I am very pleased to introduce this, the sixth Flintshire Business Week magazine and to thank AGS security, the headline sponsor as well as all the many other sponsors, for supporting Business Week so generously. Rwyʼn falch iawn o gyflwyno hwn, chweched cylchgrawn Wythnos Fusnes Sir y Fflint ac i ddiolch i AGS Security, y prif noddwr, yn ogystal âʼr holl noddwyr eraill, am gefnogiʼr Wythnos Fusnes mor hael. The County Council is very proud of Flintshire Business Week, it is a credit to Flintshire, it is highly regarded not just within the county, but well beyond. Why is it so important? We face very difficult economic times, with probably the worst recession for seventy years. We all have a shared interest in making Flintshire a safe, attractive and successful place. To make that happen needs the public and private sectors to be constantly working together. Business Week has helped to develop a shared working relationship between the community and local businesses that benefits both parties in so many ways. Businesses here often refer to the ‘Flintshire family’, that is something has been developed by my predecessors, in particular, Cllr Matt Wright and I am grateful for all that Matt has done. Much has been achieved over the last year, in particular the new Deeside Enterprise Zone (DEZ). We have great ambitions here, we want to see DEZ generating large numbers of new, quality job opportunities for our young people, we want to see DEZ transforming our local economy to one based on high skills and high quality employment. I am proud of our county and of what has been achieved here. We have a great history, some beautiful countryside and coast and probably most importantly of all, the right people. There is much to do, but I believe we have the right ingredients in place, together with the determination to make things happen. Flintshire is a very good place to live and work and to run a business, we can make a great future for all our people.

Rydym oll yn rhannu’n un diddordeb o wneud Sir y Fflint yn lle diogel, deniadol a llwyddiannus. Er mwyn gwneud i hynny ddigwydd mae angen i’r sectorau cyhoeddus a phreifat gydweithio’n gyson. This area contains most of Flintshireʼs employment areas and includes the Airbus complex, Hawarden Aerospace Park, TATA Steel, UPM Kymmene, Toyota, the whole of DIP and the Northern Gateway site, Flintshireʼs major new employment area. A total of 20,000 people currently work in this area. The objective is to see 7,000 new jobs created over the five year life of the enterprise zone, with most of these jobs to be in manufacturing. This is a very ambitious target, particularly at a time of severe economic difficulty, so will it work and what will it do for Deeside? We think it will for the following reasons; ■ After a long period of neglect, the importance of manufacturing to the UK economy has been recognised. This must be good news for Flintshire, given that it is now the most manufacturing dependent local authority area in the UK, with three times the national level of jobs in that sector (33.4%, the figure for the UK is 11%). At Deeside, we now have one of the main manufacturing centres in Wales and the UK; ■ Manufacturing covers a very broad range of activity, Flintshire is fortunate in having very high representation in the high value, high growth sectors of aerospace, automotive engineering, green energy, pharmaceuticals and electronics. Around 25% of all Walesʼ jobs in advanced manufacturing are here and these are the sectors where most new jobs will come from; ■ We have great communication links, we are close to the large markets of the North West, two major airports are close by and at Northern Gateway, we have the largest development site in Wales which is now ʻready to goʼ; ■ Importantly, Flintshire is seen as a very business-friendly area, with many successful companies that operate on a world scale, an area which has a great track record of delivering, where the private and public sectors work very closely together and where both sectors are committed to seeing more investment for the benefit of the community. The Way Forward? Attracting the investment needed now needs much more than setting out new industrial sites. This approach worked well twenty years ago, but this is a different world and we will need to work much harder to attract the quality of investment we want. To succeed, Deeside will need to provide a full package, ensuring that we have the skilled workforce available that modern industry requires and the kind of environment that high tech companies now demand. This means well-designed buildings in landscaped settings, with easy access by road, good public transport, as well as access by foot and bike. Business parks will also be well linked with both further and higher education, giving easy access to continual skills development. We will also need a mechanism to allow companies to have rapid and simple access to the latest developments in manufacturing technology. We are competing here not just with other parts of the UK, but with locations worldwide.

Further plans are now being considered to develop an ʻAdvanced Manufacturing Centre (AMC)ʼ. Linked to a major UK university and with a further education presence, the AMC will provide a means of continually updating skills as well as the opportunity to bring the latest manufacturing technology directly into our local businesses. It will raise the profile of the sector generally, presenting as an attractive career choice for local young people. This is not a new idea, Sheffield pioneered this approach ten years ago, but we believe strongly that this provides a model that could be adopted on Deeside.

