More public land access denied: investigation launched Guarantees that a coastal strip at the Wakakura block be kept in public ownership appear to have been reneged on. When the Crown-owned block went to Ngati Whatua as part of a treaty settlement, guarantees were made that a 20 metre marginal

strip would be set aside for the public as required by the Conservation Act. However a copy of the freehold land title obtained by Auckland councillor Chris Darby shows the land was tranfered to Whai Rewa Property Holdiings in 2011, but with the cov-

enant that the marginal strip sections of the Act did not apply. Darby described the title as a “great concern” and has asked council officers to launch an urgent investigation into the status of the coastal strip.

The future of a new bus shelter proposed to go in front of Devonport Wharf is hanging in the balance. The 42-metre shelter would cost $500,000 the Devonport-Takapuna Local Board was told last week. The board decided to withhold their approval for a wider public consultation on the shelter until Auckland Transport (AT) proved there is a need for it. Board members also wondered whether it could be located somewhere else. The shelter was proposed at the 11th hour as part of the Marine Square upgrade currently underway. As part of the upgrade, the existing entry canopy will be removed from the wharf building. The

Ducks cross at own risk Auckland Transport (AT) has turned down a local resident’s request to put back a “Ducks Crossing” sign on the corner of Lake Rd and Seabreeze Rd. “Ducks Crossing” signs have been installed in the past by councils within the region. However, AT will not renew or provide them due to the “ineffectiveness of the signs, proliferation of signing and the only occasional presence of ducks,” a report tabled at the Devonport-Takapuna Local Board meeting last week said. “While we recognise that this is an emotive subject, the responsibility to drive to the conditions remains with the driver at all times,” the report said.

National chess centre opens in Devonport

The New Zealand chess championships will be held in Devonport in January 2015, it was announced at the opening of the new national chess centre at St Paul’s Presbyterian Church last Sunday. The centre was opened by North Shore MP Maggie Barry and the ceremony featured former world championship contender and English chess grandmaster Nigel Short playing 25 matches simultaneously. Barry’s partner Grant Kerr and nine-year-old Patch Johnson of Devonport Primary School were two local contenders playng against Short. Barry said Kerr had been “worrying all night” leading up to the match. When she asked Patch, the top player at his school, if he fancied his chances against Short, Patch’s reply was an emphatic “ No.” The youngest competitior was Emma Salazar (6). Short won 20, lost 2 and drew 3. He lost, to Gino Thornton and William Li (15). The national chess centre is the brainchild of New Zealand Grandmaster Murray Chandler, a former English team colleague of Short’. Barry said it was “marvellous Murray has chosen Devonport for the chess centre …it has been quite a procedure for him to purchase the Grandmaster helps young master… Nigel Short gives Patch Johnson a tip church and the (hall) building.” The church would be earthquake strengthened as part of the project. New Zealand Chess president Paul Spiller said he was “very happy to see Murray’s vision come to fruition.” The new chess centre was likely to be a “pivotal moment in New Zealand Chess,” Spiller said.

Bookmark to open in Victoria Rd Bookmark of Takapuna will open in Devonport in April – in the same Victoria Rd location vacated by long-standing second-hand bookshop Evergreen Books. Bookmark owner Mark Owen said his emtire shop was being transferred from Takapuna to Devonport due to renovations in its current building. Owen, who worked at Evergreen for 18 months in the late 1990s, started Bookmark in 1999. Bookmark has an extensive collection of naval and military history books, which Owen hoped would sell well in Devonport.

When Devonport businesswoman Donna Gustafson found a shiny new rubbish bin had been installed outside her lingerie shop on Queens Parade last week, she had to laugh. “It’s on this piece of sidewalk that will be ripped up any day now, as part of the Marine Square upgrade. It’s so new and clean, we might fry an egg on it when the sun heats it up for the next couple of days,” she said. The firm that doing the upgrade work, Downer, was just as surprised as Gustafson to hear about the new rubbish bin. Downer spokesperson Brandy Smith said work on the footpath had been scheduled to start on February 17 but was delayed until mid-March because of a hold-up with materials in China. Putting the boot in – principal leads by example

Boot camp boy… new Belmont Intermediate School principal Nick Hill (centre) puts his body on the line Belmont Intermediate School (BIS) is undergoing a makeover, just like the new principal Nick Hill, who has started up a boot camp for students that he also joins in on. Hill says he has initiated a number of changes at the school since he took over last year. Time table changes will reduce 42 hours of out-ofclassroom time per year, such as assemblies, singing and Waterwise, putting them back into teaching time. “We are essentially adding eight days of instruction to the timetable. It’s a deliberate move to put more emphasis on core subjects and to lift student achievement,” he says. In 2015, Hill also wants to introduce a “rigorous and quality” camp for Year 8 kids, where they will sleep in tents, cook outside and learn survival skills. “For this age group it is important to get out of their comfort zone,” says Hill, who

has been at camps like this during his previous role at Remuera’s King’s School. A curriculum review in 2015/16 and more skills-based physical education lessons are other priorities on Hill’s to-do list. “We need to keep up with the fast pace of the changing nature of education,” he says. Meanwhile Hill and BIS parent Michelle Millington have started running a boot camp at 7.45 am on Tuesday and Thursday mornings for students, and Hill is going through the paces too. “Little cultural changes” have also been made at BIS, he says. Children are no longer allowed to eat their lunch walking around school grounds and have to sit down at picnic tables instead. “It is in the shade, which is good for them, and it has reduced littering on school grounds enormously,” Hill says. The school has also become stricter on uni-

form codes and punctuality. Hill has the full support of the school’s Board of Trustees, says the board’s chair, Shelley Ireland. “We wanted to hire a principal who has a drive for excellence, can bring a fresh perspective, brings experience from other schools and will look at things we can improve. Nick has all of that and we are excited about his ideas,” she says. “Our biggest problem at BIS, as it is with most Decile 10 schools, is the funding of quality programmes in classrooms,” Hill says. He added that while the decision to cut Waterwise sessions at Belmont Intermediate School for 2015 rests entirely with him as a principal, “conversations about it had been 18 months in the making.”

the report says, adding that the aim was to provide only one or two staff members for Devonport i-SITE where it previously had four. Devonport-Takapuna Local Board chair Mike Cohen said he was working on addressing the loss of local knowledge among i-SITE staff after four long-time employees were recently sacked. He had met with members of ATEED’s leadership team to discuss turning the Devonport i-SITE back into an information centre and found them receptive to the idea. “Our board has offered to connect the new staff up with local groups to help pick up lost ground. “We talked about the space constraints in the new Devonport wharf location and they seemed to be open to discuss moving to a different one. “They even said they were keen to have volunteers back and we talked about the need for a nucleus of permanent staff instead of it always rotating,” Cohen said. “But the apple is in the eating. In the end, we are looking for an i-SITE model that benefits the community and local economy and not a business model that benefits council,” he said.

