Questions asked at this meeting BRIAN RICHARDS - 5 WHEELER STREET, EAST DEVONPORT (D331994) Why did the two Aldermen delegated to Eastern Shore Committee, vote at the Council meeting on 19 May 2014 to rezone a large area of East Devonport from residential to light industrial, bounded Tarleton Street, Brooke Street, North Caroline Street, Nealy Street and Esplanade? This is predominantly against the wishes of residents of East Devonport and the recommendation of the Connell Wagner report, which has never been amended or terminated to my knowledge. Response The Mayor suggested that Mr Richards ask the Aldermen directly if he wished to seek their opinion. DOUGLAS JANNEY - 23 WATKINSON STREET, DEVONPORT (D331996) Capital Works & Financial Reports Under “Risk Implications” of the Capital Works report P373 of the agenda the following is written:
Financial Capital works program expenditure is reviewed monthly with projections of expenditure provided for minimisation of financial risk.

How is it that the rate of capital expenditure has been allowed to diverge away from and below the budgeted expenditure line since December to $4m ‘A’ vs $6m ‘B’
Response The Assistant General Manager, Technical and Finance explained that a monthly forecast on total anticipated annual capital spend is provided on page 383. The current forecast is for actual expenditure of $14.38million from the annual budget of $17.13million. Page 8 of 16 be proceeding. The two largest carry forward projects, being LIVING CITY and the cemetery land purchase account for nearly $2million of the difference. OWEN BARTROP - UNIT 1/112 TASMAN STREET, DEVONPORT (D331995) Council has indicated that it intended to spend money on piped music for the Mall in order to attract people to use the Mall, even wi-fi has been suggested. Are Councillors aware that apart from the Harris Scarfe bus stop that all other seats in the CBD are unusable in inclement weather? They get wet and stay wet for most of the day. To attract the public to the Mall, would it not be better to spend money weather proofing parts of the Mall thus providing weatherproof seating and at the same time encouraging Al fresco dining? Would it not be better for Council to construct either temporary or permanent weatherproofed areas to accomplish this requirement? Al fresco dining may even attract the public to the Mall in fair weather. Response The Assistant General Manager Technical & Finance advised that Council has considered roofing in the past and it may be considered further in the future. There has been no allocation in next financial year budget. 5.0