Council Member CBI Wales Member of the North Wales Economic Forum Board Member of the Deeside Advanced Manufacturing Enterprise Zone This time last year when I was asked to write a piece for the FBW publication, I focussed on education and training for employment – “Mission Employability”! Call me boring if you like, but this time itʼs the same theme from me. Why? Well because ultimately employment is so important and itʼs what my job is about, and despite a year of developments and progress, there are many challenges and much still to do. So how does the economy of Flintshire fare, twelve months down the line? Well, North-East Wales, largely through the economies of Flintshire and Wrexham, continues to be a flagship for Wales and the UK. We have a diverse economy, but with a much higher than average proportion of jobs in manufacturing - almost 22,000 in Flintshire alone in the most recent survey, and accounting for 33.7% of jobs in the county. This is the highest proportion of any UK region, and we should proud of this achievement. Does this make us vulnerable? It does if we stand back or manufacture in the wrong sectors, and thatʼs why securing Deeside as an Advanced Manufacturing Enterprise Zone is so important. Securing the “EZ” is clearly the most significant local development over the past year, as part of the associated Welsh Government initiative. I am very pleased to be part of the board who are tasked with shaping and driving the Deeside EZ, and our aim is very clear - to make it the very best in Wales, to have international credibility, and to secure and create thousands of new jobs. This is vital for the people of Flintshire and those who work here, but there is no guarantee. It will depend on many others of us too, particularly those who have the power and authority to make strategic decisions, in local and national

right now, if we act decisively and quickly. If we get it wrong, our economy will suffer, and the opportunity that the Deeside EZ provides will not be realised.

government, and in institutions such as Deeside College and Glyndwr University. High level skills will be at the heart of a successful Flintshire EZ, and we need to join-up a wide range of policy developments to make sure that our current and emerging local workforce is “fit for purpose”. Grasping the nettle and at long last progressing with the implementation of a Schools Modernisation Strategy for Flintshire is crucial in this regard. How much longer can we wait until South Wales will have emptied the “capital pot”! We must throw away institutional self-interests and make sure that we equip young people with an education-for-employment, one that allows them to develop and achieve their potential and a career here in Flintshire, if thatʼs what they want to do. At present, the overall educational offer is misplaced, overly competitive and wasteful, and full of gaps. We have a great chance to put this

Deeside College also has a part to play, and we need to ensure we do the right things, and then do them right. The past twelve months have been particularly busy and productive, and the next year looks equally demanding with great opportunities for success. Just six months after securing the largest single college contract for Work Based Learning contract in Wales, with over £7 million invested in 2011-2012, this work was inspected by the Welsh Governmentʼs Inspectorate, Estyn. Iʼm pleased to say that the outcomes of this inspection were excellent - the best for Wales in fact, since the new tougher inspection regime was introduced in 2010 - with excellent prospects for improvement. This was a huge vote of confidence in the hundreds of employer who work with us on apprenticeship and traineeship schemes, and in the College and its stakeholders. We have also continued to expand our Welsh Government Pathways to Apprenticeship (PTA) and links have been formed with many local businesses. This is a real win-win-win situation - for employers, young people and Deeside College. Looking ahead, there is much to do. The Welsh Government will be concluding their qualifications review in Autumn 2012 - this is a root and branch review, involving and actively listening to employers, and getting behind the monster which is todayʼs qualification menu in Wales. The reality is that at all levels, from schools, to colleges to universities, more and more people have more and more qualification certificates, but more and more employers are dissatisfied with standards and employability skills – somethingʼs wrong?! I am really looking forward to reading the final report and finding out where we go next - there is a compelling need for change. Closer to home, we are progressing our merger with Yale College - a merger of equals, to create a new college for North East Wales. Improving choice and the quality of offer to employers is a key driver for our merger proposals. We also need to increase our focus on unemployment rates of 19-25 year olds, where there is a worrying postrecession trend, and grasp local opportunities, such as those resulting from the developments at and from the Post of Mostyn. We plan to complete our merger by 1 August 2013, and I am confident that this will be another boost for Mission Employability

Strategic Business Parks Project This is a unique project which aims to co-ordinate a range of activities and events that will enhance and develop the economic and environmental prosperity of both Wrexham Industrial Estate and Deeside Industrial Park, two of the most important employment hubs in Wales. Central to the project are the two Business Park Co-ordinators, one based at each of the sites, who have a pivotal role in reacting to the specific requirements of business and co-ordinating services to address their individual and shared needs. A number of key partners and stakeholders have also been involved at both Wrexham and Deeside in order to identify and assist in the development activities. In recognition of this, a key part of the project is the development of business support that will enable companies to strengthen their supply chains; develop new partnerships and foster potential for collaboration, improved trade, product development and innovation.

