Devonport is the focus of tourist activity each day of the week, with holiday makers coming off the Spirit of Tasmania. Why hasn’t the provision been made for the tourists, with their caravans and mobile homes to park in the City Centre, in a designated area? Why has this important issue been left out of the latest Parking Strategy? You actively state that you want the tourists to stop in this LIVING CITY. This report would have cost thousands of dollars to produce.

In the latest Parking Strategy document, it mentions the Cash-in-lieu Policy. With regard to the proposed Retail Development, as part of LIVING CITY, what charges per parking space not provided will be paid to the Council? Will this be a once off payment or paid yearly? What will be the total number of spaces charged by the Council for stages 2 and 3 of LIVING CITY? Will this be disclosed to the Ratepayers of Devonport now, or swept under the carpet like most issues with this Project.
Response The Mayor advised that the questions would be taken on notice and a response provided in writing. MR TONY BUTLER - 2 DREW STREET, EAST DEVONPORT On visiting the Torquay Mersey Ferry I noticed that they had a sign in there $5.00 adults, $4.00 for kids. I couldn’t get further information and after looking around located a driver who said that has now been dropped and that Council maybe able to advise more as somebody else had come on board as a sponsor. Response The Mayor advised that he was unaware of any increase or decrease in fees nor if there is a sponsor. If any other knowledge comes to light we will advise Mr Butler in writing. Putting aside all the perceived benefits (some real but most estimates), can Council please provide a stand alone quantitive risk assessment demonstrating the chance of success in realising the primary objective of establishing a retail driven, remodellisation of a retail precinct, including provision of documented evidence of both successful and failed projects of a similar nature, that the Council assessment is based on?

Concessions of below market value sale of Council owned properties and rate rebates or waivers advantaging future developers will be of ratepayer concern. But in the immediate can Council confirm that no concessions associated with receipt of the State and Federal grants were accepted in relation to the producing existing or future income streams or grants?

Acknowledging that Devonport is the highest indebted and levies the third highest rates in Tasmania and with a shortfall of approximately $30M in State and Federal grants money, should Council not be able to secure the loan from the normal loan sources available, to Local Government, what collatoral will Council be offering to a commercial lender if the balance sheet, minus the $11M allocated to LIVING CITY Stage 1 cash reserves is inadequate?

Can the Council please forecast where its operational financial position will be in ten years?

Can Council confirm that what I have just said that the supposed two newest buildings in the town are in actual fact 30-35 years old?
Response The Deputy General Manager responded that he could confirm that the report that went to Council with the funding model for LIVING CITY projected that in year ten should LIVING CITY roll out its plan Council would be better off in its operating position by about $1.8M and in the worst case scenario if some of the projections didn’t come to fruition still showed that there wouldn’t be any impact on the rates. The other part of the question around the buildings is that about 1980-1985 the Council Chambers was built. It was in around 1982-84 that the main part of the building was built with extensions to being built around 1990-91. In regards to the LINC building it was built around a similar time as the Council Chambers just after Devonport was prounounced a city. MR BOB VELLACOTT - 11 COCKER PLACE DEVONPORT Food Pavilion Ambassador I have been informed in writing that Council has employed Mr Ben Milbourne as the Food Pavilion Ambassador and that he has a confidential contract. Further I have been told, because of the confidentiality of the contract, ratepayers are not allowed to know any details, for instance, what the Ambassador receives for his services and (most amazingly) what he is expected to do or achieve. Also, I have been told, if anyone in Councl should reveal information to a ratepayer about his contract the Ambassador could have cause to take action against Council. Q1
This being so who was responsible for agreeing to this nonsense?
On Friday 22 April 2016 Mr Ben Milbourne was interviewed on Radio 7AD about his intentions of leasing space in the proposed Food Pavilion. During the interview the 7AD interviewer Brian Carlton as well as the Ambassador berated those who queried aspects of the LIVING CITY Project. Indeed not very becoming of anyone who has the title of Ambassador. Comments from Mr Carlton such as “a congo line of naysayers”, “as they pop their heads up we will deal with them” and the Ambassador referring to those who questioned or had contrary views as being “naysayers” were recorded. Q2a Am I correct in assuming that one of the conditions of service in the Ambassador’s confidential contract is to make on radio disparaging remakrs about ratepayers who oppose aspects of the LIVING CITY Project? Q2b If it is not the Ambassador’s role, what action will Council take to ensure that ratepayers who may have an opposing view are not subjected to ridicule from the paid Council Food Pavilion Ambassador? Page 5 of 20 Response The Mayor responded that there is a confidential contract with Mr Milbourne in regards to being Ambassador to the Food Pavilion. In regards to comments made by Mr Milbourne the question was taken on notice. LIVING CITY Stage 1 Funding Model I note that Council now intends to embark on more advertising to update ratepayers about LIVING CITY ie posted brochures, radio, new bill boards on garbage trucks and additional press releases. Also Council is considering wasting even more money on a paid newspaper advertisement. Q1