Aspiring Black Fern Kate’s star continues to rise

Kate Williams has been selected for the under-15 New Zealand touch rugby team and at age 13 will be one of its youngest members. Kate was seven when she started playing touch rugby for North Harbour. In five to six years, she hopes to play for the Black Ferns. Three weeks ago, Kate and her North Harbour Team played at the FM Junior Touch Nationals in Papamoa, where they came third. Then last week Kate was one of five North Harbour players named for the 16-strong national team that will head to Austrialia on an eight-day Trans-Tasman development tour to Queensland this September. It will be a challenge to beat the Australian girls, as they have the weather on their side and play the sport year round, says Kate. Kate plays the middle and link positions and loves the pace of the game. “It’s a fast game and my position is about being hard working, thinking on the spot, initiating moves and driving the team forward,” she says. The Year 10 student at Westlake Girls High School trains and plays touch with three other New Zealand reps on her school team. She also does strength and conditioning training three times a week at the University of Auckland, says dad Gareth Williams. With the rugby season about to start, Kate will add playing as a flanker for Glenfield College to her schedule as well. She is currently looking for local businesses to sponsor her, as the trip to Queensland comes with a price tag of $3,500. Last year Kate was recognised as one of the most promising players at North Shore Rugby club. Opinion by North Shore MP Maggie Barry Board members should serve on only one board Local Boards are an important part of Auckland’s democracy and that‘s why we need ensure all board members are serving their communities to the best of their abilities. My Member’s Bill sorts out the Local Board loophole of allowing board members to serve on more than one board at the same time. Aucklanders and key stakeholders have already been responding to the Bill positively. The Mayor, Len Brown, and Deputy Mayor, Penny Hulse, have expressed their backing, and alongside them Councillor Chris Darby has thrown his support behind the Bill. The law currently enables local board candidates in Auckland to serve as members on two or more local boards at the same time and presently there are five examples of it happening across the Supercity. When a person serves on multiple boards it’s highly likely that conflicts of interest will arise. It also concentrates local power in the hands of just a few people, which undermines the intent and fairness of the local electoral system. The Local Government amendment covered in my bill will close the loophole and local board members will only be able to sit on one board at a time. I believe this piece of legislation is in the interests of better governance for our communities and will contribute to the future success of the

Super City. Local board candidates will be able to stand for election on as many boards as they wish, but if they are elected to more than one, they will have to choose which one to serve on. This Bill is about fairness and it reflects how important local boards are in the democratic process. They are your voice in your community and it’s important that those who serve on these boards are working in the community’s best interests. While the Bill will come into effect once it is passed in Parliament and receives the Royal Assent, existing membership of local boards will be unaffected. For local board members who currently sit on more than one board, nothing will change until the next local body election in 2016. There is, of course, a lengthy process before the Bill can become law. The Bill now proceeds to a First Reading in Parliament where the House votes. Then, if it passes that, it goes to Select Committee for consideration before returning to the House for a Second and Third Reading. I’ll keep you updated on the Bill’s progress, the support I’ve received so far is crucial as we work towards inspiring some cross-party backing in Parliament.

An alternative view from Devonport Flagstaff editor Rob Drent After the 2011 local body elections saw Grant Gillon elected to both the Kapataki and Devonport-Takapuna Local Boards, I did wonder at the fairness of a resident serving on two boards - one of which he did not live in. Surely it would have been fairer that a local person was elected to the Devonport-Takapuna Local Board? Although Gillon may be the exception to the rule, he has been a very effective member of the Devonport-Takapuna Local Board (I can not speak for the Kapataki Board as we do not cover it). Growing up in Bayswater and with a wealth of local and central government experience, he has been a strong advocate for local interests and questioning of both Auckland Council and the government. He has also, along with board chair Mike Cohen, been a champion of opening up board workshops to the public. Indeed in my view he is doing a far better job working for local constituents than MP Barry. In addition to being out of the loop on vital Government sell-off decisions on the Tamaki Land and the Bayswater, marina reclamation it now it seems a Crown land decision to transfer the Wakakura Block with no marginal strip has slipped without Barry noticing.

Private Baywater Marina party blocks ferrry users

By private invitation only… ferry access blocked at Bayswater on Saturday A private party held at Bayswater marina last Saturday blocked the public path to the ferry to Auckland - angering local residents and community leaders. Set-up for the “Highlife” party started on Friday night with reports of ferry passengers missing buses as the barriers had already gone up. A sign on the fencing said: “Dear ferry users. On Saturday March 1, the walkway will be closed for a special event. Please use alternative footpath. We apologise for any inconvenience this may cause.” However no directions were given for the alternative route. A notice to Bayswater marina berthholders said the party would run from 3pm to 1 am, with council consent including the Liquor Licence and noise until 1am. Bayswater Community Committee chair person Gay Richards called for investigation by Auckland Transport (AT). “The bottom line is that it is totally unacceptable that Bayswater Marina Limited can now block access to a public transport service at will. AT must get a proper access agreement with them for all times, and move with urgency on providing a proper terminal facility on public land.” Richards said once someone has used public transport to get to this location, they are “stuck” if they cannot make an onward journey connection, given the frequency of services, and its distance from any other

