ZULULAND DISTRICT FAMILY

Spatial Location within KZN The Zululand District is located on the northern regions of the KwaZulu-Natal Province and it covers an area of approximately 14 810 km².Approximately half of the area is under the jurisdiction of traditional authorities while the remainder is divided between commercially-owned farms and conservation areas. The District comprises the following five local municipalities:

Vryheid and Ulundi are the major towns and the seat of Zululand is Ulundi. Vryheid is a commercial and business centre, while Ulundi is an administrative centre with the seat of the District Municipality and a well-equipped airport.

SOCIAL SERVICES


EDUCATION Backlog determination for education purposes is informed by the following: • The Department of Education applied a travelling distance of 7 km to the nearest school • The teacher: learner ratio is acceptable at 35 • Schools, particularly secondary schools, which have less than 250 learners, are considered less viable as they are restricted in terms of teacher allocations and therefore limited subject choices are available to the learners. A backlog analysis (households at a distance further that 5km from a primary school were considered to be a backlog and every 3500 people constituting the need for a another primary school) was undertaken that indicates the backlog as per the following table and the mapping at overleaf indicates the distribution of primary schools as well as the backlog mapping with regard to access to primary schools.

Zululand District Municipality has a commitment to improve the lives of its citizens. Our commitment as the municipality is to ensure that all communities of Zululand are taken care of holistically, which means that we are also concerned about people’s health and welfare while implementing our core mandates as the municipality. The ZDM Social Programmes Unit is housed at the municipal health centre known as Princess Mandisi Health Care Centre. This was the ZDM initiative of addressing the serious increase rate of HIV and AIDS in the District. Princess Mandisi Health Care Centre has the following intervention programmes: • • • • •

TOURISM The Heart of the Zulu Kingdom Zululand is named after the inhabitants of the area, the Zulus. ‘Zulu’ means ‘heaven’ in the Zulu language. Zululand, part of the province of KwaZulu-Natal is peaceful, with green hills of rich soil, waving grasslands, abundant forests, and an unhurried lifestyle. The major towns of Vryheid and Ulundi, are both well located in relation to the national road and rail networks. Route P700 between Ulundi and Richards Bay is presently under construction which will open up a major development corridor that will facilitate eco-tourism, agricultural activities and business opportunities. Zululand borders on the kingdom of Swaziland, which is land locked and a trading partner with South Africa. The coal- line corridor running from Richards Bay, through Ulundi, Vryheid and Paulpietersburg and on to the mining areas of Mpumalanga, is an important route in the national rail network. Vryheid is an active role-player as Zululand’s main commercial, industrial and business centre, with a well developed physical, social and institutional infrastructure. Ulundi is ideally situated for office, industrial, commercial and tourism development. A plus point is that it serves as a market for a million people in the region. Ulundi’s advantages are: • A large and stable labour force, • Steady political environment, • Low crime rate, • Competitive land prices and service charges, • Accessibility to export markets via Richards Bay, • Accessibility to the rest of SouthAfrica, • Good local infrastructure, • Excellent educational facilities, • Recreation and sports amenities, and • Good hotels and conference areas. The municipality has embarked on a strategy to revitalise the Prince Mangosuthu Buthelezi airport and re-introduce regular scheduled flights between Durban, Pietermaritzburg and Ulundi and between Ulundi and Gauteng.