Announcing the funding in 2009, Deputy First Minister, Ieuan Wyn Jones, said:

“Helping businesses to become more competitive is vital, particularly during difficult economic times. The project will allow SMEs in these centres of employment to take advantage of a larger “business community” as well as having a positive influence on the future of the estates. The project will promote the importance of working together and independently for enterprises and such collaboration and partnership facilitation will be a high priority to encourage environmental and economic sustainability.” A number of successful events have already been facilitated at both industrial sites, with a focus placed firmly on getting businesses to engage with each other at a senior level to promote and develop joint activities. Flintshire Going For Gold! Stephen Wade, Legat Owenʼs Director of Business Space gives us a candid review of activity in the Flintshire Commercial Property Market over the last 12 months. Automotive and Unit 2 (6,000 sq ft) to Tarvin Precision.

Despite the global economic picture, the Flintshire commercial property market has seen significant activity over the course of the last year. Universities Superannuation Scheme continues to reap the rewards for their long standing commitment to Deeside Industrial Park. USS have recently completed the letting of Unit 49 (23,500 sq ft) to Triumph Group, a US based aircraft parts Stephen Wade manufacturer who have selected Deeside as their preferred location in the North West. Triumph recently completed the acquisition of Saygrove Limited and the new unit will facilitate the continued expansion of their operations. Nearby on Zone 2, James Fisher Nuclear have doubled the size of their facility taking a further 3,500 sq ft from USS. Elsewhere on Zone 2, FTS Hatswell have acquired a 69,000 sq ft high bay warehouse from Stretton Property Group and have completed their relocation to the new facility. On Zone 1 of Deeside Industrial Park, F & C Reit have completed a number of lettings to tenants including Flying Colours, T J Skips and May Gurney and the South Section is now fully let. In Queensferry HMG have completed a number of deals on their Interlinq Trade Park including lettings to Signs Express (2,300 sq ft, A W J Cars (4,650 sq ft) and Pro Tan Studios (4,100 sq ft). There are now only two units remaining within the development. In Sandycroft, Hollingsworth Estates have continued their commitment to build speculatively following a number of deals at Holland Park. Recent lettings have included A J Field Electrical (2,000 sq ft) and Flintshire Furniture (4,000 sq ft). Engineer Park, Himor Group have also enjoyed success at Sandycroft with the completion of a number of recent lettings at Engineer Park. The development which extends to 100,000 sq ft is now 95% let with just two units remaining. Hawarden Business Park has also witnessed significant investment in the last 12 months driven in no small part by the success of Airbus in the global aerospace market. Pochin, the developer of Hawarden Business Park, has successfully completed the sale of Unit 1 (6,000 sq ft) to Avila

Pochin have also successfully completed the sale of a portfolio of investment properties at Hawarden Business Park totalling 80,000 sq ft. The four units were let to Gardner Aerospace, Alcontrol, Aerotech and Airbus. The London based purchaser has reconfirmed the Cityʼs appetite for investment in the Flintshire commercial property market. Airbus have extended their own property holdings in Hawarden with the strategic acquisition of 3 aircraft hangars totalling 150,000 sq ft on a site of 20 acres adjacent to the west wing facility. Demand for units to purchase continues to grow as companies seek to strengthen their balance sheets and capitalise on attractive investment opportunities. In order to address this gap in the market, the owners of Central Trading Estate, Saltney, have re-orientated the marketing of their 80,000 sq ft development towards sales to owner occupiers. Units are available to purchase from 3,800 sq ft upwards and the new strategy has already paid dividends following the successful sale of Unit 18, to Evans Warrington who are in the process of fitting out their unit. In Mold, Whitley Estates have successfully completed the letting of 4,000 sq ft at Broncoed Court to GLS Coatings and a further 2,000 sq ft on Broncoed Business Park to Flintshire Care & Repair. In Flint, Gelicity have taken 20,000 sq ft on Castle Park to accommodate the continued growth of their business following the announcement of recent orders from the US. Parkway Properties have also enjoyed success on the Ashmount Enterprise Park in Flint following the introduction of their Flexistart Lease which allows companies rapid access to units on flexible terms. The office market which has traditionally been overshadowed by the more dominant manufacturing sector has also held up well with demand particularly evident from SMEʼs. Whitley Estates have completed their relocation to Park House and have subsequently completed the

