Questions asked at this meeting MR DOUGLAS JANNEY - 23 WATKINSON STREET, DEVONPORT Did the Council receive a copy of the Devonport Apex Regatta Association Inc’s. “Permit under the Environmental & Pollution Control (Miscellaneous Noise) Regulation 2014” or such other relevant Regulation for the Power Boat activities on the day prior to and on the day of the Regatta?” Response The question was taken on notice and a response will be provided in writing. MR DOUGLAS JANNEY - 23 WATKINSON STREET, DEVONPORT Page 65 Item 10.1 suggests that a budget overrun may result! Where there is going to be a budget over run due to something not in an item OR not in the budget at the time of setting the budget what are the criteria that the Council applies to contain the spending with in the Budget Total dollars? Response The General Manager, Paul West advised that through the reporting processes Council is advised if a budget overrun is likely to have a material impact on the overall budget result.

That Council in relation to its capital budget for improvements in the Rooke Street Mall determine: 1.

to proceed with installation of a fixed public address system, to a maximum budget of $30,000;

2.

in determining the most appropriate system and installation arrangements and configuration, Council consult with the Devonport Chamber of Commerce and Industry (DCCI) Retail Group;

3.

initially it be identified that the intended purpose of the public address system is to primarily improve public events held in the Mall;

4.

any expansion of the use of the public address system other than events based, will need to be cost neutral to Council and have established clear guidelines approved; and

VOLUNTARY AMALGAMATION PROGRAM (D360840) 53/15 RESOLUTION MOVED: SECONDED:

That Council in relation to the issue of voluntary amalgamations: (a) advise the Minister for Local Government that in relation to his desire to have councils consider the issue, Council: (i)

is prepared to actively participate in the modelling of options for amalgamation/s or improved shared service models with its neighbouring councils including those in the Mersey region and the broader Cradle Coast region.

(ii) believes that any exercise around modelling relating to amalgamations is unlikely to be successful whilst it remains the State Government’s position that only voluntary amalgamations will be considered and therefore Council encourages the Minister to take the lead on the matter and consider referring the issue of local government reform more generally to the Local Government Board for advice. (b) formally advise its neighbouring councils of its interest in better understanding the issue of local government reform in the region and would be prepared to participate in undertaking studies of reform options including but not limited to: (i)

continuation of ad-hoc resource sharing,

(ii)

a more defined shared services model; or

(iii)

the prospect of voluntary amalgamation.

DEVONPORT SURF LIFE SAVING CLUB - REQUEST FOR ASSISTANCE (D362512) 54/15 RESOLUTION MOVED: SECONDED:

That Council in relation to the request from the Devonport Surf Life Saving Club for approval and financial assistance towards upgrading the facility determine: (a)

approve the plan to modify the building to create a more useable space for Club activities;

allocate the sum of $17,500 in the 2015/16 capital works budget to assist the Devonport Surf Life Saving Club with the cost of the works providing they proceed; and

(b)

waive building and planning fees associated with the works. For    
