SOME ISSUES FOR DISCUSSION (loosely based on materials of HuriLab Social Innovation Lab for human rights) 1) Which municipal policy issue are you trying to attend to? a. What is it that the project tries to achieve? b. Who will benefit from this and how? (at this stage it is important to discuss the preliminary vision with the direct users, who will be working with the system both internally and externally). 2) Which instruments of policy-making 2.0 are you going to be using to solve the problem? a. Social media analysis and questionnaires? b. Crowd-funding? c. Open data and visualization? d. Sentiment-analysis? e. Situation modeling? f. Simulations and serious gaming? g. ‌other? 3) What is the technical solution that will be offered for solving the problem? a. What is it that you are going to build? b. What projects have already constructed a similar system? What can be learned from them? c. Would you be able in 1 minute (elevator pitch) explain the essence of the project to a person not aware of technical intricacies? 4) How are you going to spread the word about the new project / service and make it attractive for the citizens? a. The awareness-raising component is one of the most important ones. How are you going to be planning for this stage? 5) How are you going to be ensuring financial sustainability of the project? a. Is monetization foreseen? b. How is the co-funding from the municipality side going to look like? c. Which business-entities could be involved in project implementation? Advertisers? Corporate social responsibility? 6) How are you going to be addressing the issue of the digital divide? a. If a person does not have a smartphone / tablet computer / computer, for which the project is aiming, how will he / she be able to benefit from the service? 7) So what comes next? a. How are you planning further development of the project? What are its prospects for the development at the local level as well as integration into the national-scale priorities of egovernance development?

INSTRUMENTS

Wi-Fi will be available at all times during the event and in the hotel. There are no spare laptops or tablet PCs to equip the teams with. In order for a team to be effective at least 2 or 3 laptops will be needed. Availability of tablet PCs and mobile devices to test the developed prototypes is strongle encouraged.

ODESA FOR TOURISTS Odesa is one of the great places for tourists. Here one can find anything for recreation – the sea and beaches, cultural sights, museums, theaters and a multitude of cafes and restaurants. Odesa is one of those few cities in Ukraine that have their own “city-speak” and unique humor and has a number of symbols well-known not only within Ukraine, but beyond its borders. Odesa national opera is amongst the best in the world, and Potyomkin Staircase is one of the dozen most beautiful ones in Europe. Memorials and sights of Odesa. There are many memorials and cultural sights in Odesa, amongst them – 19 museums. The archeological museum and east and west art museum are amongst the most visited ones. Apart from that, the city has over 150 memorials with the memorial to duc de Richelieu is by far the most well-known. The staircases located close to that memorial – Potyomkin Staircase is also a noteworthy site, alongside the Odesa Opera-house. Beautiful places of Odesa include all the historical center, where our Lab is taking place.