transport service. Public access at the marina site has been a sensitive issue for years, heightened by the recent revelations that Bayswater Marina Ltd has purchased freehold title to the reclamation alongside the marina for $3.7 million. Ferries leave Bayswater at 9.20 and 11.50 am and 2.20, 5.20 and 8.20 pm on the weekends, which means the ferry arrives from downtown at these times - and most have a connecting bus. “This barrier would have meant people getting off the bus would have had to walk right round the road near the marina piers to get to the ferry and there is not time to do this, likewise for anyone getting off the ferry. There was no signage indicating what public transport users should do.” “Bayswater Community Committee does not object to events being held at the Marina, private, paid or otherwise, but we do object to access to public transport being impeded to the point where people are unable to make connections, especially with no notification (which Auckland Tranport) would normally do if aware of such an event,” Richards said. Councillor Chris Darby said the encumbrance on the newly issued title allows the land owner to utilise the coastal access strip for events. “The former lease had quite different public access provisions.” Most people probably accepted the land being occasionally used for events just as

many parks are now, for example Windsor Reserve for the Devonport Food and Wine Festival, Darby said. However the “difference is when public access to necessary facilities and key infrastructure is restricted; for example access to the public ferry service. I’m unsure if access was maintained to the public toilets. “This is a matter I have separately asked the office of council’s chief legal counsel to investigate,” he said.

“Great Service and Very Pleasant Persona” Jane Hastings and Jackie Mark of Harcourts of Devonport have just sold a home that our mum purchased over 40 years ago, 27A Rutland Rd Devonport known as Rotherham House. It’s a Group Architect’s design and was built by the late Group Architect, Bruce Rotherham, as his bachelor pad back in 1951. It became a published home and won an Enduring Architects Award back in 2004. Mum often had students from the Auckland School of Architecture wanting to come by and the home has always been a talking point. Precious to us too, it has been hard for us to let go of this home with its quirky attributes and restful garden. The day came several years ago when we met Jane and Jackie. Although we contemplated selling back then the timing wasn’t right as we still needed the home in our lives. Jane and Jackie’s great service and very pleasant persona made us feel very comfortable from the outset and so we had no hesitation in calling them back when we did decide to sell. They had a good grasp on what they were selling, not just an ordinary home but something quite unique and special. Their efforts in making sure all architectural enthusiasts knew the property was for sale exposed them to the son of Bruce Rotherham, Jeremy, and his partner Julia who had written about our home and its history. That strong connection brought them forward and we are so pleased that our precious home has now gone back to the Rotherham family. We couldn’t have wished for a better ending and it has made it so much easier to now let our home go.

They came, they saw, they... wandered aimlessly

A major tourism coup for Devonport backfired - due to timing. Buses with hundreds of Costa cuise ship tourists arrived in Devonport on February 23. A tourist bonanza for local shops? It could have been if they were open. The tour buses arrived at 9am on a Sunday, when most of the Devonport Shops open at 10 am or later. While cafes were open, the tourists – many with little English – seemed to wander up and down Victoria Rd staring through closed shop windows. They had cruise ship helpers off the buses but no local assistance. Toilets at the library (soon to be demolished) and Windsor Reserve (pump problems) were also closed. One local said there should have been directions to the wharf toilets, which were the nearest public toilets for the passengers. Devonport Business Association spokesman Eddie De Heer said he “personally met most of the businesses a week or two before to tell them about what was happening and I left a letter with each of them suggesting they extend their opening hours for the day. “It’s up to each business owner to decide what they want to do. But whatever happened early in the day from

Tennis club serves to council over six-year leak

Water is still spewing across Stanley Bay Park next to a playground – six years after the leak was first reported on in the Flagstaff. Four members of the Ngataringa Tennis Club last week said they were tired of council telling them it was being looked into. “It’s been looked into for years,” says club committee member Sharyn Carew. “We have a wide area of our community in our club and everyone is concerned about the inaction around this,” said another committee member, Allen Foster. Carew approached council yet again to fix the leak last October. “I have been dealing with them every other week since then, emailing and talking to the local board members, the parks officer, and three weeks ago finally (councillor) Chris Darby,” she says. “Nothing has happened and we keep telling kids not to walk through or play in the water,” she said. An Auckland Council spokesperson said results from an extensive investigation into the leak, including dye testing and CCTV checks on storm-water pipes, tests for waste water and rechecking water-supply pipes for any leaks, will be reported to the Devonport-Takapuna Local Board in the “near future.” Council believes only ground and storm water are involved. “Pending the outcome, a soak drain will be installed to manage the spring. It will be integrated into the park with minor landscaping,” the spokesperson said. However Carew worries there are more sinister things going on. The leak did not dry up over the summer, even during long dry spells. The water also frequently has a layer of scum on top, she said. “Council reports have gone back and forth on whether

But apparently there is fluoride in it, and there has been e-coli in it at one point too,” Carew said. Foster added: “We just want it cleaned up, and the source identified but it appears that the problem is too difficult for them.” Last June, a fence with a “Dangerous Building Notice” was put up around a retaining wall near the leak.

Then early this year a second leak bubbled up next to the tennis courts. Carew said she notified council who told her it was the result of a recent King Tide, and then that it was a natural spring. Frustrated with the growing mud paddock, she decided to get her own hands dirty last week. After hitting gravel, she found a pipe and water gushing out of a hole in it. This leak has since been fixed by council.

Celebrating 100 years at Elizabeth House The colourful 100-year history of Elizabeth House was celebrated with an afternoon tea attended by residents, neighbours, civic leaders and the Navy. The house on King Edward Parade started its life as The Ventnor Private Hotel. It was rebuilt after a devastating fire in September 1910 destroyed both it and four other houses to the west.. In the 1930s it was advertised as “an ideal place to spend the day, the weekend or your entire holiday. Tennis, Bridge, Ballroom. First class chef, bathing shed, diving punt and water chute just across the road.” The Navy requisitioned the property in 1943 under wartime legislation and the Wrens used it as accommodation for several years. It then returned to private hands until 1951, when it was purchased by the Navy to house the Wrens, until it was sold again in 1993 and eventually turned into private apartments. Former Wrens who were at the afternoon tea had fond memories of living in Elizabeth House, as it later became known, and were very happy to be shown around the apartments where they recalled where their “cabins” would have been. They told stories of sweeping down the heritage staircase in ball gowns, gazing at the ornate plaster ceilings in the dining room or more mundane things like removing the wax from the kauri floors every six weeks and repolishing it, or cleaning the front steps with a toothbrush if one was being punished for a misdemeanour.

