that was originally recommended in 1907 by renowned Boston architect, Harlan Kelsey. In October 2012, after many years of planning, the City hired Jeff Waters, a landscape architect, to oversee the development of what would be the first iteration of Unity Park. At the time, the City owned approximately 25 flood-prone acres in the area, which included its sprawling Public Works campus.

“Our initial focus was only on the land that the City already owned, and the challenges were significant,” recalls Waters. “The site was a historical brownfield, was partially located in the floodplain and was bisected by a river that had been straightened in the 1930s to allow for rail lines on both sides.” Working with a consulting firm, the City hosted a series of community workshops where residents of the nearby

neighborhoods could share their ideas and suggestions for the new park. According to Waters, the residents’ vision for the new park always included keeping the existing ballfield, the last remnant of Mayberry Park. Lillian Flemming, Greenville’s longestserving City Council member, who grew up in Southernside and whose mother, Lila Mae Brock, is memorialized with a bronze sculpture near the park, remembers those first meetings and how important it was to residents that the area’s history be incorporated into the park. “We grew up playing in this area – skating down Nassau hill, catching fireflies and making our own toys out of whatever was around,” remembers Flemming. “So, we felt
very strongly that the emphasis of the new park should be on children and play.” As the public engagement activities continued, the City began acquiring property in the area and in 2014, the relocation of the City’s Public Works operations removed one of the final obstacles standing in the way of the park’s development. Meanwhile, according to Mayor White, the City wasn’t the only one buying property. “Even before there was an approved park plan, people began buying property along the edge of the park site,” said Mayor White. In 2016, in response to increasing development interest and concerns about

gentrification, the City established the Reedy River Redevelopment Area, which included the park site, as well as surrounding areas and hired consulting firm MKSK to design a signature park, complemented by an affordable housing strategy and formbased code to guide future development. The City also established a citizen advisory committee to help guide the project. The City again engaged the residents of the surrounding neighborhoods, who worked closely with the project team over the next three years to develop the master plan for the park. Mary Duckett, another longtime resident and president of the Southernside neighborhood association, smiles when she describes students from AJ Whittenberg Elementary and St. Anthony Catholic School drawing what they wanted to see in the new park. “They were so smart and kept building on each other’s ideas for what they wanted to see in the park,” said Duckett. “That’s one of the reasons why my favorite part of the park is the playground area.” During this time, local entrepreneurs purchased and began renovating a row of dilapidated warehouses that sat in the middle of the park site. The 90,000-squarefoot development called The Commons, which features a food hall, brewery, shops and offices, opened shortly before park construction began in 2020. The $66 million park budget included planning, design, property acquisition,
construction and utility undergrounding. It was funded through hospitality taxes, utility undergrounding funds and stormwater funds. The City also hired a local public relations firm to oversee corporate and private fundraising efforts, which resulted in over $12 million in private donations.
the large parking area also help capture runoff. “It’s what you don’t see that brings the biggest sense of accomplishment,” said Waters. “We created a state-of-theart drainage system to reduce excess runoff, remove pollutants and help mitigate flooding.”
“When a promising vision is put forward, we are fortunate to have local leaders that will unite behind goals that serve the common good,” said White. “There is a certain pride in the fact that a community of this size has been able to accomplish so much in Greenville.”
Along with environmental protection, connectivity was a critical component of the park’s design. Since the park straddles the Reedy River, there were opportunities to provide connectivity through an extension of the Swamp Rabbit Trail on the north side of the river and the addition of three unique pedestrian bridges. A network of five looped walking trails totaling 2.5 miles was also added.
The first phase of the project involved restoration of the half-mile section of the Reedy River that bisects the park. New, gently-sloping riverbanks were created to enhance water quality, reduce erosion and mitigate the potential for flooding – a persistent issue for decades in this area. Additionally, native understory plants and trees were added to help stabilize the banks, filter sediment and pollutants and provide wildlife habitat. Though some strategic tree removal was necessary; it was offset by the addition of nearly 750 trees planted throughout the park to reestablish the tree canopy and provide habitat, shade and visual interest. According to Jeff Waters, to complement this strategic work, tons of dirt were removed from the park site and replaced with soil containing a higher percentage of sand to encourage drainage. The trail features a structure with wind chimes and interpretive panels, providing park visitors the opportunity to learn about the history of the park and the people who envisioned it. The Prisma Health Welcome Center, a 10,000-square-foot facility, sits adjacent to The Commons at the very center of Unity Park. The center includes restrooms, gallery space, a first-aid station and flexible event space, which can be reserved for private and community gatherings. Visitors can relax outside on the wraparound porch and enjoy views of the Reedy River and the Swamp Rabbit Trail that run alongside.