letting of a further 1,000 sq ft to environmental engineers, Weetwood who have relocated from Chester. In Deeside, the owners of Old Marsh Farm have undertaken a sympathetic conversion of former agricultural building so as to provide high quality office buildings available on flexible terms. The conventional offices are now fully let and the serviced office options are now approximately 90% let, with one small suite available. In response to this upturn in demand, Haigh Developments are promoting Signia, a new office development providing bespoke headquarters buildings from 10-54,000 sq ft at St Davidʼs Park in Ewloe. There is however some uncertainty surrounding the future of Unileverʼs shared services facility at St Davidʼs Park and this would be a significant loss to Flintshire should they decide to relocate out of the County. Flintshire will undoubtedly benefit from the recent announcement of Enterprise Zone status for Deeside/Hawarden. The Enterprise Zone is geared specifically towards the advanced manufacturing sector which plays to Flintshireʼs strengths and will only serve to reinforce the location as a centre of excellence for advanced manufacturing. On the proviso that Welsh Government can deliver the appropriate package of incentives the Enterprise Zone status will almost certainly have a positive impact upon take up and employment generation in Flintshire. The Enterprise Zone allocation will particularly benefit companies seeking to invest in larger scale manufacturing operations in the area. Following the announcement of the EZ status we have already witnessed an increase in the number of enquiries from both indigenous and inward investors looking for larger manufacturing units in the range of 50-150,000 sq ft and whilst these enquiries are still to translate into deals, the outlook is positive. Whilst there are a number of larger units available in Deeside/Hawarden for immediate take up, there is also the potential for the creation of new floor space following the recent grant of planning permission for Northern Gateway on the former RAF Sealand site and the promotion of Link 56 on Zone 3 of Deeside Industrial Park. The delivery of these sites to the market is crucial to Flintshireʼs ongoing economic prosperity. The EZ board has already made a positive start in bringing together occupiers within the park and we look forward to the evolution of a clear and coherent strategy for future development over the coming year.

Sefydlwyd Partneriaethau Trefi yn y rhan fwyaf oʼr trefi yn 2009 er mwyn arwain gweithgareddau adfywio. Ymhlith y prosiectau i gael buddion cynnar roedd gwelliannau amgylcheddol, hyrwyddo, cefnogi busnes ac maeʼr partneriaethau wedi arwain y ffordd wrth ddatblygu cynlluniau hirdymor i lywio adfywio a datblygiad ymhob tref iʼr dyfodol. Maeʼr rhan fwyaf oʼr cynlluniau wediʼu sefydlu erbyn hyn ac maeʼr partneriaethau yn cydweithioʼn agos â Chyngor Sir y Fflint a phartneriaid eraill iʼw rhoi ar waith.

Events The County Council is eager to increase the range and quality of town centre events as one way of enhancing the vitality and viability of the towns. A programme of exciting and new events took place in Holywell and Mold Town Centres in 2011. The County Council continues to work in partnership to support a range of town centre activities.

High Street Business Grants A range of schemes exist to support improvements to buildings in our town centres. From restoration of architectural features to improvements to shop frontages.

Flintshire Town Action Plan Programme The Flintshire Town Action Plan (TAP) programme began in 2008 when the Council commissioned independent assessment of the health of the main town centres in the County. Town Partnerships were formed in most of the towns in 2009 to lead on regeneration activity. Earlywin projects have included environmental improvements, promotion, business support and the partnerships have been leading on developing long-term plans to guide future regeneration and development in each town. Most of these plans are now in place and the partnerships are working closely with FCC and other partners to implement them.

Promoting our Markets In 2012 a new training course has been piloted entitled 'Introduction to Market Trading'. This 5 day course includes classroom based work as well as a visit to Flintshire markets and a local wholesalers. We hope to nurture new traders for our Flintshire markets. A new markets promotional campaign has also been launched. This includes some leaflets, notepads and great bags for life all promoting the Flintshire market brand. Hyrwyddo ein Marchnadoedd Yn 2012 cyflwynwyd cwrs hyfforddi newydd ar ffurf beilot oʼr enw 'Cyflwyniad i Fasnachu Marchnad'. Maeʼr cwrs 5 diwrnod hwn yn cynnwys gwaith yn y dosbarth yn ogystal ag ymweliad â marchnadoedd yn Sir y Fflint a chyfanwerthwr lleol.