ATEED fails to paint the full picture says former i-SITE staffer I am one of the four staff members from the Devonport i-SITE who was recently made redundant. I am writing this to ensure the true facts are presented. It is not true that the staff were offered jobs. There was only one job that all four of us could apply for. This was a fixed term contract for three months. The hours were 8-40 hours per week. We were told this would be likely to average 15-20 hours and could be worked in three-hour shifts starting at 7am on Queen’s Wharf on cruise-ship days. The staff were dumped as they had contracts of 32 hours per week. In order to reduce costs, they were to be replaced by staff from Sky City

i-SITE who had contracts of 8-40 hours per week. ATEED’s CEO Brett O’Riley is claiming that two to three staff are now working in Devonport each day; this would equal or exceed the working hours of the dumped staff. The dumped staff exceeded all sales targets set by ATEED throughout the previous 12 months and achieved 97% in customer service surveys. The i-SITE staff attended Product Update training over six months over winter. These were held over two days each month, so most staff had an opportunity to attend. In 2013, as a cost saving measure, these were cut to one day per month and only one staff member

when you want space and avoid all the mess and clean up in your own home. 2. That same day - a top class chamber music ensemble from Germany in the Church St church. I have been along to many of the Devonport Chamber Groups concerts at this venue - wonderful music - but this international group was a definite class above. I had not expected to hear such professionalism outside the Auckland Town Hall. Having played throughout NZ, they saved the last concert for our little suburb! 3. On Friday 7th March the NZ House and Garden Tours, a national organisation, has visits to 6 houses out of 11 throughout Auckland in OUR suburb! Plus another in Takapuna. We don’t need to travel far to gain inspiration from top flight houses and gardens. So next time someone asks you why you live in Devonport - here are three outstanding answers. Ashleigh Gallagher

i-SITE is a public service on which rates are spent to see a breakdown of this as some Auckland Council spending in Devonport certainly raises my eyebrows. What happened to public service? I thought that was where some of our rates went. The position of the i-SITE at the back of Fullers ticket office is hardly going to come to the attention of visitors coming to Devonport by ferry or other means. Visitors in cars are not going to be able to park in the vicinity anyway as

A Flagstaff story (February 21) on a proposed North Head walkway quoted DevonportTakapuna Local Board chair Mike Cohen saying Devonport Rotary had $30,000 to put into the project. Rotary says in fact it has earmarked $10,000 for the project if it goes ahead. Devonport Rotary have allocated a budget of $30,000 to the creation of four heritage walks around Devonport and is working with the local board to produce these brochure, Rotary president Colin Cannon said.

Serve the community, not the lawmakers North Shore MP Maggie Barry has drafted a piece of legislation designed to remove me from my lawfully elected local board position. I was bemused until I read The Flagstaff’s editorial and associated articles about her involvement with the unfortunate Bayswater Marina transfer from public to private ownership. The intentions of Ms Barry’s Bill indicates that for the first time the community seems to be winning the debate over preserving both the marina land and the Takapuna camping ground. There can be no other reason why the local MP considers removing me from office as the most important issue for the North Shore, in an election year. This drafting was seemingly in cahoots with Councillor Chris Darby. In addition, this arrogant and poorly drafted little Bill will cause at least six by-elections across Auckland costing the ratepayers hundred of thousands of dollars to appease Ms Barry’s spite. My election was open and transparent with the voting papers listing both the place of residence and the number of offices contested. I received the highest number of

votes in Kaipatiki and the second highest of the six current local board members in Devonport-Takapuna. So, despite Ms Barry I was soundly endorsed by the community. My position is not different from a number of current MPs and District Health Board Members and Licensing Trust members that serve in more than one elected position and so serve the community in differing elected capacities without issues of conflict of interest. It is more than inappropriate for an MP and a councillor to attack one of their local body members in such a way; it is also tacky. Such action also reveals the dangers when the wealthy get too close to the lawmakers. But my message to Ms Barry is this; I have served my community in one way or another for forty years now. Despite your best efforts I will continue to work in the best interests of the community in whatever capacity the community wants me to. I suggest that Ms Barry turn her attention to considering what is the best way she can serve the people of the North Shore. Dr Grant Gillon

Since then they have tested the water and because it contains no e-coli, then they seem less interested in fixing it. They have flushed the pipes on the road a few times but the problem still persists. Surely water that looks like it has been consumed already is not the quality that we should expect from a company that charges us for it. Devonport designers share work and love of nostalgia

Have left mark on Devonport’s housing stock… Keith and Diane Humpreys

Diane and Keith Humphreys love everything from the 1920s and 30s clothes, music, and especially cars. The couple owns three vintage motors and they are members of four car clubs. They have also redesigned hundreds of Devonport homes. They spoke to Maire Vieth. Diane and Keith Humphreys have long been nostalgic for the time before the war, the Gatsby days of glamour. Since they were in their early twenties, the couple have belonged to vintage motorcycle or car clubs, participating in speed races, hill-climb events and other outings. This weekend, on March 8 and 9, they are running one of those events, the Roycroft Trophy. Diane will dress up flapper style and ride a pushbike to get around between the garages, vintage clothes stands, book sales, panel beating demonstrations, army and station-