SMART DESIGN EQUALS SMART PLAY
The park’s most anticipated feature, the Greenville Water Splash Pad, is a 5,000-square-foot deck featuring 39 jet heads and two spray zones, one for small children with smaller spray patterns, and a big kid zone with a spray pattern up to six feet in height. The splash deck is surrounded by a flagstone perimeter and a row of boulders, as well as curved wooden benches where parents can watch the fun. The splash pad is just one of Unity Park’s four state-of-theart playgrounds, which were designed for children of all ages and abilities. The 30,400-square-foot TD SYNNEX Playground for children ages 5-12 is about the size of three and a half tennis courts and features several slides, rope climbing structures, boulder scrambles, balance logs and beams and two lookout towers modeled after the old Southern Railway Train Station. The 13,200-square-foot Donovan Playground features equipment from Landscape Structures designed for children ages 2-5 with musical components, natural wood play elements and four swings – two bucket swings and two bucket swings with harnesses. The surface of the toddler play zone is artificial turf with a ribbon of poured-in-place rubber pathway circulating through the area. The artificial turf meets both fall safety ratings and ADA accessibility standards. The 9,400-square-foot Ann Watson Trotter Memorial Garden equals the size of two basketball courts and includes swings, several natural play elements, a climbing wall and a storytelling circle. Natural wooden benches are placed strategically throughout. The play area is highlighted by three large artificial turfcovered hills. The mounds were created with compacted earth set to the designed height and slope, then covered with four inches of shotcrete. The final surface of the

mounds was created using drainage matting underneath the artificial turf play surface. The mounds offer lookout towers at the tops and six slides, along with climbing ropes and a log “forest” on one mound – allowing children to push and pull themselves to the tops. With the artificial turf on all sides, the mounds themselves provide imaginative play opportunities, including group slides and rolls. Michelin Green, an expansive five-acre greenspace and part of the park’s green infrastructure, serves as the welcome center’s “front lawn.” Meadowbrook Green, named for the historic Meadowbrook Park, provides seven additional acres of greenspace and picnic tables and small groves of trees located along the river provide peaceful, shady gathering spots away from the activity at the playgrounds.

As part of a lead donation from BMW Manufacturing, four acres of urban wetlands located on the park site will be restored and maintained. The project will include the Duke Energy Outdoor Classroom, which will serve as an opportunity to educate the public about the important environmental contribution of wetlands and the need to preserve them.
One of the many things that set Unity Park apart is the fact that the project also includes the creation of affordable housing on almost nine acres of land donated by the City. Located on the outskirts of the park in the Southernside neighborhood, the property will eventually feature 500 new units of affordable housing, making it the largest concentration of affordable housing in the city.
Additional planned future phases of Unity Park include basketball courts and the historic baseball field located on the site of the former Mayberry Park. An observation tower will be constructed in one of the few locations of high ground, south of the Reedy River. The tower will pay homage to first responders, including police officers, firefighters and military personnel. It will become an accessible, unique vantage point for Unity Park, offering visitors an elevated,

