Where do Parklets originate? Sidewalk cafe culture Eating on the sidewalk during good weather as an extension of a cafe or restaurant is a longstanding tradition in many cities around the world.

Park(ing) Day Sidewalks around the world are not always wide enough to accommodate a cafe. Thus the move was made to reinvent part of the street as a public area. Park(ing) Day is a now-annual international event originated in 2005 when an art and design studio paid for a singled metered parking space for one day and installed a temporary public park.

Parklets As the installations of Park(ing) Day grew in number, businesses and citizens worked with the City of San Francisco to develop a policy that would allow more semi-permanent installations of parks in parking spaces. The Pavement to Parks Program is a collaborative effort between San Francisco’s Departments of Planning, Public Works, and the Municipal Transportation Agency. Parklets are now installed in dozens of cities around the world as new temporary pedestrian spaces.

Parklet construction and implementation has been on the rise over the last few years and range from ad-hoc community meeting spaces to highly-designed places funded with corporate backing. In either case, the purpose is to promote community spirit and enhance city pride. Materials chosen are typically for durability-dependent on the local climate.

All of the parklets in the Design section of this manual have been approved by the City of Phoenix and have been reviewed and approved by a structural engineer. All details and products needed to construct and install the parklet are provided in this book.

Stencils Large stencils are made by a local specialty design fabricator. They can be painted with spray-based paints and tessellated, used multiple times in line, to fill the parking space.

The sheets of material are easily lifted and positioned onto an asphalt or concrete surface for application with a propane heat torch or large heater.

Roadbed graphics have been designed to coordinate with wayfi nding systems in Downtown Phoenix. They can be applied underneath the parklet, filling the parking space. Installation can be done using a large size stencil with street-marking paint or using a thermoplastic graphic that is applied directly to asphalt with a heat gun.

Required Community Support and Outreach Documentation The Parklet Application requires documented support by the local neighborhood. This Application must include a petition with signatures of support from any immediate adjacent property owner(s) on the same side of the street and 51% of the remaining property owners on the block. General Design Guidelines Design for easy removal. The parklet will sit on top of the existing street surface. Because the parklet may cover critical infrastructure and utilities such as gas lines, sewer and water mains, they need to be designed for easy removal in case of an emergency. Parklets cannot block storm drains or catch basins. No advertising is allowed on the surface or walls of the parklet. If the parklet is designed for PRIVATE use, the name of the sponsoring establishment may be placed on one wall or other feature of the parklet as approved on the construction plans. Be creative. Think outside the standard tables and chairs on a platform. Include artistic and shade elements to enliven the streetscape. Design Document Requirements Minimum 11 X 17 scaled and dimensioned drawings. Site plan must show dimensioned Parklet with right-of-way lines, dimensions to monument lines, property lines, and other physical references, such as sidewalks or curbs. Lettering size must be a minimum of 11 point font.

Liability Insurance Requirements Encroachments permitted in the right-of-way must be covered by liability insurance. A certificate must accompany this application and thereafter be posted with the City each time the policy renews, is replaced, dropped, or on the date indicated on the certificate for renewal. The applicant is responsible for maintaining a current policy and submitting the updated policy on an annual basis to the City. Liability insurance in the amount of $300,000 for residential and $2,000,000 for commercial applicants is required and the City of Phoenix is to be named as an additional insured on applicant’s insurance policy. The applicant will be required to hold harmless the City of Phoenix.

Maintenance Requirements The parklet will be owned and maintained by the applicant. The applicant is responsible for all costs associated with the design development, construction, installation, maintenance, and removal of the parklet. Applicant is required to sign an encroachment permit that outlines their responsibilities, including the requirement to keep the parklet free of debris, grime, and graffiti, and to keep all plants in good health. The permit obligates the applicant to ensure the parklet is swept daily and debris is removed from under and around the parklet a minimum of once per week.