ary motor displays and jazz bands. Keith will move his side parting to the middle and swap his regular glasses for round ones to chauffeur the course clerk between races. The Roycroft Trophy, held at Hampton Downs, is sponsored by the Waitemata Vintage Car Club and modelled on the English Goodwood Revival, the world’s most popular historic vintage motor race festival. “The Goodwood is a day of racing in vintage and classic cars where 30 to 40 thousand spectators come dressed in period costume and the garages are done in period style, the drivers wear ties and blazers and the mechanics overalls and flat caps, and we are trying to create a mini version of it,” Diane says. Diane is the sole voluntary organiser of this year’s Roycroft. A former club captain and current newsletter editor, she previously had three people to help her, but this year none of them are available. “So I just decided to do it on my own,” she says, admitting it is a monumental job task to manage registrations, stall holders, entertainment, but also relishing the challenge. During the 2000s, Diane was also behind the Gatsby Picnics held on Windsor Reserve, a mini vintage car event with costumes, music and cars, but without any racing. Diane likes to dress up for local events like last year’s Victoria Theatre premiere of The Great Gatsby or the Takapuna Grammar School’s annual fashion show, even arriving in a vintage car. Today, Keith drives a Skoda Yeti and Diane a Smart car, but they also own an Italian Lancia Lambda built in 1928, one of only three in New Zealand, and a Daimler SP250 from 1961. For the last three years, Keith has also been building a Ford Model A in their garage. “The Lancia broke its crank shaft and it took 18 months to get a guy in Christchurch to make a new one.

So I got frustrated and started buying Model A bits,” he says. The body of the car is made of strip planking. “I am gluing very small planks of Kahikatia to each other, which enables me to form quite a complex curve. It is also very light. Then I put fibreglass over the top of that,” he says. Keith’s mechanical knowledge comes in handy during car club outings. “When we all go for a ride, it is inevitable that one of the cars breaks down. We don’t get upset about it. It’s just a fresh challenge, we all enjoy it, and there is always an answer,” he says. The childhood years of both Diane and Keith were working class. Keith’s father was an Auckland Meat Company butcher. Sid Humphreys first worked in Mt Eden, then in the local butcher shops on Vauxhall and Calliope Rd and at Northcote shopping centre. Diane’s father, Eddie Pickering, was a motor mechanic from Levin. When the Pickerings came to Auckland, Eddie started out running a service station in Browns Bay, but soon became the lighthouse keeper on Cuvier Island in the Hauraki Gulf. “He wanted to do something different. He was sick of being a grease monkey, someone who always had grease under his fingernails,” says Diane. On the island, life was tough, and after two years Diane’s mother Shirley suffered a nervous breakdown. “Mum had to teach us through correspondence school, milk the cow, bake bread, and it all just got too much for her,” she says. The family moved to Mangere, where the girls attended Otahuhu College, and Diane’s father went back to working as a mechanic. Diane was the eldest of three girls and a tomboy. “I had very short hair and was always mucking around with things, trying to fix them. One of the first photos of myself at age three is of me painting my push chair.

March 7 2014 Dad and I had a great relationship and I grew up feeling very comfortable around boy things and men and cars,” she says. While she studied to become a teacher at Epsom Training College, Eddie bought his daughter a motor scooter to commute. By the time Diane graduated, teaching jobs were rare, and she swapped the scooter for a push bike, working as a postie for the next 15 years. Keith’s early memories are of cars. “In those early years, everyone was driving around in old cars. Unless you had what were called ‘overseas funds,’ you couldn’t buy a new car. And because of that, everyone maintained their cars incredibly well.” That’s how he learned to repair cars. “From the age of 15, we were driving Austin 7s from the late 1930s, and Ford Model C 10s and they were always breaking down, always... that’s how we learned,” he says. Born at Pentland’s maternity home in Buchanan St, Keith grew up in Devonport, and went to Vauxhall School, where his mother had gone as well. “At first we flatted on Arawa Ave. Then my parents built the only new house on Derby Street, a little brick and tile one at number 3,” he says. When Keith graduated from Takapuna Grammar School in 1963, he signed up as a cadet architectural draughtsman with the Ministry of Works. At the end of the five-year degree, he started his career at Paremoremo prison in Albany, “where we were pretty much drawing the plans for the prison as it was built.” Work on the new Department of Scientific and Industrial Research builidng in Mt Albert came next, a job Keith says involved drawing up big rooms with gas fittings for Bunsen burners, which he found “utterly boring.” Keith left that job and started working for Pepper and Dixon architects in Takapuna as their first employee. Keith did not find his true professional calling until he started his own architectural practice in Birkenhead in 1971. It was the first to design pole houses suitable for steep Beach Haven and Birkenhead land and get them approved by the State Housing Corporation, he says. Diane and Keith have been together since 1980, when they bought a house on Calliope Road and moved in with the two children from Keith’s first marriage. “It was the cheapest and rumptiest house on the North Shore for $35,000,” says Diane. They spent the next ten years doing it up, often adding heritage fixings they found on the side of the road or at the dump on Lake Road. “In those days, people were modernising villas and throwing lots of things out, such as kauri doors or leadlight windows,” says Keith. As well sharing hobbies, Diane and Keith also work together at 5H, their architectural drawing business in their Ngataringa Road home, where they share a small space with office furniture designed and made by Keith. Both draw the plans by hand, Keith at his desk and Diane tracing at hers. By now Keith knows the tightened herit-

Supermarket choices undermined My choice about where I do my supermarket shopping has been undermined and eroded over the last 10 - 15 years by Progressive Enterprises anti-competitive behaviour. In 2002 Progressive Enterprises purchased Woolworths NZ who operated Woolworths in New Zealand and Big Fresh. In my local area they took possession of Big Fresh Glenfield and, as they already owned Foodtown, they had two supermarkets operating in the Glenfield Mall about 100 metres from each other. Both stores have subsequently been renamed Countdown. Countdown also has supermarkets in Barry’s Point Road, Sunnynook, Northcote, Birkenhead and Milford. My only other options were New World

