We hope your spring programs went well and the summer months are planned and going smoothly, so far. We know it may seem tireless attending and conducting all of the training sessions that prepare you and your staff for summer activities, but these sessions are extremely vital in planning for a safe and fun summer in your facilities, pools and water parks. The Association continues to put into place the plans it made back in December. Our branches have delivered some outstanding education already. The Athletic, Parks, Programming and Executive Level Management Branches each provided their trainings and are laying the ground work for next year’s trainings. Please watch for the “call for proposals” in each of these branches, and thank you to those who have already sent theirs. The 73rd Annual Conference session and hotel information is available online. We look forward to seeing you in Greenville at the Hyatt Regency September 17-19. On the legislative front, the Association continues to be a leader by addressing issues at the State House that could impact the services we provide throughout South Carolina. The General Assembly has all but wrapped up its 122nd session, as of this writing. The Association represented you in 3 areas: 1) in regards to the legal definition of a “mandatory reporter” for child abuse, 2) expanding the eligible entities for the SC

attempts next year. Your Association will continue to monitor this as it develops so we can continue to provide safe and secure programs for our participants.

The legal definition of a mandatory reporter remains basically unchanged. While park and recreation department staff are not legally considered mandatory reporters, we do have ethical, moral and professional responsibility to report all suspected abuses against children and seniors. While the definition of a mandatory reporter for child abuse is relatively straight forward, a mandatory reporter for senior/elder abuse is not. SCRPA will be working with Lexington County on their program to identify resources and where to report elder abuse. The Adult Prevention Services (under DSS), like so much of DSS, is understaffed and under-resourced.

SCRPA leadership went to Washington DC to help educate our US Congressional delegation on the importance of reauthorizing the Land and Water Conservation Fund (LWCF) as well as updating them on the Recreational Trails Program (RTP). We were also able to lend support to help pass the Farm Bill, supporting several agencies who receive grants and assistance from the Department of Agriculture.

The Conservation Land Bank Program received quite a bit of attention over the last couple of years. While going through many legislative changes, we were able to work with the bank and help them provide public access to some of the properties for those who are eligible to receive their funds. Up until the signing of this bill, municipalities were the only local governmental entity eligible to apply. We were able to open that up to counties in the state and any agency, commission or instrumentality of such county. The DSS expansion bill for child day care did not pass this year. There will be further

T I M E TO T H I N K AND REFLECT By Tom O’Rourke I recently completed my 40th year in some sort of Park, Recreation, Coaching, or Sports field. As I move on to the next phase of my working life within the Park and Recreation business, there is one thing that I have done for the past twelve months that I regret not doing as much in my past 40 years: studying and practicing “critical thinking.” Yes, critical thinking is “a thing,” …look it up. The reason that I couldn’t perform any critical thinking, or any thinking at all for that matter, is because as a Park and Recreation professional, we have more on our plate each day than we can handle. If I could go back and do it all over again, I would make time for critical thinking. The world is changing at a rate faster than it ever has. Those who survive in the future will be the ones who can figure out innovative ways to do what we’ve always done…serve people.

Although I am no longer the Executive Director of the Charleston County Park and Recreation Commission, I still am involved, and will always be involved in our profession. I teach full time in the PRTM Department at Clemson. I serve on the Recreation Committee of the Mt. Pleasant Town Council. I am involved in developing, and have agreed to be the director of a new Oglebay School for Nonprofit Management. I still speak several times per year at state conferences and special state association workshops. And, although I am very selective, I have worked with communities in a consultative role on matters of Parks, Recreation, and Sports. I have mentioned these things to show that none of this work involves overseeing or direct involvement in operation of parks. What I am forced to do with these new challenges is to devise creative solutions to problems.

This requires taking time to think. I recommend it. Critical thinking involves getting out of your comfort zone; it requires talking to people and sharing ideas. If you want new, different, and innovative ideas, you are going to need to rub shoulders with people who are very different than you. I would recommend to take time, either individually, or with those that you work with, to discuss things that are changing both in your department and in the E X T R E M E G E N E R AT I O N world. In conclusion, I would strongly recommend for you to get away from the day-to-day redundancy of the “same old thing.” This includes your personal life as well. If you do E X T R E M E G E N E R AT I O N this, you may just crack open the cluttered part of your brain that has prevented you from becoming the innovative person that you really are. Perseverance Do we teach our kids what it takes?