BRIAN CHANDLER - 25 VICTORIA PARADE, DEVONPORT Mr Chandler congratulated the Devonport City Aldermen on the LIVING CITY plan. It is what Devonport has needed for a long time and to make bold, strategic and imaginative decisions for the long term benefit of the city will always attract critics but I implore you not to be detracted by what I believe is a noisy minority. I note a petition is to be tabled at tonight’s Council meeting. Q1
My question would be, are Aldermen aware that approximately 1,500 signatures on the petition, represents only about 5% of the Devonport population?

Secondly, I’ve heard suggestions that $20M in Government funding should be spent in other ways, am I correct in assuming that Council has secured this money on the merits of LIVING CITY and it is not just a handout to be spent as Council choses?

Page 6 of 20 Response The Mayor advised that in response to Mr Chandler’s first question, the answer is yes. On the second question Council submitted an application to the Federal Government for National Stronger Regions funding and were successful on the merits of that application along with other projects nationally. If Devonport City Council hadn’t put in for that funding it would have gone somewhere else in Australia, so we are very fortunate for the work that the staff have completed on that submission, that on its merits it was awarded $10M, which I believe was a maximum amount that was available in that funding. How many voting ratepayers are there in Devonport?
Response The Mayor advised that there are approximately 18,500. MR PETER STEGMANN - 118 RIVER ROAD, EAST DEVONPORT Just in response to the petition, that petition was only a guide to the amount of people that would have signed it. There was no coercion it was just placed in shops and people had the opportunity if they saw it there, to sign it. We didn’t go around canvassing people to try and get signatures, it was mainly sitting on counters and people could leave it. A lot of people probably didn’t even see it. Q1
The LIVING CITY funding model indicates that $1.55M will be generated from rent and car parking fees. The cost of finance is listed at $1.4M per annum. In how many years do Council expect to have this debt repaid?

What is the source of finance to repay the majority of debt in the first 10 years? Because there is very little money to pay the principle off if you are only generating $1.55M and it is costing you $1.4M per annum to finance it.

Tender Report - Contract 1310 - Mersey Road Footpath Renewal That the Infrastructure, Works and Development Committee, in relation to Contract 1310 – Mersey Road Footpath Renewal and in accordance with the delegated authority provided to it by Council under Minute 198/15: a)
award the contract to Civilscape Contracting Tasmania for the tendered sum of $113,595 (ex GST);
b)
note that Telstra works are estimated to cost $10,000 (ex GST);
c)
note that design, project management and administration for the project are estimated to cost $12,000 (ex GST); and
d)
note that a construction contingency of $22,000 (ex GST) is included in the budget.
Tender Report - Contract 1308 - Pioneer Park Toilet Facility That the Infrastructure, Works and Development Committee, in relation to Contract 1308 Pioneer Park Toilet Facility and in accordance with the delegated authority provided to it by Council under Minute 198/15: a)
award the contract to AJR Construct for the tendered sum of $96,809.20 (ex GST);
b)
note that design, project management and administration for the project are estimated to cost $18,000 (ex GST); and
c)
note that a construction contingency of $10,000 (ex GST) is included in the budget.
Traffic Management Proposals That the report of the City Engineer regarding various traffic management proposals be noted and that Council consider as part of its budget deliberations: 1.
the installation of traffic signals at the intersection of Fenton Street and Steele Street;
2.
renewal of the intersection of Wright Street and Norton Way;
3.
installation of road humps on William Street;
4.
installation of a right turn lane and phasing change for the traffic signals at the intersection of Tarleton Street and Wright Street; and
5.
pedestrian and signage improvements along William Street, between Bluff Road and North Street.
Rainwater Harvesting Investigation That the report of the Infrastructure & Works Manager regarding rainwater harvesting investigation be received and noted and that no further action be taken at this time.