Milford and New World Takapuna. During this time Progressive was also active in legal wrangling to block a resource consent for Foodstuffs to build a new Pak‘n Save on Wairau Road in Glenfield. Progressive persisted with legal action re Wairau Road all the way to the Court of Appeal and prolonged the establishment of Pak‘n Save for well over ten years whilst maintaining a monopoly position in the surrounding areas (in every direction). To add insult to injury, we have recently learned that Countdown has gained the building lease on the site currently occupied by New World supermarket in Takapuna (Hauraki) and will be changing the supermarket to a Countdown. By my reckoning this has taken

their monopoly from seven out of nine stores in the area around me to eight out of nine. I now live in Hauraki Corner – the New World Takapuna is a five minute walk from my house – and the closest supermarkets to my home are soon to be Countdown Takapuna (Hauraki Corner), Countdown Takapuna (Barry’s Point Road), and Countdown Milford. Countdown also owns land on Lake Road in Devonport which will mean the four closest supermarkets to me will be Countdown stores. My choices as a consumer are compromised. I can’t make purchasing decisions with my feet because Countdown are systematically and deliberately removing or blocking my choices. Russell Malone

By calling and writing and coming forward to stop the kind of things we see happening at Bayswater marina and indeed YOUR Ports of Auckland company. You need to act now! Behind our backs a small handful of corrupt politicians and “associates” in various departments are simply doing whatever they like, worst still in secret. They have the kind of arrogance that is not unlike John Key’s spy network; no one wants it but you get it, like it or not. This is Putin or Chinese-style dictatorship stuff. In Devonport’s case we are seeing the wholesale destruction of our harbour bed for the profits of a few, against all basic principles. We are being scoffed at by those involved. You and me are herewith to demand Maggie Barry and each and every elected council representative step up and defend proper practices. In effect Auckland Council and Government people are saying, “we can fill your harbour and sell it off for next to nothing to our mates”, and “you can all choke on it, it’s a done deal.” This one is “gone

too far”. That includes Ports of Auckland filling activity. I guess when they leave Auckland for Tauranga or whatever, Len will get the port-filled harbour bed for $100. He will build a 12-storey high-rise on it, some developer will make a killing and then tell us all to “smoke it”. No way! For those of you who have legal and other experience in Devonport, that may be useful. Please step up to stop this Bayswater crime on the marina. It’s something out of a mafia handbook that we are all watching and accepting. No matter what angle you take, accept the idea or not, clearly it’s a joke and a theft off Auckland, off the Devonport and Bayswater community and off New Zealanders. We need to clearly identify the players here. The leader of the pack, smirking as he lauds his achievement, we all know his name. It’s all those who think they can give out freehold titles for free and all those who are involved that need to be dealt with, prosecuted and sacked; publicly shamed, never to be trusted again. Those that claim no knowledge. Maggie Barry, Mike Cohen,

Chris Darby, Len Brown and others this is your job! Step up and stop this joke! On a numbers game, by value, what’s a harbour-front apartment location worth per dwelling in Auckland? If it’s freestanding $200K; if it’s multi-level $300K a site. Give it a number. Imagine this developer getting it for $3.75million. One hundred and twenty apartments at $200K is cheap at $24million. It probably should be $35 million. You need to write to council, Maggie Barry, the Minster of Conservation, those in charge of our harbour. We need to demand a retraction. The law change was wrong in itself, corrupted. Let the non-residents buy it all at auction – it’s the free global market. Those of you who like those kind of antics should head off to the Eastern bloc where people like me get taken down for sticking our noses in: we get a bullet. Some of those guys are now coming here with their super yachts and private bays up north, non-residents and buying this land. Brains and brass grow hand in hand Increased academic achievement is a sideeffect of playing in a brass band, says Takapuna Grammar School’s (TGS) new Director of Instrumental Music, Ted Dawson. “Parents should know that when kids play in a brass band, their brains are being stretched. They need to have technique to produce sounds, read the sheet music in front of them, remember a complicated system of fingering, interpret the music and listen to others, all at the same time,” he told the Flagstaff. Dawson started the TGS brass band three years ago and has rapidly grown it to a full ensemble with close to 30 musicians. Next year, he wants to take the band to an international festival in Scotland, and play a performance in London. Dawson says that playing music in the band does not require students to take music as an academic subject and that he requires no previous musical knowledge from them. “All they need is to want to do it,” he says. But Dawson’s dream is also to start developing brass bands in primary and intermediate schools on the Devonport peninsula, hoping to start brass clubs in some if not all of them. Last year, he took a small version of the TGS band on a tour through all the schools. Dawson came to New Zealand 33 years ago as a French Horn player for the Auckland Philharmonia Orchestra. Cool dads with hot cars fundraise for school

Gearing up for the Bayswater Aut Show… Nigel Teape and Steve Forno Nigel Teape’s kids love being picked up from school in their father’s 1972 Dodge Challenger. “It’s basically the only time I’m a cool dad,” he says. The other time is when Teape helps organise the Bayswater Auto Show at their school. Five years ago, Teape and fellow vintage car owner, Steve Forno, helped set up the event. This year, they are involved again and expect around 200 vintage, classic, muscle and modern day exotic cars, motor bikes, off-roaders and race cars to be on display on the school field, some of them worth more than $300,000. Both Teape and Forno have had a life-long love for old cars. “But they weren’t that old when we were young,” adds Teape, who says he sees classic cars a bit like works of art these days. Teape works for American Boats at Bayswater Marina and imports boats from the US. His Dodge was originally imported from there as well, and Teape drives it with a left-hand-drive exemption. It was built during the days of the film Dirty Harry, he says. “It has got what’s called a 7.4 litre Magnum 440 engine and a pistol-grip fourspeed gearstick with a wood-grain handle,” Teape says. Forno, a hands-on welding engineer, had his eight-cylinder American Chevy converted to right-hand drive. He also owns a 1969 Holden Monaro. Teape insists that many vintage and classic cars are no longer gas guzzlers. “Their engines have been rebuilt and made more efficient. We see us as recyclers of cars, really,” he says. But Teape admits to teasing people occasionally. “I tell them the car is

a hybrid. When they look surprised, I say it burns fuel and rubber,” he says. Teape reckons their cars have personality. “They’re grumpy. They are noisy and shake at the red lights and they set off car alarms. That’s the fun of them,” he says. His daugh-

ter Michaela (Year 9 at TGS) and son Max (Year 7 at BIS) would be the first to agree. • The Bayswater Auto Show will be held on Sunday 16 March, 10 am until 3 pm. There will be activities and food stalls as well as a bar.