By Mike Barnes, Safe Schools/Healthy Students Site Coordinator She wore small metal framed glasses. She was much smaller than any of her other teammates. And not only that, this was her first year playing soccer. Did she really want to get out and play soccer with the other kids? What if she got hurt? Soccer is a contact sport, you know! This and much more was racing through her mind. So she thought that she would just blend into the field. Maybe if she stood on the outer edge, she would not have to participate. She would be safe! Until…Until that ball came streaming towards her at a head level height! You guessed it! The ball smacked her right in the face. She was out there, with her glasses lopsided, and streams of tears rolling down her cheeks. She was not hurt. She was just ready to quit! She had been attacked by the ball! Enough was enough! She’s had it! As mom raced onto the field, as any parent would have done, the little girl knew that she could finally go home. It was apparent

that soccer was not her sport, nor would it ever be. She was too small. She had found out that soccer was indeed a contact sport. She thought that her mother would console her, and let her quit! I will never forget that day. The life lesson that that mother taught her small daughter was priceless. As any good mother does, she comforted her daughter, straightened her little girl’s glasses, checked her out for injuries, and told her that this was just like life! Sometimes in life you will get hit by the ball. It’s easy to just say, “I quit!” Many times in life, we will encounter things that are new or unfamiliar. Sometimes we will struggle, sometimes we will persevere, and yes, even sometimes we will fail. It is how we handle struggling times that determines our character. In bad or difficult times, a person has to be able to pick themselves up, and carry on. While that is never easy, that is what we must do. So the little girl was instructed to dry it up, catch her breath, and get back out onto the playing field.

And get back onto the soccer field she did. Did she ever get hit again? Absolutely! Did she get bowled over? Definitely! Did she slow down, and want to quit? Absolutely, definitely NOT! She went from being a timid, fragile player, to an aggressive, “get in your face” soccer player. Not only was she out there, but she deserved to be out there! Her smaller statue had no bearing on her aggressiveness! The teams that faced her found out rather quickly about that fact. As a soccer coach, I was proud to not only have the little girl on our team, but to be associated with the mother. I was thankful to have observed the mother/daughter interaction. Such a great life lesson! Thought to ponder: Many times in life, we as parents are faced with similar challenges and opportunities to help shape the lives of our children. How would you have handled that situation?

Keeping Aiken’s Equestrian History Alive By Jessica Campbell, City of Aiken Parks and Recreation Director and Anna Dangerfield, Friends of Hopelands & Rye Patch Hopelands Gardens and Rye Patch are owned by the City of Aiken and operate under the Parks and Recreation Department. The City of Aiken received the historical Rye Patch estate in 1981. This 10-acre property was formerly owned by Winter Colonist Dorothy Rogers and is adjacent to the historical Hopelands Gardens. In partnership with the Friends of Hopelands and Rye Patch (Friends), the City restored and preserved the deteriorating Rye Patch Stables. A committee composed of equine community members, Parks and Recreation staff, Friends’ representatives, and family

members of Mrs. Rogers decided to use the stables in a manner consistent with its past history. Fiberglass statues of horses were placed in the stalls, each painted to authentically replicate ones once belonging to prominent Aiken residents. A much-loved driving pony, a mule with a humorous story and eight historical horses were chosen. Owner families of the horses were contacted seeking their sponsorship in honor or memory of a family member. Their generous donations covered the cost of the horses and the placards on each stall door. They also wrote historical information about their horse and their sponsoring family, which are displayed.

Various memorabilia including 25 racing silks that represent 40 horses in the Hall of Fame are displayed. To be inducted into the Hall of Fame, a horse must have spent part of its racing career training in Aiken. It must also have been named a Champion (prior to 1971) or won an Eclipse Award (1971 and after). Throughout the year, rotating exhibits include authors, artists, photographers and others who share the work they have created about the equine industry. Staff recently added a permanent outdoor exhibit, the Courtyard of Champions, where the stalls in the courtyard display wooden racing silks and statistics about the horses and their owners.

Located in neighboring Hopelands Gardens is the Aiken Thoroughbred Racing Hall of Fame and Museum. It is the renovated former carriage house of the C. Oliver Iselin estate. This 1902 structure is a permanent tribute to Aiken’s Thoroughbred industry.

The Historic Horses of Aiken, along with the Aiken Thoroughbred Racing Hall of Fame, help to “keep history alive” for the residents and visitors in our town, providing educational opportunities that link Aiken’s equestrian past, present and future.

The Journey By Docshee “Doc” Moore, Recreation Supervisor City of Myrtle Beach Individuals that work in the wonderful world of recreation have the opportunity to conduct a variety of traditional and nontraditional programs that offer visual, mental, physical, and emotional stimulation that can last a lifetime. Do you recall the first time you played in a recreation sports league, or the first time you took part in a recreation summer camp, or maybe the first time you played in the swimming pool all day long during the summer? Most of our fondest memories and life lessons occur at a recreation center. The Mary C. Canty Recreation Center is rooted in the heart of Myrtle Beach South Carolina. The Center offers a variety of programs and special events throughout the year. One of the educational programs that have withstood the test of time is the Canal Street Museum of African American History. That’s right, during the month of February we took space in one of our hallways and converted it into a Museum.