Dorchester County’s new Ashley River Park in Summerville officially opened in March of 2022. Construction of the $13M park began in April 2020 after the approval of a $68M bond referendum. The unique 85-acre riverfront property offers something for all ages and abilities including: trails, a fishing pond, a pavilion, picnic shelters, a playground, a splash pad, two dog parks (one for small and one for large dogs), a climbing wall, an event lawn, and a kayak launch. An adventure course and rock climbing wall are also in the works and are expected to open in early 2023. The county will also offer numerous classes this summer including: Geocaching, Karate, Tai Chi, Yoga, and Fit 4 Mom Summerville, as well as movies in the park. They are also in the planning stages of a fall music/concert series, a fishing derby, food truck festivals, corn hole events, a wine down Wednesday type class, sip, and paint. They’re also looking to partner with Coastal Coffee and Oak Rd Brewery to do a beer/coffee event similar to a wine down Wednesday. Dorchester County is working with the South Carolina Department of Natural Resources to stock the fishing pond. The parks’ pavilion can be rented for wedding and other events. The pavilion even includes a bridal suite. Initially planned as a housing development that fell through, the land was purchased by the county with a 2010 voterapproved referendum for $1.45M. In the 2019 bond referendum, voters approved $38M to be earmarked for parks, which provided funding to develop Ashley River Park.

The new park was truly a community-wide effort. County Councilman Jay Byars, who chairs the county’s Park and Recreation Commission, said many of the ideas for the park came from community members who talked to council members or attended public meetings. “I hope everybody is awfully excited about what they’re going to participate in because we fell like this is just the start, said Byars. “This is the cornerstone from which we’re going to build a great countywide park system.” Ashley River Park is one phase of a broader effort by the county to provide additional recreational opportunities to residents. Another Dorchester County park, David-Bailey Park, opened in summer of 2021. County officials hope to eventually expand Ashley River Park to 300 acres across both sides of the river, complete with a tunnel under Bacons Bridge Rd and a bridge connecting the two sides. Dorchester County’s Ashley River Park Timeline In September of 2014, Dorchester County hired its first Parks and Recreation Department staff member to oversee this project and to develop a countywide parks and recreation system.
In September of 2016, the county signs a contract to begin master planning services for the park.

As part of the 2015 County Parks and Recreation Master Plan Update, staff solicit public feedback on the project and other county park and recreation initiatives. The major themes of feedback regarding the park were related to the need for event spaces, multi-use green space, trails, fishing, and waterway access.
Public feedback gathered in 2015 was incorporated into the updated Ashley River Park Master Plan. County Council approved this plan in January of 2017.
In June of 2015, preliminary work commences related to wetland delineation and verification, flood zones, utility easements, and associated surveying. It quickly became clear that all these factors would create significant challenges to park design and development.
Schematic design proceeded at a steady pace considering site challenges and the county submitted for the project wetland permit in December of 2017.
In February of 2017, the county signed a contract to complete the remaining project consulting services: permitting, design, bidding and construction administration.

Steel flood panels have been installed at the Restroom and Outfitters Buildings. Deck work is nearly complete at all buildings and trim work on buildings is underway. This land will be used for future Parks & Recreation projects.

Fort Mill - Walter Y. Elisha Park Amphitheater The Town of Fort Mill celebrated the grand opening of its new Walter Y. Elisha Park Amphitheater with an End of Summer Beach Bash on Sept. 18, 2021. Construction for the amphitheater, along with plans for new restroom facilities and an upgrade in parking, began in June of 2020. The new 2,400-square-foot amphitheater is located in the southern end of Walter Y. Elisha Park and features a covered stage. With this new venue, the Town of Fort Mill offers a variety of activities for the community, from concerts and plays to movies and symphonies.

As part of the construction project, crews improved and increased parking at the site and created two new restroom facilities – one next to the amphitheater and another at Calhoun Street Park. The amphitheater Grand Opening Ceremony was filled with music, dancing and fun. It also included remarks from town officials and a special guest appearance from the SC Strawberry Queens. The Beach Bash included Beach Music DJ Eric Bowman from 99.1 FM, followed by live music from Gary Lowder & Smokin’ Hot.

The Town hosted a Shag Dance competition at 6:30 p.m.. The top three winners received a trophy and gift cards to local businesses. At 7:30 p.m., beach music countdown mainstay Cat 5 Band took the stage to perform, followed by an amazing fireworks display at 9 p.m. The grand opening featured plenty of children’s activities, including midway games, face painting and balloon artists. Attendees could also take a photo with the Strawberry Queens at the Town of Fort Mill tent and photo backdrop. There was also a selection of food trucks available during the evening.