Grass roots democracy takes to the berm

Street protest… David St residents out in force last week Residents of David St took to the the berm of their cul-de-sac to protest over the fine print of a Unitary Plan proposal to open the street up into Plymouth Cres – essentially turning it into a through road. Karen Byrne lives at 20 David St and found out about the proposal to alter the character of her street at the eleventh hour. “A woman knocked on my door on the weekend and pointed it out to me,” she said. Submissions on the Proposed Unitary Plan were due to close within days (last Friday at 5 pm). Via a quick letter drop, Byrne called a Wednesday night meeting where 40 neighbours shared their concerns, encouraged each other to write submissions and offered each other help. Byrne told the meeting they were lucky

someone had noticed the change. “We nearly missed it. If approved, we would not have to be notified about it. It’s as if we don’t matter, but we actually do matter,” she said. “When you saw the Draft Unitary Plan last August, this proposal wasn’t in it at all,” said Bayswater Community Committee chair Gay Richards, referring to six Devonport sub-precincts that were newly added to the subsequent iteration of the plan, the Proposed Unitary Plan. Until now, opponents have focused on the relaxing of height restrictions, density and building length controls proposed for the subprecinct, neglecting to investigate the yellow dotted lines that indicate roading. The group of residents passed resolutions for a joint submission, including: • oppose opening up of David St • oppose removal of current height restrictions • oppose removal of building length restrictions • oppose lack of density controls, consideration for Special Housing Areas and further intensification due to risk in a disaster • request adoption of comprehensive rules and design controls, full public notification and provision of infrastructure All sub-precincts are former Navy land now owned by Ngati Watua o Orakei. Mike muscles up for community A shift towards greater community advocacy appears to be on the agenda for the Devonport-Takapuna Local Board - as evidenced by its call to retain public land at Bayswater. Board chair Mike Cohen used his casting vote eight times at the February board meeting saying members needed “to advocate for our community.” Cohen’s casting votes passed six resolutions for a thorough investigation of the recent purchase of 3.4 hectares of reclaimed freehold Bayswater marina Crown land by private developer Simon Herbert for $3.7 million from Land Information New Zealand (LINZ). The board wanted to know in particular how the purchase could proceed without any public knowledge, and how the relatively low value of the land was determined.

Although divided over the issue Cohen was upbeat after the meeting about the board’s ability to work together. He acknowledged the gulf but said he was willing to extend debates in those areas to help find further areas of consensus. “And even if we are divided on certain issues, it does not impact on our personal relationships and the ability to work together as a team,” he said. Earlier in the evening, Cohen had also used his casting vote to push for the conversion of several smaller areas of Takapuna beach land from fee-simple or road-ends land to reserve land. “We changed the status to secure the land further. Fee simple land can become the target for council to sell it off, as it is the case with 27 Lake Road,” he said.

Looking back is way forward: Bayswater meeting

Paddy no Nimby Paddy Stafford-Bush wants a bus terminal in her back yard. Refusing to have her opposition to the sale of the Bayswater Marina reclamation unterpreted as a sign of Nimbyism, Stafford-Bush told the Devonport-Takapuna Local Board that she wanted a future-proof bus terminal next to the marina’s ferry terminal instead. “I want this transport node in my backyard,” she said, speaking to the board on behalf of the Bayswater Community Committee. The former Devonport Community Board chair questioned whether the recent purchase of reclaimed land by Simon Herbert had compromised the capacity of buses to turn around outside the planned ferry building and argued that the remaining strip of council land was not wide enough. Stafford-Bush also drew attention to a small strip of privately owned land running across the council-owned land. She said Auckland Transport should use the Public Works Act to purchase the strip as well as any other land they deem necessary for a future-proofed bus turnaround.

After an extensive debate, the board recomended to council that: the Office of the Auditor General investigates the deal; a judicial review of the sale and to assess the potential for Auckland Council to buy the land back. The Board resolved to make information it had on the sale of the land public at its March meeting and to form a working party to gather that information and recommend further action then. The issue divided the board. Members Grant Gillon, Jan O’Connor and Cohen made six recommendations for further investigation into the land deal. Members Joseph Bergin, Dianne Hale and Alison Roe opposed them. Roe said the sale seemed a done deal, Hale said that an investigation was putting the cart before the horse and Joseph Bergin argued it was an empty threat to central government.

Overwhelming public support to retain status quo at Bayswater marina Around 90% of the 300 people who attended a public meeting on the Bayswater Mmarina land voted that it should be kept as open space with no residential development. At the meeting organised by the Bayswater Community Committee, John Reynolds said it was important to look back at the

community’s original vision for the reclamation during the 1970s, “when a marina development was first mooted for this site” without residential development. He said this view was then supported by 80% of the community and upheld as recently as 2009 by an Environment Court decision. Planning consultant Cherie Lane told the meeting that the relaxing of rules for residential development on the reclamation in the Proposed Unitary Plan had occurred without a Section 32 Analysis to justify it, and was therefore “pretty unsubstantiated.” Such an analysis would weigh cost and benefit, assess traffic and other infrastructure, as well as other effects a residential development would have, Lane said. Lane was also concerned that public notification of future Framework Plans for any development was not mandatory in the plan. Around 30 people voted against the meeting resolution, many of them not living in the area, including Simon Herbert and David Donaldson. Ward councillor George Wood also said he could not support it.

Hello and welcome to this edition of ‘Hot Property’, my monthly commentary on the real estate market and how it affects us in Devonport. Discovering the secret to Long-Term Wealth – Part 2 Last month we discussed the need for consistent long-term savings and investment as the key to a financially secure future. We focused on property as an investment vehicle and we touched on a couple of very simple ideas to get you thinking. So let’s go a bit deeper into this property investing business. To start, we need to define what property investing is, and is not. Investing in property is about having a longterm strategy to purchase property with the intention of deriving income from rents. If your intention is to derive income from increases in a property’s value then you are a property developer or trader.