Our goal was simple, we wanted to educate the community on the many impacts African Americans have had on the world. So, it’s not just African American History, its World History. The concept was simple, create a time line of significant historical events. On the left half of the hall we started from the 1500’s and listed historical events that took place until the 1950s. On the right half of the hall the time line began from the 1960’s – the 2000’s. We had a lot of information in a very small space; however, the museum was very informative, easy to follow, and the customer loved it! After 3 years we realize we could not place any more items in the hallway; because, we were simply out of space. As a result we relocated the Museum to the Left ½ of our Banquet Hall for the entire month of February. This gave us the opportunity to add more items to the Museum and that’s exactly what we did. We were able to add 138 more artifacts and a significant

amount of historical events to the Museum. The Museum covered African American Inventors, Doctor’s, Scientist, Sports Figures, Educators, Entertainers, Teachers, Activist, Local History and The Movement that Change the World. Today the small museum that originated at the Canal Street Recreation Center in a hallway leading to the main entrance of the pool and relocated to the left half of the banquet hall has a permanent home and a new name. The City of Myrtle Beach Museum of African American History is open year round and located at 901 Dunbar Street in Myrtle Beach SC. It’s the only museum on the Grand Strand that will leave you saying, WOW! I DID NOT KNOW THAT!


Reviving History for Lancaster County By Hal Hiott, Director, Lancaster County Parks and Recreation Summer camp, afterschool programs, youth and adult sports, walking trails, boat ramps and disc golf highlight some of the more traditional things that go on within Lancaster County Parks and Recreation. However, just recently there has been a push to revive a long standing Memorial Battle Field that helped shape the history of the Revolutionary War. Lancaster County Parks and Recreation maintains a one acre park in the Buford community of Lancaster County. This small park contains the mass grave of 113 Continental soldiers that were murdered in a battle known as the Buford Massacre. Today the Park serves as a memorial to those brave soldiers and what their sacrifice meant to the war effort.

Lancaster County Parks and Recreation, Friends of the Buford Battleground, and Buford High School’s ROTC Program gather in March each year to cleanup the historic site. Taking down old fence lines, leaf pick up, tree pruning, and painting fences are just a few of the things being done. The friends group has been raising funds to do upgrades and use this park to teach school kids the history as it pertained to the war. Walking areas, kiosks telling about the battle, grave markers, fencing, flag poles and picnic areas have been new additions to the park. The group, in cooperation with Lancaster County, plans to do more landscaping

which will include a brick wall and flower gardens throughout the park. Each year there are ceremonies to honor the fallen soldiers. There is even a reenactment of the actual battle. As a lot of memorials seem to go by the way side, Lancaster County Parks and Recreation, Friends of the Buford Battleground, and the young people from Buford High School are working to make sure people know the history and strive to improve the experience for all people to enjoy.

Federal Lands to Parks: The Myrtle Beach Air Force Base By Dustin Jordan, CPRP, CPSI, Recreation Supervisor, City of Myrtle Beach From 1939 to its closure in 1993, locals and visitors alike knew the area now known as The Market Common District of Myrtle Beach, as the Myrtle Beach Air Force Base (MBAFB). The former Myrtle Beach Air Force Base was a 3,937 acre property located within the City of Myrtle Beach. In 1947, after the ending of World War II, the base was closed and the property was given to the City of Myrtle Beach to be used as a municipal airport. The City donated the land back to the Air Force in 1954 to make way for a new modern Air Force Base with the threat of war with the Soviet Union looming. Military operations began in 1955 and continued until the deactivation of the MBAFB in 1993. As part of the National Park Service’s Federal Lands to Parks program, the City of Myrtle Beach has acquired almost 311 acres of land on the former MBAFB. The

Federal Lands to Parks Program conveys surplus federal land to communities, usually at no cost, for public park and recreation purposes. Over 1,575 properties, approximately 178,000 acres, have been transferred to state and local governments for parks and recreation areas since the program’s inception in 1949. The City of Myrtle Beach has repurposed that land into many different types of recreational amenities including passive parks, a recreation center, a gymnasium, athletic fields, a dog park, an enabling playground, and miles of walking and biking trails. The city also acquired the Whispering Pines Golf Course through a separate deal for base property. Although the look of the area has drastically changed since its days as an active base, an initiative was taken during the redevelopment to preserve the military history of the MBAFB that played such a key role in the community during its time. Throughout the walking trails and facilities of the former base, visitors will find over 150 permanent historical markers. Each marker identifies an individual, event, or place that is of significance to the history of the base and gives a brief description. The General Robert H. Reed Recreation Center, which is named after General Reed who was base commander starting in 1976, and the Crabtree Memorial Gymnasium house