Our discussion at the moment is on investing. As with all significant financial matters it is vital to have a team of professional advisors around you. A great accountant and an astute lawyer would be excellent additions to your team and their advice can save you many times over the cost of their fees. Having established your team you are ready to enter the market. Here are some things to consider when looking for an investment property: • Think about where the average person (family) wants to live, how many bedrooms they need, is the house warm in winter etc. • Select a property close to public transport, good schools and shops. • Look for low maintenance cladding materials and check that there are no major deferred maintenance issues. • Remember, you are not in the market to find a home for yourself so attempt to

If you are a ‘handyman’ type of person then looking for a property that needs a little work could be a good option, but keep it cosmetic. Repainting and carpeting is one thing, replacing the kitchen, bathroom and knocking a hole through the living room wall for a little ‘outdoor flow’ may not be the best way to go, until at least you have more experience behind you (and you have an excellent builder as part of your team). Finally, look in locations and suburbs close to where you live (within 30 minutes’ drive). You’ll want to keep a close eye on your investment so Tokoroa may not be the best bet. Next month we’ll conclude the subject by taking a closer look at the financial side of property investing. High levels of success for Year 12 students Excellence endorsements were gained by 28% of students at NCEA Level Two for 2013. This is a significant achievement considering the national percentage is only 11% in co-ed schools in New Zealand. Overall, NZQA figures indicate that 34% of students also passed with a Merit endorsement, resulting in a 62% endorsement rate for the school. Seven students were also individually recognised for their extraordinary results. At the very top high-flying student Max Tang received a grade point average (GPA) of 97.1 %, and completed five of his six subjects with an Excellence endorsement. Courtenay Giles, Neeve Sew Hoy, Samin Ozyurteri, Benjamin Robertson, Madeline Hay and Michelle Wang gained GPAs above 88.3% and gained an Excellence endorsement in four of their six subjects. Swimming sports make a splash Hundreds of enthusiastic students from all year groups took to the poolside recently to take part in or support the school’s annual swimming sports gala. The grassy bank was covered in the blue, green, yellow and red of students supporting their Houses, in a vast array of costumes, from the classic war stripes to the 16-year-old boy in a tutu. Matt Strain, the bearer of this interesting costume choice explains, “I did it for my House I guess, to motivate the juniors.” With a sausage sizzle and plenty of sunblock the students were well equipped to tackle the exciting day. “It was good to see everybody out there as a school, supporting each other and having fun,” exclaimed Lucy Johnston-McGregor, loyal Arawa House leader. Each competitive swimmer took

part in at least three events and those enthusiasts competing for senior swimming champion had to swim a massive seven events. By the end of the day, the exhausted students who took part felt as though everyone had made a tremendous effort. Katie McDougall and Hayden Worsfold were proud to

go home with their titles as 2014 senior swimming champions. Alex Ferguson, a student who helped organise the event, says “We were so pleased; the atmosphere was awesome due to a fantastic turn out.” BY LIzzIe VerCruYsseN

Athletics Day: fast and furriest The annual Athletics Day, is beginning to have traits of the Boxing Day races due to the awesome “fashions on the field”, combined with the pounding of feet! Make-up was traded for face paint, and the high fashion colours this year were “house” Blue, Red, Green, and Yellow (Arawa, Aotea, Tainui and Tokomaru). As always there was great competition and very enthusiastic House leaders. All the Houses were very colourful but Tainui’s flag was a standout on the field. The highlight was undoubtedly the House relays with Aotea winning four out of seven relay races. Athletics Day wasn’t all just about the fashion and House points, but was also a chance for many students to show off their athletic ability and have a go at making the North Harbour Inter School Athletics champs coming up in March. Head of Harbour a highlight

A win, eight top four placings and a boat naming ceremony marked an outstanding Head of Harbour, for TGS Rowing. Over 900 athletes, from 31 schools, turned up to Lake Pupuke for this annual regatta. The winning crew was the Under-15 Girls Coxed Quad of Emerald Scofield, Liberty Soanes, Arianna Hogan, Catrin Sarker and coxswain Anna Timpany. Held on Saturday the 15th of February the 78th regatta was organised by TGS once again. The bank of Lake Pupuke was packed with supporters on a sunny day with relatively calm waters. King’s College and Epsom Girls Grammar won the prestigious Under-18 Boys and Girls Eights. The new lightweight women’s quad rowing skiff was officially named ‘The Matt Korn’ at a naming ceremony that took place after Head of Harbour. Matt Korn’s family has been involved with rowing at TGS for four generations. Matt has been a rower, rowing parent, committee member and a coach. He has given countless hours of time and dedication to TGS rowing. He

is currently coaching the Under-16 and Overall Points and the other for taking out Under-17 Girls crews as they prepare for the the Under-16 Girls Eight. Have Your Say! We need your support! Please come to the meetings to discuss the Devonport-Takapuna Local Board and Area Plans. These Plans will decide the future infrastructure for our area. This is an opportunity to have your say before the Plans are prepared and to influence the Plans. The problem is not just shocking traffic - it is the adverse effect on schools, storm water, waste water and emergency services, parks and reserves. The Unitary Plan did not cover any infrastructure for our area. There are two meetings in our area: These meetings are being Monday 17 March, 7.00pm Thursday 20 March, 7.00pm organised by the Belmontat St Margarets Church, at the Baptist Chapel, 151 Lake Rd, Belmont 13 Jutland Road, Hauraki Corner Hauraki Residents Association. Into the deep end is where Devonport Primary School’s class of 27 Year 6 children were thrown with the capsize drill of their first Waterwise session this year. “We made them all capsize out in the deeper water and asked them to swim back ashore. I am very proud of them. None of them got scared. They all listened and were confident about it,” said Waterwise volunteer Julie Moncour after the session. Being asked to retrieve the lollies stuck to the bottom of the boat, also sweetened the challenge for the children.