museum items which have been donated by the people that once served at the MBAFB. These items tell the history of the base from World War II through Desert Storm and up to the base closure. The most noticeable military monuments stand at what is now known as Warbird Park. Warbird Park is home to three combat aircraft on static display. The A-10, F-100, and A-7 aircrafts on display all were in service at the MBAFB during its time. Although not as noticeable as the planes, but equally impressive, stands the MBAFB Wall of Service at Warbird Park. This wall is to commemorate the civilian and military personnel who served at the MBAFB between 1939 and 1993. The Wall of Service has almost 3,000 names on it. The park also includes memorials to the Merchant Marines, Prisoners of War and Missing in Action service members, the Korean Conflict, and the Nuclear and Atomic Veterans. Today, with most of the beige and brown military buildings torn down or in reuse, many visitors and newcomers to Myrtle Beach may not realize the base once existed. But with the use of dedicated park space, the City of Myrtle Beach has been able to keep its deep military history alive and honor those who served.


Keeping 50 Years of History Alive While Preparing for the Future By Sarah Reynolds, Charleston County Park and Recreation Commission (CCPRC) CCPRC is celebrating its 50th anniversary this year. Throughout its long history, our agency – originally founded as the Charleston County Park, Recreation and Tourism Commission - has expanded its reach and impact on the community greatly. Today, CCPRC manages 11,000 acres and operates 14 public parks that host hundreds of events and programs annually. All the

while, CCPRC seeks to never lose sight of the mission established at its creation – to improve the lives of people in Charleston County - while still honoring history.

is visible by the many children who have grown up through our summer camp programs and have returned as counselors with happy memories.

Because some of our parks and events have been around for decades, we have seen the impacts made on generations of people in the area. As part of our 50th anniversary celebration, CCPRC created a Memory Makers team to visit different parks each week. The group randomly surprises guests with a token of appreciation, ranging from preferred event seating, to a new skateboard, to a park pass or other gifts. Memory Makers then ask guests about a favorite time at the County Parks, preserving those beloved memories. We’ve learned so much from our guests about how the park and recreation industry affects individual lives and weaves into family traditions – especially our Holiday Festival of Lights, which has become a time-honored annual tradition for many in the Charleston community and beyond. Another example of generational traditions

In 2012, CCPRC buried a time capsule at James Island County Park. In addition to early 21st-century gadgets placed in the ground, contents included essays from local school children about their thoughts on the future. Kids dreamed that parks would have video games and be run by robots, trees would grow all types of food, waterslides would be gravity-defying and turn people into mermaids, and of course, cars would fly. Some of these dreams may not come true in 50 years, but we still look back at our past with pride, and look forward to great things in the future. Said CCPRC’s new Executive Director David Bennett, “CCPRC has grown into one of the most recognized park systems in the country. I am excited and motivated to pick up the torch and lead us into the next 50 years.”

Giving New Life to Berry Field By Kristen Guilfoos, Marketing Manager, Spartanburg County Picture this: It’s the summer of 1955 and Berry Field is buzzing with excitement. You hear the laughter of children, the unmistakable crack of the bat as it sends the ball soaring past third base, and hundreds of people in the stands, cheering on the dozens of fast-pitch softball players on the field. Jerry Parris, now 79, was one of those players. “Berry Field was the best part about the north side of Spartanburg. We would play games there and we always got along well, as long as we had no adults

telling us what to do,” he said with a smile. Berry Field was in the prime of its life that summer, and quickly became a destination for fast pitch softball teams all over the Southeast. “Players would think of it the same as baseball thinks of its Hall of Fame in Cooperstown, New York,” Parris said. He estimates there were nearly 50 fast-pitch softball teams in Spartanburg alone during that time, and nearly every major local business sponsored a team. As the years passed, the economic landscape of Upstate South Carolina changed, and as the once thriving textile mills began to close, the teams made up mostly of mill workers, began to fade away. USC Upstate’s Women’s Softball team brought some life back to Berry Field, as they played their games there as recently as the early 2000s.

By 2011, though, time had really taken its toll on Berry Field. It was closed, and declared unsafe. Six years later, in the summer of 2017, the Spartanburg County Parks Department took on the task of bringing Berry Field back to life, preserving a piece of Spartanburg history. “It was a big undertaking and a big project, but it’s one we’re proud to be a part of. This ball field means so much to so many people and we can’t wait to see people using it once again,” said Mike Nation, Senior Project Manager for the Spartanburg County Parks Department. The new and improved field will open this summer and the plan is for it to be a community park, so anyone can walk up and play softball, baseball or kickball. Several local leagues have expressed interest in using the facility for more organized sporting events as well.
